peskin and hello supervisors. it is an honor to be here today as you consider my nomination for the board of the treasure island development authority. a special thank to the mayor for considering me. i appreciate it. why i will tell you about myself and why i'm interested in being on the board. i'm a plowed 30 plus rear resident of san francisco and as such have lived through many changes and challenges of our great city. i moved here back in the 80's from elcahone in san diego. to attend san francisco state university. as the first person in my family to attend college it was daunting and exciting to be moved in merry ward hall and make san francisco my forever home. like many before me and so many to come. via various turns i completed a phd in physical jog de feo from

this program. this opportunity to formally authorize the program is a long time coming. as you know. an audit of the program was conducted a year ago. we committed to implementing the recommendations within 12 months. by passing that legislation and finalizing policies for the program, we will implemented all of the recommendations ahead of schedule. i have had the opportunity to learn about the ways the social impact program creates positive empictures in local communities across the puc's service territory. this program puts values in practice. we are committed to being a good neighbor to community affected by our prescriptions that allows patriot contractors to do the same. >> last dkdz the social impact partnership program lead to positive benefit in communities in san francisco and across our

contracting process to make meaningful impact in local communities. under the social impact program, firms make commitments that deliver during the term of the contract. the sip program in place for a decade begin nothing 2011 and included in 90 contracts. commitments delivered throughout the service territory with the puc has projects and prescriptions from bayview up to mission district to east palo alto in the south bay >> this provides a view of program areas and a brief snapshot of the types of impact the program had overnight past decade. it is important to reiterate the sip program positively impacts the area. equal literacy education and our future rate payers environmental

we have may begin your public comment. where good morning. i'm president of the allen group a local grown -- headquarter in san francisco african-american woman owned construction management firm. we worked on many of san francisco and bay area's large infrastructure projects and finished the southeast community center t. is beautiful. and in any case i'm here i'm in support of the community benefit's program that the puc started. as a company, we have been committed always for helping young african-american, you know his fannic young people of color and not of color.

young people to market street. fast forward to today and a few weeks ago i helped bart prepare an environmental impact report for expansion at the hay word maintenance complex. i tell you this because the board supervisors should approve the san francisco puc commission social impact partnership not because. nebulous feel good program because it provides contributions to communities in the individuals. as a result you heard tony speak he started his career. i was able to start my family. buy a house and establish an economic tell hold in san francisco. there were 2 interns 2 high school students jaila and jack and he one did an analysis of porous concrete and the cost and benefits he is a high school student. no dub this yearses from now she will testify at the board about the impacts of san francisco p

please. hello. can you hear me? >> yes, we can. >> great. thank you. good morning, i'm diane gray i'm a cofound and program director for 100% college prep services to middle and high school youth in d10 in the bayview hunter's point community we are in 5 high schools and 2 middle schools and sfusd. i'm here to speak in support of sip. 100% awarded a grant through the sip for summer stem program for middle school students at willie brown mitts school called, how do you h20? our students learned about the hetch hetchy water system and conversation. they toured our water waste system. they learned about sfpuc careers

and learned how torenvironmental stewards. so they became water waste cap ain't in their own homes and communities. they created as a team we worked with over 16 students and they worked as a team to create power points that kept track of water usage. it includes math, percentages and graphs and evaluations. and so a wonderful program that involved some high school studentses and being mentors as well. and so this was a wonderful program for the summer but look forward to doing more educational opportunity for young people in the community -- so that they learn about our water system and they can learn more about stem. and we know as san francisco puc employees began to retire. and all of that that we have

restaurants to get scholarships. through the scholarship program and first in families to attends and finish college. 2 of them asked me to share a few centaments. one, the scholarship from brown engineering firm allowed mow to get through school without many financial stressors. allowed me to achieve my goals i hope other students can receive this opportunity as well. [inaudible] as a freshman at city college being part of this program criminalityed my educational and personal development. besides financial benefits the assistance offered a huge source of motivationism cannot express my gratitude november. i will be beyond college to fulfill my career of a pharmacy physician.

through the sip program they provided council and dollars to go out to the commune learning hubs. the panama river one was alice griffith. since then we expanded throughout the southeast section of the city with partners such as the ymca, boys and girls club, good samaritan and beacon in 2021, sip once again helped us through a partnership with the engineering firm brown and called wa provided dollars, volunteer to our instructions. over the court of 2022 served over 600 students. 8 public after care programs we created 30 lesson plans exploring identity, community and the environment and 7 teaching many are bipoc and lbgtq+. the impact and success of our program has been recognized by

things this morning around how the program helps community sustain program and jobs and provides assistance to nonprofit miss a way that it is not just funding we are really, really grateful for the funding we receives in this process. it helps us condition payment for our young people who have to provide for families. and i wanted talk about how the volunteering and the consulting and the advise we get from our sip partners. examples we had our web core partners help us identify the proper helpa fitters we needed for our clinic and offices to help our staff remain health and he safe and make surety air flow was working proper low in our buildings. they helped us draw up a reconfiguration of office spaces

i'm liz jackson and i'm grateful for this opportunity to present to you board of directors for the puc and sip program. a 40 year old organization started by superior court judges to provide alternative education and workforce develop the for marginalized communities. the sip program enabled us to provide service to the individuals who participate in our construction training program. our youth build and green construction training provides 18 weeks of hundred's on and e mersive construction training where we use this boy providing theoretical training and certification train and hand's on through the prosuspicions of tiny house.

my life here and make sure that the important parts of it got archived. it wasn't a big stretch for them to start collecting in the area of punk. we have a lot of great photos and flyers from that area and that. that i could donate myself. from they're, i decided, you know, why not pursue other people and other bands and get them to donate as well? the historic moments in san francisco, punk history, is the sex pistols concert which was at winterland. [♪♪♪] it brought all of the punks on the web -- west coast to san francisco to see this show. the sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to san francisco. they skipped l.a. and they skipped most of the media centres. san francisco was really the biggest show for them pick it was their biggest show ever. their tour manager was interested in managing the adventures, my band. we were asked to open to support

the pistols way to that show. and the nuns were also asked to open the show. it was certainly the biggest crowd that we had ever played to. it was kind of terrifying but it did bring people all the way from vancouver, tee seattle, portland, san diego, all up and down the coast, and l.a., obviously. to san francisco to see this show. there are a lot of people who say that after they saw this show they thought they would start their own band. it was a great jumping off point for a lot of west coast punk. it was also, the pistols' last show. in a way, it was the end of one era of punk and the beginning of a new one. the city of san francisco didn't necessarily support punk rock. [♪♪♪] >> last, but certainly not least is a jell-o be opera. they are the punk rock candidate of the lead singer called the dead kennedys.

>> if we are blaming anybody in san francisco, we will just blame the dead kennedys. >> there you go. >> we had situations where concerts were cancelled due to flyers, obscene flyers that the city was thought -- that he thought was obscene that had been put up. the city of san francisco has come around to embrace it's musicians. when they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. that was, at -- in a way, and appreciation from the city of san francisco for the musical legends. i feel like a lot of people in san francisco don't realize what resources there are at the library. we had a film series, the s.f. punk film series that i put together. it was nearly sold out every single night. people were so appreciative that someone was bringing this for them. it is free. everything in the library is

free. >> it it is also a film producer who has a film coming out. maybe in 2018 about crime. what is the title of it? >> it is called san francisco first and only rock 'n' roll movie. crime, 1978. [laughter] >> when i first went to the art institute before the adventures were formed in 77, i was going to be a painter. i did not know i would turn into a punk singer. i got back into painting and i mostly do portraiture and figurative painting. one of the things about this job here is i discovered some great resources for images for my painting. i was looking through these mug shot books that we have here that are from the 1920s. i did a whole series of a mug shot paintings from those books. they are in the san francisco

history centre's s.f. police department records. there are so many different things that the library provides for san franciscans that i feel like a lot of people are like, oh, i don't have a library card. i've never been there. they need to come down and check it out and find out what we have. the people who are hiding stuff in their sellers and wondering what to do with these old photos or old junk, whether it is hippie stuff or punk stuff, or stuff from their grandparents, if they bring it here to us, we can preserve it and archive it and make it available to the public in the future.television >> the sprinkler director for san francisco and want to welcome you all to our launch of new pilot program to help commercial property owners and neighborhood district areas and other districts address graffiti to open their property that's an

[applause]. 1101 connecticut the building behind you, this you see across the street is 72 family housing units that opened in 2019 as phase one of potrero. potrero block b includes a 6,000

rebuild potrero project. good morning, first of all welcome to the beautiful district 10 the sun is always shining. even with the expectation of rain. this is truly a beautiful day for us here and community to be breaking ground on another building more housing and affordable housing in san francisco and in potrero hill. my conversations with bridge start in the 2007 and 8 when i was the director of the family resource center and talking about development and talking about how we would rebuild potrero we are 24 years later, we have first unitings up. more units on the way. this is what we really call fulfilling a promise. and we will make sure we continue to finish all the units that are going to be replaced here on the hill.

6 months went from the, ward to today this . is unpresidented, record breaking and critical to keep this project moving. we put in another 20 million with the california growth council for investment in infrastructure, bike ways, walkways and making better transit connections the under production of house nothing general and affordable housing coupled with historic red lining and other policies made housing unaffordable for far too many in our state and for too long. we need more communities like this. the housing accelerator will provide approximately 5,000 new housing units throughout the state they will come online extreme low fast. developers like bridge and per ins like in the mayor's office. want to thank mayor breed, eric,

better development team to tackle a complicated and master plan development on a site like this the oldest public housing sights in the city. you know chase roll roll was to provide 150 million dollars in construction financing and 50 million dollars in permanent financing and despite the big number there is is no may the project is feasible without the mayor's office, housing authority. monica mentioned, this project here is an example of the success of the state's housing accelerator program to fund projects that would have been stuck in the bottle neck to get tax credits. this projects this otherwise may not have been funded. who knows where the project would be today without the accelerator program. chase, we funded a number of fais phases through hope sf. we are prud to be a part of the

i found out about the san francisco mayor's office of housing about two or three years ago, and i originally did home counseling with someone, but then, my certificate expired, and one of my friends jamie, she was actually interested in purchasing a unit. i told her about the housing program, the mayor's office, and i told her hey, you've got to do the six hour counseling and the 12 hour training. she said no, i want you to go with me. and then, the very next day that i went to the session, i notice this unit at 616 harrison became available, b.m.i. i was like wow, this could potentially work. housing purchases through the b.m.r. program with the sf mayor's office of housing, they are all lotteries, and for this one, i did win the lottery. there were three people that

applied, and they pulled my number first. i won, despite the luck i'd had with the program in the last couple years. things are finally breaking my way. when i first saw the unit, even though i knew it was less than ideal conditions, and it was very junky, i could see what this place could be. it's slowly beginning to feel like home. i can definitely -- you know, once i got it painted and slowly getting my custom furniture to fit this unit because it's a specialized unit, and all the units are microinterms of being very small. this unit in terms of adaptive, in terms of having a murphy bed, using the walls and ceiling, getting as much space as i can. it's slowly becoming home for me. it is great that san francisco has this program to address, let's say, the housing crisis that exists here in the bay
