it is my pleasure to intlus tim rossy his cap id is pon 82 a transit operator out of kirkland hoe is supported by theo and monica twof our managers. and i'm here to talk about an incredible incident that tim facilitated and i also wanted to show off for a minute about had i consider to be the highest standards in customer service of from our muni operators. tim is routinely given commendations from customers. i wanted to read in to you. this driver is so polite and friendly. he makes my day. cares about his passengers. this driver was gracious, patient and helpful with all of

us. that man was an angel. he was making sure everyone was taken care of. i want to thank the bus driver for gracious and comapproximation for the ill man in his family and follow up for their welfare. the bus operator managed the medical emergency and irate passengers, thank you. why so this is just tim's regular day. but -- on september 11th, tim was driving the 28. and he got to stones town. 19th avenue you can imagine what is going on there will. and he cease an elderly woman not in his bus. but disorientd and navigating without shows, 19th avenue. >> in was an elderly woman. joyce [inaudible].

and -- we later found out that the police was looking for her for hours. tim was able to rescue her. get her on the bus. and kahl her down. be a resourcech get the medical help she needed and when she was scared and disor yenltsed was the one that walked her on the ambulance inworried to get this help. >> the family shared that she is doing great. and because of tim's above and beyond actions. i wanted to on behalf of the board, give you this you this. i know they would love to hear from you on your experiences as an operator. >> thank you. good afternoon. thank you for this --

spectacular honor i'm grateful. will i'm proud to be an operator. native of san francisco i ridden muni my whole life. i think it it is a store ed franchise a beautiful place to be. the bus driver should be someone that is trusted. we take your children, your grandchildren, your grand mothers and grandfathers and parents and lived ones to and from, we are sometimes the first person you see of the day and the last person you will see of the day. with that, we have an opportunity. upon because we are at the 41 line of humanity. and with all nais happen with our city and with every city in america we have a really brill iant opportunity to be the ripple affect. i believe. and to act from kindness and emathand he compassion. and professionalism.

the compliments go straight to the each and that person's supervisor and the comp meaningful to our staff. >> so. i have a brief director's report i will cover some minor subway updates and a legislative update and a couple of special events. so with central subway. sfmta fully tain taken over the operations and over all majs of the tunnels and mechanical system. our crewers down there in the subway all day every day. doing 2 shifts of upon training. all operators need to get trained and the operations of the subway and custodians are there cleans and agents are trinned how the systems work and we are expecting occupancy certification for the yerba buena mosconi station and market

street stations in the next 2 weeks. our contransplanter is completing the latch final minor punch list items in the china town station. and then we will be able to get final certifications from all of the regulators including cal and cpu c there are publicen events at the station in thes coming weeks. community events intended it thank community members for dealing with years of construction. we will be able to show off the art work that is at the stations including show case the archaeological artifacts we found excavating the stations and now those time lines are currently questioneded for october 20th for community everyone at china town. october 25 for marketistry

station. we are working to schedule something for fourth and brannon. november third for yerba buena and mosconi station and we will schedule an event for friends and family folks who have worked on all aspects of getting the project built including folks doing construction work. accountants and procurement people who made all of the paperwork possible and got our contractors paid. for all the folks involved in planning and project management and testing and occupancy. next up we have a legislative update and a lot has gone on in this legislative cycle. last friday marked the end of the 2022, 2 year session. final ded line for the govern to act on bills sent to him. over all, this year's results have been quite g. with the

govern taking final action on a variety of bills that were high priorities to the sfmta. the enacted bills include sb922 scott wiener's stream lining bill that extends a budget provision allowed us to move quickly in implementing project this is helped us do safety quick build products throughout pandemic and 14 mileless of neurotransit lanes we built out during the pandemic. that law is extends for another decade. although i'm not certain. another bill 1938, by member laura freedman helps to make sure that the 20 mile an hour speed limit law and other changes to setting that the laws that she passed in 2021, there was question about whether they

would be able to continue. ab1938 ensures that those remain valid. member freedman also got through ab1909. her bike bill which did a lot of changes including removing prohibitions of class 3 electric bikes from paths and trails. e lim in a minutes local authority to ban electric bikes from paths. minor modifications around the. 3 foot passing >> reporter: for motor vehicles over take bikes and included provision that alighthouse cyclists to use the leading pedestrian interval pedestrian walking person significant until to allow them to go with pedestrians i did not state that

in advanced. when that agenda item will be calendared. we also need that item the agenda item to be an action item not a discussion item. or a listening item. like a year ago. more than a year ago. enough listening we need action. many people have spoken that i have spoken to in the bayview who live in their vehicles have said that witness their vehicle and everything in it is taken, they give up. they had this happen before. so many times and have not been able to retrieve their vehicle and their possessions. the steps that a person has to take moving from one department office to another to try to figure out how they will get their vehicle back. what fees they have it pay this

and that and discounselos tickets and soing are not enough. once the tow happened the damage has been done. you will hear from people upon today who refuse to be erased. they refuse to be treated az a criminal they raise their heads high and they reminds us they, are neighbors. towing and retraumatizing people is not the answer to homeless knowledge. sfmta needs to do its part to keep people in their vehicular homes. please listen to us. >> thank you. next speaker, please. >> hi. i'm alison francis.

i was listening to everything and i have a 4 year old daughter, phoenix and a community art day sounds wonderful i have a 15 year old daughter growingum i came to san francisco around her age for acceptance and for a nice street party but i was of taken to a home where i was drugged and ripped. years later i finds myself juggling the homeless shelters and family shelters and such. finding myself and family court which was hard to juggle and i lived in different sheds and living homeless on the street until i had my car. you know fortunately, due to surverify techniques i blocked things out when i was a teen

until the trauma resurfaced. live nothing a car protected me and shielded me. from that i may be older now but reliving that especially after losing my children, which i have become now in my life i have a now daughter, phoenix. i was living in bayview and my car and i was side swiped and possibly i did not yield. i had weeken up that morning and next thing you know when the police had come, i turn around and my car is being towed registered, insured i had pictures and belongings i had planned to bring to my children. and i say why are you towing my car. this is my show now. i feel like bullies are created when these are enforced. i was asked to come here today

twice as much storage as a car it takes up space you have to go and get a release. and if it is in the registered or your name you are screwed. if you want a tow herring you post the tow fees before they give you a tow hearing, which there will be a significant amount considering you were displaced. all the work and the footwork when you don't have a place to rest your head is really difficult. i don't think what the solution is. i don't think towing everybody's vehicle is good. anyway. thank you. >> hello jordan smith. back again. so, it has been brought to my attention that you guys think that everybody live in rv's are

drug users and the lowest common denominator in the city. this is in the true. i don't use drugs is quit smoking cigarettes i had somebody 3 an ax through my window as i was driving up to my rv and thankfully because of that i'm getting an apartment. but let me tell you the coolest people you mote in your life live in rv's. i originally came to san francisco to go to school at ccsf it was free college. decided i could not afford the rendz. i should live in an rv. i did that. and i went through a dwreer and a half of school. and i'm lost the reason i didn't was going i stopped gchlg before that i was going to culinary

possible. the fall was had you said we have 4 more meetings in the fall. honestly it seems like there is a reverse robin hood phenomenona going on in the bayview. how do we tow people's vehicles and then they sell them at auction. nobody gets their vehicle back the amount of hurdles they go through is difficult for someone who was housed. and had access it a computer and pen and paper and a phone. and a place to sit and take notes when people get their vehicle towed they are put in complete survival mode they are now on the street. they have no place to sleep or clean clothes they have nothing. so -- nobodying gets their vehicle back. and i think it would important to look at who is being towd and why. >> what i have seen from talking

ventsure card all the hundreds i saw boarding. the number of people who used something other than that i count on one hand. so -- in chicago they welcome make it easy for people to do this. and i ask that you noted presume people incapable of doing clipper. because chicago was helping people to use vent ra. and it works really well. i have 2 venture cards myself. so, anyway. i had a good time in chicago riding their buss and trains and ask what can we learn from other systems. that are muni can have a polished [coughing] transportation system like what i got to experience. in chicago. so, i hope to get back and ride

support the city attorney said it did in the center to get board's approval to stop l bus at westportal he reported tous you to in a community meeting when i asked him area a written report [inaudible] he said that he did not want to spend the thousand dollars to get a written report and ask the city attorney they will not provide a report for me but will for you. i ask to you ask the city attorney for a written report whether mta violated the charter tend the the l bus at westportal and the longer segment to embarcadero with half the stops. charter section 16 penalty 12b provides notice given and hearings held before any change in the operating schedule when a bus line is adoptd that did in the happen. image my work around does not work in full screen video it is hard to tell when to call in. replace the moving text with a still image containing the calling information and display that information only at the time people can call in to comment. sect. improve signage for people who walk. i wuk a lot in the city. i encounter stairways that don't go through to the next street. sidewalks thattent abruptlieen though the street continues and encounter dead end or no outlet signs i can't tell if there is i way through on foot. i am requesting that the board encourage walking by expanding the sfmta mission to include improves and increased signage for people on foot. don't assume people have a [inaudible] and check this on a map this it is an equity issue to make walk accessible and

not guilty resolved clouz authorizes the director of transportation to exercise a lease extension. and but the lease extension document itself on page 13 the packet which it is a weirdly formatted page has a signature line for director of property and the resolution does not authorize the director or designee and does not reference the city's director of property it has in the attest box secretary sfmta board of director. singular not plural. and then it goos to the following page. it is just weirdly formats on the signature page. again. the authorization is of the director and not the city's real estate director. mta has pace on the third, 6, 7 and eighth flowers on 1 south

i need. that's how i feel about it. >> great. director heminger? >> yes. and in part in response to director yekutiel he noted, i believe madam chair you created a subcommittee at our last meeting and since that meeting the subcommittee has met. it composed of myself and our chair and vice chair. and we are all going to learn more about technology and train control than we wanted to know. i think the staff it is well prepared in terms of the approach that they are pursuing for the rfp. it is not entirely conventional. i think it is important to emphasize and requires some changes from the board of prierzs in order to -- we talked about a couple of items at our

meeting that will are on the to do list. swon to learn from procurements around the world. including here in the bay from bart. and -- we hope to see them at the next meeting. and also to get a briefing on the risk management process. which i think has been one of the failures that we had with our other large capitol projectless. where there was not sufficient planning for what happens if things go wrong. and often as you know when things go wrong they take longer to do as well. and when they take longer you spends more monetch it is this vicious circle. and the better thing is to not enter of the circle at all that is an of brief butt what the committee is doing and our intention is to meet before each major board action on this

presentation. >>. and discussion regarding a fiscal and management update including the 2021 state of good repair report. this is something we do every year. testimony is the highlights of my year to present to you our state of good repair report talks about infrastructure. i will start us off with just our 10 year management strategy. something we developed in 2017 and knew it would take 10 yers a component you will get out of the report it is in the what the state of good repair report says annually but the longitudinal data and the changes we see across the system or the warning signs we get around components of infrastructure.

of that start with the u. offer capitol inventory and he do this every cycle. there is a component of infrastructure we take a dive in one year cable cars special updating that. one year over headlines. now we are doing assess am of traffic signals. we are wing to update our active inventory and hierarchy we do this for various types of reporting. we can produce the property. that gets integrated and if the board weres we're if you meany meeting our commitments state good repair all the elements we need to spends dollars on to replace we funded. we do condition assessments the first was our facility in 2016. we are in the press of dog an

from 2014. what state of good repair in this is an important point reading this will data. asset is in a state of good repair if it prits full level of performance. assets remain effective, efficients reliable and safe we don't operate when they are not reliable or safe. [speaking very fast] why is this important it helps us make decisions under constrained resources. and of course the better we keep our system in a state of good repair our performance matches what the public expects. >> so how do we get the information for this analysis. each year we update the capitol inventory our record of the agency's capitol assets. they near use useful life and

estimated replacement value. receive this information from the owners. the people around whop maintain them and own know the most about the assets and their condition. >> put this data in the capitol inventory and he run a model. a model that gives us a continue based on the age of the assets it is only the age unless the update the cannot assets. i should note that this is going to be the last year we use the term model we procured a new asset invenntoryy currently it it is excel foil we have a new online data base we will use and acsiszed by anyone in the agency to update information. and we can make this process more efficient and accurate. and it come with a model we use to tweak and make more accurate predictions of need for investment over time. we are hopeful 2022 will be the

first good state of repair report with the new model. >> dive in the results of the year's report. here you see the model gives 3 data points. there is the term condition score, within-5 based on the ages of the assets. then the toll replace am value. the replacement value will grow with inflation as we put in the model this year 3.5% is our rate. and then you see the backlog. the backlog is the toll value or percentage of the assets that are beyond the estimated useful willful. that does not money they are out of the state of good repair it means we operate them beyond hug they were intended. here you have list of the asset classes and their replace am

value changes from left year to this year. most of the changes this took place last year are based on escalating the value. in 2021, that was the year that was most affected by covid and did in the deliver as many projects as we would under an informal year. we also one the changes we made this year you will see the motor coach vehicles decreased in have you. this is buzz we retired 33 vehicle fist that fleet which had aged out. most of the other categories you will see have increased with the inflation. here is more on the backlog. there are 2 ways we divide the assets. then we look at everything on a transit service critical or other basis. we fry to focus investmentos what we consider critical.

you will see that for -- that our backlog grew. it is 4 billion dollars in replacement value of assets. majority of the growth of the backlog has been over the past few year for nontransit service critical vehicles we have been maintaining a steady state of backlog for the transit service critical. and below you will see the backlog by asset classes. the highest is the parking and traffic. and i wanted break it out. within parking and traffic we have the actual structures for ping grojs. that makes up 500 million of the backlog. there is the traffic signals another 500 million of the backlog. and the rest is thermal plastic paint on the streets. a lot of those were put in more

than 7-8 year ago they went in the become log they have a life of 7 years. >> now you see detail on the age score. . something is considered in the backlog less than 2.5 as a term light score. you see here that the arts sets that are most in the jeopardy of the backlog are in the other state of good repair we focus on critical assets. >> and here we have the condition score this is the same thing and broken out by asset class. ure see that our biggest issue are facilities parking and traffic and other systems and vehicles. and i will stress that again

those were the yours we recommended being invested through the general obligation bonlsdz. a lots of the recommendations we made for that bond and investment are areas of highest risk for our infrastructure. and this is one of the data pointses we use to make those decisions. in the bonds, there was a chunk of machine tow deal with the backlog on the traffic signals post the completion of the condition assessment. and on our fasill uts you get an update in november and the investment we need to make in facilities they are over a century old that is an area of risk we maintain a float and electrify the system. we use data to make the recommendations to the public. and these are areas of weakness in infrastructure and continue to be so in the future. this it is good enough here. >> you will see over time if you look at the total this is broken

out over the last. upon 7 years by asset class. you will see that we were holding stead at mid 3's. . this it is a good spot to be. that reflects the last time we got the funds we spent and min tained it at the time. you see that we have were started to drop year over year. this indicates we need to start reinvesting in the assets we have and we need it find a now source of funds to make up the gap. one thing we need to keep in minds we made a commitment that we would spends 250 million dollars a year in state of good repair spending. over the next 20 years. 30 years. we were on electronic and doing well to get to that level and this past year we -- did not

deliver or 21 we did not deliver as many because of the pandemic. we spent 164 million dollars that year in state of good repair spengdz. i looked at the actuals the following year we can't determine the actuals until the book close for continuing funds for thissier. it appear we will have spent over 800 million dollars on capitol spending in fy22 i anticipate we'll make up alegality we missed next year's state of good repair report. projected out when we anticipate spending the next 5 year looks we will reach 250 million dollars of spending in fy25. and here is the scary chart that shows how much it would take to get all assets out of backlog. the bottom is our minimum.

the next step up is what it would take to maintain everything as it is without going anymore in the become log. that is an additional 400 million a year. and if we were to reduce half the backlog that would be another almost 600 million e eliminating the backlog is 800 million and nevering a state of good reper se not a brand new everything wee replacing over time when it will age out. would be 900 million dollars a year. we need to look at the numbers realize the hole we are in is big but with targeted investments we can make a dent and make sure we maintain the repairs moving forward. thank you we will take questions you have.
