8:07 pm
moving on to commission matter item 5 , commission comments andquestions . >> any items commissioners. >> there was a distressing article on the front page of the chronicle today about portfolios remaining closed and i was wondering if the director might want torespond to that. there are obviously some concerns . >> happy to and we know through the pandemic it's critical to residents of the city and visitors who work there. so our take is that if the buildings are open the provost
8:08 pm
should also be open so perhaps we can send a notice to all buildings that do have those and let them know if they do not open we can start enforcing actions but we can look into that because again our take is if the building is open the provost should be open as well. >>thank you. >> a follow-up question director ruiz . is there more of an active oversight in terms of checking it or it's more based on complaints? >> like most of our enforcement worktends to be complaints . >> vice president more. >> i wanted to ask director ellis question regarding transamerica permit. we understand there's a major change in ownership and refurbishing the building and other activities on the site.
8:09 pm
however none of that has come in front of us and their speaking about provost at least for three or four weeks now. theentire block that is montgomery , clay turning onto sanford are border often includes the part that is one of the first and the city of san francisco downtown parts. it's completely closed off. that particular part for decades has served as an open space for the sro in chinatown. given that there is a high degree of people not having open-space in addition to using this particular open-space for community relief. can we get an update of what the plans are. why this particular part is closed off in that particular project has notcome in front of us . >> we will look into it. i think what's already been
8:10 pm
approved is some renovations to the ground floor of the tower itself. i think the notion was to add some additional or to repurpose some of the space to retail. i think that'sapproved but to me that would necessarily necessitate closure of the park so we will look into that . >> the building, the tall building at the corner of play. it's all completely closed off. >> there's an application in for the office building on the northwest corner of sansom which will have to come to the commission as ibelieve it's a project allocation . but we will give you an update on the timing of all that as well as questions why the entire block is closed. >> thank you. >> anything else commissioners? thank you. >> i was just notified that we have a caller requesting to
8:11 pm
speak so through the chair if we don't mind we will see what this remote callerhas to say if they want to speak on one of the items that we've already discussed . >> hello caller. you're welcome to provide your comments. do you want to speak on one of the itemsthat the commission has already discussed in terms of either the continuance calendar or consent calendar ? >> this is michael cross. it was on the consent calendar and i believe the commission already approved the item i was just going to voice my support for the allegheny project . the formula retail project. >> thank you color, i was going to say if you wanted to speak or for your support we would pull the item on the agenda and hear it on theregular calendar >> i had actually raised my hand whenyou asked for that to pull it off the calendar but it wasn't recognized at the time but that's fine .
8:12 pm
>> you so much . >> commissioners we can move on to item 6 department matters. directors announcement. >> we will move on to item 7 review of past events at the board ofsupervisors courtof appeals and historic preservation commission . i can provide an update on all three ofthose. the hbc did not meet yesterday . they had cancel the hearing . relative to the court of appeals i was informed by the deputy zoning administrator that the court of appeals did not hear any items of future planningcommission and then finally for the board of supervisors , legislative affairs manager aaron starr provided to me before plex legislation was continued to the june 6 land use committee and the mission cultural center past landmark nominations past its first three of the board of supervisors . >> if i can add on before plex
8:13 pm
legislation because we did get a question as to why wouldn't it come back . apparentlythe proposal that the board is considering is to limit those , limited to only property owners who own their property for five or more years to take advantage of the density increased to go from two units support. and although we didn't necessarily discuss that as a policy issue when it came to us it's limiting and we kind of dramatically limited the abilityfor lots to take advantage so that's why it didn't come back to the building commission . just to limit the number. it's more restrictive. >> we can move on to item e, general public comment. at this time members may address the commission items of interest to the public within the subject matter jurisdiction your opportunity to address th commission will be afforded when the item is reached . each member may address the
8:14 pm
commission for up to three minutes. when the number of speakers exceeds the 15 minute limit the general public comment may be mute moved to the end of the agenda. if any members would like to provide their public comment please line up on the screen side of the room. seeing none, chair. we have one caller requesting public comment. chan, can youunmute . >> it's georgia. attachment for general public comment. >> there was a presentation, it was kind of brief but wasthere. there was a lot of material and
8:15 pm
supporting documents i think it was 4d . about the pending legislation both local and state. and i thought that at some point the commission was going to request, was going to have an informational on legislation from the state. just thought i'd ask about that today because if anybody's curious i guess you could go look at the ddi provided to the members. it's like 4 to 6pages . local and the state. take care, have a nice day. >> i think that is all of our publiccolors in the queue . we can move on to the next item on our agenda. moving on to the regular calendar. item number 8 a and 8b or 350

ocean avenue case number 2017 01961 spt and record number 2017 001961 see you a request for conditional use authorization. just for the record on february 24, 2022 the hearing after closing public comments continued item to april 14, 2022 by a vote of 3to 2 . on april 14 the hearing was continued again to maine in 19 by a vote of 7 to 0. since this item hasbeen her we will be limiting public comment time to 2 minutes . >> good afternoon president
8:17 pm
tanner, commissioners. the case before you is a request for conditional use authorization for incentives and waivers from development standards under the individually requested statement fonts project and request for adoption of shadow findings on the demolition of 2 existing one story commercial buildings and the construction of a five story over basement 55 foot six inches 36 dwelling unit residential building which will contain 15 occupancy parking spaces, 36 class i bicycle parking spaces, to bicycle parking spaces and is located within the neighborhood commercial transit zoning district and 40 5x height and bulk district. the proposal includes 19 2 bedroom units, 13 one-bedroom units and 4 studios which range in size from 415 to 1215 feet in space. under the individually requested statements the
8:18 pm
project is seeking approximately 5.1 percent density bonus and waivers from the rear yard, usable open-space, exposure use requirements . see the commission was granted conditional use for the development of a lot size greater than 4000 square feet . pursuant to planning code section 121.1, 150 5r, 303 and 750 and the adoption of shadow findings pursuant to planning code to 95 and adoption of findings related to the requested waivers pursuant to planning code 206.6 and california government code section 6.515. on february 24, 2022 the commission heard and continue the project and requested the project sponsor evaluate various design changes including relocating the
8:19 pm
transformer from within the building to within the public right-of-way . providing a dwelling unit with direct access to the proposed rearyard space as opposed to the buildings amenities. and redesigning the ground-floor fagades to minimize the number of students . aproposal for you is addressed both listed design changes and as a result has created one additional dwelling unit . since february 24 planning commission hearing the department has received concerns regarding traffic, parking, construction effects to recent properties. the project was considered individually valid under the elbow apart nation eir which consider the topics concerned. theapartment recommends approval with conditions and believes the project is desirable for the following reasons .the department finds the project is on balance consistent with theplan. the balboa park station area plan and meets all applicable requirements of the planning
8:20 pm
code . the project will maximize the use of underutilized lot and construct a five base building within close proximity to public transportation, public open-space, commercialcorridors and jobs and project will increase the city accounting stock byproviding 36 swelling units , six of which will be designated as on-site rental dwelling units, 18 percent of the project's total units . the project will provide a land-use compatible with an nct one zoning district and a building that is responsive to compatible immediate nadir of its characteristics including size and building mass. this includes staff presentation and i'm available for any questions . >>how long was the project sponsor presentation ? >> three minutes. >> good afternoon, project sponsor. at the very first hearing the
8:21 pm
commission provided several suggestions to make the projec better . we went back and listened to the tape again very carefully. and really tried to be responsive with certain revisions. the architecture will go over that in a moment but in your packet and the brief there's also a chart that lists all those comments and how we've responded one of the revisions is to move the transformer below grade under the sidewalk and we would appreciate your expressed support for that move. i want to talk a little bit about outreach. the project has had to notice neighborhood meetings early in april 2019 and another one in november 2020 there have been other discussions with neighbors throughout the process . on march 25 after the first hearing there wasanother meeting in person with several neighbors and supervisors sapphire is a. several revisions have been made .
8:22 pm
in addition to planning questions one of the neighbors who spokeis on construction and excavationactivities . everything from construction noise to insurancecoverage , cal osha requirements . the project sponsor has been in the business for decades. has built many projects in san francisco. we have very specificbuilding code requirements in the city and review processes . those are all in addition to conditions of approval and mitigation members by planning so nothing short of full compliance with building code regulations and laws and review processes is planned here on permitting and construction. we want to ask we certainly understand nobody wants to live right next to the construction site however it is temporary and we have laws and regulations and processes and enforcementprocesses to make sure it's all done in a compliant and safe manner so i'll turn it over .
8:23 pm
>> good afternoon commissioners. sorry, newmicrophone. good afternoon . verybriefly the changes we made , there's an extension of the light well on the right side of the building and we've demonstrated the nearest building in terms of exposure is about 60 feet away. i should mention our rear wall will align with the neighbor to our right. in thebasement we've relocated some of the bicycle parking and shown the transformer on the sidewalk . again transformer on the sidewalk with a new one-bedroom unit up front and now two bedroom units in the rear with open-space. second floor and not we eliminated property line windows and added our light well facing the neighbor . showing the roof we have increased the occupied roof deck and also shown unoccupied landscaping with railings all around. and updated the front with no residential stoops.
8:24 pm
i'm available for any questions. thank you. this time the commission will take public comments on item number 8 a and 8b. if there's a number that would like to providepublic comment please line up on the screen side of the room or, to the dais . seeingnon-we have one remote caller . chan, can you unmute? hello caller. >> speaker: this is ernesto. owner of the 320 ocean avenue immediately adjacent to the project . we did meet with kevin in january and there were two other neighbors. we did make some headway with the privacy issues. we still have concerns and issues on sustainability, excavation on march 25 kevin
8:25 pm
mcavoy said he would not provide mitigation to code 832 means heis supposed to make an effort and we're supposed to have conversations on that but he immediately said we would not . wehave in terms of the onset parking the dimensions of the cutout with the garage door opening , aren't really going to be conducive to havingcars coming up in and out . we will be hearing the noise of the car alarm system going on. more than anyone would like to hear. and finally, we talked to the neighbor and he has not had a positive issue and that's concerned. i do . >> thank you, if any other memberwould like to provide public comments to the commission , pleaseá3.
8:26 pm
i do not see there's one more collar. can you unmute ? hello caller. hello. i think you need to silence your tv or your computer and speak into your might. we can't hear you. there we go. we got you now. >> are you readyfor me to speak? >> yes, feel free to provide your public comment . >> this is camille at 120 ocean avenue. i have a concern as obviously the parking is turning into the property and also leaving the property with the amount of pedestrians. we'velived here for a while. we've seen the amount of pedestrians on the street . and also we know that emergency
8:27 pm
vehicles going down there's an abundance of them. in fact when we turn onto our property we can backup traffic so that's a big concern for me. thank you. >> thank you. i see no other members of the public. one more. canyou please unmute ?color, you'rewelcome to provide your public comment to the commission on 350 ocean avenue . >> hi. i would like to ask commission to consider delaying the project to get more time to the local communityand neighbors . many of which are elderly and were impacted by the pandemic. i would also import the commission to consider that. thank you. >> thank you.
8:28 pm
last call for public comment on items eight a and 8b april 3, 1950 ocean avenue. if there's any member of the public that would like to provide public comments please feel free to step up to the dais. >> quite sometime since i've spoken with you. my name is scott kuipers, civil assistance planning task force. and i'm neutral on the project, just want to say the owners have treated us well. i have a gallery on the site and appreciate the time we've been there the neighbors have had concernsand i appreciate their in conversation . it's mostly just taking a moment to advocate for keeping spaces occupied until they are finally approved and demolished and i appreciate the owners been willing to work with us and will keep the building active and looked after and
8:29 pm
make sure everything goes smoothly if neighbors have concerns on had to be on site and there are several sites languishing and i really like to advocate for programs that can allow nonprofits or nonprofitssponsored arts groups to keep these spots active. there's a church on market strikes, a church on. at sixth street. the old trophy shop across the street from our place . i moved in our business in 2019 after our block at 3/65 street was in increased and it's a giant lagoon so i want to hope projects areapproved once they're ready to go and all financing is in place that's really as far as the policy . we helped craft x which needs revisiting. it was formerly pdr space but it's still a big facility ther . we're hoping that maybe there can be revisiting that site because the arts community continues to be in crisis and has been kind with any performance arts.
8:30 pm
so we're hoping there could be continued work to help make sitesespecially as they're in transition with the planning department and other agencies to keep them activeuntil larger economic interests move forward . the owners have been supportive to us, and help with rent during the worst parts of the pandemic and again i just appreciate the conversation they are taking place . >> i see no additionalpublic comment either remotely or in person . through the chair i think a couple of our commissioners have some disclosures . >> if there's disclosures you should make them work if you want to. >> computer diamond. >>. >> thank you. i just wanted to notify everyone including the public that they arrived late for the last hearing and therefore the city attorney was unable to vote.i want to assure everyone that i since then review the entire transcript
8:31 pm
from the last hearing of course with all the materials today. >> thank you commissioner diamond. >> i just wanted to follow commissioner diamond and also say i was not present for the february hearing and ireceived the hearing and i'm prepared to move today. >> we will go back to you vice president . >> i wanted to acknowledge the fact that this is a great example of how the commission commenting thoughtfully and given some clear guidance to project sponsors can indeed make a big difference. i believe the concerns we had addressed together have all been considered and i have found that they have been satisfactorily resolved. i think we have a better building as we have a better place of large units on the ground floor, we see these
8:32 pm
four-bedroom unitswhich have family oriented units with their own open-space. i am in support of the project . the only thing i would like to ask the architect is the use of the word unoccupied landscaping is somewhat unusual can we rephrase that to unoccupied roofers landscaping . i do want to avoid that the deck area spills over into the landscaping and while we have to resurface and there's provisions for specifically the pathway to service the green i do not want it to be confused with the roof decks. i would like to see it be amended to unoccupied with the landscaping if that's possible. otherwise i'm in support and appreciate theadjustments that have been made . >>. >> i did have a lesson for the
8:33 pm
architect team, a request for the transformer to have support from the commission. if you could explain them preventing agency is it public works? who is it you need topersuade to allow you to have a transformer there and it is there a possibility they might say no . what would happen in that situation ?>> there is already a conditional tool that always says here is the preference from planning departments perspective as to where thetransformer should be located but we appreciate you as the commission could also say yousupport placing it onto the sidewalk. it would help us when we go to dpw to get approved the commission strongly supports the duplication on the sidewalk . that would be our presence . >> do you have concern they might not confer with that? >> we spoke with the civil engineerfor the project and he believed we can place it on the sidewalk but we're just trying to cover our bases . >> i wanted to makesure if we
8:34 pm
were nervous about it or if we were confident we could get that to happen . >> president chan, in the past few years we had a number of high density projects on the street where that was a necessity in each case may ultimatelyrealized the transformer on the sidewalk . >> i don't see any other commissionershands. is there anybody who was interested ? >> i'm in general support of this. ido have a question in the nearby neighbor . in conversations it seems like the main issue still is that his driveway and the gate entry to the building are perhaps there's going to be some sort of a trafficor intersection. are there mitigation measures , are you guysthinking of in terms of how to avoid his driveway ? i understand that the curbside
8:35 pm
has already been inplace . but what kind of discussion has been with him? >> specifically on that concern. i was just looking at the plan. it is about 30 feet away from his property line. that should be sufficient in maneuvering area. and i think generally speaking we don't want to make garage openings larger than they need to be . and in this case the garage is around as soon as the door is open and there's enough space to pull in. personally there's not enough cueing. we do think it is an appropriatelocation and a safe location . >> thank you. i don'tknow if other commissioners have comments . >> i certainly want to
8:36 pm
appreciate the concerns the neighbors haveabout as far as turning into and out of the driveway . i don't know that much can be done about the noise but in regard to the system it's alerting people, it's so noisy i think that's the purpose of it which is to provide analert to pedestrians to avoid conflict. the solution to one thing can create another challenge and i think that's just part of expanding the trade-off . i'd rather have a little bit of noise then have someone get hit by a car. i want to thank the project sponsor and members of the community that participated and to provide her safai's office. is there a commissioner that would like to make a motion? >> i'm going to approve. >> second. >> we have a motion from commissioner moore to approve the items . item eight a and 8b and second
8:37 pm
from commissioner imperial. we will take a roll call vote. [roll call vote] that item passes 72 zero. we will move on to our next item. the discretionary review calendar . and item numbernine 42230 washington street .case number 2021 004022 crp. request for discretionary review. >> good afternoonpresident tanner, vice president more . the item before you, well the dr requester william and project sponsor have come to an agreement they would like to have memorialized by having the
8:38 pm
position approve building permit number 2021 c0329 7048. with the followingmodifications as incorporated into the revised drawing. to the proposed project i sent you earlier this morning . these include providing a 7 and a half foot site set back to the east starting 10 feet nine inches from the dr requester's rear building wall.and maintaining money as an unoccupied roof with a current higher than four or six inches. number two reducing the extent of the third floor rear wall b six feet . number three, providing a five foot side setback on the west side . to the third floor deck. and number for lowering the ceiling height of the proposed addition from 10 feet to nine feet .number five removal of the stair pan handles to be replaced by a four foot five inch high sliding skylight and parapet along the west side. will a maximum of seven feet
8:39 pm
high with a parapet. number six finally a reduction on the roof deck with setbacks of three feet from the rear, five feet from the west and sorry, 7 and a halffeet from the east.this concludes my presentation and i'm happy to answer questions . >> through the chair it sounds like the dr requester has come to agreement. do the dr requester's want to speak at all or public comment ? we will limit yourtime to 2 minutes .>> thank you commissioner scott, i'd be happy to bring our requesters. i'd like to thank mister whitfield for his efforts at getting this to an agreement and mark graham the project architect for being flexible to try to address some of the concerns. >> just for thesake we will take public comment on this
8:40 pm
item . if any member of the public would would like to provide publiccomment on item number nine please come up to the dais . and seeing none we also have no remote colors in our queue. so commissioners. >> questions, comments, motions. >> is your winslow did they inform us of the changesagreed to by the dr staff ? >> yes. >> thank you very much. >> commissioner imperial. >> just a question in terms of the residential policy. as i see on the first ground floor, as defined in the residential policy in terms of occupying. he, i guess i'm trying to educate myself here. as i see it as more of a full
8:41 pm
occupying story and the full flat from the transfer down to the ground floor but there is a garage in there. so how is that? >> the residential flats policy was intended to preserve that type of housing with double exposure as a type that's not beingreadily replaced in the city . the commission left the details in that policy relatively vague but there were some specific intent and that is the idea that our flat is a flat.it's defined assomething that has double exposure typically . in the application of the residential policy in this case you could see the aperture or the exposure on the street fronting side is pretty much limited to a width of seven feet partially due to the accommodation of the parking in the front as well at that
8:42 pm
level. we've determined as an internal interpretation to the department to some extent that for it to have exposure, to mean something it has to be a minimum width of the room and a minimum width of the room the building code is seven feet per bedroom. in this case that's what they have provided in that long looking always room configuration where seven feet is wide enough for a mission inhabitants. the other in this particular case the other mitigating circumstance is looking at the original flat ontop of the third floor flat. it was somewhat compromised by the stairs that access it . to a degree that yes, it had double exposure but one might say it had less than full exposure on the rear wall side. that's essentially our flat. the plaque removal policy in our application with that.
8:43 pm
>> thank you for that clarification. yes, in terms of the exposure and i think these are kind of like an interpretation of how the practice is at the planning department. so yes, that's all for me. >> thank you. i believe commissioner moore. >> i see your name before me. >> i had already been called o . >> i just wanted a few questions ontransportation policy . the double back says a king size bed is 84 incheswide. this is seven feet by 42 feet . and i question that to be a viable bedroom for a plaque. and i believe that's the interpretation that the department uses.
8:44 pm
while it's labeled as a hallway that's fine but a substandard bedroom because you can't out of bed on the other side. i question that perhaps this commission should revisit what minimal room sizes are when you are indeed exchanging a fully viable flat that occupies the full width is now being squeezed down for more than 290 square feet to a width of seven feet by 42 feet long. i question that. those are my comments. >> i'd have staff recommendation for doctor. >> commissioner koppel. >> motion to approve with the recommendation as agreeable . >> second.
8:45 pm
>> so we have a motion on the floor to take the r and approve with modifications as recommended by staff by commissioner koppel and seconded by commissioner dimond. commissioner ruiz. [roll call vote] >> that motion passes 6 to 1. commissioners i've been informed by mister winslow that item number 10 or 46 homestead street case number 2017 013615 erp has beenwithdrawn . so this concludesour agenda for today . >> is this record for shortest meeting ever? that was prettyshort.
8:48 pm
8:49 pm
and all gardens, family gardens, private gardens, some of them as small as postage stamps and others pretty expansive. it's a variety -- all of the world is represented in our gardens here in the portola. >> i have been coming to the portola garden tour for the past seven or eight years ever since i learned about it because it is the most important event of the neighborhood, and the reason it is so important is because it links this neighborhood back to its history. in the early 1800s the portola was farmland. the region's flowers were grown in this neighborhood. if you wanted flowers anywhere future bay area, you would come to this area to get them. in the past decade, the area has
8:50 pm
tried to reclaim its roots as the garden district. one of the ways it has done that is through the portola garden tour, where neighbors open their gardens open their gardens to people of san francisco so they can share that history. >> when i started meeting with the neighbors and seeing their gardens, i came up with this idea that it would be a great idea to fundraise. we started doing this as a fund-raiser. since we established it, we awarded 23 scholarships and six work projects for the students. >> the scholarship programs that we have developed in association with the portola is just a win-win-win situation all around. >> the scholarship program is important because it helps
8:51 pm
people to be able to tin in their situation and afford to take classes. >> i was not sure how i would stay in san francisco. it is so expensive here. i prayed so i would receive enough so i could stay in san francisco and finish my school, which is fantastic, because i don't know where else i would have gone to finish. >> the scholarships make the difference between students being able to stay here in the city and take classes and having to go somewhere else. [♪♪♪] [♪♪♪] >> you come into someone's home and it's they're private and personal space. it's all about them and really their garden and in the city and urban environment, the garden is the extension of their indoor environment, their outdoor living room. >> why are you here at this garden core?
8:52 pm
it's amazing and i volunteer here every year. this is fantastic. it's a beautiful day. you walk around and look at gardens. you meet people that love gardens. it's fantastic. >> the portola garden tour is the last saturday in september every year. mark your calendars every year. you can see us on the website

valencia has been a constantly evolving roadway. the first bike lanes were striped in 1999, and today is the major north and south bike route from the mission neighborhood extending from market to mission street. >> it is difficult to navigate lindsay on a daily basis, and more specifically, during the morning and evening commute hours. >> from 2012 to 2016, there were 260 collisions on valencia and 46 of those were between vehicles and bikes. the mayor shows great leadership and she knew of the long history of collisions and the real
8:54 pm
necessity for safety improvements on the streets, so she actually directed m.t.a. to put a pilot of protected bike lanes from market to 15th on valencia street within four months time. [♪♪♪] >> valencia is one of the most used north south bike routes in san francisco. it has over 2100 cyclists on an average weekday. we promote bicycles for everyday transportation of the coalition. valencia is our mission -- fits our mission perfectly. our members fall 20 years ago to get the first bike lane stripes. whether you are going there for restaurants, nightlife, you know , people are commuting up and down every single day. >> i have been biking down the valencia street corridor for about a decade. during that time, i have seen the emergence of ridesharing companies.

>> we have people on bikes, we have people on bike share, scooters, we have people delivering food and we have uber taking folks to concerts at night. one of the main goals of the project was to improve the overall safety of the corridor, will also looking for opportunities to upgrade the bikeway. >> the most common collision that happens on valencia is actually due to double parking in the bike lane, specifically during, which is where a driver opens the door unexpectedly. >> we kept all the passengers -- the passenger levels out, which is the white crib that we see, we double the amount of commercial curbs that you see out here. >> most people aren't actually perking on valencia, they just need to get dropped off or pick something up. >> half of the commercial loading zones are actually after 6:00 p.m., so could be used for five-minute loading later into the evening to provide more
8:56 pm
opportunities or passenger and commercial loading. >> the five minute loading zone may help in this situation, but they are not along the corridor where we need them to be. >> one of the most unique aspects of the valencia pilot is on the block between 14th street. >> we worked with a pretty big mix of people on valencia. >> on this lot, there are a few schools. all these different groups had concerns about the safety of students crossing the protected bikeway whether they are being dropped off or picked up in the morning or afternoon. to address those concerns, we installed concrete loading islands with railings -- railings that channel -- channeled a designated crossing plane. >> we had a lot of conversations around how do you load and unload kids in the mornings and the afternoons? >> i do like the visibility of some of the design, the safety aspects of the boarding pilot for the school.
8:57 pm
>> we have painted continental crosswalks, as well as a yield piece which indicates a cyclist to give the right-of-way so they can cross the roadway. this is probably one of the most unique features. >> during the planning phase, the m.t.a. came out with three alternatives for the long term project. one is parking protected, which we see with the pilot, they also imagined a valencia street where we have two bike lanes next to one another against one side of the street. a two-way bikeway. the third option is a center running two-way bikeway, c. would have the two bike lanes running down the center with protection on either side. >> earlier, there weren't any enter lane designs in san francisco, but i think it will be a great opportunity for san francisco to take the lead on that do so the innovative and different, something that doesn't exist already.
8:58 pm
>> with all three concepts for valencia's long-term improvement , there's a number of trade-offs ranging from parking, or what needs to be done at the intersection for signal infrastructure. when he think about extending this pilot or this still -- this design, there's a lot of different design challenges, as well as challenges when it comes to doing outreach and making sure that you are reaching out to everyone in the community. >> the pilot is great. it is a no-brainer. it is also a teaser for us. once a pilot ends, we have thrown back into the chaos of valencia street. >> what we're trying to do is incremental improvement along the corridor door. the pilot project is one of our first major improvements. we will do an initial valuation in the spring just to get a glimpse of what is happening out here on the roadway, and to make any adjustments to the pilot as needed. this fall, we will do a more robust evaluation. by spring of 2020, we will have recommendations about long-term improvements. >> i appreciate the pilot and how quickly it went in and was built, especially with the
8:59 pm
community workshops associated with it, i really appreciated that opportunity to give input. >> we want to see valencia become a really welcoming and comfortable neighborhood street for everyone, all ages and abilities. there's a lot of benefits to protected bike lanes on valencia , it is not just for cyclists. we will see way more people biking, more people walking, we are just going to create a really friendly neighborhood street. 9:30 pm
to do it again that is bold. i wanted to go back to the lottery. you said the ranking on may fifth. and the listed the 43 number that is a third of the eligible. >> we have in total 164 -- legacy households. and -- in transition. >> that are entitled to transition units. and building c3.1 will have 23 units. which is -- enough for 15% of those 164 households. >> so -- is that 15% total or is this just because the way the lot row is set up is available upon to -- this property first.
9:31 pm
so, is that just villages. 23? and then the rest is everyone else? i'm trying to understand. >> so were, again. right now we are speaking about the eligibility for villages households who were here prior to 2011. to receive of a transition rental unit on the island. these are nonincome restricted newly constructed united. building 33.1 will have 23 units. we conducted a ranking to determine which would be the first offered those transition units. there are in addition 43 -- income restricted units in the
9:32 pm
building that will be available to any -- qualified afford willable housing residents. photocopy someone lives in the villages, and meets the income requirements, they will enter in the mayor's office of housing and community development lot row for those 43 units and they would receive priority over any other residents that don't live on the island. they would have first opportunity at the 43 units. >> and has that been offered? have the 43 units been offered, were they have offered in the lot reel or the up something sfwhon >> that lottery will not happen approximately until latest 2023. at this point. we -- again. that building is only just
9:33 pm
getting ready to break ground this mont t. is 2 years away from occupancy. the processes of units or the lot real come closer to the completion of construction. >> okay. and then mire last question upon this will lot row will they be the people when enter in the once eligible the 43, will they entered in a lot row with the rest of san francisco? or is it a lottery [inaudible]. >> the 43 units in the building will be offered brud low in a single lottery. anyone who is a resident as a treasure island preference number will mean when the lottery is conducted, they will be moved to the top.
9:34 pm
kidnap resident who registers will receive an offer before anybody living elsewhere in san francisco. >> okay. >> i guess i agree with mark it would be good to put this from the things can be discussed. thank you, i appreciate you take the time. >> sure. >> see. who -- linda? linda. and then mark. >> yea. >> thank you. just to log in i'm using 2 device here. >> a quick question for you. with regards to the dumping do we have cameras in the your and how is someone able tom dump 3 loads of sand and before the

disposal [inaudible]. that is number one. then i have question -- regarding the lotto. you can -- respond for me. this was a mile stone. the first lot row we had and the applicants approximate will go through the under writing process to qualify ump win a lotto in the process if then they am [inaudible] the material
9:36 pm
was tested. do we know? >> we don't, tida does not have cameras on the island. the only place where we have cameras are within will facilities where we are monitoring for po serb break in's and so forth. various commercial tenants do have cam ares and have been instances where pd and tida have been able to obtain information from the cameras that commercial tenants have. yes. they come through the bay bridge. the truck load is bold and criminal. admissible when we say here is
9:37 pm
to trying to be aware and trying to make sure this does not happen again if it does we have measures in place we can go over and prosecute. that's what i'm trying to get in here. to get to the island there are cameras. you know whoever is managing -- anyone. that is just that and prevention we can talk more. but quickly on the lotto we can move on the agenda y. and to clarify. there is lot reese like the dolly lottery for bristol. and the lottery held for the bristol -- is -- the households that were successful in that lottery then we need to go through the process of -- you
9:38 pm
know -- having the [inaudible] approved for the purchase of the units. and we have 5 households that are involved in that. i want to be clear the legacy ranking is nots the same type of lottery. we wanted to rank -- the upon 164 households so that in the future as transition units become available we valid a list that we can go through to determine who would first be offered a transition unit based on their the size available. and the replacement unit entitlement of the ranked households we don't consider it a lottery. and try not to use that word because it creates confusion. with the mohcd lottery process.
9:39 pm
but it was a randomized ranking of the 164 households to determine in order. >> for me. >> yea. >> good ahead. >> yes, and i than we have a housing on the agenda. yes and as long as this is well explained to the residents. thank you, bob and we have a housing, i know we cannot spur the question yet we need that on the agenda. thank you. >> mark. jot last question. what was it think we could do it had they i know they think the island was a dump or what? i'm just curious about that. >> yea. i am prior i worked with the d.
9:40 pm
public works. and their operations burroughs. and including the d. public works bureau and um -- the people who engage in this activity look for places where they believe can do something observes. where oorm00 there is not arc left activity. and so -- that probably made them assume they could get away with it. i have seenin other locations throughout the city. even had someone dump a load of construction debris up at the top of twin peeks. when i was with public works.
9:41 pm
so, even though -- know -- the cost appropriately disposing of materials. is not a lot there are people who will kooek seek opportunity to cut corners. >> specialing that they can get a criminal charge against? if caught, yea. that's why they need cameras. there are types of materials that i think lends themselves more torcriminal charges. hazardous materials. and i believe there are also -- thresholds from cost that could lead to criminal charges. that it is not my area of

[inaudible] they are now up and planted. and it is wonderful to see. that infrastructure can also be a nice walking path, bicycling path it is part of the public parks and realm that we have. thank you, lauren and i will turn it over to you. >> thank you. >> good afternoon. thank you for having me. i'm lauren stall i'm with cmg aushth. the lead aushths on treasure island. and i'm here today to present proposals for the first phase of parks in major phase combon to hear your thoughts on them. these were developed with tida staff. there is a group of people involved in developing the names
9:45 pm
i'm lucky here to present them to you. other schedule. the construction. first treasure lieshg andz parks began early 30 year. we broke ground a mont ago and last knowledge not i took the main frameless to the tida cap and reviewed those with that group. and today i'm here torpresent to you all. and then we hope to come back and take the feedback from you and the feedback from the cab and go back and make revisions necessary and come back later this year for approval. and then in the first half of next year the first parks will welcome [inaudible]. we have gone through 2 other exercises now on treasure lieshgs land the first for the streets and that was they're inspired by the golden gate
9:46 pm
expedition. there were people like antonio and johnson as well as a lot of the place named throughout the expedition honored part of the street naming. >> here is a diagram of the proposed treasure island names. there are different themes the names on the core the history of the san francisco avenue first airport. there are a few references within that core. and the other names are more reflective of the character or defining features the others vary a bit. when will we presented these.
9:47 pm
we got a few comments one about quick are mraz as, they are on the list today and there is concern it may cause confusion. a comment the names were too literal. and then also a debate over the proper mother common an s or not. -- we will take that as well as other comments we receive and revise these as necessary before we come back to you. looked through each one individually for you. the first is treasure island landing. on each you see a proposed name and the name that we have in used for the places throughout the process. treasure island landing is proposed name for the waterfront plaza where the ferry terminal is on the western side of the
9:48 pm
island. and are this name the landing is a reference to the aeronautical path. landing would be merry time term. as the lands here and the first place passengers will come on to the island it is the gateway. we felt that name was upon pro for this space. across the street is the building one plaza for that we proposed transpacific plaza. this again is a name that represents the past and future of the space. pan amthe airline made the first flight in 1935 and built the terminal and air control tower at that time for that airport. >> final mrazal include sculptors from the golden gate
9:49 pm
expedition. the name is both a reference to the first historic flights and a nod to the cultures. >> behind building one clipper [inaudible] plaza. in the past it was the marina plaza. this space organisms up and steps down from the back of the building toward the cove and the marina. and so the marina is just behind off camera. and this place will have great views in the connection of the cove. name was appropriate here. >> the next space is in front of the left side of building 2 and the pan am grove. would approximatem building 2 it is former hanger.
9:50 pm
it was the hall of air transportation during the golden gate exhi bigz. a grove of olive trolls that date become to the time of the expedition was transplanted and planted in the grove here that will form the frame the event row in the building. am you see a bit in the upon rendzerring it has a sculptor the spirit transportation. the name pan am grove the path with the hanger and future of the space as a grove. between buildingers 2 and 3, we proposed lean thanksgiving space the hanger yard this . is a mixed use basech it is designeded to hold farmer's markets here and are can be used daily as a parking lot and this is more u till tearian thanes
9:51 pm
other spots. we thought it has an industrial -- more characters. you know we felt like hang are yard was promote. this sell clipper cove promenade. the features are the linear path way per pedestrians and bikes and elements along as well as people can stop and enjoy the cove. we felt like because of this you see the cove and the. useace the way it moves up and down we felt like clipper cove suited the space.
9:52 pm
>> and moving north, site of the chap and he will for this one chapel green. if the chap cell a world war ii chapel retain exclude repurposed for function. the chapel will be organism and trees and it will sit in a park like setting. chapel green was a fit. >> on the western side. we decided over proposing we would maintain the name. city side park. some of the features of the park is that it in the western side. it is the first phase of it will be 2 blocks. it will issue half a mile long park on the western span of of
9:53 pm
the island. at night the lights will be dpra update there and you can have a dramatic climate and winds. we felt the name was descriptive of the location and the exposure of the park. next is the common the official name will be just the common. and this space is a 6 block long park. each has a different use. spaces for picnic. garden space. play ground and dog park tell include the first 3 blocks of this park. >> park between several residential buildings. it is ment to be a shared space
9:54 pm
