questions. one of the things i know we have been talking about as a board is student out come and metrics and assess ams. i understand that the grant application and the plan is you know you are responding it very specific questions from the state but one of the things that struck me was not that much detail on assessment. not detail on how metrics would be establishd and how we would know whether --the funds were -- successful in improving the goals of this one time grant. i want to wondering begin that it is i one time grant where you see this in terms of long-term. begin it seems like tell be house in the the cent roll

office. well will not be additional staff hoired to support the work i'm thinking long-term we have seen the one time funds coming in and then they are not there in the future. i wanted have that long-term perspective as well. >> thank you for those questions. first one around am metric and how we will follow the data we track student data. if students are on track for graduation. we look at credits and their grades. and approach students to being if we see they are off trok to ensure they will have an opportunity to get back on electronic to graduate. so that's the primary ways we -- will be assessing for this
7:34 am
grant. in terms of long-term, our department applies for multiple guarantees we look for opportunity on going to ensour we are able to continue to fund the numerous program this is support students on track graduation. commissioner ward did you have a follow up vice president boggess. >> could staff talk a bit about like what we will see with the dollars we are getting. understanding when we are doing with the money as far as scale and reach of the funds what does this look like for us and if you could give us a picture of how does this money compare to other
7:35 am
money the district is putting toward the efforts or things to have a bit of perspective on this? >> thank you. commissioner for the question. in terms of scale. we have never had this opportunity from the state before and it is a substantial grant. it is our intention to expand our current programs mentioned conferage or dual enrollment and other post secondary students. so i think we will have to gauge moving forward how the dollars will impact our opportunity to reach more students in the populations. and please say where you are second question one more time for me. or direct me to -- what it was of the moment you asked i went

blank. what it was. i didn't get to right it down in time. if it come become ask it. >> doctor priestly a follow up. i welcome the opportunity to work with staff you know as we look forward that it is a multiyear grant. it is i understand one of many grants that we are talking about when we talk about on track and graduation rates we like to look ahead not at this moment but put in our planning processes of what makes sense of a reporting -- you know to the boards a cycle. a calendar we robbery talking about that. with doctor matthews and really looking at a consistent calendar to see of the different parts of the year what can we expect. how does this tie back in our well cap and sight
7:37 am
improvement plans. being you will see being brought forward boy the board and members in welcome the opportunity to work with superintendent and staff moving forward. and vice president boggess. a follow up i had. what i was curious about was looking at the additional information, attached and the rates based on ethnicity and race through a-g completion rates this will bridge the back for students below the district average or feel this will be another part of our efforts to bring that up or feel this is is i large aim of money is it serious enough where we should
7:38 am
expect to see a massive turn around especially for our african-american and pacific i landser or latin open student. or is that too much of an expectation. how excited should people be about this process can when we are able to do to deal with the gaps we have? >> so i think we are inexcited we will see incremental gains the dollars called to support english learn and ares students and foster yourth as part of the grant. in looking in those categories, over time, over of the next several years; we are hopeful ly will see the dollars having impact for the under served populations. >> thank you. i think for mow as a board member the importance for us to examine when we mead to do at a board level to support and giving additional support to helping close the gap and making
7:39 am
sure we have larger growth overnight next couple years. thank you. >> commissioner hsu. >> i remember what commissioner's second question was >> we are reading one another's minds. which was how much are these guarantee not guilties context of when we are already spending toward the effort. we are several we apply for on a regular basis. it is important to note we have received there has been reductions and verse fundings. this will take the accomplice of i funneling we have lost. but and then also give us additionaling funding. so, this -- this is a gain in

7:41 am
public around the public with-g. and in the passing for -- to answer commissioner boggess 'question. it has been 3 million dollars of peace funding in the past. i know this changed where we are in the budget cycle this is a significant long-term longish term commitment for a-g recovery which i am excited about and maintaining the reps we already have in place and make sure they are continuing to be strengthened. you know, i love out come and i love report and knowing who of our students are served and where they are served. which cites we are reaching and not reaching. and the demographics of profile it is we are successful with. the extent we report i see in the -- this principle there is
7:42 am
not much reporting. well is one december 31 vment 2023 and you go 31, 2026. i say with confidence this board will be interested in building out quarter ly reports orranual reports. i would love to see those. so. commissioner alexander. i wanted build on the comment around the how much of is this compared to the over all budget. i think am that the board moving forward will be interested in getting reports that cross funding source and -- think about things in terms of function. so thato say, okay here is when we are spending, success. if one i don't remember to the
7:43 am
next we transfer funds to the general fund had is important to know. well is a high level of arc counselability and this system is not being used. we are interested in a system. that is transparent and frank low to all the money. this -- this level of reporting i think to the board is when we are interested in. moving forward i'm seeing nodding. if we talk more about that. in budge committee that is what our expectation will be moving forward. >> thank you, all for your comments. >> at it time a roll call.

ahead of it. and proactive hearing the needs of families seeing there are students this tloif in the virtual program and build it out with the different level interesting lead time we had. that's the thing. we will say the same about in person. that's why we try to keep the numbers conservative. in terms of who we prioritize those are details we need to work out in communication with you all but give feedback from our families who are participating currently. we have not naild that down yet this are details we have to figure out once we get approveed have a virtual school. i have a final comment before i want to hand it off to others i
8:07 am
share commissioner hsu's hesitance because of the processing. knowing this i know we have a tight dead line and that well is a reason why this was on the up for this board meeting but referred to the curriculum committee. i'm worried when we are members of the curriculum committee aing than i did not get the information and in the i recommendation is concerning especially in creating an entire school. from i student's stand point we have independence high school is the closest to the virtual academy in independent learning. and independent high school help is flex believe and i know students have, let of choice with scheduling but have an in person component to schooling whether it is 15 or 5 to 15 hours on campus. long the lines of that.
8:08 am
they have to be they have some component of in person and the youngest learners k-8 i'm concerned about not regular some aspect of this in the program and come molest low virtual. i understand the difference circumstances why families might choose is virtual option for students. those are my immediate thoughts. i will hand it become to my president lam. >> thank you. commissioner weissmann-ward. >> thank you. >> and thank you doctor and i want if say, i appreciate crediting as many environments that are inclubhousive and that are responsive to all of our students needs. i think it is critical and it is important. so that's the foundation why i'm
8:09 am
the next set of comments will build from. with this the case, i am very concerned with the pace here. and i think that when we have seen as a district there has been a lot of actual crisis and actual need to move quickly perhaps without the ability to enengage in the thoughtful intentional w because things felt like were on fire or covid was exploding. i don't know in if this statute time i'm not comfortable moving forward way structure ral deficit in play where well is, i understand the initial funds funds will go, way what is the long-term budget impact if we don't know now begin that there principal arctrician and all of the other major real financial
8:10 am
whoa's to me, to set up a new system without fixing the systems that need fixing. is concerning to me. and so i think that i would be interested and thinking about how to enengage in the process for to think about whether it present for a future school year but that the pace of this program now it feels like it is in the a comfortable one i'm not one i'm comfortable working with. i think sometimes there are crisis where we need to move quickly. i don't know if this is one. i want to say that. i worndz if you could give -- a
8:11 am
bit of the time line of how we got to this point and speak a littles about the decision for this to come before the board as a special order item versus through regular process. and restate the dead lines that we are facing as far as the commitment to this? >> the dead line for to yous get this in to get i school code is may second. >> the dead line our movement is time line is we -- did express interest in online virtual school option. with that considered the option. that was a key driver. another is this if bow are to open up the model for the school
8:12 am
year we would families to consider this option and enroll students in the option within our larger enroll am system. it is another option or reason for time line in terms of our thinking about virtual optioneen left year i say when we wanted to when we started the virtual program i try to say again for me as an educator this might be something we want to consider. several other districts offer virtual learning options. some opened them in response at this time pan dem and i can others had options prior to that. we than sfu sd tries to be creative how we can attract and maintain our students and families and so we always thought we were enengage in the
8:13 am
designing distanced learning and build up the options and always excited about the possibility of this being something to add to the portfolio temperature is not i new idea and in terms of how soon and why we do it we see interests and saw a lot of families who wanted to inn roll. we did not accept every family who applied the interest is greater. and wanted to be responsive to the families who enroll exclude stayed in the program and notteen covid situations not able to get in the program. could you add more about the long-term thinking about them school. and the except this we are thinking of this becoming something added to our portfolio than more of a pandemic
8:14 am
response? >> at this find is a virtual program. and what that monies our students are enroll in the their home school. which monies that those classrooms or students were in the [inaudible] and in some ways duplicating efforts we pay for the educators to teach in the virtual format and seats unfilled. our interests to moving virtual school model is to be -- more
8:15 am
fitsically responsive. while providing the virtual options to families. >> could you i guess talk to what happens if we don't pass this today? and how that affects the planning that is taking place and families expectations to have an option for on lean learning for k-8? what happens if we don't pass it today and how does this impact the plan and availability of online learning circumstance-8. ? i guess we go back and ask staff and think about and think about the options if you did in the want to condition.
8:16 am
we are paying for educators to engage them in the online format. commissioner alexander. one was -- technical for general counsel. um00 eye was curious normally when we pass onning submit first reading we suspend the rowels i'm curious hathis does in the seem to be on that type of a -- can you help me understand. >> well is no clear distinction in your rules what should be a special and ared what are is a resolution. residence lougszers a first and second reading unless you suspend and policy changes are first and second reading this is in your rowel and procedures.
8:17 am
what is not spelled out a special order and when should have 2 readings. this was i gray your. we can do 2 readings i think with the time consideration that is a choice the board has to make. >> thanks. >> i was trying to understand. normally it is just for the new colleagues when well is something without a second reading we vote to suspend the rule bunkham requires 5 votes. i was not understanding why this one. the second question around budget implications. since it did not go it budget and the normal process. when are the can we get in is there a budget analysis? we have worked with the budget team to think about the cost of
8:18 am
the cool and staffing of the school for the school year. and the budget team is wed with us to use fundses to do that and do this model. and the funds in the purpose and the goals of the school model arc lined. we are work with our budget team to build out funds and have a plan where this school fit in projections going forward. would it require an increase in spending over what is happening now in the virtual the -- on lineup learning programs existing now? >> i would want to come become with more as i enany knowledge with budget but my assess am the cost savings we are finaling we are duplicating efforts and holding our [inaudible] superintendent lee turned your screen oi don't want to misspeak
8:19 am
the program model is more sensitive we are paying for children in school who are not in school i will defer to superintendent lee. you will add a bit and -- the -- use of -- funds this is -- i think you may recall for all commissioners there was a -- third -- krierz relief pack knowledge passed in march of left year in 2021. contained a significant amount one time funds for circumstance fu sd and districts across the country. there was a reservation of 20% of funds this each district received through that package that was identified for learning loss or recovery as we have been
8:20 am
calling in our district. and those other funds this we worked with -- the superintendent and her team to associate with the costs for the upcoming the initial year and the first couple years. as i think commissioners know those funds are within time funds. and once they are spent, they will not continue. so -- they are sufficient to -- cover several yers. i think the expiration date is 23/24 or assessment of 24. that would cover a couple of years. special beyond thap we need to do more analysis to determine
8:21 am
the extent which the additional enrollment would not be a net improve am in the ad a. if there was a net increase that could generate more local control funding revenues. it is a bit hard to tell. weather the demand and you know stereos this would enroll would otherwise not enroll. or they would -- some case otherwise be attending other schools but prefer this option. it is unclear. the short term would not have an affect on our deficit but in the
8:22 am
long-term it is less clear. how much would staff positions cost annual y? my understanding the total cost i think is noted in the special order -- is approximately 4 million dollars. so i guess my concern from i budget perspective is we are saying we -- we can spends 4 million dollars a year in one time funds the make a decision to reduce secondary schools significantly. and 4 million dollars would do go i language way toward addressing the issues this we heard from accomplices lying local and other schools. i'm i really support this
8:23 am
concept. i think it is fantastic. and i'm concerned that from my colleagues asked it make a decision without considering the trade off and no clear detailed budget analysis. >> colleagues i will wrap up for discussion we having talking over helpful an hour. i have i comment i want to have commissioner weissmann-ward ask a question. >> thank you. and i want to empathize one thing my colleague commissioner lex lect mention the. there are conversations about condition solidating class sizes and capping scoops and i cannot reconcile those conversations in existing places now with 4 million dollars project where we don't know what it is long-term
8:24 am
if well is a budget. so for me the idea we have a conversation about how to consolidate classes. i will not talk about schools. catching the schools feels inconsistent in this moment to be making this decision. yes to everything said i would like to make a process request that in the future i understand the urjens and he rather than learning about through a friday agenda posting when -- board members were otherwise occupied all weekend long with sfu sd matters, i request and ask staff contact us to brief us to be aware and have the conversations not on the public y time but
8:25 am
have focused conversations so these concerns. in addition to those here i have many others if we will go through the press i would like it to be thoughtful and center on students and like it to be focused on building trust with communities and the board and staff. i would like to focus the budget situation looming over every discussion. i urge staff to take the time to contact board members prior to meetings if there are matters they would like to make sure questions are answerd and confidence this things can move forward. i have a question around the application. hearing about the node to submit
8:26 am
it boy the dead line for school code. i see the application so my question is, if this was to pass but there are -- because i want to press we have been hearing from community. throughout covid as well as just you know -- the last couple of months from our members and the omicron surge. i see the value of the exploration for a virtual school. my question is we submit this commission it is approved did we have to deliver on that scope or does it allow the time to further analysis that my colleagues raise either work
8:27 am
structure and budget and staffing over all. >> yes. thank you for this person question. i apologize i did in the lead. we are trying to get an approval to get a c code to story i school. we are exited to the thoughtful engagement and planning. getting the c code does not mean we are forced open the school tomorrow. we have a few years it get it up and running. we did put it makes sense for comment and question this is kim it enroll for 22-23 year that was our goal given the interest and the folks enrolled. and wanting to provide an option. getting the code itself does not we still have time to am build
8:28 am
out the school and plan the program. and if this was not lead to an opening for 22-twe we could open for twe-24. i have joe y on the line as well. she is on the phone. did you want to add to that? thank you. i think that was clear about the ability to maintain for 2 years before opening the school and wanted toity rit that -- the idea here would be so that students have a requirement location for the school instead of doing an enroll am the dual enroll am causes us to double pay for the student. it is also has a negative impact
8:29 am
on attendance take ability and our assess am reporting. students in old you will year will be reported on home school reports. allowing to yous have the codes online learning we are intends to look at the student dada. in the -- contacts where they are learning to seat reports for the schools. [inaudible] i see a students delegate lam i want to make sure. go ahead. i guess a press q. earlier yes
8:30 am
or no council talked about i great area when it came to our board policy and resolutions in the first and second reading. i don't know if this is where i should like to request this for merit it is pertaining to opening a new school suggest we wroit it in board policy we have to do a first and second reading so we i understand the urgency but it is opening a new school and i think this takes more plan and thought. i don't know if this is how i do tiwant it on record that -- i requested when we discuss that we do a first and second reading. >> thank you. commissioner. i'm flot clear on the urgency of the request given this we anyhow
8:31 am
this bill was for this year. we would need to ask for an extension i don't understand why on apriling 26 there is an urien matter before us. the other thing the holding seats we chose to do that. that has nothing to do with weather a virtual academy exists or didn't it is sunsetting it is over the ends of this. not moved to the extend. now we have been the state is moving for schools to return to normal operations as possible. i guess there are i few things being parsed together that i'm not tracking in this conversation. and so owen if weapon wanted to apply for a virtual academy
8:32 am
certificate or whatever. yoendz why on april 6 it is an urgent merit and why it could in the be done in a different date when well is confidence well is a plan like in the middle school i could go on. i'm holding myself bab the offerings that appear at least in the sketch of what is happen nothing middle school and the other thing we have to hire the teachers. fewe are building trust i would like there to be a process this we are -- i think to your point i think we spent time on this discussion. i think there has been a lack of confidence demonstrated and i'm -- if we want to parse the urgency we can get in this but i
8:33 am
think we i said my peace or like to leave it at that. >> one more comment from vice president boggess. >> yea. i guess for me hearing comments from others i think i feel different low. i heart concerns with i special order and i think the level of detill this we are seeing. but for me i feel like well is urgency around the creation of i virtual, cad me and the need for to yous having that next year to passport families i think arc legality of things we did during covid as we figure out when we want to adopt and bring in a virtual academy this be a part of that and i feel like it is manage i would like to have and offer families who don't feel comfortable for a variety of reasons going become to in person and not having to deal
8:34 am
with the stlugels we dealt with families they want their school community in connection and not be in i program not connect today a school community. i hear the occurrence. i think for me i think i have more confidence this we are on a place we can establish this and in the break our budget and be i big are budget. i hear and respect the concerns from others. for mow it is the fiscal impact. i say that while i understand or in the dead line it feels like if i don't support this we don't seat have you i have not had
8:35 am
enough to understand to understand the fiscal impact and what that would mean in choice. as commissioner alexander raised we were talking about trade off's and the support for secondary and that is something i voiced about. if it will be a net zer or or we will benefit. now it is also explained that we are not you know we are -- having double costs. this aspect has in the been framed to this board as a body. so -- i will ask one more time i'm clear for my colleagues if the application is approved boy this board do we have to execute when is out lined in the application or through the chart and staffing or does this allow us still to make chinks.
8:36 am
that for me i need clarity on. is it to execute this plan you are (ing tonight or allow space for this fiscal impact? if we move forward with this application we would have 2 years before we needed to use it. we would have more time to work stuff out and plans moving forward before implementing. >> so -- i'm going to wrap this up. so if you can 2 commissioners please keep the questions -- hsu and alexander and that will close our conversation. if approving equals approving this resolution then the resolution says approve the name
8:37 am
to begin enrolling students for the 22-23 school year that is in the resolution. does not say we have 2 years. >> commissioner hsu you are right had is staff's intent the point she was making we don't are to do that. that they will give us 2 years but you are reading is when staff was intending when we present third degree to open next year. my question is if we -- don't approve this when can we continue to do?
8:38 am
if we don't approve we will offer the program as we are. students be able to have a secondary enroll am and enroll in the a school we would not back fill the spaces we need to maintain them due to our currently contract with labor partners and the class size ratios. would not be possible to -- associate that program with one or two schools? so it is -- it is part of an existing school as we good out and try to, yea. like a set of virtual classes so then we are building and building along side but in the
8:39 am
create aid separate school yet? is that not an option? we are not explored at this time option it is possible and caused the same occurrence around not being able to clearly report. students are learn nothing person can online. for attendance and for also the victim. so -- we have not explored that. thank you. again, i really support this idea. but i don't think i'm -- prepared to support this you in with the limited -- amount of planning and the limited budget information around trade offs i appreciate staff's work and -- continuing is an important offering for us to have in terms
8:40 am
of i program. moving forward. >> i will ask for i roll call. what are we voting on commissioners? on the resolution. to recommendation adopt or not. to adopt. >> lam? >> no. >> commissioner alexander? >> no. >> vice president boggess. >> yes. >> commissioner hsu. >> no. >> commissioner motamedi? >> no. >> commissioner weissmann-ward? >> no. >> president lam. >> yes. >> 4 aye's it fails. 4 neigh it fails.
8:41 am
>> okay. thank you. we will shift to item 8. board members reports. reports from standing meetings. i wanted to note we met on as an approximate meeting on thursday april 14th 5 p.m. i presentation by the california on california school finance by school services of california. and then had i series of meetings from special meetings from wednesday april 20, 21, 22, 23 and sunday april 24th. it is board met to review applications for the approximate suspicion of the superintendents of schools. so we have been spending time together.
8:42 am
and last night we also had -- to chair hsu we had augmented buildings and groundses. >> yes. thank you president. last night the building grounds committee met. we were updated to the bond program the 2016 billioned program. and the out door learning w shop results. without going it details recommendations were med to the chief facility officer and her staff. on how to further rereporting metrics and update progress to the building and groumentd committee and the public in the future. and the goal it to define and remind us of our target metrics and electronic progress for both project or yents exclude on going taskless.

8:46 am
interesting and unique. there is in the, lot of school districts with the radio license. so -- can you imagine having kids able to go through and run a station or participate in creating the programming and stuff? i think this would be something else this would be excite to people and offer another thing this they could do. and find a great creative and learning outlet. so i urge that the board consider using the fact it has i license to make more path race possible for people. this is something unique to our city. >> thank you. >> thank you and mr. steel i believe i see we have online public comment, please. >> thank you. speak throughout k lw station report.
