10:19 am
organizations that represented our community such as northbeach citizens and district as well. my goal with this seat would be to help with revitalization of night entertainment and night life industry here in san francisco after suffering last years of covid. and for the past ten years, i've been producing over 300 events per year. >> thank you, mr. durham, any questions or comments from committee members? seeing none, why doenlt we go to jonathan larner for seat number 2. >> good morning, supervisors and staff. i'm john larner and i'm seeking the second seat of entertainment position.
10:20 am
i want to contribute my works and efforts for the work and continue to be a catalyst for night entertainment and night life ventures. i've been a san francisco resident for 30 years. i became a business owner. after more than 18 years in business and over 4500 shows, the independent has become one of san francisco's live music venues, ploys over 75 people, many of who have been with us for over 15 years. in 2016 i took over as general manager and partner at the pearl one of the most unique bases in san francisco and anchor in the growing dog patch neighborhood. i helped venue that not only has beautiful weddings but place to nonprofits for meetings as well as fundraising
10:21 am
events. the pearl ploys many people many of whom started with us on day one. in 2018, i joined the satisfy a denord taking over an existing venue now 115 was a different challenge. how do we bring 21st century without losing the look and feel of landmark buildings. the answer is with care and determination two things that mark my career in the local industry. my profession first professional with the entertainment commission was in 2003 since we know. working to mitigate issues with the neighborhoods around my venues have grown and we've had to grow to become more integral if not disruptive community.
10:22 am
the bonds that we've built with the city and neighborhood is what makes us, as well as local entertainment industry succeed. i'm asking for your support in gaining the seat in entertainment commission as more than 20 years venue owner as many more years in the entertainment locally. i bring a experience and passion that will continue to the growth and success of the entertainment in san francisco. entertainment venues are a huge part of fabric of our community and i believe that it will integral to our success of the city. if appointed my time in the commission will be spent helping this industry and my community thrive together. thank you. >> thank you, mr. larner. thanks for meeting with my chief of staff. any questions or comment frz committee members? seeing none, let's go to trina
10:23 am
10:24 am
peskin, chan and mandelman. i'm steven torres, i would like to thank you for considering me for the seat of two for san francisco committee entertainment commission. i'm a veteran in which i have served as a server, bartender and community activist. specifically as a queer person of dollar working in the industry, i'm fortunate to have experienced the industry but also experienced its challenge and inequities, a sad reality is that the thousands of workers who facilitate its success are those that face barriers and abuse and marginization. the fact that we've been displaced is and one which has ripple affects for the tourist industry and everyone who livers here. when faced with occupational hazard, unpaid wages and harassment, many workers in the
10:25 am
city have no representation or recourse if they're in the books at all. for a decade, i organized an annual restaurant and bartender inindustry event to identify common issues. since the pandemic, the challenges have been compounded by a slow recovery that has left many of us reluctant to return to jobs. business owners are experiencing staffing shortages never before seen. if our vibrant industry is to survive to make sure that they're safe and inclusive is key. in addition to that as essential to this industry future health and sustainability. i have observed the work of the entertainment commission for many years and feel that while current commissioners understand many of these challenges having a voice that reps many is essential. even more so, because this is an industry that has work of the union.
10:26 am
my voice and experience will not compliment the work it will expand the focus. one can see many ways in which i have done can aid in these efforts. in particular my perspective from the culture district and network which serves to conform alignment with department sxds commission to see preserve and lift up our most vulnerable communities, i feel can be an ses with industry enterprises and communities in which they operate. the many communities that make amenable like no other. as a queer latino night life industry worker who understand the value of my fellow workers, the plight of workers trying to hold on in difficult times and the preservation of our most vulnerable communities and our san francisco heritage. i hope you entrust me to unite
10:27 am
these interests and make our beautiful san francisco industry a benefit and asset to all who exist within it. thank you. >> thank you mr. torres. are there any members in the public in these chambers who would like to testify? >> clerk: yes, members should line up to speak now along the side of the room by the window. for those listening remotely, please call 415-655-0001, enter meeting id, 24947994152 pound, pound. we our first in-person speaker come to the podium. you'll have two minutes to speak. >> speaker: thank you.
10:28 am
hello, my name is dylan, i lived in san francisco for over 20 years and i own and operate several restaurants throughout the city. in addition to these businesses of a partner of a small music venue just up the street called cafe denorth. has been named that since 19 07 and been integral piece of the entertainment industry. it has survived prohibition, earthquake sxz recession sxz more for over 100 years. but the honest truth it came to nannedering through the pandemic, our stages were dark and the cost to keep the business alive were weak. this brings me to the reason why i'm here today. i'm here to speak on behalf of
10:29 am
john larner. when our venue was on the last leg, john doubled down the effort and joined the company to breath life into the business. through his leadership and general charm, i'm happy to report cafe denorth is on a solid path to recovery and better than it ever was. in last month, we hosted over 20 live concerts and events. john stepped to provide cafe denorth because he believes you make the city better by hosting safe and entertainment experiences. that's why why it's my sincere hope that you consider him foerlt commission. thank you. >> thank you, next speaker please. >> good morning, supervisors, supervisor i'm liz jackson simpson, ceo of success centers
10:30 am
and i'm here to advocate for mr. anthony. as you know, success has been around for over 40 years and provide education and development services largely to the the reentry population and to marginize community members. and mr. slaner, has been a supporter and i can say that he can throw a party and that's what we need to stimulate the economy. he has helped us with numerous fundraiser, we were established by superior judges and you know that judges can't fundraise. so one of the first tasks that i had to do was kick the judges out and rebuild the board. and learn how to throw really nice events and continue to support us to this day. with that said, we would like to advocate and support mr.
10:31 am
slandgler for this position. >> thank you. come on up. >> good morning, board and fellow san francisco an i'm corey i'm a former executive of the castro lgbtq district, a drag performer and a night life bartender. as a well as trans and queer activist. i'm speaking on behalf of my colleague steven torres. i met steven on september 2020 when i ran for a chair for the castro district. throughout the two years, i worked side by side with steven, saw his passion for the community. especially during a global pandemic, bringing these
10:32 am
marginized preliminaries bring voice. he helped queer communities in the castro receive the testing vaccines as well as networking for sexual health and resources. both of us worked in queer night life as well which has been for safe haven and homes for the lgbtq community. and i've seen steven's firsthand love of our community especially during these past few years. i know that steven could be a quenttial part of this commission. he has worked throughout the decades of his life here in sf s.i want to thank you all for your time and consideration for steven and for having me speak on his behalf. >> thank you, next speaker please.
10:33 am
>> speaker: good morning. my name is sackratese para, also known as persia, i'm a san francisco drag queen and also after school program and first drag performer to be in drag queen story hour, international hour around. i'm here to support steven tore tes, i've known steven torres for the past decade and a half. first met him through drag radio. and he has now become my way way older brother. and somebody i rely on. and more recently he is part of
10:34 am
the castro lgbtq district. in the castro every saturday, he's not just a bartender at the history tavern or person involved in presevering lgbtq spaces or event organize or community leader or my roommate, he's all those things and more. he's needed to represent people like me. side known as also works at the children after school program where i work. steven store he is will be there for you and me and the children. please consider steven torres. >> thank you for your testimony.
10:35 am
>> thank you. are there anymore. mr. clerk, why don't we go to remotel public comment. >> clerk: we have two callers for public comment. can we have the first caller. >> caller: good morning, thank you so much for allowing me to speak on steven tore tes. i'm djromorosa, and i've been working in and with the queer and latin a communities for over 20 years. i worked for the dike march as an organizer and co-chair of over 5 years.
10:36 am
space and promotion so organizations can have ralphs and other fundraiser and proud seats would go to quaoerz and trans and questioning youth will public communities. as the best pick for our neighborhood party. and steven has had much more success than his accomplishments white varied. but i mentioned the party because i want to demonstrate the approach that steven has. steven has an insteading long list and bipoc culture. steven has already been for
10:37 am
hardy milk, the castro lgbtq cultural district advisory board. ran the ball for many years. steven finds purpose in all he does, he seeks out the marginized and centers them. he finds a way to find progress and change. >> speaker, your time has elapses. thank you. can we hear the next caller please. >> caller: i'm john and general manager. i started there as a security guard in 2005, i've known john larner and want to speak on his behalf. john is an incredibly pragmatic and warm and open communitive leader. he has been nothing but short of a mentor for me and
10:38 am
countless other people at the independent. most of the management team at the independent is all people that started their at lower position sxz now have careers and are members of the community. we all have families and john helped us with his leadership and mentor ship, get to that place personally and professionally. i cannot say enough for his ability to lead and to be open to all kinds of people and all kinds of back grounds. john really is a listener and i think that's one thing that this position really calls for and john does that. elisens, he's open and good decision maker. so i just wanted to say, if john is in this position, you would be lucky to have him. he's a wonderful guy and leader and wonderful community member. and does a lot for night life
10:39 am
and i'm proud to know him and work with him. >> thank you. >> thank you, can we have our next caller please. >> caller: thank you my name is case, i'm a cofounder of the san francisco venue coalition and president of the california chapter of national independent association. i'm calling in support of john larner for the open seat of the entertainment commission. he's member of california, which helped to organize and advocate needs of the industry. experience and knowledge of the industry as an owner and operator with good stand withing the entertainment commission. this is a very clear and obvious opportunity for the commission to have direct. regulate and advocate for. i urge your support for john larner for this open seat and thank you. >> are there any additional speakers mr. clerk?
10:40 am
>> that was our last caller for this matter. >> okay, public comment is closed. i want to thank all six applicants and the five remaining applicant four of whom presented this morning for their application. all of whom are strong applicants and why don't we hear from committee members as to what this committee is going to recommend going forward. supervisor chan. >> thank you, chair peskin. it's i was for a while now, i would say that this is a rare moment, if i may say. the embarrasses of the riches among candidates and the support that they garner and i'm just really grateful to everyone committed their applications and indicated their interest as to be part of the entertainment commission.
10:41 am
with that said though, i think that i'm also grateful to the work of my legislative on our team, frances, i think that most of the candidates taking their time to talk with us and help us better understand who you are and what your agendas are as you plan to be on the entertainment commission. for those who don't know me, i group in china town and northbeach and a lot of bars my home is located on green street which there are like 3 bars right around that corner. and really china town and northbeach have a lot of entertainment and events, festivals. as you can imagine for both chinese new year or autumn moon and all sorts and the same goes
10:42 am
for northbeach festival. i think entertainment is important to our economy and taournism. to help us to guide us especially through this pandemic. and i'm going to talk about my perspective of what i'm looking for in entertainment commission and is that, from base on the constituents that i had few months ago, was that he's a bar owner in downtown, and i have asked how, business going? how is the industry going? and you know, at that time our state senator had a legislation in the state that was going to a extend bar business until 4:00 am beyond existing 2:00 am, it was his second attempt
10:43 am
but still it didn't get past and approved. so my question was, would that happen better if beyond 2:00 am and going to 4:00 am would that help the business and industry in downtown recovery too and all sorts. and their answer was no, because the shortage of workers, you know, already can sustain until 2:00 am. it dawned on me, it's not just about those organizing events or owning, you know, bars or restaurants, and really creating trying to sustain in this, entertainment industry but also the workers and the workers that actually need to figure out a way that they can feel safe and have living wage and be able to come back and return work and it's the reason i have to say among all, very very excellent and qualified
10:44 am
candidate. i have to say steven torres qualifications and really just a point of view thinking about workers, you know how do they really fit in this situation in this dynamic as we move forward in san francisco and economy, recovery. that really resonates with me would be unique and much needed perspective on the entertainment commission. i want to say thank you for all the candidates. amaze ing situation. --amazing qualifications. thank you for your service, please continue and thank you chair peskin. >> thank you, supervisor chan. supervisor mandelman? >> thank you, chair peskin, i
10:45 am
would concur with supervisor chan. i, have focused on two of the applicants, not necessarily because they both have a connection to my district but it happens to be that way. i'm very familiar and have worked for a very long time with steven torres on a number of projects. i'm not as familiar with john larner but i heard really good things from him from people in the entertainment community which i respect. and i'm grateful for the work that he's done at the swedish hall. for me because of weight of my experience with steven torres having worked with him at the castro district, and having seen his grace under pressure and sometimes very challenging situations and also reflecting on the value of having, work or
10:46 am
representation on this body, i think for me, the in the bounce of breaks for mr. torres although i'm hopeful that mr. larner can join this commission at some point. >> thank you for those words, vice chairman delman. would you like to make a motion to that affect. >> so moved. >> all right, on a motion to recommend steven torres for seat number 2 on the entertainment commission, a roll call please. >> clerk: yes, on that motion, supervisor chan. >> aye. >> chan aye. vice chairman delman. >> aye. >> chair peskin. >> aye. >> peskin, aye the motion passes without objection. >> next item please. >> clerk: the next item is item 6, to appoint to the reenter
10:47 am
council. >> thank you mr. young. colleagues i am delighted that there are 16 applicant for what is truly a very important body the reenter council for four seats. unfortunately,r the online packet as supervisor mandelman experienced this weekend, did not have the applications of the 16 individuals and therefore i know for a fact that at least one of my colleagues was not able to review the applications for this item. what i would like to do is hear from those individuals that are here public comment on those individuals. and then, continue this item one week so that the public and the supervisors have the benefit of having that in the board packet that everyone can
10:48 am
review online. so with that, if any of the applicants are here we very much do want to hear from you today. and you don't have to come back next week, but you are welcome to do so. i don't know which one are here either in person or remotely. you're also welcome to come back next week if you don't want to testify today. but i don't want to hear today because it was not properly advertised and at least vice chairman delman did have it in his packet this weekend. with that, i'll go down the list in the order that you all appear on the agenda. and if you feel like presenting this morning, you're welcome to. if you feel like waiting until next week, you can do that or you can even do both. with that, we will start with chan lamb.
10:49 am
>> clerk: i believe i was trying to connect earlier today on via microsoft teams, we're just double checking. >> okay. yes, we do have a log in. mr. lam, would you like to make public comment today? your microphone is muted at this time if you do want to speak. >> hello. >> clerk: yes, we can hear you. >> yes, this is i apologize, i have connection issues. but i will be presenting with you today because i'm running for the vacant two positions seat one or two. i was formerly incarcerated at
10:50 am
the age of 17. after 16 years after being commuted by governor brown in 2018. during my incarceration i worked as a counselor, helped fellow inmates, my incarceration had given birth to my community to help break the cycle of poverty and incarceration. since my release three years ago, i've been pursuing my bachelor's degree in uc berkeley. and developing professional skills job placement or skilled development or mentorship. and on campus i'm part of the fellowship where we're successful obtaining a 4 million dollars to support underground cell activity to support system impact
10:51 am
individuals and formerly incarcerated individuals gain access to higher education. most recently, i got hired by the public work withing alameda public defender's office. most recently i completed the fellowship by helping the identify the housing crisis and solutions and reenter in san francisco. at the conclusion with recommendation to the district attorney's office. so i'll bring to the reentry council as formerly incarcerated individual experience. i'm extremely passionate because i recognize how difficult it is and i look forward to contributing my knowledge and fiepding solutions helping the reenter tree individuals in san francisco.
10:52 am
>> thank you, mr. lam. quite impressive. why don't we move on to michael brown. >> clerk: i did receive indication from staff that michael brown may withdrawal but i never got confirmation. >> i did too hear that pending a job at the public defender's office. and i believe he's on the body now seat expired in june. so if mr. brown is is not here, we can figure that out in the intervening vehicle and go on to jusef nathan. good morning. >> hello i'm jusef nathan and i'm applying for seat 1 and 4 of the reenter council. i was released in august of
10:53 am
2020. since my release, i have dedicated my time and support and my time since my release i've dedicated my time to support the community and work onseting a strong foundation for my life. i've been working at five keys for the past two years where i have been able to support people struggling with homelessness and other issues. i use my time to provide friendly ear, and give advise and guidance when appropriate. also working responding to covid concern those most affected by the pandemic have resourced needed to in order to recover with dignity. i have also volunteered to support young people who are working on a path that may lead them to system. >> take your time. >> young people who are working, help support young people who are walking on a path na may lead them to
10:54 am
systemic involvement. i'm also in the process of setting my consulting agency. to support community agencies to create environment that not only fofters a supportive environment for people in the reenter journey but also creates meaningful opportunities to grow and prosper with those years that i've experienced in growing in and out of the system. i've had experience to see what works and what does not work. for those of us in the reenter journey, i stand with you applying for the reenter council. before i learn what worked and does not work because i have a support, i have support that works and doesn't, and because of that, it allows me to expand
10:55 am
my wings and try new things, knowing that i am not alone. le that together, we will succeed reenter is a team effort. it takes the probation system, opportunities resources and support system to find that pathway that leads to building a strong foundation that will prevent resifism. >> thank you, mr. nathan, i appreciate your applying and you're welcome and encouraged to come back next monday the 24th. and with that, we move on to andra lamarch gadson. >> good morning, supervisor. i'm andra. i was released from prison after serving 32 years. i was a g-o reenter program
10:56 am
where i applied to take construction course at the asian neighborhood design. i graduated in 2016 and got injured. in 2018, there was a merger with success center and i was promoted to case manager where i worked as a case manager for three years dealing with as well as those coming back into society. at this particular time, i was just promoted to program manager for a new program where we have credible messengers. and the reason why i applied for this position is this, me being a person that came out into reentry not knowing what i was going to do, and what was my next step and talking to those out there in society, whether i'm retraining at treasure island or speaking at
10:57 am
hospitality house. and feeling the pain of those coming out, their complaints, them telling me about how people always have ideas with no solutions. i'm ready to join a panel that will make it easier for those to make a smooth transition back into society. as we all know in the city of san francisco and we see our streets, we have a lot of people hurting and in pain and have no guidance. i think i can be one of those people that can create ideas, as well as be a ear to help those in need. this is a series situation and often makes me weak. and i think that me being on this council will not only help me, you know what i'm saying, continue to be successful but also help those that are in need. thank you for your time. >> thank you for your application. and with that, we'll go to
10:58 am

isaac gray was unable to attend this meeting. they are traveling today. >> okay, please let the applicant know that we'll be hearing this again on monday november. and we'll go to jabari jackson. >> good morning, i'm jabari jackson, and i'm running again. i've had the pleasure and responsibility to serve as one of the co-chair of reentry in san francisco. at first i took this position for redemption an opportunity to hefp restore this very beautiful city that i helped destroy. i'm the struggle and i'm the people that we're serving and
11:00 am
when it comes to qualification i check each box three times and more. during the term, i have seen the change here in the city of san francisco. and we store tiff justice here in san francisco. i have used my live experience and tied to the community to begin bridging the gap and restore to justice support to some of the under served communities in our cities. so let's talk about that a little bit. i'm a community activist i'm a equal change who serves all communities of the city. i'm a community health worker, i'm a case manager, a mentor, i facilitate healing groups to help facilitate healing circles with young adults trying to reintegrate. my time, we have kicked in
11:01 am
multiple doors and way to see recovery and provided more than one way of recovery, we have bridged gaps to community health, community base organizations all through san francisco, bridging the gaps with them and probation reentry division of the probation development. we've already gone a step forward to bring spirituality to under served neighborhoods being in collective with churches here in san francisco bringing another way of reentry and support to the communities. so now, for me, it's all about unfinished business. i'm running again for the community to continue to fight the fight that i was elected to do years ago. now is the time to continue to build for our city's future. i know there are new challenges and also new circumstances. but san francisco will always be the place i call home.
11:02 am
they will always be the place that i stand in the for front fighting for the next person because i am san francisco. i'm jabari jackson, i take pride in being the voice of the voiceless and also take pride to give the next person a second chance and second chance of life. >> thank you mr. jackson thank you for your service and reapplication. with that we'll go to sharome moody. >> okay, i don't see her on our my microsoft teams application, whether or not she would appear or not.

chan, peskin, mandelman. i'm jamila mccoy. i'm looking to be considered for any one seats, 2, 3 and 4. in qualifying for seat number 1, i stand before you as a survivor. i survived, i survived sexually assaulted, raped, robbed and kidnapped all at the age of 15. for two and a half decades after the assault, i stayed being a victim to the traumas i suffered to the traumas i suffered from in sigh lance. i let severe ptsd, rape syndrome and the streets take control of me. being that these illnesses went untreated, i chose to self medicate in order to escape my reality. this begin my 20 plus year

crime spree, this lead to multiple state and most resent federal convictions. i did all the crimes to keep the residivism rising. i was mistaken for service provider. a conversation was struck with another provider and i was asked, do you have 18 months for yourself? and i had never given thought to the fact. i had given the state 18 months or the 3-year sentence and then additional nine months doing two different parole violations. i asked what do i have to do for these 18 months. he said stay free but go to school. and with the same dedication you put in to hustling, let's try to put this into the post

work certification or the chw program at san francisco city college. he said, you can use your life experience to try to help change somebody else's path. that provider became my mentor. and i became the only female on all male case load for volunteers of america. so i enrolled at san francisco city college. i obtained my a a and finished the caw program and help surrender all of my charges. in 2001 february, i got a compassionate release. so now i stand before you today, i started at san francisco goodwill bay goodwill, october 11, 2021 as a career advisor over reentry. now 9 months later, i was
11:08 am
promoted. i now manage 5 programs at the cast on the cast program manager of the specialized life center, young adult court rise, which is reentry to successful employment. we have a new program which is work accelerated for fund programming. currently the average individual faces 4 3000 barriers when transitioning home from prison. in my job role, i helped all involved clients gain access and vocational training courses via workforce development programs. i oversee all referral from adult probation, pretrial and all of my clients that serve. all cbos that serve. i'm connecting those clients with resources aimed to help those same barriers that i
11:09 am
faced when i transitioned home. helping each remove one barrier at a time to claim the stability that resonates with them. i'm looking to join this council to create this change, i want to be part of creating legislature that changes the faces of reentry. i want to change barriers getting access to mental healthcare when released. a lot of mental health goes untreated and it's time to address that change and change that statistic. i've been attending women subcommittee meetings direct services sub committees and reenter tree councilmembers hoping to be part of this panel. thank you. >> thank you, ms. mccoy thank you for sharing your story which is remarkably impressive and thank you for applying and thank you for your work. why don't we go on to linda. >> i believe that we have fo
11:10 am
shay back with us. >> thank you hear me now? >> yes, we can. >> we can hear you, you can proceed with your comments at this time. mr. to--foshay. >> i'm so sorry. i'm so sorry. i appreciate your time and i am sorry for difficulties. i switched computers. the reason i joined is because i feel i would be a asset to the council as a person who spent 13 years of my life in and out of incarceration. i noticed, and i know what was helpful for me and what sources
11:11 am
were needed. i've been out of incarcerate after, dedicated my life to my education and will be finishing my bachelor degree in liberal arts. i have worked as a prementor, a housing specialist, a supervisor healthcare worker and currently as a coach manager for a local nonprofit program specifically for those who have had been justice involved. my goal is given an opportunity to sit in the reentry council is to help those directly out of the inrars racing. in collaboration and nonprofit and as a platform to share my own experience to see change some of the common misconception that society has about incarcerated people. >> thank you, mr. foshay. why don't we move on to linda
11:12 am
husrshman. >> good morning, supervisor peskin, chang and mandelman. i'm linda and i'm the direct result where i am right now, is because of services that the city in adult probation. from when i decided to put my best foot forward to get my recovery right. i just got sick of it and i almost died from fentanyl. the day after i mother died on november 13, 2020, i was shamefully still addict today crack cocaine. i purchased the next night what i thought was crack cocaine and something told me to put it in
11:13 am
my ashtray and it turned orange. i almost left my 21-year-old daughter without a mother or grandmother. i decided i would never do crack cocaine again. reaching out to my case manager from the time i put myself in a house to my struggle to getting a shelter in place hotel to being on and off ankle monitor, getting cleaned during the pandemic is one of the most difficult things i've done in my life. and me dedicated myself and basically keeping my trust to my probation officer, my therapist, my case manager and my career advisor at goodwill that all did their part in
11:14 am
helping me get move on from addiction. because it's an every day fight, recovery is a verb. so i knew deep down inside after struggling for years and years as an addict, that always lead to homelessness which always lead to crime. that if i could receive this, proper support and services to sleigh my inner dragons that the addiction will go away. there is not one person in the streets that is not suffering from some kind of trauma a turbulence in their life and loss. i want to be part of the solution of helping these people get the proper treatment. if you don't know by now, i kind of have the power to inspire people p.i have the power to influence people and i
11:15 am
work, right next to jamila at the cast. her as career services reentry manager, myself from employer engagement specialist to community engagement lead. nothing makes me happier than watching somebody that i know from the streets that i used to sit on milk crates and smoke crack with coming over and seeing me and receiving that hope and me being able to guide them from a place of experience and a place of lived experience, knowing na if i can do it and as bad as i was back in the day, i can give them the same hope. i have sat in reentry councilmember here in san francisco, i tabled the entire reentry conference for the employers.
11:16 am
i am, forecasting to plan many more job fares this year. and you know the ironly about waking up this morning, i wanted this to bad. i got a call this morning from a fellow addict that wanted me to speak at 7:00 p.m., i never say no to anybody that needs help, and you can ask anybody that has touched myspace. i'm here to provide influence, to rewrite policy to stand and support and do whatever it takes to help any person suffering from homelessness, coming out of incarceration, like i have been the past five years in and out of jail. you want to stop that? let's stop and start treating the trauma inside because nobody just goes to jail. there is not a lot of sober people in jail. if we can solve the hurt that is inside together, we can help
11:17 am
eliminate addiction and homelessness. thank you very much, i'm linda. >> thank you, inspirational words, as i look this, i'm trying to see how we can expand the reentry council to accommodate all of you. appreciate you sharing with us. richie--ricci wynne. >> good morning, i'm ricci wynne, formerly incarcerated, just came home from a sent sense about a year ago, working in recover committee, i'm a new bridge graduate. i know what it takes to reintegrate back into society. as of recently, i kind of took to the streets with a my own, my own way of activism, i guess
11:18 am
you would say with the videos that i've been shooting around my neighborhood which is district 6, where i live. and just been trying to make sense of what we're doing out there for people that are coming out of incarceration. and it's, very confusing to me. to see the city in the state that it's in. and the, policies that are being implemented. i'm also trying to not only hold my fellow ex criminals accountable and get them on the right path. i also want to hold smft policy maker accountable in the decisions that they made for the city and some of the people coming out of incarceration of, had several conversations with
11:19 am
matt dor doeredsey about his neighborhood. he's my neighbor. i come from a broken home of addiction. and i've seen my parents my uncles my whole family come in and out of incarceration and i've seen what works and what does not work. that's my qualifications right there is a lifetime of living around convicts and drug addicts and being one myself. so thank you for your consideration. and thank you. >> thank you for sharing your story and thank you for your applicatiowe'll see you and everything else next week. and now we'll move on to john michael medina junior.
11:20 am
>> clerk: okay we'll double check if john is online with us. john is not online with us. and i'm looking to see if i received a response. >> okay, i did not receive an email response regarding today's meeting. and mr. medina is not online with us at this time. >> okay, and i know the next applicant joanna hernandez is not available today but there may be somebody who want to see testify for her. please come on up and she will be available next week, if i understood that. it's hard to keep up with 16 individuals.
11:21 am
>> that's correct. good morning i'm ivan i'm the manager for the latino task force pleasure to be here on behalf of the joanna hernandez. joanna has been a tiredless advocate with over 25 years of experience in the reentry. she is a tireless advocate, if you know joanna, she is always cheerleading the issue of entry, always leading within our space and always rallying people around to make sure that reentry community is supported. for example, she's created programs in our neighborhood, so young queens is a program that serves jung ladies 14 to 24. this was started over 20 years and a program that continues to thrive. joanna, previously served on the sentencing commission so she does experience as a commissioner. she is co-chair of latino
11:22 am
reentry and crime presensing committee. this was the one of the first committee that was set to meet the needs of the reentry committee. as you know, when the pandemic hit, folks were being lead out and being lead out to no services, services were being moved virtually but joanna, latino task force under her leadership start today create an advocacy arm to make sure that the reenter tree community had one a voice that was advocating for them and also ensuring that they were on demand service that's people can access. as a leader and manager, she has established reentry programs. as we know, reentry and experience of family members is not just a san francisco problem. san francisco does experience a high level of folks that come to san francisco for the
11:23 am
reentry service that's we do have, for the beck service that's exist here. we have folks that travel here for other reasons. and we need to be able to coordinate with our sister xhaountsz in alameda and san mateo and solano these are communities that she helped establish programs as well. joanna is a passion al crusader. she wants to improve in which our justice system responds. so joanna is somebody who definitely sees the reentry committee from a personal perspective in that way. and i think to close, joanna
11:24 am
holds and probably does some of the most important work by being a mother of three and a grandmother of 2. for somebody to really root her life and home experience and her professional experience in an effort to interrupt disrupt and eliminate generational incarceration, you know, this is who joanna is. we hope that you're able to look at her packet, to look at her resume and to take her into consideration. >> thank you, and maybe this is, i'm sorry so ask this, but it is a part of the seat qualification and ms. hernandez is clearly remark a mraoe qualified buthe seat number 3, qualifications is predicated on somebody having been released from custody within 3 years of this appointment. and i don't, so all of these
11:25 am
applications have a bit, it's public personal information as to when they were released and that's blank on ms. hernandez application. so if she was not released within the last 3 years, i don't think she qualifies. >> yeah, i don't believe it's that seat, i believe it's 1 and 4. >> okay, we need to figure that, we need to figure that out. >> thank you. we've got to figure that out. it says on the application seat number 3, it says on the agenda seat number 2. so we'll get that right. all right, let's go to last and certainly not least to can i have knee homes for seat number 3. good morning. >> good morning, everyone. good morning, everyone. my name tiffany homes, i was
11:26 am
released from ccws central women facility february 25, of 22. i have recently been employed by san francisco pretrial diversion project. i work in c.j. 2, i just left c.j. 2 working in the program and i also work with transgender. what i bring to the table is honesty is what it's like to walk the walk. i creatededed programs called the fad program which is a felons against drunk driving, i went to prison for taking two lives. i'm here to bring reality to what drinking the bottle. i survived ten years of domestic violence with my former husband and the struggle and pain that i drink to the table. the reality that we all seem to
11:27 am
to the side but we have to look at the facts of life and ptsd and draum is real. i didn't face reality until i went to prison. a prison helped save my life and so many others. what i bring is a voice of truth and honesty, by work withing sunny and steven good to help develop a program called home free which i'm a resident of and i have the backing from them to bring the five keys formality as you see, five keys has done a phenomenal job bringing education, we can also bring phenomenal job in helping people to get off the streets and to stop coming through our systems once and time and time again. the reality is, we need to look at trauma face and dead in the eye and look at the people, ask them that dead question when they're in the back seat of the car.
11:28 am
that very question that somebody should have asked me why are you looking at the bottom of the bottle each night. i'm running for seat 3. i'm tiffany homes. >> thank you, ms. homes. with that, we will go to public of the outside yens on this item, which will be continued to next monday. the floor is yours, come on up. >> yes members of the public who wish to speak should line up to speak at this time. for those listening remotely, call and enter meeting id 24947994152 then press pound, then pound again. for those already in the queue, please continue to wait until the system indicates you've been unmute asked that will be
11:29 am
the cue to begin your comment. if you're in the room, please come to the podium. you'll have two minutes. >> speaker: good morning, i'm souza na rojas i'm the director of latino cultural district and i worked in the community for the past 29 years. i'm here to speak on usef nathan, i have seen him go in and out of the system and see how the system have contributed to him going in and out. he came home two years ago and since he came back, he has been dedicating his time to working for the community he works three jobs, he takes care of his kids, most importantly, he dedicates any free time to support those who are in the same path that he was that lead to the resolving door in the system. he is somebody who is freshly out but with lots of experience and lots of love for our community na he knows he can
11:30 am
influence and support. i urge you to please consider him for seats either 1 or honestly, i think he can qualify for any one of them. you but you choose, but he will bring the capacity and passion but also brings new ideas to finally be able to contribute to society and make changes to it. thank you. >> thank you, next speaker please. next speaker. >> speaker: good morning, supervisors. my name is segre bar. i just want to give encouragement to all those that have stood up here and put their lifes on the line and put it out to the public because i know it's not an easy task to do and i just wanted to let you know that, that from the bottom of my heart i encourage all of
11:31 am
you to continue what you're doing. i'm here to represent mr. jabari jackson. i know when jabari was up here, he was running for you guys's office. i want to say another side of jabari, we hear the same things a lot about each individual. but one thing we know with him, that he has done internal work to be able to make the necessary changes to turn his self away from the previous lifestyle. and one of the most important things, he has done to and nothing to really say, but also a deacon in his church. and as a deacon in his church, he leads the recovery part of that. and what he has created is a friends and family day which reunites people coming from incarceration and drug use with families to be able to bond and
11:32 am
come together and bring themselves back into the community. the other thing that he does that he does not, every saturday we go out and pass out boxes to the people that in the community that are hungry. and make sure that they're fed. i strongly member jabari jackson to continue his work that he's doing in the community. >> thank you, said drik. next speaker please, come on up, ma'am. >> speaker: good afternoon, liz jackson simpson, ceo of success, and i'm here to advocate for mr. andre. andre has been part of the success in the family for nearly a decade now. and he has helped us to launch so many new initiatives for our reentry population. and largely, they have been in our training programs and our transitional programs that have lead to permanent employment.
11:33 am
to afford folks that are making a living wage. that is a true festment him as he said been a credible messenger, and that's one of the new initiative in his launching with the district attorney attorney and with the juvenile department, if it was not noert expertise that there is no way that we would be able to get that program launched and off the ground. and this is part of a national movement that hails from the folks on the east coast in bringing these initiative to san francisco to see some systemic change going on. andre is the first one here every day and the last to leave and has helped to shepherd hundreds of people through training through, transitional employment and into lucrative jobs in the city. he's proved positive that what he does, what we're endeavouring to do is remrikable and sustainable and can help continue the fabric of
11:34 am
the city of san francisco. we encourage him. he's qualified for three of the positions and qualified for all 3 and we continue to support him through this process. thank you very much. >> thank you for your testimony. next speaker, please. >> speaker: morning supervisor my name is andrew, culture district in san francisco and i'm here to talk about my colleague jusef and my boy. one word comes to mind, dedication. we have worked together through the thick of the pandemic, through communities, offering aid to those who have been disproportionate lea februarieding by the pandemic. he tirely learned and thought all of us when things were difficult.
11:35 am
he has a supernatural ability to stay calm under pressure and he is always able to be optimistic even when things are hopeless. jusef has provided that support for me. he wants to provide all the opportunities he had even when all the odds were stacked against him. supervisors, i don't doubt that he will dedicate that to make that a possibility for everyone who has to reenter and provide hope for those who are hopeless. thank you. >> good morning, i'm sochi, i'm in support of ju se f nathan for your consideration. i have worked with jusef
11:36 am
supporting latin xx communities and support through the covid-19 pandemic. i've gotten to admire his dedication, jusef is reliable and deeply concerned about the ability of others. because of his life experience as a formerly incarcerated individual, and skill to the service through the community. he's the idea candidate. thank you. >> thank you. are there any members of the public who would like to testimony remotely mr. young. >> clerk: yes, we have two callers for remote public comment. can we have our first caller. >> caller: [indiscernible]
11:37 am
>> sorry, we're getting, wait wait wait wait. >> is it me or the next person? >> why don't we start over. if you can hold on one moment. the first speaker is very muffled and hard to hear, mr. young, can you try to fix that. >> clerk: we will do what we can. can we have one caller speak at this time. is anybody still on the line with us? >> yes, my name is craig johnson. >> clerk: okay, go ahead and please proceed. >> caller: i'm craig johnson i'm director of the tip academy with base.
11:38 am
[indiscernible] i want to recommend that jabari jackson be restated in the position with the reentry council. along with supervisors we could not this would not have been made possible. we currently have 60 people in our program and they're all doing well. and i just want to thank you for that and i want to make sure that we endorse jabai and let him know that we have his back and support him 100%. thank you. >> thank you, next speaker. >> speaker: supervisors, we need to look at the reentry council from the point of wrap around services.
11:39 am
candidates like mitch mccoy, highlights what a good candidate can bring to the reentry council. reentry candidates should get career jobs and we have to look at the services mostly issues. we used to have one, the mayor office of criminal justice which was deactivated. reentry council has to be upgraded who can be deliver

11:41 am
incredible courage to put yourself in the community. but i would like to highlight a few candidates today. first jusef nathan, i've known him for many many years, the work with calle24. jusef is solid individual. he has firsthand experience and all the while he's committed to helping others and ability to provide a voice to those who get left out. willingness to serve the city of san francisco. second issac gray, really excited to see his name on this list. he's dedicate today working with young people. and lastly, joanna hernandez, i've known for 20 years and had the honor of calling her my colleague and comes with a
11:42 am
wealth of experience with five keys, latino task force and as a formerly incarcerated latino and loved one, he knows firsthand the direct impact the impact has on families. so i'm encouraged to nominate her. she is a tireless candidate and will work to make changes in the justice system to support our community as they reenter our city of san francisco. thank you for your time. i'm really excited to see the number of candidates in the position. >> clerk: thank you for your testimony. next speaker please. >> speaker: good morning i'm katia, i'm the member of latino task force. and i want to nominate or hope that you vote for joanna hernandez. joanna is the reentry committee

would like to suggest where a third party app gets financial profit. that has not been prepared by the city attorney but i would like that amendment to be prepared. and with that, i say we have, not a representative, we have the head of department of elections mr. john arts. the red line that you sent looks great, we got an ordinance here that incorporates those changes. you're welcome to say anything, you want. unless you take your changes back.
11:48 am
>> no, we'll keep them. just emphasize, we're now regarding any content streaming and we'll make the notice on the department and on our website so people know this. >> sometimes we want surveillance, sometimes we don't want surveillance, this was an interesting one. >> thank you. ms. hayward, anything you want to add or subtract? no? ms.ing on behalf of rec and park, we're good with the body worn camera on what you sent and incorporated in these ordinance, and i cannot speak for my colleagues but i'm not comfortable with the spotery tennis reservation, but i encourage you to go or make or find an application that does not get people's information

i served active duty in the navy. i wanted something that was going to be in the medical field, but not necessarily stay in a hospital setting and i didn't want to stay in an office and this job kind of combines everything i was looking for. everyday's different. there's always something new and to learn. and my first introduction to the department was being surrounded by people of the lgbtq community. and so we were able to get, you know, it just made things a little more comfortable that you could talk to people about things that people necessarily wouldn't understand. i've had to hide myself. able to come out. being able to understand many his and being able to do things in had that sense, it's very liberating to be able to speak like this, this city in particular, it's a mecca for the lgbtq+ community. you know, there's so much
12:13 pm
history behind it and being part of this community that now accepting us for who we are and what we do, we're able to just be ourselves. any time somebody finds out i am a member of the gay community, i don't get anybody talking about me, nothing at all. it's just oh, cool. you have a partner? like yes, i do. they start asking about that and how my life is. you become part of the family and here in the san francisco fire department it really is just one big family. you know, it was my dream to be a san francisco fire department member and i'm here.
