in 2014 for two cables to a party and they ordered pucs. he booked an advertising expense in the accounting records. starting in 2016 they paid larger annual project expenses to ycd. before and after they were charges pc for a party honoring pucs head. he took control for his wife. this commission certified a statement that fees for crickets for another help with education and trainings provided by a governmental trade organize or association. is this an appropriate expenditure. i hope you look into these

production and for water convenance. an additional article that solar canals have been built-in india since 2014 so there are demonstrations projects that exist. the article sites discussions in central valley and southern california are underway for floating solar projects. in conclusion one floating solar project has been concluded this bill will allow rate reduction bonds. wastewater also full powered generation transmission and distribution. as it official supporters of 8758. i will staff the presentation

to the commission with rate reduction bonds. capital planning thank you. >> thank you for your comments. next caller, i opened your line. you have two minutes. >> good afternoon president maxwell. last week you should have received a letter from a coalition of 22 environment allogroups with several requests. one was the direct staff to include an appendix that analyzed a 7.5 year design drought. ideally, we would love to see that decision made before urban water management plans are finalized. it was apparent from your meeting it won't happen that

quickly. they last for five years and very helpful for agencies to have an appendix to point to and make that determination at some point. very interesting thing happened at a meeting a few weeks ago. a consultant on the urban water management plan. several agencies joined us in requesting they demand projections and contractual obligations to assess the impact on water supply. the reason they did that is because it's difficult enough to approve housing and when you have a plan that suggests 55 % rationing in year three of a drought you have a lot of opposition from the community. they made that change and that reduced rationing by 27 %. we think the agencies would support us in encouraging an

appendix that would reduce rationing. there is growth projections in the current or water management plan. the population growth is 92 % higher than it was over the last 15 years. that's not reasonable. the urban plan the projections are four times greater than those of the department of finance. this needs to be looked at. we hope you will take this action soon. thank you. >> thank you for your comments. i wanted to call to draw

when we spoke to people we found that 75 % of unhoused san francisco face barriers to accessing their daily water. most of respondents, a 51 % don't have access to 15 15 15 liters of water per day. this is the lowest access. they effect the most marginalized san franciscans. this is due to disability, age, and over criminalization. water is the foundation of health and survival. because lack of water leads to immune response. it's a discretion funding and

venerability. they determined precipitation won't change. i assume that means on average. i have mentioned to you the district agricultural plan. they are seeing a shift in flow from april to july the earlier runoff. we are seeing an increase in runoff in the fall and winter period. they say projections suggest at the river. the runoff from april, july, and it will decrease likely to 60 % of total runoff. that moons water will go into the time period we go over the pfs. that will really help out with water supply. we hope you will take-up the

of the general manager. >> good afternoon president maxwell and commissioners. i have my report and we will start off with the racial equity action plan. i ask you to present that with your team, barbara. >> thank you very much, michael. i just want to kick us off. thank you president maxwell and commissioner for the opportunity for the pow racial equitity plan today. the work has been to engage at all levels within the organize. we are creating it in our culture. we would like to establish and amphithe amplify diver. this is a culture change and we recognize it will take us engaging at all levels to accomplish this and it will

take time. with that intro, let's hear from power racial equity lead for programs and planning kathern. >> i'm with power enterprise and equity lead. our work on racial equity and power under stays the current state within the work force and customer base. we move forward to make much needed change. such changes include diversity, equitity, and increase within the work force and community engagement and community programming. is this will take time. our work has focused on planning and organizing for

the change. the critical component for staff engagement. our future work to be successful. we must build our knowledge base and maintain and deepen our staff engagement and cultivate trust among staff for transparency and accountability in our work, next slide please. truly for us we have it in our enterprise that stepped-up to take leadership roles in our racial equity work. it's my pleasure today to introduce the staff leadership of our racial equity work. this includes ashley wright, sandy carter utility analyst and development manager. the four of us work as a team with barb hail to lead equity and inclusion efforts.

in the next slide ashley will tell you how to engage staff in the work. over to you, ashley. >> thank you, katherine. good afternoon, my name is ashley wright. i'm a management assistant with power enterprise. this was a big component. as an enterprise we understood to be engaged and pull them in early on. we want to make sure we uplift our staff throughout the process and give them the agency to create the changes they would like to see. our work began seven months ago and late outdoor the foundation by helping racial equity lunch and learn that covered the city's resolution and directive. key terminology and concepts. the importance of diversity

and provided staff and experiences. lastly, just let them know this is what will be as effective without their voices and involvement. recognizing we need to effectively reach our staff and we followed up our initial presentation with few outreach engagement tailored to the group which is our usf team. following the initial efforts we decided to do two things. first racial equity work group for all staff. second we conducted a racial equity engagement and survey feedback that allowed staff to have a direct say in the structure of the work group and identify subcommittees and volunteer to cochair them and provide feedback to power on it's path forward.

luckily, two months in we became more engaged. it started to convene with the work succumb subcommitts organized group put-on powers and spots for the reaction plan. they conducted a vivaed identify the top priority which were straightening this is for all levels. so, fast forward for today we continue to engage staff and we must identify new ways for them to be involved. we provide them with regular progress reports and i definitefy new avenues and create a progress tracker for staff to view in their only

sure. communication flows freely from our work group and staff and leadership. the structure of it >> thank you, ashley. good afternoon commissioner. the utility analyst. as mentioned we have a racial equity work group. equity work--this work group meets monthly with 30 to 40 regular attendees that's 25 % of staff. this group facilitates racial equity all staff hear what is going on. you can provide input on it. a subcommittee for the live committee and racial equity work group. most of the work is happening.

our learning subcommittee is investigating there is energy and equity issues allyship and bias. we are also creating and discussing general resources. our racial equitity action plan succumb mitted created this for us last fall and tracking action item. there is customer efforts >> they identify black and indigenousness. it's centered with subcommittees. we also have staff

participating in the committee including utilities as a human rights for eternal equity. this is a forum to sharon statewide efforts. i will hand it over to jonathan. >> thank you, sandy. good afternoon commissioners. i'm jonathan petty. we submitted our response to the action plan last degrees. we look back through the document to begin determining how to complete the action item priorities. we now have a detailed implementation plan with estimates for resources and time frames needed assigned leads. this is black and indigenous people of color. we go into group meetings. we developed a share point for

power employees for anonymous comments. these comments are summarized and shared at a racial equitity meeting. we compile specific places advertised and recruiting. we start with black colleges and universities. this is a power related degrees. we are working to develop resources and staff around the combinations and our learning subcommittee is leading an effort of current minimum qualifications. it's for systemic access to education. three more deliverables are

anticipated to be completed within the next 12 to 18 months. we are building an employee life cycle program to support employee milestones this ensures equal opportunities and probation. training opportunities. our learning subcommittee is learning to be relevant leadership. the current baseline for community access and engagement and in preparation to address accessibility and community engagement in communities where power enterprise can provide service. this concludes our presentation on power

heard. racial reform at the puc in san francisco. are you kidding me. it's been going on because of specific individuals at the puc it takes time and has anybody why is it my fought. there is no decision and they approve it discrimination is at all levels. what really cracked me up today is them saying out of racial exty reform is this a reminder by a public agency and public access education. this is how we have licensed contractors. license consultants are not

getting the work and who is getting the work. the same company you hear in the public comment where the money is going to under the word of diversity. it's inclusion. look at the mayor, chief of police. look at hrc and look at them. you have two major lawsuits, class action lawsuits. one by the african-american employees that have been on the puc. another one wherein u:devils advocateals who wanted low income housing have been put in on a nuclear dump. this is san francisco. i have more coming up in the contract. you will see this is a racist and bigotry. they award contracts to

projected towards with positive results to the power interbryce. the ongoing pandemic is causing delays. they are on the level of economic recovery. they have predicted recovery from covid-19 with the economic recoveries made. clean power the revenue reduction is due to a rate decrease and rate structure. in power the positive results i mentioned are actually by one time saving. the revenue might have them. this is across the agency to

allow interest rates. also, we will refinance debt service savings. lastly, in december of 2020, salary increases went into effect. they were delayed for six months. they are reflected in the salary projections for the year. we increased the get and used the salary savings we already had. so, i'd say. while the weaker revenues are concerning our results are projected to meet policies for coverages and reserves. we can cover the deficits through cost savings that we realized or additional use of reserves if necessary. for next year, sorry, i'm not finished. for next year fy 21-22 budget

is set. it's necessary to get into the next fiscal year for revenue. next slide. so, you have seen the slide a few times before, as it q one and q two i just wanted to remind you the one time benefits from the close out of projects we did. this was done as part of fq 19-20 rebalancing effort. we didn't do the appropriation until earlier this year. these cuts are helping us off sit the operating deficit. we remember the one time savings. next slide. so, jumping into more detail on each enterprise. there are projection and it's negative 5.1 million.

we have $9 million. this is driven by $17.2 million deficit in retail revenues and $4.3 million in nonoperating revenues. that's driven by reduced water services as well as reduced revenue. as well as the lower interest mentioned. these have been offset by the wholesale side with 10.8 million we are seeing savings and debt services and also savings that will project overhead allocations and savings. >> wastewater net operating result projection is negative

16.3 million. it's offset by the project close out for 10.8 million. so, it's is mainly being driven by weekend revenue from 19.7 million. also below budget on nonoperating revenue. there is a collection of low interest income again. we are seeing some savings and usages. you can see them and services and materials and supplies. slide five. sorry, next slide, that's right. net operating result is

7.7 million. projection--i think, as i mentioned revenue is still down. this result is driven due to one time savings. we have significant project close out. this is 27.3 million and the close out from projects and rebalancing 1.9 million. all of that, we have close outs there is savings leading to a very good net impact this year there is 7.4 million.

so, on the other side 2.9 million. budget on wholesale this is due to lower generation and offset phi unbudgeted. 1.7million on retail sales. good news on nonoperating revenue. this is a reduction in water services for the more national lab. as mentioned we will have savings and driven by by the prior year. we have an operating result

that's 12 million and we have 16.5 million that will offset that. it's driven on the other side by 16.2 million this was the january 1 decrease for commercial customers. sorry, i'll go back. before i move on you may notties in the pool of significant increase for projection. this is the last report. this is due to work we have been doing the last quarter update. this is how we recognize balance. the fy 20-21 beginning balance

has been updated from the prior year. this is as well as general reserve within the budget system. this number reflects the total reserves. lastly, all of our ratios are on target 3. i just did want to note that we will have more information about clean power reserves at the next commission meeting. we will present an item and have more details about it thank you.

whole and not individual commissioners or staff. do we have any callers? >> ewith do not have any callers at this time >> madam president, the next item is water system and i improvement by katy miller. thank you, michael madam president and commissioner it is nice so see you. today, i'll present an update on the status of projects in the water system improvement program in march of 2021.

this slide shows the overall program started tuesday of the 52 52 regional projects representing $3.8 billion. the program is 99 % complete with a 119 million remaining to be spent. 5 million was spent during if third quarter. two projects were completed. at the end of the quarter there is only one project. four in construction and one in close out this shows come backs. there are budget costs as you can see in the slide. there were several changes in

scope. this forecast hasn't changed in the past several quarters. this is completed in the bay regions. next slide. this table summarized the number of projects that are forecasted to exceed the current approved schedules. agency you can see there are two projects forecasted to approve visit. this is the regional ground water that i just mentioned and also. this is the dam replacement project. we are excited to extend this clause out by 6 months. this contract can reach agreements. next slide, i'll show project

highlights. five contract bids were received. that's real great. the fish and wildlife were granted for construction. the forecasted project is a bit higher than the approved budget. this is due to see consequence analysis. the cost escalation of more than 7 year project delays. additional security and monitoring equipment added to the project, next slide. the regional ground water storage and recovery project the phrase one project is continuing with construction. the four day testing was completed at three well sites. pump repairs were performed at the well. for the phrase two work it was decided to divide the work

interview two construction contracts. phrase two a will go out to bid in the next quarter. this is work at multisites and various different things at different sites. we advertised that contract until right away permits and easement. this is the san francisco main well to the system. so, i mentioned before, the fish passage facility at the alameda creek dam. this contract is complete. we extended completion date to allow completion of of the contractors. there is a little bit of job order contract work to replace solar panels and batteries.

this is to improve the fall protection system. maybe the fish passage facility. as you remember the regional close out projects that took care of mislabous projects of each of the four regions. we have the project safety and complete two final scope items by the end of the next order, next slide for the peninsula. for the project they have a video camera for the spring dam bridge. they are designed and this project will be complete by august of this year.

the next slide. they were completed through the quarter. they finished all of the work and next slide. they completed all work on schedule. we are very happy and the project is completed with high success and we had great turnover to operations on these facilities. that completes my presentation for the water system improvement program. i'd be happy to answer any questions. >> thank you so much. i think last time you were showing us corrosion issues and both commissioners and i had questions about that. could you give us any update, the issue was you found more corrosion than you anticipated and doing a process but it had

a life cycle. i wanted to know why and would there be anymore and how you were dealing with that. >> yes, i apologize. we have not gotten back to you formally. staff prepared a short memo of the actions we are taking. one of the improvements done was to install protection to the well sites. the repairs are being made. we will follow up with you with a short memo the cause of the corrosion. the three well sites and also, we are adding in the phrase two contracts of all of the well sites. we haven't measured them at those sites. we think it could develop.

down. you did a wonderful presentation in just the san francisco piece. it's like the head quarters of what was done a few months ago. there are a lot of details put into that we can see the presentation sometime soon the way it was presented. i don't know if you are going to--when this is completed you think of fleshing this out into the type of presentation. this is one of the success stories despite all of the instrumenting.s of a multiregional water system takes to maintain structure together. i don't know if there will be another, a bigger summery than this report that the commissioner saw today. comment on the first one and half ass question on the

carlin as acting gm. we determined we should have the city hr work with us in recruiting to have no conflict of about. conflict of interest. at the january meeting the department of human services presented us with an 8 point recruiting process and with four of the highest scoring respondents from their prequalified pool of recruitment firms. at the february 23rd meeting, we chose the hawkins company. they were recruiting for the southern california water district gm. we thought they are a good ear on the ground what was going on in the industry and who was out

there. they had done searches for the san francisco public library, airport on more than one occasion and robust stakeholder program and interview program which was very important. from that outreach we come from priorities and qualifications. we had basic qualifications in 2012 the last time. in the contract negotiations with the company and the city, i met with them on occasion to be introduced to the team and to talk more about the stakeholder and the interviews. they had started -- they completed interviews with the commission and they were going on to continue with the mayor and other people that we had deemed important for them to

i think that it would be difficult to attract people who are aware of the industries that we are in when there has been a public statement about a preferred candidate. i have a concern to go through a process will not result in the top candidates that you would have liked to have seen. i think they will realize the world has changed. that is the reality of it. >> yes, commissioner ajami, did you have comments? >> maybe this is a different way of asking the same question. does this mean that we will depending upon what you said, you will continue going through the process? is this going to be the process and going to be going different

reactional stuff for all possible users. this will be a relatively flat trail acceptable to all it will be adjacent to existing k hill trail just north of the cemetery gate. this is near the skyline cemetery just south of cemetery gate we will constructure 50 car parking lots. there will be a restaurant available for trail users. this is as mentioned. they will be the transfer of easement currently held by the bay area ridge australia across the sky long cemetery to the puc at no cost. this particular trail will be

managed by a super advice access meaning that hikers trail users will be accompanied. this is part of this project okay, now we are looking at the southern alignment this is south of route 92 just west of the reservoir.
