>> item 5, the san francisco puc employee retirement recognitions >> thank you. we do have one individual we would like to recognize at this meeting that is jack lum in recognition of 35 years of service to the city and county of san francisco. and mr. @en marshall is here to say a couple words about retiree jack lum? good afternoon general manager herrera i'm allen marshall system's manager it. i'm here representing jack lum today. it is a privilege and honor to introduce you to jack lu in and hear about jack's great achievement in 35 years of service it puc. i worked with iac for 15 of those 35 years. one of the joys about working for the city is w with good

people doing important work. jack is an example. frequently work the spring valley water offices on mason and 1155 market and golden gate avenue. jack is an it hero the last 35 years. jack shown more then and there a job and like to thank you, jack for the weekendless you gave up doo it upgrades. laufrping new system like e mail, gis and 2 billing systems. and i'm not forgetting the on going and never ending security patching. thank you, jack and to your family for sacrificing all your personal time to the puc. you can finally enjoy your weekends again. enjoy your retirement, jack. thank you. >> thank you. allen appreciate temperature i like to read the resolution. that we have for jack. jack lum given 35 years of service to the city and county

of san francisco. beginning in 1986. and jack began working on an older main frame water billing system and one of the first information technology staff at the puc and became instrumental in shaping the information technology transformation at the puc and jack is approximationate low worked introduce networking initially using novery well and microsoft networks and jack lead the team to introduce e mill to the puc and initial low using divifrny e mill and out look and during his tenure at the puc jack played a critical roll in the launch of the automated water meter program, bilge system and many other programs and where as in capacity as dalta base add administrator. jack was an exceptional employee who performed his duties and

responsibilities with exceptional efficiency and where as jack had a strong work ethic a positive attitude and respected by peers and on april second of 22 after 35 years of service jack logged out switched xourt off and retired. be it resolved this commission express the appreciation and gratitude to jack on his outstanding contributions to the puc. and further resolve this commission wishes jack a long prosperous and healthy retirement. congratulations, jack. >> there are no callers. >> public xheb is item 5 is closed. >> next is item 6 report of the general manager. why thank you, madam secretary. our first item 6a a commission update to steve ritchie. >> good afternoon, commissioners steve ritchie for water. if i can have the slides. >> again. this is going to be a different draught report it is on all the water that started to become available to us. you will see here this is the reservoir storage as of january 17th. hetch hetchy is 291,000 acre feet. out of a capacity of 360,000 upon. with plenty of snow in the sierras.

so a very roikly hetch hetchy will fill. also, one thick we kept an eye on is water bank. storage. and i'm pleased say the water bank is full at the moment. that is our draught supply there. having filld that up as well is a great feeling. i pointed out before cal var us reservoir is full and spilling. but this is a role pleasure as well. so the now reservoir finally a full reservoir. >> look around the state, you will so this i pointed out shasta and orville in the northern part of the state they were riding low the last several years and they are a bit higher now. orvil is 104% of average and

shasta 87% of average. so that is a greatly improved situation for a large part of california's water supply. and of course don pedro is also a bit above 100% of average. within the tuolumne watershed we are in good shape. and i keep pressing the blackout button. the california draught monitor is starting to change dramatically. the state is still learning low in a draught except for in this week county up in the northwest corner came are out of the draught the other day. and cord to the measures. but i think this is probably going to change more as the year progresses. >> of hempy precipitation again you see hetch hetchy precipitation to date is above the 1983 line that is important

19 question is the wettest year on record that does in the money this year will be the new wettest year. as we have seen, it can flatten out quickly. we see presiptation on the horizon and mou we are able to enjoy a few days from the heavy rains we had. >> and again you see country on the bar charts december and january we are over the average amount rainfall per month. and we are close to achieve thanksgiving year close to the average total of 36 inches. >> down in the bay area, again. same type of image. much greater precipitation in 2 months november was greater and you see the year to date total is 5 inches greater than average for the year. so again quite a big turined

in the best of times. the falls and the other andive probably put the occursor over them this is had the one that runs most of the year. and this is the other the twhoon runs a fair amount of the year. you will see bothum and down the canyon walls if you look close you count 12 waterfalls running now. that is another strong kaez visually it is a big water year. >> on deliveries. you will see in the low are left hand corn teris a new year we have a week in 2023. it is below the other year catharsis shown on this chart 2013. 2015 and 2019. again. demand has been low temperature is low now because there is no irrigation going on. but again, our -- customers dog a good job of conserving.

this it is another version of that. with compared to 2020 as well. >> and we have the draught trackerch which show this is if you look at the bottom line we are in excess of 11% target we set that covers july 1 through now it is through january can that show this is we are on track to get to that level. with the a little more conversation in the stele and also conversation among the wholesale customers. the initial precipitation forecast. the top map shoes the current week throughout 25th. and you will see there is in the a lot of precipitation in california that i think hetch hetchy did get some this week. and on the lower it looks like around the first of february is had we anticipate may be the

water to last 3 years and the system is going to fill. they are releasing 3,000cfs in the low are tuolumne the >> reporter: is 10 times as much as required. there are vac evacuating enough storage to catch the expected snow melt. the snow peculiar is 130% mean. and this does not occur until early april. we are in very good shape. in the very beginning of 2020, we brought in a proposal to the commission you could vol trailer tailor release or 2 combroers if those 2 yearers driveway you can take away your contribution and

900,000 acre feet that is 4 years of supply. in addition. the design draught contemplates average 150,000 acre feet annually during the design. if you factor in the design draughted sdmroes required flows we had 5 years of water available at that low point we have gone through 3 years of i draught that is 8 years of water available at the beginning inclusive of the delta plan last next 5 years. there is a similar story extra water for the 2012-16 draught forking both flows were i trickle you have sewn this the tell mow salmon have not done well. hopefully we can help the salmon and this is an example of the situation. thank you.

my commissioners a brief history and context which i asked for this report. we passed a resolution in july of 2020 and i'm going to go over to the resolve cluzs. further this commission directs the general manager to change hiring and retention and prosecute motion practices to ensure personal decisions are made and just low and ensurety workforce reflects communities. the general manager will work with the puc staff to crest a clear plan detailing the irrelevant voluntary resources mile stones time line and data necessary for the successful richl elementation of the resolution. and so as you see -- we have a

commission rowels and department of human resources and other sources as you mentioned i want to focus most of the presentation on had we are doing within hrs special want to emphasize how much we have been purke with the other per ins to make change this is need to be done in order for us to have our changes successful. so in the next slide you can see there are multiple stages in the hiring proechlsz some are in the aware in this environments there are multiple steps may be unlike when they see in the private sector that involves getting the positions approved and come up recruitment and out roach. an examination process we select the correspondidates. vetting the correspondidate to be able to once we selected them and then bring them aburden to

the team. we work hard in communications with our hiring manager and our candidates so than i and are fully informed of the presses they go long. going to the hoiring time line it has been critical you may have seen some data that was reported by department this shows the puc at a high number of days special that was alarming as well. . when we drove down with dhr we found was they had implemented a new project everapplicant tracking system motor recruiters and in going through the data which is very new. very small sample sizes used to get this dast to get hireingly time line when is we met with them to go over the data we found that our puc data

comparris with the rest of the city we are a large and complex d. each our step this is we have on the hiring process we do pretty limp we were able to drill down in our data looking at many recruit ams not just the withins that were in smart recruiters. but we know an excess of 200 day system puts us at air competitive disadvantage especially with other competitors. so. we are endeavour to do everything we can to expedite the hiring process to make it inclusive and welcoming and all those things which the commission and resolution are looking for. obviously, these issues of hoir nothing the city are not new. rules developed a hundred years ago and an audit in 2015 looking at the hoiring process the

director said public low that ewe likewising the same processes would take 5 years to catch up. keep feel like we are in an emergency situation that would not be any tenable position to be in. when we are trying to do is really again attack the problem. when we can do ourselves and do with others but we know that reimagining the entire process is necessary it. we conduct hundreds i year. many of those only yield one at a time. filling one position at a time. again and again and again is in the catching up. am and -- making a dent in vacancy rates unless we completely reimagine, rethink and redo the hiring process.

and i know you want us it focus on our own ideas but. we work with hiring modern wragz committee. which is the sixth largest in the city. we collaborate and come up with best practice. work with the data team which has grown. and look to pilot things that we can implement stele ouied and being a spot lead in group has been helpful. we understand wham things some of the departments are doing and shirr had we are doing and offer to highlight different initiatives there are groups we dole watch service is important. there suspect until. tomorrow in this room and so part of our role is we come and

provide input, comment and so forth to discuss the rules going forward. again even though they are city wide reforms they'll benefit us. and so we are anxiously awaiting that conversation. once those rowels are deliberated upon tomorrow of it guess in a process where we have a meet and conifer with our labor partners. again we are active participate in those rules. of and -- you know we have also -- many other things but i think the one thing or the 2 things that we can do at the puc and we dabbled a bit this it. we need support civil support to do them is rehappening and reimagining the exam process. we have been traditional in the city of san francisco and

looking at exam as a means by which to determine who are the most qualified. our exams are not have not been nimble as we like and during the pandemic in person testing shut down that's where the city got in a hole and vacancy rates really increased so much through every city department of the so there are a couple ways you address the exams in i different way. this will allow hoir to be more equal and faster. swon -- the frequency of the exams. and moving exams to a continuous basis. some are done every year or 2. our hiring managers wait months sometimes to get a list by which

they do hiring. and that is very difficult. and our candidates can't say, come and apply for such and such if the exam is not offers then and there one thing we wanted to do is and we i done this in other jurisdictions. we is aliand test now. we will have a populated list so people can hire faster and we have a number of classifications some most are a problem they are generic in certain series the admin analyst and management series. moving those to a continuous base would help many of our divisions. >> the second thing which i

think has you know. more of an equity compoenlts is remote testing. y. do people need to come in and do an in person test. so looking at way in which testing can be done remote. think of the pockets we have employees in sick counties. they don't want to drive to van fran to take a test. an opportunity upon where people take the test from their home ownership will from computer facility visible to them, really frees people up than i don't need to look near childcare. they don't need to deal with traffic and other considerations.
