>> caller: hi, my name is carol, and i'm just speaking as co-president of the democrats of san francisco. i'm here to express full support for the appointment of the commission and the reappointment of all other commissioners today. in regards to sarah's appointment, she's a fearless leader who represents the more marginalized families in san francisco and i have witnessed her work to fight for economic justice in our immigrant communities. sarah will be the first undocumented person to serve on a san francisco commission, and this will be historic and it's past due. sarah is an inspiration to us young leaders who care about social justice issues. sarah has broken the systemic barriers and opened up doors for immigrant families to make and to be part of the decisions that affect our health, families and future with self-determination. sarah's experiences allow her to

zero commissioners who currently live that urgency, right, on a deep personal level to fight for people like me who don't know if i'll get to stay in this country that i grew up in next year. and now that finally non-citizens can be appointed, we need leaders who lived through the struggle and have years of community work. i have worked with sarah and her years of experience with the immigrant community, and this is exactly what we need. she led prop c to this point and made history, right. we have enough allies and we have enough academics. i believe that she is and she has been the most authentic voice and thank you so much for your consideration. >> clerk: thank you. can we have the next caller, please? >> caller: hi there, good afternoon. my name is vicky castro and i'm a first generation born and

raised in the mission. i currently live and work in district 9. i'm calling in to give my support for seat 10 with the immigrant rights commission. i think that she is an individual that can definitely lead the charge and be able to elevate and amplify the voices of the immigrant community. when you are considering who you would like as a great candidate, i think that she is the one, most importantly, not only because she has a beautiful compassion at heart and brilliant mind and deep integrity, and real deep roots in community and is a strong facilitator and convenor. hard working, accountable. and most important about accountability is that our community needs a lot, and she knew what happened when we have people at the seat who will be accountable to the community.

i also wanted to describe her as something that has been described as is relentless. she is relentless in her pursuit of justice for immigrant rights. and pursuit of justice for black lives and making sure that voices are elevated and making sure that affects the community is at the forefront. i wanted to end with a quote from mayor breed, that says basically where is san francisco and we stand up and we lead. and that we need to be the light that leads. i think that she is that light. thank you. >> clerk: thank you. can i have the next caller, please. >> caller: good afternoon, supervisor chen and chair peskin. my name is céline pelley and i'm with the immigrant rights commission. for the past 24 years, the commission has fought for the

right and dignity of immigrants and other underrepresented communities. from language rights to the ordinance, shining a light on the impact of covid-19 in our immigrant communities, to taking a lead role on racial equity. the immigrant rights commission has worked with our community partners and fellow commissions and city departments to ensure inclusive fair policies and conditions that makes san francisco a safe and welcoming place for all people to thrive. it has not been an easy role for immigrants, particularly during the past four years, when we have seen a steady stream of anti-immigrant policies and rhetoric and attempts to diminish the contributions of hard-working law-abiding immigrants in communities of color. immigrants have reverted back into the shadows in an effort to stay safe and survive. the immigrant rights commission supported by the staff of the civic ep gamement and immigrant affairs has continued to be a safe space for our immigrant communities. making sure that their voices

are heard and giving them an opportunity to be engaged. under this new administration, we look forward to continuing to champion our immigrant community, their successes, their achievements, while working to resolve their needs. we have been fortunate to have had a diverse, engaged, skilled and hard-working commission who are committed to our immigrant communities. to language access and to racial equity. they bring a combination of personal and professional experience with an unwavering dedication to making the lives of immigrants better. i would like to voice my support for our incumbent commissioners, commissioner navarro, and the others and for the applicants. thank you for your time. >> your time is up. >> clerk: can we have the next caller, please.

i wanted to say that we are in full support of sarah for seat 10. sarah has been a champion for immigrant rights and we have had the privilege to work with her and it's our proudest accomplishments to work on prop-c with her and various attributes of her immigrant rights reform. sarah is a true leader within the immigrant community. and hearing a quote that was just said, saying that san francisco is the light that leads, then let's be that light and appoint the first daka recipient to an immigrants right commission. let's lead this country in showing that we care about immigrants. and sarah is that leader. she's an undocumented leader who represents the voices of the most marginalized immigrant families in san francisco.

but really i think that it's really more important about what she's done, because she's done so much in her time. she was instrumental for me to pass proposition n to give immigrant parents the right to vote. which is a program that we have that is at the resource center where she's our board president and has been doing an excellent job. as our first dreamer board president. she's also been instrumental really in helping me with the campaign for proposition i, which was to prevent luxury condos from building in the mission. you know, that she's been the co-chair with me on proposition c to allow her to be before you today to fill out the application to apply to be a commissioner as a dreamer and not have to say she's a registered voter. she's making history and we're all proud and we need doers on our commissions. she's -- yes, she's been the president of latino democratic

>> item 5. executive director's report. >> good morning, directors. i would like to welcome the new board members. i look forward to working with both of you as we execute the initiatives and add vance the downtown rail extension. i want to thank director hirsh on delivering the important transit services. last month we welcomed president joe biden and vice president harris. we are excited for the new administration. our project will receive funding over the next few years. we are excited for the new transportation secretary. a few local represents from this

area. we continue to monitor federal stimulus package as it may beings the way through the legislature. we are optimistic the $1.7 billion in funding will keep the bay area transit expansion and modernization projects on track. we join the metropolitan transportation commission and other operators in cosigning our congressional delegation in support. we are in correspondence with m.t.c. to include the tjpa in the funding. as we deal with the pandemic we are optimistic. we are working to provide outdoor services to respond to the order.

we continue to monitor the stay safe at home for collective efforts to reduce the spread of covid-19. adhering to the guidance and working with our transit operators. we continue to provide commuters and visitors the most up-to-date information about mask wearing and fiscal distancing ensuring hands cleaning protocols are in place. as rollout of vaccines occur we are working with redevelopment ventures to plan for and help ensure we are ready for increased activation when it is safe. we hope it is sometime this fall. earlier this week we hosted sales force for their kickoff. though showcased our rooftop art through the international audience including 50,000 employees and global partners.

they expect these to be broadcast to 10 million viewers. we continue to make progress on the advancement of the project with the steering committee partners including funding plan strategy, travel forecasting and ridership modeling. together with the staff we have been reaching local partners. we went with region 9 administrator and his local to reintroduce the project. we appreciated feedback to prepare the project for the program. we work closely with them to ensure the project development this fall and complete the process within the two year requirement. also, we are scheduling the commissioners to provide briefings in the upcoming months. we are excited for launch of the project in the powers authority. we realize the connection to the

east bay. we are working to plan for and build a seem less connection for the future integrated transportation system. we also sept m.t.c. a letter in response to 2050 five year implementation plan and asked them for resolution project and ensure they receive continued funding from local and regional measures to ensure the transbay program is built. early this week rail authority issued the revised draft business plan 2020 for public review and comment until march 12th. we join the high-speed rail authority the future operating partner in commitment to delivering passenger rail service to the state. the significant impact of covid-19. it prioritizes environmental clearance of phase one between san francisco and the transit

it is great to see that they are getting membership expansion through this expanded outdoor pod. another activity ongoing discussions with our neighbors to the south at 181 fremont, j paul, working to fastate a number of things underway. one is window washing. that is boring but when you have a high rise that butts against our facility it is a challenge. we have worked with them. the license agreement to facilitate the three week affair for window washing. they also have window repairs that need to be affected above the 40th story. there are minor bridge deck repairs that started yesterday. that work is ongoing.

minimal impact to the facility. the highest impact issue is the window repair where we have to have a fall protection area in case of mishap. that will involve a partial closure of the pedestrian path on park. you can see that on the facade depending on weather conditions. the park activities. we did have a holiday lights extension so that was through january. those lights have been removed just before sales force mobilized for their virtual event. it was a two location event on a live stream from two days ago. we let off here at sales force park followed by the chairman

street side. those discussions are going well. the key point here is while there is a lot of gloom and doom in the media relative to retail and particularly downtown san francisco, we continue to have active interest to the point where frankly we only have two first floor suites that aren't in active discussions. only have transactions ready to present town. i am encouraged there is that level of expect in our facility at this time. they recognize the value we will bring when things begin to return. we will have more information on that as these transactions get closer to fruition. this shows you the details. no change from the last meeting in terms of occupancy rate just under 80%. successful in these pending negotiations that number will

change by the end of spring. that is my hope. improvements. this slide will look familiar. verizon express is open. kaiser has completed work. they have occupancy permit from d.b.i. and are ready to go. looking at target of may 2021 for opening to coincide with downtown with the unit that cannot be found elsewhere in the system. we have more on that as they share what they anticipate the operations and service system available from kaiser. across the hall from tjpa on beal street side is the spring fertility suite. they have made great progress. they have moved in furniture.

this awaits the permit for them to begin occupancy. commencement started last year they are targeting the end of this month or more likely early march based on intelligence from d.b.i. apstatus of permits. this is a quick rundown every maining tenancies. 11 begins commencement yesterday. they are one of the first to open given their relatively limited tenant improvement package. our building effort moving nicely. we expect quite a lot of material delivery for the kitchen exhaust project to come toward the tail end of this month and early march to dovetail nicely with the anticipated q3 and on the next slide q4 openings.

briefly update you on activities listed here. it remains a very, very busy time for the whole team we appreciate guidance of the board through this period. in terms of the funding man as the interim director gonzalez mentioned. this is the 2016 funding map to update the existing sources, committed once as well as newer ones, working with funding partners we confirm the forecast of funding sources such as the tax increment revenues and evaluating the sd1 gas tax funded programs we have applied in the past and will apply for the transit inner city rail program and the solutions for congested corridors and other

relevant programs at the state level. city has the agency working on the pricing study. should that be approved that is a potential source as well. there are recently passed or planned revenue measures to consider as well. in addition we are reevaluating the fta federal transit administration resource funding. i will come back. we had a productive conversation with the region nine office as interim director mentioned. there is potential for private participation in creative financing which we will be exploring. near term the jtpa and the staff are working to seek an amendment to the prop k allocation the transportation authority approved last year to update and align the activities with the work plan that you adopted in december. this is going to reflect potential acceleration of the project schedule to see if we

can make earlier submittal to the federal government on the restarts program. it showed august 2024 submittal. we are exploring to move that up to august of 2023 as i reported last month. this is a once in a year submittal window. that is a important decision all partners and you will be making. if approved, the prop k funds would support the team's work through the end of this year including approval of the operating project definition. that is key this fall. we would also need additional funds to comment the prop k funds by other sources going to 2022 and 2023. i will note that is the current focus of the work with the partners. we are discussing this as well so we can present that to apply for the entry to the federal program to fta.

as the interim director reported that was a successful meeting february 4th with the administrator. several members of the staff joined the virtual meeting to provide encouraging feedback as well as helpful guidance to the people. we were introduced to the entire rile ma'am partnership with importance of the multi agency collaboration and we reviewed the purpose and status of the phase-in study and importance of looking to see how we can make that strategic decision about balancing cost savings with other factors and criteria. we further introduced the ridership modeling task. it covered the different aspects of those technical decisions. also the capacity of the fta program. again, administratortulelis and members of his staff were very

itself, but the [inaudible] to ensure that this, you know, transition housing done appropriately and also to let the [inaudible] because of the shortfall in funding and all the other factors in order for us to move. so those are just the -- the broader issues here. and then, we will come back to the other plan, and i know that director buck is engaging with mohcd, which is another realm of housing to ensure that treasure island can also benefit from the resources that also exist in the city, and

commitment to [inaudible] and communicate with the existing tenants and to make sure that they have all the information and all the tools that they need in order to transition into the new housing that is going to be built, but it is going to take over ten years for all of that to come on-line. some are coming on-line in the next two years, but there are many more that will be needed to take care of all the population that is currently on treasure island. and our concern is that at this rate of spending that we will not be able to provide that same level of services to the

residents. we have the nonprofits of housing that will be marketing developments, including swords to plowshares, mercy housing. we have one treasure island as a resource. we have private developers that are doing their own marketing outreach for sales of housing. we need to coordinate all of these efforts and make sure that we're being prudent, also, and how we're using our limited resources on this. so my suggestion is to give budget authority for one year. i think giving $500,000 spread over 18 months -- a one-year budget is about $330,000. so to authorize the $330,000

for this contract, but have staff come back to us before the end of the year with basically the process to issue a request for proposal so we can get competitive proposals from the vendor as well as others so we can continue to move forward on transitional housing. so that is my suggestion in order to meet the comments that have been made at the last meeting, and i'd like for the board to consider that. are there any other suggestions or comments on that? >> do we have to put this onto

great. let me see if you're able to see my screen. great. good morning, directors. my name is jamie curven. i'm the finance manager with tida, and this morning, i'll present to you an informational item on the resolution approving the execution of the memorandum of understanding with the mayor's office of -- of housing and community development. very briefly, i know many of you are familiar with who mohcd or the mayor's office of housing is. they're a city agency charged with developing and implementing the construction of affordable housing. that includes the inclusionary housing program under the code as well as exempt housing under private activity laws. this slide, i'm sure many of you are also familiar with.

this is a refresh of tida's housing obligations, and how we plan develop the 2,163 units identified within 20 parcels. to give you a little bit of background on tida and mohcd's relationship, even though we are going forward today with a formal m.o.u., the relationship has dated prior back to 1997, when tida, mohcd, and one treasure island, or one moda had collaborated on the shipyard. since then, we've met as needed

once a week on the various affordable housing projects being developed on the overall development. so this is just to formalize a very, very long-term relationship between these parties. in terms of the specific engagement that tida has with mohcd for the approved actually already m.o.u., tida will engage mohcd to provide designated staffing services to provide in the implementation of the housing services, but not limited to, designated accounting services, administration of lotteries, marketing, and housing preferences, which will be done through the dalia services, which is an on going platform,

asset management, which mohcd typically plays a significant role in the predevelopment construction financing for these units. in terms of what is designated as on going tida specific responsibilities in the m.o.u., it does reiterate that tida is solely responsible for coordinating and providing services necessary to implement the transition regulations, so that includes advising residents of their housing rights and opportunities, enforcing opportunities to legacy residents and making the transition assignments and monitoring transition households. in terms of how the annual budget process works under this m.o.u., each fiscal year, tida and mohcd staff agree upon an

annual budget to analyze mohcds work under this m.o.u., and that includes staff time as well as other administrative costs. to date, the m.o.u. under fiscal year 2021 anticipated to only cost about $15,000. for next fiscal year, fiscal year 2022, the approximate budget is around $278,000 to cover expenses under this m.o.u. in terms of the m.o.u. terms, in terms of location, the m.o.u. covers all affordable housing, again, including authority and inclusionary units on treasure island and yerba buena island. the term is set to be sort of indefinite, and the m.o.u. may be amended from time to time, but it's really to formalize the on going arrangement and relationship between these two

aaliyah, i'm so glad you are here. as a long time san francisco resident, i was engaged with mohcd, and in fact, years ago was instrumental in [inaudible] facility here in the bayview area where i live. i'm, you know, regularly receiving information from your agency, and i am -- again, i want to reiterate that treasure island residents primarily are san francisco residents. and so all the assistant residents that mohcd are actually assisting san francisco residents to provide to them. i've been calling for a long time, i've been calling for mohcd involvement, and so here we are today. i guess some clarification from, you aaliyah, and i know that tida would also be

reimbursing certain activities, but i just want to make sure that these activities are going to be on top of the regular services that your agency gives, too, to san franciscans in general because a lot of residents of treasure island do not realize that they are also eligible to all those resources. any housing, affordable housing that are built, yes, they can put their names in for lottery, and given the fact of the housing shortfall that we have on treasure island, it might get decades to get there and also the other residents to be fully occupied. i want to make sure that all these resources that already exist are also marketed to those residents.

in fact, some of them may be on the list of affordable housing on the main land, given all the affordable housing that you are producing. so you're a resource that we really need, and i'm glad that we have a formal m.o.u. so if you could just answer my questions regarding those statements i just made, i'd appreciate it. >> absolutely. thank you for the question, director richardson. so in terms of thinking about mohcds role, we oversee the marketing of affordable units, and we conduct the lottery of those units. so just to clarify a little bit, what that means is that developers themselves are actually responsible for marketing their units. they submit to mohcd a marketing plan for our review and approval and tell you how they're going to be doing their outreach. we mandate what types of

outreach will be done. for example, there'll be signage on the building. they'll be required to do certain kinds of -- in this case, virtual open houses, particularly for affordable housing units, and so on and so on. we review resident leases, we review selection criteria to make sure that there's consideration of the city's fair chance units to provide access to affordable housing to the broadest range of san francisco residents possible. so in some sense, we are conducting the same activities on treasure island as we do throughout the city. and tida has some specific requirements. your d.d.a. and housing plan includes some specific requirements that we will incorporate into our program.

but we have a vast infrastructure to be able to allow thousands of residents, that's right, director richardson, on the main land and treasure island alike, to apply for affordable housing on-line. we accepted paper applications until the shelter in place. we would absolutely encourage treasure island residents to look at affordable housing opportunities on the main land as well as on the island. so just to sort of follow up, then, on -- i heard director tsen say there is a real
