people are dying of drugs. there are also other people who are suffering that -- [ indiscernible ] nobody is offering the victims what they ought to be offered. this is not about ganging up on the chiefs or ganging up on somebody else. all those are minor things. we need a force to address those who are creating pandemonium in our city. >> sergeant youngblood: thank you caller.

>> vice president elias: great. next item. >> sergeant youngblood: item 3. chief's report. discussion. weekly crime trends and public safety concerns provide an overdue of the offenses and incidents or events in san francisco that have impact on public safety. chief scott? >> enthusiastic sergeant youngblood. good evening vice president elias. welcome our newest commissioner, benedicto. good evening. i will discuss overall crime trends and starting with our gun violence, which is down year to date, about 12%.

homicide is up, 15%, 15 compared to 13 and the majority of those homicides are gun related homicides. that's an issue for our city. we will continue with our gun violence reduction strategy, working with california partnership, identifying gun violence. that strange -- that strategy going well. we are fighting for funding to continue that work with the state of california and we hopefully will know early next month. i will keep the commissioner informed. we have 12 individuals who are receiving case management right now. we have made some adjustments with our department including adding lieutenant alejandro cortez to work with the director

on getting candidates who are subject to being victims of or perpetrators of gun violence engaged in our public safety meetings where we offer services and support. that's a measure to try to prevent that next shooting from happening. we have had some success in the short time we've been doing this program in terms of reduction issue. we have a lot of work to do. we have more public safety meetings this year. more candidates that are officers. we like to see the candidates really engage with the services being offered which are done by scip. that is our strategy and primary

strategy to address gun violence. the other part of that is just enforcement and investigations to try to identify the perpetrators. that is ongoing after we try to identify the shooters and people most prone to committing acts in terms of gun violence. other highlights of our crime analysis is our overall violent crime was 4% over where we were at this time last year with a difference of about 59 additional crimes this year. property crimes the leader is still larceny. we are up 25%. that's about difference 22 times over this time last year. that category includes car burglaries.

homicide year to date is the most significant increase, five compared to one at this time last year. bayview is down. northern is down and ingleside is up by three. then tenderloin is down this year. which is a step in the right direction. we're still making progress on ceasing ghost guns. to date we had 344 ghost guns ceased compared to 391 at this time last year.

two shooting incidents for the week. one on the bayview may 7th, officers arrived to shot fire. group of individuals had gathered but no ones able to provide information regarding the possible shooting that occurred and may have resulted in this. on scene the officers were notified there was a juvenile gunshot victim was driver to the hospital but he was in stable condition. the victim has not provided any additional information. there's a lot to be learn in

term of who was involved. the other shooting was in the southern district on the eighth of may at 3:09 a.m. this was an overnight shooting. an victim was in an argument with unknown subject. who attempted to grab something from the victim's hand. the victim did believe the gun was real and tried to pool the cooler away from the subject and then shot by the subject. another victim attempted to intervene and that person was as shot. the subject fled and both of our victims were transported to a local hospital with non-life threatening injuries. that investigation is still ongoing. no arrests have been made at this time.

we need the public's help. your information can remain anonymous if you choose to do so. couple of very significant arrests to report. there's several arrests related to a march 2, 2022 homicide. this occurred at 10:32 p.m. on the 1800 block of mission street. in this case, which i reported to the commission custom months ago, the initial 911 call was a male attacking a victim. the victim was found unconscious and transported and succumb to his injuries. on may 3rd, four suspects were identify and arrested. these individuals have been charged with one count of homicide and two counts of salt with a deadly weapon and for

accessory to the crime. that is good news to report. carjacking with a gun. we had a serious of carjackings within our city which is alarmings. we know at least two incidents in san francisco. as a result of this investigation, on may 3rd, a search warrant was executed by our sfpd officers in the city of oakland. two subjects were taken into custody related to the crime. the firearm stolen during one of the robberies on amazon avenue on april 20th was located in the home as a result of the search warrant. officers also seized three firearms in total, ammunition and cell phones, keys for a stolen lexus and as a result, two suspects were booked.

one had a warrant out of oakland. investigation revealed admission by one of the suspects. this is a really good and exhaustive investigation. these are two very dangerous individuals. these are individuals that we hope are hold accountable for victimizing the people in our city and the bay area. before i conclude my presentation, i want to highlight the work of our response unit. we continue to make arrests on the stunt driving incident.

we had a significant one couple of weekends ago. when they respond to these events to make sure they can disperse these events it safely, often times they involve people and the drivers scatter in different direction. our tactic has been for the last 18 months or so, get as much evidence as we can, video evidence, whatever over kind of physical evidence we can obtain. we've had some success with that strategy. it sends a clear message if you get away that night, we're not done. we will continue to pursue these

investigations. it's very dangerous at this time within our city. i want to congratulate our investigators. the deputy chief who is responsible for our stunt driving response, they had 40 vehicles which is very significant given the city ordinances which has put in place the strategy a year ago. we'll continue to address these incidents in that way. our response is better to these incidents. they are still very dangerous and very difficult to contain. we'll continue to work to try to curve this activity. the last thing to report is, update on demonstrations on

activity. there's been number of demonstrations related to roe v. wade. no issue and they've been people. we'll continue to make sure as best we can members of the public exercising their first amendment right without harassment, without being victims of crime and we facilitate those first amendment activities. that concludes my report. i'm happy to answer any questions. >> vice president elias: thank you. commissioner ye? >> commissioner yee: chief scott, i have a question regarding the state of california grant funding. how much funding are we talking about? >> this particular grant is

$6 million. that money will be earmark to continue our violence reduction initiative, our gun violence reduction strategy. we've had at least one presentation for the commission and we plan to do a follow-up. it also helps to fund some of the service work. part of the strategy includes wraparound services and the grant will help staff some of those positions that will help to get that work to a better place. also some of our positions such as analysts and things of that nature. we had the proper, infrastructure and support to do the work the way it needs to be done. we're really excited about it.

if you can provide an update. >> those discussions are going on. we're working a retired judge in terms of addressing some of the issues that the department didn't see eye-to-eye on. the great attorney and i signed a nonclosure agreement. that process is ongoing. we're working to rectify the issue. if we don't have an agreement and we probably won't by the 23rd, we have agreed to extend it for another month and continue to work. that will happen. we'll continue to work on these issues and work with the judge

before we agendize it. >> sergeant youngblood: i would ask again that the contemplation whatever m.o.u. comes out of it, it includes civilian oversight as well. it doesn't make sense that we have separate agreements between d.p.a. and the police and at d.a.'s office and the police and d.a.'s office. we're talking about discovery in all three agencies so it doesn't have to be a separate analysis. i'm just reminding folks, i ask that d.p.a. be contemplated in part of the ongoing m.o.u. it's >> -- m.e.p. thank you. no other comments.

in order to protect our seniors and to respect our elders, we could see a way with the volunteers and we work that commission. today i was listening to budget meeting. they talk about children. they talk about seniors. they talk about who are evicted. whenever tough things happen, they call the police. we should have individuals who can be trained. this meeting, i was asking them about our children in this
