districts to be compliant with our redistricting criteria. we do this every 10 years. after the release of the census data used to balance the populations of the districts. thank you. so what are the redistricting criteria? they are -- compliant with the u.s. constitution. california constitution and the federal voting right's act. compact knows. preservation of recognized neighborhoods and communities of interest could be you go social, cultural or economic. something to keep inspect mind that communities of interest says don't include reps with political parties or candidates. so when you get to public comment keep this in minds. >> social economic and

cultural interests. next slide. the upon 14th amendment requires that the districtsum roughly equal population. y where one person and one vote from the equal protection clause. pap populations are arc lawed. plus or 1%or minus one % of mean arnold 800 people. at maximum plus or minus 5% of mean or 4,000 people. from the mean. >> the district map comply with the voting right's act to protect racial and language minorities. this side situation. our jab is to get close to the mean as possible. meet the population

contiguous. travel from any location and any other location without crossing another district. areas had meet only at points of arc johning corners are not contiguous. directs should be compact. does not by pass areas of population in order in favor of more distant populations. so what are our -- the next steps for the task force in this final stretch? through a mapping process the task force will create the final district map. the task force will exercise the legal responsibilities creating the mapful knowing this areas must be changed to be legally compliant. each move on the map will impact one or more of district it is. the task force needs the

thank you for sharing comments. >> good evening i'm margaret cooley i live at fifth avenue and california. sometime in district one sometime in district 2. and like many people of us in the rich mondistrict i consider myself richmond. i'm a working class rent in a multiunit building. it is my hope to live there for my life. which is not an easy task if you are retireod on a modest income. many of us as seniors depends on city services. to my north and a couple blocks is a different world. comprised of the wealthiest homeowners in our city and

perhaps the entire world. think about that. than i live in sea cliff and presidio terrace. you are maps 4d. if you do that it changes the median income of an entire district. somewhere to the joke martha made. where an entire district dependsos resources to surverify in the city this is not in my economic interests or the economic interests of any moderate income person. our protection you must not raise our median income. please, move us to the east. not north. >> can we get the next speaker please. hello i'm julie pit are a

white enclaves which restrictive covenant to the task force and many of the people in the room. restrict covenant is illegal. it reflected that history. when you ad them, you disenfranchise and dilute the communities in district one. working class, renters and the asian communities. the very groups your guidelines are intended to empower. the interest of those groups include rent control. food banks, services for the poor and elderly. money onling wal. housing for middle and low are income people. accessible public schools.

who like what you have done with the maps. previous iterations were linear. as joke to friend its felt like you take it up to the breakers at some point. a long district. i like to see a compact district. but what i like to say and what come with the map in front of us. like to remind the task force that there are different districts that have been under represented for a long time like district 6 and it does have to shrink it is where the majority of growth will come from in our city in the next few years f. we keep it close to the maximum as it has been in drafts tell continue to be under represented again. i would like consideration. there are a lot of parameters it does not seem it might be in keeping with the rowels that are put out. i think that it is manage that should be considered this is

we proposed a unity map will achieve that. we feel fortunate nought man for district 10 you are looking at is very close to that and does most behalf it is we sought to do throughout this time before the task force. and so while we know you have a lot to consider tonight you heard lines that people once have drawn you will hear about more. population balancing and neighborhood movement. understand that and get that. tell be difficult. we are asking that you hold district 10 in 4 d as on close as you can. if you make changes hope it is toward the direction of the map. i think we got one right now. hope we can balance the other thing without touching the thing we have done well.

>> hello commission i'm cam suit that i'm a passionate proponent of preserving district one as a community of renters that allows for our chinese speaking residents to have i voice in the political process. draft map 4d would devastate our communities ability to give voice to the neateds of rent controlled renters. i lived at 7th and anthem for 11 years. devastated 80 of my across the street neighbors in a unit paid 550 thousand dollars for their home. it devastate the ability of new residents the family that move in the to a 2 bedroom condo for 1.3 million dollars around the corner from people sea cliff

and presidio represents the wealthiest people and homes in our entire city. their community of interest ask aligned with many of the neighborhoods in district 2. as we work on finding bounds reals that will allow long-term residents like me to continue to live in a neighborhood supported by transit including the 31 balboa bus, we need to have a community that stretches east and i ask to you please drop a line of lake. don't go north of lake when drawing the district one upon boundsary tell be a vote for gentification and whole foods not [inaudible] not grocery outlet and not smart and final. i really appreciate your

assistance. meals, home delivered groceries the list goes on. we are part of a few cbo's with language and cultural skills to provide services and resources to asian americans pacific islander. russian speaking, old are adults and people with disabilities so they can continue to live in their homes. populations are low income or if i canned income and many are limited english speak. adding in the district one areas with higher income low are rates of english speaking households and older adults and adults with disabilities, neighborhoods such as sea cliff and presidio, the least resource community members would have needs competing with the most resourced residents of san francisco. this could compound the grant funding opportunity.

limited funding. in 2018, 19, 553 people living in the richmond district where high risk of food insecurity. the lines you draw impact the funding support they receive. during dcys funding cycle d1 received the least amount of funding and serves more youth and families than 3 other districts. we hope that when the final lines are drawn you will keep them in minds as we work to serve the vulnerable seniors and families to ensure serviceers accessible. thank you. >> thank you for sharing. next speaker, please. >> good afternoon. task force, i'm jan mccormick i'm here to speak with my neighbors. please, keep district sea cliff out of district 1.

next speaker, please. >> hello. to the members of the redistrict task force and to chair person townsend. i'm pamela lee. my husband and i are long time home ordinance residentos 16th avenue. i'm a retired school teacher. my son and daughter in law are part of the 60% renters who thankful low lived in a rent careered unit in richmond. at seventy-four years old now my husband and i have been trying to figure out how we can move forward with aging in our changing needs. we don't want to be a burden on our family. we strife to age with the best of health possible. and to be able to tribute

continue to contribute to the community. i tell you, my daily life is enriched by the cbo avenue like the senior centers that were mentioned. because they are in tune with our aging asian long time residents like me. as a retired american federation of teachers local 2121 i long along with other retirees volunteered at the local food bank and distribution cites. there, i have and you can witness the poverty that exists in the richmond. the interests of the sea cliff and west clay park will be in competition with our working class interests and the many nonproffers the few struggling that exist. while we must expand, please,

appreciative you considered keeping the hate in d 5 which is of great importance. upon many neighbors in the western part of the district in sunset are correspond. looks like now have you a border. this is a part of our district community with the carl street and irving street corridor with ucsf and golden gate park andin are sunset renters reflective of d 5 than many of them were home ordinance that are further out in the sunset. we do ask that you keep golden gate park the eefrp part in d5 as well. it is an extension of the hate/ash burr and he includes the stadium and the hall of flowers part of district 2. and then with many of our neighbors in d 4 we support

i'm glad there was some responsiveness to the opposition in the previous maps with 4d map of district one has serious problems. the map seems to have been more influenced by the interest of those who believe because they go to a farmer's market or walk to i play ground they belong to a community. we are by law compelled to redefine district lines. serving the needs of communities within the lines and the real community is one that shares a common experience and circumstance that enable the discern am ofave collective interest. as a japanese, american my parents came to the district after displaced by the concentration camps and then the destruction of our historic communities by redevelopment. other asian groups have struggled for years to live here. over coming racial cover then

boundaries of district ten that's in map four d like delta. we live in a former industrial landscape with areas formally zoned for polluted -- for 20 plus years, bay view, hunters point, a trar potrero and dog patch worked together and please don't use our freeways as dividing lining. they pollute and dissect our communities and don't divide our efforts to work on pollution and traffic safety and urban planning. the community work works together for 20 plus years starting with supervisor maxwell terms and shutting down power plants and reducing accidents and fatalities on our road and three current projects, two in bay view and one in dog patch on one than less 2 miles of road which accounts for 112 accidents and we need safer
