good morning supervisor chan and supervisor mandelman. this is my honor to be here this morning. the second day of lunar new year. and i'm irrelevant humble and honored to come here to ask for reappointment to continue to serve the city in a very special role we bestow the cultural heritage for our city and county of san francisco and also for me, personal low it is important we advocate the equal access to maintaining our cultural resources and heritage for not just asian and chinese but other people who have identified -- their gender orientations and other types of identifications. i'm proud and my past 3-1/2 years of service that you allowed mow to serve city, we have landmarkedor first

bond. and i also republican for and was lected voice chair of the [inaudible] in october, i believe. i irrelevant hope for the opportunity to start this new term and complete a full 2 year term. especially i say 2016 health and safety bond i over seen, most of the projects have been completed for it but the one that is still outstanding and extreme low active the next 2 years is building 5 at zukerberg, which is a complicated project i'm dig nothing now i hope to serve for another 2 years to see that through. i am ail small business owner and live in district 3. my office in district 6. i'm the proud parent of 2 sfusd students.

to the presidency of the board and condolences. i -- i came before this committee 2 years ago with an expectation and i plan. the expectation i think supervisor peskin, mr. president, you will be familiar with this is that -- the presidency of the board of the directors of the golden bridge transportation district alternates between someone from north of the fwaet and south of the gate. and that on the basis of seniority. and so i was in line midway through this last term to become president of the board of directors. there was a vote involved but the board did follow tradition and i have been president of the board for a year. and will be president for another year pending. the -- plan that i stated back when was to under take manage

that -- was over due. that was a strategic planning initiative for the board. as president peskin is aware, the business of the board of directors at the district is largely staff driven not board driven. an opportunity the board has to drive the activities of the district is to do from time to time a strategy plan. we had not done one since 2013 or 14. so we were over due. the general plan is every 5 years. and i have to report that i have not yet accomplished that. there were a couple of hint everhind residences one the pandemic and affect on affect on uncertainty in the funding that come in the district as supervisor -- director grosboll

eluded to. last month, bridge tolls were down 18% it was. ferry traffic down 56% and bus usage down pick % ref nows dropped. but this uncertainty it seemed to mow did not obsolve the board from obligation to plan. when the budget was proposed in may it contained language from staff in 2 locations. that would have said this we the board, through up hand and will not attempt a planning process because of this uncertainty. i pitched a fit about this language. i said, no. this is our obligation despite uncertainty. the covid has roughly 4 to the power of 14,000 pom possible

near term the next couple years, certainly. and as a result, in with the new financial projection available from staff, in december, i had initial meetings with staff and a couple of chairs about starting this strategic planning effort at the beginning of this month i appointed a planning advisory committee this involved shuffling among other members on the board. but this committee hen ash pointd and scheduled meet this friday. i drafted a calendar complete nothing december. the end of my term as president. and with your indulgsance. i will take on this work. i'm visible for questions.

situations. specific to threats of death or body low injury. we do have some that have capabilities that are specialized will see in the following slides. the over all mission of the firearm system to be able to defeat deadly force situations. these are not pulled rifles they are item this is are assigned to individuals after training and qualification. there is a category here of an item a submachine gun and select fire pistols in the inventory about in the used in response to things. we will cover that in a few slides. regarding authorized use, this is a reasonable expectation the rifle may be needed to threat of death or body low injury. use of force policy covered the

items required to deal with this. some examples are here in the slide to give you a picture of some of the situations and circumstances when these may be deployed and used. situations where a deputy may participate an armed encounter faced with accurate and effective firing long range. situations where a deputy respects the need to exceed firepower or individual who may be a barricade person with a hostage. also a situation where the suspect may be wearing body armorand these are all situations needed authorized and questioned by a supervisor also list in the our policy we need to dispatch an animal. all policies are governed by the

use different luspecific to use of force policy. 835a subsection c for the california penal code. it is in the necessary to read through all of them you have this as a reference. 835ac california code, in regards to possession of this usage and our training. california penal code 33220 section b covers all of that. 1 thing to mention is we have a patrol rifle training course. we have nonsrt members who are trinned in and kwulified with the use of long rifles. or patrol rifles. they must pass the training. this is described hereby and there is a refresher training.

cover in another slide. the next slide gives you an idea of the training the srt does go through for rifle training. in addition to the ratify course, all posts certified swat courses in the state of california require a component involving rifle training. there is a bianual rifle qualification twice a year members have to pass that. they do have month low training on the rifles in addition to the prerequisites. our sniper teams are all srt member and have to pass the specialized post course, which certified them in ratify and rifle and sniep are cape ats they are 3-5 people qualified on the use of one motor furthermore we have here. the lwrcrepr system.

the mp5 submachine gun which was a topic of discussion with collaboration on the listing and usage of the item. the platform is one that is a little different than the other rifles i mentioned. this platform is a 9 millimeter and category, submachine gun. when we discussed this, in terms deplayment it is something i have been trainod and familiar with. something i know has a usage in specific situations. but unfortunately we have in the bruour team up to ped on the training of this item. there are trinning considerations and focus on the other item its is manage we will continue to maintain in our

(applause). >> i grew up total tomboy, athlete. i loved a good crisis, a good challenge. i grew up across the street from the fire station. my dad used to take me there to vote. i never saw any female firefighters because there weren't any in the 1970s. i didn't know i could be a fire

fighter. when i moved to san francisco in 1990, some things opened up. i saw women doing things they hadn't been doing when i was growing up. one thing was firefighting. a woman recruited me at the gay-pride parade in 1991. it was a perfect fit. i liked using my brain, body, working as a team, figuring things out, troubleshooting and coming up with different ways to solve a problem. in terms of coming in after another female chief, i don't think anybody says that about men. you are coming in after another man, chief, what is that like. i understand why it is asked. it is unusual to have a woman in this position. i think san francisco is a trailblazer in that way in terms of showing the world what can

happen and what other people who may not look like what you think the fire chief should look like how they can be successful. be asked me about being the first lbgq i have an understands because there are little queer kids that see me. i worked my way up. i came in january of 1994. i built relationships over the years, and i spent 24 years in the field, as we call it. working out of firehouses. the fire department is a family. we live together, eat together, sleep in the same dorm together, go to crazy calls together, dangerous calls and we have to look out for one another. when i was burned in a fire years ago and i felt responsible, i felt awful. i didn't want to talk to any of

my civilian friends. they couldn't understand what i was going through. the firefighters knew, they understood. they had been there. it is a different relationship. we have to rely on one another. in terms of me being the chief of the department, i am really trying to maintain an open relationship with all of our members in the field so myself and my deputy chiefs, one of the priorities i had was for each of us to go around to different fire stations to make sure we hit all within the first three or four months to start a conversation. that hasn't been there for a while. part of the reason that i am getting along well with the field now is because i was there. i worked there. people know me and because i know what we need. i know what they need to be successful. >> i have known jeanine

nicholson since we worked together at station 15. i have always held her in the highest regard. since she is the chief she has infused the department with optimism. she is easy to approach and is concerned with the firefighters and paramedics. i appreciate that she is concerned with the issues relevant to the fire department today. >> there is a retired captain who started the cancer prevention foundation 10 years ago because he had cancer and he noticed fellow firefighters were getting cancer. he started looking into it. in 2012 i was diagnosed with breast canner, and some of my fellow firefighters noticed there are a lot of women in the san francisco fire department,

premenopausal in their 40s getting breast cancer. it was a higher rate than the general population. we were working with workers comp to make it flow more easily for our members so they didn't have to worry about the paper work when they go through chemo. the turnout gear was covered with suit. it was a badge to have that all over your coat and face and helmet. the dirtier you were the harder you worked. that is a cancer causeser. it -- casser. it is not -- cancer causer. there islassic everywhere. we had to reduce our exposure. we washed our gear more often, we didn't take gear where we were eating or sleeping.

we started decontaminating ourselves at the fire scene after the fire was out. going back to the fire station and then taking a shower. i have taught, worked on the decontamination policy to be sure that gets through. it is not if or when. it is who is the next person. it is like a cancer sniper out there. who is going to get it next. one of the things i love about the fire department. it is always a team effort. you are my family. i love the city and department and i love being of service. i vow to work hard -- to work hard to carry out the vision of the san francisco fire department and to move us forward in a positive way. if i were to give a little
