asked or instructed from the mayor's budget office is one prioritizing restoring san francisco recovery account at and equity the policy priorities. also getting back to basics and improving core service delivery in our budget. and this year good news, no reductions. but there is no increased to general fund support. >> so in terms of time lines i wanted share with you -- we are in the phase now where we are close it having the mayor announce by june first the proposed balanced budget to the board of supervisors. in around 2 week in june, the latter half, the board will hold budget hearings at committee to consider the mayor's budget proposal and make recommendations near changes. and then in july the budget be

considered at the board and august or by august first the mayor will assign the budget so that it is adopted at that point. next slide. >> so as a reminder i know we have a couple of new commissioners. the office of small business is a division within the office of workforce development. our budget will be considered when oewd's budget is discussed. what you will see in the chart a division of of their budget. this current fiscal year. you get a sense of00 autoinvestments. and where they are. so under neighborhoodses and business resource. you see 3.8 million under office of small business, again, there is a significant portion of

resources dedicated to small business support. and so what you will see out lined in the pi chart is an break out of the various division in oewd. >> we wanted to share with you in terms of the different types of service that we offer to the small business community this is from our current fiscal year you have a fuller picture. what you see broken out is grants, for example, probably something this most are familiar with and directs level of monetary support. and training provide toppent prenurse. technical assistance lieu many community partners and commercial sdrishth intervention from investments in shared space to other beautification efforts and commercial corridors.

there is a segment for loans. loans are not as much preferred compared to grants they can be instrumental to a small business community. in the center you see the staffing dedicated to small business support. 3.1 million in terms of cross osb and were invest in neighborhoods. this really represents the services and support and resources provided to the small business community. so just as an over view in the upcoming 2 year budget at the b. tablature really is there is in the a lot of xhafrj in terms of our budget for the next 2 years. really -- very small including the fte's and the next slidesil go over what is changing. and you get a historic over view

of the last several years to compare. >> really. the changes represent you will see reflected in fte's in the last year we reassigned the small business development center, over to the office of small buildings. preaching. they were housed under oewd's neighborhood division. change reflects the 3 staff with the stars next to them now under our office technically speak. there is no new proposed in the next 2 budget cycles. changes are thenualization of these 3 positions that were approved for the last fiscal year and the reassignment of over to osb. we currently have 2 vaccanceys.

for one of them it was tieed a program that was oaf00 through legislation by supervisor chan to establish a neighborhood anchor business program that person will help out with case management. that was a 974 community specialist position. and the conditional letter went out today. we are excited about welcoming that person on board short leave and also 1 position is vacant. we had a business case manager who -- has found employment elsewhere. so that hiring process will begin once the budget is dapped. we are substituting the position from an 1822 to 1823 to ensure haposition is on parwith other case managers in the office currently.

so that is the staffing in a nut shell. reason notoriety change you see in our budget. i will point out -- on that slide we have did have one temporary person. staff member helping out with legacy business program and osb marketing and communication. we are trying to figure out in the budget season how to keep this staff person on board. this person has been instrumental in helping our office do further out reach about osb services. you know we have a better presence online and social media. through creation of flyers and basic things to help people know about the services we offer. she has been instrumental in the legacy business program. since january of 2022, has helped us do you believe the amount of business applications we have processd and getllow

this commission. i wanted note that as well. for the next slide this . is a snapshot to show you thus far how many case we served case 1, 833 to date. and in terms of the initial clientses a 3, 145. and they will grow throughout end of the year ending on june 30th. in terms of the number of clients, and if we were to compare to past year this is it is on parwith when we have seen in traditional, nonpandemic years the last 2 years had we faced the pandemic client numbers fiscal year, almost 6, 500. and fiscal 21, almost 5,000 clients. and really that represented the need during a challenging time.

now we are seeing this year in terms of the number of clients and case its is back to the levels that we have seen. >> so -- next slide. shows the types of services that people asked questions us about. in the last fiscal year. always rising to the top is foodservice the most complicated. i'm sure that commissioner carter can arc test to that. and so those continue to represent the majority of the questions coming in. in addition to second most is in retail. and then the next slide. this also gives you a snapshot to show you where the upon entrepreneurs are when they contact our office the most are in start up phase. combine, those are the once starting out or thinking about starting a believes. you will seal the definition of

what is prestart up versus start up. >> and prior to the pandemic 43% of the cases that we saw -- really were -- related prestart up phase and 20% in the start up and 23% in existing businesses. during the pandemic rose to increase in existing businesses needing spchlt i imagine as we hit the recovery phase we see that again trend back toward what it was before. next slide. perfect timing we have legacy business grants in our office we do give a couple of different grant promise. one is the legacy believes grant approximate rent stabilization program. on going program where we throughout office of small business receive 1 million each year. and as a reminder, this is so

that -- there is an incentive for property owners to sign a lease agreement and extend a lease by 10 years or sign a lease for 5 years. so. in this last fiscal year as of on friday. our office has issued 588,000 worth of grants paid to businesses. and since the inception of the program on fiscal 2016-17. we have paid out 2 penalty sick million to 14 property owners. roughly 50% of the property ordinance will turn that back over to the legacy business tenants giving back to the small businesses. this has been successful in helping legacy businesses continue to stay in place. and then in terms of legacy business grants in the second

box, these are grants paid directly to the small businesses a one time source of funding from the board through the add back process. and in the last fiscal year as of friday, we have paid out 278,000. there have been a couple of grants in the paid yet due to issues with setting update accidents as a city supplier. noting the process we do have and also are seek to improve and yet businesses are able to not be paid yet. and of all of the small believeses that have received the direct grants they do remain open to this day. again . it is great to see that these are helping out our small business legacy businesses. all right. and then the other grant program

that our office had begin in this past fiscal year was to venn use. and this was a program establish in the march 2021. during the pandemic. and the city received we received about 3 million dollars to grant out and the goal was to support our san francisco based live music and entertainment venn use to prevent the permanent closure due to the pandemic. our president was involved in that creation. there are 3300 businesses in the city with a pace of entertainment permits as of february 2000. the grants that were focussed with venn use with sound and lighting systems and engaged in marketing of performers by name and print and digital publications, communication and social media. geared toward smaller segment of

the 300 venues that had a place of entertainment permit. in the first round 68 received grantses and a couple not paid yet due to city supplier, and then 71 received 481,000. so from my understanding, in terms of the number of venues that received lines up with what the participated based on criteria which the grant program operated under. that is great to steel. >> the next. quick interjection. big thanks to rick for administering that amazing to be on the other side and see that money that has gone out. i know it made a huge difference. we worked hard on the linguistics of that. it is nice, nice to see it

any questions. could you pull up that last slide? i know downtown is going to be a core focus going toward -- does that -- unless we have thoughts on how we, specifically can support the downtown region? >> i think our goals upon toward downtown recovery. i know it may not sound flashy but it is continuing our work and trying to help make the permitting process fortunate for people who want to do interesting things in space downtown given the foot traffic is not what it was prior to the pandemic. helping connect people to resources whether it is loans, funding. or other upon grant programs to help them with improvements. there is a team that is

specifically dedicated to downtown recovery. looking at ways to activate space and increase public safety. draw tourists to our downtown area as well as encourage employers to at least welcome or incentivize. ties come back to work in person a couple days a week. all of that collaboration will be important to downtown recovery. >> okay. good to know. commissioners -- thank you. thank you, directors for the report. that was great. um -- can we get a coup copy or a link to it at one point. i definitely appreciated the update on staffing and the budget. i was curious if you could go a

and they were previously 1650 mission. and we when they were there, our office worked very closely, staff are referring people to the team if they need technical advising. . access to loans. or other resource and doing a deeper technical assistance compared to the staff. and so this relationship has been strong. and they work together with office small accident team in city hall they locateed 1650 mission. we have 2 of the case managers in city hall. the director is located in our office at the permit center 49 south vaness it is getting crowded. and prioritizing the staff who serve clients regularly. so -- it is great to bring them in our space again.

and to even further collaborate and cross refer people to service. there are clear differences what we do and so, yea, it has been a positive experience. and then we have been working with closely with the oewd team and making sure we are sharing information about resource and that00ue know it should not be up to the small business owner to know the difference with what invest neighborhoods does and office of small business does we are trying to refer people and connect them to resource so they don't have to ask 10 people the same question. we will continue to build on that. >> nice. >> great. >> so i had another follow up about the legacy business program. i realized we have new

commissioners who may be were not around when that program was mandated i think the historical context of how it became our responsibility of the commission to manage might be important for like a check in -- because it was designated by the voters then the board of supervisors got involved to make sure we were doing you know -- our -- fulfilling the needs of the voters. i think that may be checking in, if there is any items around the legacy business program we need agendaized. on the commission relating to any program updates? or changes or may be just if it is something of interest to hear the history. that we are prepared if we need to make a decision in the future relate to legacy buildings. and -- that was i know that

on our commission and we anticipate rachael to be sworn in the next time we have our next meeting. sbc meeting. of look forward to welcoming our new commissioner. as a quick recap of small business week it has been awhile. our office, thank you rick and michelle the first legacy business mixer. it was a huge success with over 100 participates. it was wonderful to see people in person. our office hosted a number of upon events including virtual workshopos starting a mall believes. and coordinated small business recognitions with the board and supervisors and the mayor. i thought it went well this year. and in terms of legislation, supervisor megar and supervisor stephanie introduced legislation

on may 10th. this is through graf feetee and corridors this was introduced after this commission weigh in the on the city's arc baitment program and intreszed a desire to see change especially for small businesses. we anticipate that legislation will be referred to you all. you have already voiced your opinion on the matter. tell be wonderful to get your thoughts on this program. i will not go into this the neighborhood business registry. position of however i will share, i think i might have shared with you via correspondence. but per connie chan's legislation we created a neighborhood anchor believes registry, a form. online form on our biebs.

if they have been in san francisco for 15 years or longer temperature is a simple. translate in the our city's threshold of language. fill out your information and this is going to be different from the legacy business program. it does not come with grant funding, dedicated to it however we will have staff that will focus out reach efforts on those businesses that ends up on the registry. so they are aware of the grant program and resources available through our office. and lastly i want to update you about out reach in our commercial corridors special thank you to our commission secretary carrie joining for many of the merchant walks. we developed a flyer. again a basic out reach tool to let businesses know about what we do through the office and the commission. why we have been walking on

um -- i feel like there was something. -- you know as director tang mentioned the budget process is going to start -- kicking in high gear i think we will need to be paying attention, too. where funds are going schmitt think our input will be solicited a bit on -- how we should be helping small business and i will use this opportunity to reminds my fellow commissioners the downtown area is dragging behind the other neighborhoods.

whether they are work or visiting or are tourists. tell be hard for that region to come back for the small businesses to come back >> i know that is top of minds for many, many different businesses and organizations and in the city it is critical to our tax revenue. as a city. basis under which the buildings have value and that's where 80% of tax revenue come from. that is the thing i'm harping on at the mobile home. other thing i believe that we have a window of opportunity to get as many businesses as possible to apply for the employee retention credit. i hear from business owner friendses that applied for this

retention krdz some got hundreds of thousands and under subscribed program. >> not familiar with it. >> the emit was created out of cares and if you kept employees throughout the pandemic you can get a tax credit. it is complicated to file for. you have -- until end of tax year 2023. file an upon amended return. can you get up to 7500 per employee. excuse me. 5,000 per employee. that's 20 -- 22, 23 thousand

dollars doing bad math. 23 thousand dollars per employee. if you have 10 employees that is 230 thousand dollars! and it come in the form of a check from the u.s. treasury. you pay less tax its it is that credit you because this is pay role you paid. it is complicated to file for. you need an arc counterant it is not the thing you can go on a website and figure out. believe me that was the first thing i thought. you can't. you need professional help and i have been. very gently and consistently trying to encourage the city to step in. and help facilitate connecting small businesses with the technical assistance. great opportunity to have an opportunity around that to help small businesses apply for the tax credit. but it is -- in many cases

businesses are more money than they got from ppp. and -- there is no tax ramifications because it is a tax credit. so you don't owe state taxes or federal taxes on it. it is money coming become to you that you paid. and so -- it is terrificly under subscribed. when we did that survey in -- january of 2021. only 5% of the businesses that we had spoken to about it had applied for it. nationwide the last time i got a number on this less nan 30,000 businesses had applied nationwide. there are 50,000 small knowledges in san francisco. so -- this is an e normous aim of money that is out there.

it is already paid for. nobody can take it away. >> you don't have to worry about waiting for a bank. or somebody like ha. all the different problems we had with the ppp, being distributed some people got it. there was this and that. 91 of that exists with this program. and -- am you know i don't know exactly how many businesses in the city qualified for it. but hypothetically it could be hundreds of millions or a billion dollars for our local small businesses in excess. whatever the number is. it it is more than the city has available to devote to small businesses. the bandwidth opportunity the small business community has they know of in, i ram bowl about it. >> i have a question. i know especially with dealing

with ad a issues now, you know i know the city has preferred vendor lists. like of -- verified cast inspectors. that are private but the city says, here is a list, right >> i know that osb housed -- transition support resources another example of -- small businesses that want to retire. and transition to worker owned or -- self and they have some resource you know. i know specific low like a cpa list would be useful. not just for employee retention tax credit referrals but even left lanesed transfer and business sales service. i know the cpa's that might business community are tapped

out. everybody is asked trying to retire and asking for the same support and -- there is in the a lot of referral services for those upon types of -- requests that are growing in our small believes community. so i think a cpa list would be will useful for multiple reasons and i'm cure if that lives somewhere. is that vetted somewhere? >> director tang. joy wish we could do that. i wish it was simpler inform government it is complicated to refer anyone to a private business. the reason why we have the. inspector's list there is a list of people certified under the state architect's office. and they actually agreed to the station -- of -- familiarity with san francisco building codes and serve san francisco

there is a pool that we pull from through that licensed list. and it is difficult with cpa's, lawyers. et cetera to come up with a list like that. could be -- hundreds and thousands of people long and also again, we cannot official low make any referrals to private businesses we make it clear for the inspector its is not a referral to any of them. and so, yea. one of the things we are working on with the community partners that provide assistance is figuring out where are the gaps we are seeing i brought update issue that the president raised over and over again. and so we are figuring out through municipality partners whether they can make it more well known what they do. and if it is an existing resource or something they

disseminate to firm and stuff like that. may be the city can be involved not with providing the technical service providers but referring to them but may be helping centralize people toward this program? i don't know. i think it is the fund ammal program. where the rubber hits the road is the private level of service. it is a challenge. chamber of commerce found people willing to provide services in multiple languages. go to their website there are 3 different if i weres. a point of frustration for me with some of the firms. not necessarily the ones on the chamber website. there are firms out there that

will charge 15%. somebody will get 200 thousand dollars that is like they will pay 30 thousand dollars to this organize. i'm seeing other organizations charge 150 dollars per employee. in that case it is a thousand dollars. i don't know why a small business should pay 29 thousand dollars. it is a big gap. well is a lot of people who are seizing the -- lack of knowledge and -- lack of ability to do anything and capitolizing and taking advantage of temperature with that said, i think everything else equal i rather see someone take advantage of a mall business and the small business get something than 2023 go by and did in the file for any of these credits and now

families, immigrants, seniors, merchants, workers, and the housed and unhoused who all deserve a thriving neighborhood to call home. the tenderloin emergency initiative was launched to improve safety, reduce crime, connect people to services, and increase investments in the neighborhood. >> the department of homelessness and supportive housing is responsible for providing resources to people living on the streets. we can do assessments on the streets to see what people are eligible for as far as permanent housing. we also link people with shelter that's available. it could be congregate shelter, the navigation center, the homeless outreach team links those people with those resources and the tenderloin needs that more than anywhere else in the city. >> they're staffing a variety of our street teams, our street crisis response team, our street overdose response team, and our newly launched wellness response team. we have received feedback from

community members, from residents, community organizations that we need an extra level and an extra level of impact and more impactful care to serve this community's needs and that's what the fire department and the community's paramedics are bringing today to this issue. >> the staff at san francisco community health center has really taken up the initiative of providing a community-based outreach for the neighborhood. so we're out there at this point monday through saturday letting residents know this is a service they can access really just describing the service, you know, the shower, the laundry, the food, all the different resources and referrals that can be made and really just providing the neighborhood with a face, this is something that we've seen work and something you can trust. >> together, city and community-based teams work daily to connect people to services,
