districts to be compliant with our redistricting criteria. we do this every 10 years. after the release of the census data used to balance the populations of the districts. thank you. so what are the redistricting criteria? they are -- compliant with the u.s. constitution. california constitution and the federal voting right's act. compact knows. preservation of recognized neighborhoods and communities of interest could be you go social, cultural or economic. something to keep inspect mind that communities of interest says don't include reps with political parties or candidates. so when you get to public comment keep this in minds. >> social economic and

cultural interests. next slide. the upon 14th amendment requires that the districtsum roughly equal population. y where one person and one vote from the equal protection clause. pap populations are arc lawed. plus or 1%or minus one % of mean arnold 800 people. at maximum plus or minus 5% of mean or 4,000 people. from the mean. >> the district map comply with the voting right's act to protect racial and language minorities. this side situation. our jab is to get close to the mean as possible. meet the population

requirements. upon is this cycle is 79, 545 people. the chart -- and the 2020 census population. you see -- districts 1, 3, 4, 7 are all -- far too under populated. you notice a pattern they are the west side districts. districts 6 and 10 are over populated. within not surprisingly they are on the east side. districts should be contiguous all parts ah jaysant to the another part of the district. separated by water and not connected by a bridgeor tunnel or ferry service are not

contiguous. travel from any location and any other location without crossing another district. areas had meet only at points of arc johning corners are not contiguous. directs should be compact. does not by pass areas of population in order in favor of more distant populations. so what are our -- the next steps for the task force in this final stretch? through a mapping process the task force will create the final district map. the task force will exercise the legal responsibilities creating the mapful knowing this areas must be changed to be legally compliant. each move on the map will impact one or more of district it is. the task force needs the

compromise with district 4 and 7. and rather than have the sunset split in 3 districts the way it has been, we were prosecute posing that along 12th avenue from lincoln to kirkum with the western asian half of being returned to being kept before. and that increases their population requirements. eastern most portion from 12 to fifth avenue go back 57 and everything east of sixth avenue and outside the inner sunset proper; including usf and the usf territory to the north. retained by d five this will be closer obviously to the 2021 lines. that would allow for a splitted

sunnydale, po tero hill. annex. hunter's point and hunter's view and alice griffin are my communities of interest. if these communities are divoid i believe this the be a violation of the voter right's act. black people concentrate in the public housing due to the historical housing discrimination in san fraif potreroo hill is moved out of district 10 you will dilute the black voter voice of d10. >> thank you for sharing your comment. next speaker, please? >> good evening. i'm martha golden. i am a residents of d 1 the inner richmond.

i'm a homeowner. i'm middle class white woman. i'm a retired judge. i am probably the oldest person in this room. not quite 94. my gosh! [applause] i risked my health being in a closed room with a mask on. just to say one thing to you. that is, please, do not hoist upon d1 sea cliff and prosshgsz is i don't heights the enclaves were established to keep those people away from wealthy white

people. those enclaves and forced restrictive cover evident to the day well is a wealthy white community. what is the problem? i actual a joke. not original it is old. i as a resulted it sloit lie. when jeff bezos walked in a bar, everyone becomes a billionaire. what is the significant cans. d1 as it is constituted 60% renters. i'm sorry we have to move on to the next speaker.

thank you for sharing comments. >> good evening i'm margaret cooley i live at fifth avenue and california. sometime in district one sometime in district 2. and like many people of us in the rich mondistrict i consider myself richmond. i'm a working class rent in a multiunit building. it is my hope to live there for my life. which is not an easy task if you are retireod on a modest income. many of us as seniors depends on city services. to my north and a couple blocks is a different world. comprised of the wealthiest homeowners in our city and

perhaps the entire world. think about that. than i live in sea cliff and presidio terrace. you are maps 4d. if you do that it changes the median income of an entire district. somewhere to the joke martha made. where an entire district dependsos resources to surverify in the city this is not in my economic interests or the economic interests of any moderate income person. our protection you must not raise our median income. please, move us to the east. not north. >> can we get the next speaker please. hello i'm julie pit are a

residents of g1 the richmond district. i want to thank chair towns ends and the task force taking on this difficult work. >> adding presidio terrace would be a big mistake i worry about my neighbors that are low are income that they will not access the resource they need. it is a difficult time in the recent years to hang on in san francisco i don't want to see my neighborhood ripped arc part with people who cannot live there because they cannot get the help they need. please issue expand the map toward the terrace. rather than taking on the most

community than in the rest of the richmond proirm low that advocate they have more in common with district two than one help us expand. >> thank you for sharing your comments. next speaker, please. >> good evening. redistricting task force members. i'm laura golden. i am on an approximately 40 year resident of thein are richmond district one. i am a homeowner. i'm asking you not to include sea cliff and presidio terrace in district one. these communities should not be added because they are former gated communities. developed as exclusive wealthy,

white enclaves which restrictive covenant to the task force and many of the people in the room. restrict covenant is illegal. it reflected that history. when you ad them, you disenfranchise and dilute the communities in district one. working class, renters and the asian communities. the very groups your guidelines are intended to empower. the interest of those groups include rent control. food banks, services for the poor and elderly. money onling wal. housing for middle and low are income people. accessible public schools.

these are not interests supported by adding sea cliff and presidio heights. move the brown reals and the current lake street upon bound real to third and accomplish protection of the communities expanding the district. thank you. >> thank you for sharing. the next speaker. >> i'm paul hog art i live at 1560 sacramento street in knob hill. it has been district 3. i wake up today and find out this map you are pushing mow and a chunk of my neighborhood in district 2 this is a middle class neighborhood of renters that has more in common in china town and our city attorney elected to represent district 3 lived in that neighborhoodch i know that district 3 is close to

the max 2's the minimum. i'm upset because you are taking russian hill and in district 3. russian hill has more in common with the marina and specific heights than my neighborhood in knob hill. i'm requesting if you have to shrink the size of district 3 russian hill is i better fit. i want to echo district twold not have the under talent if the task force had not removed sea cliff and put it in district one. keep them in district 2. russian hill in district 2 and keep my neighborhood in district 3. thank you. >> thank you for sharing your comment. next speaker please? >> good evening task force i'm jane. good to be in front of you today and not on the phone. i guess i'm the rare d1 people

who like what you have done with the maps. previous iterations were linear. as joke to friend its felt like you take it up to the breakers at some point. a long district. i like to see a compact district. but what i like to say and what come with the map in front of us. like to remind the task force that there are different districts that have been under represented for a long time like district 6 and it does have to shrink it is where the majority of growth will come from in our city in the next few years f. we keep it close to the maximum as it has been in drafts tell continue to be under represented again. i would like consideration. there are a lot of parameters it does not seem it might be in keeping with the rowels that are put out. i think that it is manage that should be considered this is

we proposed a unity map will achieve that. we feel fortunate nought man for district 10 you are looking at is very close to that and does most behalf it is we sought to do throughout this time before the task force. and so while we know you have a lot to consider tonight you heard lines that people once have drawn you will hear about more. population balancing and neighborhood movement. understand that and get that. tell be difficult. we are asking that you hold district 10 in 4 d as on close as you can. if you make changes hope it is toward the direction of the map. i think we got one right now. hope we can balance the other thing without touching the thing we have done well.

>> hello commission i'm cam suit that i'm a passionate proponent of preserving district one as a community of renters that allows for our chinese speaking residents to have i voice in the political process. draft map 4d would devastate our communities ability to give voice to the neateds of rent controlled renters. i lived at 7th and anthem for 11 years. devastated 80 of my across the street neighbors in a unit paid 550 thousand dollars for their home. it devastate the ability of new residents the family that move in the to a 2 bedroom condo for 1.3 million dollars around the corner from people sea cliff

and presidio represents the wealthiest people and homes in our entire city. their community of interest ask aligned with many of the neighborhoods in district 2. as we work on finding bounds reals that will allow long-term residents like me to continue to live in a neighborhood supported by transit including the 31 balboa bus, we need to have a community that stretches east and i ask to you please drop a line of lake. don't go north of lake when drawing the district one upon boundsary tell be a vote for gentification and whole foods not [inaudible] not grocery outlet and not smart and final. i really appreciate your

assistance. meals, home delivered groceries the list goes on. we are part of a few cbo's with language and cultural skills to provide services and resources to asian americans pacific islander. russian speaking, old are adults and people with disabilities so they can continue to live in their homes. populations are low income or if i canned income and many are limited english speak. adding in the district one areas with higher income low are rates of english speaking households and older adults and adults with disabilities, neighborhoods such as sea cliff and presidio, the least resource community members would have needs competing with the most resourced residents of san francisco. this could compound the grant funding opportunity.

they are scored and awarded based on district demographics. i respectful low ask the task force members to keep the rich monds. providing fair representation ensugar our clients have the provision of relevant services now and in the future. >> thank you. next speaker, please. >> hi. i'm michelle i'm the executive director of the richmond district neighborhood center. thank you for the work the commitied is doing. we acknowledge this is in the an easy task the change of demographics cbo's phased more budget resdukzs there are no needs in the richmond is not further from the truth. there are income disparity and pocket of needs to address woman

limited funding. in 2018, 19, 553 people living in the richmond district where high risk of food insecurity. the lines you draw impact the funding support they receive. during dcys funding cycle d1 received the least amount of funding and serves more youth and families than 3 other districts. we hope that when the final lines are drawn you will keep them in minds as we work to serve the vulnerable seniors and families to ensure serviceers accessible. thank you. >> thank you for sharing. next speaker, please. >> good afternoon. task force, i'm jan mccormick i'm here to speak with my neighbors. please, keep district sea cliff out of district 1.

keep porcontraryo hill in 10 and the western edition with hate and ashbury included and tendser line and soma together in district 6. i urge to you consider the public comments that have come throughout the week and the weekend. encouraging to you do all of the things we are hearing from the community and the community over the weekend and hearing from the community last week and will continue hearing from the community over the next couple weeks. feels like heard a lot from district one about how district one is -- they are renters and people who do not associate with sea cliff and urge to you consider their community. and this community and san francisco community and keep this community together with the renters there. next speaker, please. >> hello. to the members of the redistrict task force and to chair person townsend. i'm pamela lee. my husband and i are long time home ordinance residentos 16th avenue. i'm a retired school teacher. my son and daughter in law are part of the 60% renters who thankful low lived in a rent careered unit in richmond. at seventy-four years old now my husband and i have been trying to figure out how we can move forward with aging in our changing needs. we don't want to be a burden on our family. we strife to age with the best of health possible. and to be able to tribute

continue to contribute to the community. i tell you, my daily life is enriched by the cbo avenue like the senior centers that were mentioned. because they are in tune with our aging asian long time residents like me. as a retired american federation of teachers local 2121 i long along with other retirees volunteered at the local food bank and distribution cites. there, i have and you can witness the poverty that exists in the richmond. the interests of the sea cliff and west clay park will be in competition with our working class interests and the many nonproffers the few struggling that exist. while we must expand, please,

keep the district at lake street and california but expand. along lake street to third avenue and xandz. thank you. sorry it cut off we have to hear the next speaker. >> good evening and thank you for your attention to my concern i'm kathy a residents approximate renter in d 1 for 30 years. as a retired teacher i not only want to age in place i'm concerned about the trend more value in san francisco and minimize rural and middle income voices. 60% of d1 are residenters rent ands 40% are chinese speaking low and middle income earn and ares retire ears to protect our residents i urge the board to

extend d 1 east usf and andza vista divisidero and keep the line at lake and california expanding lake street to third avenue. i responsiblesed sea cliff and presidio as exclusives neighborhoods the difference in wealth and residence denials of the structures d1 is ecorbit tan which influenced our daily concern. don't dillow the voices in low income brackets and expand east not north to sea cliff and presidio terrace. >> thank you. thank you for your comments. next speaker, please. good evening i'm tad buckner a d5 residents and my fellow residence denials are

appreciative you considered keeping the hate in d 5 which is of great importance. upon many neighbors in the western part of the district in sunset are correspond. looks like now have you a border. this is a part of our district community with the carl street and irving street corridor with ucsf and golden gate park andin are sunset renters reflective of d 5 than many of them were home ordinance that are further out in the sunset. we do ask that you keep golden gate park the eefrp part in d5 as well. it is an extension of the hate/ash burr and he includes the stadium and the hall of flowers part of district 2. and then with many of our neighbors in d 4 we support

their efforts to have d4 go from 17th to funston and kirkham and ad that going to funston on the eastern side would be down to kirkham for d5. so -- we support our neighbors instead of south of slot to extend 17th it funston. we are with the people of d 1 to not include sea cliff and presidio terrace and instead to ad it in d1. thank you very much y. thank you for sharing comments. the next speaker, please. >> my don and i'm a lifelong residents of the richmond district. does not please mow to feel the need to be back and i hope another 10 years passes before i return.

i'm glad there was some responsiveness to the opposition in the previous maps with 4d map of district one has serious problems. the map seems to have been more influenced by the interest of those who believe because they go to a farmer's market or walk to i play ground they belong to a community. we are by law compelled to redefine district lines. serving the needs of communities within the lines and the real community is one that shares a common experience and circumstance that enable the discern am ofave collective interest. as a japanese, american my parents came to the district after displaced by the concentration camps and then the destruction of our historic communities by redevelopment. other asian groups have struggled for years to live here. over coming racial cover then

that barred them from the city's existence. they are my community of interests. the map under consideration ads embarrassed it d2 that are white and wealthier than d 1. this delusion of my community will cause harm. and contrast xandzing d 1 to the east in the more similar vista area would not. with will 3 block in lake street to third avenue will expand the district to under 5% deviation and cause the least harm. the choice is clear. maintain our demographic and expand east. or diminish us by going north >> who interests will you serve. >> thank you for sharing. the next speaker, please.

the tenteder line coming to d 5. i will explain the blood and crips. let me explain the cartel. that is the tenderloin. when you begin to mix the 2 groups up, somebody's going to get hurt. sooner or later have you to cross those lines throughout the city. another concern i had was the library. and d 5 ref main mostly from the concern to people who are working with are okay with that. i wanted reminds you death does come quickly when decisions are made by you and others that don't understand the community.

presidio from district one. that area is conducive to our district and communities of interest. i want it say that line of exclusivity from the sea cliff has been there. as i was a child raise the it was different. and divoid more. it is you in just millionaires it is billion arias. people are not worrying about the next meal and people in the sea cliff who go to din are i have people in the richmond who told me as supervisor eating cat food for din are because they run out of money. these are people in my district that need help. it is killing our cbo's in theics sdrt helping the elderly that the richmond district senior center. all signed an all right. keep the sea cliff out.

slot. the maps switch. and we now are looking at a map uponeen though 4d is excellent, for d6 and 5, perhaps. going south of slot -- has not come up. at the meetings. i listened every meeting. d7 people want to stay in d 7 from the wealthy neighborhoods and separated houses. people nothing in common with d 4. now the map is going in that direction. that's the wrong direction forim guarantees, working class community of going east. and it is it is everything you could it is the same situation adding the super wealthy. change the demographics of the

we rely on travel and the same transit lines as the neighbor. we cannot have a historical communal of interests which is single family from walnut hill. minority vital worn standing. massive institution impacts on adjacent neighborhoods. d7 folks put manner and lake shore back in d 7 where they have been and where they fit best unlike thein are sunset. balance achieved keeping sunset in d 5 if you follow by the predecessor. d4 to 17th avenue. moving the border east to funston will satisfy the request of residents. youin are sunset and rest of d5

the city share economic interests. you heard from residence denials talked about walking from the retch monday and sea cliff is like walk nothing a different world. and in fact the voting patterns shown over time they kin low vote against the very issues that are important to the residents of d 1. expanding rent control. affordable housing. tax and transit measures. when it come to economic interests they are far arc part. and when it come to social interest. any doubt that sea cliff and presidio with historical legacies of racism don't share a social any with the asian american community makes up 42% of d1. movingly them to my district will harm the social interests of the community and working class renters. and it will negative low impact

and not just merchant and it includes tenants that live above commercial space and mixed-use businesses and the task force talked about neighborhoods and districts coming together and compromising and making hard decisions. this is exactly what d4, d5 and inner sunset community members have done with the boundaries. please keep the eastern and golden gate park in december 5th as well as this impacts the adjoining neighborhood and removed for no apparent reason. regarding district 4 as a former laurel high school student, my friends and i would never cross lowell while in school. we would go to lake shore plaza to get food or go to stone slope. it's a dividing line. the houses in slope is different and it's a different neighborhood from the sunset. i also support calls to keep sea cliff in district 2 and d1 to pickup population to the

which allows the tenderloin to stay united and keep the cultural districts whole. there's significant use to revise four d to meet community needs. i support keeping the tenderloin and west hill map, all three cultural districts together in b6, however, district 3, i think we is this shrink south of market to exclude the areas east of main because with the area plans, they're increased levels of affordability in those areas and they are more diverse and the district three. we should ensure middle and low-income renters are not moved into a majority homeowner district. the district should shrink on the north including russian hill and

chinese-american. the map is in inequity and current iteration which is allowing the westside have a negative population deviation while pushing positive deviation to the eastside. it's unacceptable that district three borders are going into the bay so western neighborhoods don't have to grow. polk and russian hill are a part of district three and should be unified which are neighbors and lincoln hill, i think it would be better served by paired with other developing neighborhoods like treasure island, mission bay and dog patch. also unify asian communities in (indiscernible), those are working class communities that have more in common with bay view and hunters point. it's a median household of 127,000s and 6 and 10 shouldn't be underrepresented. they can keep -- so, the deviation allowance is a tool of

histories to improve equity. d5 history is worlds a part from the residents of the detached homes and mansions that provide over the d7 district. sunset is 2/3 renters and 1/3 homeowners and sunset residents fought for seven years to save its residents mix of older homes from demolitions and preserve its working class renters. i don't know of any d7 leadership or participation in the anti-displacement and affordable housing campaigns in the 1970s and 80s here or with the -- that was ownership or limiting u.s. -- uscf expansion. inner sunset

are saying to you. our problem in san francisco is everything is political. we can't rely on the transparent application of the rule of law. the task force is a specifically directive. to one, make districts equal in size and two, make them compact under the federal voting rights act. to take into account communities of interest, but not communities of interest declined by anger, fear and hateful speech. hateful speech and fear of angry is discharging our neighbors north of lake street, it is distressing and there's more renters in d2 than d1 regardless of the facts you have heard tonight. we're talking about 90-year-old homeownership -- it's fear mongering and troubling. it's no right to be in our political discourse. maps

four b show the obvious compact organization of the standard deviation of d1. you can't unring the bell. chasing north of lake out of d is gerrymandering and cannot be legal to exclude the neighbors adjacent of d1 by extending the dog length out of the pan handle. let's state the obvious. rising sf is righteously instilling hate and fear to protect the political power. i have high hopes your task force will do the right thing and follow the law and not politics. we have the rule of law to rely on to protect all of our rights, please keep everything (indiscernible) than the map of district one and please make d1 compact and as long to one percent standard deviation as possible. >> your time has conclude. thank you nick for sharing your comments with the task force. i'm going to jump in and just

your neighbors, the first question is, are you a homeowner already a renter? it's about things that are much deeper than that. i'm also very concerned about a lot of folks saying loud. we're political and try to make a case that oh, this district, we need to keep it aggressive. we need to keep it moderate. this isn't supposed to be a political process. it's supposed to be about keeping districts and communities whole and equalizing the population to make sure there's not an imbalance between the western and eastern side of the city and make sure we're following the voting rights act. i'd like to say sea cliff, i grew up in the (indiscernible), sea cliff is a part of d one whether i agree with their politics. i'd ask you
