adjust for the policy that requires officials to base traffic stops concrete decisions a police officer must make a record of this is diligence policing and other jurisdictions like los angeles, yielding positive early results can work with san francisco that is will implementing reforms and still the second proposal that is to ban police from conducting a number of traffic stops that is seriously problematic i don't support that banning the police if enforcing traffic violations can result in injuries that didn't make sense it is difficult to participate in those activities and creates confusion and sends a message

3:39 pm
office called on the department of health to pubically present a comprehensive overdose ban planning we worked several months as the plan was finalized in september it was presented a plan that you signed off on we appreciate that at that time glad to see the plan has a function and in fact, opened several wellness office a those sites were chattered in the plan as is cornerstone of the offer dose preservation plan and our office has also passed a resolution to urge you to make sure no gap in services following the closure of the at the end tenderloin as of september 5th the tenderloin was

can't ignore um, and we need to discuss this and need to talk about 2 and i'm sure the confidential men 0 has explained what i'm saying and if we're serious will work together to have the conversations necessary to talk about the fact and figure out how we can make sure that folks who are working on the case are protected why we've not move forward but i'm aggressively interested in doing everything we can to try to do so. >> thank you, ma'am mayor and supervisor peskin a foul question. >> i do and thank you, ma'am mayor and i'll meet with you directly to talk about this further and we managed to open the general center the issue

that you're talking about and also the plans was revved in september and nothing has changed i want to focus on the tenderloin and closing this you decided to move forward earlier this month and for public health professionals and the board of supervisors every single day that passes with a gap in overdose preservation will place people at risk and overdose given our apparent agreement on how crucial consumption services are in fighting overdose death my follow up question to open up a site in the tenderloin or by the end of this fiscal year for the offer dose preservation plan. >> this is a legal issue i'm happy to discuss with the city

attorney's office but let's just to be clear, overdose perspective is part of our fund the department of public health was a number of strategies and additional we need to be honest before the need for more enrollment open air drug market in the city and frankly i'm not hearing the same entent about the open air drug market but hear from our constituents that families you represented in the tenderloin is sick and tired of living in those kinds of conditions and everyone it talking about one particular preservation strategy we need insure we're doing more around the open air drug dealing i hope you talk to those families and have honest conversations about the challenges that continue to prevent in the tenderloin let's work with the tools we have spae
3:46 pm
invest in public health and work with the federal government to open up the over dose sites and targeted the drug dealers that are harming our tenderloin every single day and with the open air drug we need the services and need accountability and i don't hear anyone on many board talking about the accountability when i'm hoping we can address. >> and now a follow up question or any other supervisor in attendance pertaining to the same topic but not the same question. >> thank you commissioner chan i have no questions at that time. >> thank you, ma'am mayor. >> thank you supervisor peskin and madam city clerk, open to the next topic of discussion. >> yes. offered by district 7 the topic that desired outcomes

services what is your vision having a different initiative to be integrated and how we will include the law. >> i think supervisor melgar the government added an oversight committee in july i appreciate the opportunity to share what our office is doing to address this situation, you know, the situations on the streets are different types of emergencies and in order to be successful we need a nuance and strategic approach to adhere when we invested $3 million we launched the pistol of the communities response program through the department of emergency management in partnerships with the homeless and supportive services and many partnership with the fire department and homeless and supportive housing and the public health department and a pilot programs are launch next
3:49 pm
year a critical to in the taking into consideration to leverage that and providing committee services for those in need and operate part of street crises response strategies responding to low non-emergency callsables other public safety agencies to respond to other is emergency situations to insure we're meeting those in crises on our streets those changes will have medical professionals and peers we are meeting people where they are and a having critical services within 24/7 and as we ban off the starting off point the pilot program will have one hundred non-emergency for the first 60 days and collecting data to track our process and to
3:50 pm
increase the other on the outcomes of this pilot our operating partners will be required to provide monthly report with the deputy of the emergency management and that is an important step to addressing the more mild situations we know we need more tools to meet the nominees of those sooner rather than later this why we will continue to push our state partners to strengthen california's customer service laws and unfair treatment of services they spell need and lastly, for the community response teem in on-the-job of this year an applications process is on actually tomorrow and that's the deadline so the organization you feel will be great to work please spread the word to make sure they political. >> thank you, ma'am mayor and

the spirit that is um, that they how time they put an employee representative on their board as indicated in prop f and i know that the teamsters local 350 were determined about that didn't bring about that missing aspect of proposition f i'm sure other opportunity i want to say for the record ecology needs to get right with the teamsters and that was contemplated in proportion f and high time to do it. >> thank you supervisor preston and supervisor safai thank you, measure m you were involved in bringing this settlement together i want to echo your comments and associate myself that is an important part of estimate and part of removal

that was done under proposition f with regards again to future corruption to put guardrails in the system some of the estimate are good negotiations and good faith effort but for that we remember supervisor peskin said was an entire need and just shy of the requirements certainly the desire and the facet agreement from the company an employee iron and not an employee representative in name someone they hire levels of management but representative of the workforce by the decisions on a daily basis i'll support this today supervisor walton and i sent a letter to the company

commissioners um, and as supervisor stefani said i took expectation to her immulch behavior and had he applied reapplied i would have been leading the charge not having him reappointed not a reflection on ms. alice but the gentleman. many of things if you go back in time that supervisor stefani temporarily what may form malia accordingly the chair the police commission. lock the votes are what the votes are you will want to deal with that so the following which is that i want to have a police commission with mature smart people that building and want to have a safe

6:51 pm
question my colleague if not to answer the question i'm wondering when you text attack a woman of chief executive officer color refer to her husband it is for that that leader stand on merry own and in the room and defend herself and stand up for herself and correct the record what is being said is not true. outcome i hope that loaders will support each other in the city and from the moment that ms. aliza as supervisor peskin said on the police commission been harassed and hounded and blamed not but her and her work and
6:52 pm
mind you a decorated fantastic attorney an impeccable record and that the load led attorney in southern california was led picked what the word graichld graichl appointed here the governor the state to be talented enough to confirm her as the lead attorney in the state of california and travels around the state standing up for workers and making sure that police workers are go respected and someone of that caliber shouldn't be attacked based on what her husband does or doesn't do i find that extremely offense (clapping.) and, secondly, i would say i
6:53 pm
find that extraordinary that is a concentration as a male majority i've not seen that male majority length a minority it is unpresented maybe i don't know. i don't go far enough back in history but extraordinary that happens that is reflective that the people that work with her on a daily basis are impressed with her hard work earths and heard from our former colleague ma and accordingly and . >> had a hard work and she enjoyed work with her i find
6:54 pm
this whole attack, you know, really, really gross and i just want to say to ms. aliza if you're listening sorry that happened to you and thank you, for you hard work and look forward to seeing our appointment again negotiation and hope you keep up that hard work and don't listen to the attacks against our husband as a reflection on you, you're your own woman and we respect our work. >> thank you supervisor walton i have to say rescinding this vote that was role unfair i think that there are very few of us in leadership positions in the city less than a housing
6:55 pm
unit to do that to commissioner alice served with distinction and hard work and grace it is unfair an impact not her nomination so the way it was done i think is not body camera um, parallel on a policy issue i've never heard, you know, commissioner aliza, you know, more than i do supervisor dorsey but showcase allowed to answer for that i think a trend in the political life to personally attack folks we disagree when i find that harmful i don't like it i don't hold supervisor walton responsible identify blood pressure in the front of people that disagreed with me
6:56 pm
and that i think is completely off limitation i, you know, think that we are better than that we can agree to disagree and still make progress going forward without attacking each other and leading people down in an unfair way. >> thank you >> supervisor mandelman. >> supervisor walton and i didn't intend to speak but to many of us i do think purple line procedurally this is confusing for more i figured out on friday morning when normally appointed will have come up quite a bit later that made it hard to dig into a really
6:57 pm
responsive inclusionary of whether to continue or something else should be or thinking about to someone and that maybe the right percent and my vote against this motion today didn't mean i'm committed to not supporting her we considered for the board in january as well an appointment that desires at the end of april i know we can accept and commissioner alisa has done community-based work and wondering what the right made up of that body to provide the direction around ethnicity and staffing and equate safety in a bunch of ways we've seen is from the members of that
6:58 pm
commission but think it creates an obligation of this body i may not not have felt acoustical in the position of prior appointments i'm going to take my time and then about this and think about the issues raised and some of the lots of questions floating arena maybe lots of reasons when the commissioner is the right person but that's why i'm voting no. >> thank you supervisor mandelman. >> thank you supervisor walton i'll say that was whole process was a surprise to me as well to find out i don't remember every doing an intent to reaffirm i think that confused controversial in a situation may not be in january. i think that
6:59 pm
commissioner alisa has led wellaby certainly accomplished and thoughtful and think in all fairness i think that if there is questions of action be good to have the person to to be able to respond we'll do that that january fortunately, i had conversations with her over the last month a lot of misconceptions on merry position and unfairly she's been thrown into the controversy and one of the possess controversial commission the police commission i say that with eyes wide open but if if we were given the opportunity will be direct about them and think that is important
7:00 pm
to be able to say you're committed to reform but also condominium to moving forward. and one of the questions i asked her clearly is she commit to make sure we have the proficient staffing level at the plod absolutely, yes she understands the labor shortage we're short staffed within the department and do better to hire people that can an an important question to answer but i look forward to next week and having the questions were brought up him or her maybe valid i would like to know as well but i'd like her here to have the opportunity to answer those directly. and i would tell you as former chair the roles committee we spent a lot of time not one appointment that we spent a lot of time than the police commission 10 hours of
7:01 pm
committee hearings started early in the more than one and went to late evening municipal multiple candidates and commissioner alisa was the one that survived she's the president alisa survived that and when it comes to the expect of pretxdot been thoughtful in her back and forth with our office and the questions and seen an uh-huh illustration in that position so i would london breed as supervisor melgar said a person of color. >> thank you supervisor walton i was not going to speak i thought we voted on that and
7:02 pm
solved that that but since that is back and speaking to it i'll try to keep it short i will say i think from the aecom and the comments here we are seeing on behalf of the folks who are upset relates to my introduction an litigation and so forth the fact community commissioner who was appointed by the mayor voted for a president of commission of longest serve person has served as a distinguished member of police commission not around a thing was actually the person who was most qualified to be the he wanted was selected to be the president mingle this; right? in san francisco was not actually political.
7:03 pm
>> likely on a commission or who you're answering able to but a bunch of colleagues to carry the work for the record they selected now president alisa and people are upset that is would wearing seeing in the chambers and beyond i want to note that like to some extent in kind of real character assassination and permanent attack up think factories are quick to condemn or allegation those are folks that identify make the left i understand of political spectrum is characterized i have not seen anything in ero chambers that as divisive as a personal attack at character assassination pa was said about the police commission
7:04 pm
so, you know, at times, i wonder, you know, the goals were generally acquire and debating those things or is showing to the folks that do want police accountability that folks that point police account will be attacked so i want to thank president alisa this should be is no rational world in which this is a controversial conversation a long serving member of the association president and very well respected all the once that is done around a reappointment of a sitting president of a commission let's be real unless a scandal the board, you know,
7:05 pm
reappointments the prior opponents, of course, sitting at president of commission so i want to congratulate president alisa to be president of the police commission and make clear that um, people shouldn't be afraid to do the job of the police commission to insure police accountability in san francisco we live in a city and country we're talking about that and not calling for uncheck ability for police subject to non-stop personal attacks i think that is for those of us on the board many of you have speak up in support of our commission who are doing nothing more than their job. thank you. >> thank you. supervisor peskin. >> (clapping.) mr. president a reminder to the members of the public that
7:06 pm
accountable signs ever support are disruptive. >> show your hand. >> thank you. madam city clerk and permitted everything as we were reminded first, the board will make the determination on her reappointment. next year this is an intent to support someone who is most deserving but i want to say there are a lot of issues and concerns were expressed yesterday that were addressed at a fairly lengthy hearing the opportunity to hear from president alisa was available for all of us in the chambers today. and the opportunity to hear interest president alisa will be available for everyone in session next year. >> so i do want to thank president alisa for all of her years of service on the police
7:07 pm
commission and for taking all the work of commissions strolling seriously from support the department to pushing the october and led with integrity that is important in her role. we're at a pivotal time as well as for staff and leaders and think about labor shortages krobd have someone to continue to step up in a position that provide very little compensation should be 0 deployed and he listens for city leadership and focuses on the data presented by the police department and other experts and pushes the department to do it's best a strong latino woman committed to
7:08 pm
the city and doing to prove public safety. which is the focus public safety. while holding our police department accountable and extremely qualified to serve and i'm excited she would wish to continue to dedicate her time and talent to the police commission so i'm proud to support ma'am, want president and like supervisor ronen said and supervisor preston this is a commissioner that was appointed by her colleagues to serve as president whether or where the make up was for the mayor and three for the board of supervisors which tells us it she is how the raise your hand and considerable and high school qualified and most certainly the best person for the position at that time so i want to say that as we go to our roll call second
