cable cars, you lose part of that, you know, because people who come here and they love it and they love the history ask they can ride a cable car that has been running since 1888 or 1889. wow! that's something. can't do that with other historical museums. rarely, have i run into anybody from outside who didn't come in and didn't feel better from knowing something about the city. it's a true experience you'll remember. i hope they walk away with a greater appreciation for the history, with the mechanics with people are fascinated by the winding machine and i hope the appreciation, which is a part of our mission and these young kids will appreciate cable cars and the ones who live here and other places, they can make sure there will always be cable cars in san francisco because once they are gone, they are gone. it's the heartbeat of san francisco that founded the cable and the slot and without the cable cars, yeah, we would lose something in

project experiences like the sfmta, bart, public ws and transportation authority. it does in the establish the individual projects. a lot of the programs in prospect l are more to prospect k there are now programs as well. so i'm not going to read the slide. it gives you a sense of the 28 programs. i will flip through a few that illustrate the investment types eligible. first set of prospects are major transit projects design today make system ouied improvements to ease crowding and improve reliability. the funds suggest critical to trek approximate leverage state and federal funding for projects. transit upon mince and enhance ams like prop k. the learningest per of the prospect suspicion.

bart and mount and he ferries are eli didn't believe for reper se and up grid and funds enhancements. transit operation bunkham prop l dedicates more paratransitis than k did. streets and freeway this is it is a big category with broad eligibility will continue it invest in street safety for all road users. the upon types of projects eligible are bike safety. and signs. the plan and reconnect communities where freeways cut through. foiblely we have transportation system development and

management program which has a handful of programs within it that will be given by transportation authority. this includes the successful nishgd transportation program we heard an example of. and credit a new equity priority transportation program and new development oriented transportation program. in this way prospect well bumps up funding for nishgd and community planning seek to set up pipe lines of projects for implementation with prop well funding leveraging other funds. for each of the 28 prospects the plan tells us the projects we funds expect which can receive the funding but does in the list the protects to be funded. how much money is visible for each program over 30 combroers allows you to advance funds to support timely delivery of a project benefits to the

community. in short the expenditure plan sets up the book ends for the sales tax program and includes >> reporter:s huwe administer the program we will talk about 2 requirements the strategic plan and 5 year prioritization program. these are tools the board is required adopt before we are able to bring you allocations for prop well. >> what is the strategy plan the main tool uses for daily implementation. provides transparency how we administer the sales tax programs. and it service as a key financial planning to the for the measure. and there are 3 compossibly in thes plan. the inch if is establishes the policies for the administration of the measure. established the sales tax ref now forecast for the 30 years

and look at revenue forecast included in the proposition and may make revisions to this forecast based on the best available data. and finally includes expenditures including the cost to administer the program. but funding for projects. including debt this may be required to advance project deliver. faster than pay as you go with support. >> who i the strategic plan sets the picture. the 5 ip p's focus on the projects that will be funded the next 5 years of the program this . is just a by the sized picture of increment of the 30 year program known no one can know what a specific project will be for in the future the 5 ip p's updated every 5 year over the course of the measure. enables transparency about how the projects are funded. gives the board and public town
3:35 pm
top provide input early. and had the board adopts them it creates programming commitments for specific projects. the multiyear project lists credit a steady pipeline of projects enables sponsors to plan ahead and facilitates ability to secure matching funds. when the individual projects are red it advance, they come become to the board for allocation of funds. the 5 ip p include more than a lives projects to be funded they also include information about the press used to select those projects. and includes brief scope, schedule, budget, cost and funding plans. and also includes performance measure this is can be used to inform future [inaudible].
3:36 pm
>> i mentioned important per of the documents is guidance on how to select projects use prioritization criteria come are here they are required by the plan to be used for every one of the 28 programs. we used most of these before for prop k. i wanted highlight the plan committee provided feed become on the last 2. reflect the importance of community support and equity considerations to the public. the committee. and can also add additional criptoryia it each program. motorbike different for different programs for the safer and complete streets we motive want to consider whether a project is on the high injury network. i'm going to pull together the prior slides.
3:37 pm
it is an process. so first we establish the strategy baseline determines how much funds is available for each program by year this is setting the sales tax budget for each of the 28 programs. we oyst projects. for the next 5 years. collect information from the board and cac and public engage export use the criteria to identify those projects. then we analyze the financial information. so how much sales paks tax funds requested. and when are they requested for. and to make sure it is fits within the program budgets. this is request from experiences to advance funds to accelerate project deliver.
3:38 pm
we put this in our strategic plan financial model. that will help estimate financing can have thes. and prosecute void this information become at this time project sponsors to see and see if there is more money visible for programs or if had we are where the program is within the fwhj is step 3 and the board can adopt the final strategic plan [inaudible]. so speaking of advancing funds we have 2 major projects we know already are going to request significant advancement of funds due to near term mile stones. first the caltrain downtown rail extension seek 3.3 billion dollars from the transit administration and need to dem strit they have secured matching
3:39 pm
funds and need to demonstrate that by august of this year. so the tjpa needs to know how much sales tax funding is rib and when we convert the year of dollars because the expenditure plan is [inaudible]. that's the first the bart core capacity program. than i have an option on their vehicle condition transact that will need to be executed in july in order to avoid a gap in the production line. bart is working with mtc and cannot upon are costa and us to help funds had option. so the board can, prove the acceleration of the funds for the projects but also attach conditions to the funds. so n. past board has approved conditions like upon full funding groement or adding oversight requirements.
3:40 pm
last but in the least i have a few on out reach approach. our goal to ensure we have inclusive planning for all of the work. won't want to provide an opportunity for folks to weigh in on the project priors themselves and also on the policies to guide the administration of the program. and our i will mention our committee made it clear it is important to the success of the plan that we have an inclusive process. here are a few tools i will not read out that we plan to use to support the planning process. few of them we would tloik have i targeted equity rounds table and provide an opportunity for the plan add sunrise we committee members to come together in an optional meeting and broader efforts such as virtual town hall and surveys. we are target action in john for
3:41 pm
the strategic plan. we acknowledge we may to extend past then. prop l effective april first the board can only approve prop circumstance allocations through the end of march before the board can approve prop l allocations we need the, proved plan. there will have to be a puz in sales tax allocations until the documents are approved. but the first prospect l allocations can be made with the approval of the strategic plan. we have given the experience head's up beg your pardon this likely freeze to facilitate transition to prospect well this . is a tight schedule but want to minimize that because in allocations to the except we k. we know possible some of the 5 ip p for some of the 28 programs mitake more time to develop and so this schedule allows for it to pill in fall where we can
3:42 pm
amend the strategic plan to reflect final 5 ip p's. if a program has an approved 5 ip p the board can allocate funds from the program even others are not done yet. you will see a lot of us over the next month. we will bring this presentation it our ca c tomorrow. next month we will bring an information item on the plan base line and guidance before we seek approval in march. and then we are targeting that june approval to begin the process of approving five in the strategic plan. you can get more information about the plan at our website and condition tact us at prop l. and that concludes my presentation if you have questions. >> vice chair melgar. >> thank you for the presentationing that is grit i
