commissioners, gigi, planning staff. the first legacy business application abs seafood. it is a retail company in district 3. it has been observed and operated by the family since 1965. operating first from bayview in the central waterfront since 2016 from shed d on pier 45. abs seafood supplies crab, hall but and black cod and tuna. since opening abs has used extensive knowledge of japanese fish markets with local fisherman to carve out a unique place in if seafood distribution for 56 years. abs seafood customers range from

local businesses in the san francisco bay to grocery stores across the western united states and even japan. abs seafood is one of the few to export to japan. currently it is able to sell directly to individual customers to the online ordering service. abs sells to a wade range of customers. it keeps prices affordable so they have access to fresh seafood. in addition to affordability it has continuously given back to san francisco. in particular japanese community including the seafood to various local organizations and schools and programs. some of these events include japanese cultural and community center northern california,. [indiscernable] the fundraiser, prescalauctions and fundraisers, boy scouts

troop 29 and 58 fundraisers and trip overnight. staff pickup sports this legacy business application and resolution recommending the business be added to the business registry. the second business application for the house of flowers, 82-year-old store selling flowers, flower arrangements and gift baskets in richmond neighborhood. it is owned a operated since 1991. the delicate daisy and the house of flowers merged to the delicate daisy. after uniting the flower shops the house of flowers consolidated to the present location on geary in the richmond in 1992.

it has been a fixture of richmond neighborhood. with the classic large window display matching the upcoming season. the delicate daisy house of flowers including fresh flowers hand selected weekly by a staff of professional florists. the house of flowers offers custom floral arrangements and gift basket making and services for any event or occasions including birthdays and parties and large events. the delicate daisy house of flowers offers customer service for any customer if it is one or another business down the block. the delicate daisy has given back to the richmond community. from supporting and promoting the fellow businesses to giving back to local schools and

pottery and decore from a variety of national and international proprietors. the founder sue fisher king offers new products regularly. with window disflares to attract customers. it is a member of the sacramento street merchants and active participant in neighborhood events including the street christmas walk. sue fisher king is committed to safeguarding the selection of house wears, commitment to the lomcommunity and participation in the sacramento street merchants association and creative storefront displays in character with the original storefront system features. staff recommends resolution to add to the legacy business.

>> next is the excel your district that served san francisco for 86 years. italian-american social club iasc was founded in 1928 by italian friends the achieve club. the group first established in the basement of a home of one member in the excelsior district then merged from two our italian social clubs including aurora and named the new group the italian summer social club in 1935. in 1938 they purchased the lot and ordered to construct the clubhouse with a banquet hall, bar, recreation rooms and auditorium.

knowledge designed by iasc member and local contractor in the art deco style. it was completed in 1940. the italian american social club has hosted 200 members and offers spaces to rent for cultural, religious and community organizations for private and public events. it is committed to safeguarding the role as membership organization for residents of italian descent. the façade is committed to providing event and meting space for a variety of local, cultural and community organizations. monthly events and restaurant and catering services to provide traditional italian cuisine.

staff recommends adding the italian-american social club to the business registry. this concludes my presentation. i will pass it to the next legacy business. >> hello, commissioners, the next business application is sam's burgers, 55-year-old burger joint that sells hamburgers started in 1966 at 618 broadway street. it was then passed to michael who ran the business until he passed. his wife and his three sons now run the business. they pride themselves in high quality and affordable burgers.

they followed their classic burger recipe to make sure their burgers are up to their standards. many customers know them by the large neon sign on the exterior or from the wall of past patrons. they have an active business in the north beach neighborhood. they are open 365 days per year including major holidays. they plan to revitalize the north beach neighborhood. that supports the resolution recommending to the legacy business registry. the last business is the rainbow grocery store at 1745 folsom street.

it sells natural and vegetarian foods. they were started by the people political group in 1975. worker owned cooperative. they have no. [indiscernable] all decisions are made by employees. rainbow pushed for improved nutrition, the politics and ethics of food choices, comprehend the politics of international food industries and generate demand for healthier and more organic alternatives. in addition to being the largest worker-owned cooperative in commercial grocery stores, recycling, purchasing bulk,

providing healthcare to workers and alternatives to single use grocery bags. they have a history of providing aid or food to community events like the h.i.v. and aids. "black panthers" and the. we celebrated 45th anniversary last year in 2020. we have 13,000 square feet of retail space. to a diverse staff. we do about $50 million a year annual gross revenue. we incorporated as cooperative in 1993. we are one of the oldest cooperative grocery stores in the united states. we attempt to give a lot of money to the community that has supported us through the years in the funds of community grants, donations and sponsor ships of local events. i think the rest of it is in the materials that have been submitted about us. i don't want to take too much of your time. again, thanks so much for

legacy business. i would like to shout out. i have really interesting experience for the grocery store. i had no idea you are the largest co-op grocery store in the whole country, but i wanted to say without you my baby daughter would not be a healthy as she is now. you are the place i would rely on to get all of is not just fresh organic produce but also environmentally responsible. closing my eyes you have thought about everything for me. your staff is so friendly and nice and diverse. it makes me feel like it is part of the san francisco we appreciate. please stay in business for however long the next generation so i can take my grand kids over there. she is only 10 by the way.

i love the store. sam's burger i go with during covid with the mask. i remember i tried to venture out not to order a burger but the deep fried shrimp. i get a look and go back to ordering burgers. it is the best burger in town. i love to see you stay in business. abs seafood same as sams burger. multi generation business for local family businesses. i love seafood and what is the best japanese fisherman to harvest seafood? japanese american thank you for your contribution to our community of minorities.

interesting. it is on russia street, not florence or milan which are nearby. i thought that was kind of funny. italian american social club represents a part of the culture dying that we don't see any more. like the 1950s and 1960s when the community groups would have their hall and have dinners and events there. it is a vanishing kind of use in american culture. i am thrilled to see you guys still going strong. maybe i will move to the neighborhood and change my name to johnny. i honor your efforts to keep the spirit alive in the community.

also, sam's burgers is a great story for the city. a friend told me that anthony bourdain claimed this was one of the three best burgers in the planet. i used to work in north beach and walk by and think it looks like a dump. it is old and it just looked like that until i went to have a burger there and realized my sad mistake that the dump was character. i really appreciate the family that it is family owned and the family continues to operate there. i haven't tasted enough burgers around the world. i would agree that it is certainly the best in san francisco for sure. the others, again, a great

396-398 12th street. >> before i start my presentation i would like to defer to supervisor haney's office. >> thank you. good afternoon, members of the historic preservation commission. on behalf of supervisor haney i am here to speak on this matter. supervisor haney introduced the resolution initiating the landmark for the eagle bar which is a legacy business located in district 6 within the soma cultural district and this is provided for under 1004.1. it has been operating at the current location since february of 1981 at 396-398 12th street. that is 40 years at the same location. it is the namesake of the public

prattza with so much historic lbgq in the community. it has been a neighborhood. western soma is the epicenter of the culture. it is comprised the miracle mile which counted nearly 30 different gay businesses including leather bars, clubs and bath houses in the early 1980s. it is one of the few leather bars left and holds sigany caps to the lbgq community. it is part of soma from being erased due to the pressures of ongoing development. we have received dozens of letter extolling the importance to the fabric of the queer

community. the petition has over 1,000 signatures in support of this effort. eagle raised millions of dollars for the community especially in the 1980s and 1990s when it was devastated by h.i.v. and aids. the eagle bar is cornerstone of the cultural district, important asset, cultural institution and community anchor that deserves all the protections the city provides. if it achieves landmark status it is only the seventh historic lbgq site in the district. supervisor wants to thank the cultural district, can current owner of the sf eagle, the

historians who documented the rich history of san francisco including not limited to reuben, watson and graves. a special thanks to the city planners especially alex who pulled this altogether. thank you to the historic preservation commission marking this as historic designation. >> thank you. i will begin my presentation. i will share my slides. alex westoff planning staff. the item before you is request for recommendation for land mark

designation for the san francisco eagle bar on december 15, 2020 supervisor haney introduced the resolution for the landmark designation process for the eagle. the land-use committee and full board voted naply to recommend and approve. this became effective february 12, 2021 with mayor's signature. it was established in 1981 at its current location. with a 40 year tenure it is the longest running lbgq bar. over the course of four decades it has undergone two changes in ownership and served as a community center hosting events including leather contests, charitable fund racers, live music, political organizations and art exhibitions and more.

it opened before the aids epidemic and through the '80s and 90s it lost 22 staff members to aids during the early years of the epidemic. federal response to aids was lacking. it relied on support and compassion from the community to care for the aids victims. it became a hotspot for fund-raising including recurring events which include today. the annual chess calendar. these have raised millions for ads related charities as well as suicide prevention, breast cancer and homelessness. it was significant on two criteria to evaluate. specifically events and people.

the 2016 city-wide historic context statement for the lbgq history was used for applying four context statements to evaluate significance under criteria one as shown on this slide. a search was conducted including oral history interviews with long-term community members. it included identifying the venue as significant with the four people on this side who played roles in establishing the eagle and the scenes locally and internationally. the subject property 3 6-398 12th street is 12th and

harrison in the western soma mixed use zoning district. subject property including the main corner one story minimally finished building on the top. as you can see where my curor is there is a gable group with the indoor bar to the rear of her stage. the indoor and outdoor bar to the patio. critical to the building is the outdoor patio and stage at which countless fund-raising events and contests are head. to the rear is an additional building with walk in cooler and storage space. staff have received 11 letters of support for the nomination including from the historical

society and soma lbgq cultural district. no letters of opposition received. it meets two designations of underrepresented landmark types including property associated with underrepresented racial, ethnic and social groups. department leaves the subject property leaves established eligibility status. the department recommends the h.p.c. approve the land marc designation for the landmark eagle bar. the actions will be forwarded to the board of supervisors. >> that you that completes my presentation unless there are questions. >> if there are no questions

since 1981 it is a gathering place for the lgbq community. the cultural landmark. [indiscernable] the san francisco eagle supports community programs and organizations dedicated to reducing spread of h.i.v. and supporting those living with h.i.v. and aids. important for performing arts and live bands and encourages educational and supportive events. it supports the lbg chair at thes with the sponsorship of the sunday afternoon beer bust. it is a significant contributor to the cultural district. office of small business supports formal recognition of the eagle and thank you for considering this for landmark designation.

i will call on commissioner black for comments. >> sure. you know, it is funny because a lot of times we are asked to give opinions on more historic preservation. it is a large building from a different era, designed by fancy architect. the eagle is essential to landmark. it is clearly related to the history of lbgq activities in this city. in a city known foreign encouragement of diversity. we started getting letters months ago. no letter this is opposition. i kept reading the message how a lot of people moved here to san

francisco because they wanted to live as they wanted to. the eagle was one of the first places they felt at home. in the late 1980s, early 1990s i served on the board of ad service organization and attended fundraisers at the eagles. very successful at fund-raising when aid funding was calling to get. i support this for two reasons. eagle meets two of the four priority areas. first is that it is a property with strong cultural that is clearly borne out and worth noting this is the first lbgq landmark in soma. the architecture is classic and illusionary. single story commercial

i spent some sunday afternoon in beer busts and fundraisers for the agency i worked with as well as others that we were all supportive of. the diversity this represents is not just they said this is the first leather associated landmark in san francisco. i wonder if it is first one in the world, at least in the united states. i don't know if there are any in new york specific like this or los angeles. i suspect this is somewhat revolutionary to landmark a use like the eagle bar. i do think that it has the implication of us landmarking this. you know, it has implications for communities across the globe

themes. i was very impressed with it. the building itself is already a category a historic resource and contributor to the eligible national register historic district. one thing that i kind of wanted to mention was that when you look at the national register criteria, there is a consideration regarding age. i know that a lot of the commissioners mentioned there is that surprise there is only a few lbgq landmarks, but also keep in mind that when landmarking started in the city, which was in the 1970s. there were many buildings that were well past the age of being

landmarks. one consideration that is related to that is criteria consideration z which is a general rule of thumb for 50 years being a threshold. it generally says it is general estimate of time needed to develop historical per peck spiff. significance. i wanted to bring it up because i do believe this is exceptional, but i also wanted to bring that up in the case of understanding the overall context of what we are looking at which is just within such a short period of time versus the other landmarks. i think in reading through the

nomination, i would like even more kind of depth into some of the topics, you know, i think one of the callers mentioned that the interiors had some cultural value. i would have liked more description of that. more about robert and his artwork. more about the leather aspect and if some of those elements are part of the building. i would have liked to have more connection with the building in terms of more than just the events. i think there is more. i don't know what those things are. forgive me. i am absorbing all of this information and i am open to

hearing more of this and i want it to be included as we move forward with developing the contact statement. in san francisco. i would like to hear if alex can answer these two questions about the outreach to the property owner and also the flagpole. i am all for this. >> thank you for your questions. yes, we did outreach to the property owner, as you mentioned. we reached out to the owner listed on the assessor's record. it was a mailing address. we sent the notice. for conversation with the business owner you mentioned, the property owner passed away a few years ago. it is managed by his torn. we sent to notice by regular mail and e-mail to that person as well, to that attorney. we haven't heard anything back. we sent it sometime ago.
