any of us that san francisco is often ground zero for the testing and launching of new technologies ranging from short-term rentals to third-party food delivery apps to escooters, you name it. and san francisco because of its dense urban environment has been the experiment grounds for the burgeoning autonomous vehicle industry. we see different companies on our streets and they are now at the point where they're able to offer under limited times revenue fare service and i have found in my tenure on this board that in many of these instances we as a policy body end up playing catch-up and asking for things after the fact.

and in this particular moment, i thought this was actually a good opportunity to go on record supporting some straightforward, i think relatively simple common sense policies and this is predicated or the impetus was a letter that was jointly signed by jeff tomlin and tilly chang from the executive tranche of branch of thecity and county ond and the transportation authority on the other. that set forth a number of straightforward policy desires and concerns raging from vehicles actually pulling over to curbs to pick up and drop off their passengers. policies to minimize failures

and travelings that create hazards on the road and conduct safe and efficient traffic flow and policy to safeguard pedestrians and to that end, i thought that i would bring forward this resolution declaring our official policy and urging the national highway and traffic safety administration as well as our own government and state governments to think about that when granting permits or other incentives or instruments in san francisco statewide and nationally. that's what this does. thank you president walton and chair menldman for your cosponsorship. >> supervisor safai. >> thank you, yes. i will be supporting this today but i have to say a couple of things that i have problems with. i have a problem with this letter in general, there are claims that are made.

i don't know if they're actually factually correct. i don't know if autonomous vehicles are any less safe than human operated vehicles. i have a problem with some of the claims that are made that give the impression -- i agree with supervisor perfecten that there should be baseline ideas that are imposed with this industry. but there has not been a general sense of crab racing. collaboration. one of antagonistic posture from the beginning. that's my impressioning from talking to folks in the industry. i think it sends a wrong message to strks. i think we need to work more in collaboration. president walton went tout to a groundbreaking today and it was a beautiful ceremony in sun have

sunnydale public housing. it was done with community input and all stakeholders at the table. i just don't get the sense of that from this o original letter. i had a conversation with the ta director. did not feel like there was enough conversation and communication with our board -- transportation authority. in general, i was not pleased with that. i do agree with supervisor peskin. i believe there should be baselines. i think we're having an honest conversation, those same baselines should be talked about across human operated taxis and buses. all of those things. because many of the things that are asked for in this letter are just not done across the board. by our human maintained and operated vehicles. and so, are we setting standards

that are so high that are not achievable? it should be done in a collaborative and engaging es. process. we're dealing with a budget process based on the number of offerseses occupied. one of the leaders in autonomous vehicles are occupying and engaging and contributing to san francisco. they should be made to feel that way. i'm fine moving in forward today and hopefully there will be more of a collaborative spirit going forward from all stakeholders. >> thank you. supervisor dorsey. >> thank you so much. i just want -- two things, i wanted to say thank you to my colleague supervisor peskin. i was around in the city attorney's office during the add

ventd of so many disruptive technologies maitd a business model of asking forgiveness rather than permission again and again whether it was airbnb or youtubeer. uber. among the policymakers and deputy city attorneys and others, i share the -- your thoughts on why we should be doing and thinking ahead on it. i'm cognizant of the fact i represent a district that has a lot of autonomous vehicles. i'll tell you what said to other representatives from the companies and my staff. i'm convinced this is something that we'll be talking a lot about in the next decade. it's going to happen, i'm convinced it will happen fast.

one of the things that i said about this is i don't want to talk about this issue without raising the specter of these veeksz. a hundred years ago when it was the adoption of horseless carriages, driverless cars are going to displace a massive segment of our economy of people who are vulnerable. we know from history the way the transportation issues will play out. we should vet something else. when i was reading this, i commend you for doing it. i don't know that there was a need at this point in time, but i had made a commitment that i'm always going to talk about it and make sure it's part of the conscience that san francisco

for the transportation authority and the mta we do not oversee put out a letter that was not possible to -- it did recognize there are unique challenges around having autonomous vehicles on our street. i think san francisco has been remarkably accommodating of new technologies over time. ow city has been transformed in many ways for the better and some ways for the worse. i think it's reasonable for us to ask certainly that our -- the folks who work for the city be collaborative with the industries and also that the industries are collaborative with folks in the city on what it's going to mean for our people. thank you, colleagues for supporting this and thank you supervisor peskin for bringing it forward. >> thank you for bringing this

forward supervisor peskin and i want to associate my comments with supervisor dorsey. there are major concerns on what it does to our workforce moving forward. there are concerns about safety and these are real issues that needs to be addressed as we support innovation in the city. communication is most certainly a two-way street and working collaboratively. i know supervisor safai did bring up something that we were very excited about to be able to break ground and have a real private non-profit community government partnership in place. but it was not always a pleasant conversation to get to that point. a lot of work happened in between for us to be in that space. we need our tech companies to understand that and be mindful that have if they want to do

you can look at all the instances where there are calls for change. i think we are involved in change right now in this moment that is going to be long lasting. it is very challenging. i was the victim of a crime when i was in middle school. some kids at recess came around at pe class and came to the locker room and tried to steal my watch and physically assaulted me. the officer that helped afterwards went out of his way to check the time to see how i was. that is the kind of work, the kind of perspective i like to have in our sheriff's office regardless of circumstance. that influenced me a lot. some of the storefronts have changed. what is mys is that i still see some things that trigger memories. the barbershop and the shoe store is another one that i

remember buying shoestrings and getting my dad's old army boots fixed. we would see movies after the first run. my brother and i would go there. it is nice. if you keep walking down sacramento. the nice think about the city it takes you to japan town. that is where my grandparents were brought up. that is the traditional foods or movies. they were able to celebrate the culture in that community. my family also had a dry-cleaning business. very hard work. the family grew up with apartments above the business. we have a built-in work force. 19 had 1 as -- 1941 as soon as that happened the entire community was fixed.

police, and sheriff's department at the same time. the sheriff's department grabbed me first. it was unique. it was not just me in that moment it was everyone. it wasn't me looking at the crowd. it was all of us being together. i was standing there alone. i felt everyone standing next to me. the only way to describe it. it is not about me. it is from my father. my father couldn't be there. he was sick. the first person i saw was him. i still sometimes am surprised by the fact i see my name as the sheriff. i am happy to be in the position i am in to honor their memory doing what i am doing now to

help the larger comment. when i say that we want to be especially focused on marginalized communities that have been wronged. coming from my background and my family experienced what they did. that didn't happen in a vacuum. it was a decision made by the government. nobody raised their voice. now, i think we are in a better place as country and community. when we see something wrong we have change agents step up to help the community affected. that is a important thing to continue to do. you talk about change and being a leader in change and not knowing whether you have successes or results. the fact of the matter is by choosing to push for change you have already changed things. through inspiration for others, take up the matter or whether it is through actual functional

change as a result of your voice being heard. i think you have already started on a path to change by choosing that path. in doing that in april of itself creates change. i continue in that type of service for my family. something i hope to see in my children. i have a pretty good chance with five children one will go into some sort of civil service. i hope that happens to continue that legacy. >> i am paul, sheriff of san francisco.
