strange. i feel like i'm in back to the future part 4. but getting started, i have some updates for all of you tonight from my director's report. first of all. wanted update you all that we are planning our upcoming retroast for commissioners and staff. we plan to do this in lieu of our may 17th hearing. you should have received an invitation from the commission secretary that went out last week. save the date. mark your calendars for may 17th. we will be putting out a special meeting notice for that. in the next week. and as we have to do that 30 days of in advance of meeting somewhere else outside of the regular place and time we'll take the entire afternoon and we will likely end with some kinds

of celebration headed out with happy hour this year is just an know opportunity for us to continue to look at our department's priors together and our goals. and collectively figure out where we would like to go in supporting our economic recovery of the industry. this is also a really good opportunity for all of to yous discuss new ideas and communications approaches with our current holders ties in my next update, which is the planning for ouranual summit. as many of you know, we hold annual night life and entertainment summit for our constituency and it is well attended we provide insight and training and updates and hear from them had is challenging and when is working there now. another date to mark which you

should have received a save the date for will be on june 21st. and again, this is in lieu of a hearing. that would be a tuesday. we are planning on holding this in our new building at 49 south van ~ess in the conference center. this will be our 12th year of doing our summits. so we are excite body this. because our last summit was as you know, fully on line during the pandemic. so this will be a great way to see everybody and to learn from our industry. and the industry come back online. a key objective is going to look at ways to recover and sustain the industry in the long-term. in preparations i welcome all of the ideas for topics, presentations and speakers. share those with me. i will make sure i have been staff to assist.

we are also man to have the ideas at our retreat. that will be a good platform for to yous make sure we near agreement with the agenda for our summit. happening in june. so -- along with that one, we will be having a happy hour situation after. likely walking up to a near by bar. [inaudible]. a few more updates. stay with me here. entertainment commission starting today has a presence at the permit center on 49 south bend on the second floor this is many years in the making at this point. and it was a vision of colocating city department this is provide permitting for small business in a one stop shop to improve access for anyone who wants to start a small business orad now actifts to their business. we want to make sure we are

there for our folks to answer questions and get them moving in the permit process. in person, if they decide to come in and meet with other diameters. may will lead on staffing the desk and dillon will be work as a backup and handling the report and kaitlyn will be provide on going support for as needed brick and mortar inquiries. cawed and that question in person. we also have a way of connecting our folks quickly -- from the permit center with anybody working up stair in our office or working remotely because you know we are continuing to work a hybrid sded. so they are excited. we'll be staffing 80. come in and say, hi. we are planning to be there on

tuesdays and thursday's. 10 it none and 1 to 3 p.m. on a trial basis and we will get a sense of customer demands versus remote consultations which have been our mode of communication for a couple of years. we will keep you post federal we change the hours. a couple more updates the past weekend was exciting. i went out of town for a work conference and it is the one i have attended a couple years previously and my predecessor attended men years in a row. it is the hospitality institute's social city permit 2022 and this was the first summit post pandemic where we met in person. and as a remierndz this is i group of folks i will do similar work to me and other ecstasy kroosdz the united states and a way for us to learn from each other and get to know each other

and best practices and tools. you heard from us since we have been doing the work for 20 years it is incredible. a lot of the other cities are hitting the ground running from the start now. and so ben and i are really -- useful in playing a role there for a role model. and so -- this year both of us spoke on a few panels the one i lead was called. style and management props to support night time economy and culture and copresentd that with brian from austin, texas we have been doing this work in our cities for several years. we had good attendance and our little break out session may not seem like a lot but we had attendsise coming cities like el paso and sacramento and tiny spots starting to figure out how

to manage their own and a lot of them are coming at it from the crack down approach. and they are -- using one size fits all rules and we were there to educate them on ways to do this. individually and businesses and take into account the scientific work we have been doing for years and honing under kate listen's leadership. had great feedback and planning continue having conversations with people from other cities to help them however we can. one other note from the weekend that was fun was this they held an event for all of us where the mayor bowser attendsd and spoke to the audience taughting the personals of night life and reopened and ready to resocialize and have businesses hope and be successful and up

their economic impact. i would say that the mayor feels the same for san francisco. and it felt like we are supported there. it was cool. last update for you guy system thatmented put on your radar an exciting new city experienced festival in tourism initiative that president bleiman has been working hard on in his i don't know how he has free time of evergreen sf this is coming up in a few weeks. a city multiday celebration tied to 4/20 the global holiday for

one yet. >> i have a few updates the first about may, march we received 2 complaints about the oyster house on polk street of st. patrick's day a 311 complaint. when he arrived he took an upon sounds measurement and the dj was in excess of the sounds limit. he spoke with the dj and the owner and brought it in compliance. i issued a notice of violation. second on march 19th and called out patron unruly outside of the buildings. inspectors responded and observed a large line of security security wassing inning and owner hired extra security for the night to assist with crowd management. the next update is about elcapricho i want to provide back grounds they are restaurant at 2022 mission street. business reached out about

obtaining a poe permit but required a cu from planning. i believe they had to have establish full restaurant use. since 2019 e maim xhafrj xafrmgs with the person assisting them in 2021 they completed the cu process to straeb night time entertainment as a use of the premesis i scheduled a meeting in assessment the person never showed and up stopped answering my e mails. fast forward to march and we received 3 sound complaints and visited 3 times the business -- the first visit was on saint patrick's day. the inspector allowed karaoke with their front doors open. spoke to management and since we visited 2 times on march 18th

when there was no sound and march 25th karaoke but the manager was playing music from the laptop and not using a microphone. the business said because they finished the cu they believed they were allowed have entertainment. i made attempts to talk with this and how it works but at this time they are not financial low able to move forward with a cu permit i offered another permit there is no movement in them arc playingip want to note this for you. >> next update hocker fair a restaurant and bar 680 valence why. received an e mail and 2 complaints the business having loud music playing until 2 a.m. the inspector spoke with the manager and submitted a jam permit application for out door and educated them on permitting for indoor entertainment.

they rapid another sound complaint from the same neighbor and the inspector responded during his next shift. during the visit observed light preroeshded music but no entertainment. another e mail will alleging loud music he responded in the role time found no loud sound. next night went back with the inspector to do more investigating they found an upstairs cocktail lounge patrons were sing loud karaoke. witness they are upstairs they understood how the sound could disrupt an upstairs neighbor. they reminded the manager they needed a permit i have been in touch with the manager and told they are working on submitting an application for llp permit. >> another update for you is hotel i have a. we received a sounds complaint on saturday and the inspector was able to

respond some n real time he noted they were exceeding the limit. met with the manager and showed them their motor she was using to monitor in real time to not exceed the sound lim. upon compared with there meter and ours their meter was not registering the low bass frequencies and inconsistent with our meter 8 to 10 decibels of the dj brought in additional sound equipment only allowed if compliance with sound limit. he sflaned this to the manager and i followed up with her out lining the compliance details. after debroefing with the team we conclude we felt the management was in good faith their meter was wrong they were unknowingly in violation. on site the inspector tried to sync our meters with their the equipment is unreliable and the

manager said she would purchase a now one. i want to flag this issue we have seen this business on the list for a time. our team plans to follow up to ensure they are taking the admirals out lined to prove repeated compliance with their sound limit. i'll report back with update and i wanted see if the commission had additional thoughts or suggestions. you have the ability to recommend a check in hearing with the business and potential reconditioning. for example. >> the last update for you that is not on the memo that was provide side 26 mix. i learned new details of another incident again today. i have been in touch with mission station and officer ortiz and the new contacts at alu and the director and i will keep commission leadership arc prized of our findings. >> any questions. happy to answer them for you.

communication with them. about obtaping a permit for the entertainment they have. any plans. the next spln to schedule an inspector to go out during the week when they have entertainment when we don't have inspectors in the field the plan to have them go back again and to document entertainment should it be happening and coordinate with sfpd to enlist them to help support us in further documentation of the entertainment. they don't have entertainment on friday, saturday or sunday when we have inspectors in the field. >> okay. keep updated on that. questions. >> i'm sure we are in contact with the hotel via people but they are not going to get anything past the neighbors. so. they need to get everything in

i definitely feel into a huge depression especially, when it ended i didn't feel kemgd to france anymore he definitely didn't feel connected to the scene i almost feel like i have to beg for tips i hey i'm from the bay area and an artist you don't make a living it changed my represent tar to appeal and the folks that are coming into the wars these days people are not listening they love the idea of having a live musician but don't really nurture it like having a potted plant if you don't warrant it it dizzy sort of feel like a potted plant (laughter) i'm going to give san francisco one more year i've been here

since 1981 born and raised in the bay area i know that is not for me i'll keep on trying and if the struggle becomes too hard i'll have to move on i don't know where that will be but i love here so so much i used to dab he will in substances i don't do that i'm sober and part of the being is an and sober and happy to be able to play music and perform and express myself if i make. >> few people happy of all ages i've gone my job so i have so stay is an i feel like the piano and music in general with my voice together i feel really powerful and strong

when i shoot chinatown, i shoot the architecture that people not just events, i shoot what's going on in daily life and everything changes. murals, graffiti, store opening. store closing. the bakery. i shoot anything and everything in chinatown. i shoot daily life. i'm a crazy animal. i'm shooting for fun. that's what i love.

>> i'm frank jane. i'm a community photographer for the last i think about 20 years. i joined the chinese historical society. it was a way i could practice my society and i can give the community memories. i've been practicing and get to know everybody and everybody knew me pretty much documenting the history i don't just shoot events. i'm telling a story in whatever photos that i post on facebook, it's just like being there from front to end, i do a good job and i take hundreds and hundreds of photos. and i was specializing in chinese american history. i want to cover what's happening in chinatown.

what's happening in my community. i shoot a lot of government officials. i probably have thousands of photos of mayor lee and all the dignitaries. but they treat me like one of the family members because they see me all the time. they appreciate me. even the local cops, the firemen, you know, i feel at home. i was born in chinese hospital 1954. we grew up dirt poor. our family was lucky to grew up. when i was in junior high, i had a degree in hotel management restaurant. i was working in the restaurant business for probably about 15 years. i started when i was 12 years old. when i got married, my wife had an import business. i figured, the restaurant business, i got tired of it. i said come work for the family

business. i said, okay. it's going to be interesting and so interesting i lasted for 30 years. i'm married i have one daughter. she's a registered nurse. she lives in los angeles now. and two grandsons. we have fun. i got into photography when i was in junior high and high school. shooting cameras. the black and white days, i was able to process my own film. i wasn't really that good because you know color film and processing was expensive and i kind of left it alone for about 30 years. i was doing product photography for advertising. and kind of got back into it. everybody said, oh, digital photography, the year 2000.

it was a ghost town in chinatown. i figured it's time to shoot chinatown store front nobody. everybody on grand avenue. there was not a soul out walking around chinatown. a new asia restaurant, it used to be the biggest restaurant in chinatown. it can hold about a 1,000 people and i had been shooting events there for many years. it turned into a supermarket. and i got in. i shot the supermarket. you know, and its transformation. even the owner of the restaurant the restaurant, it's 50 years old.

i said, yeah. it looks awful. history. because i'm shooting history. and it's impressive because it's history because you can't repeat. it's gone it's gone. >> you stick with her, she'll teach you everything. >> cellphone photography, that's going to be the generation. i think cellphones in the next two, three years, the big cameras are obsolete already. mirrorless camera is going to take over market and the cellphone is going to be better. but nobody's going to archive it. nobody's going to keep good history. everybody's going to take snapshots, but nobody's going to catalog. they don't care. >> i want to see you.

>> it's not a keepsake. there's no memories behind it. everybody's sticking in the cloud. they lose it, who cares. but, you know, i care. >> last september of 2020, i had a minor stroke, and my daughter caught it on zoom. i was having a zoom call for my grand kids. and my daughter and my these little kids said, hey, you sound strange. yeah. i said i'm not able to speak properly. they said what happened. my wife was taking a nap and my daughter, she called home and said he's having a stroke. get him to the hospital. five minutes later, you know,

the ambulance came and took me away and i was at i.c.u. for four days. i have hundreds of messages wishing me get well soon. everybody wished that i'm okay and back to normal. you know, i was up and kicking two weeks after my hospital stay. it was a wake-up call. i needed to get my life in order and try to organize things especially organize my photos. >> probably took two million photos in the last 20 years. i want to donate to an organization that's going to use it. i'm just doing it from the heart. i enjoy doing it to give back to the community. that's the most important.

give back to the community. >> it's a lot for the community. >> i was a born hustler. i'm too busy to slow down. i love what i'm doing. i love to be busy. i go nuts when i'm not doing anything. i'm 67 this year. i figured 70 i'm ready to retire. i'm wishing to train a couple for photographers to take over my place. the younger generation, they have a passion, to document the history because it's going to be forgotten in ten years, 20 years, maybe i will be forgotten when i'm gone in a couple years but i want to be remembered for my work and, you know, photographs will be a

provide more generalized support. everything we do has really been developed over time by listening and thinking about what manufacturer needs grow. for example, it would be traditional things like helping them find capital, provide assistance loans, help to provide small business owners with education. we have had some great experience doing what you might call pop ups or temporary selling events, and maybe the most recent example was one that we did as part of sf made week in partnership with the city seas partnership with small business, creating a 100 company selling day right here at city hall, in partnership with mayor lee and the board of supervisors, and it was just a wonderful opportunity for many of our smaller manufacturers who may be one or two-person

shop, and who don't have the wherewithal to have their own dedicated retail store to show their products and it comes back to how do we help companies set more money into arthur businesses and develop more customers and their relationships, so that they can continue to grow and continue to stay here in san francisco. i'm amy kascel, and i'm the owner of amy kaschel san francisco. we started our line with wedding gowns, and about a year ago, we launched a ready to wear collection. san francisco's a great place to do business in terms of clientele. we have wonderful brides from all walks of life and doing really interesting things: architects, doctors, lawyers, teachers, artists, other like minded

entrepreneurs, so really fantastic women to work with. i think it's important for them to know where their clothes are made and how they're made. >> my name is jefferson mccarly, and i'm the general manager of the mission bicycle company. we sell bikes made here for people that ride here. essentially, we sell city bikes made for riding in urban environments. our core business really is to build bikes specifically for each individual. we care a lot about craftsmanship, we care a lot about quality, we care about good design, and people like that. when people come in, we spend a lot of time going to the design wall, and we can talk about handle bars, we can see the riding position, and we take notes all over the wall. it's a pretty fun shopping

experience. paragraph. >> for me as a designer, i love the control. i can see what's going on, talk to my cutter, my pattern maker, looking at the designs. going through the suing room, i'm looking at it, everyone on the team is kind of getting involved, is this what that drape look? is this what she's expecting, maybe if we've made a customization to a dress, which we can do because we're making everything here locally. over the last few years, we've been more technical. it's a great place to be, but you know, you have to concentrate and focus on where things are going and what the right decisions are as a small business owner. >> sometimes it's appropriate

to bring in an expert to offer suggestions and guidance in coaching and counseling, and other times, we just need to talk to each other. we need to talk to other manufacturers that are facing similar problems, other people that are in the trenches, just like us, so that i can share with them a solution that we came up with to manage our inventory, and they can share with me an idea that they had about how to overcome another problem. >> moving forward, where we see ourselves down the road, maybe five and ten years, is really looking at a business from a little bit more of a ready to wear perspective and making things that are really thoughtful and mindful, mindful of the end user, how they're going to use it, whether it's the end piece or a wedding gown, are they going to use it again, and incorporating that into the end collection, and so that's the direction i hear at
