people that are in need of housing. we have had a housing problem in san francisco. and it is getting worse. the more problems there are on the street, the more problems there are for the residents that are housed already, so getting people housed is the first way of getting to be normal people in san francisco. thank you very much for supporting this project. thank you. >> next speaker. >> caller: thank you, supervisors, for holding this proposal. i grew up in san francisco and i've worked in nonprofits in this neighborhood and i very much support the hotel acquisition for providing housing for homeless individuals and it is their first step toward stability and reengage in the community in healthy ways.

we need you to please act now because permanent affordable housing saves lives. the reality is that purchasing hotels like the panoramic is the most viable way to move people into the housing they need immediately. the construction of new buildings elsewhere cost double the cost of purchasing these kinds of hotels and new construction takes over four years to complete while hotels can be [inaudible] in a short period at a lower cost. once again, we must acquire the panoramic. >> next speaker, please. >> hi, my name is mimi and i was lucky enough in 1987 to purchase my home. that is obviously not an option for the vast majority of people and now, of course, you can't even rent an apartment at a affordable price.

so i fully support the transition from a market rate building into affordable housing. this is what we should be doing. we should be building less market rate housing and affordable housing and converting market rate housing that had been built as a fantastic idea. to hear people talking about crime and drug issues is really a red herring. it's sad to me that people turn to a fear-based model of viewing the world. the real problem is income inequality. the very rich create the very, very poor.

we need to increase the diversity of our permanent supportive housing and acquisition of this hotel would greatly increase those options. for people with disabilities, seniors and families. that are living there now. hotels can be ready to go right now. they already have bathrooms and kitchenettes so it's a perfect opportunity to do this. i think -- i also wanted to comment. there was one -- and i won't go through the whole story, but there was someone who said in terms of being -- she was an asian migrant and she was concerned about the crime and the increase in the unhoused and people telling her to go back to china just when she is trying to get through and she said where else can i go? and blast the words of unhoused. >> thank you for your comments. >> caller: hi.

i lives and work and organize events in soma just down the street from the panoramic. calling in support of the acquisition center. i heard how providing housing helps those who have experienced homelessness. my name is anne ruben. i support the acquisition of the panoramic. i remember when the location was an access store and other previous tenants before the high-rises built for students. for 15 years i worked down the block. this is before and after they moved into the merchandise mart on the other side of the block. i know the area very well. i walked it all the time. i needed sometimes to drive my car for work assignments and i used to park my car on the street. in the alleys, i know the corner and the area. i wasn't afraid of walking. but i was always streetwise. i'm a city dweller.

>> gracias. next caller, please. >> caller: my name is lisa. i'm 20 years old and i lived in the city all my life and i'd like to say that i 100% support the acquisition of this building. i've been to a bunch of meetings discussing the panoramic and i'm just so disappointed in the seemingly educated adults that support the displacement of hundreds of human beings that live in these houses.

so many people keep saying that they want to help these people, but not my neighborhood. there is never going to be any change if we don't help these human beings right now. we can't ignore decades of institutionalized racism and injustice toward impoverished people that has caused this homelessness. we need to house these people now. and i hope that some people have empathy towards this situation because it is ridiculous, all the negative comments and stereotypes that i heard about homeless people. it needs to stop and we need to help them now. >> thank you for your comments. next speaker. hello, caller. >> caller: hi. i live across from the panoramic. i i am a professor of statistics and applied math.

there is a couple of points i would like to quickly make sure that people are aware of. everyone refers to it as a hotel that needs to be converted. it is a very good indicator who does and doesn't live in this neighborhood. if you did, you would clearly see that this is not a hotel. this is a statement of fact. a study that was published in the drug and alcohol dependent journals which did a prospective study between 2007 and 2017, a 10-year period to study the housing situation in san francisco found that the mortality rate in situations like the panoramic was about 20 times higher than it was in -- in -- relative to the population. so people that are talking about compassion are completely ignoring the impeerics. there is one thing to make decisions based on emotion and a different thing to make decisions based on fact and data.

right now on this the resolution would like the see s.h.s. and the strike team come back with a standardized criteria for its decision-making just for public transparency. i'm confident in the team. i want to appreciate the hard work that dan adams has done. he left the city and came back specifically for this work and we've been able to mobilize in a very quick way starting last fall and now coming into today. and i can't be stated enough. this opportunity in front of us, to buy hotels, to buy dormitories, to buy already built housing is a once in a lifetime opportunity. and the idea -- again, i can't state it enough -- the idea that we would be spending $800,000 or $900,000 per unit on the equivalent to

house -- to create affordable housing when we can get it for almost less than half the cost. a little bit more in this case. when you add in the home key grant that we feel very confident that we will get. it will be less than half the cost. that is a significant savings for the taxpayers. it is a significant savings and allows more money for future affordable housing purchases and i just want to say, clearly for the record, same way with the mission hotel, same way with the property, this is affordable housing and the idea na people are trying to describe it as something that it's not. i understand. listen. i walked that block all the time. i understand there is a need to have more presence and there is open air drug use and drug dealing. much of that is not related in any way to this building or the surrounding buildings.

we need more of that. we need more investments in the hospital system. this addiction crisis is real and we're not ignoring that in in way. but so is our affordable housing crisis. so we'll continue to bring these opportunitysies that are prudent to the city. thank you to mayor breed and budget committee chair haney and member mar. we have prioritized this and we will continue to prioritize this.

that does not mean that we can't turn a blind eye to the issues that are there. i know supervisor haney working with the local captain and agencies and alsos has led the conversation about drug addiction and drug overdose. but having a professionally managed building with on-site management, on-site security, on-site resident services, i think, is a phenomenal benefit to our city. and i'm proud to support this today if i'm not already a co-sponsor. madame clerk, please add me as a co-sponsor for this. and thank you to director mcfadden and her team and dan and the accelerate to housing fund. and everyone involved in this. we'll don't lead on this effort because we believe it is the right way. for those who are skeptical we have to look at what happens to the building once you have a professional management on site.

are working on the west side and in my district, you know, to address and create opportunities for -- to address the problem and create opportunities for unhoused residence to be able to get housing. there is two very important, 100% affordable housing developments moving forward. one in my district in the sunset and one in the richmond dlaikt include at least 20% of the units that will be permanent residents. i appreciate your commitment to work with us on the west side to identify a vehicle triage center site and create that strategy as well. and i look forward to just continuing to do our part on the west side and have a city-wide -- a real city-wide strategy to these challenging issues. thank you.

>> the experience that people have had on the streets and then to be able to live at a place like the panoramic with the services that they have there is healing. it will bring heal not only to the resident there is and share this themselves but healing to the neighborhood that they can contribute and support and help to the broader neighborhood. so, they are not bringing negative. what they're bringing is their own opportunity to

finally have stability and safety and healing and that will have ripple effects that are very positive for our entire neighborhood and entire community. this is also, as others have said, very cost effective. this is an opportunity we're geting in part because a lot of funding that we expect to receive from the state. there are other things that we can do to solve for homelessness. i want to underscore that it is rare to have 40 large units for families. when you have three-bedroom units and 40 of them, we're talking about a huge number of families and children who have enriched the neighborhood, who will provide more families for the folks who called in and have families. these families moving in is a positive thing. they will solidify soma for communities in a positive way.

there are challenges, and others have spoken about them, around drug use and safety. we have the mid tender loin district, which is deploying safety ambassadors and foot patrols and mental health crisis response teams. so many things we're doing to address those issues. but this housing for families and for people who are formerly homeless is a part of that solution. it is what created the problem there representively. this is a part of the solution to make sure that people have house, and they can be inside and they can be healed and they can be safe and we appreciate the current residents who called in and were committed to having future residents with similar opportunities.

mr. chair? >> great. thank you. we have luke borer here from the controller's office. >> thank you, chair haney and good morning, supervisors. the item before you is a supplemental appropriation ordinance for $11.6 million and $35 million is special tax bonds and $11.6 million on hand and it will be spent on the tj pa portion of the planning design and preconstruction for the downtown rail extension. bonds proceeds will fund that service. and the board approves a resolution authorizing the bond sale. back in december. tj pa will be submitting a grant application requesting to the new starts program and they have to demonstrate to the federal government that

to transfer $400,000 from the historic preservation fund in order create a new program for legacy businesses. during the budget process this past june, our offices advocated for a much needed expansion of grant funding for the legacy business program. at the current $1 million in annual funding is not nearly enough to sustain this popular and successful program. that supports our most cherished small businesses in san francisco. so thanks to the support of the budgets and appropriatations committee we were able to allocate $500,000 to the legacy business program with $100,000 allocated for additional staff person, for processing applications. and remaining $400,000 to qualifying small businesses. this is a technical fix.
