tv Redistricting Task Force SFGTV January 6, 2022 3:05am-4:01am PST
3:05 am
3:06 am
in the same way as if they were physically present. each speaker will be allowed three minutes to speak. your opportunity to speak during any of the public comment periods is available by phone by call 415-655-0001, enter the meeting i.d. is 2488-581-0001. you should then press the pound button twice. you will hear the meeting but be in listening mode only. when you hear your item of interest called, press star, three to be entered onto the speaker line. best practice is to call from a quiet location, speak slowly
3:07 am
and clearly, and turn down the speakers from your television or electronic device. you may also submit your written comments by u.s. post to the redistricting task force, care of the clerk's office. the clerk's office's office is room 244, city hall, and city hall's address is 1 dr. carlton b. goodlett place, san francisco, california, 94102, and mr. president, that concludes my announcements. >> yes, thank you. at this time, would you call the roll, please? >> clerk: yes. members, when you hear your name, please indicate that you are present. [roll call]
3:08 am
>> clerk: mr. chair, there are nine members present. we have a quorum. >> thank you. mr. clerk, before we proceed to the next item, i just wanted to remind us that what we can, to be circumspect in our meetings as best we can, and you will be invited by people who know you or don't know you to various meetings. i have no problem with that, but we just want to be careful how we represent the committee,
3:09 am
that we don't assume that the committee is going to take a position that isn't taken, that we project that we have taken any positions that we have not. and for official statements and comments coming from the committee, that's my responsibility, though i reserve the right to ask you all to help me in that because there are sometimes that people may want to talk to me, and i ask you to talk to the press or whoever it may be because certainly, i think that people should understand that it is a broad committee with a broad amount of thought, and i certainly don't want to misrepresent you all, that all of you think like me, because first of all, most of you are
3:10 am
way too young to do that, and so -- and i wouldn't want you to do that this early in your life. so let's just be careful, and like i said, official statements from the body is really my job, but i certainly intend to share it as much as possible, so thanks, and keep that in mind. mr. clerk, could you proceed to the next item. >> clerk: agenda item 2 is an item of mapping. this is a discussion and possible action, and we will be talking public comment. members of the public who wish to provide public comment should call in to the public comment number, and i'll repeat it now. 415-655-0001, and enter today's meeting i.d., 2477-581-0001,
3:11 am
then press pound and pound again, and press star, three to indicate you wish to speak. mr. chair, today, we have seth neal from q2 consultants. >> mr. neal, welcome, and the floor is yours. >> thank you, chair townsend, and good afternoon to the task force. i have a few updates that i'd like to make. for one, there have been new submissions on the district plan tool since last meeting, but we have updated the tool, as per your request, to exclude
3:12 am
water and islands to better see the populated areas of the city, and we are setting up the application form so people can view public comment that's been submitted. at this point, now that we have an account, we are updating the handouts and getting translations for those instructions, and once those are ready, we will post those to get ready to accept public comment. and we're also updating the redistricting tool user guide to make some usability and accessibility improvements and implementing an interactive version of the data maps with demographic information from the american media survey.
3:13 am
so those are the updates that i have to give, and i'd be happy to answer any questions at this point. >> thank you so much. members, do you have any questions? mr. carroll, are there any hands raised? >> clerk: yes. mr. chair, first, i see jeremy lee wishing recognition. >> jeremy lee. >> so mr. chair, thank you so much. i'm not familiar with air table. at a very high level, can you, like, describe how air table would be, like, used and how, like, the information would be provided to us? >> i'll answer the question from member lee. i'm seth neal, from q2 research. the air table will probably be used both to have a submission form where people can write in text and also upload files.
3:14 am
the files that we'll be uploading are the mapping, the shape files, and the pdfs from the statewide and community of interest tool so they can provide actual lines, geographic files that can be used to represent their communities. so the public would interact with that both to submit their comment through a web form, and then also to view comments that have been made in a data table. so it would look -- it looks like a spreadsheet, more or less. would just be text responses and links to file where we can download them and offering some filtering and sorting, for instance, by submission date or name or things like that. >> so this would be a tool for members of the public to view -- submit items themselves
3:15 am
and to view other submissions like a member of the public, correct? >> correct. that's correct. >> great. thank you for the verification. >> clerk: mr. chair, i see member cooper awaiting recognition. >> thank -- thank you so much. yeah, i'm impressed with how quick you're able to turn things around. it's super helpful. on the front end of the air table, it's going to -- as a note to make the use as friendly as possible, and that's definitely top of mind for you when you're building this out, and also if those will be translated, either statically or if they'll be different versions for different languages? >> through the chair, in
3:16 am
response to member cooper, seth neal from q2 data research. so are you talking about all responses or responses in non-english meant to be translated into english or are you talking about translating english into different set languages? >> i'm mostly asking about the form itself and just the -- yeah. >> all the questions in the form will be translated into english, spanish, chinese, and filipino. >> great. also, i've got -- or that's all i have. thank you so much. >> thank you. >> clerk: mr. chair, i don't see any other members of the task force awaiting recognition for this agenda item. >> very good. let's go to public comment. >> clerk: thank you, mr. chair. we're working with joe atkins from the clerk's office who's helping us moderate the public comment callers line. members of the public who wish
3:17 am
to make public comment should call in now. that number is 415-655-0001. enter the meeting i.d. of 2488-581-0001. press the pound symbol twice to connect to the meeting and then press star, three to be entered into the queue to speak. for those who have already done so, wait until you are prompted or your line has been unmuted, and you may begin your comments. or you may raise your hand and you will be recognized. mr. atkins, could you please connect us to our first public comment caller. >> sorry. i did not realize that was me. so my name is -- >> clerk: welcome. >> my name is danielle diveler. i have a couple of questions. so on the air table stuff, has
3:18 am
there been a demo that was done in the previous meeting? >> clerk: thank you, danielle dapler. i'm going to pause your time for just a moment. the public comment time is not a time to ask questions, but after the public comment time, if members of the panel want to address your questions, then it is up to you to do so. you have 2:45, and i will start your time up again. >> okay. so i guess it would be good for you to have a demoand understand what the information would be for the public, and that's pretty much it. >> clerk: thank you very much for sharing your comments. can we have the next caller? >> hi. this is [indiscernible] san
3:19 am
francisco. thank you for [indiscernible] for air table. if people want to see how air table is used for redistricting, you can go to the california redistricting commission website because they currently use air table for their submission form on-line as well as all the submissions that they get both on-line and through mail. you can see i guess what the database or the sheet would look like in the public input phase on the california redistricting commission's website. the only downside that i'd mention about air table would be they're pdfs, but the images aren't pdfs, so i would recommend when the task force
3:20 am
gets mailed in submissions, that they're ocr'ed to make them more accessible. >> clerk: thank you so much for your comments. >> hello. it's david pillpel for what i hope is the only time state. -- only time today. i will check out the state table, but it would be good if you could just clarify if there's a public submission that it will end up there some way somehow, but the public will only have read access to whatever the thing is that that -- is, that nobody is going to be
3:21 am
able to touch what's in there, and thank you all so much, and i think i'm good for the day. >> clerk: thank you for sharing your comments. can we have the next caller, please. >> hi. i'm [indiscernible] with the women voters of san francisco. i just wanted to say thanks to q2 for their attention to feedback. this is incredibly encouraging responsiveness, and a lot of the changes that have been made are very positive and appreciated. the league will definitely be playing with the tool between now and your next meeting, whether that's january 3 meeting or if you have a special meeting scheduled at any point. and the question earlier about the educational plans for the public is a good one.
3:22 am
you know, this is a way to put some clarity on the outreach plan, but having materials available on your website that allow people to -- who can attend meetings to get a demo, to see it live and in action, would be very helpful. not everyone's going to be able to attend a meeting, which is great that they can review the materials so that the time that you're going to spend with the public will be more productive, and that's the only suggestion i have for them. thank you so much for all of this. >> clerk: thank you for sharing your comments. mr. atkins, do we have any further callers in the queue? >> operator: mr. clerk, there are no further callers in the queue. >> clerk: thank you. >> thank you, mr. clerk and mr.
3:23 am
atkins. let's proceed to the next agenda item, please. >> clerk: before we do that, mr. chair, can we close public comment on this? >> close public comment. i'm going to remember that one day. i'm getting there. let's close public comment -- unless there's any other member comments? >> clerk: mr. chair, i'm not seeing any further members of the task force awaiting recognition for this agenda item. >> very good. so we can file this since there's no action required and move to the next item, then. >> clerk: you want me to call agenda item 3 or agenda items 3 and 4 together like we did on wednesday. >> items together. >> clerk: thank you. item 3 is a timeline and calendar of tasks and duties to
3:24 am
be completed by the task force. this is a discussion and possible action item, and we'll be taking public comment, and item 4 is a task force work plan, a discussion and possible action item, and we'll be taking public comment on this item. members of the public who wish to provide public comment may do so by calling 415-655-0001, and enter today's meeting i.d., 2488-581-0001. press pound twice, and press star, three to lineup in the queue to speak. when you hear that your system has been unmuted, you can begin your comments. for those joining via webex can raise their hands inside webex.
3:25 am
mr. chair? and mr. chair, i see now member jeremy lee awaiting recognition for item number 3 and 4. >> mr. lee? >> yeah, just wanted to update everyone that in my role as kind of overseeing the budget of the task force, that i have scheduled a meeting, a group meeting with the clerk's office, the department of elections, and ocea, and that will happen next week, so first off, thank you to all of those departments for agreeing to meet with me so quickly and let you know if you have any questions specifically related to the budget, let me know, and i'd be happy to add them to my meeting with the department. thank you. >> clerk: mr. chair, i see member cooper awaiting recognition. >> mr. cooper? >> yeah, hi. just real quick. my main focus right now is on
3:26 am
the website. i think that there's definitely some organizational questions, and i know we have a lot of constraint with the system, but i'm working first to collect any issues or complaints that we have with our redistricting task force website, [indiscernible] and i'll collect those and work in the interim between now and january to help get that going and make sure that we've got everything in the right place to make it a nice, warm, welcoming place for the public to come to learn about the process. thank you. >> thank you. >> clerk: mr. chair, i don't see any further members of the task force awaiting recognition on agenda item numbers 3 and 4. >> then let's please proceed to public comment. >> clerk: thank you, mr. chair. i will check with joe atkins to
3:27 am
see if there are any callers in the queue. members of the public who wish to provide public comment may do so by call 415-655-0001, and enter today's meeting i.d., 2488-581-0001. press pound twice, and then press star, three to enter the queue. if you're in webex, you can raise your hand to provide recognition. mr. chair, i see we have two callers waiting to provide public comment. mr. atkins, can we first be connected to our first caller? >> my name is jessie johnson, and i'm a resident in the tenderloin, and i hope i'm making this comment at the appropriate time. it's my understanding that there's a proposal to remove
3:28 am
the tenderloin from district 3. >> clerk: mr. johnson, i'm going to stop your time. you have 2:37, but i want to redirect you to a better time that may be a better place to direct your comments. wait until we call general public comment, which will be the next agenda item, and you can give your comments then. or if you want, there's 2:37 left on the clock if you have comments on the items that are being called right now. >> no, i'm good. >> clerk: okay. thank you very much. we will await your voice when we get to general public comment. mr. atkins, can you get us the
3:29 am
next public caller, please. >> hi. this is lauren [indiscernible] with the league of women voters of san francisco again. member cooper, expect an e-mail from us with some recommendations for the website. i know, totally shocking, but we, a year ago now we submitted ideas for the city's redistricting process, and we are hearing that people are wanting to link and share our page rather than your website, and we'd really like that to flop. we'd like that to change, so that can be our shared goal that you become the plain language, clear, definitive resource, and that would be wonderful. i'd love for you to beat us in google search results, so thank you for letting us know that
3:30 am
3:32 am
3:33 am
other callers for general public comment? >> mr. clerk, there are no further callers in the queue. >> president: very good. we will close public comment at this time and proceed to the next item. unless there are further member comments. >> clerk: there appears to be so. member pierce is awaiting recognition. >> president: please, member pierce. >> member: thank you, mr. johnson. i'm not speaking on behalf of the task force. i promise you, we have no proposals before us at this time. i want to reassure you and i want you to continue to come to these meetings. we want to hear from you. thank you, mr. shear. i turn it back over to you.
3:34 am
>> clerk: mr. chair, i don't see any further members of the task force who wish to be addressed, to address the panel. >> chairman: then, i believe now we can proceed. >> clerk: moving on to agenda item number six. this is a discussion and possible action on future agenda items and we will be taking public comment on this as well. members of the public who wish to provide public comment on future agenda items should call (41) 565-5001. the meeting id is 24885810001. press pound twice or raise your hand from within the webex client if you wished to be recognized. mr. chair. >> chairman: members, do you have any? >> clerk: watching the roster, i don't see any members awaiting recognition.
3:35 am
>> chairman: thank you so much. then, should we take public comment at this time? >> clerk: we can take public comment on future agenda items. >> chairman: please. >> clerk: this will be the last time that i go over these instructions. members of the public should call (415) 655-0001. today's meeting id is 2 (488) 581-0001. press pound twice and followed by star three if you wish to speak. that will begin your time to provide your comments. or if you are within webex and you wish to be recognized for public comment on this. mr. atkins, do we have callers who wish to speak on future agenda items? >> there are no callers in the queue. >> chairman: very good. and, at this time, i believe
3:36 am
that there is no other business before us. but just before we adjourn, i would like to if i could give a benefit of my experience having served on the committees is. sometimes when the public is speaking, i have to bite my cheek to keep from responding because i want to, but i can tell you from experience, it is a very slippery slope if we start responding in the meeting to public comment. you can certainly get in touch with people off line and so on and so forth. but i just, you know, i just want you to know it's a very slippery slope and as a rule, we just don't do that even though it may seem very benign
3:37 am
at the time. but having said that, we can adjourn unless there's something else that commands our attention. >> clerk: just a small bit of housekeeping if you can close public comment. >> chairman: i thought i did. public comment is closed. >> clerk: and beyond that, mr. chair, i don't have any further business on today's agenda. >> chairman: and i will promise you members just like in elementary school before our next meeting, i will write "close public comment" on my left hand to help me remember. thank you all so much for your attention, your time, and your speed. thank you and good night. have a great weekend and i will see you soon. we do have one meeting before we adjourn for the holidays, don't we? >> clerk: mr. chair, the next scheduled meeting is

drinking water. despite this, as part of the p.u.c.'s water diversification program, hetch hetchy water has not been pretreated. blended water remains controversial. even without factorying in the possibility of salt water intrusion into the west side base aquifer. there was staff who stated that the p.u.c. is an ecochamber. i strongly urge the commission to revisit the blended water issue. thank you. >> next caller? >> caller: good afternoon president moran and commissioners, this is peter

drekmeier for the tuolumne river trust. it's been three years since the state water board adopted the bay-delta water control plan. it's been more than a year since you launched a series of fixed workshops focused on the tuolumne river. we have learned a lot of issues. some materials have been posted. you need a log-in. i'm hoping we can get a report on that.
3:56 am
we haven't seen any action and couple of years ago, we pointed out that the sfpuc can contribute its share of flow. i think there was interest from some of you on that. staff said, we could feed to -- need to get an agreement with the irrigation district. looks like we're going to lose another year. thank you. the tuolumne has nearly 500 salmons. stanislaus smaller river, historically fewer salmon has 11 times that many. why? 40% impaired flow in average year from the stanislaus, 21 on the tuolumne. please have the conversation about the design drought, your first meeting in january. thank you.
3:57 am
>> thank you, caller. next caller. >> caller: this is david pilpel. on item 5 general public comment, i wanted to take a moment as i mentioned couple of previous meetings to recognize those departing or retiring employees at the end of the year for their public service over many years. although we talk a lot about planning policy, infrastructure and operations, i can't emphasize enough the employees who do the work, day in and day out 24-7, delivering the water power and sewer services for the public. i wanted to take a moment to recognize them. thanks for listening.
