i'm here to talk about the castro theatre. and um -- what will be on your agenda in october. um -- i have here a sign that reads, save the seats. it refers to the seat in thes orchestra section of the craft row theatre, which another planet wants to remove so they can flatten the sloped orchestra section. um -- i'm against the um -- eighth plan to renovate the theater. i am um -- here for a number of reason. first to reminds you of trauma in the castro since the 1970s with the political arc assassination of harvey milk. in the 80's we dealt can the aids epidemic killing thousands of gay men in the castro and

continued to the 90's. we have seen an epidemic of evictions in the castro. long-term residents forced out. while all this is going on, we gays had to deal with incredible stilling in and attacks by regulars and political figures. the trauma of decades in the castro has never been acknowledged by greg perlove and another planet. they came in january as the great saviors of the castro. never acknowledging the trauma and the pain we are carrying with us as gay men for decades. since then, the another planet people refused to hold a town hall meeting until august. that is in the the way to engage

of the one store portion. growing colonnade at the primary facade. growing evacuates with arches in the lobby. a flat roof. sunken courtiard. smooth wall surfaces, over all massing of the auditorium at the rear. and the interior chandeliers. moving on to talk about the project. the project proposed to redevelop the 20 acres of surface park and structure this is surround the galleria site into a master planned multiphased mixed use community. the shopping mall remain with minor facade alterations. the parcels that contain the mall would be rezoned part of the proposed special use district. in total it proposed to demo 4 structures clzing the theatre.

over all the project proposed to construct will following. 2, 930 residential units. and new retail use. nonretail sales and service use. hotel use and institutional use. construct a new childcare facilitity and space for community unanimous add 4, 250 parking space. develop 6 nearly 6 acres of open space. and provide further infrastructure modifications. upon the project looks to achieve objectives. a summary of the primary points of the objectives. one, to redevelop the portions of the project site including surface parking lots. structured p and vac an structures surrounding the galleria to create a new neighborhood that provides a mix of residential, retail,

commercial, hotel, public gathering and community space. 2, maximize housing throughout the site and provide housing in prongimity to local and public transportation. 3. to build a mixed item community that provides for a range of afford at level and attracts diversity of household compositions. >> under ceqa a range of alternatives need to be explored that can accomplish most of the basic ocjectives of the projects well as arc void or lessen one or more of significant affects of project. along with a no project alternative, the project sponsor and planning have identified one full preservation alternate and i have one partial preservation alternative for your review.

in the north west residential area, the full preservation would develop 310 house and 2, 770 in total. the partial preservation alternative construct 400 in the northwest residential area and 2 know, 860 in total. in developing the preservation alternative planning and project sponsor locked at sight constraints the objectives and character defining characteristic a range of alternateerations and varying uses for the historic resource were explores to max the density of the site. the alternatives explored were rejected due to impacts to proposed open space, inability to meet onjectives for urban

>> i'm michael patrellis again. i'm glad to see that they are proposing to save the lobby. and um -- you know, i think um -- hai heard says they are trying find a balance. between um -- preserving this theatre, which i note, um, they were premiering barbara streisand owl and the pussycats back in the day. we need housing in the city. so, um -- i would like to see as much of that theatre retained as possible and converted for community use at the same time, that additional housing can be created on that lot. um -- i would like to question

why there is going to be so much retail. um -- we all know that retailer has basically collapsed in the city. you can go really through many neighborhoods if in the all and see empty retail space what is being built now you call mixed use, you have a lot of housing above and the ground floor is for retail. and it is empty, empty, empty. people are buying things online. am so -- i would hope that this proposal would look at reducing the amount of retail space that they are thinking of creating. and finally, um -- i don't think i heard anything about um -- um -- emphasizing public transportation. and bicycling. to what will be created in these locations. the gentlemen talked about the number of parking spaces that

redeveloped history irk building i thought about adding residential units the top of the build and realize today would have taken away from what the structure was and is. when i look at this is another old thee that is dead. many people have a difference of opinion on that. that's my person opinion. when you look at the different project its is difficult to make these work construction costs are through the moon. really expensivement infrastructure alone to build this is huge. it will generate union jobs and about retail that mall is busy and i don't like parking but i think the amount of parking they have is reasonable considering the amount housing they'll have and the life of that retail. i have been to that retail multiple times i was on the board of chinese and american

national school building across the street. i eaten there, drank there. seen the community there. it is not easy to get to with mass transit i wish transit worked better we should support the sales tax increase to help mass transit to be funded we need more mass transit. idea of keeping that building and building 10 units is fairly ludacris this is not about the preservation planning staff, they are incredible and did all the right studies. we have to go and let this developer get had approved. go build housing. a bunch of affordable housing and workforce housing and market rate housing. because we are in a housing crisis the state told us city and county of san 43 we need 82,000 units weapon 42 plus 42,000 affordable. the only way we will solve this is in the by building a handled

suden question i can make my points without knowing the answer. >> good afternoon courtney partial with brook field property development. intent for the project is enter into i development agreement. with the city. and um as part of this -- zoning map amendment and general plan amendment and et cetera. the entire site will be rezoned. we landed on the height that you saw today based on um -- code analysis, fire code and conversations with the community. grade the grade of the site. the nw1 parcel that you are questioning has a pretty steep grade challenge there. so -- there have been factors that go into the proposed

heights you are seeing here. >> thank you. i appreciate that. the development agreement handles the details that would be physically expressed in the project. i i agree with the staff report that the over all center has had so many renovation its is not eligible as a district. however, i do think the movie theatre is eli didn't believe it is superb example of the formalist style. the hyphen and the back of the structure i don't think have character defining features that make it immediately obvious as excellent examples of that style. i have no reservations about both elements being demolished.

i feel very strongly that -- we have few examples of this stifle architect in the city and had is the only remaining theatre done boy mr. rob. that has survived. and it is a very good example of this style of architect so as a historian, i think it is very good. it has not been messed up with the front section. something else i wanted point out; those hanging globe lights? in the inside. those are really quite astonishing. and currently this is the trend in architectural renovations. it is an interesting world coming around.

um -- as indicate in the the staff report we just don't have enough examples of this architecture. so. concerning the alternatives i support the partial preservation plan. i have no reservations about the eliminating or changing the hyphen and the rear mass. allowing the existing front portion to be converted to whatever use works best whether a community theatre or a lob tote residential. retail what works best for the development scheme. all for -- i would like to encourage and it is -- you know at this level it is hard for us to comment if a planning perspective. i imagine the 70 units not easily but can be picked up somewhere else.

either through additional roof height. some footprint alterations? i say this not having been to community meetings where there might be push back i get it there is a tug and pull with all of this. i think that can be done and i continuing is important to do that to preserve the front portion of the building. thank you. >> thank you. commissioner johns? >> thank you very much. first of all i like to my comments are i think with the report in the analysis is excellent. you did a very fine job of analyzing the preservation issues. as well as a wonderful job of presenting them. and i think that was helpful in that includes by the way.

the alternatives which were considered and rejected. now i -- one of the great things about this commission is listen to the other commissioners. sometimes you find things that are blendses of idea thasz you had and this is what i finds in commissioner black's commentses and commissioner foley's comments. and commissioner foley's comments. and commissioner foley's comments.and this is what i fin commissioner black's comments and commissioner foley's comments. i think this theatre is eligible to be preserved. whether it should be is an entirely different matter. one upon which people might disagree. i don't think that it is pertinent for a commissioner this findses the style of architecture something out never

should have been built in the first place and thinks it was particular fret day it was constructd and would be help to see it go. those are not the bases for consideration. of the adequacy of the analysis for the draft eir purposes. i do note that there are other building in san francisco, i believe, in the same style. one is on the corner of columbus, green and stockton. and i made the mistake but i think well is another one very close to the corner of california and polk. and perhaps 2 of those -- 2 examples might advertise the

desire to preserve this architecture in san francisco the report analyzes and presents these considerations. and whether or not this -- eligible building should be preserved will eventually be up to the board of supervisors. those are my comments. thank you. commissioner nageswaran. >> so, i wanted to just kinds of -- step back and look at the ceqa context of this. in ceqa it says this a rule of reason that says the range of feasible alternatives selected and discussed to foster meaningliful public participation and inform decisionmaking. and it says focus on alternatives that lessen the significant can affects even if

this would impede the attainment of the project objectives or would be more costly. in my mind i feel like the alternatives presented are good but should be one more alternative that is retaining the structure in tact. it may not be viable but i think if you have it, it is open for discussion if it it is in the later on you may finds something is asking for it and impedes your own development process. so, in looking at the alternatives one thing that i kinds of saw in the sort of the rendering the pace with the catholic church and the twin theatre could be the open space.

and then -- denseifiying the other areas that you have open space currently you could denseifiy those and also include parking under the spoois space between the to buildings or under this space you could use the converts that buildings to -- a use other than housing may be a problem but we should consider you know other types of use. like a community center. you have an a lotment for childcare that could be a childcare center. lecture hall. farmer's market in the green spice. could be a very like lively land scaped children's play area with

mounds. and -- you know -- you know thinking of it in another way, i feel like when we look at ceqa alternatives and ceqa is meant to protect historic resources soeen if we are preserving the historic building or reusing it, i feel like there should be some some -- consideration made to make a place where these, these structures can live. st. stevens at the north and the theatre at the south, if that space between was open pace and a bit of a buffer on either side, of the twin theatre, then there could start to be a really sweet space there hayou know i

think of you know place like rome where you are always turning corners and seeing the vistas or accomplices made for these really i conic, small, you know, features or buildings. and it is not that rome has a consistencyy of architect it is this they made a place for them. part of what i think of as preservation and what ceqa is trying to achieve is not to fill the voids and maximize spaces but also make a sense of place. and think about how can we make a sense of place and retain the historic structures. and try to -- you know -- upon enliven it is spaces we have. and certainly, building housing

is a huge push but from our purspective it is about also thinking about the cultural resources we have. and not going too far off the edge. and i think this alternative would help people understand what is possible and may be it is -- you know the point is made that there is not enough housing. we don't know. or people like that alternative, it is out there to provide open discussion about these things. those are my comments. >> thank you. commissioner so. >> you want to, can i ask a question? for the you are proposing we consider a full preservation alternative not housing but keep

[laughter] without mom drive and it is saving the environment. i appreciate creating different preservation alternatives. partial alternative and i agree we need a lot of housing in san francisco and it is been difficult to get measure housing approved for one reason or another. and i honestly think that you

have the project sponsor has spent a lot of good faith to study and study how you can make this work. and i also understand in san francisco it is unique everyone think of the historical part of san francisco it is vitorians we graduated frathat we look to something built in the 70ss. we don't have a lot of formalism in our city that we are preserving. in the mix of all of this i wonder if we can actually allow you to basically build something tall are than 30 feet in your preservation alternatives? the other part of the theatre and also this is now architect talking here or lydia talking, we can do beam transfer.

we can build up above the formalism theatre. to do cantilever over and build more above it. i don't know if that is something you had architect explore in for a project of this manage tude i think you are looking into a substantial and embed cost in the structure system. if you could built something over the theatre you can allow you to gain back more than 70 unit. on the air space. i'm open for that and love we account potentially have like a formalism in the facade the kids can learn that there are other architecture and style of neighborhood and in that neighborhood and that living environment that could be quite

we -- 2, 700 of them. motivation is to find properties that have associations of the various cultural groups. this is an opportunity to digitize data points historic resource in the city. we have information more comprehensive whether historic resources present or not. it is in the easily accessible. >> you are likely familiar with this monopoly from previous presentations. i'm sharing to note the phasing of the audit follows a similar order. i'm working on areas in gray labeled on going evaluation audit. >> and now where to finds one for the public, perhaps. there are a few paths the public can use to access the documents. the public can find them on the property information map. on the historic preservation tab they are further down on the page. i want to note the documents are

months. you know this is part of the greater cultural resource survey effort. with the help of might have supervisor planner melanie and francis mc milan i tried to craft a narrative that touchos cultural and social movements that shipped the public art of san francisco. here is an over view of my deliverables for summer and again i will work on these through december. my priority has been writing the historic context statement. along with the framework. i have been compiling a list of art resources integrated in the survey process. and lastly, artist biographies will offer framework as relating to the life, work and impact of artists. they have not been written from

the landmark [inaudible] project ferguson senior planner of the department. i can start now. sudden (is i city with diverse cull roll and architectural heritage and planning has a role to play in recognizing documenting and communicates the service. the land mark designation and interpretation program is an effort to coordinating this historical landmark accessible to people in the city. preservation team is interested in installing plaques for land marks and upon [inaudible] for instuling politicals in 15 of the landmarks. this pilot -- there was a [inaudible] and [inaudible] landmarks stage. the physical included design, reduction and interpretation of

especially how they are not holding open public meetings and they have had emergency meeting in the past 2 months about allocating 20 thousand dollars for an unspecified litigation matter. and in addition to that, they have formed a group the castro theatre stake holder coalition. um, it meets every friday virtually. and i than it meets virtual because i filed a public record's question with supervisor mandelman's office. we are the will cultural district meeting about the castro theatre what was out of public component to it. they are not giving us reports about when they are talking about. when they meet every friday about the castro theatre and they have not called for any public meetings.

>> i was so impressed by this. you know. i started working preservation 26 years ago. and you know, spent, let of time researching projects and doing historical resource evaluations and getting hrer and going to the library and doing the research. and it is always you know, i think of how in the past it has been -- you know a matter of due diligence versus love. i mean i always love today. does not mean everybody else does. the work that you are doing and have done is really making come arc live. and it is full of purpose. because we -- have a history that -- we almost does d not know we are learning so much

about the people. you know with the buildings. with the different cultures and the legacy businesses i would never thought of how much i would learn about each of the businesses out there that their history. what they do for the community and what they add to our context. it is amaze to me. you know seeing all the work you are doing and making very up front and -- usable. and not just theoretical. that is a huge part of people's engage am in history and understanding why it is important and why we have to learn history in order to like -- go forward and always look back and see what you learned. it is a growing process.

i'd like to encourage to see more and falless in the level of mac community art or cultural art. and then when we talk about plaques, i love this new more modern, clear look of the plaque. i wonder if you can say may be when you are trying to pronote plaque to other to historic designated landmarks the life of the plaque. how this plaque has a certain number of years that to show its value and financial have you limp is a difference when you look at that. and then when you talk about lands marks may be you can make it a more open question about not only proposed lan marks but land marks you think should be to encourage more of a public participation about things that
