0 with sf general. so there are often times that we do find out about collisions. or we also have heard directly from the people involved. if that's the case, as maddy mentioned, you need to have a license or at least a learner's permit to operate these and sfmta doesn't have the identity of the riders. we do have the trip data, but for privacy purposes, as a public agency, we don't want to necessarily want to know where maddy is taking a scooter at any given time so there are privacy and policy measures. we refer all of that to sfpd and they handle it and we assist them in any way we can. the second question i think was

-- was it about the way that people could report devices on the sidewalk? is that what it was? >> chairman: yes. i think the second one was the devices. >> gotcha. the california vehicle code limits e-scooters to 15 miles per hour and therefore any device that's a permitted shared device needs to comply with that. i've seen personally on the streets, i don't have a radar device, but i agree with you, they do go very fast, but the vehicle code limits those devices to 15 miles per hour and also the vehicle code also prohibits riding on the sidewalk. so i guess i'll jump ahead to your last question sfpd. kind of the example with maddy,

sfmta doesn't have the authority to stop her and to check her license and that's why it's only sfpd who can actually stop the rider. i do communicate with sfpd about the sidewalk riding enforcements and so i know the number doesn't seem very large, but it has increased very recently. so i know very recently, they have been increasing enforcement on it. that said, i can't speak to their enforcement priorities, but we do have the taxi, we have a taxi work order and so when i do communicate with them, i ask they keep an eye out for that. as far as people seeing miss parked devices on the street, we have fully integrated sales

force so the investigators have their maps. so the respective company doesn't receive a taylored notification. so they have the option of going into the 311 app which we've provided access and they're able to see all of the scooters now. we've found that creating another category where another drop-down category where if you were making a report about a scooter, the company, there's enough inadvertent miscat gorization that it doesn't warrant or the benefits do not outweigh the down side meaning, for example, if you saw a lime scooter and you accidentally

put ''scoot'' that would be sent to scoot and lime would never get it. and so we did look at adding that to the 311 reporting, but like i said the most useful way we found was to have scooters. that said, if you do see any improper parking or improper riding, you can make a complaint with 311 either through the phone or on the app or online.

particularly in san francisco, i think because of the tall buildings, they're not able to tell whether it's on the sidewalk or not or even if it's on the sidewalk if it's in the path of travel or not and that's where my investigators come in is we visit the site and if it's locked to a rack. i should say just because it's locked to a rack, doesn't necessarily mean it's improper parking. it can be locked to the rack and blocking the path of travel and in that case, that would receive a citation and as i showed on the map, the two mapses, there's the complaints and the citations which you can see the bulk of our complaints are in the northeast sector of the city. >> chairman: thank you for that clarification.

for the first public commenter, barry, you've been permitted to unmute. >> caller: hi. good afternoon. i'm running late to go to work because i find this presentation extremely interesting. it's probably maddy and philip, i've never seen such a better job presenting how this program works and how the complaints are being handled. so i appreciate it. i might try and recruit you to do a presentation for taxi drivers in the near future based upon how well you did today because i'm sure we have a lot of questions. first, about the insurance requirements. what are the and maybe if the you can provide the insurance requirements. it's really disturbing to see only 15 citations. i can probably say you can get at least 40 times more than that in just one month. i'm really disturbed. i think what needs to happen maybe is you do an administrative fine for by the inspectors so they don't have

the police authority to issue actual moving violations. so maybe create an administrative fine for those violating certain laws. also, it'd be great to know if they're allowed to use the transit lanes. i see a lot of them use the transit lanes which interferes with the buses and the taxis and i'm not exactly sure if they're permitted to do that. and also there needs to be better markings, maybe at night, you can barely see the lights on them. maybe they should be flashing instead of just a solid color and they should each have a different color so we know which one they are so if we do file a complaint, then we can do the correct one because only during the day or when they're actually stationary can you see which company is involved with

that particular scooter. and last but not least, an issue about hitting pedestrians. i've heard too many horror stories and i would like to know what -- how many we didn't include how many people have been injured and especially horribly by getting hit by one of these scooters. supervisor peskin made a big deal of it recently during a supervisor's meeting about the physical damage caused by the scooters and the mental anguish, the ptsd by having one basically nearly hit you and also the ptsd i experienced on the streets when they run the red lights all in front of you when you're moving. thank you very much. >> chairman: thank you for your comments.

primary agenda items for the m.d.c. meeting next month in february. also provided information about work that's being done this winter to plan for next summer's summer together program which makes summer camp experiences available to disadvantaged families and youth and children in san francisco. and in response to complaints that m.o.d. received last summer, we pulled together a collaboration team that includes the department of children, youth, and families, recreation and parks department, and san francisco

m.o.d. continues to be involved in covid response and recovery and in october and november, m.o.d. supported a booster vaccination pop-up clinic at the lighthouse for the blind. i think we've already told you about that one. and that was successful as a program. in response to a request from disability organizations for san francisco public needing to continue to offer virtual ways for the public to participate, san francisco city hall meeting runs have been upgraded to be able to support hybrid public meetings and that will start -- that has already started with the board of supervisors and other policy making bodies.

you know, we are just as much concerned as taxi drivers to have access to the concourse area and the other amenities of golden gate park. we need access from the north side, for many reasons. we haven't been given complete access. in fact, the cab driver almost got cited and he had a wheelchair in the trunk. going through 9th and lincoln is not acceptable to us for many reasons, one the time it takes to do that, the cost it will take for the passenger, the time consuming process to get to someone in the park that may not be there by the time we get there, and many, many, many other reasons. so i urge this council to take a more proactive stance regarding access to places like this where the bicyclists and skateboarders and others don't really give a

track and field, motorcycle and auto and rugby and cricket located in golden gate park, home to professional football, lacross and soccer. adjacent to the indoor arena. built in the 1920s. the san francisco park commission accepted a $100,000 gift from the estate to build a memorial in honor of pioneers in the area. the city and county of san francisco contributed an additional $200,000 and the stadium was built in a year. in the 1930s it was home to several colleges such as usf, santa clara and st. mary's for competition and sporting. in 1946 it became home to the san francisco 49ers where they played nearly 25 years. the stayed de yam sat 60,000 fans. many caught game the rooftops and houses. the niners played the last game

against the dallas cowboys january 3, 1971 before moving to candlestick park. the stadium hosted other events before demolition in 1989. it suffered damages from the earthquake. it was reconstructed to seat 10,000 fans with an all weather track, soccer field and scoreboards. it hosts many northern california football championship games. local high schools sacred heart and mission high school used the field for home games. the rivalry football games are sometimes played here. today it is a huge free standing element, similar to the original featuring tall pink columns at the entrance. the field is surrounded by the track and used by high school and college football and soccer. it is open for public use as

so you guys can see who we're talking about. my name is aaron. i'm the executive director of the northern california martin luther king, jr. community foundation and we're elated to inaugurate with our partners the san francisco human rights commission. and the university of san francisco. hope will spur a continuation year over year to launch our annual holiday celebrations. as we come to you tonight, there are several urgent issues and urgent matters that we as a community and as a country are faced with and need to come to grips with.

1965, in march of 1965, dr. king came to selma, alabama, to lead a march. that march was to bring light to the plight of the african-american citizen in the southern states. the major issue with that plight had to do with voting rights. jim crow laws in the south, as many of you know, curtailed the ability of black folk to be able to participate meaningfully in society writ large in the united states. so they created their own community behind the veil so to speak, to create a vibrancy that was able to bring out a personality and a personality such as martin luther king, jr. to be able to highlight the ills

and the plight of this nation. and so on that journey in selma, dr. king began to negotiate with the white house and with congress to pass the 1965 voting rights act. there was in the congress and white house to do so. the marches were ensued. many of you know that the late john lewis as beaten brutally, josa williams and diane nash, beaten brutally, many were beaten brutally, just for seeking the right to vote. on march 21, after the protection of the united states marshalls took a five-day journey, 54 miles down from

selma to montgomery to preach or to preach to the nation all 27,000 or so, to bring light to this issue of voting rights. in august, 1965, the voting rights act was passed. fast forward three days later on march 28 -- three days after dr. king had led that march, dr. king stood in the pulpit of san francisco's grace cathedral as part of their installation service of that new cathedral and stated that this issue, the issue of racism, was the negroes burden "and america's shame". after the voting rights act was passed, 50 years later, 2013 shelby county versus holder

stripped from that voting rights act the provisions that safeguarded the voting safety of african-americans in the south. fast forward to today and we're finding a new assault, a more insidious assault on voting rights in our nation. so we're calling on all of this as we're here this evening and look out through this weekend to call a friend and to call their senators and to call their friend's friends and all of us to get out and push our congress and our senate to enact the voting right legislation that is before them. the freedom to vote act and the john lewis advancement act. voting advancement act. we want to make sure that those are passed.

people, doesn't feel right to me. you know that nothing in the world beats that inner peace feeling. that comes from knowing that i'm taking the road less traveled. i'm in the entertainment industry where social justice and activism is seen as something they want to push to the fringes. and i want to push it to the mainstream because as long as i'm on this earth, there is people worth fighting for. >> as you talk about justice, you talk about social justice, but you've also been advocating for financial justice, financial literacy and making sure folks understand from student loan debt to investments in terms of taking care of your community. i know you've been giving money out in your community. >> i have. i have. being from louisiana, you know, we're a hot bed for hurricanes, so we just got hit by hurricane ida in late august of 2021. so many thousands of louisiana

residents were impacted, including my own family. my parents are still displaced. they lost their house. my sister was displaced. my grandpa, i had to move him in with me. with that said, i'm blessed that i have a fan base around this whole country that trusts my heart when it comes to doing work to help the people. so we started the mission vision. that's the name of my company. with the funds we were able to raise, we were able to take a bunch of families around new orleans and sponsor them for the holiday season. and literally, pulling up to people's jobs, houses, church, no matter where they were and people who were directly impacted, we were able to bless them financially. there is no better feeling. i'm always trying to find more ways to give back and be impactful. i can't do it by myself.
