>> aye. >> all right the meeting minutes have been approved next is 4 which is report from executive director? who is going to be she with snus she is. >> hi. good evening president bleiman and commissioners. and folks watching. am i'm magget director of the entertainment commission. i'm coming to you frequently my room now covid finally caught up with me. so -- thanks for bearing with me i'm a little bit out of sorts wanted to start with announcements. letting you all know that we are very, very excited about the warriors won championship last week. and the city got to celebrate them yet with a huge parade first time in san francisco. we also cell will brated juneteenth in san francisco all weekend. there were a ton of events all

over the city hoping those that did in the have covid were able to enjoy. and also just wanted to let you know that today is not only the summer solstice and a hot weather day i'm sorry we are all inside. but it is also music which was start in the paris the first time that we are hosting this world music day here in san francisco. we have been promoting this day through our social media channels and news letter and cross prowith oewd. and office of small business. permitting some events today for music and encouraging our jam permit holders to host out door music today. hopefully folks were able to here sounds and live music.

hopefully you will get out beyond that getting on to what is on the agenda. wanted to updates on legislation. know one is a local ordinance something that the deputy director worked on in lowering the cost of the permit application and license fees for our fixed place amplified sound permit in preparation for transitioning our eligible jams over to programs. they have not issued a permit. before but the cost was 2,000 to apply. brought that cost down to be very similar to our live permit.

i was present for the reading and sent to the full board with a positive recommendation. i will keep you posted when that passes and becomes part of our code and when we can start issuing permits under that new fee t. is exciting another piece to bring more equity to our programming and permit fees. the other piece is -- something that you are going to hear more about from ben when he is able to present the next time at the commission but this is a state bill 930, which is very familiar to all of us. it is bringing 4 a.m. back to the table. at the state level. and it is making it so that the proposal includes san francisco and other jurisdictions to potentially ad 4 a.m. alcohol sales.

we will shop around that soon that would implicate all of us in getting more involved in how we implement 4 a.m. locally. the plan itself for the bill is a long-term plan. if it passes this fall. we would have a year of having a committee likely hopefully in some form working on a plan for local implementation. that would be 2023. then the board of supervisors in 2024 for their approval. and then it would not go in affect until january of 2025. so this is a ways out but that is how it is written at the state. i will keep you posted on that. beyond that just wanted call

attention to staffing changes you know tony is no longer an inspector with the entertainment commission. we are down one position now. a full time position. in that time weer going to have inspectors work as an acting senior inbespecter and keep you posted on how that shakes out. in our staffing models going forward. we'll talk about our sum and i retreat. took the time to meet and talk about our goals. commission secretary lion is she put together a great sin oppositeis. i will ends is you a plan today.

have much enforcement updates for you. most have been resolved with education there is a memo in the folder as well one moment. let's try that, may be. as well as the enforcement report. the first update is about on 510 union. responded a sound complaint on may 14th and benched operating volume in excess of limit. and out door sound after 9 a.m. they are saturdays 1-3 and 5 to 9. and no staff member on site aware of permit conscience including their sounds limit. i issued a notice of violation and since then we received a few more about the business. we were not able to responded in real time to observe.

inspectors conducted a follow and up spoke to management about complaints and conscience and followed up with the same manager to ensure compliant moving forward. >> next business update is lucie night club on mission street. received 3 sound complaint in may. inspectors observed the business did not have a sounds limit on their permit and had a barn door. the door with a top and bottom that opened with a large gap. it was causing the sounds to like. worked with the management team to set a limit and to reposition the speakers to prevent the sounds from being projected out and fixed the gap in the door. we have not received more sounds complaintses kudos to the inspectors and business for being so responsive. next about the blue light. a st. john's complaint on may 27

and the inspector responded in the real time. this business elected to civil condition themselves to not have drums in out door performances. when the inspector arrived he saw a drum kit set up. and when he spoke to the owner he admitted he did not know the band had a drum and they are booked through a talent buyer. the owner said he would be in better communication with his team and have not received complaints since. the next the brickston i issued them an nov for operating after their llp permits 11 p.m. cut off on may 28 the inspector responded a complaint at 1. . 15 a.m. and there was a dj spinning. manager on site claim heed did not know the permit required an education at 11:00 this was the same manager that the inspector spoken to the previous 3 visits

i issued a citation for operating intlament after 11 and hosting entertainment permit holder have a staff member on site who is train in the venn rue operation. and aware of all permit conditions. >> last this evening is about the fillmore and turk minipark across the street from modern station. we received 20 complaint busy this park since our last hearing. 12 this weekend but the park is in rec and park not ours. this is a little strange the person set up in the back of a parked van in front of the park and throwing unpermitted concerts. sings the entertainment is coming from a parked van it not per view. we are meeting with rpd to discuss mitigation strategies as all agencies are receiving complacements about

that climate of the economy. our plan is to have live performances of the genre in jazz, sing are song write sxher foek music >> idea not to get too detailed the fill a gap of something desired by consumer in that area. um -- you think of it like a din and a show than a d judiciarying performance. this is an intimate space about 1200 square feet. music along with the atmosphere will be ambient, like -- a little bit upbeat but nothing to the point of what we consider to be obstructive to the neighbors. that's very important to yous. our neighbor adjacent to uscuma sushi were good friends and they

would be mostly affected by this. we know what we turn up our amp a little loud their plates rattle we have been mitigating sounds issue for a long time with those guys the past year. everyone seems to be excited about the idea. and i think that the vision fits with the neighborhood and -- with our current clientel. we also have pivoted into part time/private event space. so having this permit gives us a leg up of the competition in offering live jazz or karaoke for the birthday or -- you know there are a number of other applications but -- so that's why i think it would be an any of to the busy and i guess broadly why i do thank you is

important? is probably the same reason why you created the llp to begin with. there is a culture we would like to, i think, support in this city and this is based on the idea that live music is a pillar of the culture something we are fighting for, in my opinion to which conclude it. if we were approved of this, i think that -- it would be something that would be different on polk in a place that need its badly. i think it would be something innovative in that area as far as live music goes and good all around for san francisco. in some small way. that's all i got. questions? um00 eye want to say kudos to you for opening a business

and we're trying to be a diverse kind of club, trying different things. this is a great part of town and there's a bunch of shops, a variety of stores and ethnic restaurants. there's a popular little shop that all of the kids like to hang out at. we have a great breakfast spot call brick fast at tiffanies. some of the older businesses are refurbished and newer businesses are coming in and it's exciting. >> we even have our own brewery for fdr, ferment, drink repeat. it's in the san francisco garden district and four beautiful murals. >> it's important to shop local because it's kind of like a circle of life, if you will. we hire local people. local people spend their money at our businesses and those

employment and education. so we really worked across the board as well as meeting overall policies. >> among the priorities, the office of transgender initiatives also works locally to track lgbtq across the country. >> especially our young trans kids and students. so we do a lot of work to make sure we're addressing and naming those anti-trans policies and doing what we can to combat them. >> trans communities often have not been included at the policy levels at really any level whether that's local government, state government. we've always had to fend for ourselves and figure out how to care for our own communities. so an office like this can really show and become a model for the country on how to really help make sure that our entire community is served by the city and that we all get opportunities to participate

because, in the end, our entire community is stronger. >> the pandemic underscored many of the inequities they experienced on a daily basis. nonetheless, this health crisis also highlighted the strength in the lgbtq and trans community. >> several of our team members were deployed as part of the work at the covid command center and they did incredit able work there both in terms of navigation and shelter-in-place hotels to other team members who led equity and lgbtq inclusion work to make sure we had pop-up testing and information sites across the city as well as making sure that data collection was happening. we had statewide legislation that required that we collected information on sexual orientation and our team worked so closely with d.p.h. to make

sure those questions were included at testing site but also throughout the whole network of care. part of the work i've had a privilege to be apart of was to work with o.t.i. and a community organization to work together to create a coalition that met monthly to make sure we worked together and coordinated as much as we could to lgbtq communities in the city. >> partnering with community organizations is key to the success of this office ensuring lgbtq and gender nonconforming people have access to a wide range of services and places to go where they will be respected. o.t.i.'s trans advisory committee is committed to being that voice. >> the transgender advisory counsel is a group of amazing community leaders here in san francisco. i think we all come from all walks of life, very diverse, different backgrounds, different expertises, and i think it's just an amazing

group of people that have a vision to make san francisco a true liberated city for transgender folks. >> being apart of the grou allows us to provide more information on the ground. we're allowed to get. and prior to the pandemic, there's always been an issue around language barriers and education access and workforce development. now, of course, the city has been more invested in to make sure our community is thriving and making sure we are mobilizing. >> all of the supervisors along with mayor london breed know that there's still a lot to be done and like i said before, i'm just so happy to live in a

city where they see trans folks and recognize us of human beings and know that we deserve to live with dignity and respect just like everybody else. >> being part of the trans initiative has been just a great privilege for me and i feel so lucky to have been able to serve for it for so far over three years. it's the only office of its kind and i think it's a big opportunity for us to show the country or the world about things we can do when we really put a focus on transgender issues and transgender communities. and when you put transgender people in leadership positions. >> thank you, claire. and i just want to say to claire farly who is the leader of the office of transgender initiatives, she has really taken that role to a whole other level and is currently a grand marshal for this year's s.f. prize. so congratulations, claire.

>> my dream is to really look at where we want san francisco to be in the future. how can we have a place where we have transliberation, quality, and inclusion, and equity across san francisco? and so when i look five years from now, ten years from now, i want us to make sure that we're continuing to lead the country in being the best that we can be. not only are we working to make sure we have jobs and equal opportunity and pathways to education, employment, and advancement, but we're making sure we're taking care of our most impacted communities, our trans communities of color, trans women of color, and black trans women. and we're making sure we're addressing the barriers of the access to health care and mental health services and we're supporting our seniors who've done the work and really be able to age in place and have access to the services and resources they deserve.

so there's so much more work to do, but we're really proud of the work that we've done so far. [♪♪] i'm currently an h2 firefighter for the san francisco fire department. i served active duty in the navy. i wanted something that was going to be in the medical field, but not necessarily stay in a hospital setting and i didn't want to stay in an office and this job kind of combines everything i was looking for. everyday's different. there's always something new and to learn. and my first introduction to the department was being surrounded by people of the

lgbtq community. and so we were able to get, you know, it just made things a little more comfortable that you could talk to people about things that people necessarily wouldn't understand. i've had to hide myself. able to come out. being able to understand many his and being able to do things in had that sense, it's very liberating to be able to speak like this, this city in particular, it's a mecca for the lgbtq+ community. you know, there's so much history behind it and being part of this community that now accepting us for who we are and what we do, we're able to just be ourselves. any time somebody finds out i am a member of the gay community, i don't get anybody talking about me, nothing at all. it's just oh, cool. you have a partner? like yes, i do. they start asking about that and how my life is. you become part of the family and here in the san francisco fire department it really is
