and the calendar. >> so. as you see, we are taking down our fees by 2 million dollars. and that is intentional. to reflect trendses the past few years. we export grants from current years to in the budget year to remain stead wet current year. with grants the out year we don't know the funding opportunity yet that number is low and adjusted next year when we come the out year is the budget year. in terms of expenditure recovery when we perform work for other departments. so that is expected to remain steady as well. and our general fund support we had one time funding for the

general fund in the prior year. and so that because one time does not show up in the current year. we are also proposing to reduce by half a million dollars. >> and that reduction of the helpful a million was with the major's office had asked us to do. so, as always. salaries and our staff we are the largest part of the department. we are going down by 2 million dollars. and -- the over head number, again this it is something that controller's office put in every year we don't know what tell be yet. it will almost certainly change and that will happen later in the spring probably april or may be may that is something that is centrally loaded after the department phase is finished.

nun personnel services is everything from condition tracts to paying leases on printers and anything that is a service that is not something that staff is providing as a service. little materials and splice are steady. project number that reflects -- grant funding and impact fee funding. other the one time funding from left year we did not know where we would put it yet. that's why you see that decrease in projects buzz we had the one time funding last year. and that was one time. then the interdepartmental service what we pay to other departments and the bigger costs there are rent and our city attorney cost and it is d. technology.

so there is a slight change in the calendar from when we came we were scheduled to be at the historic preservation commission last week. our item got continued. we will present to them next week. usually we have a resolution from them to share with you asking for am this body to approve the proposed budget to submit to the mayor's office. we don't have that resolution because again we got continued and meet with them next week. we have i think full confidence that they will be supportive of when we are proposing. and with that, this is my update from 2 weeks ago. so. happy to take questions after any comments. >> thank you. i will note that the budget was rerowelled with historic

vacant which is a blessing. any caller you put on how you decided what positions and i know there are 5 planner 2 and 6 planner 3, why some of those have more than one. descriptions can you give on that. >> surety once we are proposing more than one to be cut those are approximate suspicions that the job classification of many of them. you know for example the 16 there are that were cuts 2 in the entire department of the so -- we say, yes we can get rid of one but probably have -- i don't know this off the top of my head say 40 planner 3's. and we have enough vacancies we still have some so we can fill

upon once we have the opportunity to do that. but it seems likeen taking down 20 positions this is something i know tom mentioned a few times we have grown over 100 positions in the last dkdz. rusing by 20 an increase of 80 positions the last several years. we have an opportunity to hire once that is feasible again. and trying to make sure we keep doing our work. and i'm curious how we think about the staffing plan that was detailed this much time fte for

projects. they need more staff. balancing those new deadlines with the staffing plan and not something you need to come back for. it would have been nice to request new staff or hire new staff am given where we are that was not an option. we near good ship to implement the housing element of current planning and process rae form to city wide on the community

we are look to modify. a lot of that work was done in the context of the housing element. it is detailed. i add as things e merge if staff turn over does occur from time to time or other things come, this is the highest priority topics and the urgency these first few years of the leadership the majority's down a great time for legislative reform. so that we can hopefully jump start the market. if it catches up you got our circuit break in there. i wanted get the permits done and housing permits issued

revenues you have a high number, which you will depend on my question is, who do those grants go to? what do they achieve? >> it dependses on the year. the past year and this coming year. the mtc and abag regional early action plan grant and early action planning grants, they go to different jurisdictions based on partially formula and partial low competitive award. we put in the budget the guarantees we think and help we will get but not 100% we will get all of that funding. >> they help you with the priorities which commissioner diamond asked and president tanner touched on. to have grantses for other

things we would like to do at this moment seem to be not necessarily the first order we need to follow but grants that support in a very direct way the urgency of the department to accomplish. do you have grants that we could hope for this directly speak to, at hand. >> absolutely. i think you make a good point. there are grant upon opportunity that are too good to pass up even though they may not be lineuped with our priority plans are. what we are seeing here are grants that are in line with our priorities and housing element and doing community planning work. they are ones we are applying for. there are you know buckets of opportunity regionaly through

>> hi. everybody. good afternoon president tanner and the commission. i'm floralen teen from planning staff for stones town development project. joining me is patcha [inaudible] and courtney on behalf of the sponsor the item is the public hearing on the draft eir for the stones town development project. publishod december 47 of twoochl we are seek comments on the adequacy of the environmental impact report. note that the comments received today will be responded to in writing in the sponse to comment document part of the final eir.

i will go ahead and provide you with a short description of the project and the project site. you see on the map, the project site is at the stones town lake shore in southwest san francisco surrounded by san francisco state university a variety of schools and residential neighborhoods. the propose the project develop existing 27 acres of parking surrounding the galleria to a master plan mixed use community. under the project the existing mall retained changes to facade, entrances and exits the site would be rezoned as part of a special use district. you see, the site include a variety of building type and heights. intent of the master plan is to transform 20th avenue in the

commercial core of the site the western portion dedicated to residential uses and open space. propose the project would include 2, 930 units of housing and new retail, hotel and institutional use as well as 6 acres of open space. the eir analyzed a project variance. the variance would include the.880 are parcel in the eastern portion of the site shown on the slide as e3e. the variance would add an additional 150 residential units. 10 thousand square feet of institutional uses and approximately 200 parking space additional parking spaces. now i will move forward and provide with an over view of the potential environmental impacts out lined in the draft eir. >> the draft eir determined that

the project or variance would result in significant and unavoidable impacts for the following areas. built historic cultural resources the demolition of the ua theatre. a historic architectural resource under ceqa. noise due to construction to the multiphase development. wind hazards result in construction of buildings above 85 feet in height. transit delay for the project variance under conscience. for the routes the transit roourts running on 20th avenue. and air quality impact due to the air pollute ans the construction phases over lap with project operations as well as project operations due to [inaudible]. the eir identified feasible mitigation measures for the

unavoidable impacts. however, i want to point out the impacts remain significanteen with implementation of said mitigation measures. as shown the mitigation measures include documentation of historic resources. reduction of vehicle miles traveled. signal coordination for transit delay and construction noise control plan. mitigation measures to reduce air quality impact include, usage of tier 4 engines during construction. electric vehicle infrastructure and e missions. winds mitigation measures include additional analysis for any buildings tall are then and there 85 feet as specific design becomes available as well as the winds safety plan during construction. in addition to the topics analyzed in the draft eir it also includes the initial study check list that covers the

remaining topics required under ceqa. additional measures were identified torous impacts to archaeological impacts. next slide. i do hope these brief sliced were useful over view of potential environmental impacts of the proposed project. in addition to environmental impacts, we are required to study ceqa alternatives to the project. the purpose of the alternatives to minimize or e eliminate the project environmental impacts. as such, in consultation with the sponsor and the picture and other city agencies; we developed 5 alternatives to the project. i will quickly walk you through those alternatives. >> the first alternative considered is required no project alternative. under this the site remain as is and no development would take

place. because the project would have a significant and unavoid okay impact on identified historic resource under ceqa, the draft ei includes 2 alternatives that would reduce irm pacts the full preservation alternative as here, would retain the theatre building with minor will alteration and include a new 100 unit building as w5. and then the new 5 unit as nw4. this would construct 2, 870 units or 60 less than the proposed project and include 3.2 acres of open pace or 2.8 less. under the partial preservation and relocated parking alternative, the theatre issue partial low retain exclude parking be relocated to minimize transit impacts the theatre

building incorporate the new nw2 building, an 8 story, 130 residential unit building. this aisle would include 2, 890 residential units or 40 less than the proposed project. and similar other uses including 6 acres of open space. this includes relocation of parking from e3 to the southwest corner to avoid significant transit impacts on 20th avenue. as another alternative, we put forward the code compliant alternative provided to show the development potential at the site under existing land use and zoning regulations. under this alternative, the development would be 46% less than under the proposed project. and there would be no buildings above 65 feet.

this aisle would include about 2,000 housing units one.5 acre of open space and no holing services or institutional use. in addition, this alternative not include any street network changes to 20th avenue and was tailor to avoid or ruse significant impacts related transportation noise, air quality and wind. the reduced density alternative developed reduce significant impact of the proposed project. over all, this would result in 36% less building than the proposal and buildings up to 80 feet in hite. this would produce 1700 housing units. about 75,000 square feet of retail space and min tain the 6

acres of open space. and include a hotel and nonretail uses similar to the proposal. this alternative would avoid or reduce significant and unavoidable impacts related to transportation, noise, air quality and wind. i than i covered a lot of information. upon and i put together the table to show you a comparison of the numbers i through at you. main difference with the 5 aisles are number of housing unit and open space. i will move to the slide you have it in your print out. now, that we covered the proposal project po serb violental impact and alternatives i would give an over view where we near the environmental process and the next steps for this project.

as shown, we are in the public comment period. once the draft eir comment period concludes, we will prepare a response document and final environmental impact report that we anticipate will be back before this commission later this year for certification. as a reminder, we are here to receive comments on the adequacy of the eir. comments received today will be responded to in writing. written comments will be accepted until 5 p.m. on february 13 of 2023. staff is available to answer clarifying questions about the eir process, comments will be fully responded in the response to comments. also note that a court reporter

i said i'm a member of the property association. we live thered since 1987. ceqa guide lines section 15126.6a states that an eir describe and evaluate a range of alternatives to a project that would attain most of the project's basic objectives or lessen identified significant adverse environmental affects on the project. this draft eir fails to mote that standard and should be rejected by the san francisco planning commissionch table 5 opinion 1 out lines alternative it is b, c, d and e which range prosecute 2, 890 units to 1, 758 units. assuming 2 person occupancy per

unit result in 5, 600 on the high end or 3, 500 on the low ends. today, there is no approximate resident on this property. unavoidable negative impacts detailed and were detailed by ms. floorentina the negative impacts are noted and impact transit, traffic, emergency services and infrastructure including sewer and water. no consideration is begin to an alternative of several hundred units low are population and less burdensome on traffic, transit, emergency services and infrastructure.

i [inaudible] my main concern is the traffic situation. on the going to south bay. many resident in this neighborhood travel to the silicon valtow work. in fact, we are known to be the suburb of the palo alto area. i'm really concerned about the number of residents that are burglar to be in this neighborhood and traffic will be generated. and -- lack of public transportation if the area to -- silicon roll and he the way to travel or to check bus system by cars. precovid, the situation is already a problem. and the number of residents, parking spaces is going if gent rit more traffic.

as long as the developer address that stretch if 19 to silicon valley, i would appreciate that. i can't see how the number of people added this location can eliminate or relieve the traffic situation. >> can you hear mow? >> we can.

>> grit i'm karen cert aty, i live about a mile away if stones town. and i can't tell you how excited i am to see something like this in our area that is so close. we lack housing, as everybody knows, in the city. and um -- i'm thrilled with this proposal. and i for many reasons, the housing, walkable space, proximity to san francisco state how fortunate for college stounts to be so close to a proposed live and mixed use space. i absolutely ask you to move forward to approve this eir as it is. and i think it is i wonderful contribution to our area. thank you very much and this will make the west side so much more excite and liveable than it is now. thank you.

[inaudible] the state toward polk and [inaudible] is unactivated space. when i was i you know student in that area it it is a quiet area. being able to see that [inaudible] or residents [inaudible] thank you.

i'm mark, call nothing support of the draft eir for the stone's town redevelopment. because um a mall like stones town was built during a time in which a lot of development was car centric and this created a huge scar throughout the city where it is in the walkable. you can't really feel comfortable unless you are in a car. this will correct the whereons of the pass adding housing and walkable and green spaces and it is on a muni line will be grit for people. often times the west side has great parks and schools not enough housing to be able to take advantage. this development will right those wrong and hope you agree

and pass and, prove this eir. thank you. speaking on my own behalf. had this item was on the agenda for the february second meeting i was caught off guard for different reasons. i have been following this project since prepandemic attending in person and virtual meetings. each of these involved upon only sponsors and consultants. planning staffs not included there is an opportunity but only by invitation. the site lists muni as the assigned planner the department staff directory was to add a current planner for district 6.

on september 7 of left year. during the walk tour the consultants would be demolished. stated that the cinema had come before the historic preservation commission and even h pc was not listed on the project website as a mile stone. public comment period started overnight holidayos december 14th. the department hen criticized for in the pedestrian. the commissioner comments from february second meeting, on how this is made to come before the commission as half of the plans and half of the community benefits have already been completed. i would add the following impacts include admit only sf state housing and parkmerced but the balboa reservoir.

the evacuation cites should be investigated. issues of climate change as the project will have emergency firefighter water pipes the city stated there are not funds to connect them to the city's pipeline network. besides fires the issue of the impact on drinking water has not been addressed. experienced water rationing and i large project would impact on the water system further. it should be noted the city has commissioned i report by usrs to identify cites for the desalination facility. the preferred site in the report is the ocean side treatment facility in the far from the project site. thank you.

really add a significant amount of housing as long as it is done in an appropriate manner with urban design and with the appropriate infrastructure and parks to ensure whatever we adhere is beautiful and liveable and adds to the quality of life in the city. but approving units on paper does not do us good we need the developtory build them. so i'm hoping that when we get to the next stage that the entitlements for the project will will build in necessary flexibility that will allow the developer to pursue parts of project at puerto rican times to meet market demand and make changes as necessary. what i'm curious about is whether or not it is the limits of the existing analysis that hen done to allow for had flexibility in the future. i will give a couple examples if than i decide not to build the

hotel and add housing instead. is the eir deteriorated adequate to handle this without the need for you know a supplemental eir? same if they decide to take out the retail or institutional oozes and add in more housing instead to go above the 3,000 with the variance or if than i decide to add an extra flower or 2 or 4 or whatever it is, on various parts of project because that is hamakes sense from an economic perspective to move it forward, without having to do a supplemental. the ceqa question i have i hope you can independent to is, the limits of the document, you how far it can go in terms of providing coverage for the entitlements? and i say entitlements include flexibility to allow for shifts.

>> thank you. commissioner moore. i believe that the draft eir in front of us iskerate and complete. a large number of alternatives mostly 2 or 3 is stretches it approximate gives everybody that is happen this is only these are comments for the draft eir not an exchange with us and staff. one thing i like to suggest the graphics which show the theatre punch out the theatre more strong. because your eye gets lost language the line of how that object, which is much of the alternatives, pop in your eye when you look at alternatives. it may be the smallness of had the eir shows, but i suggest it is more strategy low dliniate exclude popped out in the graphics. the other thing, that is my own

personal comment probably not really deir comments; the new formula style theatre and value eludes me. i looked at it and been there. the site is complicated due to the fact the theatre is in a bowl, so to speak. makes usability of that site under any theatre configuration, difficult. the theatres built does in the meet ad a requirements of how you get there. that said, i would like to see a slightly larger e laberation historically with pictures or whatever, to explain the new formalist style. having a practice in my feeled in my entire education, dh is extensive in architecture the style of new formist has never crossed my desk.

there is obviously similar styles practiced by -- concrow that takes forms similar to that is attempted here. without trying to [inaudible] i would like to see a slightly more in depth explanation of value of the building and the stylistic importance. those are my comments, otherwise, i believe that is in front of us is thorough and goes into all of the aspects we need to consider. thank you. >> thank you. commissioner koppel >> thank you to the environmental review staff you do a thorough job. i would like to echo commentings of commissioner diamond, you said it best you said opportunity site in 20 acres. in this 7 by 7 mile wide city is a huge opportunity. i want to make sure we are not

black history month. i want to say to everybody here, the san francisco brown bombers born and bred out of the bayview hunter point communities, we are black history. we are black history! our staff, our coaches, our parents and our communities. >> i cannot go any further without acknowledging where i get my strength. it is from my wife reggina has been by my side and allowed me to sacrifice a great deal to keep this organization running. to our board of directors and our staff, and i'm proud to say this; of our nonprofit board of directors has been together for 24 years the level of consistency and commitment we

have given to the youth of the city and county. san francisco. you can give it up for the brown bombers and their work all of you are a part of that! teams we never play exclude bringing home the gold trophy. again, just to shed the light on other folks in the organization, enough about me. i like to call to the microphone, mr. randy taylor head coach of the 14u football team. game. i am grateful that my son has had just genuine coaches that care about him. his talents and his abilities as well as the developing him on approximate off the field. i want to thank you to the whole san francisco brown bomber's organization for all you do for our kids. [applause]. >> hi i'm i liegea, i like to thank my coaches. parent and the mayor for having us. brown bombers are more than a football and cheer program they build relationship and allowed us to show case our talents to high schools.

in my year on the team i built strong relationships with coaches and team and others with the program since they were 6. thank you for appropriating mow for high school football and a great season. [applause]. >> good afternoon, everyone i'm roberto hernandez, thank you, mayor breed for having us today. we are grateful and appreciative of your time. this was my first year playing football for the bombers. first i want to thank my parents and families that event supported me and been to my games. secondly, thank my brothers that played with me. i had fun with them and i wish them the best for college and hopefully the nfl. finally i want to thank the coaches, coach sully, randy, t, sue, john and coach bill. i'm grateful you taught us the game strategies, discipline and pushing us to be the best.

[applause]. >> i gotta say, in 24 years since we start in the 1999, never was this moment ever a part of our thought process. when i was asked or tasked with creating a program in the bay vow to give kids an opportunity for a program where they receive youth leadership opportunity, i initiately said, amount i'm from the western edition. and as a good friends of mine judge perkins asked mow to come up, and asked me why did i tell this young lady, no. and so i turned and told her i will think about it, low and

behold dihad they asked. we started a program. here i am 24 years later still remaining as the president. and i gotta say, this is an all volunteer program. we have over 50 staff members. that give their time more than 20 hours a week during the season lasts 4 months. to love, to serve, to moteerate and inspire the children that come in our organization. winning is great. but this organization is built on creating. a new family for our youth >> whether they come from a great home or a home with challenges, we are that alternative family that will embrace our kids and serve our kids no matter what. and that's what carried us for 24 years. so give it up for all the

volunteers who give their time. all of the parents who give their love! money, bloods, sweat and tierce. to all the athletes who give us all their energy each day when they are out there representing that orange and black! [applause] let's give it up one more time for all the kids! let's go! all right! [applause] [crowd noise] honorable mayor, yes, we grew up in the same community. yes, we served on the nwacp youth leadership committee. yea, we have been each other. the woman you have become is amazing i watched you grow and proud it have known you and more proud you are the mayor of my

city the 45th mayor of the city of san francisco. for all our kids here this , is an opportunity to see what a dream can become. coming from the streets of fillmore. coming from that western edition, city hall is her office. she runs this city and we could not be more proud and say, thank you. give it up for mayor london breed! [applause]. mayor, before we conclude, we have some young ladyos our d12 dance team, ladies stand up, you just stands up i need to you come here and take 3 steps forward. i need you to all turn to your

>> my family's starts in mexico in a small town. my parents are from a very, very small town. so small, that my dad's brother

is married to one of my mom's sisters. it's that small. a lot of folks from that town are here in the city. like most immigrant families, my parents wanted a better life for us. my dad came out here first. i think i was almost two-years-old when he sent for us. my mom and myself came out here. we moved to san francisco early on. in the mission district and moved out to daily city and bounced back to san francisco. we lived across the street from the ups building. for me, when my earliest memories were the big brown trucks driving up and down the street keeping us awake at night. when i was seven-years-old and i'm in charge of making sure we get on the bus on time to get to school. i have to make sure that we do our homework. it's a lot of responsibility for a kid. the weekends were always for family. we used to get together and whether we used to go watch a movie at the new mission theater

and then afterwards going to kentucky fried chicken. that was big for us. we get kentucky fried chicken on sunday. whoa! go crazy! so for me, home is having something where you are all together. whether it's just together for dinner or whether it's together for breakfast or sharing a special moment at the holidays. whether it's thanksgiving or christmas or birthdays. that is home. being so close to berkley and oakland and san francisco, there's a line. here you don't see a line. even though you see someone that's different from you, they're equal. you've always seen that. a rainbow of colors, a ryan bow of personalities. when you think about it you are supposed to be protecting the kids. they have dreams. they have aspirations.

they have goals. and you are take that away from them. right now, the price is a hard fight. they're determined. i mean, these kids, you have to applaud them. their heart is in the right place. there's hope. i mean, out here with the things changing everyday, you just hope the next administration makes a change that makes things right. right now there's a lot of changes on a lot of different levels. the only thing you hope for is for the future of these young kids and young folks that are getting into politics to make the right move and for the folks who can't speak. >> dy mind motion. >> even though we have a lot of fighters, there's a lot of voice less folks and their voiceless because they're scared.
