january third. and i will basically try to update them. as information has developed since through the february ninth report and to this morning's activities already. why for the storage, you see our reservoir storage on the tuolumne it it is 465 acre feet and expected to increase over time. so we are increasing our storage there. we are releasing from cherry to make sure there is recommend for the water from snow mountain and that water that is going in the water bank. system is working with the high flows. >> on the local system, you will note cal varace shows 80,000

acre feet. we thought that was a good number because we completed the dam in 2019 can not ever filled the reservoir. well, as of february 9, the storage at 92,000 acre feet and this morning at 5 a.m. it started spilling overnight spill way the top of the reservoir it full now for the first time since we completed the new dam. going down to crystal springs you note that it shows storage greater than max storage. and the reason for that is that the maximum storage is the level we operate to because of endangered species when we get extreme flow its may happen from time to time. total is close to 65,00080 are feet or 68,000 acre feet.

we are on the way beyond that level there. so -- unfortunately the endanger spees everybody issue in the back burner. that is i key thing i wanted point out relative to the reservoir storage and how we manage t. they are all water supply residence virus not designed to be flood control. they don't have flood control responsibility. we do have responsibility for prudent operations of the reservoirs to manage water for water will supply and make sure we don't contribute to conscience down stroll this might cause flooding. we are managing our reservoir in that way. and actively communicates with communities through down stream of the residence virus. because though -- it is up stroll from half moon became crystal springsum stream from

arm of alameda creek. a lot of coordination to make sure that we are doing when we need do for water supply and when we need to do to be a good member of the community. it is our responsibility to operate responsible low where we can. and one other thing about the storage in the reservoirs. with all the inflow, we had a lot of local residence virus. we are going to rely on our local water supply to be filtered in the treatment plants to have them shut down for mountain tunnel construction. the levels after the new year's eve storm came up in our reservoirs and so we delayed the start of the mountain tunnel shut down for construction purposes and hopefully the next pew days or a week we can get that back under control and be ail to proceed with the shut

down. this is the map of other california reservoirs. all the residence virus are coming up more. upon so shasta andorville are coming up above where they have been. so the numbers are lower than where they are now. so they are continuing to rise so that is good for a big chunk of california. on the drought monitor, there is this large brownish area that called exceptional drought. the latest version on january ninth, that brown blob is gone. and the -- you know the darker colored areas are striking down. we do expect more precipitation toward the end of this week and the next week. so, i think california will be getting better. people have been asking this

question. is the drought over? my answer is the same. talk to you in 3 weeks. we are not out of the woods yet. and there are other considerations out there >> on hetch hetchy precipitation, we are above the 2022 line approaching the 1983 line. there on the curve. we actually have reachd that 1983 curve. important to be at 1983 that is our wettest year on record. at least through this date, we are now equal to the wettest year on record. for precipitation this is the 6 station index not just hetch hetchy a peek for december almost 3 times the average for our history in the system. this showed through january second. there is penalty 36 inches in

january. and that number is 5 inches. so we got more rain here in that time period. similar story on the bay area, again, 14.26 inches compared to 4.35 for december and have 5.2 inches for january. so there is a lot of rain that is happening now. throughout our system of the country and down here. in the same true of snow pack you see for january third, the up country snow pack has started to get above the 2017 level it has been above for awhile but past 2022. that number continued to increase. so that the red line representing 2023 is up almost 2100% of typical april which is

the end of the snow seasonal. we are early in the snow season. water availability to the city. you can see that because of the december storms and new year's eve storm, it had peeked up a bit. water available was 200,000 acre feet. which is why water bank is filling up. the january ninth, it is up you in to 250,000 acre feet. again, all the numbers i'm going through are significant low increases between january third and ninth. and the precipitation forecast, i point out this. the colorful part, the red and orange and yellow are the extreme precipitations green and blue are not bad. this shows for period january through third through tomorrow and tomorrow through january 19th, precipitation in

california the most updated version showing next week also shoes continued precipitation. so continues to rain out there. and last but not least our upon demands. you know i was. comment to staff i guess we need to extend the lower per we are at the bottom of the graph here with 133 million gallons per day deliveries during that last period. clearly, everybody turned off out door irrigation. so -- the summary is there is a lot of activity going of we are trying to manage the reservoir levels. and working with the locals on that. but the same time, we are capturing a lot of water and it promises to be a good year but no guarantees yet what we saw in 2022 the start of a good year and flattened out. so we are waiting to see if we get that flattening out. happy to answer questions.

hello caller. >> hi. i'm happy to hear about drought improvements. one question i have is how many more storms do we need to be out of the drought and also i wanted to suggest if you are not already doing to help improve the drought is san francisco can install more rain catch and observation systems. china is doing functioning where the city is like a sponge and there is a lot of green spaces and green roofs and rain harvesting systems. instead of all of the billions of gal ox of water throwing down storm drains carrying pollution it is stored in the ground or in roofs or green space like to beaut fight city.

>> that one month up to capture enough to left a whole year. and there was enough water in storage to last 5 years. >> so -- as of january third. you needed 285,000 acre feet to fill all of the tuolumne storage. sounds like we made a big dent in the left week. and snow pack is at 100%. of what you expect on april first. >> there is no doubt that the system will fail. the state will be in draught and the puc has a much easier thresh held to meet you have great water rights and average year you can capture 3 times as much as you need. if this year is average the

system will fill. >> we were under the lead to believe following the 7 workshops there would be a serious discussion about the policy and how water is managed. and that did not happen i want to request it. we have seen this over and overnight puc the system hordes water. 22-23 budgets the programs will now report based on project budget that were adopt in the 2022 part of the fiscal year 23-203210 year c ip. will etch there are 17 capitol improve am projects all continued from the previous year. the charts show at this times with mine construction are multiple phases.

the column to the left we report in the the past. the project budgets are consistent with the forecasted budgets from the left quarter and also with the approved 10 year c ip budget no new costs during the quarter. >> i will share project highlights. the mountain tunnel improvement team made progress during the quarter. the excavation and lining completed at the abbott tunnel and the bulk head door in the top picture was successfully installed. the bottom concrete slap for flow control shaft was power exclude completed. excavation of lining work for the new bypass tunnel this is connect the flow control facility to the original tunnel and the bifor youcasion

here. had final testing during the quarter and delivered to the site in october. this will be install in the this winter's shut down. >> the generator rewind contractor was delayed in mobilizing for construction due to procurement and staffing challenges. the project team worked with controktor to define the risk and identify the contractor may not be approveed initiate construction for this winter. >> in december. we decided that the contractor was not ready the first generator rewinds will be delayed a year. this presents risk to the hetch hetchy operations. it was decided to be the better choice than allow contractor to proceed when not ready. note finally the draft conceptual report for the remaining powerhouse upgrades were made.

this time general electric is the contractor and they performed well up to the point. i think they had a lot of procure am challenged. they are aquiring different parts from all over the world more than 10 country parts are coming from. with the covid delays they struggled. they had their own staffing challenges. a change of the superintendent and other project staff people. also due to the covid challenges. we feel confident they are getting on track and very closely tracking using risk registers and -- for the meantime overnight winter, we had them rent a warehouse and modesto they will store the facilities under controlled environment and inspecting those regular low. >> then. will we receive any compensation since it seems it was on them that we are having a year delay

attention to the city charter requires that the puc performs a rate study every 9 years inspect consultant and the most completed one with the 2022 power rate study including that for cleanpowersf. which was the first rate study since the program inception in 2016. in may of 2022, staff brought to the commission, fiscal 22-23 cleanpowersf cost of service rate. which were approved and adopted. the out come of the study to ensurety financial sustainability of the program by setting the rate to the own cost of providing service to customers instead of following pg and e rate changes throughout the year. second key outcome of the study prioritize our customer needs

schedule with final rateos december 1 of 2022. the difference with other residential rate structures is that this e electorate is on the delivery component of the electric city built. ruses the volume of the variable portion and variable rates of the delivery charges and replace a portion of this with the flat monthly fee. this support electric because customers with technologies will use more electricity than those who don't have these technologies. moving on to the cleanpowersf e elect generation rates methodology. i like to reupon mind the build component this cleanpowersf provides and controls set the generation component of the electric city build. this is around generation rate. we come become in spring to the

>> there are no more callers in the queue. >> thank you. commissioner stacy you wanted comment? i think i will only be reiterating what i said at the last hear and your comments madam president i want to say that how important public comment is. both on each individual items that are before us for action and as well as general public comment. on items that are not on our agenda. i think the big change here for general public comment is that interested people are going to have to watch the hearing more. and will the time for public comment will be less predictable for general public comment. i also think this because general public ment is a bit of unknown where we have 2 or 3

commenters. will we have 15 or 17 public commenters. i also. to be sensitive to all of the people who are waiting to testify on action items on the commission's calendar. and reports this are on the commission calendar and so -- i think the change is in a way allowing more public comment on the individual items this are before us for action. under the brown act and the sunshine ordinance probably, items that are brought up on the general public comment, the commission can't act on it on that day anyway and so -- had there are public comments about issues that the commission would like to hear we can then schedule it for a future hear other. i would like to give in new order a try. most low to make it easier for the public to testify on the individual items that are on our
