commission at 10 a.m. on december eighth? i pulled the history irk preservation commissioners, we are able to have a quorum. they will have back-to-back hearingos their regular day on wednesday and then join us here on thursday morning december 8 at 10 a.m. we do expect a very, very large number of speakers on that matter. i think the indication through the number of e mails we have been receiving associated with this project indicates strong low that a large number of people. to really prevents public to have to queue up twice in a row on 2 days we thought we may accommodate them and hold a joint hearing on that matter? and then we would set a time specific for your remainder calendar after that. we might bleed over but at least

and recommended recommendation with modifications more restrictive than existing regulations and allow legal neon signs to be physically renewd and returned for maintenance. amend the code language to change projecting sign temperature is consistent and 4, residential hotels clarify the signs are identifying signs and projecting. all of your amendments were included in the revises version on september 12 and conditioned to september 19th. on the 19th, the revised ordinance was heard this time no commenters and the item was forwarded to the board as a committee report. >> next supervisor walton's ordinance remove the industrial protection zones so pdr controls would govern the land use. add social services and

philanthropic uses. ure heard this on march 24 of this year and voted recommend approval with modifications. that modification was to allow grandparenting claudz for self service if sillities this amendment was added the final ordinance at lands use. there was no public comment and it was forwarded to the full board. >> last but not least the commission again considered, committee considered mandelman's ordinance. as you recall the mayor vetoed the original ordinance revocabularied all rh1 to 2 and allow 4 units and 6 on corner lots. this density exception came with limitations. applicants had to have owned the property for 5 years before they could take advantage of the density bonus. it limited the number of housing units the city would get and issue the revocabularying from rh1 to 2 to avoid sb9 it would

allow the same number of units as 9 without subdivision did not come with improvements. project maximize density would be subject to section 315 in dr's. projects under sb9 would not. planning staff and the commission recommend rezoning and include per nance to avoid section 317. board dear not take this recommendation. land use mandelman split his ordinance in 2 pieces. one to allow 4 plexes and one to allow the density -- one to allow up zoning from rh1 to rh2 and the density bonus program in hopes it would receive voteo proof majority at the board. added language to the ordinance finding expressing concern about development and discussed whether they should reduce the 5 year holding period and the end it was continued to october third to allow for conversations on this point.

it's the full board this week the tenderloin neon sign district ordinance by preston passed the second read and the designate nigz for the city's cemetery by melgar. supervisor walton's lpz ordinance passed the first read and the mayor's 2 appointments to planning commission rachael tan and derrick braun both were approved. congratulations and welcome to you both. >> and last week the one item would be supervisor peskin extending his interim controls that would require projects in -- rcr districts to maximize density or receive cu authorization that concludes my report i'm happy to take questions. >> seeing no questions from the commission. the board of appeals did meet last night and eppler attended his first hearing replacing tina chang on the board.

board heard one case appeal to a 2019 permit 945 through 47 minnesota street. the permit was to replace damaged front stairs being windows and siding the permit also was to infill the open area under the existing 3 story rear extension and new roof deck. the property correcting structure in the dog patch landmark district. appellate was the neighbor to the roar and concerns about legality of the existing 3 story rear extension. he believes the extension needs to be taken down since there is no building permit for temperature the dr and rear yard yarns requested heard on october 22nd 2020 they did not take dr. approved the variance on december seconded of 2020. neighbor or dr requestor and

commissioners temperature is anatasia member of san francisco tenant's union and race and equity in all planning coalitions. i was present at rules committee for derrick braun's speech. i was impressd and i'd like the commission to than he is involved in tenant rights and social equity and he cultural equity i'm impressd and like to see today we will be speaking about the topics and also he is interested in the housing element.

item 6 case 2020-centering planning on racial and social equity theis an informational presentation. >> just ms. young i wanted to note to the commission. many of you were here and i know miriam will bring this up over 2 years since you passed the mile stone resolution that directored us to center our work on racial and social equity temperature is important to be back here and i continue is a topic we discuss often it is important to talk broadly about progress we made and progress we have not made. and talk honestly about it. you will hear we made some progress but with work that is transformtive tell take time and -- effort in our on going commitment to do that. i wanted to thank you and our staff. many of whom are here for challenging the way we work.

when we accomplishd and get your thoughts on how we have been able to respond to the resolution you passed 2 years ago. we have been fortunate to have a resolution that is guiding the difficult work. we have a robust infrastructure in planning and the city. with racial and social equity plan and as director heelis indicated, we have been fortunate to have the advise of our 10 councilmembers. this is hard work. it has been challenging to bring change temperature is in the easy. but we are also fortunate to have staff with the strong commitment with very sharp skills. and today, we have a few of our manager in the community equity division to address your specific questions or comments.

we have claudia floral sxez [inaudible] from the equity plan team. we have julia on the commune engage am team joined us recently and mia small will join us soon and shelly will be here to cover the housing element this . is work throughout the department. and as you can seat work that have been accomplished has been within the department internal and external. what i want to provide you to a little background in terms what you ask us to do. what are the priorities and the out come for the past year. and where we are moving forward. again, just some highlights of what you included and very robust resolution there is of a

resolution passed by planning and another one by the historic preservation commission. you ask us to extend the funding to implement the rishl and social equity plan and within that to assess our budget. think burglar resources and thinking about the staff and the hiring practices how the planning department can better reflect the composition and needs of our communities. accountability the component of what you asked us to address and so our communities and council in this hearing and the subsequent hearings we'll go in more detail on some of the projects, will explain some of the targeted accomplishments in the area of that might need more work. you have also asked us to address intgrated policy. we are responsible for the use

of our land and that means addressing the various components of how we use the land. whether housing, whether it is economic activities and taking care of our health or environment. and that you are asking us to be reflect in the our general over all plan. we are going deeply you will hear more about the housing element. but that's the framework and that's the prop this we are taking in the other elements. the last point here that is crucial is -- are we having the voices of the table. bring the voices of the american indian, black, latino and other communities of color, that sometimes have not had a representation within our work. there are 2 questions right now that we would like to pause. present to you.

upon given, first the equity resolution, have we addressed the critical priorities? and in this -- past year? and then moving forward, what are some of the tasks that you think might have the greatest transformational change and impact? in the next year? the memo that you have in your packet goes in a lot of the detail. i will provide again general over vow and in the subsequent weeks we will bring the specific projects for further discussion. in terms of projects that have been completed internal low we have the budget equity tool. thinking about resources through an equity lens. we are also completed human resource equity guidelines to

ensure we are able to bring people with skill this is reflect the diversity of our communities and the needs of our upon communities. and in terms of the work in progress, there is a lot that has been done internal low in terms of implementation of our equity plan. we have also accomplished substantial work on environmental justice framework. community planning and housing element. i will go a bit into flagging some of the key highlights. for the budget equity tool you saw in your budget last year. we started introducing more specific metrics of huwe are addressing racial and social equity across all teams within the department. and in our most recent assessment 20% of work programs

directly address racial and social equity. in terms of contracts t is 42%. and one specific accomplishment in theful past year have been to identify 750 thousand dollars for community engagement and this was again a high prior for equity council. in terms of the human resource guidelines, there are numbers that explain how much of our equity plan we are covering with the guide lines. i like to mention that we have been able to hire staff across various upon communities. reflect the diversity again of our city. and reflect different knowledge, different insights from technical work as well as from our community work. an knowing of the community

practice and voices that will make us a stronger department. you will hear in our next item more about the housing element. i wanted to mention this is our first housing plan that is centered on racial and social equity. and as you have indicated before, it is in the an easy task there is a strong commitment that we find across communities in this city. we have spent substantial resources on the community engage am component. we took 2 years to engage with a broad range of communities and stake holders in various formats and given our pandemic -- we use a number of venues and tools to ensure that we could have conversations that folks might not be conversing with our

stunning regulations or planning technical language. we are moving toward the adoption and you will get more details later. our community work is throughout the city. in order on go deep and be addressed the transformations need there are 4 areas we have prioritized. one is the mission as you know, we have been carrying work with the mission action plan 2020. the fillmore addition the communities that has received

limited attention in terms of comprehensive planning want sunset 4 a community that understands might be experiencing change. and very diverse and the tenderloin community which as you know has been part of this emergency response and the planning department is taking on much more substantial responsibility. we'll present to you more details about what was accomplished in the sunset. but to mention, that -- the communities has identified specific priorities that address there are housing needs. neighborhood service. small businesses commercial corridors and cultural resources. and toward that, they have designate in this cased sunset schein chinese direct that support their efforts. and the report was publish in the may of this year. let's me move toward the priorities moving forward. one area of that we need to delve deeply and the work has started is the equity audit planning code and impact analysis guide lines. many times, rules were designed

with purposes in mind. and they to review if the rules are appropriate low addressing the needs of our communities our disadvantaged communities. and communities of color it make sure we have a proper conditions for the lands use decisions you are making. there are 3 other areas that need to receive more attention. the communities engagement and communication. so. framing if we are enacting equity do we have the language to carry that. are we sending the appropriate message? are we supporting our communities for a more fluid conversation? on the lands use decisions you have. the housing element implementation as we move forward, will be a very important component. as know, the plan will be as

good as it can be enactd and impelements. and with that -- this needs to be grounded on community planning and cultural districts. cultural districts has work has been impacted and has been a bit limited as we allocate more resources through the commune engage am in the housing element. as we come to the completion of the housing plan. we will re soup our work in cultural districts and you see in the map it covered a broader spectrum of communities we'll be well equipped to address. and i would like now to introduce to you 2 of our equity councilmembers we have been fortunate to have them. push us to dot hard work. we have mary allen who is the

meaningful discussion. you are making decisions absent the people tell affect the most. and those are your long time investors in this communities. that have legacies here. that have been built upon generations of people that came by choice or not. and certainly if you know the story of -- the relocation program that brought most of the american indian people here, with the promise of good jobs, good training, affordable living and how it did not happen. that many of our people live below the poverty level. have the highest drop out rate. the highest suicide rate. highest homelessness. lack of will employment.

and employment opportunity. that is had i stands here representing. and i bring to every meeting and purpose even my work career. i brought that voice forward because it is important. and we had the opportunity the unique opportunity of bridging many different communities in this city that we were operating in scyllos with good purpose. but we came together and started identifying commonalities to get out of the scarcity mind set. that's what i challenge the city to do when it is budgeting things and prioritizing things, you gota get out of the scarcity minds set because we will not get there. there is a lot of reparations. we like that buzz word. unless you know what that

this. i have a couple thoughts. i want to echo president moore's comments drawing attention to the recommendation of the office of equity specifically race and desegregating data in the evaluations done. this was the office of evidence of phase one activities i'm talking b. i think that it is a great points. we emcan't understand and address when we are not tracking. i think that is happening taking that to heart and thome is being explored further. farz the work completed the budget analysis process was implemented. i work in advanced planning on long range plans a lot and a frustration in that is often the plan ask have policies and idea in it but it come down to the

pregnancy. it would be helpful for urs as a department to understand those arguments. and the narratives that come from communities members this reference race and equity in hopes that we as a planning commission consider this in our final decision. and i feel as though in -- for example, certain mead why outlets that will debrief on things that happened at this commission. and don't properly describe the nuance. some things we heard are different opposed groups that are opposed changes because of misconceptions or things rooted to increase racism. and groups who want all types of housing at all costs no matter what because there is an idea that the more

getting used to in person and presenting to live people. >> on the lateraler goals of housing leadership update i wanted start with this slide. this is the san francisco housing plan. it is the first plan centered on racial and social equity. and coming at a moment reckoning for the city a chance to righting the harms to american indian, black exterioring communities of color that experienced discrimination in our systems. >> a chance to support our populations vulnerable to housing intable and those who are currently unhouses. a chance to plan for a future where people and families have choices and opportunity for the housing they want. where they want. with the sense of belong and growth. it is a time where we are coming out of a pan dem and i can

commission and at the board to appropriate them for the upcoming decision making and the staff at hcd to make sure we comply with law. there have been errors in the reporting on the hcd review in the modia and the adoption process. i wanted make clear here that the draft plan has not been rejected by the state. our submission date for the housing element will be in the spring. toward the end of the grace period which is set for certification of housing element in northern california. we are giving ourselves time to work with the state on the many complex layers so we are confident had we put in front of the commission for adoption at the beginning of the year is a plan that will be accepted by the state. in line with this close collaboration with hcd, we made minor adjustments to the schedule. so this we can learn from

policies and practices review which will be in parallel with this last phase in the adoption press. state is helping us to understand and make sure that we both know what we need to do and how to improve out come of the housing systems. so. we are working closely to strengthen it is work meeting our communities needs. the hcd commended our plan in the areas where acknowledges it is acknowledging and repairing the harms of inequal planning practice where it is reducing barriers to higher tune neighborhoodses highly reinvest in under served neighborhood and commended the focus reinvest nothing communities of color.

hcd critical comments on refinement of the complex technical analysis which is under way. this includes specific analysis of cites available for house dpg land use changes, and resourced neighborhoods that will allow san francisco to mote the 8 year housing unit target and fair housing lus. they are focusod better understanding a better understanding of planning for certainty in the housing approval process. included in reduction of governmental constraints and focused on the clear, clear implementation program out lines how the city will deliver fair housing be ash counselable to the public and support interagency coordination. department engages throughout element certification process, their office will conduct parallel research through their policy and practices review.
