thank you mister chair. members ofthe task force, members of the public . welcome to the task force. today is our district specific meetingfor district 11 . columbus open tier of the city. before we your public comment i want to explain or take this opportunity toexplain what this process is and what we're looking for .so question one, themost basic question what is redistricting ? 11 supervisor districts for its 11 members of the board of supervisors. redistricting is a process of changing those districtlines . after every united states census which happens in years ending zero so we just had one

. and we are using the data from the 20/20 census to balance the population of our 11 supervisor districts. and redistricting is is this opportunity gives us the opportunity to bring the districts that we have into compliance with redistricting as set forth in law and constitution. something that we're going to say now and repeat throughout thisprocess and we're going to repeat throughout our meeting . the drafts have been drawn by this task force. again, we have not drawn or released any draft maps. for the first time, the redistricting task force has not released, created or drawn any draft maps. any maps currently in circulation right now are drawn

bymembers of the public . they are not drawn us. so what are the criteria for redistricting . first and foremost people population. that's mandated by the supreme court and the united states of californiaconstitution. according to our , to these rules district, according to city law districts must be one present unless they respect federal law or neighborhoods and communities in which the boundaries must be within plus or -5percent . of the mean. districts must be complied with the federal voting rights act which addresses minorities. districts must recognize neighborhoods and communities

of interest which we will discuss in abit . they must be continuous and districts must also be intact . we also recognize neighborhoods for communities of interest, these are generally based on official data for example the planning department. they could be submitted by members of the public as well and neighborhoods don't have to be of =. they very in size and disposition depending on different members of the publi . communities are generally a population of residents, a groupof residents that share a common interest . some are inherentin name and these interests are social and economic , and people describe them these needs of interest that could be included in a single district forpurposes of

fair representation . the community interests point as we abbreviate are defined by those familiar with these communities. the law doesn't limit the kinds of interests that bind these communities and it's up to those who live in and work with the community to identify and establish themselves. these interests don't need to be limited to what they arenow. they can change due to current situations if there are common goals , where they're going but there is one limit, this isn't a free for all. they do not include relationships with political parties or political candidates. so please be mindful when describing your community of interest . examples of common interest. they include common employment

or economic opportunity or sometimes the lack of employment oreconomic opportunity . common goals such as development, job creation, it can include social interests, goals, culture, transportation, parks, housing and also other goals related interests but increasing recreational opportunities forpublic safety . things likehistoric preservation . stuff like that. so as you'remaking your comment today tell us about your community of interest . what ties you to that together? what common interest does your community of interest share? what are the boundaries of this community of interest, where arethey on the map ? after all we are drawing lines on amap . we would like to know the boundaries.

graduate of ottawa high school and its jrotc program here to advocate for the community of interest in district 11. many of you might not know that the filipino community has a long history of displacement and being negatively impacted by urban renewal and redevelopment of san francisco from the 1977 midnight forcible eviction of filipino residents out of the historic international hotel and displacement of 4000 filipino families to make way for the redevelopment of moscone he convention center in the year of the buena complex two decades later. since the early 70s filipino families found refuge in the excelsior, mission terrace, st. mary's park, crocker amazon and surrounding neighborhoods. they moved out of the city core for a house and yard to raise theirfamilies , improve their future and put down roots here

living side-by-side and in harmony withour chinese latin african-american and multiracial neighbors . i ask this commission to please keep the filipino community together by bringing the entire mission terrace st. mary's park neighborhood andstreet residents . these are precincts number 7874 9901, 7943 and 9801 located at the northern border. for your reference i have emailed a filipino ancestry map showing the concentration of filipino residents in district 11 and i also submitted a map highlighting the 23 resilient filipino businesses along mission corridor in the excelsior as far as post office, markets, parks tools and transportation houses that are crucial to the daily lives

of 12,000 filipino residents there. thank you commissioners for keeping the filipino community intact and preserving district 11 as the most diverse district in san francisco . >>could we have the next caller please . >> good afternoon commissioners. myname is david huber and i've lived in mission terrace the last 35 years although i was born and raised in the mission . i would like to make it real. what i see the problem is is that somehow the city has to make adjustments as reverend townsend has pointed out it's going to be difficult for some communities of interest if there's too much change. what i would ask for district 11 which is presently four percent below the necessary average is that we change and we turn to the boundaries that were in place prior to the last

redistricting. this would bring us to even. we would be even and if we do this, then the changes further into the center of the city especially at district 6 will be less painful. specifically, between ocean, holloway, ashton and harold street, the idea would be to return district 11 to an ocean avenue frontage. so that the communities would be reunited as of late with the churches they attend and with the stores they patronize. atpresent , the idea of dislocating district 11 from ocean avenue at an accommodation that had to be made 10 years ago under redistricting has dislocated a community of interest. my years working with district

11 counsel has told me how important it is to maintain a presence on a commercial street in order to have maximum influence and have in this case to supervisors who would be working hard for both communities. additionally, that portion of district 8 that is south of freeway to 80 between 280 allegheny, kingly and part of the mission viaduct would give the commission an opportunity to return this area to district 11. this area of course is one of the areas in the city that was most affected bythe sewer plumbing that we are trying to address . if, i also like to say there's a strong community of interest with these communities and the neighborhoods that existed before and could be reestablished.

we have a collaborative approach working with a coalition of like-minded stakeholders who pursue a better san francisco. there are over 12,000 filipino residents which comprise 17 percent of the population in district 11 and is the largest concentration of filipinos in all ofsan francisco . there are filipino homes and businesses and it's a big part of michigan avenue.i'll ask you to protect and preserve the filipino community in district 11 and also include district 943, 9801 and asbury street area precinct 24 which represents their engagement and representation of their neighbors. thank you for your consideration.

i'd like to advocate for district 11 to be reunited in the northern half to ashton and ocean avenue. we believe this would benefit the ocean avenue corridor with two advocates working together for our cultural and community corridors and it would reunite the ingleside presbyterian church which is largely african-american with community members in omi lakeview area. we've fought hard to rebuild oceanview library and the rec center. we fought to get testing for vaccines at bookman and testing at food district region two. where working hard with our asian neighbors to provide

was cofounder and past president of the our mission residents association. for almost 18 years and i'm so glad that i found david huber and mary harris. i think he said he's the president also of thedistrict 11 counsel . district 11 counsel was created in 2000 to bring a nonpolitical view in communities together that are in district 11 because we are so contiguous. i agree witheverything mary harris said and i agree with everything david huber said . we would like to make district 11 as whole as we possibly can as itwas in 2002. we work hard to be that community . one of the things that i heard at the district nine or 10 meeting was visitation

adding anything i'd like to suggest you take under consideration the fact that this park is in 3 to 6, nine, 10 and 11. it has served us very well. if these lines change in any way i would suggest the committee be deeply aware of where mclaren park touches the residential community that their body up to because the people who live next to the park prefer to have representations by one of the supervisors . us having three supervisors has been very beneficial. we had a coalition of the supervisors when they're issued . with park safety, with park changes. been able to go to three supervisors. we've been able to have the chance for more funding for our park. please when you draw the line

we opened in2004 and served a large number of filipinos in district 11 . there's anywhere from 12 to 15,000 filipinos in the neighborhood it's probably an undercount. we work on the census in 2010 and 2020 to make sure our communities counted and with all of our undocumented community members and be in law unitsthroughout the district , we know where under comment but there's still a large community of interest there together with the working-class union and immigrant households about district 11. latino, black communities, chinese and asian american and other pacificislanders who are proud to be part of that and in large conversation in district 11 . we want to make sure our community remains intact, that the filipino community along the mission corridor all the way up to the top of the 11 is kept intact. the excelsior and our mission portions of the 11 but i agree

withthe othercommenters . of holloway is important all the way up to ocean . we know that our neighborhood households that need to remain at together as much as possible to keep thosecommunities together in district 11 . we are below as others mentioned so going back to the 2010 district lines would help to ensure that communities of interest including filipino communities remain intact . there are several businesses, community servingorganizations . my daughter goes to balboa highs full. my nieces and nephews go to longfellow and sf community school throughoutthe neighborhood. keeping the 11 intact , not putting anything out of it and going back to the previous borders that would go north of mission and also included we heard the triangle was cut out in the filipino community and

in the past district 11 has been cut up and divided and previous redistricting efforts have divided the filipino community here. many filipino businesses and restaurants are among the mission corridor. their markets and churches that serve the filipino community and they're all found in district 11. where a filipino language pathway, it's one of the only two schools in the district that were provided. south of brotherhood, back to omi to connect community that's been provided. ialso report the recommendations outlined earlier . so please help us keep the filipino community togetherin district 11. keep our community intact . the filipino community has been

multilingual district . with diverse communities, the chinese communities throughout the district but filipino committee that has been well presented on these calls. and the last and next committee as well. we recommend district 11 is one of the last multi generational multiethnic communities that are working-class that seem to still be accessible toour communities and it's important to accept that . i'm also educating that we've rejoined the parts of the district that have been divided into redistricting efforts . most of them have been mentioned already but just to remind you and refresh your memory, to recover parts that were lost in the last redistricting. it's working-class property owners of color also are south of 280.

i've been very closely following the process. i'm speaking today to advocate in favor of keeping thefilipino coi whole . i know the many meetings so far of the task force members have spoken to the important necessity of ensuring that african-american residents of san francisco are represented and that historically and currently marginalized communities are going to have maps that ensure fair and equal representation. in the same way many african-americanresidents of san francisco have been priced out and gentrified , many callers have spoken to the very deep similarities for the

filipino community in san francisco. i'm not sure if exactly what happened in the 11 last time but clearly, moving the section between ocean holloway avenue out of the 11, was an oversigh . an issue that needs to be rectified to the this community not just the filipino community but other communities as well whole. additionally, ensuring that the sections of mission terrace, the baltimore street area and st. mary's park are capital in the 11 is truly essential. another note on process. i don't task force members have spoken repeatedly to the top calls of balancing often times competing coi. i would say in thisprocess , many times in many processes across our government, folks have rules against and decided

have just a little over two months left, we have seen that discussing the maps, once we have the draft maps takes months and that's not something that's in the current timeline. so we are -- i'm hoping that having those discussions now will hope you spend as much as you can of the time in march and april for feedback to your maps and then revising and then maybe revising again. so one of the things you might talk with kit about is what the process is. are you asking them to draw a set of maps or will you be moving it around yourself together. one of those is a lot faster than the other. this time i might give you a hint. and then if you are having to bring some suggestions for

to make a comment that the clerk and the translation services on this meeting are outstanding, i listen to and call into a lot of meetings and this is probably the best i've ever heard. so just to compliment both those teams and the task force for caring so much about outreaches in the communities. my comment is about parks in the city that border multiple districts notably golden gate park, mcclaern park. i am curious and kind of more of a question, but also a request that those parks be basically excluded from a district and rather treated as kind of a city asset and that way we increase investment from all supervisors, but especially the ones that border the park. so any park, especially major parks that are bordered by two or more districts, i would ask that those be actually

can given the resources we had during this last census which were interesting. so do take a look at the census numbers that you've been given in the redistricting tool. i'd turn it on, but it makes my computer freak out and i can't do it at the same time i have webex on and just check and see if that's something you need to be more aware of because, you know, we wouldn't want to let anyone think they're going to be excluded because they don't have a regular steady address or they don't have a place to call home or they're moving around or they're living in their car. so we counted them where they were at the time of the census and it's important to include them in the process. >> clerk: thank you for providing your comments. could we have the next caller, please.

>> caller: hi. this is jenn saber with the legal womens voters of san francisco. i just wanted to call back to the announcement that chair townsend made today at the beginning of today's meeting concerning what's happening with alabama's congressional maps just to mention that is an example of jerry amandaering and that we didn't discuss that with the puck. so i wanted to explain that it's the manipulation of the redistricting process of the maps that don't represent the community. sometimes it's given unfair advantage to one political party. sometimes jerrymandering is due to race and power sexual orientation, economic status, interest groups or other factors. it's what happens when

political factors are placed ahead of communities' interest. and it's important we're having these meetings to get the public comment to the redistricting task force. at the previous meetings, think there was some concerns over redistricting or previous redistricting harming their communities and, yes, redistricting is vulnerable and when the redistricting process is not done in a fair, equitable transparent process, then the community is harmed. i know, you know, within california, the california redistricting commission, you know, did face a challenge back in december which got rejected by the california supreme court. there is current. lawsuits are not just for state level. it's also happening on the county level. i think with the local leads that i'm in touch with, i know that at least there is at least

one lawsuit with san luis obisbo county. with the redistricting requirements under the california fair maps act as being ignored. so we're keeping up with all the different lawsuits possibly happening around the california counties and local levels. so, yeah, just, you know, really wanted to bring up to the public, you know, that it happens on all levels. it's not just on the state level. it happens on the local level too. i think for san francisco in our case, it's not so much partisanship, but more so with incumbency and also with people based discrimination. i hope the redistricting task force continues to have a fair, equitable and transparent
