majority of my career is enforcement attorney for the california department of insurance. where i evaluate individuals and companies, perform disciplinary action hearings and evaluate rehabilitation. i may being policy recommendations -- make policy recommendations to the agency and state legislature. i define how laws are enforced that requires public notice and hearing. i am no stranger to city hall. before the millennium as a former legislative aid i worked on the data call for all departments, language with city attorney and conducted public hearings. the supervisor i worked for lost by 36 votes. supervisor mark leno carried the legislation. i would like to remember wilma

chanwho took this to alameda county. the first to have an equal access to service. i have had nine years as fiduciary trustee on the board of st. francis memorial hospital. 12 years on the commission on status of women. i gained importance of committee approach to human trafficking and violence cases. i engaged in data collection and public education. the family council reports began in 2009. four years without a domestic violence homicide between 2011 and 2013. through that work we reevaluated the needs of community, looked at resources, accountability,

training of responders and community input. i continue to serve on the california democratic plat fork commit -- platform committee. i was reappointed. i have served as co-chair since 2009. appointed as lead in 2019. the platform committee developed documents reflect the values, vision and policy of the parties on testimony intake. i manage 28 committee members to build consensus into a product ratified by 3500 delegates. still sets are important to lay foundation of new deputy sheriffs over site board to evaluate policies and practices

and look at budget and resources. this goes to act ability, social contract between personnel, those in custody and the community. in particular, i really believe in rehabilitation. that means those in custody receive education. charter school is one such and i did it is through the school board meeting as they were tasked to reup the contract with the charter school. our job skills in incentive to rehabilitation for domestic violence offenders, completion of counseling. supervised visitation with children and through that is with the rally family visitation services initiated through the st. francis memorial hospital. in terms of questions last week

public law enforcement reform. six years ago i chaired the democratic platform criminal justice plank. it took 10 years to have as declaration of policy elimination of death penalty. another question was when i advocated for someone in custody. i haven't directly advocated for someone in custody. i was a character witness at a sentencing hearing and filed papers for federal pardon. those who served for crimes they committed as young add did you tells now face -- adults now face deportation from the family they have. conversations about jails closing. i have not engaged in the conversation about the jail

ghana, i moved to san francisco in 2005. lived in nob hill for been 10 years. when i moved here i wanted to get involved in the community the easiest way to become a big brother in the big brother and big sister program. i was able to get deeper understanding of the challenges the under privilege lemminged in san francisco face. i -- underprivileged face in san francisco. seven or eight years ago i wanted to get more involved. i had constraints due to apply y professional obligations. i became a volunteer for david chu in the campaigns that he had at that time. through my relation with him, i was able to get a better

understanding how the city government works, how the board of supervisors operating. it was important for me because being a 16 year resident of the city this is my home. i want to try to understand it better and do what i can as a citizen to help out. through that process, working with david, i realized that, okay, maybe at some point if it made sense i would like to get involved at a deeper level. that is where this nomination comes up. i heard about it through kira. my background and data analyst. i work at adobe as expert solution consultant on the platform. because of the opportunities i heard about being a member of this oversight committee, i

thought it would be a good way to evaluate it deeper than before. i think, i know it is not the most sophisticated math involved having the financial background i can be a good fit and help out with the efforts of this oversight board. i think that is about it. i am excited for this opportunity. i love the city. i believe i could really help out with this committee. i think i could, you know, be a positive member of this body going forward. thanks for your time. >> thank you, kojo. i appreciate your enthusiasm. the two basic questions i was posing and the beginning.

what you think this body does and how you see yourself fitting into that. >> my understanding the body was created to wind down the redevelopment agency so i believe that that's an effort that is more financially oriented to make sure the budget is allocated to conduct the actions necessary. i will be transparent. i am not aware of the details of that but i believe with my background i would get a grasp on that fairly quickly. >> can you tell us a little bit about the history every development in ocii and their current projects and your interest is.

i understand you have a background in finance. i am looking more about your knowledge of the redevelopment agency and reconstituted as the successor agency. >> again, in spirit of full transparency i didn't do a ton of in depth research on the prior activities of the redevelopment agency. my understanding was it is an agency that is being wound down. there is an oversight board to make sure it happens in the appropriate manner. i was told my general background could be useful. more importantly that i am passionate about the city and want to be involved. between the background on that

front and the opportunity, i just my understanding it is getting ramped up on what is needing to happen as a member of that board would not be beyond the realm of my comprehension. i understand that maybe you are looking for a deeper understanding of the prior activities of the redevelopment agency. i apologize. i am not prepared. >> a sense of what is currently under their jurisdiction. this wind down is not happening in the next two minutes or two months or two years. it is going to go on for a long, long time. do you known know any current properties under their jurisdiction, do they build housing? do they have tax increment? do you know what tax increment is in. >> it is my understanding these are the detail that i would

learn as a member of the board so i do not have that knowledge at the moment be. apologies for that. >> no worries. any questions from colleagues? supervisor chan. >> so now, i am wondering. this is one of the questions i do ask any candidate for any appointment. i want you to know this is very standard coming from me. typically i would ask how do you know about the appointment. you know it through tyra. what makes you want to be on the board? it sounds to me you want to have a deeper involvement with the community. now this is the typical question i would ask.

what will be your priority once you are appointed to the body? i am having a little concern that it is a very critical body, in my opinion, especially as a former aid to former district 10 supervisor maxwell. redevelopment, in fact, has a deep history in san francisco, not just in this district but district five. thinking how it is throughout the city as well as, you know, you have alluded to we are transitioning. it is a critical role. what would be your priority once you are appointed to the body? >> well, overall my priority would be to participate as an

active contributor to the body, bringing my time and my relevant expertise as it might pertain to my role and really devote myself to it completely. i don't be have a lot of other public service activities at the moment. i volunteer at a couple other agencies. i have plenty of free time and i hope to fill a gap in the sense of not having the background and full understanding of the agency at the moment. i have the willingness and time and passion to learn quickly. being a meaningful contributor to the extent that i can be. >> why don't we open up to public comment. are there any members of the public who would like to comment

mr. gonzalez from sheriff oversight committee through the questioning we had last week. let's be more thoughtful moving some of these great candidates but may not be suitable for the body. they are probably very committed community members to do the right thing, let's be more thoughtful when we start moving forward and sending appoint beties to the rules committee for appointments and to think through about the qualification and interest and the expertise of these individuals. that is all i have to say. thank you, mr.minta, for submission of your application. >> thank you for those very well-taken, very mature comments. supervisor mandelman anything to add or subtract? >> i think this is a nomination like this raises interesting questions.

in general i would like to defer to the mayor's choices for who she would like to appoint to commissions where she has that ability. on the other hand, it is troubling to have applicants who don't seem to have the very basic understanding of the commission they are joining or the job that it has to do. i think, you know, i am a past redevelopment lawyer. i know this as part of my fiber, but i think knowing the history every development in san francisco should be a prerequisite on any commission and having understanding of tax increment and the projects they are responsible for is something i would expect for an applicant to have before they come here as

>> good morning. greetings, supervisor mandelman, chan, peskin. i am al perez. resident of san francisco for over 40 years. family integrated from the philippines. i was born and raised in the philippines. after living here a few years after college i started working in the corporate world and realized i needed to reconnect to my roots because as we were growing up here in san francisco after we first integrated, my -- immigrated. after graduation from college i really wanted to reconnect with my roots.

i became a volunteer and started reaching out to give back to the community to relearn my language and roots. as i found this non-profit organization called the philippine architects position. i volunteered there. i am a graphic and designer. i do posters for the festival. year after year they invited me to come back until i became the president of the organization. now after being a volunteer for 20 years i am serving as president of the non-profit and leading a team of 200 volunteer to produce the annual festival. the largest philippine cultural celebration in the country bringing together community stakeholders, exhibiters, performing artists, cultural

torchbearers in celebration of the culture and cuisine. through that experience i have also been very, very active in the philippine community in organizations the cultural and community events. film festivals, heritage night with the san francisco giants, golden state warriors, oakland as and other teams. i am serving in the filipino food movement, and also. [indiscernable] i have been serving in the entertainment commission for three terms this would be my fourth term. san francisco is a city of celebration. city activated by entertainment that strengthens the diverse neighborhoods and welcomes the

world. our nightlife and events, community festivals and parades bring the community together to strengthen the community ties and is an economic driver. i thank the mayor for trust and confidence in me to continue in this reappointment and thanks to the commission staff led by the wolf executive for the executive work she has done. i am proud to live and work in san francisco, a city that welcomes diversity and equity. i would like to receive your approval for continuing to serve on the entertainment commission. >> any questions from committee

members? >> supervisor chan. >> thank you, chair peskin. thank you for all your service, mr. perez. i have a quick question out of curiosity. giving your service with the entertainment commission especially during the pandemic, what would be your priority as we recover from the pandemic from your point of view as the role the entertainment commission can play? >> during the pandemic the goal is to help them get back on their feet. in fact our commission has been working hard with them as well as with the city hall as far as with the shared spaces program and also streamlining the permit

process to give folks who want to have entertainment as an accessory to business model to get that process as quickly as possible including i believe we are part of providing grants for venue operators, especially last year. also as a community representative i work with a lot of community non-profits and organizing festivals and parades and giving them an opportunity to recover so we can come back again celebrating our communities in a safe manner to provide information and resources to do that as quickly as possible. >> any members of the public to speak to item number 5? >> yes, members of the public who wish to comment call

>> right before the game starts, if i'm still on the field, i look around, and i just take a deep breath because it is so exciting and magical, not knowing what the season holds is very, very exciting. it was fast-paced, stressful, but the good kind of stressful, high energy. there was a crowd to entertain, it was overwhelming in a good

way, and i really, really enjoyed it. i continued working for the grizzlies for the 2012-2013 season, and out of happenstance, the same job opened up for the san francisco giants. i applied, not knowing if i would get it, but i would kick myself if i didn't apply. i was so nervous, i never lived anywhere outside of fridays fridays -- fresno, and i got an interview. and then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was on the other side. but i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. every game day was a puzzle, and i have to figure out how to put the pieces together. i have two features that are 30

seconds long or a minute and a 30 feature. it's fun to put that al together and then lay that out in a way that is entertaining for the fans. a lucky seat there and there, and then, some lucky games that include players. and then i'll talk to lucille, can you take the shirt gun to the bleachers. i just organize it from top to bottom, and it's just fun for me. something, we don't know how it's going to go, and it can be a huge hit, but you've got to try it. or if it fails, you just won't do it again. or you tweak it. when that all pans out, you go oh, we did that. we did that as a team. i have a great team. we all gel well together. it keeps the show going. the fans are here to see the

teams, but also to be entertained, and that's our job. i have wonderful female role models that i look up to here at the giants, and they've been great mentors for me, so i aspire to be like them one day. renelle is the best. she's all about women in the workforce, she's always in our corner. [applause] >> i enjoy how progressive the giants are. we have had the longer running until they secure day. we've been doing lgbt night longer than most teams. i enjoy that i work for an organization who supports that and is all inclusive. that means a lot to me, and i wouldn't have it any other way.

i wasn't sure i was going to get this job, but i went for it, and i got it, and my first season, we won a world series even if we hadn't have won or gone all the way, i still would have learned. i've grown more in the past four years professionally than i think i've grown in my entire adult life, so it's been eye opening and a wonderful learning

affairs and activities of the agency. in july 2020, resolution 21-2020 authorized the executive director to adopt certain compensations and lead policies based on the city policy during public health emergency due to the covid-19 pandemic. for background, for public health orders, in february 2020, mayor breed proclaimed local health emergency in connection with the covid-19 pandemic. the county health officer issued a shelter-in-place effective march 16, 2020. also in march of 2020, governor newsom pro claimed state of emergency in california in connection with the pandemic and the state of emergency remains in effect. it's also of note that since

march 17, 2020, ocii offices have been closed and ocii employees have worked remotely. the current safer return together health order amended september 2021, removed some of the health and safety restrictions that have previously limited the opening of businesses and government offices due to the city's vaccination rate that have been successful due to vaccination of the city and employees. the order also acknowledges that covid-19 does continue to pose a risk especially to individuals who are not fully vaccinated. certain safety measures continue to be necessary. among the safety measures, is the emphasis on vaccination. city and county city of san

francisco requiring vaccination status. department of human resources amended the policy to clarify that the deadline for all city employees to be fully vaccinated by december 1, 2021. at that time, the amended policy include a standards for medical and sincerely held religious exemptions. as of october 27, 2021, the city policy has been amended to allow city agencies to allow partially vaccinated employees to be able to work remotely upon approval. they must be vaccinated by 2021. this is some of the actions we have have taken. the hr department issued a

requirement that all employees submit their vaccination status by september 17, 2021. i am to report that all employees have complied. 38 staff are fully vaccinated, two staff persons are partially vaccinated, one staff person is unvaccinated. that one staff person has indicated through our conversations that they plan to be vaccinated upon our return to the office at a future date. we want to introduce and adopt ocii covid-19 vaccination policy that conforms to the city policy in regards to vaccination requirements for employees. upon adoption of the policy on approval, the covid vaccination

policy will require all be vaccinated by december 21, 2021. ocii management may conferred with our local representatives. ocii labor partners raised no objection to the proposed commission actions. our request today upon the commission approval of questions and comments, ocii management request that the commissioner adopt the covid-19 vaccination policy and delegating authority to executive director to implement the covid-19 vaccination policy consistent with the policy of the city and county of san francisco and any applicable law.

direct staff to prepare a policy for commission vaccination requirement. please call the next item. >> clerk: next is 5e, a workshop on 2022 community facility district for c.f.d. budget discussion. >> thank you. commissioners in your past you received high level information about our community facilities or c.f.d. budget through our annual budget process as an appendix. ocii has separate authority under the law and increase budget transparency, staff is proposing we have a separate process. today is the kickoff of that effort and we like to do a workshop to give you background

on the c.f.d. and walk through the proposed budget for calendar year 2022. melissa whitehouse is here to present that. i will turn it over to melissa. >> thank you. i want to say thank you to all the commissioners for having me today. i'm going to give you some quick background on our ocii c.f.d. i will walk you through the budget for upcoming year and the work plan. then we'll talk about the next steps. our main goal today is to

increase your awareness of the c.f.d. i know lot of time spent on them. we want to make sure all the commissioners understand that you are the administrator of our c.f.d. i did come to you a few months ago. i will go pretty quickly through the background and then i will be happy to take any questions. majority of my time i will talk about the detailed budget for each c.f.d. and highlighting upcoming work plans. as we discussed when i came in the spring, c.f.d. is a tool for local government that was passed in the '80s in california large in response to passage of proposition 13.

the rate of the taxes is voted on by the commission. of course, ocii has seven in the following project areas. south beach, mission bay, hunters point shipyard and hunters point shipyard phase two. the commission is the legislative body for the c.f.d.s. but staff administer them. c.f.d.s are separate from redevelopment law. they are not subject to review by the board of supervisors, oversight board or the department of finance. that's why we're bringing you this -- [ indiscernible ] we wanted to make it clear it's not as if the commission could

establish new c.f.d.s. they are related to obligations even though technically the jurisdiction is outside of them. we have two types of c.f.d.s. we have infrastructure and maintenance c.f.d.s. infrastructure c.f.d.s are about creating the infrastructure, building the park, the sewer, street lights and the maintenance c.f.d.s about maintaining the assets once they are built. here are the geographic areas. you can see the purple at the top is the south beach location. the big pink area is mission bay, the blue in the lower right-hand corner is hunters point shipyard phase one. at the very bottom there are small green boxes which is the candlestick point.

we have outstanding debt still for c.f.d. 4, 6 and 7. then potential to issue new debt for c.f.d. 6, 7 and 9. as interim director mentioned, we historically you seen the c.f.d.s as kind of a smaller appendix. now we're going into a lot more detail. every spring from now on we will actually be bringing you this level of detail along with the rest of the ocii budget. this is the first we were doing this. we wanted to make sure that it's a standalone item the first time around. here's a high level table, this is all the c.f.d.s combined.

the expenditures, which is the left side column and then the revenue sources which are the remaining column. i am going to show you shortly individual budget for each individual c.f.d. this is all of them combined together. as you can see for fiscal year 2/1/22 you have about $18.7 million. about $100,000 in mission bay property tax. for total budget $18.8 million for the year. c.f.d.s are a little bit different in that technically the revenue is on the fiscal year. the july 1 to june 30. but expenditure is actually on the calendar year. expenditures start january 1, 2022 and goes through december 31st. as i mentioning next year, the

commission will approve both revenue and expenditure prior to the start of the 2023 calendar year additionally there's $37.4 million unappropriated fund balance across all seven c.d.c.s. i will show those numbers by each individual c.f.d. i want to know for you that by work plan for each of the c.f.d.s is to do a long range projection of expenditures and revenues and appropriate fund balance level for each c.f.d. that is something that i will bring to you or staff will bring to you in the spring when we back for the full ocii budget. we wanted to show all the existing numbers even prior to some long range analysis. another point about the total budget about $18.7 million, it's

little under $1 million of the 2021 budget. not surprisingly, the majority of the funds are about 60ers. 60% is spent for debt service that's largely infrastructure c.f.d.s another large portion is spent on maintenance services. that's taking up most of the maintenance c.f.d. each c.f.d. is different. the first one is c.f.d. 1 in south beach. this is a maintenance c.f.d. for now. infrastructure portion has been completed. here is the budget for c.f.d. one. it's a little under $200,000. the majority of that is spent on

maintenance and operation for the open space as well as some administrative expenses and some contingency and reserve to be ready for unexpected expenditures throughout the fiscal year. next up is mission bay north and south we have c.f.d. 4 and 6. which are funded ongoing through

c.f.d. 5 which is the maintenance c.f.d.s. first c.f.d. 4. this is a little bit different. c.f.d. 4 is the only c.f.d. that does not require a special tax levy. for the upcoming year, we have $70,000 to paying off the remaining debt. last on the c.f.d. and also to cover the final year some administrative expenses. we just as of october 1st, called $6.18 million of the remaining $6.4 million in outstanding bonds for this

c.f.d. we'll be calling the remaining $70,000 in the upcoming year and then the agency could evaluate whether or not the spend the c.f.d. prior to plan date of 2022. we will no longer have any expenses related to c.f.d. 4. c.f.d. 6 is a very active infrastructure c.f.d. over 80% of the expenditures are on debt service. as well as some administrative expenses. the infrastructure reimbursement fund available to reimburse developer for construction cost that they have incurred. this c.f.d. has an $18.2 million fund balance as of june of this year. the work plan for c.f.d. 6 is to work with the developer, to

understand past and current work that's being done that will need to be reimbursed. once we have those numbers figured out, it will help us what is an appropriate level of your remaining fund balance. if there's fund balance that isn't needed we can analyze the impact on the special tax levy or refunding some of the bonds. c.f.d. 5, the maintenance c.f.d. related to mission bay north and south. this almost $8 million budget, vast majority of it is for maintenance and operation of all the park as well as similarly some administrative and expenses and some reserve fund for unexpected expenditures. c.f.d. 5 has about an $8.1 million fund balance as of right now.

c.f.d. 5 is the one c.f.d. where started doing the long range projection. by participating in the next two years, this c.f.d. will start to see expenditures exceeding revenues. because we're bringing on a lot more. the total build out will have about 41 acres. in the upcoming year will be maintaining 24.3 acres. that includes an additional 1.7 acres coming on this upcoming year. as we add more acres, the expenses to upkeep will go up. we're anticipating to start using some that fund balance on annual maintenance for this c.f.d. we do plan on doing some additional capital reserve analysis. now i will moving on to hunter point shipyard. we have c.f.d. 7, 8 and 9.

for c.f.d. 7, another infrastructure c.f.d. are not surprising a large portion of the fund for debt service almost $2 million of the $2.8 million annual budget as well as administrative expenses and infrastructure reimbursement. this c.f.d. has $4.2 million currently in outstanding fund balance. very similar picture to other c.f.d.s. need to do long range projection of revenues and expenditures to understand how many infrastructure reimbursements are out there and what is the appropriate level of fund balance for the c.f.d. of course, how that would impact our debt payment and outstanding debt. c.f.d. 8 is the corresponding maintenance c.f.d.s to c.f.d. 7. about $575,000 of this budget is

going toward maintenance and operation. we have the administrative expenses as well as contingency and maintenance reserve. this is actually c.f.d. 8, the first year where ocii will be taking on the open space. we're going to have that land transferred us to. we're in the process of bringing on a vendor to help manage that. there's a $5.2 million fund balance as of june of this year. a key priority is bringing on that new contractor and maintaining about 18 acres of open space as well as the site office building. last, c.f.d. 9, hunters point

shipyard phase two. although this is an infrastructure and service c.f.d., currently it is the infrastructure portion not as bad as levies. as you can see, the vast majority of that is going into maintenance reserve and operation expenditures. they are the $1.1 million fund balance generated for this c.f.d. at the moment. we need to work on long range projection for this c.f.d. we need to see what is the appropriate level of maintenance reserve on this level. with that, i am hoping to return to you next meeting on november 16th.

[♪♪] >> known as the gay capital of america, san francisco has been at the forefront fighting gay civil rights for decades becoming a bedrock for the historical firsts. the first city with the first openly gay bar. the first pride parade. the first city to legalize gay marriage. the first place of the iconic gay pride flag. established to help cancel policy, programses, and

initiatives to support trans and lgbtq communities in san francisco. >> we've created an opportunity to have a seat at the table. where trans can be part of city government and create more civic engagement through our trans advisory committee which advises our office and the mayor's office. we've also worked to really address where there's gaps across services to see where we can address things like housing and homelessness, low income, access to small businesses and employment and education. so we really worked across the board as well as meeting overall policies. >> among the priorities, the office of transgender initiatives also works locally to track lgbtq across the

country. >> especially our young trans kids and students. so we do a lot of work to make sure we're addressing and naming those anti-trans policies and doing what we can to combat them. >> trans communities often have not been included at the policy levels at really any level whether that's local government, state government. we've always had to fend for ourselves and figure out how to care for our own communities. so an office like this can really show and become a model for the country on how to really help make sure that our entire community is served by the city and that we all get opportunities to participate because, in the end, our entire community is stronger. >> the pandemic underscored many of the inequities they experienced on a daily basis. nonetheless, this health crisis also highlighted the strength

in the lgbtq and trans community. >> several of our team members were deployed as part of the work at the covid command center and they did incredit able work there both in terms of navigation and shelter-in-place hotels to other team members who led equity and lgbtq inclusion work to make sure we had pop-up testing and information sites across the city as well as making sure that data collection was happening. we had statewide legislation that required that we collected information on sexual orientation and our team worked so closely with d.p.h. to make sure those questions were included at testing site but also throughout the whole network of care. part of the work i've had a privilege to be apart of was to work with o.t.i. and a community organization to work together to create a coalition that met monthly to make sure we worked together and

coordinated as much as we could to lgbtq communities in the city. >> partnering with community organizations is key to the success of this office ensuring lgbtq and gender nonconforming people have access to a wide range of services and places to go where they will be respected. o.t.i.'s trans advisory committee is committed to being that voice. >> the transgender advisory counsel is a group of amazing community leaders here in san francisco. i think we all come from all walks of life, very diverse, different backgrounds, different expertises, and i think it's just an amazing group of people that have a vision to make san francisco a true liberated city for transgender folks. >> being apart of the grou

allows us to provide more information on the ground. we're allowed to get. and prior to the pandemic, there's always been an issue around language barriers and education access and workforce development. now, of course, the city has been more invested in to make sure our community is thriving and making sure we are mobilizing. >> all of the supervisors along with mayor london breed know that there's still a lot to be done and like i said before, i'm just so happy to live in a city where they see trans folks and recognize us of human beings and know that we deserve to live with dignity and respect just like everybody else. >> being part of the trans initiative has been just a great privilege for me and i

feel so lucky to have been able to serve for it for so far over three years. it's the only office of its kind and i think it's a big opportunity for us to show the country or the world about things we can do when we really put a focus on transgender issues and transgender communities. and when you put transgender people in leadership positions. >> thank you, claire. and i just want to say to claire farly who is the leader of the office of transgender initiatives, she has really taken that role to a whole other level and is currently a grand marshal for this year's s.f. prize. so congratulations, claire. >> my dream is to really look at where we want san francisco to be in the future. how can we have a place where we have transliberation, quality, and inclusion, and equity across san francisco? and so when i look five years from now, ten years from now, i

want us to make sure that we're continuing to lead the country in being the best that we can be. not only are we working to make sure we have jobs and equal opportunity and pathways to education, employment, and advancement, but we're making sure we're taking care of our most impacted communities, our trans communities of color, trans women of color, and black trans women. and we're making sure we're addressing the barriers of the access to health care and mental health services and we're supporting our seniors who've done the work and really be able to age in place and have access to the services and resources they deserve. so there's so much more work to do, but we're really proud of the work that we've done so far.

>> this is a huge catalyst for change. >> it will be over 530,000 gross square feet plus two levels of basement. >> now the departments are across so many locations it is hard for them to work together and collaborate and hard for the customers to figure out the different locations and hours of operation. >> one of the main drivers is a one stopper mitt center for -- permit center.

>> special events. we are a one stop shop for those three things. >> this has many different uses throughout if years. >> in 1940s it was coca-cola and the flagship as part of the construction project we are retaining the clock tower. the permit center is little working closely with the digital services team on how can we modernize and move away from the paper we use right now to move to a more digital world. >> the digital services team was created in 2017. it is 2.5 years. our job is to make it possible to get things done with the city online. >> one of the reasons permitting is so difficult in this city and county is really about the scale. we have 58 different department in the city and 18 of them involve permitting. >> we are expecting the residents to understand how the

departments are structured to navigate through the permitting processes. it is difficult and we have heard that from many people we interviewed. our goal is you don't have to know the department. you are dealing with the city. >> now if you are trying to get construction or special events permit you might go to 13 locations to get the permit. here we are taking 13 locations into one floor of one location which is a huge improvement for the customer and staff trying to work together to make it easy to comply with the rules. >> there are more than 300 permitting processes in the city. there is a huge to do list that we are possessing digital. the first project is allowing people to apply online for the a.d.u. it is an accessory dwelling unit, away for people to add extra living space to their

home, to convert a garage or add something to the back of the house. it is a very complicated permit. you have to speak to different departments to get it approved. we are trying to consolidate to one easy to due process. some of the next ones are windows and roofing. those are high volume permits. they are simple to issue. another one is restaurant permitting. while the overall volume is lower it is long and complicated business process. people struggle to open restaurants because the permitting process is hard to navigate. >> the city is going to roll out a digital curing system one that is being tested. >> when people arrive they canshay what they are here to. it helps them workout which cue they neat to be in. if they rant to run anker rapid

she can do that. we say you are next in line make sure you are back ready for your appointment. >> we want it all-in-one location across the many departments involved. it is clear where customers go to play. >> on june 5, 2019 the ceremony was held to celebrate the placement of the last beam on top of the structures. six months later construction is complete. >> we will be moving next summer. >> the flu building -- the new building will be building. it was designed with light in mind. employees will appreciate these amenities. >> solar panels on the roof, electric vehicle chargers in the basement levels, benefiting from gray watery use and secured bicycle parking for 300 bicycles. when you are on the higher floors of the building you might

catch the tip of the golden gate bridge on a clear day and good view of soma. >> it is so exciting for the team. it is a fiscal manifestation what we are trying to do. it is allowing the different departments to come together to issue permits to the residents. we hope people can digitally come to one website for permits. we are trying to make it digital so when they come into the center they have a high-quality interaction with experts to guide then rather than filling in forms. they will have good conversations with our staff.

use this as a launching off point to grow as a single business. we want to use this as the opportunity to support business owners of color and those who have contributed a lot to the community and are looking for opportunities to grow their business. >> these are the things that the san francisco public utilities commission is doing. they are doing it because they feel they have a responsibility to san franciscans and to people in this community. >> i had a grandmother who lived in bayview. she never moved, never wavered. it was a house of security answer entity where we went for holidays. i was a part of bayview most of my life. i can't remember not being a part of bayview. >> i have been here for several years. this space used to be unoccupied.

it was used as a dump. to repurpose it for something like this with the bistro to give an opportunity for the local vendors and food people to come out and showcase their work. that is a great way to give back to the community. >> this is a great example of a public-private community partnership. they have been supporting this including the san francisco public utilities commission and mayor's office of workforce department. >> working with the joint venture partners we got resources for the space, that the businesses were able to thrive because of all of the opportunities on the way to this community. >> bayview has changed. it is growing. a lot of things is different from when i was a kid. you have the t train.
