for having -- for supporting me again this year. last year was a year for the history books. i could not asked for a better team to work with during last year and all that we did for our people. our staff is phenomenal. this year our focus will be on recovery, helping our tenants to recover and getting the port back up and running hopefully so vaccines are distributed to everyone. given what has happened over the past week and couple of months and seeing that we have so much work to do when it comes to equity and justice. that will be a focal point for us this year. we will really concentrate on recovery and equity.

i'm proud of the work we've done together as a port. i'm very, very grateful for the extraordinary support, mentorship and leadership the two of you have given to me i was learning to be director. you encouraged me to be fearless. thank you so much. i'm pleased that you will serve again. i look forward to working closely for you and with the full commission to help successfully guide us through 2021. i hear that promises to offer some very unique opportunities and challenges. i'm also please to report to the commission that supervisor wall walton of district 10 was selected to be president of board of supervisors. we already have a good working relationship with him and looking forward working with him as board president. we're only 12 days in the new year, commission officers

commented on, we've been through a lot as a nation. record number of covid infections, hospitalizations and deaths, failed attempt to coupe and now a second impeachment of the 45th president of the united states. last week, port staff and i joined all americans and people of conscious everywhere in our shock and horror at the riots in the capitol. i'm grateful that our public still stands and those who committed the greatest acts of sedition will be held accountable and prosecuted to the fullest extent of the law. we remain hopeful in eight days the coming commission that supervisor -- >> [indiscernible]

>> i'm very hopeful that this new administration will write the ship and steady our nation's course, which is much needed. there's difficult work to be done and choices to be made. i think we can feel optimistic and competent that it will improve. now to our port. live report will cover the important topics of economic recovery and reopening, equity and i will give key project updates specifically from the waterfront resiliency program. working together we have offered tenants extensive rent relief and tool toes to help weather devastating economic storm. in a moment i will ask rebecca benassini to provide an update. i wanted to provide context for

her remarks. the paths reopening the economy will be longer than we hope as we grapple with a very challenging virus and make progress towards vaccinating the public. we stand with our tenants and have offered generous relief packages and continue to develop and implement our best economic recovery. now is the time to think strategically about what the future business models will look like for us. it's a necessary of shared prosperity. recognizing the fact that the faith of our tenants and economics are intertwined. we need to be cleared and laser focused on ensuring that the decisions we make going forward are mutually beneficial. or else we will suffer the consequences of long and economic pain.

staff and i look forward to continue engagement with our tenants and in working together with this talented port commission to chart out the way forward. now i would like to invite rebecca benassini to share preliminary thoughts how to design our existing programs. >> thank you very much director forbes for that introduction, happy new year. i have a few slides to guide our conversation on our tenant relief packages. before you -- as we consider our tenant relief programs and result to date, i want to look back a couple of months. this shows our action dating back to august. i wanted to note that our -- we

begin conversation about tenant relief in the port commission's april meeting. which was the first meeting held after shelter-in-place. the port commission acted on key programs in august when we provided targeted relief to lbes, percentage rent, maritime tenants. we took that program which symptom of which require board approval through the board that was finally approved in december. we also put into place payment program and additional relief measure for civic impact tenants who provide a special impact, they're able to apply for tenant relief under the program adopted in december. to give you a sense of how these programs are rolling out. we estimated when the program

was adopted that about 250 of the port tenants were likely eligible for the three sector forgiveness program. we set up an online application system in the late fall and then in december for the percentage rent tenants. you can see on the pie chart how many applications we received. it's important to note that of the 50 that we received so far, we think that about half the percentage tenants applied so far. about a third of potentially eligible civic impact tenants it applied. we have work to do on reaching out to our maritime tenants. we think there are potentially 120 tenants who may be eligible for the six months of rent relief. we working to continue to that outreach to increase that number. we'll be coming back in subsequent meetings with

updates. next one shows our replacement program results. this repayment programfuls adopted by the port commission in december. we set up a similar system where tenants needed to apply online for back rent that they hadn't paid in 2020 and select one of three repayment options. thus far we received about 28 applications as of last week distributed among the various repayment options that were available. i wanted to note option a was set up to get revenue in the door quickly. for tenants who selected option a, they were allowed a 5% decrease on rent that was owed. to date we received applications that totaled to almost $840,000 in revenue to the port. the real aim of that program was

to get revenue in the door. we're pleased we were able to get some tenants involved in coming current on their rent. we were building this airplane as we flew it. we knew there was a fluid situation in place. we were standing up programs quickly with the staff that we normally have to manage property. they were standing up application programs, we had an incredible collaboration with all of our information system folks and our accounting staff in order to get these programs under way. i've been pleased so far. we definitely have some implementation challenges that we want to inform you and the public about and provide how we're handling them. the first is with regards to the 10-day operating requirement that we had discussed in april, may and actually adopted in august for our percentage

tenant. we do wish to have our tenants -- outdoor dining have been up and running for two months. we anticipated stronger reopening as things have turned out. that has not been able to be sustained. in addition, the program took a couple of months to be finally adopted and approved by the board of supervisors so we do not open up applications for percentage rank until december 30th. the other implementation challenge we approved repayment program in december. we had deadline december 31st to receive applications for the option a repayment. we will be allowing applications to come in a bit later which i'll show on the next slide. just to allow tenants to have an opportunity to hear about the program to come in and come

current on their rent. to rectify the challenges with regard to the 10-day operating requirement, we will be applying this requirement going forward and we're making clear in our transaction in the agreement documentation, that percentage rent tenants will be required to operate 10 days per month. after their applicable activity is allowed to reopen. we want to be clear that the restaurants, that means outdoor dining is permitted. we would like to make sure that our tenants are operating in compliance with all of the health orders. we want to allow all the percentage rent tenants to get up and open after health orders allow activity to resume. we're allowing up to 60 days for a tenant to general operations after they enter the forgiveness agreement.

we want to note that the executive director will have discretion if a business would like to be granted a waiver. that's our solution to the operating requirement issue that we've encountered. i think the next slide will show the option a repayment. option a repayment, we will be accepting application for tenants who wish to come due on their rent through the end of this week. we've done quite lot of outreach. we believe we've let all the tenants know who may wish to provide that lump sum check to the port to come current on their 2020. we want to give them couple of more days to ensure nobody is left out. in conclusion, i want to really

recognize my colleagues. this has been a real group effort to get these programs up and standing up, finance accounting maritime our city attorney teams collaborated twice a week to make sure we're providing clear guidance to our tenants. i appreciate all of the work of those teams and that concludes my remarks on tenant relief. >> thank you rebecca. now we'll move on to equity. i'm proud to report that the port's rate equity team completed and submitted the race equity action plan which the commission heard at the last hearing to the office racial equity, or o.r.e. o.r.e. has forwarded all city

departments plans to the board of supervisors and to the mayor's office. they will be providing specific comments to the departments in february of this year. they will coordinate city wide equity action. with the phase one action plan now complete, we turn our attention to implementation. we look forward to engaging with port commission president kimberly brandon and port commissioner gail gilman who voled to shepard this work. we have more early actions including refined goals, objectives and tracking metrics that are integrated in our port's strategic plan for the port commission and public to see in late february or march. to other equity effort. our micro l.b.e. hardship emergency loan program is up and

running and has closed for initial application. we received 58 applications and at this time, 22 firms have begun the formal application process. the loan program can make 36 loans at $25,000 each. due to the number of applications, we didn't need to have a lottery and we didn't need to turn firms away. of the 22 firms, 69% already minority or women owned. 65% are black or brown owned businesses. we're really proud that this program is reaching our target audience, congratulations to all. more equity news. the port in collaboration with the contract monitoring division, hosted a virtual workshop on december 9th l.b.e. opportunities and working over near water. we've learned through our conversations with businesses

this wrda construction work scare candidate away small businesses. a dialogue was held and the port was able to battle the myth and show that many port projects do not have maritime requirements at all. some of them with the maritime requirements still eligible to compete. i want to thank the staff that put this workshop together. first identified the barrier and put this workshop together and staff comes from the engineering, resilience and contract team. now provide update on waterfront resiliency and mission rock. i like to share some exciting news in regard of the water resource development act of 2020 better known as wrda. thanks to speaker pelosi it's important that the piece of legislation passes both houses of congress. it will help fund resiliency

projects. wrda is a federal law that authoreds and funds local flood protection projects. it is one of the few bipartisan bills that congress routinely passes because their shared values to all parts, red and blue states. wrda 2020 direct army corps of engineers, this changed to national policy is important for us because it allows communities like ours to compete for federal funding and also has seismic components are not penalized because of the seismic cost of this project. it's also a big win for other harbors and port. i want to thank president brandon for her support and

advocacy for this important legislative change. she went to d.c. with us and met with legislators to make the voices heard. i like to thank our port resilience for their work developing, promoting the legislation and developing coalition of support for it. this wrda bills includes language that will continue to support private investment in our peers portwide. will provide clear path for permitting with the army corps and federal agencies with responsibility for endangered and threatened species. very important to our program. we're grateful to the very strong support of mayor london breed and speaker pelosi and bringing our city and nation together to overcome our challenges. congratulations to all. another project update from our waterfront resiliency program. as the commission knows, the port staff is engaged with the army corps of engineers and the

waterfront, sf waterfront flood resiliency study under 50-50 cost sharing agreement. in may 2020, the port commission approved increase to our study cost from $3 million to $20.3 million. now the army locally is finalizing a request to army corps headquarters in d.c. to the assistant secretary of the army to approve a federal waiver authorizing $20.3 million which reflects the level of planning effort that we need to tackle the study. it's a very complicated urban setting. the waiver request will be submitted in late january. we're thankful for the partnership with the army corps to address the sea level rise to the city.

provides that the army corps of engineers providing federal interest, this effort could open the door to various significant federal funding for our waterfront. i want to thank the study team for the continued work on the waiver request. the mission rock has been keeping very busy over the months and covid. in the port and mission rock partners closed on all four phases, -- sorry all four phase 1 parcel leases in 2020. that is really a huge milestone. more recentlies, the port issued the first construction permit for parcels a and g. parcel g is an office building that was sublease and become the new global headquarters. construction on the building began in december and expected to be completed approximately 24 hours later. parcel a is also under construction. work on this 283 unit

residential building began this month with completion also anticipated in approximately 24 months. once completed this building will bring 102 affordable units to our san francisco waterfront including the -- issuing the first construction permits for the two buildings results in $105 million in affordable housing, transportation and child care to the city. in addition to the work on these two buildings, mission rock partners began to build the infrastructure to support the building. all this essential work will be completed in coordinated nation to ensure it is in place and
