our students and families on wednesday august 17th. i will visit the schools and thrilled get to see student in classrooms and teachers in action and just i love the first day of school and glad to spend it here in san francisco unified. as we start school, we are still have covid 19, health and safety protocol in place. the pandemic and the virus seems to be here with us but we have methods and tools to decrease the impact on well being. i want to appreciate how san francisco has done getting vaccinated and helps prevent the worse symptoms of covid-19 and keeps hospitalization rates low. public health experts say the schools are safe, in person learning is critical to student development and case in hospitalization in san francisco and children have been low.

and we have also a special ed department that is under staffed. making it challenging for those teachers there and making it dangerous for the kid that are not getting the help they need. [applause] i'm terence teaching for 15 years [inaudible]. and i want to ejo the passion and experience of my fellow educators and add i have been a youth baseball coach. we had 8 players when we have 8 players no matter how much heart we bring to the game we will not be as good as if we had 9 players. my team were not a made for hollywood movie. schools are not either. we need a school board and leadership that can take care of payroll issue, keep our schools

funded. thank you. >> i'm a little short. i'm rafael. i'm 1021 school district chapter president. you will hear from our members front line members with true stories what they are suffering they are not getting paid properly. we people want to retire. district is 6 to 8 months behind in contribute to retirement our members lose interest. the 403 b's the money taken out of paychecks but not given to the institutions that we ask they be begin to. so we are losing interest there. we have hardship. people are not able to pay rent. not able to pay bills this is ridiculous. and empower was a loser from the beginning and a loser now. why are we still that work on the program that is not working

short staff is an equity issue how can we improve student out come in over crowded classrooms with over worked teachers or no teachers at all if you pay teachers on time we can focus on our students rather than how we pay rent and buy groceries if you keep them low and fully starch our schools we focus education rather than management. instead of blaming families and increasing teacher work loads fix empower. pay to match the cost of living and staff our schools to focus. >> thank you. superintendent, commissioners i'm aaron young and i'm a history teacher at local high school. would you work if your employer neglected pay you for a month. 2, how about 7.

we are shy 7 staff positions 4 are home room teachers. in the big are schools that's not a big number. we have 14 home room teachers total. we are missing half of our science department, missing half of eighth grade and a third of sickth grade. that's not sustainable in any capacity. i would like to ask the board to provide contact information for the district employees covering the positions so i have my prep this year and grade the work i have to develop and assign and teach to my students. when i tell people i teach in san francisco a lot of times they ask, why? have a nice evening. >> greetings i'm michael.

elaine and carolyn. i'm jessica a custodian for the school district when i started work thanksgiving job everybody is like it is a district job or city job it is great the out economist what it has become is appalling. i went out on leave and did everything properly to take that leave for my son. the system wiped out the dates of my leave. i was not paid after donated hours from a supervisor. i was told everything was my fault it is overwhelm to be a great work and be somebody who tried to be the best they can for the department you work in. if i can kick in the face not

in addition to working full time for sf i take 2 additional part-time jobs just to pay my basic bills. you know i sit here and hear about problems with empower i don't hear the people making 6 digits and upper having these issues. the problem is that sfusd needs to show that they care about the working class population that work for the district. it is unacceptable to me when well is so much money that people can't pay the basic bills. they can't afford the gas to get here. to work and this it is an additional sacrifice. i say to you, when are you making changes to show that you care about the working clasdz

that work in the district? hel on i'm loraine i work in student nutrition i have been with the district for 31 year his is the first time i had an experience where my insurance i had since 1992 the district did not pay i had to pay out of my pocket they sent me letters of cancellation. this this empower thing was a joke. but you know to let you know we need help out here. we have so many members not receiving pay, they receive half, not enough for health care insurance. all of those things is jacked up. i'm here today to express to the district that we need your help to move a lot of things we need

plan. doctor wayne. >> thank you president lam. good evening to the san francisco unified school district. we have a presentation. >> this is my first board meeting i wanted introduce myself and i share what i'm doing as a begin here in sfusd. i am thrilled be back. i was here as an executive director if 2010 to 2012 surprising elementary schools before that an elementary school principal and middle school art's teacher. after that superintendent of educational services and superintendent in the hayward school district. i'm excited be back in san francisco. district and community that shares my values center centerd and equity focused.

while i'm familiar with the district i'm coming in after away for 10 years and know there is a lot to change and in san francisco unifyd and education in general. i wanted to make sure i take time to as i come in to listen and learn and understand what the needs are in the district. i have -- here tonight to share how i will spends this time in 117 day entry plan. if you go to the next slide. why 117 days? so, usually 90 day plan or 100 day plan. coming in, i am pleased to issue joining a board of education that is committed to focusing on student out come i'm coming in with the priority to put students the center of our work. the board has committed to a process to update the vision,

values and goals by october 25th. i wanted a line my entry plan and listening and learning time to go with the process. so that when we update our vision, values and goals. i share what i learnd and make sure we are organizing research to support students and achieve the out come. what will i be doing. priorities are to listen to understands. but recognize that also issues that require my attention. and so i'm going to do both of those during the next 117 days. if you go to the next slide, you know its -- you know i want to acknowledge that for me i -- hear and hear tonight and understand that there are issues this need immediate attention. and the leader in me who wants

in the community. i should expect to see me in school its is where i love to be. and i understand that and veteran in san francisco before the schools are unique and special and have their own unique needs and also common district wide needs and understanding what the common needs and how we address those and support the unique needs of each school. i plan to host town halls at schools and webinars to speak directly with students, family and staff in multiple languages and important if we speak with our community to speak and families speak in primary language and bilingual and lead in spanish and also make sure we hear from the chinese community as well. and be welcome to all the languages in san francisco. so, that's the lynch and learningil do.

go to the next slide, the start of the 117 plan was on -- after that. was -- on july first. i have been out and talking with folks and getting a sense of where we are as a district. you see themes that have been emerging from conversations. i want to share and highlight what is encourage suggest people care for students and the district. everyone wants us to be successful and so i want to use that and use that energy to help us and ensure we work together

to achieve the goals and working against each other inch feel that commitment to students success. and recognize a need is harms and divisions in the district and in order to move forward we need to think through how we address and what will help bring people together. if you go to the next slide. that's listening, learning and what i heard already. what are the issues that need to be addressed immediately. and 3 priority areas. first in a week in a day we welcome our students back to school. want to do when we do everything we can to have a strong start to the school year for our campuses. looking at safety measures talked about what we have in place to continue safety on covid-19. working hard to staff our schools and making sure we are communicating with the community. secondly, i know we need to take immediately improvements to empower sf personnel and payroll system. and work with the board of education to improve establish goals for student outcome.

we had a workshopom sunday in july around our vision and values and goals and committee meetings how we are working as a team. tonight if you go to the next slide, tonight we -- got to hear and just the true pain and challenges that our transition to the new system has you know -- the pain and challenges the staff felt through this. and you know i have been meeting daily about the empower system to understands what are the needs and how do we address them and what we do immediately and what do we need over time to make sure this system works for us. one thing i come to the district and make sure i'm -- you can count on me to be clear and tell

know our district sfusd. what you see on the slide in are the current values we had and then in orange is what is addod to provide more base said on the discussion we had. we. said we meanted to be student centersd and put student needs first. it was important to emphasize with the focus on the whole child. when we talked about persisting through challenges how will we do that and what came out of the discussion with integrity, transparency in community. and the experience of being united and the board spoke united around what? wanted to make clear it is achieving excellence as a district for students. and then again making sure that we are approaching this work with equity lens in making

decisions and inclubhousive and antiracist district. so that you see in orange is how the values and propose to update the values based on our conversation this is what you shared with the communities. we get the feedback if we talk about being antiracist district we need to be explicit and being we are not accepting antiblackness. that is it is vision. we get to the goals and guard rails. i will explain this we had discussion about the goals. the community watching the expectation we identified one no more than 5 goals for 5 scombreers they are smart goals. specific, measurable, results focused and timely. students out come goals they are describe whatted students know. we know we -- need to address

absenteeism that is in the a goal because that it is not a measure behalf students are able to do that it is a measure are they showing and up how we support students and families to ensure kids near school. goals are around student out come. the board was clear after the workshop we wanted goals in third grade litacy and eighth grading math [inaudible]. when planning [inaudible]. developing the specific goals do we do goals for groups further from opportunity or for all students? what measures to determine if students have met the goal? so, in thinking about how best to approach the goal, we have a limited number of goals to address, turn to the work of john a. power profess or at uc berkeley belonging institute.

understandsable questions around the use of the standardized tests the state test as a markingly point. and we don't want to be driven by don't want to what is help nothing the class to be driven by the test scores or what is expected in the test. i appreciate we have the graduate profile as one of our goals. but the assess ams provide helpful information about how our students are achieving standards. we are looking at recommending we have the standardized results. ones hawere -- that are -- from the state assessment. and that we are looking at the board level that should not be driving the work at the school level h. is from a book we are looking at street data. it talks about looking at levels of dastasm the state testing is

satellite. large size and pointses us in a general direction for how we are doing and patterns of achievement and equity. . but does not really point teachers or in those working in the classroom in the direction of what to do with students. we want in the classroom and schools teach and staff using that data and street dast a. useds data more local and better information what the needs are. proposing we have goals that are based on state measures and satellite data and know we will use map and street level data. go to the next slide. part of the process as the goals are adopted i adopt interim goals. that's where we take the

targeted approach. i have 2 sample goals here. these are not 5 year goals they are goals to achieve each year to see how we are doing. on that one we want to look at for in an area look at first graders. first graders on the reading assess am. i might have a goal recognizing all students improve but know that our black students need to make growth to meet the universal goal having a specific goal for black students that will be how we take that targeted universalism approach. have the goals for the whole district and targeting the support of strategies as needed. lastly, want to share about the guard rails. the guard rails are -- expectations of how we will honor values and working toward the goals.

so, it is person and the written in a way that protects the values of the community and allowing maximum freedom to serve the students. the board identified 4 areas. effective decision make, treatment of students, instruction and resource allocation. took -- drafted possible guard rails and so highlight one here. and so this is around effective decisionmaking. the superintendent will not make major decisions without consultation with the parents, guardian and students staff impacted. if the board adopt this is it is saying that when we bring forward our plans, if we are going to have a plan for improvement in an area or to do something there will be that engage am with the community and a process that we can point to. otherwise, i should not bring forward the plans and making

understand the direction continue has not been set yet we gallon through a board and community process to finalize that to incorporate that input from the school community. i think that is my disclaim i think looking at them tell feels like there needs to be a fifth one. i know we want to not have 5 buff it feels for our broader school community and city community to give a better feel of what the over all priorities are. i think it is something for to yous think about and consider. and reflect do the things capture everything we want to highlight and symbolize experience in the moment of transition in addition to the things that we want to focus and look in on.

had up to 45 days to return to the board and provide a public update. on the any budget adjustments to be recognized for our budget. so this item provides an informational update at this point on the revenue outlook. resulting from changes that occurred at the state level. >> more context about what happened at the state level. there really was a lot of negotiation both at the legislator level and then with legislator and the governor. and one of the big sticking points that seems to be common theme -- is the discussion about one time versus on going spending. i think that -- it is fair low

common new there is was big news about how much revenue is coming in at the state level in 21/22 comparing projections with the budget. however, those legislators who were inclineed hold back on spending at the state level were really driven by an anticipated plateau in revenues. in this fiscal year. ultimate low the governor and legislatedor struck a balance and creating a combination of one time restrictive block grants for school districts. i will hand it over on the next slide for doctor wayne. he will over view the budget to

frame the discussion about the changes. thank you. i wanted share because this is as we noted my first regular meeting of the board of education and first budget presentation. in my upon listening and learning i heard there is mention in the my previous presentation there is a clarity when we are doing. when we talk about education budgets that can be a conversation that is far from clear and easy to understand. and so far once you make sure we presents the budget is clear to the board of education and the public what we are talking about employment to highlight 2 things you can expect moving forward and then to share how this organized and meaghan will share the update. >> first one thing you can expect that is important is you

should be able to hear from the previous board meeting to the current meeting what changes are presented and why. if you look in the chart here you see that we have in the first column it is the 2022/23 adopted budget present in the john and so we want tower see what was doomentsed bite board at that time. and what was we were working on. and then you see in the next column is the revised budget in august. and our job to make clear what changed and y. everybody has an understanding how the budget is e is never stat and i can when there are changes needs to be clear to the board and the public about what changed and why. so everybody understands what our situation is and trust and

what were sharing with the community about finance. the other thing i want to highlight is hayou should we are focusing here on the unrestricted general fund we get funds restricted or unrestricted the state that provides unrestricted general funds the basic operating expenditures. these other funds what the state reviews and what the state determines whether they node to intervene in how the district is you know -- upon governing itself if they feel the unrestricted general fund is not being managed limp the things i appreciate about being in san francisco the contributions from the city and from taxpayers in the community to support the education budget but for this

major budget presentations it is unrestricted funds and see what we present previously and when we are presenting currently and why there are changes. what's changed and lastly meaghan explain the changes i want to share i share third degree because i came up [inaudible] the superintendent of educational service. class room teach and sdrekt and ed services and superintendent. my folk out education side of the house. as superintendent, i have a responsibility to make sure we manage the fiscal side. i learned about the budget and learned how to try to make is clear. this you will see in the presentation we have 5. rows. the beginning and funds balance that is like our savings

account. those are funds we have available that they are not on going funds not like checking account we pay rent. this is the savings account we use for expent tours or if we have challenges the beginning funds balance is the first column that is when we start the year with. the total ref new how much is coming in. and how much we plan to spend. and row d the key line. are we spending more or less than we brought in if more we are deficit spending that is the challenges this district faces is numerous years of deficit spending the ending funds bans balance is after we think about how much we brought in and saved how much do we take from the savings from the beginning funds

balance to pay for upon expenses or put become in and and save another time. made of a few things and rainy day reserve and required to keep 2% for economic uncertainty. but if it is not if the funds are not in one of the savings account it is unassigned fund balance these we use to invest or tomorrow how to use or save it for future challenges. that said, just my first meeting and wanted to make sure a common understanding how we will talk about our budgetful meaghan what are the changes not budget between june and now and not different? >> thank you, doctor wayne. i appreciate that over view.

so starting from the top, i'm going to comparity adopted budget with revised budget of looking at beginning fund balance there are no changes. we are continuing to assume beginning fund of 151 million dollars. on the next line total revenues you will see a change. so speaking to the state's decision to increase funding. school districts you can see that our revenue assumptions increase the 655.9 million to 676.5. the total expenditures you don't see a change we assumed 676.9 million the adjustment in total revenues.

look at net surplus. how much more we spends then and there take in or less? you see in the adopted budget we were budgeting to over spends upon by just under 22 million dollars. that took a big hit out of the savings accounts. with our new revenues you see that short fall was reduce friday 22 million to 1 penalty 4 million. we more a better position this year as a result of that increase revenue. moving forward, in multiyear projections on row d, we don't deficit spends in the future years, which is positive. looking at the impacts on the ending funds balance because we are not deficit spending we will

not spends dun our funds balance ending balance increases from our adopted budget of 129.1 million to 149.6. we are able to projected through this revision to have a higher ending funds balanceful you see that the total increase in that unassigned fund balance 20.5 million. over all we seen an increase in revenues of 20.5 million. this budget revision does not prosecute pose increased expenditure they remain unassigned. now back over to doctor wayne >> thank you. i want to speak to 2 issues the one we prepared this presentation i understand that when the final budget was doomentd there were a few outstanding issues that had been discussed but not addressed by

the board of educationmented to see where things are going to settle. we were able to address the issues and do it in a way namaintained the balanced budget and -- then we can look at moving forward and throughout budget development press how we will address these and other programs there may be needs. we know we heard from the long fellow communities about multieyeling walpath way. the jrtc program was eliminated and schools brought it back and it it is in the exactly like before but work to address them. the second issue am is coming with the 45 day revise that shows an increase in revenue. but not proposing a revision in expenditures.

why? we need to see how enrollment come in it drives revenue. even for the 22/23 year we look at projected revenue. we don't certify enrollment until october and see ref now in september. we know and projecting declining enroll am we don't want to ask the board to make investments until we see the enrollment and we than already a commitment by the board of education to make an investment in critical area that is salaries of valued employees. we heard tonight how they need to seat district take action to ensure that value is not in words but in action. we are committed to working with labor partneros compensation to help recruit and retain staff
