4:39 am
we would be in compliance and delivering the best care we could. rather then and there in the hands of the administrator of health. this is really a very important function for our healing commission. to be sure that the w is being done by our department and taking seriously and carefully in order to maintain our regulatory compliance. clear, there are issues here with laguna that we are aware of that have challenged us over the last several yers and the well gowna staff long with the health and the san francisco health network helped in not just remedying the regulatory issues but improving the quality that many of us have seen the past
4:40 am
several year. they are to be commended for this and clear that just looking at the pandemic as an example, it to have only 6 unfortunately but only 6 over 2-1/2 years of a fasilty over 700 people demonstrates the quality of care and the care that our staff is giving us to our residents. the cited problems are small, compared to the e normity of the challenge of developing >> or delivering care to 700 people some of the most vulnerable in our city and -- this city has been committed to
4:41 am
laguna honda to have a better site for those who were in need. our obligation is to see it continues and i think that mr. pickens has spoken about demonstrates that the department is taking this not only taking it seriously. but bring nothing all the resources necessary to try to respond it a dilemma one we are open to facility so -- people have certain rights coming in and out and on the other hand, we are asked to be sure that -- it is absolutely safe and that includes 2 instances.
4:42 am
>> no audio. monitor substance abuse and somebody use a light are, which was on their own in the bathroom which is in the safe. challenges as i think staff said. our ain't to really come in to strict compliance. no oomphed folks have been helpful in trying to -- assist and understanding that there is an important need that we are able to care for the 700 people. the staff has kept all of us updated and -- and have taken
4:43 am
suggestions from the commissioners in terms of mayors in which it is really necessary to be sure that we make every best effort and continue that make that best effort to come become in compliance and are been in a position to continue the care of all the residents that we have under our charge here. i wanted to -- offer that perspective and appreciation to staff and the mir mayor they responded. to really just that almost reminds me of you all face-to-face with pandemic challenge and within several week we are able toy irrelevant put that long with our federal plans to find the best way to
4:44 am
safe guard. . this is a now challenge and i knowure up to that and believing our commissioners are grill for the workure all doing and we are looking forward it a successful conclusion of the coming weeks. >> thank you. >> commissioner chow. why next we will go to chair of laguna hospital. tessie guillermo. thank you. >> and in your words i want to associate myself with the comments of doctor chow regarding where we are with lafwouna honda at this time. i will not repeat when he said.
4:45 am
ooze a member and the concern chair i want to lends my support and thanks to the efforts that have been made to comply in the very difficult i think -- difficult time -- >> what the pandemic revolt in the the over all environment in care and skilled nursing is well is improvement that needs to be made in circumstances in the facilities and any one of the cities and states counties that operating in. our awareness of the fact there is higher level of scrutiny and higher level of expectation of quality care is something that it will heighten in upon my
4:46 am
reflection of what we have seen at laguna honda is a great awareness of that because of things we come out of in addition to the pan dem being often times we have been reactive to things that occur. and that is not that is not anybody's fault it statute nature of things. to the extent we trying to be proact and i have being innovative and unique that is you know that is the team now this new management at laguna honestlieda is in that way. baby to the extent we have the ability and the resources and -- that the lack of challenges that face us but again i think we -- are always strife to do better.
4:47 am
and -- that is something this is the responsibility of all of us you know not just the jcc but the commission and the department and the advocates who represent the citizens in the residents and the community around laguna honda there will be higher scrutiny because of the prosecute posed construction project that is being launched there at laguna honestlieda. more so i think that it is up to us to think about ways to ensure that the safety and the on going health of the residents pass, present and future, i want to commend the staff at laguna honda michael phillips, doctor hagaway and everybody who put effort in to all of the
4:48 am
compliance issues and issues and recognizing san francisco as unique as it is, does require to yous be more thought and careful. that is hard to do under the conscience special environment. but commends the work and want it express support for on going and continued work to improve this situation at laguna honestlieda for care and quality and health of our the residents and staff. there. >> thank you commissioner guillermo, well said.
4:49 am
next another member of the jcc commissioner vice president laurie green. >> thank you. i wanted comment on the diligence with which you proofrp third degree to get eshgs tensive details on saturday, sunday and i know that this team has been working original the clock and working clantive and diligently to really answer every question that has been raised and come up with plans of correction that are not only thoughtful but really detailed consider every potential event. not only doctor chow brought up many unique considerations from the size of the population and the vulner ability, when we brought epic in you did this in the midst of the pandemic they had not worked with an institution like that you did tremendous amount of w to get the trains running on time in

terms of recoverieds for residence denialses at laguna. you clearly had a situation unique in the country and the way this team has basically managed the challenges we had in 2019 but also, of course, as we mentioned the pandemic and the complete change in the way parent records and patient actions were trackd and recorded. it remarkable accomplish ams. what you have done is phenomenonal i hope that the families and residence denial in laguna. communications with them have been pitch perfect. i hope the family and residence denials at lagowna and the community at large can feel that the tremendous faith we are admit wayure going about this and our faith also that you know we will be able to meet the requirements and to do so maintaining the privacy and

immediate i large and complex facility but in the way that laguna staff collaborate with the cdc and others to come up with a plan for out break control and was a model for the nation. there are unique features of laguna hospital not only the largest skilled nursing facility in the count row but the residence bent pol ligz come with challenges behavioral health and substance use disordand aligns with value in san francisco to care. for people who are dealing with the issues. so -- just can't thank enough the staff and leadership of laguna hospital and the department and leadership at the mayor's office to come out in the right place. thank you, again. and also the collaboration of folk in cms and quality control and other places for guidance and add voice they offer
4:53 am
throughout the process. thank you, michael and rolfeland and everyone there. >> thank you very much. commissioner. >> yes. >> i'm wondering if approximate with all the comments we could ask either mr. pickens or mr. philips to comment on the challenge and how if any other you know types of resources or assistance we could give as a commission. i can start and michael can add-on. i would say the support overwhelming -- both from the department level and the commission. mayor's office. the state, governor's office and the federal government.
4:54 am
san francisco likes to have relationships with people in accomplices that are going to be proveed be already have beneficial in the journey we are on now. and so i would ask that the commission continue to just give us the support this you always do. and -- than we are -- we have asked for and received -- additional resources here at laguna to address the current practice and if and when we do identify a need for additional [inaudible] we will not have to ask for the resources. >> i certainly would like to associate myself with him and it makes the difference in the world when you are going through a cries. when you know that you have all the support that you need in order to get the job done. and that's something we never
4:55 am
have to question. approximate the team has been with us every step of the way. it goed from doctor colfax on down the line. it is irrelevant reassure to hear the comments from the commissioners. so appreciative. i'm tired. but i can tell you that i'm so committed to this organization. and to representing this staff and ensugar the safety our residents. we will continue to implementing our plan correction and will not we'll not -- no audio. we will not let you down. we finish the great work of laguna and the department. >> i appreciate the comments and i want you to know that as was
4:56 am
mentioned by my fellow commissioners the transparency and the daily reports we are getting also lead to our confidence this you are all working hard and more than that, in order to achieve a successful reservice. so -- mr. president that's my comments. >> thank you commissioner green. vice president green your hand new or still? >> okay. >> hold hands. i'm an old hand. long time. when i started working the san francisco history centre, i noticed they had the hippie collection. i thought, if they have a hippie collection, they really need to have a punk collection as well. so i talked to the city archivist who is my boss. she was very interested. one of the things that i wanted to get to the library was the avengers collection. this is definitely a valuable poster. because it is petty bone. it has that weird look because it was framed. it had something acid on it and something not acid framing it. we had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. it wasn't a big stretch for them to start collecting in the area of punk. we have a lot of great photos and flyers from that area and that. that i could donate myself.

from they're, i decided, you know, why not pursue other people and other bands and get them to donate as well? the historic moments in san francisco, punk history, is the sex pistols concert which was at winterland. [♪♪♪] it brought all of the punks on the web -- west coast to san francisco to see this show. the sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to san francisco. they skipped l.a. and they skipped most of the media centres. san francisco was really the biggest show for them pick it was their biggest show ever. their tour manager was interested in managing the adventures, my band. we were asked to open to support the pistols way to that show. and the nuns were also asked to open the show. it was certainly the biggest crowd that we had ever played to. it was kind of terrifying but it did bring people all the way from vancouver, tee seattle,

portland, san diego, all up and down the coast, and l.a., obviously. to san francisco to see this show. there are a lot of people who say that after they saw this show they thought they would start their own band. it was a great jumping off point for a lot of west coast punk. it was also, the pistols' last show. in a way, it was the end of one era of punk and the beginning of a new one. the city of san francisco didn't necessarily support punk rock. [♪♪♪] >> last, but certainly not least is a jell-o be opera. they are the punk rock candidate of the lead singer called the dead kennedys. >> if we are blaming anybody in san francisco, we will just blame the dead kennedys. >> there you go. >> we had situations where concerts were cancelled due to

flyers, obscene flyers that the city was thought -- that he thought was obscene that had been put up. the city of san francisco has come around to embrace it's musicians. when they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. that was, at -- in a way, and appreciation from the city of san francisco for the musical legends. i feel like a lot of people in san francisco don't realize what resources there are at the library. we had a film series, the s.f. punk film series that i put together. it was nearly sold out every single night. people were so appreciative that someone was bringing this for them. it is free. everything in the library is free. >> it it is also a film producer who has a film coming out. maybe in 2018 about crime. what is the title of it? >> it is called san francisco first and only rock 'n' roll

movie. crime, 1978. [laughter] >> when i first went to the art institute before the adventures were formed in 77, i was going to be a painter. i did not know i would turn into a punk singer. i got back into painting and i mostly do portraiture and figurative painting. one of the things about this job here is i discovered some great resources for images for my painting. i was looking through these mug shot books that we have here that are from the 1920s. i did a whole series of a mug shot paintings from those books. they are in the san francisco history centre's s.f. police department records. there are so many different things that the library provides for san franciscans that i feel like a lot of people are like, oh, i don't have a library card. i've never been there. they need to come down and check it out and find out what we
