letterhead. next, i enjoyed the revenue bond committee tour of the ocean side treatment plant last friday morning and i have not been there in awhile. new building with recycled water facility. i did not visit but will in the future. tour was great. next, i was not able to give public comment at the end of the last meeting on items 16, 17 and 18 but would not have changed the outcome and its fine. next i note the apparent water main break yesterday at union and fillmore. the quick repair work by proved despite the difficult work environment and the weather. and i note the over night and expected upon rainfall which is good on the water side and the affect on wastewater plants and

and lake merced. where you are planning build 3,000 new units already over 1, 100 units are empty and have been. the general manager and the commission. and we have to be mindful [inaudible] that we are not upgrading our existing clean water pipes.

thank you very much. thank you. i would like to thank staff for gracious ness and professionalism during the november fourth tour of the ocean side treatment facility. the existing infrastructure is partner low built beneath the zoo rec and park land and [inaudible] national guard facility on federal land this indicates a number of jurisdictional, have been worked out. the new water facility on 3 levels at the ocean side. they indicate that the site is fully built out. this begs the questions, what future puc expansion under the

wait to thank you for item 7c. a topic not examined closely are water rates our wholesale rates are the highest in the state of major water supplier. 2, projected to increase 50% in the next 10 years. i'm not certain but as commissioners you should know how water rates compare to other agencies and where they will be 10 years from now. ask staff to update you on water rates the update should cover, how they compared to other major supply nears california. where are water rates 10iers from now and what assumptions are they based on. how different levels of demand affect the water rate sns the bonds affect the water rates how far in the future. this point could be the own agenda item. 5, how funding for alternate

the last day or so. >> our reservoir storage is -- has not changed much. at this point we are not seeing a lot of run off now. the hempy storage is about 73% normal for this time year. water bank is down 45% that is the one concerning item on the slide. upon the other california residence wires again the project residence virus in the central valley project, shasta and orville are 31%. folsom 31st % capacity. throughout california the water

projects are short on storage this is of concern to the state for sure. california draught monitor this picture has not changes. may be tell change next week when we seat results of the starm coming through. this was prepared the line is flat on the woman. 2 inches of rain that is good and an inch of rain at the higher could you want real is a foot of snow.

october was dismal. the ends of the day the sick station index is about 2 and a quarter inches. so -- the first week of november and already about 2 thirds of the way to normal for this time of year. i don't have updated numbers i will speak from my house in oak land rang at midnight last night and did not stop until noon today. we got a shot in the arm from this storm. on the snow pack front a foot or 2 at high elevations the snow level down to 4,000 feet about hetch hetchy. no paths are closed for traffic well is a winter storm warning out snow throughout the sierra

this storm is covering all the way from chico to bakersfield a good shot for the state over all. >> water available to the city we see there is little. coming in october from the storm we will see more in the system. and as a result of this the state board last week suspend curtailments on river diversions, we are able to divert water again. there is water in the streams. last year, in october they started the suspendd and did in the reinstate them until some time earlier this spring i believe it was. we will see how it goes. but if the stream flow continuous curtailments will stay suspended that's the way it worked last year.

the precipitation forecast shows last week and the concern week definitely a lot of activity. nice red and orange colors in california which is when we have been missing for a long time the week after not much. for now we are benefitting from the storms. and lastly, the slide is the most important out of these. is in the demand of the total deliveries. this shoes 1 quick million gallons per day this is tracking close to 2015. i just sought latest from last friday and dropped down to 171 million dollars this week. tracking close low to 2015. we are doing as well as the last drought overnight last 10 weeks or so. that has been a good sievenl

finance team on september 7 of 22. covered water, wastewater and hetch hetchy. bureau is monitoring open audit recommendations throughout the agency to ensurety recommendations are on track to be addressd and implemented by the deadlines. currently, of the 7 total recommendations issued for social impact program remain open external, fairs is addressing. 3 of those recommendations have been implementd and closed by office controller city service auditor. the 2 recommendations for revenue fwounlds audit on track and the audit bruro in communication on the recommendations. >> the out look for audits complete instead second quarter includes the 2021.

>> apologies the river background and you want. bill spaers the present. >> good afternoon commissioners. i'm phil serious a policy analyst with national resource at the sfpuc. today i will present on biology for you. on salmon on the river and look at the statement the number of adult fish coming and history and challenges.

tuolumne in the upon spring they are on higher flows usually the snow melt flows from the river. >> after that time they are migrating spend 2-4 years at sea and come back as adults. >> what is the statement?

literally adult fish escaping harvest and mortality to arrive back in the river as adults. to look at this mathematically the number of juveniles that go out in spring and subtracting mortality they are experiencing and harvest they experience you have lower tuolumne the san joaquin, big delta ocean mortality. harvest in ocean and fresh water environment and prespawn that die before they are able to spawn that gets you the natural fall run escapement. this it is not include escapement from hatchery fish in the system from other river systems and hatcheries, cow do we know what is happening with the fish on the tuolumne. there are 2 ways we monitor the population on the tuolumne river. adults counted on their way in. there is a spot that indicates

the low are tuolumne river adult count thanksgiving is where they count adults coming in. and 2 locations on the river, they track juveniles in the spring headed out of the river. theful 2 traps serve the give us the total number of juveniles headed out and more talitity and understand that is happening between the 2 traps. how is this looking so far this fall? here is a plot showing passage at the rear. and this year is in black. might be difficult to see there but so this is indicating we got low escapement. low numbers compared to recent years. when i put this together a week ago we were on parwith last

year. and updates from yesterday have us escape am at 356 pish puts us on parwith purple line of 2020. tuolumne run declining over democracied. this is the plot of escapement from -- apologize for the tiny numbers from 1952-2021. the populations gone through cycles in the past more and less fish. you see that were they don't get a break over time. there is a series of droughts. ocean fisheries collapse closed the fishery in 2008 and 9. a company bright spots the wetter years in the past tended to produce higher numbers of fish and the settle am agreement

the ssa that was implemented in 98 resulting in higher flows on the river. the spring flow escapement is broken down in the past you have a lot of adults coming back that has not worked for the last 15 years. used to be this clear relationship but does not seem to be working. escapement again like the last slide. spring flows over it 2 natural years later that shoes the break down in the last 3 peeks to the right. what are the factors to low escapements? one is that juveniles don't survive their trip. ow migrating to the ocean. they don't make it typically. also the tuolumne escapement is hatchery fish. not fish from the tuolumne.

and due to the hatchery strays we lost the natural adapted population the natural population, it it is gone. and one other factor that hatchery fish that are spawning in the river and have juveniles coming out of the river, than i have low are productivity in general than natural fish would. one problem is that the commercial and recerational harvest does not distinguish. so -- the natural fish are captured and that is rudzing the population. and just for context the commercial harvest for fall run schnook over 2014 to 18 is 53% and 68% of the adult population. we had drought.

ocean collapsed. in dry years, we have nonnative invasive plants that blocks passage in the san joaquin and tuolumne river. okay. so haare we doing about it? the sfpuc per to the voluntary agreement. and it contains measures that are designed to increase productive tit and surverify in the river for juveniles. habitat restoration that is on going. flood plain rearing flows. larger spring pulse flows. and there is a pervasion suppression component should increase survival. but continuing is important to note the strays will under mine our efforts despite all the

additional work because they are continuing to degrade the natural population of the tuolumne river. so -- to mention where the hatcheries are. there are 5 am 4 are operated in by california fish and wildlife one by the united states fish and wildlife and throughout the central valfresouth to north there. moving

is r. my name is debra alvarez rodriguez. i'm the deputy director in san francisco. my background is one in which i have spent the entirety of my life committed to finding solution to poverty and addressing the issues of inequity so people and communities can have accesses to resources and financial freedom. one thing true anode dear to my heart was the power of business ownership in creating pathways to financial freedom. we have still in infancy. we had over 100 entrepreneurs come and start their businesses. some are food trucks. some are restaurants. some are in farmer's markets and so farther. that's an incredible legacy and record to build upon. this was the perfect opportunity for me to come back home, you know, come back to the neighborhood and take

my skills and networks and resources and put it backseat in service of the community. given everything with racial reckoning and pandemic it was time for me and everyone else that had the opportunity to leave and get educated to come back home. we have a opportunity to grow our impact in terms of the number of people we serve and how we serve them. we grow our impact in taking the money we make with our entrepreneurs and circulate those resources back interview the community for community development. the third thing is we have a opportunity to have an impact on public policy in terms of the policies and practices the district has been notorious about interms of inequities. all of those are just the beginning of what is possible in terms of growth and

today i'm going to briefly cover our statistics as a usually do and i will provide an update on activities related our generation rates and ends with our customer program's work. we continued to serve our customers and enrollment and participation in the program remains stable. so we have noticed significant statistics changes in our enrollment to report today. but i did want to note we are expecting news on our super green sales forecast going in to 2023, i hope at a future meetingil have good news to share with you about that. related to residential customer and response to the city's curb

renewable ordinance. the super green enrollment in the future. last year the commission approved time of use or tou rates. as the default reality for clean power residential customers and authorizationed the transition in july of 2021. this new default rate encourages custody norse manage costs by shifting usage from peek hours defiance 4 to 9 p.m. every day to hours when market prices and green house gas emissions from electric are lower.

and you see the peek and off peek periods depicted here in the illustration on this slide. the past july the completion of the 12 month bill protection period for the time use transition. customers defaulted in the time use rate last july. able to switch to a different rate offering. such as flat generation rate. 85% of the customers or kohn 143 thousand accounts stay on the rate for the first 12 months. we reported to the sfpuc commission that the majority of customers defall faulted would be neutral or benefit from the

transition. our post build protection period confirmed that nearly all customers concluded the build protection period were neutral or benefited and only ad a customers a build protection credit. the table on the slide summarizes that analysis and the bill impact to participating customers. shoes nonbenefitting, neutral and benefitting accounts and the change innual bills relative they would have paid under a flat rate. nonbenefitting customer saw a small increase of about a dollar 50 per mont on average. we have new rates that i wanted share with you this morning. and that is the implementation of a new proelectrification rate for residential customers. in 2020, the california puc

ordered pg and e to develop and offer a new rate schedule to manage electric cost when is usage increases due to electrification measures. and -- in response to the order pge developed a rate schedule that replaces a portion of the volumetric rate the rate customers pay for kilowatt hours consumed with a fixed fee. the new rate employs time of use periods like the rate i just describe and eliminates the rate tiers increase rates for higher usage. the e electorate schedule is available that install electric vehicle charging. energy storage system like batteries or heat pumping for

water heating and space heating and cooling. to ensure we have equal access to the new rate. clean power sf is crediting a new generation to complement or pair the pg and ee elect distribution rate. we participate bringing a proposal to the sfpuc commission for adoption in january. so and we will brief you on how that goes. shift to the last portion of my report on clean power customer programs. clean power sf offers programs that help customers manage their energy costs. reduce carbon footprint and aline with environmental goals. this is a table that we shown on the past identifying our operating programs and new programs we have under

development. we offer net energy metering for customers that have solar on the roof tops and just wrapping up our 2022 cash out upon process for customers net generators overnight previous year. we offer budget billing for customers looking for stable and consistent monthly bills. good solar sf continue to be available for low income custody naers install solar. last year we launch the solar inverter replace am program that replaces the essential component for low income customers that previously installed solar using go solar and inverters failed or reaching end of lives. this program helps keep the customers solar projects

operating. proiszing is our response program for large commercial customers. wrapped up our 20 upon 22 peek day pricing the end of october called 11 of 12 possible event days including 4 days that were called during the historic heat wave in september. we notoriety process of getting bill crediteds and responded boy reducing demand. we share more about the performance of the program early next year. we reported to you in the past about regional heat pump water heater incentive program providing training to contractors to promote heat pump water heaters. we had 27 applications since may we are ramping up out roach to educate them about this and other programs that can reduce

customers next year. ev charge sf aline with change in san francisco's building code that required developers to provide electric vehicle charge nothing new parking lots and garages. provides financial incentives and technical assistance to new and recent construction that is subject to the city's readiness ordinance. requires a 10% of parking space turn key ready per ev charger installation. we reported to you in the past about our energy efficiency for foodservices program. that is under development. this would offer energy efficiency to small, medium and large businesses in the foodservice sector. grocery stores. refrigerates warehouse. restaurants and food banks and shelters, for example. tell be paid for by rate payor

2000's. a lot was a lot of technical studyos acquisition of pg and e's infrastructure and with the community choice aggregation program that shifted to the lafco focus and -- yea. original mou created with our two agencies was about the design of that program and launch of the community choice aggregation clean power sf. a possess that took long and more sweat and tierce than anticipated and i think the period of strife between the agencies and between the board of supervisors and mayor's office and sfpuc and it is exciting now hearing the updates from mr. hines a noncontroversial success now and seeing it as an established

program and a part of the fabric of san francisco and contrasting that with pg and e's struggles across the state and yea. i think it is -- negotiating this new mou is exciting looking at a new era of the really with lafco and sfpuc we have been bed rock program with the majority of san francisco being customers in the program and really looking at what is the next steps in the process. as we address you know the threat of climate change and -- you know i think for a language time the idea of building a program of 100% renewable power was a daunting task now i think what is the evolution we are close to making that happen and i think a lot of the cites are

the mou would have 2, one of continuing lafco's role as monitoring clean power sf and advising the sfpuc and board of supervisors and then what is the focus of our discussions around lafco conducting a series of special studies on topics that advance clean power sf's work. we are looking at you know your catharsis outside of the sfpuc's core responsibilityings of delivering power and touch on multiple different departments that require agency coordination and city code reviews and financing challenges. and so -- there is nothing like it to make it happen and we had a lot of interaction with myself and the sfpuc this week and hammering out the details

andment to appreciate mr. hines and general manager hail for her supporting in this process. and so, just this week the sfpuc gave us a proposal and sort of moving close to coming to agreement on the terms of the mou and society proposal that is attached to the packet would be for 3 and a half years. starting january 1 of this year and rolling through the end of fiscal 2025-26. and i think the intention for that duration will lineup with the sfpuc's 2 year budget process. with a funding amount not to exceed 800 thousand dollars. and so i think one area we are discussing is what level of detail on the stsd that will be conducted include in the scope of work of the mou and i think

the sfpuc proposal will define 4 study its conduct. life landfall talked about defining topic areas in the mou and work out the details of the studies to be done in a work plan. and so i think mr. hines and i had a discussion yesterday about this and one compromise i proposed is to include the definitions of specific studies but allow a provision that would allow for clone power staff and myself to agree to modifications to the studies if we are both in agreement and the subskenl notifying thing commission to allow flex ability as you know needs change our technologies change or the consultants we identify and the quality of their service. giving flexibility to modify

charging station in our dense urban environment this need to be worked out. i know here that mta and department of environment are doing a related study on that that our work would need to be coordinated with. the last 1 a category of lower prior studies that would likely conducted here by myself or coordination with graduate student or interns without oorls00 professional consultant support. and looking at surveys of emerging technologies and issues. the twhoon the sfpuc is highlighted would be the potential use of green hydrogen fuel and the challenges of this in an urban environment like ours. and so -- in the memo attached the longer list that has been developed billed on input from commissioners, from the d.
