amendments. on that, roll call, please. >> clerk: yes. on that motion, [roll call] that motion passes without objection. >> chairman: and then i would like to move to send the item as amended to the full board with recommendation. on that motion, a roll call, please. >> clerk: yes. [roll call] the motion passes without objection. >> chairman: thank you, colleagues. thank you, ms. topier. thank you, ms. bose. next item please. >> clerk: yes. item number four is a charter
7:05 pm
amendment to establish a. of system services and policy and strategy families to include the department of children, youth, and families and promoting the development of programs and planning strategies to enhance services for children, youth, and their families, authorize the agency to include a new department of early childhood which will assume the duties of previously assigned to office of early care and education promoting the development of programs policies and strategies to enhance services for children aging 0-5. modify the process for expending funds in the children and youth fund to support services for children. modify the process for expending funds in the public
7:06 pm
education enrichment fund to support the san francisco unified school district and to require the board of education to submit a certification of compliance with specified governance requirements before the city appropriates funds to the san francisco unified school district not otherwise required by the charter or state law. members of the public please call (415) 655-0001. and the meeting id is 24816783884. press pound twice. >> chairman: thank you, colleagues. this is the first of our charter amendments before us. it's charter season and just to lay this out, there are six of them before us today. we have the ability to continue
7:07 pm
to hear amendments for next monday, january 31st and the following monday, february the 7th before they either leave committee or not. and charter amendments have to be done very carefully with as much transparency as possible. so any amendments made today will be out there for the public to see and comment on for next monday and the following monday and when they hit the board, they have to actually sit at the board for another week because the charter is in essence our constitution and, of course, any changes to the charter are subject to a vote of the electorate of san francisco. i just wanted to lay out the process for each of these. we will first in each case start with a brief synopsis of
7:08 pm
the controller's statement to any financial impacts foreseen as a result of each and every one of these charter amendments and then we will go to the primary sponsor for a presentation about the charter amendment itself and any amendments that the primary sponsor may be offering and then we'll have committee deliberations and public comment. so with that, i don't know if there's anybody here from the controller's office as to the controller's statement. if not, i can give it a quick synopsis. ms. stevens, i see you. the goor is yours for this charter amendment. please go ahead. good to see you. >> good morning supervisors.
7:09 pm
peg stevens from the controller's office performance group. we've submitted a letter which i hope made it into your meeting materials. none of these are materially changed by the charter amendment itself. we did note that any new commission that's created does have an operating cost. we've updated it as something on the order of $350,000 for a secretary cost that go with just running a commission, but it's not in our language of substantial cost to government. so i'm happy to answer any questions if you have them but
7:10 pm
the major funding sources and interactions between them are not substantially changed by the amendments. thank you. >> chairman: thank you. and then in accordance with the protocols that i set forth a moment ago, is the primary sponsor in this matter, mayor breed. is there anybody here from the mayor's office who wants to make opening statements and there are two cosponsors supervisor melgar and supervisor mandelman. is there anyone here from the mayor's office who would like to make an opening statement or presentation? what's the name of the liaison to the board?
7:11 pm
>> supervisor melgar: tom palino. >> chairman: is mr. palino available. >> good morning, mr. chair and member officer the rules committee. as far as from the mayor's office i believe or i believe supervisor melgar may be introducing some amendments today, but as far as my colleague maria sue, i'm not seeing on the line today, but if there are questions you may have, if you give me a minute i'm happy to connect with her to get her on. >> chairman: i will look on the participant list to see if ms. sue is available. why don't we go -- i don't see ms. sue. why don't we go to the first cosponsor and i know supervisor ronen wants to speak. the way we're going to do all six of these is to start with a sponsor for presentation in so far as the mayor's office is
7:12 pm
deferring to supervisor melgar and so far she is listed as the first cosponsor, why don't we go to supervisor melgar. >> supervisor melgar: thank you so much, chair peskin and colleagues for putting this on the agenda early on. as i'm sure you are aware, there have been many member officer the public and stakeholders who have weighed in on this proposed charter amendment. it is a critical discussion and a timely one right now. we as a city have been trying to center children, youth, and families at the corner of our policies especially right now given the devastating impact of the pandemic and how do we recuperate and move forward. while i have no part in today's forecasting this charter amendment. do i want to share why i supported it early on, why i
7:13 pm
decided to cosponsor. this charter amendment is trying to establish a few goals. one is to establish a children's agency and commission. the other is to provide accountability measures for the san francisco unified school district in the event that the city expensed discretionary fund or the education and public which i want to clarify is different from the set asides that are automatically expended to the school district for library, arts, and music as well as others in richmond. i do believe as a city, we would benefit from a more wholistic view on how our systems intersect and how to best serve youth in our families. as a former e.d., i can attest
7:14 pm
that things work best when we collaborate in agreement about what the outcomes are and how to plan for them. i do think that we need visionary approaches and strategies to carry kids from cradle to career throughout the whole spectrum and too often, we lack meaningful coordination between agencies, providers and schools that allow for kids to fall through the cracks especially during transitional periods like preschool to kindergarten and during adolescence and we are not succeeding in this. this was the promise of our children, our families and we haven't quite gotten there. i believe that there is a better way and that is through a unified system that makes is seamless and compelled and even departments who do not shield their kids, for a truly
7:15 pm
child-friendly city. that being said, i understand that this charter amendment proposal is a large undertaking and has not provided enough time for various stakeholders to weigh in. we have heard from nonprofit providers, early childhood educator, child policy advocates that we need more time to incorporate their feedback. it was not lost on me that the great concern came from early care and education communities that the priorities for san francisco to have truly universal child care would get -- might get diminished and overshadowed by this amendment and i want to address those concerns because i do believe as i think you all share that universal child care is one of the foundational aspect of a truly fair gender balanced economic society. as you know, the office of
7:16 pm
early care and education of which i am a commissioner are undergoing a merger to form the department of early childhood labor this year. i did make it clear when i signed on that i would need to offer amendments to ensure that there was some level of independent oversight for this work. primarily to ensure the integrity of the hard fought funding lovingly named baby prop c would be upheld higher wages for early childhood educators. clear waiting for slots and to support low and middle income families with quality child care. truly universal child care for automatic we're hearing loud and clear is that we need more time to deliberate to ensure we're placing before the voters things that will transform their lives and be something
7:17 pm
that we can all feel proud of. the second part of this amendment focuses on our fiscal relationship with sfusd and it's couched in accountability. i think there's general consensus if the city expends the general dollars that there should be insurances that the best policies are met. when nonprofit providers receive funding from the city, we expect a lot from them. arguably, the reporting requirements can be strengthen you would you say, but the principle is a good one. we want to ensure our public dollars are used responsibly. and to be clear, we're not talking about dollars that are automatically transported to the school district, but dollars above and beyond what is in the charter or state authorities. i think it's prudent so that we can be effective partners to the school district.
7:18 pm
one of the things that i also want to talk about in this relationship is data sharing agreements between the city and the school district. while some progress has been made over the years, it still falls short and the school districts ultimately, the main serving agency in the city establishing accountable data is essential so we can provide kids with the best interventions to support their success. there's a requirement for school board members to certify they are adhering to governance practices as provided and recommended by the california school board association. it is saying that while sfusd is an autonomous body, there should be some basic requirements met. there are discussions under way to reframe some of this language generally, i think
7:19 pm
there's more agreement on this piece than it is for the children's agency. i have spoken at length with my colleagues, supervisor ronen who is going to weigh in on this part. after much consideration, i think since, you know, measure is trying to accomplish these two different goals, i think splitting these concepts would make it easier and we can allow for the time that it will take for proper vetting and consideration. so through the chair, i would like to request that this committee duplicate the file and continue the individual version to the call of the chair. and then i would request that the committee amend the duplicated file to include the school district and the school board accountability as it pertains to discretionary funds
7:20 pm
and the b.p. baseline fund that the city spends directly with the school district. therefore, the amendments through the duplicated file would strike out and the children's agency throughout the document since the original proposed measure also suggests striking out portions of the existing chart. this new amendment would leave the charter language untouched as it pertains to the process for the department of children, youth, and their families. it's oversight advisory body. the service provider working groups and the our children our families council. there are a few other proposed amendments i want to note since there would not be a children's agency or commission in section 16.123, the funding for the public and education and richmond fund. on pages 34 line 7-25, the
7:21 pm
school district would provide their spending plans to the mayor and the board of supervisor instead. we also added an additional section that requires a data sharing agreement to be in place between the school district and the city for baseline funds to be released and we also took the opportunity to strengthen language in the charter adjustments to the piece. this proposal comes from consultation with the office of early care education and early care advocates. there is state funding coming to the city to support transitional kindergarten. however, that does not mean it will address our critical need for early childhood education. so we want to make sure that the city doesn't our existing
7:22 pm
investment, but continues to supplement and act to whatever comes of the state. we're proposing eliminating the section all together. the next proposed amendment is to add language and provide the school district to require more language in the allocation of the piece. under section 16.123-6. expenditure plans follows the district expenditure plan should also describe to ensure oversight and transpaerns of spending through regular review by the board of ed. the district public education and richmond fund community advisory committee or any successor body created by the district. and two specifically describe plans to ensure oversight and transparency in the event the district plans changing its expenditure plan in the middle
7:23 pm
of the fiscal year. and on pages 28, adding lines 4-8, subsection c, in addition to the plan in this section, the district shall submit to the mayor and the board of. >> supervisor: s supervisors year end and quarterly report including, but not limited to explanation of progress and design and delivery of programs. and in meeting student impact goals identified in the annual expenditure plan. we heard from the community advisory committee which is established by the school board, but it has not always been easy to identify changes to funding allocations mid budget. this doesn't mean that the city will be weighing in online items that sfusd peace budget, but more of an insurance that best practices are met as it
7:24 pm
pertains to budget accountability especially when it comes to the appointing citizen's advisory committee. since these amendments need to fit for a week, i'm hoping we can continue the language funding regarding the school board govern nance in a respectful way when it comes to release of the city's discretionary dollars and i want to thank marie at dcyf and to my colleague, supervisor ronen, as the chair of the children and young adults family committee for her hard work on all of these issues. i also want to thank the stakeholders who have engaged with us with much passion and norman yee for his guidance throughout this process and the city attorney team john gibner
7:25 pm
and his work for the long work on this. thank you, chair peskin. >> chairman: i do want to say in this instance, pursuant to the board of supervisors rules of order section 2.21 have a memo random from the clerk of the board making a number of suggestions as to advisory bodies set forth in the charter amendment, but given the nature of the amendments that supervisor melgar just spoke to which would obviate really most of this charter amendment, i think that if we are to adopt those, the clerk's suggestions for amendments will no longer be relevant, so i will forego hearing from the clerk because i think that is going to end on the cutting room floor. and, with that, i can tell that supervisor ronen is desirous of
7:26 pm
making a statement. supervisor ronen, the floor is yours. >> supervisor ronen: chair peskin, i did see rafael mandelman. >> chairman: i was still on the button for participants because i was hoping that the mayor, her representative would make a statement in this was the mayor's charter amendment. but lacking that, supervisor mandelman, go ahead. >> supervisor mandelman: thank you, chair peskin. and i would echo astonishment that director sue or some other representative of the administration who is able to speak to their process around coming up with this measure is not here. i'm sure it is just a screw up, but it is an odd way to start our conversation about charter amendments today. i agree, supervisor ronen.
7:27 pm
i agree. so all that being said, i am a cosponsor of this measure and i do want to thank the folks who worked i know long and diligently and put a lot of time, energy, and effort into this, and broadly, i support, you know, both directions. i had some conversations with former board president yee and others before i signed on. but it has become clear in the days and weeks since this charter amendment was rolled out that there were a lot of conversations that needed to be had about -- there were a lot of people with say from the particularly early childhood community, but i think actually more broadly in the space of serving children and i think, you know, one of the things
7:28 pm
that i have been thinking a lot about and i've been thinking a lot about not just in the context of this charter amendment, but in some of the other amendments we have today is the ways in which i sooerns san francisco city government not working and high on my list of diagnosable problems and the buzz word is silo-zation and the way in which the board and city of san francisco doesn't feel like a government, but they all operate kind of running off in their own direction, but i think the very good intention behind some of the thinking around the children's agency was to try to address that and try to bring more coherence and coordination among the different elements of
7:29 pm
city bureaucracy that addresses prompted to have more accountability around our relationship between the city and the various nonprofit entities that we worked with to deliver services to kids. those goals all seem lottory and correct and something that -- you know, i'm hoping i'm happy to move supervisor melgar's suggested amendments, but or suggested motion, but i am hoping that that effort and accountability to delivery of services to san francisco's children and families doesn't end here, that that conversation that a lot of people have put a lot of time, energy, and effort into continues and we do come up with somebody, you know, responding to that for the november ballot. with regard to the piece that
7:30 pm
supervisor melgar is suggesting moving forward to june which i support. i understand we are going to hear from supervisor ronen about this. i think san franciscans have watched in horror over the last two years in particular as we have seen how our school board has responded to the pandemic, to the challenges, to children and families in the district and but for me, actually, that experience has a little bit of deja vu because i was a trustee on the city college board for a number of years and i think the challenges around that we are seeing around the governance at the school district are not entirely new and are not entirely unique to the san
7:31 pm
francisco school board. i think that generally, our voters have a very hard time figuring out who they -- who is even running for these bodies and i think that the motivations and the priorities that folks carry with them when they join these bodies unless they are facing imminent threats of losing their power to the state which happened to the city college board within the last decade, could happen with the school board now and seems recurringly to be an issue over decades. i think that the emphasis on governance and what good governance looks like on an education board that the remainder of this charter amendment tries to address is good.
7:32 pm
i don't know that it's -- i don't think it's a cure all. i don't think it goes to the heart of the challenges related to governance but it requires the school district and the city to at least think about governance annually as we think about our role as a significant funder of the school district and i think that is right and correct. now, community college and school district administrators across the state i think have an unrealistic expectation that elected officials will hire and fire the ceo and then get out of the way and for a lot of ways for an administrator, that's ideal and i don't think that's a realistic expectation. but i think the intervention in the day-to-day workings that seems to occur routinely in
7:33 pm
both of san francisco's educational districts is a real problem, a real disincentive and problem with hiring and retaining excellent administrators and i think it's a good thing for us to try to address that through our authority as a funder. so those are my thoughts on this and, with that, i will get out of the way. thank you. >> chairman: thank you. supervisor ronen. at long last. >> thank you so much, chair peskin. i've been really looking deeply into this charter amendment and unfortunately, i'm really disappointed with what i see. i want to first off thank supervisor melgar for doing her best to and her incredible legislative aid jenn low for trying to salvage anything that
7:34 pm
was actually helpful in this charter amendment. and i'll reserve my thoughts on those amendments for the next meeting when we consider them more in-depth and the public has had a chance to really look at and analyze them. but today, i really felt it was important to talk about what the mayor proposed because i think it's problematic for a number of reasons and i'll get into that in a second. i am the chair of the youth, young adults, and families committee, and have spent a good portion of the last two years focused on our public schools. in that, because of that role and because of that work, it actually pains me to oppose this charter amendment so strongly for two main reasons. the first one and both
7:35 pm
supervisor melgar and supervisor mandelman talked about it, it was crafted behind closed doors over a nine-month period without any community input whatsoever. something that we should know doesn't work in san francisco especially when it deals or shuts out the tight-knit and uber active early childhood and school advocacy community. we all know better than that in san francisco and i'm shocked that this incredibly active and incredibly knowledgeable community was shut out of this entire process. second, in my reading of this legislation, there is very little material benefit to kids in it. there's a lot of political finger wagging, a lot of renaming and the insinuation that it will create more
7:36 pm
accountability from the school district. but it only takes a close reading to realize there isn't much of substance actually there and, again, i want to thank supervisor melgar and jennifer lowe for finding maybe a little sliver, but i'll get to that in a second. i do want to appreciate that the mayor has recognized some of these critiques and is splitting her legislation in two punting a creation of a new children agency after workshoping the ideas with community, but i am disappointed that she's moving forward with the section on sfusd and this is the portion i'm going to focus on right now. it is no secret to anyone that i've been extremely frustrating with the school board and district administration throughout the pandemic. as an sfusd parent and policy maker watching the district closely, the constant drama has hurt kids significantly and has damaged the health of our
7:37 pm
school system for years to come. however, as leaders, we must look at what happened at ucsd over the last two years. that it so happened, we had a concert of events. the first worldwide pandemic of our lifetime. schools did not have the leadership required and a superintendent with one foot out the door. these conditions have never happened before the pandemic and they are changing and about to change in the next few months. it is possible that three commissioners will be recalled and we'll have three new commissioners. we are currently in the search for a new superintendent that will be in place for the next academic year and the pandemic certainly ebbs and flows, but it's not as disastrous now that we have a population in san francisco that are mostly vaccinated.
7:38 pm
so why are we changed our charter to punish and demean. this is an insult to the dozens and dozens of incredible school board commissioners that we've had in the past and may prevent excellent future candidates for running in the next few years. the entire section of this charter amendment that lays out a detailed job description of the superintendent of schools and school board members sets an extremely dangerous precedent and is an insulting overreach of power over an independently run district. i've confirmed with the city attorney that nowhere else as a charter is the detailed job description of any public service position delineated. the mayor's charter agreement
7:39 pm
literally dictates who board members are allowed to talk to, what training they should receive, how she should run meetings and conduct itself, and how the district should spend money. it's insulting and ridiculous and sets a dangerous precedent. if i think the mayor is doing a poor job and i don't like the way shes treats people, it's my next job. should i dictate who she can talk to? what trainings she should receive? and how she should con port herself in public. it should not become a document filled with job description. furthermore, true leadership requires maturity. when that is lacking among other policy makers as i too believe it was with many school board commissioners this year, it requires other city leaders to step up, to set a different tone, to be the bigger person
7:40 pm
and find ways to create collaboration and unity, not more conflict. like it or not, if we want to help and do everything in our power to set up young people in our city to succeed and especially young people that don't grow up privileged, we must partner with our school system. it is true that the independent system and its current leadership has not been easy to now that it is time that we are likely going to get that new leadership, it's time to reach a point in timeful collaboration. this charter amendment does the exact opposite. i know parents are angry the at
7:41 pm
the board in district 10, i am too. as your elected leaders, we need to leed. we need to pick up the pieces, take the high road and figure out how to work even better. the sfusd portion of the charter amendment also requires that the district provide plans to the city on how it spends $80 million to $90 million in our annual public education enrichment fund that the city provides to the district. in condition of about $10 million of those funds on that approval of that report. and the charter already gives the authority to withhold funds if the city so i'm not really sure what these provisions actually do or add to existing law. furthermore, we're going to ask
7:42 pm
voters to help, we should be offering them truly visionary. and this charter amendment doesn't do either. on that note, i will be working with education advocates to prepare a charter amendment for november that will build a closer relationship to sfusd and include accountability measures for as well as increased city funding for a chronically underfunded city constitution. that it is the best option to education their kids. public education is arguably the most important institution in the united states. it is the one institution that has the potential to level the playing field that exists in every other institution in our nation. it deserves our deep engagement
7:43 pm
and commitment and it deserves our local funds and i certainly be working throughout all of this. we can all do better and we can all do more for our public school system and if we do, i am positive we are san francisco can become the best public school system in the nation. thank you, colleagues. >> chairman: thank you, supervisor ronen. that was quite a lot and at a high level, i would like to and i mean had this sincerely associate myself with your comments. in any number of ways, but very well stated. i would -- i know that maria sue is now available and while she is not the sponsor, she is a direct report to the mayor,
7:44 pm
but before we get to ms. sue who i would like to and -- i mean, given what you said, supervisor ronen, about the many decades involvement of the early childhood care network which is a very rich network of cbos and leaders in the city including our former board president norman yee, i'm also befuddled we've gotten this far without any consultation or communication with the backbone of our community that has honed these things over decades and that's just astonishing but before we get to ms. sue and somebody from the mayor's office, supervisor chan, the floor is yours.
7:45 pm
>> supervisor chan: thank you, chair peskin. i just want to say thank you, supervisor ronen, for your remarks. it is obviously a sentiment that i strongly share, but most importantly, i really appreciate you sort of just laying it out point by point. so there's not much for me to really add to that except for the fact that if i may speak from a different perspective, a bit more from a personal perspective both as a former sfusd student from galeleo high school that what we have been through in the last two years with the san francisco unified school district truly was a unique condition. of the we take the good and the bad really throughout my tiemg and also my time in city government, our board education
7:46 pm
has been great advocates for our school, for our kids, for our educators. so it is really also just looking at this ballot measure at this moment, it's really hard for me to support it because, again, it is hearing from those who have done this work long before i even came along as an advocate and just having different thoughts and feedback and education for me why this doesn't work. so i for one always look to experts, people who know these issues and know these issues well and look to their guidance, but also if i may say, one glaring missing piece for me is families and children and parents of color and immigrants and, you know, those
7:47 pm
who don't speak the language that where were they in this process of drafting something that's so critical to them. we don't always have to agree. in fact, you know, as we all unanimously supported the noncitizen voting for parents and guardians and we know that not every noncitizen parents and guardians are going to have the same point of view as we do in participating in elections and involving board education, but we want voices at the table to talk about how do we do education reform and that is frankly from hearing from folks to tell me they were not at the table. that is an alarming piece for me. so thank you, supervisor ronen and thank you, supervisor mandelman and supervisor melgar obviously, you know, for really trying to work this out, but i
7:48 pm
want to say as it currently is before the amendments and before having the opportunity to reviewed amendments, as it currently stands, i cannot support this ballot measure and i think i have said that too knowing that the advocates and those who serve our decades and serve them well are not behind this, i cannot support this as well, but i look forward to reviewing the amendments, but with what supervisor ronen has already discussed, i again have reservations with the amendments proposed today. so that's how i'm going to leave it. i look forward to hearing public comment today, but i also am going to look forward to reviewing all the letters coming in about their reasoning of why they oppose this charter amendment. thank you so much. >> chairman: supervisor mandelman. >> supervisor mandelman: thank you, chair peskin. you know, i think we will
7:49 pm
continue this conversation next week about the piece of this charter amendment that will remain, and in my view, it does not go far enough, but it does. i think i may and i speak as a former trustee of an educational district, i think that there is part of the challenge that these districts is a real lack of clarity around what the job of these elected decision makers is. and i think that enshrining into an annual process where the members of the school board and the members of the board of supervisors and the mayor all have to review descriptions of governance in the role of school board members that are enshrined in state education code and best practices which i
7:50 pm
generally agree with and is the right direction for school board members focusing on things like fiscal solvency and creating the space for administrators to do the work that administrators need stood. i am enshrining that in our local charter in making our decisions about whether we are funding sending the that the city does send and i think it's really important. i don't think it's just about the pandemic. i think this is an issue that will come back to us in future years, in future decades with both the school districts and the community college district simply because of the reasons people are drawn to those
7:51 pm
school boards and and the actual lack of focus and i believe we're going to continue to get bad governance. so i don't think what's in this charter amendment is a cure all. i think it's pretty modest, but i think it's a good thing to do. >> chairman: supervisor melgar. >> supervisor melgar: thank you, chair peskin. thank you, colleagues. i just wanted to respond to a comment made by supervisor chan. the amendments that i introduced i don't think are controversial. i think supervisor ronen and i spoke at length about them, so those are not the issue. the issue is what remains. and i do think that, you know, giving it a little time may help us, it may not, but i do
7:52 pm
think i will keep working on it along with supervisor ronen and the mayor's office and the advocates the most important part is the public. i fully intend if we're going to have so much work on a piece of legislation, that it should be meaningful to the kids. the kids have to gain something tangible from it and that is why i'm in this and i wanted to be that meaningful piece of activity on our part. so supervisor chan, i just wanted to let you know that the amendments that i'm putting forward, are those are not the controversial part. i think the issue for supervisor ronen is that it's pretty small compared to what we need and i think both supervisor ronen and supervisor mandelman agree that we need bigger, the question is whether or not we can come up with language that we all agree with
7:53 pm
with just this level of impact by the deadline, i'm not so sure, but we're going to keep trying. thank you. >> chairman: thank you. ms. sue or anybody from the mayor's office if they want. >> thank you, chair peskin. and supervisors. my name is maria sue. i'm the head of the department children youth and families and thank you for this opportunity to be here and to share a little bit about i guess the process. i apologize. i was in a community meeting earlier so i did not hear the question. so chair peskin, if you can ask the question again, i will be more than happy to answer it. >> chairman: there wasn't a question. it was just if somebody from the mayor's office in so far as the mayor was the primary sponsor of this measure wanted to make a presentation. subsequently, while you were
7:54 pm
here, i did ask relative to statements made by supervisor melgar who as you know is a cosponsor and supervisor ronen as to the process or lack thereof particularly with the child care community and education community. so you heard that question. the original question was really -- i set forth for all six of these charter amendments, the process which was to start with the primary sponsor making a presentation to the rules committee and the primary sponsor to this is the mayor and anyway, we can move on to that at this point. >> understood. so just thank you and i think many of you know dcyf has always operated in a manner that is as open and with open
7:55 pm
in direct communication as much as possible. having said thanks, i've had many conversations with our cbos over the last several weeks regarding this initiative and just hearing their concerns and recognizing the fact that everyone's working really hard to try to meet the needs of our children and families that it is important for us to slow down and for us to engage more partners in this conversation. i do want to emphasize that the reform that this charter's original intent was to really focus on changing our city and the way city departments work with each other, not specifically focusing on cbos. over the last two years, all of you have seen the power of the city coming together city departments working side by side removing the barriers that
7:56 pm
have historically separated us and made the work really hard and because of that experience, i clearly ran a little too fast and was a little too zealous in proposing this idea, but i just felt that, you know, really building on the momentum of our emergency child and youth care program, building on the momentum of the community hubs and summer together. having dcyf play that backbone agency to connect city resources to our nonprofit agencies who then in turn served our community. i just think that that we need to leverage that and we need to do more of that and of all the systems, the children systems needed that. we need to figure out a way to really serve our children from birth all the way to 24 years

taken separately as highlighted buy the supervisors already. the children's agenda and commission in concept seems to further support what i tried doing through the commission of children and families council. however, the language of this concept needs much improvement. the community needs more time for input into such an important restructuring of the city departments focused on children's services and to better understand how this restructuring will impact the existing systems that we have right now and how it would impact directly the organizations as it provides services. the school district section i can support, especially more accountability with the city funds that the school district

are several urgent issues and urgent matters that we as a community and as a country are faced with and need to come to grips with. 1965, in march of 1965, dr. king came to selma, alabama, to lead a march. that march was to bring light to the plight of the african-american citizen in the southern states. the major issue with that plight had to do with voting rights. jim crow laws in the south, as many of you know, curtailed the ability of black folk to be able to participate meaningfully in society writ large in the united states. so they created their own community behind the veil so to speak, to create a vibrancy that

many were beaten brutally, just for seeking the right to vote. on march 21, after the protection of the united states marshalls took a five-day journey, 54 miles down from selma to montgomery to preach or to preach to the nation all 27,000 or so, to bring light to this issue of voting rights. in august, 1965, the voting rights act was passed. fast forward three days later on march 28 -- three days after dr. king had led that march, dr. king stood in the pulpit of san francisco's grace cathedral as part of their installation service of that new cathedral and stated that this issue, the issue of racism, was the negroes burden "and america's shame".
8:35 pm
after the voting rights act was passed, 50 years later, 2013 shelby county versus holder stripped from that voting rights act the provisions that safeguarded the voting safety of african-americans in the south. fast forward to today and we're finding a new assault, a more insidious assault on voting rights in our nation. so we're calling on all of this as we're here this evening and look out through this weekend to call a friend and to call their senators and to call their friend's friends and all of us to get out and push our congress and our senate to enact the voting right legislation that is before them.

box. they are offering food widely available in the neighborhood. multiple restaurants thrive in our wonderful city. this needs to be done on equal playing field. sweet green is in a different league of restaurant companies. it is public restaurant companies like mcdonalds and dominoes with billons of dollars to put smaller restaurants out of business. they have raised over $1 billion to open 150 restaurants. if you letted that sing in they have $7 million for each restaurant they open. they will send $2 million to build this restaurant. $5 million for them toio use in acquiring customers who are delivery customers that don't live in the neighborhood. in the past two years we each
10:41 pm
have photo keep restaurants open and support the community and keep customers happy this is unnecessary as there are already many of us local restaurant in the marina. we don't have any chains on chestnut. two that were mentioned were coffee shops. if you allow sweet greens what stops jack in the box and wendy's. don't allow a national chain to come ruin the local food culture. thank you very much. >> your time is up. >> this is david.

i am a resident in the neighborhood. thank you for your time today. this would be like letting amazon distribution open in the marina. 75% of the sales through digital channels resulting in delivery and pick up orders. 600 to 800 extra vehicles on chestnut every day. double parking is so bad at second street location the city has to pay for traffic enforcement to keep vehicles moving. sweet green has said this is a flagship restaurant and we expect limited delivery orders. contradict everything in the s-1 filing. i will recite exact language planning for future growth we

10:46 pm
sweet green is deceptive or evasive to the public and commission in the application and signed affidavit. in at least four ways, lied about the units in san francisco, lied about if unit count and formula and lied about men on you focus and lack of similar uses in the neighborhood. this is an attempt to defeat the public to seem smaller rather than a public traded company to stomp outcome petition. they said one in san francisco. they have one on fulton and second street. they have hundreds through out san francisco including filmore operating illegally. 2. application states 125
10:47 pm
restaurants nationwide. at the times of applications they are 140 restaurants, 13% under statement. there must be dozens more. they operate over 1,000 out post locations. these are locations with the same menu and signs total unit to 1200. the number of locations they said they operate. three. they do not have standard uniform apparel. all employees wear the same branded t-shirts. 4. they said although there are a number of small similar retail uses in the district. this is unique in the focus in grain bowls and salads and locally sourced dishes. that is false. according to their filing they may being up the majority of sales. similar retail uses blue barn
10:48 pm
and mix two blocks away have nearly identical menus. i feel they did not make honest mistakes on the application but attempting to enter the community in bad faith. >> i have lived here for three years now. 100 feet away from this proposed location. i urge you to reject this. we have restaurants and for that. [indiscernable] the parking and the trash. thank you.
10:49 pm
>> i am david upton. i first started working in the marina in 2014. there are many others on this line that have done extensive homework from the years that they are speaking of. i will keep it short and sweet without digging into that. from my knowledge, there are no restaurants, public restaurants on chestnut street. inviting sweet green in would contradict the nature and culture of the street. i also have concerns of parking, traffic congestion leading to public safety issues.
10:50 pm
again, my main concern is that sweet green has been publicly traded company. deceptive in aspects of filing here and inviting to operate on chestnut street would be contradictory to the culture that has been established by the restaurants that already exist. thank you. >> hello. i am julio. san francisco residents over 15 years and licensed architect. coming to the marina neighborhood regularly. one of the beautiful aspects is every neighborhood has a different feel. the retail process has created this unique opportunity for neighborhoods to develop and specifically related to restaurants and food service locations.
10:51 pm
the study and plans provided 33485 square feet location, it appears set up for pickup and delivery and not community meeting like the remaining restaurants. with the congestion with the addition of the park along chestnut. allowing the kitchen would create congestion and traffic noise there. are plenty of other locations in san francisco for this use instead of causing a nuisance to the neighborhood. the formula retail is to permit cookie cutter versions. we urge you to reject this proposal. thank you. >> good afternoon. i am shawn scales. i live in the neighborhood. i live one block away from shake
10:52 pm
shack on filmore and filbert. double parking and the trash created by this chain restaurant would make people in the neighborhood more vocal trying to come home. when i heard about sweet green and did investigation. i found out it was a company with deep pockets. they delivery focused business. this is terrible. there is going to be a lot of traffic on chestnut street now. you have a middle school one block away, a lot of elder he people and people with strollers walking around chestnut street. i walk five times a week. i think it is a bad idea.
10:53 pm
i feel badly for the building owner. he wants to collect represent for his property or her property. that has to take a back seat to the well-being of the neighborhood. us neighbors that live in the neighborhood. like the last caller said there are plenty of other place this n francisco to accommodate this type of business. i have sept many e-mails. please look at my e-mails. thank you for your time. >> i am a 30 year resident of the marina. i go to many of the competing restaurants. i think this is a nice addition to the neighborhood. they are keeping integrity of
10:54 pm
the building, adding to the integrity of the street by adding in the high end casual restaurant. there are tons of traffic on chestnut and another restaurant. they have stated their intention is to create a community restaurant. plans clearly show that with the inviting tables inside and out. the street can handle multiple similar restaurants. it already does. there are three wine bars, three coffee shops, three healthy salad places. three mexican and three italian restaurants, three grocery stores. community needs more investment on the street to fill the vacant rental properties. it is a good healthy restaurant. if they do have deep pockets, good for them. they can pay employees good
10:55 pm
benefits. our community needs that. thank you very much. >> i am courtroomia. i live down the street on chest -- julia. i personal love this store. they are keeping the building as is as it has been vacant so long. i am a huge supporter of the project. i really enjoy sweet green. it would save money in delivery cost for myself and others. there are similar vendors in the area it would be great to have one more. you can never have enough real healthy food. i support this. i hope to encourage you to approve this project.
10:56 pm
>> i am frank. i songly oppose sweet green on chestnut street. i own and operate three restaurants on chestnut streets. we do not need another concept with deliveries, more traffic, less parking. we do not need more delivery drivers. we do not need to drive up over saturations of similar restaurants. let the locals keep the neighborhood local. thank you very much. >> last call for public comment on this item. press star 3. to be recognized. you have two minutes.
10:57 pm
>> i am a long-time resident. the addition of sweet greens l have a negative impact in a couple ways. no question it is a heavy focus on delivery and increased couriers. the street is saturated with traffic and lack of parking. it will be a complete nightmare to find parking and dodge couriers. this is not only frustrating to the community but dangerous with drivers trying to maneuver around the couriers. pedestrians will be impacted to cross the streets or enjoy a meal or drink. what i am more passionate about is the fact it is a massive company with 120 locations to disrupt local businesses that worked so hard to establish
10:58 pm
themselves through the community and stay open throughout an incredibly challenging pandemic. if we would like to maintain the character and charm of chestnut street we must keep large corporations like street greens out of the neighborhood. please keep sweet greens out of the marina. thank you. >> that concludes public comment. public comment is closed. this matter is now before you. >> vice president moore. >> i have a quick question for staff for baseline understanding. my understanding is that the gap is a formula retail. why does this have to go through formula approval if it is a
10:59 pm
formula retail? >> good question. gap does qualify as formula retail. we were unable to find evidence that the gap was ever established as formula retail. it doesn't seem that they obtained the proper permits, entitlements to operate such as formula retail. that is why this business coming in would be the opportunity to do that. >> thank you for explaining that. i will let the other commissioners weigh in. thank you for explaining. >> could sweet greens respond be to concerns raised about the focus of this business being
11:00 pm
delivery and the number of drivers and runners swamping the neighborhood? >> applicant. >> question, this is eric. like i stated in my presentation. we spent 10 years looking for a location to build a restaurant. that is why we chose this location. we looked at data to see where we have customers. there is a demand in this area. we plan to build this to get closer to customers for sustainability. this is not an attempt to get close to customers and build a delivery kitchen. i have been trying to reiterate we are getting closer to customers to come in and order
11:01 pm
at our restaurant. >> did i understand that you have built a facility that is aimed specifically at dellivery elsewhere in the city? >> we have two other locations in san francisco wounsecond street. they serve different purposes. they are much larger. much bigger kitchens that serve an office population. they are able to handle the delivery demand. if there is delivery demand in this store it is focused on the neighborhood. i want to clarify digital and delivery. we give customers the opportunity to order in advance and pick up at the store. if someone is taking the book home and knows when they get off
11:02 pm
at chestnut and filmore and wants torrider in advance they can pick up the food and go back to their house. there is a very, very big difference between digital and delivery. people will order in advance and pick up food. folks are time constrained today. >> i think that is very important. do you have a sense -- how do your calls get routed. if somebody orders online, how do you know which store? how do you decide which store is filling it if it is for delivery service as opposed to pick up service? >> if someone wants to order at chestnut street store they will choose this location. >> that would allow for pick up. if it is delivery that somebody
11:03 pm
selects, which store does that order get filled at? >> repeat the question. >> if somebody orders online for a delivery service to bring food to their house. which locations does that order filled at? >> the delivery one. [indiscernable] >> i am not understanding. where do they go? how do they decide where to pick it up? i am trying to respond the concerns raised by the neighborhood this will be the location where delivery companies come to pick up the food, put in vans and drive it elsewhere in the city. >> again, this store is not
11:04 pm
delivery kitchen. we have sore stores with a radius to cover the entire city of san francisco. if there are delivery orders we have other stores to handle it. we do not choose where the delivery orders go. >> i am generally in support of this. i believe we have the formula retail a concern. chestnuts street at this point in the pandemic i am more concerned about retail vacancies. i am inclined to go with staff's recommendation. i would like to hear what the other commissioners have to say. >> before i call on commissioner koppel i want to clarify the response. if the order for delivery goes to sweet greens you can route to
11:05 pm
your delivery-based location. if it comes through third-party platform you are not able to control what restaurant the use earn chooses to get food delivered from. is that correct? >> delivery runs their own business, correct. >> you don't have cromover grubb hub and their choices. commissioner koppel. >> someone who made a living delivering pizzas. i am not seeing anything to make me disapprove. i make a motion to approve. >> second. >> i will call on commissioner chan. >> i did have a question for the project sponsor.
11:06 pm
[indiscernable] the proposed site plan for the area designated for pick up. designated as such. could i confirm this is the intended zone for pick up? >> can you repeat the question? >> in the staff packet the site plan indicates there is an area designated for pick up. it looks like in the slide presentation on slide 7. the title says for pick up. i am trying to understand the discrepancy is that area designated for pick up the window where people will go to
11:07 pm
pick up their order? >> there is parking spaces. that is not a pickup area. san francisco does not have a pick up window. no availability to get your food from the outsider unless you go inside the restaurant. >> just to clarify. there have been early discussion of pick up window. making the decision to maintain the beautiful façade that is there and that aspect so there is no additional pick up window existing in the commercial loading zone on chestnut. no separate zone. >> thank you for clarifying.
11:08 pm
11:09 pm
is there a way to see how the traffic conditions are going a need for a temporary loading zone or 15 minutes green stone for customers. i don't know if there is a way to have that in the conditions to have the information so you can always have awareness of the traffic situation when the restaurant is in operation. >> that is interesting. i wonder if staff would respond. such loading zone is the purview of the mta and that would be a application the sponsor would need to put forward. could you elaborate on what that
11:10 pm
might look like? >> there is a yellow loading zone on the chestnut street side. i think it is helpful in terms of delivery. any enforcement of that would fall under the purview of m.t.a. anything in addition to that that may be proposed by the sponsor would be enforced by that. >> i don't know if that answers your question. there is one loading zone there. maybe loading and unloading at the curb is what it states. >> i would be interested to make
11:11 pm
sure we are not creating unfair advantage for this restaurant. having location with nearby loading zone is very advantageous for anybody in the restaurant business and should have equal access. monitor the third-party delivery needs unfortunately. [ inaudible ] chestnut is a neighborhood. i would prefer to see that third-party pick up in a certain way that onlitic zip codes or near this location would be allowed to do pick up for other types of ordering.
11:12 pm
i know that is hard to implement. that would be the kind that i would like to see this does not come more delivery focused business than what other people observed. they are being told the kitchen isn't large enough. ultimately the third-party deliveries if you grab the business you can. i think in the effort of creating sustainable businesses i would like to see the radius for delivery in a reasonable proximity to the food. >> thank you. any other commissioners who want to add their voice?
11:13 pm
>> i certainly understand the challenges facing our retailers. in addition to the comments that the staff report noted 11 and 18 we have received an enormous amount of correspondence on sweet greens supporting the location and opposing the location. i think what is still concerning me is the vacancy rate overall in the visit. this would bring it down to 13%. anything at or near 10 is poor. i am concerned about getting rid of vacancies with a business that has some good eight shows in terms of sourcing. i hope it will compliment and not out compete with the local businesses here andrew more people here. i share the idea about the radius limit. this would be something beyond the boundaries of this

to the new building residents. d.r. requester claims excavation and shoring and waterproofs has not been sufficient. the department has received no letters in support and no letters in opposition of the project. planning department review deemed measures are necessary to ensure mutual privacy to the pairtrons and future residents of the subject building. abatement of the noise from the cr requester is not within the planning department to regulate, monitor or even force. nor within the purview to review regulate and approve the design or means and methods of construction of the foundation and waterproofing system. department of inspection review plans were submitted after planning. the project sponsor modified the
11:27 pm
deck. the privacy issues. staff recommends taking discretion snare rereview with a privacy screen and both decks on the north as well as depicted in the revised plans. this concludes my presentation. i am happy to answer any questions. thank you. >> thank you. d.r. requester are you with us? >> yes, i am. >> you have three minutes. >> thank you for your time, commissioners. i am representing my family who own the bar and restaurant at 2007 16th street. a place of entertainment and license. we have been in business 28
11:28 pm
years. in a couple months receiving the san francisco legacy status. building 113 years old. we are adjacent to the project site. there are several concerns that we have about the proposed project over the potential of noise and privacy complaints from residents as well as structural impacts to the building. during the covid-19 pandemic we have worked very hard to survive in these times. it has added new challenges of a good time. we look forward to continuing to serve our neighborhood as one of the very last family owned businesses in lower potrero hill. the project sponsor is proposing a space of 1.5 inches. we are asking for 9 inches of
11:29 pm
space to prevent noise issues and complaints. 1.5 inches will cause noise conflicts, impose serious threat to our business in the future. unfortunately small businesses with live entertainment in san francisco become more endangered every day. the preexistingen betertainment license is provided missouri sound related complaints and compatibility issues from new development as declared from san francisco administrative code chapter 116. >> does that conclude your presentation? >> not at all. the decks we covered and that was cleared up by david. i did have further concerns. we built a story poll which is
11:30 pm
helpful. it came to some new things came to light. the front of the railing we may need to address apcreate privacy. that will be directly down as well. we have the space and obviously the structural excavation is a major concern. potential for damage to the foundation or property due to the building process is very concerning. as of today the foundation is not fully evaluated. in the technical investigation may 2019. it states beneficial to understand the types and depths of the ad jays senting foundations prior to design of support system. we had damage from the dig and so far.
11:31 pm
it is something of great concern that is already created damage. it is very serious. >> thank you, sir. that is your time. you will have a one minute rebuttal. we should allow the project sponsor three minutes. mr. patterson. are you with us? >> i am. thank you. >> you have three minutes. >> thank you very much. good afternoon.
11:32 pm
>> i will restart here. good afternoon, commissioners. this is ryan patterson, attorney for the project sponsor. the proposed project is 100% code compliant. bringing housing with a mix of one, two, three bedroom units. the d.r. requester owns add adjacent nightclub which operates on the residential block. the requester sold the project site to the sponsor. they could have required concessions answer as condition of sale. they chose not to. we tried very hard to work with them to make concessions anyway. unfortunately d.r. requestery
11:33 pm
fused to negotiate unless the project sponsor performed construction work onnary property for free -- on their property for free. they claimed earlier demolition work caused damage. it was clearly dry rot caused by failure to maintain property. the project sponsor did work to try to move this process forward. now the d.r. request erases three concerns. first is noise. concern about the noise from the d.r. requester's own nightclub. project sponsor has retained the city's leading engineer charles salter to ensure proper sound insulation. the 9-inch gap between the buildings is neither needed nor recommended. second. concern about excavation on the property line. this is not a planning code
11:34 pm
issue. sponsor has given assurances excavation will be done properly in accord dance with building code. lastly they are concerned the project's rear decks will intrude on business and property. they are not licensed for outdoor entertainment. it is absurd. we are willing to compromise anyway. we will agree to pull the decks bath five feet south, add five feet tall privacy screens. this is the department staff's recommendation. it should resolve the concerns. you can see in the rendering the decks being pulled back and privacy screens. we will use roofing in those deck areas.
11:35 pm
happy to answer any questions or concerns. appreciate your time. >> that concludes the presentation. public comment. members of the public this is your opportunity to address the commission by pressing star 3. when your line is unmuted begin speaking. you will each have one minute. >> hello. i am judy west. i own and live property in the back opposite the address is on potrero. we touch this property a little bit. i have a couple concerns. visually i am concerned about the penthouses that create a totally 50-foot high building instead of 40-foot high
11:36 pm
building. i don't believe both of these penthouses need to be covered. my request is the one in the rear be reduced so that it doesn't stick up way over the roofline. my real concern. that is a big concern. the o thing that is serious is that this five-story building is described as three units. yet the third and fourth floor are to be unit three there is no access from one floor to the other. this is five independent units marketed as three. the third floor has a huge bathroom and another small bathroom where the kitchen is above. >> that is your time.
11:37 pm
>> it is georgia. i don't know if you are following. they met yesterday talking about information sheet ego2 relating to egresses on the three o'clock you pan sees. i have been following that because i am concerned aboutiticly with excavations and bedrooms. it is three units. r this 3 is great. there is ex alaska situation. what building code covers this? i think the question is this going to meet the building code? we will get the interpretation eg013 for a building with r 2:00 you pandency three stories. this is four stories over basement. the basement is a unit be with the bedrooms in the excavation.
11:38 pm
it is a question that is planning department and commission need to look at when you approval the excavation. are you approving something that is illegal. >> press star three for public comment. no additional requests to speak from members of the public. you have a one minute rebuttal. >> it was several things that were untrue that ryan spoke about. we have always operated in the confines of our permits. outdoor space we are able to congregate out there, have dinners and things. no live music in there. a lot of those things were misleading and untrue. during the course of the demolition of the building they had a truck smash the corner of the building that wrecked the door, created dry rot in the
11:39 pm
back of the building. unattended three and a half years creating a lot of damage we didn't even uncover. i wanted to set a lot of those things straight. we are a vital part of the community. we serve the community. we want to be good neighbors. i want to be proactive in planning designing is this building for long-term solutions in place. both new tenants will be covered and safe. issues won't be a big problem in the future that is our goal. >> thank you. mr. patterson. one minute rebuttal. >> thank you very much. ryan patterson for project sponsor. i will address two points.
11:40 pm
the first is the first caller mentioned no adequate connection between different stories of the various units. we heard that concern. we submitted very slightly revised plans that clearly delineate the openings in the unit. make that perfectly clear and totally acceptable. second the d.r. request's note about operating in the backyard. there was a temporary covid program to allow nighttime entertainment uses outback. that has since ended. in any event, it is really a concern about the d.r. request's own business noise. we will do what we need to do in the project to make sure the dr's business is not overly burden some to the project.
11:41 pm
>> that concludes the rebuttals. the public portion of the meeting is closed. it now before you commissioners. >> i am in support of the project. i would like to ask mr. winslow to clarify the door reflected the rendition of the stairs in connection. very confusing. as of yesterday 4:00 p.m. the correct set showed how that is acceptable. the public comment is that he looked at what was shown there. do you want to make the connection here and we can move forward in support?
11:42 pm
>> indeed. thank you, commissioner moore for observing that. previously the 311 included drawings that indicated two common stairwells which the caller indicated correctly would have made it quite cumbersome for two inner connected floors without going through a common stairwell. however, the floor plans for each of the floors are not separate units. one has bedrooms the other as a kitchen. drawings were corrected yesterday. they reflect the stair internally connects to two units that are two stories and one
11:43 pm
common stairwell. that is corrected. >> just to follow up on that. i am in support of taking this and approving the modification. >> second. >> commissioner koppel did you want a second or to add? >> you may be muted. >> commissioners if there is no further deliberation there is a motion and second to take the modifications recommended by staff. commissioner staff. >> aye. >> diamond. >> aye. >> fung. >> aye. >> imperial. >> aye. >> koppel. >> aye. >> moore. >> aye.

cross gave us a list of agencies in the city to reach out to and i signed up for the below-market rate program. i got my certificate and started applying and won the housing lottery. [♪♪♪] >> the current lottery program began in 2016. but there have been lot rows that have happened for affordable housing in the city for much longer than that. it was -- there was no standard practice. for non-profit organizations that were providing affordable housing with low in the city, they all did their lotteries on their own. private developers that include in their buildings affordable units, those are the city we've been monitoring for some time
11:47 pm
since 1992. we did it with something like this. where people were given circus tickets. we game into 291st century in 2016 and started doing electronic lotteries. at the same time, we started electronic applications systems. called dalia. the lottery is completely free. you can apply two ways. you can submit a paper application, which you can download from the listing itself. if you apply online, it will take five minutes. you can make it easier creating an account. to get to dalia, you log on to housing.sfgov.org. >> i have lived in san francisco for almost 42 years. i was born here in the hayes valley. >> i applied for the san

francisco affordable housing lottery three times. >> since 2016, we've had about 265 electronic lotteries and almost 2,000 people have got their home through the lottery system. if you go into the listing, you can actually just press lottery results and you put in your lottery number and it will tell you exactly how you ranked. >> for some people, signing up for it was going to be a challenge. there is a digital divide here and especially when you are trying to help low and very low income people. so we began providing digital assistance for folks to go in and get help. >> along with the income and the residency requirements, we also required someone who is trying to buy the home to be a first time home buyer and there's also
11:49 pm
an educational component that consists of an orientation that they need to attend, a first-time home buyer workshop and a one-on-one counseling session with the housing councilor. >> sometimes we have to go through 10 applicants before they shouldn't be discouraged if they have a low lottery number. they still might get a value for an available, affordable housing unit. >> we have a variety of lottery programs. the four that you will most often see are what we call c.o.p., the certificate of preference program, the dthp which is the displaced penance housing preference program. the neighborhood resident housing program and the live worth preference. >> i moved in my new home february 25th and 2019.
11:50 pm
the neighborhood preference program really helped me achieve that goal and that dream was with eventually wind up staying in san francisco. >> the next steps, after finding out how well you did in the lottery and especially if you ranked really well you will be contacted by the leasing agent. you have to submit those document and income and asset qualify and you have to pass the credit and rental screening and the background and when you qualify for the unit, you can chose the unit and hopefully sign that lease. all city sponsored affordable housing comes through the system and has an electronic lottery. every week there's a listing on dalia. something that people can apply for. >> it's a bit hard to predict how long it will take for someone to be able to move into a unit. let's say the lottery has happened. several factors go into that and
11:51 pm
mainly how many units are in the project, right. and how well you ranked and what preference bucket you were in. >> this particular building was brand new and really this is the one that i wanted out of everything i applied for. in my mind, i was like how am i going to win this? i did and when you get that notice that you won, it's like at first, it's surreal and you don't believe it and it sinks in, yeah, it happened. >> some of our buildings are pretty spectacular. they have key less entry now. they have a court yard where they play movies during the weekends, they have another master kitchen and space where people can throw parties. >> mayor breed has a plan for over 10,000 new units between now and 2025.
11:52 pm
we will start construction on about 2,000 new units just in 2020. >> we also have a very big portfolio like over 25,000 units across the city. and life happens to people. people move. so we have a very large number of rerentals and resales of units every year. >> best thing about working for the affordable housing program is that we know that we're making a difference and we actually see that difference on a day-to-day basis. >> being back in the neighborhood i grew up in, it's a wonderful experience. >> it's a long process to get through. well worth it when you get to the other side. i could not be happier.
