thank you. i would like to thank staff for gracious ness and professionalism during the november fourth tour of the ocean side treatment facility. the existing infrastructure is partner low built beneath the zoo rec and park land and [inaudible] national guard facility on federal land this indicates a number of jurisdictional, have been worked out. the new water facility on 3 levels at the ocean side. they indicate that the site is fully built out. this begs the questions, what future puc expansion under the site of the former pool on rec

9:13 am
water rates our wholesale rates are the highest in the state of major water supplier. 2, projected to increase 50% in the next 10 years. i'm not certain but as commissioners you should know how water rates compare to other agencies and where they will be 10 years from now. ask staff to update you on water rates the update should cover, how they compared to other major supply nears california. where are water rates 10iers from now and what assumptions are they based on. how different levels of demand affect the water rate sns the bonds affect the water rates how far in the future. this point could be the own agenda item. 5, how funding for alternate water splice affect the rates. all these seem important
9:14 am
knowledge fundamential to issues and decisions water rateos a steep path. that can affect how we play for water splice. paid off the next decade funt for additional funding. rused demand causes water to go up more should we understand that relationship. the length of design affected supply planning affects water rates this should be understood. consider asking staff to address these items if you don't know the answers i don't the thank you. >> next caller? >> this is bari nelson. apologize for jumping the gun earlier. i am calling immediately during

general public comment and then later on 7c to welcome commissioner stacy to the commission. association is in san francisco. we represent the california salmon fishing community. that community is facing growing challenges because our salmon runs you will hear today are in trouble. that is per of a larger crisis facing the ecosystem in rivers. our groups and our alis are doing work to address that. the issues are a major part of that. and the last several years we appeared before the puc many times to talk about the ecosystem protection and science. we also have been work to ensure that the puc has reliable water splice. commissioner stays, welcome we look forward to working with and you you will hear from a number

9:19 am
>> our reservoir storage is -- has not changed much. at this point we are not seeing a lot of run off now. the hempy storage is about 73% normal for this time year. water bank is down 45% that is the one concerning item on the slide. upon the other california residence wires again the project residence virus in the central valley project, shasta and orville are 31%. folsom 31st % capacity. throughout california the water projects are short on storage this is of concern to the state
9:20 am
for sure. california draught monitor this picture has not changes. may be tell change next week when we seat results of the starm coming through. this was prepared the line is flat on the woman. 2 inches of rain that is good and an inch of rain at the higher could you want real is a foot of snow. october was dismal. the ends of the day the sick station index is about 2 and a
9:21 am
quarter inches. so -- the first week of november and already about 2 thirds of the way to normal for this time of year. i don't have updated numbers i will speak from my house in oak land rang at midnight last night and did not stop until noon today. we got a shot in the arm from this storm. on the snow pack front a foot or 2 at high elevations the snow level down to 4,000 feet about hetch hetchy. no paths are closed for traffic well is a winter storm warning out snow throughout the sierra this storm is covering all the way from chico to bakersfield a
9:22 am
good shot for the state over all. >> water available to the city we see there is little. coming in october from the storm we will see more in the system. and as a result of this the state board last week suspend curtailments on river diversions, we are able to divert water again. there is water in the streams. last year, in october they started the suspendd and did in the reinstate them until some time earlier this spring i believe it was. we will see how it goes. but if the stream flow continuous curtailments will stay suspended that's the way it worked last year. the precipitation forecast shows last week and the concern week
9:23 am
definitely a lot of activity. nice red and orange colors in california which is when we have been missing for a long time the week after not much. for now we are benefitting from the storms. and lastly, the slide is the most important out of these. is in the demand of the total deliveries. this shoes 1 quick million gallons per day this is tracking close to 2015. i just sought latest from last friday and dropped down to 171 million dollars this week. tracking close low to 2015. we are doing as well as the last drought overnight last 10 weeks or so. that has been a good sievenl degree below 2020 and way below
9:24 am
2013. those are good signs. again, look to next year, we'll see where we are you know make november early december and start talking in early january about what do we do next for seeing precipitation that will be good. if not talking with our wholesalers about alternatives to manage our supply the coming year. happy to answer questions. >> any questions? is there any way in the slide that we showed the precipitation, month low versus average. is there a way to have a bar chart that are shows from 2,000 to now i wonder how they the patterns are changing or at all. would that be possible. >> we can show different things.
9:25 am
i just saw very interesting data yesterday that for the 3 month period i believe it was january through march. if you look at 2021. lowest 3 mont in that period then and there we had before. it was by a lot. little precipitation. that is the data we will share more showing that things are changing >> right and seat bars and how the trendses are month to month. again thshg is one data point, one way of showing it but good on have it. >> another graph showed how we assess probability of what will happen. we have our period of record and
9:26 am
one there was 2021, off the chart. other end 2017, off the chart. extreme what is we are seeing. >> the bars would be great, too. we will see wa we can do. it may take work but we can do things. thank you. >> one question mr. ritchie. i don't know if i saw this yesterday or this morning. . yesterday in the l.a. times or chronicle or a mass piece that was in the public but some anecdote someone said we saved 20 billion gallons. i forgot if you saw it. how would that be interpreted to a commissioner or someone watching. >> the l.a. times i saw before i came here and i think it was 6 billion gallons.
9:27 am
billions of gallons when you talk about a large service area that's what they had to do in north western los angeles. they had to comfortable a lot. for our system this year as a whole i believe the number is 3 billion gallons we saved during this time period. people are saving a lot of water in total. >> could have been a brag piece for l.a. they were hit hard y. they had a 35% reduction and people responded. >> thank you. >> thank you. >> okay. okay. . members who wish to make comment on 7 athe drought commission update press star 3 to speak.
9:28 am
do we have anyone present to provide comment on 7a? well is one caller wish to be recognized. your line is open you have 2 minutes. >> commissioners, it would be nice [inaudible] for us to invite the local tribes from the region to give their comment on the situation at hand. and also photographs of the river. >> for thousands of years the prize result protected the

rivers. we talk about the salmon. and we don't do that. & who is the ordinance of 23,000 years referring to the tribes and give honor to the salmon. if not we'll fall flat on our face. kilt land and water. talk about how much we saved but we don't follow the act. when you follow the act. you should see who is useings the water. all we care about is telling the water to the highest bidder. thank you. thank you for your comments.

9:39 am
>> apologies the river background and you want. bill spaers the present. >> good afternoon commissioners. i'm phil serious a policy analyst with national resource at the sfpuc. today i will present on biology for you. on salmon on the river and look at the statement the number of adult fish coming and history and challenges.
9:40 am
9:41 am
to look at this mathematically the number of juveniles that go out in spring and subtracting mortality they are experiencing and harvest they experience you have lower tuolumne the san joaquin, big delta ocean mortality. harvest in ocean and fresh water environment and prespawn that die before they are able to spawn that gets you the natural fall run escapement. this it is not include escapement from hatchery fish in the system from other river systems and hatcheries, cow do we know what is happening with the fish on the tuolumne. there are 2 ways we monitor the population on the tuolumne river. adults counted on their way in. there is a spot that indicates the low are tuolumne river adult count thanksgiving is where they
9:42 am
count adults coming in. and 2 locations on the river, they track juveniles in the spring headed out of the river. theful 2 traps serve the give us the total number of juveniles headed out and more talitity and understand that is happening between the 2 traps. how is this looking so far this fall? here is a plot showing passage at the rear. and this year is in black. might be difficult to see there but so this is indicating we got low escapement. low numbers compared to recent years. when i put this together a week ago we were on parwith last year. and updates from yesterday have us escape am at 356 pish puts us
9:43 am
on parwith purple line of 2020. tuolumne run declining over democracied. this is the plot of escapement from -- apologize for the tiny numbers from 1952-2021. the populations gone through cycles in the past more and less fish. you see that were they don't get a break over time. there is a series of droughts. ocean fisheries collapse closed the fishery in 2008 and 9. a company bright spots the wetter years in the past tended to produce higher numbers of fish and the settle am agreement the ssa that was implemented in 98 resulting in higher flows on
9:44 am
the river. the spring flow escapement is broken down in the past you have a lot of adults coming back that has not worked for the last 15 years. used to be this clear relationship but does not seem to be working. escapement again like the last slide. spring flows over it 2 natural years later that shoes the break down in the last 3 peeks to the right. what are the factors to low escapements? one is that juveniles don't survive their trip. ow migrating to the ocean. they don't make it typically. also the tuolumne escapement is hatchery fish. not fish from the tuolumne. and due to the hatchery strays
9:45 am
we lost the natural adapted population the natural population, it it is gone. and one other factor that hatchery fish that are spawning in the river and have juveniles coming out of the river, than i have low are productivity in general than natural fish would. one problem is that the commercial and recerational harvest does not distinguish. so -- the natural fish are captured and that is rudzing the population. and just for context the commercial harvest for fall run schnook over 2014 to 18 is 53% and 68% of the adult population. we had drought. ocean collapsed. in dry years, we have nonnative
9:46 am
invasive plants that blocks passage in the san joaquin and tuolumne river. okay. so haare we doing about it? the sfpuc per to the voluntary agreement. and it contains measures that are designed to increase productive tit and surverify in the river for juveniles. habitat restoration that is on going. flood plain rearing flows. larger spring pulse flows. and there is a pervasion suppression component should increase survival. but continuing is important to note the strays will under mine our efforts despite all the additional work because they are continuing to degrade the natural population of the
9:47 am
tuolumne river. so -- to mention where the hatcheries are. there are 5 am 4 are operated in by california fish and wildlife one by the united states fish and wildlife and throughout the central valfresouth to north there. moving on. what is next in december and january we will have updates on escapement. and moving into upon winter and early spring, we will have updates on the juveniles headed out of the river and the counts of fish we have. turn toing the upper tuolumne river, we will provide you wuchts on upper tuolumne river ecosystem program. and provide updates on spring ecosystem management releases from the damn we doll that in
9:48 am
march and follow up in september. and that's all i have for you today. >> happy to answer questions. >> thank you. >> go ahead. >> vice president maxwell. how dot hatchery strays degrade and the natural. how does that snap intergregz gregz it is traits. you have fish in the hatchery population they are not adapted anything they are adapted to the hatchery environment. those fish breed with the natural fish that are more adapted a dilution to say it simply the genetics that are present in the natural fish when you do that over generations, you ends up with a single
9:49 am
homogenized genetic strain. >> did you mean to do that? was that done on purpose? somebody not know it would happen like, oops? >> there is a long history to that i'm happy to explain it briefly upon so -- the production hatch easier the d. fish and wildlife hatch easier were established make up for losses due to building of damns and gold mining. so they were meant to make up for that lost population. over time, as conscience degraded in the bay delta and in the tributaries, they had to release the hatchery fish away from the hatch easier. if you release the fish a juvenile fish at the harshary
9:50 am
testimony come back if it was able to travel down the river it is unable to revolve and releases far from the tributary they are strays because they go other places. did we mean to do it? i think it was a primary effort of trying to bolster the population to have a population. the trade off with that is that we have the homogenized population of fall run and could be part why we see the decline in populations. >> thank you. >> i think you will flush it out in a further report but did a point of time and -- and indicated spring flows can you
9:51 am
flush that out what a spring pulse flow is. so -- approximate the life cycle. spring flows function to move juvenile fish out of the river. they can ride that flow out and it is a natural phenomenon. a pulse flow is meant to mimic that and a half pulse flow in the snow note push this out in the spring. and past for water conscience. and other issues that might result in mortality. >> this is what is happens naturally you are adding the release piece? >> on the low are tuolumne
9:52 am
river. don pedro does not spill as often at hetch hetchy. they were intentional the reservoir is large it holds most of the water coming inform they are intentional releases. turning valves to turn up the water moving fish out. >> thank you. >> i have a few questions. on the slide that you had. with the escapement the number. i noticed there is like a shift in time. you have between 2016 special 22 i don't know if somebody can fwlang slide up. i noticed you have gone from september 16 to like the you --
9:53 am
october first to october like 16 and 17th. is that something that -- is that they like if you look at historical data would we see the shift happening related to later -- rain events you are saying. >> climatic patterns >> we don't know. everybody year is slightly different sometimes when they put county we are in they take it in and out every year. sometimes conscience don't it in there if there are high flows they hold back until they come down a bit. well is inform variation when adid you tell us come back usually within a 2 week to month performed might be delays due to flow or hi sing and post flows
9:54 am
in the fall now. those are meant to help with the conscience special improve them so fish with move through the rivers there are no blockages. i don't know what is happening there. >> and then as you are looking at the next slide i was looking -- you have okay i'm going to come back to this. we have you are talking about the difference with hatchery and natural fish. i wonder if you have statistics on do we know, how easy to recognize between the 2. and then -- how do we know what percentage are will natural and
9:55 am
what are stray. if they are sort of mixing eventually at that point you are losing that natural gene quickly etch >> natural adult looks the same as a hatchery fish except the california department of fish and wildlife mark 25% of the hatchery fish they release that mark is cut the adipose fin a visual thing and tag in their bodies you scan. so, the counting on the tuolumne has a camera on it that takes an image of each fish you can tell which is marked. the cut fin and is not. we know how much marked fish come through but not how much
9:56 am
hatchery fish. we do statistics later to figure out capture and figure out how much fitch were showing up. use the tags. ja this is a guess based from math equation? do you know what [inaudible]. high. so and they vary by year and there are error embarrass. they can be i don't have specific years but you know between 50% and 100% are estimates. and may be the last 5 years. we can provide you with when we have. california department of fish and wildlife their analysis of hatchery strays going to upon
9:57 am
different strolls that work is delayed by 5-10 years. we don't have up to the minute information or annual information on how much hatchery fish are showing up in streams. so that the knowledge the understanding. hatchery is limited. . there have been proposals and i think we have been advocates of this. to do 100% marking instead of 25% to count them in real time of is it hard to do. >> labor intensive. they have machines now that can do some of that work. it is expensive. >> is there a way that they can introduce biodiversity in the fish in the hatch easier. >> yes. there are recommendations from a group hatchery scientific review
9:58 am
10:01 am
thez rt fish hago to the san joaquin river and travel to the tuolumne. i of course this it is a good point the coupling is happening if you i mean the hatchery process did not start yesterday. it hen going on for a long time. >> true. >> it is like there needs to be another thing driving this decoupling. beyond just hatchery fish. if we go back here there are many factors. out planning of hatchery fish degone in the 80s in that time frame. a few decades ago and a good
10:02 am
point. what i see looking at this plot here is that we had several droughts and it seems to increase. we have this ocean fishery collapse. the problem where the timing of juveniles headed out to the organization does not line up with food availability and conditions in the ocean were porfor the fish in that year of 2008. and as a result, the cohort of fish that did not make it to adult hood. hatch easier were functioning. we had more fish to release. but what i think happened there probably is that any natural fish this remained were probably wiped out and left with the hatchery population of adults in the ocean and i think that what we see for the tuolumne is that
10:03 am
we are seeing small are response. to all of the anything done because we dot the hatchery population not linked to conditions on the tuolumne and are not adopted to the tuolumne river. or merced river or any of the -- i like what you mentioned there i was wondering if there is did thea that shows that -- that ocean fishery collapse lead to more hatchery fish coming become that way we can test that and see if that is the case there. at some point we have to put the pieces together and figure out what works. obviously flow is important. now, yes well is a level of decoupling happening we need to look at other things in addition to the flow. we need to know what is it that
10:04 am
matters. that can help us. i'm about trying to prevent more you know greater collapse of speesh ease the question is, is that the way to go or xhg something else we can do. and i'm very curious i would love to see what happened in the 2008 or 9. sort of across california coast this happened. just in the bay area or you know -- delta and golden gate area that we. central valley or the river meet the ocean right. in the san francisco bay. so like i'm curious to know how was this how we can sort of take
10:05 am
the piece out and better understand what is going of otherwise, we are like you know having all of the hypotheses we have no way of proving and throwing money at things that may not work or commit to thing this is may not be helpful. we are community committed to the environment we want to survive. we'll provide you more information what happened in 2008 and 9 time frame and happy to provide you with other information you need. you know the voluntary agreement does focus the in river things we see that could be improved. those are things that improve productivity and the modeling by
