steps for us is to reconvene and bring, we kind of brainstorm on how we are going to treat this space, the historical significance that all of you have alluded to. it is such an important one in the history of african americans in this country that they are not to be >>ann: takings. so wherever we decide and want to make that clear, should be something that is substantial. that we'll be able to convey the history, the importance of this particular event and also have the input of the stakeholders so that at the end we are not only doing justice, we are making sure that the injustice that were conducted as a result of this trial is somehow mitigated.

but the tragedy and travesty involved is just heartbreaking. i was wondering if memorializing not just the 50 but the 200 plus people who were killed by being forced to do something that was unsafe, that somewhere their names might also be placed. there might not be room. although, i think it's a possibility and certainly something to look at and to especially for the families, i think that would be a very important aspect of this memorial. thank you. >> thank you, mark.

anybody else? >> i wanted to say something quickly. one thing i failed to say in my presentation is that there is a lot of very serious efforts right now to try to exonerate these and these are coming from outside the congressional area delegates to get congress to get the navy to do something on this. but thanks to the great partnership that the national parks service has developed with the u.s. army, they have also have been very invested in the story and agast to the injustice and there is a military push right now on the department of defense to have the navy over turn the conviction and exonerate the men. i think it's important for you to be aware of that. this is the closest that we have ever been. chicago has been

and we have been doing it with considerable amount of planning to prepare for the health rise 360 and community partnership buildings that are to come. at this point in time, we have been doing additional work with the department of public health as a partner in the 360 building and they are prepared to help with financing and our goal is to assist in pursuing the reports for rise 360 building. >> natalie has been helping with this and working on these

for new funding for state of ca community care expansion. as you know it's operated by the island -- and since 2011 when the dda was also executed. that agreement calls for replacement on the treasure island's unit and program. and as bob just said, the first two vertical project are part of that first unit effort, the first for veterans and homeless and low-income veterans and all existing as the units and for tco in january next year. it's very exciting and also exciting

the project that just closed for the ground breaking events which will include replacement of all the catholic charities and include other affordable units that is all part of the replacement project. and how it operates on treasure island and with the other treasure island numbers. in partnership with treasure island and the department of public health and the office of mayor on housing and to expand

capacity. we started to identify this next phase. you can see it's kiddie corner from the center. the site is 1.14 acres. it will be used for two different purposes. the portion of this site and what we are here for today is for the replacement and expansion and the remainder of the site will be used up to 100 units with two bedrooms and the affordable units. again, one more time, today we are asking for a site commitment only for the gph and hr 360 portion of the site. so, the turn key developer for the building is proposed to be mercy housing, and it would be a

maximum of 150 bedrooms and there would be 2-3 beds per bedroom. up to 450 beds at maximum. this building would compensate for the replacement of all the hr 360 units and help make meet 2 expansion needs and why it's the expansion for capacity. the reason we keep focusing on the expansion is that the funding application which we hope to fly if we are successful today is for expansion beds only. the funding program is a new state program and administered by the department of social services. it's the same for our target population and recipients of social security income.

the application is over the counter but already expected -- our area has already reached its goal, but as far as we know it's the only application from the city and county of san francisco. and -- yes? >> so we would apply for the funds this month and must be expended in 2026. we will apply for $10-15 million and the remaining funding for the rest of the building would stem from both department of public health services as well as treasure island projects sources as the

for the affordable housing. >> that's correct, in the balance of the major phase 1, we have four additional parcels that are designated for affordable housing. but the this is one of the two sites of what we call phase 2 which is going to be moving into development. so this site has actually already been subject to action. it still needs to go through surcharging, but it is in preparation for future

what would be trade winds from california avenue. it's kiddie corner from the sailing center, but these other buildings here would be all residential. this is east side commons which is a bike and ped green belt. it's not a roadway that goes through the east side neighborhood. the other affordable site that we have currently in what we are calling stage two is this parcel here and in stage 3, we have two additional parcels here, but in terms of trying to move forward with the replacement of housing for health right -- rise and home rise, this 1 and 2 parcel and the 1.3 parcel were the ones under evaluation and the e 1.2

is better suited based on our evaluation. >> okay, have you discussed it also with tidd as to the location and with their various projects? >> yes, they are aware that this is the site that is under evaluation. again, all of these sites, these affordable sites were designated under the original land use plan for the island. >> okay, thank you. i think it's important to us to provide housing and i am in support of this. i open it up to the board member. >> yes, go ahead.

>> thank you, natalie for that presentation. i am glad to actually put the motion to approve this resolution and here are my reasons, you know, we have talked to the city and for building housing on treasure island is the reason we want that lease. housing how many variations and it is not a one size fits all. in this particular situation, you have a city agency department of public health involved in housing in a transition housing, not permanent, but there are those that need housing, up to one point. and then transition to the other forms of housing. this is basically where we are

offering the solutions to all of these very complex issues in san francisco. so, i think all of us needs to be commended on this title and for staff moving forward for implementing this. yes for the resolution. the question that i have and i know that after this resolution, dpw and another city agency is involved in housing and because of treasure island we would design our model. the other funding sources that is as you had mentioned the irfd and possibility for the ticg, could you briefly explain and also how the timeline that we have in completing the so that we can begin from the planning state to the actual construction in one or two sentences, please.

>> >> the irfd are the tax increment revenues from the development of the island that are pledged to affordable housing. the housing subsidy is a payment from the icd to tida to help replace our housing obligations and it's $17,500 for every market rate residential unit that is constructed that goes into a fund to help us develop the replacement of housing. so, and one of the things that's challenging with this particular project is that a lot of conventional affordable housing funding sources are limited to

permanent supportive housing. so for instance tax increment financing. is only for permanent supportive housing. that avenue of funding for this project is not available to us because this is, these are transitional housing units and treatment program units. so, the importance of the housing subsidy which does not come with any restraints and the sources like that is essential for bringing this project forward. >> that's why the creativity is essential. the only thing i wanted to add -- >> can you hear me? >> yes, we heard your last comment. >> yes, basically what i'm saying here is absolutely we

have identified the needs, we know it's essential. that's why the meeting of the minds from all the stakeholders, from our supervisors, from just about everyone, all of us are entrusted and this is where further conversations to ensure that we have completed and lastly like i said before, there are many for transitional housing and then supportive housing, and we need to argue that and with this model, we are in a position to address all the others complex issues to get to where we are. so, again, my motion is to move this resolution as quickly as possible. >> thank you. thank you for your presentation. natalie wants to speak and then i will take comments from the other directors.

cat it's cruel to let them stay inside, but yet the fact proves that they have destroyed a third of our birds in the united states. if we allow feral cats and otherwise outside cats, if we allow them, we won't have the beautiful bird watching ability for the beautiful environment that attract all sort of natural inhabitant. i was hoping that might be something to discuss in the future. it won't be popular, but to have an environmentally sound project, we need to take care of that issue. >> okay,
