>> hello commissioners, thank you for having me back. i am melissa whitehouse, community district project manager and i appreciate your time last week two weeks ago when i came to do an extensive overview of our committee facility district project , today my presentation willbe much more quick . next slide please. i'm going to give you a quick reminder onhigh-level assessments lastweek and move forward with approval of our cfp budget . next slide . as you all recall we had a workshop on 11 to along with a detailed budget narrative that was sent in advance of the meeting outlining our individual cfp budgets as well as the work plans coming for the next few months on ourcfp's . and now i am your recommending that you approve the fiscal year 2122 special tax levy as well as the calendar year 2022 expenditures for the seven

community facility district that oci iadministered next slide please .as a reminder and a high level are special tax levy for the upcoming year is 18.7 million and our budget also includes 124,000 funded through mission gains towards property tax for a total of $18.8 million budge . we also had $37 million in unappropriated fund balance which was chaired by cfb and we will be coming back to you in the spring along with the regular oci budget with the same level of detail for our cfp and we will be providing this level of detail moving forward to get more transparency aroundour csb . next slide please. so the majority of our budget as a reminder for our infrastructure cfp's are spent on service and then the

>> thank you madam secretary. it's that time of year again when i'm happy to give an annual report on the previous fiscal year and as you know reduction housing and affordable housing is at the heart of our mission and all that work is really dedicated teamwork and coordination. so we're extremely proud of the board. i want to note that typically there's a certificate of preference annual report but i wanted to assure the mission that a full schedule will be at the next commission meeting so this item we are focused on the exception so with that i will turn it over to white, our program manager to walk you through the report. >> thank you madam director and good afternooncommissioners . i'm happy to be here today to present our productionreport

for fiscal year 2021 . please keep in mind the 12 you're seeing are the series ending in june ofthis year . the report right now is the draft form and if you'd like any suggestions or input you may have and after incorporating these we will distribute to the report for interested parties and post on our website . next slide. as we go through the presentation i'm going to roughly follow the report itself which was overview of our house program inthe project areas .the fiscal year result for marketing outcomes with more specifics on how completionswould start . cop highlights and spe and workforcehighlights . next slide please. here is a map i'm sure you've seen multiple times but wanted

to remind you of the major development project starting in the north that is transparent and we got fisher bay north and south and the shipyard through six points.next slide please. so this charts got a lot of numbers and i like to show the obligation to the project area. there's also status of housing production. these numbers include both market rate and affordable housing purview and as you can see over all there's the 21,000 housing units of which 32 percent will be affordable. and then you can also see almost half of the units will be at six points.

next slide please. just a reminder on affordable housing. it's for very low income san franciscans and to the ami percentages for a four-person household it's $10,600 to 133 thousand $200 for 100 percent ami households. next slide. and before jumping into the mist fiscal year results just updating you onchanges to funding sources for our affordable projects . the goal funding structures including 35 percent of financing needed for the project and the tax credit equity and both cii covers much

of the remaining gap. housing staff has highlighted over the past mostly two years the funding environment has significantly changed and added uncertainty of affordable housing pipelines. and we're working closely with mohcd to ensure san francisco does not disadvantage bond applications resulting in fewer project vetting applications and in this current round as an example the projects are being recommended at the state including our shipyard blocks . next slide please. so this is mostly similar to the chart you just looked at but i wanted to show again and gothrough each of the project areas . and shipyard phase i, 35

percent of the housing has built up 29 percent affordable. and with it in phase i we have hilltop, horizontal construction underway on hillside and vertical constructionscheduled to commence in 2022 . then in phase 3, three percent of the households were complete today filled up 31 percent of the units that are complete are all affordable. and then mission bay north and south overall 93 percent of our housing is complete and 29 percent will be affordable at buildout . mission bay north and south, 87 percent of the housing is complete today and it's filled out34 percent .

entrance bay is on one is 68 percent of the housing is complete and at buildout in that part oftrans they 34 percent is affordable . next slide. so this chart just reflects the housing completions from start in the fiscal year and you can see mission bay south entrance bay and the start were in shipyard phase i. next slide please. in the fiscal year our funding access was approved. we approved three development loans totaling $6.1 million and shipyard phase i and trans they. next slide please. so this hour fiscal year

highlights a strongyear, 458 units . 231 of those units were affordable and those units we house approximately 575 low income families with san francisco. next slide please. these are our completion projects, one is in mission bay and one is trans day. next slide please. this slide gives you a sense of what we built to date. 72 percent of our units are family rentals. 14 percent are ownerships and five percent senior rentals and nine percent are affordable housing units. we do have more senior rental and supportive and homeownership in the pipelines

but that's going to instantly shift each person. next slide please. here's a bit more detail on the completions in the fiscal year. so there's mission bay south, it's 152 units and 100 percent affordable. 38 percent of those units are occupied by hope s at sunnydale households who chose to voluntarilyrelocate . and you can see the image. it's trans day block one, here are the project components. and the fiscal year that's got 316. that's got 316 units and 80 of them are emi ownership. next slide please. then here are our construction starts during the fiscal year. we got one in shipyard and one

in mission bay. and going in a little bit more detail, one is in shipyard is 77 units with nine completion very units, this is a homeownership project and then the mission bay south lot 9 project 141 units of prominently supportive housing for formerly homeless adults. this is the project that is being constructed with onshore construction. next slide please. this is just an overview. as you know we have a memorandum of understanding and part of that and you gives the responsibility to oversee marketing of oci's affordable housing units. mohcd also regains marketing outcomes support when the

project is occupied and we closely coordinate with mohcd, all of us courtney but also our officials in stem. mohcd applies the occupancy preference service glitch including cop august 1 and the housing preference. and then san francisco resident workers. next slide. this summarizes our marketing outcomes for the fiscal year. we had one project reached 100 percent occupancy during the new year and it made 100 affordable completion or units at a stable of nine. and in these units 250 san franciscans were allowed and somewhat remarkably we had over

6800 applicants with 108 units. and we presented the marketing outcomes report and i think it was march of this year. we did have 12gop holders will apply but none of them were housed . and as sally mentioned earlier the annual marketing report we are doing that in about three weeks. next slide. this is marketing outcomes complicating what i just said but you can see that eight of the units went to dc hp households and 43 percent into the neighborhoodresidents housing projects which were acted at 40 percent. next slide please . and then this gives a eight-year look back at our cob

results and unfortunately we don't have many this year. but we do have a small number of units available but you can see the trajectory of the gop was been housed here. next slideplease . this summer are highlights of our workforce program. developers are working cooperatively to meet the 50 percent goals and great result this year. it exceeded the 58 percent, had 59 percent of contracts were awarded to spe. 78 percent for participation and professional services and 75 percentparticipation in construction . 18.3 percent was the local construction workforce participation and 461 san

francisco residents performed over 100,000 hours . next slide. so yes. our accomplishments are really a joint effort of all our staff and we are grateful to the commission's ongoing support and collaboration. in addition to having staff a special thanks to our legal team, contract providersand legal folks . the housing team is a senior development specialist hampton and also senior development specialist can absolve , jane preston and assistant development specialist and then during the year other specialistworked on the team and she is no longer with the cii . so with that i'm happy to take any questions you might have.

our coalition i think many of you are familiar comprises most of the affordable housing element sector in san francisco and it's been a long time since we've been able to come to commission hearing rooms but wanted to show up either way. my colleagues have had a really good working relationship with your staff in the first and foremost want to thank jeff and sally and other members of the staff for coming every month to dutifully and energetically to our choo-choo council meeting to share updates and just to kind of share our collective interest in seeing affordable housing really succeed in san francisco. and i also want to say that i think we're lucky every time i listen to these presentations and in san francisco we have such a robust affordable housing sector and political

leadership and kind of collective commitment and it really honestly doesn't show up like this in most of the rest of the state or the country. so that's not a testament to me or anyone else. it'sjust part of now the dna of san francisco and i think it's fantastic . the report you heard everything on is something we've been really supportive of for several years now .it's this perfect snapshot. it's very user-friendly and allows folks to understand how the agency as we used to call it, the oci i is doing its work and most importantly how it's doing its workaccording to the visions of folks laid out many years ago . and it's interesting, redevelopment now seems like a distant memory but one of the things i think we say clearly

lost is this idea of comprehensive holistic plannin as a way to set the framework and set the conditions for good implementation . we're seeing that with these court for redevelopment areas. development of a comprehensive thinking up the front and which means many years later all of your granular results can be re-looked at against that masturbation. for the most part succeeding and i think that's a testament to theplanning but also the transparency and tracking this kind of annual report does . so great work and also hoping that other agencies, planning, mohcd are looking at these kind of tools and your approaches and trying to incorporate that into other parts of the city's efforts because i think you folks we see all the high bar and a good standard. if there's anything one thingi would suggest as a tweak , jeff and team and you know, we're not always the most expert on

reading these things but the key thing is how is the present affordable in these project areas meeting up to the goal that was set out at the front end and i know that's all in there but the more that can be really clear i think the better because the basic theory that we've all been operating on his san francisco is under this pressure cooker of gentrification displacement and not the only way but one significant way that we care counterbalance that is when we are actively incentivizing development. incentivizing market rates and affordableimbalance so if you have let's say a 35 percent affordable housing balance , ideally at any snapshot in time the production should roughly bearound that balance . i think will be seen in other parts of the city is when it's like 90 percent market rates and 10 percent affordable that's when you start to see the disruptions and the

i'd like to see many units built and as many of you know i wake up every morning with construction noise. beautiful music, construction noise that is block nine.i'm excited to see this project pu together. they put on the last modular units a couple of weeks ago . i guess three weeksago so it's great to see that project come together and in real-time . we see numbers on a page that they're going to be homesfor people. andseeing those buildings , ,. four or five stories is nice. >> chair: commissioner scott. >> thank you mister chair. thank you so much jeff and team and it was said just seeing this and knowing what it does and living in the community and being able to thiswhat's happening is wonderful . peter cohen, mister colin just

went right into my notes. as much as we are doing, how do we and can you tell me regarding gentrification replacement and we're setting up all these wonderful opportunities but is there a breakdown of what people are benefiting from the what is it, 108 108 affordable rentals that are occupied. is there a way of knowing who is benefiting from this wonderful opportunity as a people's group. can you speak a little bit into that and we know that san francisco is really leading nationally withwhat we do and how we do it . and then we also know we are the highestin rent . and home purchase. can you help us and help me

understand which ones we are actually reaching when wefill our place ? >> that's a good question. i would say it might be we can have a look at the marketing outcomes report that was presented in march and that goes into more detail about the folks that are being served and in the hundred eight units, there were eight households that have been displaced so they came off of ... they had that displaced housing frontline and then another 43 i think of the units are low income folks from the neighborhood . so that's one way of making sure housing is being served in that neighborhood is getting to a good portion of the people.

>> vice chairman rosales, any questions . >> i agree with the comments and everyone's comments in particular. it's an easy read. i read the draft report and it was just seamless. it was easy, lots of information. but the kind of information that is basic and complex at the same time so you can capture it.it's very pleased in almost every area. the small business obviouslyhad workforce goals in terms of performance . historically over the last eight years there's been a preference program even though this year as noted no households and will talk more about that in the december meeting but improving

improvements and improving the marketing process is also appeared to be well understood and incorporated and this are the kind of results we thought about when we push for those outcomes. so it was just overall. i was very pleased.to have been part of this experience so i commend everyone, commissioners in particular as well and the draft force in getting this done so the only question i have is before i get that i wanted to highlight just looking at my notes that i think we need to commend not just ourselves but we need to communicate this note that's on page 3 that jumps out which is at the 460 housing units that are affordable produce housing for over 1150.

to me those are the kinds of metrics if you will when you hear that that's in human terms and in real terms those are the kind of impacts that we're doing. so i wanted to highlight that. the question i have was really about the determination about this report. i mentioned before i like the idea of course of our website. and so the question i have is that this report go to the mayor and let's say in mohcd for the planning department that was mentioned by mister colin that could benefit from understandingour work, the board of supervisors . >> we do get the report to the folks in the mayor's office the mohcd, planning department and

the board of supervisors so yes, we did that too. >> go ahead. >> in addition to that are thereother folks you're thinking of ? >> i think not everyone is as attentive with what our work is but i find myself as a community talking to folks about affordable housing and people sometimes have misunderstandings perhaps of what the city is doing. they think the city is not doing enough and then they quote chapter and verse, the agency i work with is doing xy and z and it feels like we're talking about folks that are listening and paying attention. not necessarily always knowing so i feel like i'm constantly educating people. and we hear so much about the homelessness issue in san

francisco the cost of living, gentrification ,displacement but we don't hear enough i think about the efforts , the real efforts that are being made and the inroads being made to reverse some of those circumstances so i'm thinking i don't know thatwe do press releases for instance . is there any kind of dissemination to community organization. community-based organizations forto say no more about our work. those are generally my thinking on that . but i'm open to other ideas of course. >> we will make sure we get it out to a more robust list of folks including others. that's a great idea. >> i've had folks in the mission say they don't know it's in the mission so that

they would benefit the neighborhood preference. it's something that is understood a little bit more but because of course mayor reed campaigned on the efforts that she personally was involved with and championed so people know about that is bein implemented for instance in th mission project i also found the board of mission corporation so people know about that . it seems , not so much some of these other substances but i have to say the fact that we have something like over 6000 people interested on one hand it's sends me that so many people are wanting and needing affordable housing and the numbers are astronomical as compared to what's available but on the other hand it also means that the success of the dahlia program. understanding that through dahlia they're able to get more access potentially. to affordable housing. so those were my comments.

>> thank you vice chairman i want to echo everyone's phrase of the staff for putting together a robust presentation and remaining now what we do . i would like to see how we can share this information morewith our wider audience . it'sinteresting . sometimes i don't think people even know of cia exists. especially when we go to events they will acknowledge agencies and sometimes they will skip oci and we're doing such great work that we need to figure out how to share that information with folks and just force in history, the neighborhood preference program actually was an idea that i had because of my workon redevelopment . our redevelopment circuit of preference and when our mayor became a member of the board of

supervisors for district 5 after one of our meetings i went over to her office to talk to her about what weshould be doing in areas where there's a lot of gentrification . i said let's do something like a neighborhood preference similar to a certificate of preference that allows people in the communities to stay in the community and we even said we can have them reduce pg&e bills. leases to show they have history in the community so neighborhood preference actually came from experience at oci iso we should definitely take credit for that. i'm disappointed by the cop preference work or lack thereof and i'm sure that there's going to be a more robust conversation with the mayor's officeof housing at the december meeting so if you're listening , mayor's office of housing we definitely need to know what's going on and what's not going on , the fact that we had zero number of individuals

can produce and put to action to bring people back or to allow people to know like morris said many people don't know about this opportunity. so if we could find out when we house beyond just the neighborhood preference, what is happening for the african-american culture with the preferences for affordable housing? >> you. thank you for that suggestion. and i we do have some of that data in the office of support but we can also have work maybe for each preference giving like a ethical racial breakdown.

our long-range planrequires the property be transferred to the city . the garage for governmental use is the parking garage and the commercial space for redevelopment purposes which includes serving as catalyst for essentialrevitalization of the neighborhood . but ocii is not managing the property and not responsible for any costs. the city isresponsible for that. at this time my understanding is the city does not have any pending sale . they are currently evaluating all the potential outcomesfor those properties so i can at least provide you with the current status . >> any other questions or comments from other commissioners. see none, madam secretary

this garden for 3 decades. that is not a joke. i live in an apartment building three floors up and i have potted plants and have dreamt the whole time i have lived there to have some ability to build this dirt. >> let me tell you handout you -- how to build a community garden. you start with a really good idea and add community support from echo media and levis and take management and water and sun and this is what we have. this is great. it's about environment and stewardship. it's also for the -- we implemented several practices

>> everything is done in-house. i think it is done. i have always been passionate about gelato. every single slaver has its own recipe. we have our own -- we move on from there. so you have every time a unique experience because that slaver is the flavored we want to make. union street is unique because of the neighbors and the location itself. the people that live around here i love to see when the street is full of people. it is a little bit of italy that is happening around you can walk around and enjoy shopping with gelato in your hand. this is the move we are happy to provide to the people. i always love union street because it's not like another commercial street where you have

starts, if i'm still on the field, i look around, and i just take a deep breath because it is so exciting and magical, not knowing what the season holds is very, very exciting. it was fast-paced, stressful, but the good kind of stressful, high energy. there was a crowd to entertain, it was overwhelming in a good way, and i really, really enjoyed it. i continued working for the grizzlies for the 2012-2013 season, and out of happenstance, the same job opened up for the san francisco giants. i applied, not knowing if i would get it, but i would kick myself if i didn't apply. i was so nervous, i never lived

anywhere outside of fridays fridays -- fresno, and i got an interview. and then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was on the other side. but i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. every game day was a puzzle, and i have to figure out how to put the pieces together. i have two features that are 30 seconds long or a minute and a 30 feature. it's fun to put that al together and then lay that out in a way that is entertaining for the fans. a lucky seat there and there, and then, some lucky games that include players. and then i'll talk to lucille,

can you take the shirt gun to the bleachers. i just organize it from top to bottom, and it's just fun for me. something, we don't know how it's going to go, and it can be a huge hit, but you've got to try it. or if it fails, you just won't do it again. or you tweak it. when that all pans out, you go oh, we did that. we did that as a team. i have a great team. we all gel well together. it keeps the show going. the fans are here to see the teams, but also to be entertained, and that's our job. i have wonderful female role models that i look up to here at the giants, and they've been great mentors for me, so i aspire to be like them one day.
