c member. i just was moved that all of these individuals cared so much about mobility in san francisco and dedicated themselves. that has a lot to do with why this is a great measure that will be supported by san francisco voters. michelle did a great job of facilitating a lot of people and a lot of information. she can facilitate any meeting i go to anytime. the things that are going to happen. i mentioned core capacity. we are going to be able to have next generation fair gate and modernizing elevators. we responded to this moment in time and established ambassador program, crisis intervention specialist. opened the first bathroom in

allotment to paratransit. i want to share why. when the pandemic hit m.t.a. began low cost taxi program called social trip card. my organization jumped into action to sign up. we transitioned to partner with m.t.a. to pay for folks trips. my organization has subsidized 150 residents. i hear what they think about the program. it is hard to describe how important the essential trip card is. my husband and me were 82 with plenty of health problems which are like an avalanche. without the program we would not be able to cope and not get proper program. another senior shared wegom shopping, visit doctors. i am 88.

in the gas costs, etc and the debit cards are not including much of a tip. 10% tip is the maximum. if the fare is over $20 we get $2. we asked for increase in these costs on the card, but to no avail from m.t.a. the concern is that we go the extra mile in the evening and night tight when services are still needed for the disabled. it is a problem. i hope this does include that. some debt relief. the industry is divided as a result of the favorcism of the workers in the airport. if you want to get more drivers help provide some debt relief

involved in that. we think that if you need a system so not too many trains enter the subway at peak hour and no one has to transfer to get downtown. there should be a single seat ride for everybody. that can be worked out. i won't get into more detail. fourth, bus travel i am impressed how much work san francisco has done to improve bus travel and give more priority to muni buses. i think there is a long ways to go on that. finally, one of the things that has to happen in order for an improvement in internal circulation in san francisco to be effective including buses but also traffic is alternative ways forgetting people in and out of town by nonautomotive means.

first measure under support category ab2197 by mullen. this would appropriate $260 million from the general fund surplus for the jpa for caltrain purposes. this is an unusual bill. we don't see this kind of appropriation bill very often. normally it is the activity funded through grant or through a budget action. i think it is worth supporting to flag endorsement for the project and will look through leadership review. those are recommended by staff for support. second bill for support would be ab2336. by mr. ting and chair of transportation committee fr

i.e.d.man. it will expand a bit on mr. chu's ab550 speed safety pilot programs. designates three cities san francisco, san jose and la plus two unnamed cities to be determined later to develop guidelines speed and safety program and has a lot of detail how to maintain records of photos, videos and a lot of requirements in place for guidings the pilot program. that is a measure where staff recommends support. there are three bills for watch positions. sb917 sponsored by seamless bay area. it would direct m.t.c. to develop a transit action plan

and build ons the blue ribbon task force that completed its roll to bring together the transit agencies more coordinated way in the bay area. the reason the staff recommends watch is there are some deadline in the bill that need to be worked out. we want to see how this bill matures through the process and bring it back at that point in time if it is worth endorsing. sb922 would extend the transit ceqa exemptions passed by senator weiner's bill that was due to expire the end of this year. this adds a few additional policies to it. the reason for recommending a

watch is we are trying to determine if there are issues within the environmental community with ceqa exemptions. the measure is likely to be supported as the prior measure. we are watching it move forward now. the third watch item is 1049 coupled with sb1050 both by senator dodd to set up a new tolling authorization for route in salloma counties. sr37 resiliency adaptation project to build a system there that works out of way of ocean impacts. we want to see how this package

of two bills moves forward. in terms of the budget process, as you understand the budget the state as it goes through the process is delegated to subcommittees. both subcommittees, one in each house on transportation matters, considered the first round of transportation activities. they acted on a few what i call low hanging fruit minor items. there are very detailed presentations on the governor's infrastructure package including $4.2 billion for high-speed rail for the central valley. in addition they dealt with several or discussed several other categories of the governor is proposing to fund to expand transit and rail system competitive grant programs.

recently hit by a car this past january. as a result of the accident i had to undergo surgery to fix my broken tibia. unable to bear weight on my leg. i have been advised by my physicianssition to no longer run. i am a runner since middle school. this is not the first time i have been hit by a car. my first month in master of public health program in uc berkeley in 2018 i was hit by a vehicle between ashby and shaddock. it was terrifying. it impacted me. i have to remind myself i am lucky to have survived. a few years ago i lost a teacher who was hit by a car preparing for a marathon.

we are also reflecting appropriation $150,000 for enhanced level of transportation involvement of this important initiative. the core capacity planning study is of the connect sf transit strategy to increase the system ride capacity through investments in the system service corridors and market street subway. core capacity study will identify programs on capital investment suitable for a large grant from the federal transit administration capital investment grant. this is a program to the fta new starts program for significant transit investment. other transit operators in the bay area including bart have been successful in securing the funds from the federal transit administration.

this requires 10% capacity increase for the program and project submitted for the federal grant. it will vote on previous efforts including the renewal program effort and planning on the muni metro system to study the projects for the corridor to san francisco state. it includes outreach and program development and design and funding strategy. it will be into phases. upon substantial completion of phase one the s.f.m.t.a. will have the transportation board. this work and program efforts. here is mike for the next two-parts. >> the second request to reduce speed limits 46 business districts corridors to improve safety. installing signs and education and outreach to residents and merchants and multi link gal materials. the ability to reduce speed limits is from the 43 eligibility requirements. they have identified 35 corridors recommended so far. implementation would begin this summer. the final 11 corridors will be identified by the end of 2022 and complete by the end of 2024. the final request is for bike to workdays or bike to wherever day out of respect for the many that currently are out of work or working from home. this promotes cycling.

when the san francisco transit authority had an outreach contract with a firm that doubled as a lobbyist that often contacted members of the board of supervisors in the capacity as lobbyist. it always true troubled -- troubled me. i was troubled by that conflict. it took many years before we finally parted ways. it wasn't because of their lack of professionalism. i have also been troubled for a number of years through a similar and different ethical quandary. granting funds to those that play a political roll in

endorsement process. while i salute the go works of the bicycle coalition. it is uncomfortable that 11 elected officials who from time to time run to office. i am not running for office because i am termed out. are in a weird positions of grants funds to an organization that in-turn we seek endorsements from. i have been meaning to say this from time to time. i always voted for this in the past. we don't have to resolve this today. i want to pose that to this body there. are different ways to do it. organizations that have a 501 c-3 that doesn't endorse as recipient of funds, 501 c-4 that does endorse. it is a troublesome uncomfortable fact that we need to acknowledge and think about.

have to close down. >> during covid we would go outside and look on both sides of the street. it looked like old western town. nobody on the street. no cars. >> it was a hard eight or nine months. when they opened up half the people couldn't afford a haircut. >> during that time we kept saying the coffee shop was the living room of the valley. people would come to make sure they were okay. >> we checked on each other and patronized each other. i would get a cup of coffee, shirt, they would get a haircut. >> this is a generous and kind community. people would be like i am getting the toffee for the guy behind me and some days it went on and on. it was amazing to watch. we saw a perfect picture of community. we are all in this together.

back to your community. >> part of the project has to do with prioritizing certain signs in the neighborhood based on their aesthetics, based on their current signs, and base on the history. in the time that we've been here, we've seen a number of signs restored just on eddy street. >> there are a number of signs in the tenderloin and many more that are waiting or wanting to be restored. i have worked with randall and al, and we've mapped out every single one of them and rated them as to how much work they would need to get restored. that information is passed onto sf shines, and they are going to rank it. so if they have x budget for a year, they can say all right, we're going to pick these five, and they're putting together clusters, so they build on top of what's already there. >> a cluster of neon signs is

sort of, i guess, like a cluster of grapes. when you see them on a corner or on a block, it lights up the neighborhood and creates an ambient glow. if you havy got two of three of them, you've created an atmosphere that's almost like a movie set. >> some of the hotel, we've already invested in to get those neon signs for people to enjoy at night include the elk hotel, jefferson hotel, the verona, not to mention some we've done in chinatown, as well as the city's portal neighborhood. >> we got the fund to restore it. it took five months, and the biggest challenge was it was completely infested with pigeons. once we got it clean, it came out beautiful. >> neon signs are often equated with film noir, and the noir

this is pursuant to the executive order by the mayor that codifies existing practices as it relates to our committee on information technology in the administrative code. we are joined by city administrator's office. i do have related comments. this legislation looks fine to me. are there any comments from committee members before we hear. welcome to being our first city department to testify in two years. >> good morning chair peskin, vase chair mandelman. i serve as deputy city administrator. i'm here to provide an overview of the proposed changes to the administrative code which as chair peskin indicated are to strengthen the cybersecurity

efforts. it recognizes the city chief information security officer role and formally creates the office of cybersecurity. i will walk through the few proposed changes. i don't know -- i did provide a presentation to the clerk. proposed ordinance will amend chapter 22 of the administrative code to formally establish the office of cybersecurity and position city chief information security officer. outline responsibility for the department in alignment with existing coit policies and the mayor's executive director. add the city ciso as member of coit and designate the city manager as chair of coit.

when the primary proposed changes is to add section 22i to the administrative code to establish the office of cybersecurity as part of the department of technology and under the leadership of the city's chief information security officer. the office of cybersecurity is designed to coordinate's the city response to cybersecurity threat. the city ciso will continue to reduce the risk of compromise to the city's information resources and lead the city's response to incidents. section 22i detailed several responsibilities for city departments. since 2016, committee on information technology, known as coit has adopted policies, requirement and standards to help provide a consistent city wide foundation for cybersecurity in the city.

the responsibility set forth in section 22i reflect responsibilities set forth through coit policies. each department needs to designate a departmental information security officer to coordinate cybersecurities with the ciso. the department need to conduct cybersecurity risk assessment and maintain a cybersecurity emergency response plan. which should be shared and review by the office of cybersecurity. the ciso will support cybersecurity. in addition to the new language added in section 22i the ordinance revises other sections of chapter 22 to add city see co as a permanent member. the current code language provides for the possibility of

different chairs every two years but this change reflects the way coit has been operating for the past 10 years. section 22a4 is updated to have the city's chief information officer to be promoted to the city administrator by the mayor. but the change along more reflect the way past appointments have been done for this position. that concludes my overview presentation. i'm available for questions. also the city's information security officers are available to help address questions as needed. >> chair peskin: thank you. one question i had relative to the composition of coit in so far as all the designated appointees under the administrative code have the

authority both in the existing legislation as well as the proposed legislation to send designees as a matter of practice, who actually attends? >> from the department? >> chair peskin: from the eight permanent members, who appears in person and who appears with the designee? >> it varies by meeting and by department. each of the departments have the department head listed as the member and they have to submit a designee letter if there are individuals who will attend coit in their place. often times it's a mix of department heads and their designees at any given meeting. it depends on the particular meeting where we might be talking about specific high level topics. >> chair peskin: in terms of functionality and consistency, does that work well enough?

>> it seems as though it has been working. we have not heard complaints about it. we have to follow-up with the department head as needed. often times, the designees are individuals most responsible for implementing the policies. that's beneficial, they can most directly speak how the policies will impact the department. >> chair peskin: on a related matter and may be this is more in the wheel house of d.t., there was talk a year or two back in the wake of 19b surveillance oversight legislation of a chiefly privacy -- chief privacy officer. can you tell us what the status of that is and whether you're

still seeking that and not for today but whether that will be an appropriate person if that position were come to exist to add to the coit membership? >> the creation of a privacy officer with the chiefly privacy officer was discussed within the city administrator's office. couple of budget cycles ago. ultimately it was cut during the board budget process. currently there's no staffing for chiefly privacy officer position or any support staff and any related work under 19b or other privacy work related to the privacy charter amendment is being done by a staff member of coit currently. >> chair peskin: there was a staff member who was doing that, i believe that staff member took a job with the state of california. >> that was the director of coit. that individual did take a job

with the state and there's a new coit director has started. she has begun doing some of that work in addition to her other work, which is be responsible for the day-to-day activities of coit as a whole. >> chair peskin: may be that is a conversation to have as our budget is formulated in advance of may and june. i will take that offline with you. i can see a parallel piece of legislation that may be worth policy consideration with regard to that position and the role that plays in our government given our overarching concerns about focusing on privacy throughout our departments and through coit. with that, are there any comments or questions from committee members? seeing none. why don't we open up to public comment? are there any members in the
