such have lived through many changes and challenges of our great city. i moved here back in the 80's from elcahone in san diego. to attend san francisco state university. as the first person in my family to attend college it was daunting and exciting to be moved in merry ward hall and make san francisco my forever home. like many before me and so many to come. via various turns i completed a phd in physical jog de feo from berkeley and work as a director of science for nature conservancy where i have been for 16 years. >> i'm excited about the opportunity to serve as awe member of the tida board to ensure this extensive and exciting project lives up to the goals of a safe, desirable and thriving community on treasure island. during my tour of the island i

caught up in the behested payment legislation and has now come to us as legislation sponsored by supervisor robe sxen co sponsored by i think almost every member of the board of supervisors and i want to thank supervisor ronen for her work along with the pu staff for fixing some of the oversights that existed in the past that were the subjekeled of the controller's audit findings. and breathe life in what is otherwise a positive program for the city and the puc and with that, supervisor ronen do you have opening comments? >> thank you. >> yes. a short opening comments. thank you. so. this piece of legislation is foible low before us today.

the ordinance as supervisor peskin mentioned. will cod fight puc social impact partnership program. sip commitments supports local community and building community trust. improving quality of life and meaningful impavenlth under the sip program firms contracting with puc can make commitments via financial contributions and or volunteer hours, to nonprofits and or public education providers in community affected by puc service operations. sip commitments benefit career, small business growth. educational programs and environmentsal and community health. i have been working on this legislation for a few years now believe it or not. it has been awhile and i'm so excited see it come to fruition.

in this legislation before you will authorize of the social impact partnership program at the puc. i like to tell you how proud i am of the work that has been done to strengthen the social impact partnership program in aline am with our values of transparency, accountability and good governors. since joining the puc a year ago, i over seen our staff as we undertook internal evaluation press to identify best practice in yours for improvement for this program. this opportunity to formally authorize the program is a long time coming. as you know. an audit of the program was conducted a year ago. we committed to implementing the recommendations within 12 months. by passing that legislation and finalizing policies for the program, we will implemented all of the recommendations ahead of schedule.

i have had the opportunity to learn about the ways the social impact program creates positive empictures in local communities across the puc's service territory. this program puts values in practice. we are committed to being a good neighbor to community affected by our prescriptions that allows patriot contractors to do the same. >> last dkdz the social impact partnership program lead to positive benefit in communities in san francisco and across our service territory. and brought more technology to schools, creates stem career awareness opportunity. and supported a construction aprenticeship for women in trades to name a few. our social impact program provided a model and utility per ins across the country reached out to us about replicating it. this is a strong program and has

today. i like to begin by regrounding us in a few of the guiding policies the commission unanimously passed which helps to guide the puc and highway they do business. speaks to values and assist in becoming a utility of the future. policy are environmental justice policy. community benefit's policy and our good neighbor policy. as well as the racial justice policy. the puc -- invites through the contracting process to make meaningful impact in local communities. under the social impact program, firms make commitments that deliver during the term of the contract. the sip program in place for a decade begin nothing 2011 and included in 90 contracts. commitments delivered throughout the service territory with the

puc has projects and prescriptions from bayview up to mission district to east palo alto in the south bay >> this provides a view of program areas and a brief snapshot of the types of impact the program had overnight past decade. it is important to reiterate the sip program positively impacts the area. equal literacy education and our future rate payers environmental conscious and educated about systems and sustainability. has created stem career awareness opportunity for public school students at every level that allow for a problem. all supported job exposure and internship opportunitiful a

for this extraordinary work. the program got better, more transparent. and has made a massive impact on the communals where it served. you know the puc spends upon billions and billions and billions of dollars on absolutely necessary infrastructure for the city. the work that is done upon disrupts community for years on end and those communities deserve to benefit from the incredible amount dollars spent to sustain and build the infrastructure we need in this city to have clone water to take care of wastewater treatment and other energy needs. and you know, i think that this is an extremely progressive and

exciting example of perform how those billions of taxpayer dollars can come back and improve community and create relationships between contractors and the communities they serve. and i'm very excited and hope to see the airport and the port and mt asimilar earnprize departments that spends billionings on infrastructure in the city. follow the example puc and create a similar program. i want to rescue noise your work. thank you. for thinking how to make the dollars san francisco pay on the extremely necessary infrastructure projects. double come become to serve the communities and the creative way. and just want to commend your

so. i am so proud to be a cosponsor to the legislation. and really look forward to the data base and appreciate the demonstration of the data base. it is something that all the chapter 6 city departments that involve any type of contract should really take that as an example and model and think burglar how they can build on that and ewe likewise that. we have the similar conversations with the most recent the charitiable giving the city have our give to sf and reconsider our data base for donations and partnerships how do we be consistent and the data base i'm also impressed with is that it track, in a way that allow us to be thoughtful, for under serving community or to really think about how we give it in that manner.

woman owned construction management firm. we worked on many of san francisco and bay area's large infrastructure projects and finished the southeast community center t. is beautiful. and in any case i'm here i'm in support of the community benefit's program that the puc started. as a company, we have been committed always for helping young african-american, you know his fannic young people of color and not of color. we have a track record of helping to not only provide internship but build communities and more important low help build careers. we have a track record of working with many of the diameters in san francisco. and sfo gone with mow to national so sight black engineers to recruit for

employment so has sfpuc. there is workforce development but provides an opportunity for young people specifically from san francisco to get the opportunity and at sfpuc on southeast community center we have a man who i brought i think it is important for you to see. is this my 2 minutes you have 30 seconds. >> i brought tony i want you to see he is from bayview. a degree in electric engineering could not find a job approximate we provided an internship. buzz he is an engineer i don't do that work i went and helped him to secure a job with a friends who owns an electric engineering firm now he is on his path. with that, tony you want to come up. >> i had a lot more to say.

>> hello i'm tony. and i wanted actual a bit about my story on how allen group affected me i'm a native from san francisco. went to high school here and went to college in the university of las vegas and that's where i got my degree i went on a conference i met lowman and introduced me to the allen group. the you'veed working back home for african-american run company by woman as limp i was amazed i fell in love with the idea and a chance to come back home. i hopped on the opportunity. i did not know much about construction management. but i trusted her and lowmachine they would help me facilitate my growth and gave me so much

experience on this project that -- worked on this in summer. while i was engineering you was exposed construction management and other areas under electrical engineering. after my internship, she called companies and set up interviews and that's where i met my current employer which is based outside of -- emoriville across the bridge. they specialize in transit. i say at least 50% of my work i have been during the internship was appliable to the work that i do now. this is just a testimony to wham the amen group has done and how they facilitated my grouth and changed my career i'm indebted them for that. that's my peace.

contributions to communities in the individuals. as a result you heard tony speak he started his career. i was able to start my family. buy a house and establish an economic tell hold in san francisco. there were 2 interns 2 high school students jaila and jack and he one did an analysis of porous concrete and the cost and benefits he is a high school student. no dub this yearses from now she will testify at the board about the impacts of san francisco p uc commission social impact partnership and the value of her career. so in short, this is in the a feel good moment. this is quantifiable contributions to equity, inclusion and diversity and the economic vitality of san francisco. countless other stories are

schools and 2 middle schools and sfusd. i'm here to speak in support of sip. 100% awarded a grant through the sip for summer stem program for middle school students at willie brown mitts school called, how do you h20? our students learned about the hetch hetchy water system and conversation. they toured our water waste system. they learned about sfpuc careers and learned how torenvironmental stewards. so they became water waste cap ain't in their own homes and communities. they created as a team we worked with over 16 students and they worked as a team to create power points that kept track of water usage. it includes math, percentages

and graphs and evaluations. and so a wonderful program that involved some high school studentses and being mentors as well. and so this was a wonderful program for the summer but look forward to doing more educational opportunity for young people in the community -- so that they learn about our water system and they can learn more about stem. and we know as san francisco puc employees began to retire. and all of that that we have this wonderful pipeline of young people that are ready to take in those careers. we would strongly like to encourage to you improve the sip program and look forward to doing more work. thank you. >> thank you. >> next speaker, please. >> hello. good morning.

i'm stacy wang ceo of the education fund and mobilizing resources for over 90 public schools for the past 60 years. with the social impact program we have been able to connect with engineering companies and shareit@cbsaustin.com students we serve and connect them with communities to support the student's future. we had a dozen puc engineering contractors sponsor a dozen first generation college restaurants to get scholarships. through the scholarship program and first in families to attends and finish college. 2 of them asked me to share a few centaments. one, the scholarship from brown engineering firm allowed mow to get through school without many financial stressors. allowed me to achieve my goals i hope other students can receive

this opportunity as well. [inaudible] as a freshman at city college being part of this program criminalityed my educational and personal development. besides financial benefits the assistance offered a huge source of motivationism cannot express my gratitude november. i will be beyond college to fulfill my career of a pharmacy physician. thank you again for considering aproving the sip from provide an easy way and making our community better for the next generation.

i want to thank you for the opportunity to show it against our mission! providing opportunity for equal access to creativity, art and art making through diverted materials with emphasis on environmental stewardship. back in 2020 we created a new program. scrap in the box to bring scrap to community and the puc was there with us. through the sip program they provided council and dollars to go out to the commune learning hubs. the panama river one was alice griffith. since then we expanded throughout the southeast section of the city with partners such as the ymca, boys and girls club, good samaritan and beacon in 2021, sip once again helped us through a partnership with

the engineering firm brown and called wa provided dollars, volunteer to our instructions. over the court of 2022 served over 600 students. 8 public after care programs we created 30 lesson plans exploring identity, community and the environment and 7 teaching many are bipoc and lbgtq+. the impact and success of our program has been recognized by the california art's council, san francisco art's commission among otherings. thanks to the social impact partnerships scrap is having a greater impact in the communities around us and we support the social impact partnership program. thank you. >> next speaker, please.

>> good morning i'm joy morning an the executive director of bird street clinic. thank you supervisors for this opportunity to speak on the social impact program. >> i wanted echo supervisors peskin and ronen and chan comments for commending the puc on correcting the issues and really give a shout out to the staff for their tireless work on together amaze to hear the work done. to keep this program going. i wanted highlight a couple things this morning around how the program helps community sustain program and jobs and provides assistance to nonprofit miss a way that it is not just funding we are really, really grateful for the funding we receives in this process. it helps us condition payment for our young people who have to provide for families. and i wanted talk about how the

volunteering and the consulting and the advise we get from our sip partners. examples we had our web core partners help us identify the proper helpa fitters we needed for our clinic and offices to help our staff remain health and he safe and make surety air flow was working proper low in our buildings. they helped us draw up a reconfiguration of office spaces to one like approximate maximize what we had and help our staff of stay healing and he serve the community. they offered up advice about different construction projects that are offices need and so these sort of consultations can be cost low for nonprofits. i realliment to highlight that this is truly a partnership in

school level through young adults internships. we do this for several reasons. number one -- it is that feel good moment it is consistent with values to create connections in the community. we can better serve them. it addresses an interest our employees have in giving back to the community and the profekz. meet employees demand the opportunity to do and keel good about working for a company like hours and fulfills our business imperative to have more students entering the career pipeline and pursuing stem as a career. it creates are future workforce this is crist adult our viability as a company. thank you for your support.

started by superior court judges to provide alternative education and workforce develop the for marginalized communities. the sip program enabled us to provide service to the individuals who participate in our construction training program. our youth build and green construction training provides 18 weeks of hundred's on and e mersive construction training where we use this boy providing theoretical training and certification train and hand's on through the prosuspicions of tiny house. the program will places vehicles on jobs and opportunity and the puc and pay union due and make

that next leap to transportation and childcare cover okay. and the recourse from the sip program and enable us to close the time our folks complete training andure able to get on the job. we are proud to say that one of our graduates made it not only through our 18 weeks of programming but has this young man has knead to journey level stages no way. without passport from the community [inaudible]. we are encouraged the strengthning of the sip program. because it has impact, economic
