>> good afternoon. this first item relates to mission bay. various developers provided funds to full part of or wholly public art requirement when left us with $1.1 million. what this item does is build upon our already existing relationship with the san francisco arts commission to utilize services and expertise to use the funds for the selection, maintenance of tub lick art piece in front of the parks in mission bay south. mark from the mission bay team is joined by representatives of the san francisco arts commission. >> thank you. good afternoon, chair bus to, vice chair rosales and

directors. i am the project matter. m.o.u. with your commission for the coordination of the artwork. >> excuse me. we are having audio issues. >> we hear you. >> you may want to speak slower and louder. >> okay. the request today is to authorize the m.o.u. with the arts commission and to approve the public art project plan for part two. background in mission bay. the commercial and retail developers are required to pay public art or pay 1%.

most of the developers have chosen to build public art on their property. some have paid fees. over the year we accumulated $1.125 million. back in 1999, there was an m.o.u. between arts commission and agency that approved the design of public art on city property and that would become part of the city's civic art collection. the m.o.u. requires the arts commission develop public art project plan which identifies the art opportunities, scope, budget, selection process and community involvement and timeline. that public art project plan needs to be approved by both ocii and the arts commission.

once an proved it is issued based on the project art plan. the qualification panel reviews applications to make sure they are qualified. m.o.u. requires ocii appoint a representative on the panel and staff recommendation that panelist be chair bustos. there is an artist review panel to review the qualified applicants, select three finalists and recommend the finalist. oci will appoint two representatives. staff recommends that chair bustos and commissioner pfizer be on the panel. >> as we discussed, the 1999

m.o.u. is the arts commission the authority to approve the art design and requires the three finalists present artwork shops for feedback on selecting the final list. it will be part of the civic arts collection. commission will be responsible for long-term repair and they will assist with landscape crews out there. we will helpceen up trash and hose down the artwork. next slide please. in anticipation of entering into the m.o.u. the arts commission created a public art project plan. the conditions of the artwork will be a sculpture or series of

cultures. project plan discussions the artist selection and budget which will be more detail on the following slide. here is a map of mission bay north and side. rp todd is south of mission creek. red dot is where the proposed location of the artwork. here we assumed into rp2 in the design phase. it should begin construction by the end of the year. the artwork will be by the traffic circle. cars, bikes and pedestrians will be able to see this artwork as they travel through. artists will present to all

networks and channels nationwide. there be direct recruitment and the art commission qualin the area in the city of san francisco for the outreach for the sculpture project. focus on attar tests with a meaningful connection to the city and county of san francisco. that will be scored when we review the application. arts commission has a strong record p.2020 there were 10 artists from san francisco and two additional from the bay area. 15 artists were from san francisco with five additional from the bay area. registered local visitors will be given a rating of 10%.

next slide please. they will review the applicant and the panel will the signist to present to the community. the finalists in the art commission will approve that. the budget 1 million $125,000. 20% towards administration. 10% conservation long-term maintenance. 70% to the arts. the daily art cost 10% for contingency, money forsyth work and -- for the site work and installation cost.

for contracting the arts commission will add here to the city contracting requirements. the local business enterprises will be given a rating bonus of 10%. on april 8, mission bay advisory committee voted in favor of m.o.u. on may 13 the cac voted unanimously to fund the public art project plan. future community outreach. we will have orientation with the stakeholders including the mission bay team and the ocii commission. if the commission approves the items today, the next step is project plan before the arts commission on june 16th.

given, it is not clear. the guy was breaking up so we caught a little bit what he was trying to say. something about nothing. when i say that needs assessment hasn't been done, the gentleman was rambling about talking to the arts commission is famous for doing this and that and the other thing. i hope he realizes that is his subjective opinion. first and foremost, this entire mission bay was public trust land. which is never mentioned in your discussion. public trust land belongs to all of california, not only san francisco, all of california. why is this public trust land?

it was given for the santa fe operations, and then by some transfer to the san francisco redevelopment agency, successor agency to redevelopment. now the ocii. we need to have a different concept when it comes to this moneys that are set aside for so-called artwork. we need to set aside the money so that the community benefits. one of the best ways is to have centers, for example, the polnician community. they don't have anything in the

city, a center so that they can celebrate the culture and they have contributed a lot to san francisco, just an example. i represent the first people the ramaytush oholone. what have you given in terms building when this land belongs to them? each square inch was stolen from the ramaytush oholone. we don't have a document that shows it was given to the city of san francisco. they stole it from the ramaytush oholone. some of you know me. i am a straight-shooter. some don't know me but will get to know me. don't pull the wool over our eyes in broad eyes. don't hoodwink us. this art piece of work is very

on us as ocii commission to make sure we represent all communities. i have the concern that our american indians, native and indigenous populations are not represented. i would like to hear from the projector arts commission is that a focus or other ways to infuse that into the art project moving forward? >> yes, susan, director of the public art program. i think that our work previously in the bayview, particularly with the southeast community center and southeast treatment plant with the bayview master power and community engagement

projects we are doing there are representative of the kind of work that we have been doing in the community with these projects. jackie, who is project manager is also working with the project in p.u.c. property working with an artist working deeply with the native-american community there. we have a long history of developing ways in which the artwork and artist have a very direct relationship in representing the community. >> more specifically, is there anything that honors the native-american indigenous population? currently or in the past? >> i think the project that

jackie submitted directly relates to that project. jackie, do you want to talk about that? >> yes, the project she is referring to is for the alameda creek water center. this is under the jurisdiction of the san francisco public utilities commission. this is also secret for the ramaytush oholone tribe. they currently live around that area. from the inception of the project we developed an art selection process that very much works in close partnership with the ramaytush oholone tribe not only representing on the artist review but closely to select the artists in all phases of the design development.

story and history. >> that project is the san francisco that jackie is working on is san francisco public utilities commission. they have property and we are working on it. [indiscernable] for many years they had a project that related to san francisco with the first map but for the layering down to artifacts that were found on themus coney site down to native-american artifacts on the site and a project that related directly to that past. >> susan.

specifically for this particular project there was a major conversation that we did have with the arts commission about looking at local communities. we are hoping that the way the arts commission will be marketing this project that we will be able to get, hopefully, folks from the tribe and other indigenous communities to apply for these opportunities. they will get them extra bonus points which is something we were really asking folks to look at so that we can look at local communities to be able to help for this particular piece do that. >> yes, that's correct. >> thank you so much for that point of clarification. i was trying to get background on what is available now or in the inventory so we are clear. i wanted to make sure we are focused on what is happening in san francisco not east bay. i appreciate much work that has

counsel of san francisco international airport when the airport was embarking and built out what is the then international terminal now just the international terminal over 20 years old. the airport commission entered into a similar collaborative effort with the arts commission, and we had commission representatives on the advisory committee that was an excellent give and take between the two bodies when i saw this framework it reminded me of that. anyone who has flown out of sfo perhaps not during the pandemic but before the international terminal there are murals that were not quite hard sell but a little bit of sell to the airport managers i was part of how murals could take a very commanding presence and not

good designs. >> next item. >> authorizing interim uses for the activation of the former transbay temporary terminal site on transbay blocks 2, 3, and 4. approving activation designs authorizing the executive director to execute a revocable permit to enter with east cut landing partners, a delawear statutory public been fit limited liability company to design. implement and manage the authorized interim activation uses. >> in january of this year we acquired the transbay temporary bus terminal in preparation to bring housing retail and open

page and representative of east cut landing partners or eclp proposed operator for the proposed terminal atyvation. today we seek the following actions allowing interim activation of the site. 1, authorization under the transbay redevelopment plan of the proposed interim uses. two. approval of design plans. three. authorization for executive director to enter revocable permit to enter with the activation of the site. as shown here, the temporary terminal site is 3.5 acres bounded by howard, folsom, main and beal streets. connists of blocks 2, 3, 4 in zone one you of the redevelopment plan area ultimately planned for affordable housing, public park

and mixed income housing respectively beginning in 2023. in 2008 the transbay joint powers authority purchased the site improved for trans it is term nat use paving, three buildings and bus terminal and seating. this use ended in late 2019. the site will otherwise be vacant until permanent construction begins. the surrounding community has expressed interest in seeing beneficial interim activation of the site until permit construction starts. in august 2020 you authorized ocii to acquire from tjpa which was completed in january of this year. in response to community interest. we issued request for proposals for temporary activation in december 2020. i will pass on page for discussion of the r.f.p.

process. >> thank you, aaron. good afternoon, commissioners. december 2020 we released r.f.p. for interim activation. it sought team to manage and activation uses pedestrian oriented and community serving. r.f.p. encouraged outreach to residents and other members of the neighborhood. in february 2021ocii received two proposals. first led by park west and second team was partnership consisting of four entities. east cut community business district. street u.s.a. and the park and consulting. ocii convened revaluation panel with representatives from the

office and work force development and transbay citizens advisory. ocii contacted references and scored each team based on the criteria establish understand the r.f.p. the evaluation panel scored eclb higher. it proposed a pro bust program of uses responsible to the r.f.p. and provided thoughtful budget and financing plan. they have a strong outreach plan. i will turn it over to eclp to propose the activation plan. >> thank you, page. good afternoon, commissioners and staff. i will introduce the members of the team present. andrew robinson, executive

director who also will be copresenting. rob can, co-founder, david flaherty, founder and c.e.o., and myself, founder of real active. i want to express how excited our team is to work on this. the timing could not be more critical for the community to come together outdoors. while our organizations provide unique unrelated services for community benefit, commercial real estate developer, nonprofit serving at risk youth and property activation specialist. it is a team to bring diversity ideas capabilities and relationships to enhance operations and stewardship. we may have different motivations to be involved.

we will provide broad and diverse community benefits, and creating activities for businesses to get back on their feet post covid. as you know this was responsible for community feedback on desired uses for the site. over 1,000 responses plus multiple conversations held with stakeholders informed our decisions and led to diverse programming being offered that will provide broad community benefits. look at this in slide 11. when you create zones and similar uses it contemplates pedestrian flow and utilizes existing layout and infrastructure. south end of the site closest to folsom, community zone, moving

north or left fitness and recreation and followed by entertainment. we dedicated flex space to provide overflow capacity, pop up, seasonal and civic events and future programming yet to be considered. over to andrew robinson for the next slides and then the next slide, please. >> thank you for presenting this opportunity to the community to activate this site. i am andrew robinson, executive director of the east cut community benefit district. the activation plan includes food, beverage, vendors with food kiosks, food trucks, beer

garden and retail kiosks. we are securing operators for hyper local offerings. at the core will be family friendly beer garden, operated by an experienced operator in san francisco with food and retail kiosks rimming the perimeter. recreation and fitness programming. pickleball and multipurpose community fitness space. additional programming will include children's play area and dog run providing much needed place for dogs in a dens and vertical neighborhood. outdoor cinema and other reasons to come to the site and interior and exterior space to provide spaces to gather, celebrate. organize event activities. we are working to bring a

farmers market to offer fresh affordable food to the neighborhood. the program as we are presenting is free for the public. free programming and services on site. visitors will play pickleball, explore farmers market or it is in the open seating areas. we will introduce civic events and holiday market for new programming experiences. the goal has always been that this place is an extension of the neighborhood exists for the benefit and for visitors to experience the site on their terms. the site is about the hours and staffing. it is anticipated to be open seven days each week, every day of the year with exception of

few holidays. partners will have staffing. the partners will maintain full-time dedicated presence and site manager and part-time assistant to oversee the operation, coordinate partner programming and respond to issues that may arrive. the duty will include janitorial, maintenance. security and marketing. additionally east cut services team will be housed in portion of the greyhound building for rapid response to janitorial and maintenance issues. we provide services to the nine miles of the neighborhood and we have a good track record. a dedicated security team from 10:00 p.m. to 6:00 a.m. before operator will staff security personnel during the hours of personnel as well. next slide, please.

>> thank you. some of the important aspects of the site. it will serve couple purposes. we will enclose areas whereas sets of value are located. fencing for pickleball and soccer fields to keep ball in the area. lastly, defining the site as destination. regarding the site. lighting. given be the prior utilized intense lighting. we are confident this will have little or no impact on surrounding residents. we are reducing the existing lighting that exceeds our needs. new lighting for design or

operational purposes like in the recreation areas will below profile, low voltage. height lower than the poles on the site now. regarding utilities, unlike typical outdoor activation this has more than ample utilities. we will have an mep mechanical, electrical and plumbing plan for future uses and developing lines for permitting purposes. some design perspectives. this shows while there will be perimeter fencing. it will retain openness and accessibility. that concludes prepared remarks. now back on page. >> thank you.

ocii staff presents the proposed usage to the cac on april 8, 2021. four members voted in support of the permit to enter with eclp. two members abstained from voting due to membership on the board of east cut. eclb coordinated with staff to identify. they are prioritizing small businesses in the east cut boundary for food and retail and working with owners of food trucks and local businesses to collect cookers to identify food truck operators in project areas. it is committed to continuing to work with ocii to formalize the

outreach to businesses in the project areas and diverse ownership. coordinating with renaissance to get the word out. furthermore, eclp will recreate the landing website for involvement. now back to aaron. >> returning to the request before you. first request to authorize the proposed interim uses. per 3.4.4 of the transbay redevelopment plan. commission may authorize interim uses. in this case the uses consist of retail and personal services, arts, entertainment.

fiscal fitness and recreational facilities and community services are consistent with the uses you would see on the site. as limited and conditioned under the pte. oci staff recommend authorizing these uses consistent with the uses in the neighborhood and consistent with the goals and objectives every development plan. second is design plan submitted by eclp demonstrate compatibility with existing development. we recommend approval with conditions concerning won sultation with ocii staff on materials and colors. consistency of new fencing with the fencing plan. lastly, we request pce.

they agreed to manage the site at no cost to the cii. this will oversee sub permits, keep it clean and secure, also ensure compliance with applicable covid-19 protocols. eclp will comply with insurance requirements and ocii's policies. ocii staff apmaintenance consultants review the financial proposals and found them sound. we retain oversight authority over the covenants and requirements. we will work to ensure the activation operations benefit the community as a whole. collectively these three actions activities that result in minor alterations to land consist of minor temporary uses with no permanent effect on the

covid that we understand is going to be with us for some time. that doesn't mean it is going to deter us from having activities, but we have to be very careful, especially when we focus on our children like i do and not youth. i say this. i have been involved with this project from day one. with all of the raising of money, cracking of the pillars to shutting down the terminal, you know or you should know a lot that we have not addressed quality of life issues. this is a golden opportunity to work on our youth, to provide

transportation so that our youth from all parts of the city can visit at least once a month. that is not too much. this facility that you propose. in the interim participate in the types of activities you are planning. we are talking about people of color. i can see the games you have chosen, and i can see the activities that you have chosen and i can see what you have chosen but i don't see transparency when it comes to people of color. let's not talk about equity, racial equity and all these words. get to the work and be practical. thank you very much.

[indiscernable] any conflict of interest there. i want to publicly say i am in support of this. i have lived in the area for 11 years now. when i moved downtown, my expectation was that it would be vibrant, a lot of things to do, and i think, unfortunately, this has not been the case even 11 years down the road. i am extremely excited about the group put together, has been put together to initiate this project, and i think this will finally give us as a neighborhood an opportunity for

activities to do thinks. over the last several years i have been involved with the outreach to the neighborhood. we have had tons of feedback from people on what they want on the site. i think that -- i know that has been taken into consideration and there is strong support to do more things, particularly outside of regular office hours and on the weekends. things were dead for -- have been somewhat dead on the streets for many years. then, of course, covid, hit and made that more difficult. i am excited about this project and the opportunity to open again and definitely all safety precautions will be taken. i think as andrew and others can tell you. i am one of the people quarantining fairly hard. i think safety is of the utmost important. that will be taken into

the mayor and the city have invested in a summer youth program. curious if there has been conversations to make this facility and this space part of that programming? >> i am happy to comment. i will say we have done outreach. for those not aware, we have a large number of families that moved into the neighborhood. markets and affordable housing adjacent to the site. we have begun outreach to understand how many kids live in the buildings. we know street soccer will focus on kids. we are in discussions to provide coding workshop in the temporary terminals, greyhound building.

the point on youth and trying to make positive active spaces is well-taken and something we care deeply about. >> i think the plan as you are viewing was hard to officialize. maybe a comment that it is important to me that these spaces feel open to the public. they are not something that feels the fencing makes it inaccessible, especially to the families in the neighborhoods. i am curious what your point is to make sure this space feels open and accessible while maintaining the necessary security that you mentioned. >> thank you for that question. we debated whether to have any fencing at all. that point in having it feel

accessible is important to us. after operationally what is happening with the site and opening it initially. the idea was to have fencing that may come down as the site is activated. that fencing will be transparent. you will see through it. it is at a height not to prevent people from seeing what is going on on the site. for purposes of deterrent, it is not fully functional. it wouldn't keep something out who -- somebody out who wants over. it does provide security for the operators knowing assets on secured overnight. that is an objective to make the site fully accessible with multiple access points on all the various streets that surround the site.

>> a bit about the materials to be used. i can imagine that a street soccer field is probably not going to be on the pavement. it was unclear what the flex space in this facility what kind of -- what the ground would be. are you keeping the pavement there or something else on top of that? >> from the ground will be turf in the fitness area. street soccer with pickleball courts. re-surfacing to allow for play but address the issues as far as sloping and contours of the site. within the beer garden area. it will be design elements hedging from landscaping. there won't be a lot done with ground cover other than turfing. we will look at ground elements and lighting and art to dress up

[indiscernable] i am here to walk you through some of the basic points of the proposed disclosure policy then we will transition to the disclosure council to provide training for you to what the commission's role is in disclosure. this is particularly relevant because this summer you will be presented with disclosure materials related to the proposed affordable housing bond that we are planning for the fall. as you may recall from the budget. the oyii port follealio is $922 million that is a lot of million. it is important that we meet our

disclosure obligations which we are required by federal securities law. gfoa, umbrella organization the north star of all government entities recommends that everybody de that issues bonds adopt disclosure policy. this was adopted september of 2011. it is essentially section of the debt policy. now we would like to present to you disclosure policy tailored to reflect the ocii practices. there are three types of disclosures. first is primary. that is what tells the market what the risks are for specific bonds that is the kind of

disclosure you will see this summer. primary item is the preliminary official statement. erica will go into detail on that. where ocii on the annual basis reports out to the market the same information that he committed to disclose on the annual basis during each bond issuance. there is also informal disclosure. any public statements made by any person associated with ocii that has many of the operations of the agency that would cover any statements made by any of our commission members. erica will go into greater detail on that. the point person for our disclosure policy is the debt manager who you recently saw

presenting our financing team for the proposed bond issuance. the debt manager works with the disclosure council, erica, and the project team and financing team. disclosure council as well as the staff work with the debt manager to develop the disclosure item and project team reviews the document and ensures accuracy and sign off. finally, d.p.w. g the debt practice working group disclosure policy working group composed of our general counsel and myself and the debt manager. we sign off on the approved item of disclosure and present it to the executive director for review and approval.

now we will transition to an overview of how the disclosure policy relates to the commission and its work. erica. >> thank you. the policy is anti fraud provision. section 17a of security packet exchange racket and 15.12 of the security exchange act. we are not going over those in detail. i want to refer to what we are talking about in the options.

at a high level they are to prevent fraud or deceit in connection with the sale of bonds. what they require is all of your disclosures, information or statement you make has to be true and accurate. has to be contained on the material information, cannot contain any material misstatements or omit any material information. the purpose of the anti fraud provisions to ensure the buyers and sellers are able to make in formed decisions about whether or not to buy the oci bonds.

failure to complete with result in defense costs, reputational harm or downgrade in ratings. worth noting here. when we talk about actions and fees, those can be brought against ocii as entity but also against individuals. staff, executives as well as commission. the thinking here is that ocii is an entity. it acts by way of individuals who run it. anti fraud don't all include intent. you can have negligence. failure to spend time to dig in to make sure your statements are right. not dealing with due diligence, not paying attention. it rises to a level which the sec signs is petition to be a

violation of anti-fraud on provisions. >> the areas most important are the official statements. the official statement we mentioned earlier there is a document what is used to sell the bonds to investors. it is to provide market played relevant information that would be critical to make the decision. the current information about whether or not the current status on ocii, authorization of bonds to use the proceeds. how ocii plans to pay the bonds and risk associated with

investment. factors to change when a project will be completed or how repayment will occur. disclosure policy describes with the process which the staff will call. the commission has a roll to play as well. the commission received the copy of the official statement in the preliminary form as part of the agenda package you received when you approved the bonds. it comes as preliminary document, the preliminary statement is what goes to market to sell the bonds. it is called preliminary document, it substantially is time. the only things missing are the final numbers which are what are put in after the sale. the preliminary statement which

comes to you is expected to be reviewed by you. the assumption all of the governing entities have the material information about the entity. you are able to gauge the disclosure. to rely on the staff and consultants as to the contents that have to be reasonable. >> sec spent time on what is the obligation of officials. yes obligations to review should be considered ceremonial in nature. they made comments there is way personal obligation to ensure investors have comingplete and accurate information about the financial condition.

on the issue of reviewing official statements spoken specifically. for example in the case involving orange county in the enforcement county is where it comes from. a series of official statements issued by the county to be used in connection with the bond issuance. they found all of them had misled investors about the financial condition of the county and the ability to use the obligations to pay the bond and violated the anti-fraud provisions. they specifically called out the board of supervisors. they indicated they failed to receive and approve the assets. they specifically called out. the board was fully aware of what the financial condition of the county was. if they had read the os, he they

would notice the statements in the oss about the financial condition of the county weren't quite clear and they didn't really explain what the potential impact would have been on the ability of the county to pay obligations on the bond. they appeared to question staff about this. they had just approved. they challenged the board. they discussed this again in the city of san diego in the enforcement action in 2006 with the same analysis. series went out that didn't challenge or question. they noted how important it is for the city council in that case to have raised questions to their staff asking information, asking for more information and clarity especially when 2 city council is aware of challenges

which should be accurately stated. what is notable is that the city of san diego case a one tell off city council members didn't feel they were responsible. sec pointed out the council people are not reading them have -- did not take them outside of the perimeter of fraud. it reiterated the misunderstanding that the failure of the anti-fraud provisions exist by intentional act but also by failing to do an act. this situation of the board, commission, council all needing to review and ask questions of

your staff is repeated in subsequent cases by the sec. what are we asking the commission to do? is commission allowed to rely on the staff and the policies? what is their role? the role in reviews is to, one, preview. two, confirm. does it appear to accurately inform investors about the bonds, the authorization, what is going on with oci at the time? does it appear to leave out the facts that you know could change the situation described there? it could have a material impact on outcome that could be really

significant to a reasonable investor. they note political sensitivities are confidential are not exceptions to disclosure. if those situations come up, you need to share them with staff. review and ask questions. notify if you feel there are inaccurate. if only part of the story is conveyed. if you feel like there is something, information that should be there that is important to accurately tell the whole picture. ultimately you are asked by the sec as part of the anti fraud

provisions to not approve if the information is false or inaccurate or misleading or omitting something that a reasonable investor would consider critical in the decision as to whether or not to buy a bond. there is another area of disclosure more and more of an issue. we have spoken about it. informal disclosure. typically social media or public statements. here the sec says social media especially statements by the media are more and more sources of significant information to the market. especially if there is a period of time since the last official statement or last financial

report. you have to be mindful about what you are saying or how you put it out there. that is tricky. a lot of times social media, blog, tweet, has in the past been the manner in which a politician or elected official has expressed himself in an impassioned manner. sometimes that has been used again to be misinterpreted in the market. one situation we had a comment about almost a joke because we used against the issuer. we will remind you all comments even in social media have to be accurate no material omissions or statements. we wanted to give you a couple of tips. all ways be accurate.

>> in august 2019 construction began on the new facility at 1995 evans avenue in bayview. it will house motorcycle police and department of forensic services division. both sfpd groups are in two buildings that need to be vacated. they will join the new $183 million facility in late 2021. >> elements of the cfi and the traffic company are housed at the hall of justice, which has

been determined to be seismically unfit. it is slated for demolition. in addition to that the forensic services crime lab is also slated for demolition. it was time and made sense to put these elements currently spread in different parts of the city together into a new facility. >> the project is located in the bayview area, in the area near estes creek. when san francisco was first formed and the streetcars were built back it was part of the bay. we had to move the building as close to the edge as possible on bedrock and solid elements piles down to make sure it was secure. >> it will be approximately 100,000 square feet, that includes 8,000 square feet for traffic company parking garage. >> the reason we needed too new building, this is inadequate for

the current staffing needs and also our motor department. the officers need more room, secured parking. so the csi unit location is at the hall of justice, and the crime laboratory is located at building 60 sixty old hunters point shipyard. >> not co-located doesn't allow for easy exchange of information to occur. >> traffic division was started in 1909. they were motor officers. they used sidecars. officers who road by themselves without the sidecar were called solo. that is a common term for the motorcycle officers. we have 45 officers assigned to the motorcycles. all parking at the new facility will be in one location. the current locker room with shared with other officers.

it is not assigned to just traffic companies. there are two showers downstairs and up. both are gym and shop weres are old. it needs constant maintenance. >> forensic services provides five major types of testing. we develop fingerprints on substances and comparisons. there are firearms identification to deal with projectiles, bullets or cartridge casings from shootings. dna is looking at a whole an rare of evidence from -- array of evidence from dna to sexual assault to homicide. we are also in the business of doing breath allyzer analysis for dui cases.

we are resurrecting the gunshot residue testing to look for the presence of gunshot residue. lifespan is 50 years. >> it has been raised up high enough that if the bay starts to rise that building will operate. the facility is versus sustainable. if the lead gold highest. the lighting is led. gives them good lights and reduces energy use way down. water throughout the project we have low water use facilities. gardens outside, same thing, low water use for that. other things we have are green roofs on the project. we have studies to make sure we have maximum daylight to bring it into the building. >> the new facility will not be open to the public. there will be a lobby.

there will be a deconstruction motorcycle and have parts around. >> the dna labs will have a vestibule before you go to the space you are making sure the air is clean, people are coming in and you are not contaminating anything in the labs. >> test firing in the building you are generating lead and chemicals. we want to quickly remove that from the individuals who are working in that environment and ensure what we put in the air is not toxic. there are scrubbers in the air to ensure any air coming out is also at the cleanest standards. >> you will see that kind of at the site. it has three buildings on the site. one is for the motorcycle parking, main building and back behind is a smaller building for evidence vehicles. there is a crime, crime scene. they are put into the secure

facility that locks the cars down while they are examined. >> they could be vehicles involved in the shooting. there might be projectiles lodged in the vehicle, cartridge casings inside the vehicle, it could be a vehicle where a aggravated sexual occurred and there might be biological evidence, fingerprints, recovered merchandise from a potential robbery or other things. >> the greatest challenge on the project is meeting the scope requirements of the project given the superheated construction market we have been facing. i am proud to say we are delivering a project where we are on budget. >> the front plaza on the corner will be inviting to the public. something that gives back to the public. the building sits off the edge. it helps it be protected.

>> what we are looking for is an updated building, with facilities to meet our unit's needs. >> working with the san francisco police department is an honor and privilege. i am looking forward to seeing their faces as the police officers move to the new facility. >> it is a welcome change, a new surrounding that is free from all of the challenges that we face with being remote, and then the ability to offer new expanded services to the city and police department investigations unit. i can't wait until fall of 2021 when the building is finally ready to go and be occupied and the people can get into the facility to serve them and serve the community.
