resolution extending your remote hearings. essentially the governor of california has not extended the stay of brown act requirements. however, the mayor's office and city administrator's office have also not permitted us to resume in person hearings in city hall. we are in a bit of a catch-22. city attorney's office has presented this solution to adopt resolution extending remote hearing 30-days and calendaring by resolution every 30-days moving forward depending on what happens with the pandemic and city hall and in person hearings. the 30-day is a legal requirement.

is yours. >> thank you. good afternoon, commissioners, michelle taylor, department staff. this is a request for certificate of appropriate necessary for property at 714 steiner street in the historic district. designated artcle 10. 714 steiner street is a postcard road building across from the alamo square. over garage with frame two unit building constructed in 1895 with gable roof and bay window. proposed project including conversion of existing garage to habitable space resulting in replacement of garage door with new windows under the bay window and siding to match existing. other visible work includes repairs to street facing window, rehabilitation of landscape and

repair of woody tailing. the front stairs exhibit signs of failure will be removed and replaced with new staircase on neighboring properties. additional alterations include rear addition, new deck and at the rear of the building. the inteario will include remodeling, seismic strengthening and new sky lots. the use of materials and details are compatible. for example work related to rehabilitation of the ground floor and landscape will include new double hang wood windows, a iron fence. the original design of the building included these features before the garage. however, this is not a full restoration of ground floor. to avoid conjecture it will be

modest in design. the proposal is appropriate for and consistent with the purposes of article 10 with the secretary of the interior standards for rehabilitation. it respects the character features of the subject building, restored features based on existing documentation and new materials so historic materials in design, color and visual qualities. therefore, staff has determined the proposed work as outlined in your report is in conformance with requirement this is article 10 of the planning code and the department of interior standards. staff would like to note in addition to the four letters of support in your packets staff has received one letter of opposition to the project,

specifically addition of proposed planter and bicycle storage unit. based on analysis, staff recommends approval and based on feedback from the commissioners, i would like to recommend amending the motion document to include conditions of approval associated with construction of any stairs. the proposed conditions of approval are. p.1. prior to demolition of stairs on site 18-inch square full-scale mockup of proposed stucco finish for new stairs hall inquiry view by the planning preservation staff. 2. prior to work beginning on the new front entry stairs, on site 6-inch square full-scale mockup for the new steps hall review.

cooperation with our team. this is a rare project that checks the boxes. project sponsor's vision and supporting the numerous policy goals to restore and preserve historic architecture maintain housing stock, be prepared for future earthquakes and promote alternate modes of transportation over personal cars in changing climate. new overner brings deep love of the homes. on the upper three floors for use of long-term residence and new dwelling unit and removing the garage. 714 steiner was built in 1895. part of the alamo square. 75 feet in length.

23 feet in width. nonconforming rear yard matching other properties on the street. the car go yard to the neighbors. the house was originally a single family dwelling. the configuration. in 1960 was converted to two dwelling units. new walls were built. interior doors created common entry and walls in place of decorative wood. current garage added in 1947 without permit. resulted in removal of brick chimney creating structural hazard to existing building and add jays sent house in the event of earthquake. the rear wood deck was added. the removal of the garage allows restoration of the configuration

at ground floor and low wall and iron fence from the photos from 1940s. the front stairs worry built and will maintain the finish on the risers and pattern finish on exterior walls. front doors and windows and millwork will be refurbished and exterior repainted. chimney will be rebuilt with a finish to replicate the existing chimney. ground floor an arched opening in the south wall leads to new entrance to the upper unit, iron fence encloses new planter to replicate the original garden. construction of the planter and the sloping site allows

government to enter contracts with private property owners of qualified historic properties for property tax reductions. they can allocate towards maintenance and restoration plan. department colds haactive mills act contracts. i would acknowledge the dedicated staff shannon and michelle. they are the department mills act program together. in addition over the last three years the department has assigned a different preservation staff person to provide support in possessing the mills act applications this provides the opportunity to learn about the program and expand the professional expertise. jonathan has worked with us. in addition all preservation staff members assist in the contract monitoring which

shannon will describe in the presentation. this year the department received one application for 714 steiner. we worked to revise rehab and restoration and maintenance plans to ensure future work will be in confer man for -- -- conformance. it is included in the executive summary. necessity. project will require financial incentive to ensure preservation of property. two. investment. an additional private investment in the property other than routine maintenance for a seismic retrofitting or rehaband restoration. meeting this establishes the

property owner is committed to investing in rehab and maintenance of the property. 3. distinctiveness. an example of a property deserving of the contract due to exceptional nature. 4. consideration for recently designated city landmarks properties that are recently designated will be given priority consideration. finally, 5. legacy accident preserve property at which the legacy accident is included in the application. it includes determining whether the property meets minimum eligibility rights. in addition to local, state national register it is limited to properties with assessed property $3 million. $5 million or less for commercial properties. however if a property exceeds

the assessed value limit the historic preservation commission may recommend the board of supervisors grant exemption from limitations if the building or structure is of significant resource and it will assist in preservation of the building or structure otherwise in danger of demolition, substantial alteration or disrepair. this is consistent with the resolution centering on social equity and the department's initiative. 714 steiner meets the eligibility rights and exceeds $3 million assessed value limit and requests an exemption from the limitations. your commission packets contain draft valuationalling the potential property tax savings.

if approved the property owner will enter the mills act contract with the city. agreement is 10 yearvey involving contract entered into annually. staff would like to take this opportunity to provide brief update on the department's efforts to evaluate racial and social equity impacts of the mills act program in support of department goals and h.p.c. resolution 1127. particularly how the mills act program could be expanded to help underrepresented neighborhoods and peoples. staff prepared draft strategy with the goal of includes the strategy as one of the cultural resource priorities and racial and social equity action plan. we can whichly say it will consider short and long-term strategies with interested parties and stakeholders including this commission. in our efforts to evaluate the

for 714 steiner street on the east side between hayes and brook streets. subject property is a corn contributing building to the article 10 historic district. it is one of the clean end buildings directly across from alamo square. three story over garage wood frame two unit residential building constructed in 1895 featuring gable roof and bay window. as mentioned before 714 steiner is valued at over $3 million. historic structures report was required to show it meets requirements for granting exemption from limitations on eligibility. 714 steiner meets these requirements as it is an important contributor to the alamo square historic district.

rehabilitation including structural upgrades. it will preserve and enhance the integrity of the buildings. assessor required estimated property owner will receive $31,538 in property tax savings first year as a result of mills act contract. i would like to provide an update on the status of the mills act contracts. department annual monitoring who self-report the maintenance work completed in the previous year. this year the department received affidavits from all but two mills act property owners. 36 of the 42 properties in

compliance with the mills act contract. one is under enforcement and two require additional information. staff will continue to follow up with these property owners who have not submitted their affidavit and also that require additional information. in addition. two properties removed to the following year. staff granted requests as the properties were maintained in good condition. staff received report prepared by the assessor recorder that indicates the total property tax savings received by all current mills act property owners is over $1.3 million. this is available for your review in your packets. in conclusion, department staff recommends historic preservation commission recommend approval of the mills act application for 714 steiner street for the board

carefully. i am sensitive to the neighbor's comment expressing concern about the change. when i first read the staff report i was apprehensive how will they do this? the plans are well-done. reality number of the garage doors on the houses are original. they most likely replaced at some sort. removal of the garage door and replacement with windows is architecturally probably similar to what was there before. i am happy to see the curb cut removed and the driveway and the garden. it has been gun ingenuously to get the bike vault in there. unless you see the width you will think it is a little garden. i think most important will

consider that to be architecturally more appealing than a driveway. it is going to be different because of that from the neighboring properties. that is common in the city. some houses built at a similar time have garage conversions and some do not. that is how the city reads. i found the alterations to the back to be very organized and compatible architecturally. it organizations a messy rear of the structure. i did an additional living unit added. that is not under our consideration. given what is under our consideration i am strong fully in support of the application and i am happy to say why later. i feel like this project is going to give people a little

suggested earlier. i noticed in walking around the city often siding and trim that is replacing and trying to look historic doesn't quite hit the mark in terms of the size and detailing and profiling. i would suggest there be a mockup and sample of any kind of trim or siding that is being replaced. it is specifically where the windows are going to be a smaller opening than the garage currently there. i don't know if it would be feasible or advisable to suggest salvaging siding from the back of the house. that might be something that is considered. i don't think that should be part of the condition of approval, but just a suggestion if you are having trouble

recommendation for landmark designation for casa sanchez 2778 24th street in the mission. on january 2021 that you voted to adopt resolutions 1165 to initiate landmark designtion. this is in the packet sent for the hearing. the property had previously been added to the commission landmark designation work program in 2016. also, the company's food production facility at 250 napoliian street was listed on legacy business registry in 2017. it is located mid block on the north side of 24th street. in the heart of the commercial corridor known as the. [ inaudible ] cultural district. constructed in 1925 with significant renovations made in

1965, the two-story wood frame commercial building that was home to the restaurant and the production facility from 1968 to 2011. it features simple store front, 6 tenants, projecting blade sign that reads casa sanchez mexican food. the buildings character features is in the draft ordinance in your packet. it dates to the 1920s. the period of significance 1968-2011. the year it opened and ending

when the restaurant closed. department believes casa sanchez meets eligibility requirements for landmark designation. this addresses one of the historic preservation commission priority areas for designation specifically for properties associated with latin x community. property owner is supportive of the landmark designation. department recommends that the commission approve the landmark designation of casa sanchez and forward to the board of supervisors. this concludes my presentation. i am happy to answer any questions. ann is here with a slide presentation with additional history about the casa sanchez family and the business.

>> you have five minutes. >> i am one of the founders of the san francisco latino historical society that provides pro bono services for the latino community. today i am covering the historic assets. casa sanchez is five generation san francisco business with many members contributing to the success of the 98th year of history. in the late 1960s, robert and martha sanchez established a accident on 24th street and all five children were involved. robert junior, martha, george, liz and jimmy worked at casa sanchez after school affixing

labels, counting the toretillas, and working the cash registers, as soon as they reached seventh grade they were required to get up at 6:00 a.m. to learn the routes. bob and george joined their father in delivering and had their own route. while in high school, robert -- is the side presentation working? >> i can't seem to get the slides to advance. while in high school they relagated the finances to their oldest son, bob.

the parents turned the leadership of the company over to him where he did product development for a growing mexican food market. bob was a founder of the 24th street merchant association. it was a 24th street merchants in the mission district and other latin music. later, bob assumed leadership in the hispanic chamber of commerce and one of the first small business commissionners. he served on the san francisco chamber of commerce convention bureau board. michael sanchez, oldest daughter was responsible for press releases with new products.

in 1998 you would get a free lunch for life. 500 times in the media, number one marketing idea of the year from four bees magazine. 20 years later it was revisited and called the number one marketing judged of the year. for two weeks. the company continues with a fourth generation son and robert, elizabeth's son that are trained to assume leadership of the organization. for the history and it will be shown on the slides. i am not sure what happened.

1923, robert and isabella sanchez moved to san francisco. he started selling toretillas on 1759 broadway near the church. 1925 robert and isabella opened the grocery store where they sold tammalis. understand 26-1930 they expanded the manufacturing business. 1930. robert senior dies and isabel takes leadership with her three children. robert junior was 8 and one was 7 p.1935.

>> i'm michael cirocco and the owner of an area bakery. ♪♪ the bakery started in 191. my grandfather came over from italy and opened it up then. it is a small operation. it's not big. so everything is kind of quality that way. so i see every piece and cut every piece that comes in and out of that oven. >> i'm leslie cirocco-mitchell, a fourth generation baker here with my family. ♪♪ so we get up pretty early in the morning. i usually start baking around 5:00. and then you just start doing rounds of dough. loaves. >> my mom and sister basically handle the front and then i

have my nephew james helps and then my two daughters and my wife come in and we actually do the baking. after that, my mom and my sister stay and sell the product, retail it. ♪♪ you know, i don't really think about it. but then when i -- sometimes when i go places and i look and see places put up, oh this is our 50th anniversary and everything and we've been over 100 and that is when it kind of hits me. you know, that geez, we've been here a long time. [applause] ♪♪ >> a lot of people might ask why our legacy business is important. we all have our own stories to tell about our ancestry. our lineage and i'll use one example of tommy's joint. tommy's joint is a place that my husband went to as a child

and he's a fourth generation san franciscan. it's a place we can still go to today with our children or grandchildren and share the stories of what was san francisco like back in the 1950s. >> i'm the general manager at tommy's joint. people mostly recognize tommy's joint for its murals on the outside of the building. very bright blue. you drive down and see what it is. they know the building. tommy's is a san francisco hoffa, which is a german-style presenting food. we have five different carved meats and we carve it by hand at the station. you prefer it to be carved whether you like your brisket fatty or want it lean. you want your pastrami to be very lean. you can say i want that piece

of corn beef and want it cut, you know, very thick and i want it with some sauerkraut. tell the guys how you want to prepare it and they will do it right in front of you. san francisco's a place that's changing restaurants, except for tommy's joint. tommy's joint has been the same since it opened and that is important. san francisco in general that we don't lose a grip of what san francisco's came from. tommy's is a place that you'll always recognize whenever you lock in the door. you'll see the same staff, the same bartender and have the same meal and that is great. that's important. ♪♪ >> the service that san

francisco heritage offers to the legacy businesses is to help them with that application process, to make sure that they really recognize about them what it is that makes them so special here in san francisco. ♪♪ so we'll help them with that application process if, in fact, the board of supervisors does recognize them as a legacy business, then that does entitle them to certain financial benefits from the city of san francisco. but i say really, more importantly, it really brings them public recognition that this is a business in san francisco that has history and that is unique to san francisco. >> it started in june of 1953. ♪♪

and we make everything from scratch. everything. we started a you -- we started a off with 12 flavors and mango fruits from the philippines and then started trying them one by one and the family had a whole new clientele. the business really boomed after that. >> i think that the flavors we make reflect the diversity of san francisco. we were really surprised about the legacy project but we were thrilled to be a part of it. businesses come and go in the city. pretty tough for businesss to stay here because it is so expensive and there's so much competition. so for us who have been here all these years and still be popular and to be recognized by the city has been really a huge honor.

>> we got a phone call from a woman who was 91 and she wanted to know if the mitchells still owned it and she was so happy that we were still involved, still the owners. she was our customer in 1953. and she still comes in. but she was just making sure that we were still around and it just makes us feel, you know, very proud that we're carrying on our father's legacy. and that we mean so much to so many people. ♪♪ >> it provides a perspective. and i think if you only looked at it in the here and now, you're missing the context. for me, legacy businesses, legacy bars and restaurants are really about setting the context for how we come to be where we are today. >> i just think it's part of san francisco. people like to see familiar
