and -- with a lot of changes at the sfpuc we have 2 new commissioners and about to have a new president i'm might be commissioner ajami and hoping with the changes the commission will be more active. there is a tendency to hear about issues but not prioritize action. an example is 7 workshops and information was shared. no changes made as a result of that information. and -- having meetings and workshops is very important to move us in a new direction and we need that at the sfpuc. so. take that in consideration that this is the year of action and making positive changes. thank you.

yucky. it had. as i walked the water the water was not greenish gray or grayish green the way it urthly is. i was not sure so a swam and i swallowed water it was in the a happy day swimming in the bay and i urge you to please recycle our wastewater to remove the nutrients that feed the algae. if you don't do this we will have to beingic algae blooms more approximate more often and they will be worse and worse. as a swimmer who has been swimming since 1984 i beg you, keep the bay clone and swimmable. thank you.

previously last year salmon in the river was 186. it is heart break to realize this precious resource could disappear forever in my life time another alarm bell in the bay this summer with the to beingic blom that killed fish including endangered green sturgeon and others. i urge the commission to draw this lawsuit against the state water board's delta plan and work with the state to ensure flows are consistent with flow standards adopt in the 2018. we have lost 4 critical years of progress and stake sustainable flows. . water management relyos conservative 8.5 year design drought. commission should shorten the drought by a year. the date the commission has been

>> steve rich, this is pilot project. signed an mou with fish and wildlife service in 2021. to begin working on the projects in anticipation of the process. and this is a primary element to that is making sure we have a rigorous monitoring program to measure what is success and will what is not so then we can elaborate in terms of future restoration projects. so -- this case we have just begun work on this project i say we are still in the ceqa process. even in the san joaquin valley they take awhile going through the ceqa process we plan to implement in the not very distant future. >> vice president maxwell? >> thank you. i noticed that 2 projects that

and hello commissioner paulson i'm pleased to being her to provide you an introduction. i know commissioner rivera you and i have not met and to updateow a few things. the first thing is what is is? the bay area water supply conversation agency. a special district form in the 2003 to represent the interests of the 26 wholesalers. water supplyers in 3 counties. serve 1.8 million residence centses. 40,000 businesses they all rely upon your san front regional water system for majority of their supply. this is a map showing our member agencies. service area. in the 3 counties.

meet needs. in addition to the water purchases from the san front system, my agency rely on groundwater. they have recycled water. their own local surface water. they import from other sources. state water project. valley water and in total the total supply for the rent year was 205 million gallons a day and in exchange for the purchase of this water they sends you 300 million dollars a year. and another thing that is different or interesting, the thing i like the most about this group is this they are diverse. and i mentioned they serve 1 penalty 8 million and the 3 counties. and the we have small agents. smallest is city of [inaudible] serving 4500 people. and there are learningest is alameda county that serves 3

ecstasy 358,000 people. and everything in between. we have a mix of cities. water districts. 2 private utilities. i mentioned there is diversity in the counties. over 90% of the water supply in san ma te'o from the water system and the water suppliers. san ma te'o is department upon your system. less in santa clara and 'll meada. quite diverse. and also how reline they are on the water system and so 65% of them are 90% or more relinocaine on the roej nal water system. this is a component of what they deliver to their customers. so this is a graph i showed to the commission not long ago.

i thought it was worth bringing back. it provides over all total water use and population. from 1975 to 76. that is our oldest reliable data. goes to fiscal 2021. actually available on the website. as the head line says uses 24% less water comper seed the peek use in 86/87 despite a population increase. this increase is the result of many things. actions at state and federal willful for efficiency guidelines and local agency investment and customer investment in water efficiency. exit site that, this is something when you go out people speak to. this level of efficiency is the result of extended droughts. our economic downturns and the pandemic. if you look at this graph the

droughts shown with the #lines and for each drought period water demand reduces in response there is flow rebound. if i had fiscal 21 and 22 data it would be harshed. this is an inside i shared last time approximate with board policy committee this month. i will say it again, as i looked at this it assessmented to me are we in the extended drought? is this drought [inaudible] opposed mull pull 2 of 3 year drought with light years in between. i of course it forces us to think where we are today if this is the case what does it mean for customer and ability to conserve more. i continuing is a way to think

about it. and the other piece that build in what is this meaning per person basis? this graph shows residential per capita use and gross per that use. same data set. and the drought years are shown in dotted lines over all since that peek use in 86 average residential use decreased by 37%. and average residential use down to 56 gallons per day. at the time they were below when anybody thought was normal. we were citing 50 gallons per day and it is rebounded it is low are than other presidents. so this is something we have to examine close low. as we consider when actions need to be taken. we have an issue product updates or projections i look forward to bringing that to the commission

i'm expecting the end of this year. so updated water use data, this data set relies upon information that my agency send to the state every among this is total use not purchases and the most reason data august of 22. we see is that for august of 22 savings compared to left year in august, we had a -- now i can't find, 6.5% les than last august. and -- while we continued to see a savings, the conserve is that we are not continuing to see this much savings as we need hit our targets. and this is concerning especially when we think about summer time of august, for example, is general low the greatest opportunity for savings.

sum rising the drought public out reach campaign this year. so, as you remember, in november of 2021 you declared a water shortage emergency. you asked our customers to reduce water use by 10%. that ask increaseed 11% when we went to a tier 2 water shortage emergency. staff koshed nayed with water conversation staff and started design of a comprehensive public out reach aimed at retail and wholesale customers. >> so research says the attention pan of a person is 8 seconds and in order to initiate behavior change you need to make your ask clear and consistent. reach people in a number of different way. we designed a campaign 14 calls to action each advertisement focus on one thing only we want customers to do to save water.

let's start with a broad question, how can will park's system play a part in the economic recovery? >> well, our parks system playing an important role throughout the pandemic. parks were here when people in san francisco needed them the most. a place where people could gather and could care for mentality health and fizz cat health and have a sense of community and a sense of place during a really weird time. and now that things are reopening and figure out how to recover, parks are going to continue to play a significant role >> people are out and having a good time. there are special events happening in parks. concerts and the weather is good. the best way parks play a role in our economic recovery is to motivate -- people to come to our city from other places and

to motivate our residents to get out and enjoy themselves >> exciting to her we opened a new park and there is another. what is special about the 2 new projects? >> sure. san francisco is going through, i think, a park renaissance. we opened the francisco park, which is just magnificent property that sits on top of an old reservoir dating back to the gold rush and has tremendous views of the golden gate bridge and bay and a place where you can bring kids. a cool play ground to bring dogs an amazing dog park. a meadow to watch the fireworks. fog willing. fleet week, community gardens, it is just such an incredible unique space. we are proud of it. >> and then right down the road

in a few years, we will be pleased to welcome everybody to india basin in the bay view in the southeast part along the southern water front. 1.7 miles of waterfront that until recently has been under utilized and under fulfill in the a community this needs it the most. india basin is really a feel moment for the bay view and southeastern part of san francisco. it is going to be san francisco's next great and one of the most important parks >> that's fantastic. now, we have a great history of having conference in parks. can you touch on the year's highlights? >> upcoming and on going. this is something i'm particularly excited about. i don't think there is ever have been more music in san francisco parks than there is right now >> so, let's go around the city

and talk about music. stern grove, is in the 85th concert season. back after the pandemic. in this just fabulously treasured meadow. free concerts all summer long. in golden gate park, at the man shell not guilty music concourse free concerts 4 days a week. wednesday, friday, saturday and sundays. we have sing are song writer wednesday. jazz and seoul on friday. communities performances on saturdays of different kindses and sundays reggae it is extraordinary. and of course, later this summer we are pleased to welcome back outside lands for an exciting 3 days and 3 nights of incredible concerts and food and community. as we go across the city, we got wonderful performances in the

jerry theatre in mc clarnin park a special jerry day coming back to the theatre. on june 21st we had make music day appearing all over the city in park in civic center. on the marina green. again in golden gate park. it has been a great time for music and ties into the recovery and the tremendous energy where we are feeling and -- you know anybody who says san francisco is struggling needs to hang out in the park system. where well is joy and beaut and he inspiration every day. >> so, the san francisco board of supervisors passed legislation to make jfk drive in will golden gate park car free. how have residents responds. >> the san francisco residents responds positive. families.

bicyclists, joggers, people with dogs and people from every corner of san francisco have discovered that jfk promenade is a treasure. it enhances the parks so much. imagine a beautiful day in the park and weather on foot or on bike you are strolling down jfk, you pass sixth avenue and head to the music concourse for a concert or the museum; it is joyous and made golden gate park sproord. i have been hering about disk golf and pickle ball. can you tell us about and where people can practice and play. >> i knew you were going. pickle ball the fastest growing sports. you know across between 10 and is ping pong and may be with a whiffle ball. ping pong on a life sized course

it is easy to learn about skill based people who are good are irrelevant good and it is easy to play. it is fun and accessible. we are trying to accommodate sport. we have over 55 courts around san francisco. 11 dedicated just for pickle balt others per pickle ball and tennis. we have 5 or 10 space you can play pickle ball indoors and keeping up with the tremendous popularity of the sport. disk golf has a loyal following it is also going to continue to growch we opened our first disk golf course in golden gate park in 2005. and you know, whether you are an expert at disk golf or beginner, the idea of chucking a frisbee through the beautiful park and.
