4:24 pm
presented by analyst tracie lawrence. and this is an informational item. my name is tracie lawrence over seat public information officers responsible for doing the work. first, i want to explain to you what each of the difference are between the out reach, notice. violations and citation. i think this will give context behind the numbers. out roach we issue those when we want to take a softer approach. our goal is always to educate the public on hatheir responsibilities are. as well as what public works responsibilities are. to community that it is a
4:25 pm
partnership. between the city and the residents and business owners. then next we have the notice of violation. i will go back to the out roach that is manage if well is no history on the property. if not agregeous or the items we don't know if the residents who dumped issue anning out reach letter and our goal is to educate. next a notice of violation. that is typically had it is agregeous but not enough for a citation. we often issue thez when is no history.
4:26 pm
notice of violation fort %. the citations are you know it is a bit punitive. in 2022 off the heels of the pandemic during a time had we were considering this people were stuck at home prowsing more garbage we try to be sensitive to that. we wanted to be mindful of the difficulties people were experiencing during the look downful we are still short
4:27 pm
staffed we have a staff of 6 public information officers we are down to 2. those 24 working with the graffiti initiative. we anticipate once the individuals are fully trained that will start seeing a higher increase in those numbers typically around the fiscal year of 2018 and 19 that is what it looks like what we are staffed. >> this graph shoes actions this
4:28 pm
we are seeing for the fy22. the first half of fy23 monthly trendses show the team main tained higher actions compared to last fiscal. in december when we lost 2 aadditional members of the team and you are seeing the decrease in december of 22. upon >> and in the fy23, the top violations are uncontainerized garage that can be garbage bins the lids are in the closing. garbage where it is scattered on the sidewalk. include cardboard not properly broken down and bound together. then we have 27 bins and the illegal dumping. uncontainerized bins represents
4:29 pm
22% of aural code violations. 24 bins is lowest but get a lot of come plainses that is number 2 we address the 24/7 tote whers we have a complaint. >> and the next is the that makes 30% and the next is our illegal dumping which represents 22%. and this number is low because often time when is the items are illegally dumped, there is no identification and no one to address the violations. and the next slide this is now to the presentation represents actions per zone. zone f makesum 30% of all the actions due to up tick in violation and come plainses about over grown vegetation. and 24/7 toters require spending
4:30 pm
significant time in that zone. where the other zones the pio's were stretched between several zones at once. >> zoen zone d that it is less. and that is mainly because there was a now public information officer in that zone and he was not recording the out reach for that one. but what we see is that -- all throughout the board that everyone is consistent. throughout. with the verbal out reach. that's it. thank you for your work this is something that is interesting to
4:31 pm
me. it is the large amount of illegal dumping you will have someone 3 a bag out. the big stuff is there any way if you mentioned there were no tags or anyway to get at the big violators. have you thought how to get them? have a stake out? you know. i was more than happy with the work everybody is doing buhman that is not right. really. i'd suggest become to you if you could and -- try to figure out a way to site the folks.
4:32 pm
>> i think what is important is to educate the community about all of the resources available and also takes a community to get fed up with illegal dumping happening in the neighborhood. i think they have an understanding that it is in the just public works but it is also your responsibility. to care for your neighborhood. and i will make an example in china town, some of the neighbors are the residents and the merchants are fed up. let low i get, lot of e mails with photos i got video coverage of people illegally dumping because the community is tired of that happening. if we get enough buy in from the community i think we will be able to cut down a lot we tried stake outs they are not effective. that means you would have to prop the person, often time you don't know where they are coming from which i think that a way to do combat that is to get the
4:33 pm
community involved. and have them sort of tapping into and reporting their neighbors like we have going on in china town. >> et guess the community involved if you are doing out roach are you doing to to notify the home ordinance and people fed up. >> absolutely. i will go back to china town we the information and explain that it is not fulling the responsibility of public wishes but your responsibility to care for your nishgd. as a result we started getting neighbors reporting their neighbors in other business owners. on that if i may continue. it is the dual responsibility of
4:34 pm
the homeowner, business owner and the dpw? correct. is tht homeowners approximate business owners to get that regular garbage. you know. or they go out and clean up in front of their house all the time with whatever is going of where does dpw fit in? >> the core responsibility is the home ordinance that is your recycleables you have i bin. they should come out and clean up in business. public works we and through and take stuff in the tree basin that is what the pio's.
4:35 pm
respondentses are to inform the residents their responsibilities and ours the difference between the 3. but i wanted tap in and say they were working on a program they put in cameras to catch people who are illegally dumping and we see physically the vehicle, what time of how afternoon they in this is coming soon. we are working on the vendor to secure the cameras. this will be a big help with illegal dumping. may be impacted by plaque staff. >> absolutely. you said you are 2 now and there
4:36 pm
was 12. no. we have a team of 6. i'm sorry. no we have a team of 6. and so, yes, we have a team of 2, i mentioned there was an announcement that closed a couple weeks ago. we hope to get staff on the board soon. you got. thank you, both. >> you are welcome. >> yep. upon popular topic. commissioner? >> thank you very much >> a question. when businesses or residents have people break nothing their garbage cans and pulling everything out and making a mess. i know that looks are available. that you will supply looks. when you do the out roach to talk to them, hey you have a mess, this is in the cool.
4:37 pm
we have to site you if it continues. do you carry the looks with you? >> no. that's a service that is provided from recology. they look the bins or sub scribe and recology will have bins they provide for free. why thank you. >> i requested looks before through you guys. i didn't know you had to go to ricology. yea. i don't know if there is an easier way to get looks to people. they don't remember to reach out. >> that's the job of the public information officer. if we notice that the bins have
4:38 pm
broken in and garbage scatters or someone complains after a notice of violation that's had we tell them is you should subskroib to look service or inside service. >> you are welcome. >> and i got a few questions. thank you for the presentation. graffiti it migrate friday a notice of violation to now dpw sending someone to take care. how do we shift our people power and how does this work? i believe you have one i wanted highlight that. graffiti is a big issue. for me i get violate exclude get a notice of rilagz.
4:39 pm
wow, okay. burke thank you and going beyond we are workup i want to make sure you get the support you need and also, too to let you then and there american is working on how do we prevent it from getting on well in the first place. roaching out and wearing my other hats go after theifiy most egregious graffiti people there? and as commissioner harrison said how do we go after the people in the bayview i saw the most egregious industrial dumpers. being we are short staffd and being it is expensive to take hall this away it is cheap in invest nothing deterring than it is to housekeeping we come in and we clean and up 3 days later they find a clean pot to dump.
4:40 pm
when i heard already in the works. i will be there for the success store and he am proud we want to support you with that. i believe it is cheaptory keep it off the streets than to pick it up. why i think that is it. thank you very much. awe some presentation. >> mr. fuller. public comment. members of the public had wish to make 3 minutes of comment on item 4 performance measures report line up furthest from the door if you are in the chamber if you are call nothing dial 415-554-0001, access code: 2499 977 0398 ##, then press star 3

to enter the queue. no one in the public wish to speak. sfgovtv is indicating we have one call arementing to speak on the performance measure report. unmute the call and caller you have 3 machines to speak. >> commissioners, i will give you an example. on san bruno and fulton, over 6 months we had dumping of cardboard. we contacted all the agencies
4:42 pm
that have been mentioned in the presentation. recently, we managed to get [inaudible] where those who can't read english could understand they were warned they could be fined over 1 thousand dollars. so, the cardboard dumping diminished by 50%. it still goes on. on the commercial corridor like san bruno, we have notices good notices to the businesses in several languages.
4:43 pm
so they know that the cardboard and other garbage should not be put at the corner of a street. and should be taken care of in the immediate vicinity of the stores. when we talk about quality of life issues, we cannot leave out contractors from outside who in in our neighborhood and dump 7-8, 10-15 camodes and other stuff like this construction material. my office they come inside and dump construction materials. we have to have a plan. community police and working with all the agencies.
4:44 pm
including ricology. and this has not been done yet. we are several agencies. >> 30 seconds j. talking their own language. but we have to have a common language. so that we work on a wall footing if we want to address had on a wall footing we have to have a plan. a roibl and sustainable plan. we don't have it in san francisco today. thank you very much. thap concludes public ment. >> further discussion from the commission? call the next item. >> item 5 is the bureau of street and environmental
4:45 pm
services performance measures report. this report is presented by superintendent christopher mc danielle and is an information am item. good morning, how are you. chris mc daniels superintendent of street and environmental service. happy to be here and provide this report for you. the first slide is about the street and walk cleaning requests. you know we collect our requests from 311. and we understand this our service level is 48 hours. we try to achieve that goal this report shows you how we are doing as far as street and sidewalk cleaning. 2022 you so this we have the high year of 178, 166 requests employees in 2023 we have 91,
4:46 pm
178. our response time within 48 hours is 80% now. as we talked about earlier, we have a staffing problem. it is difficult to meet this requirement had we have basically a quarter of our staff missing. we are trying to hire additional resources. we have positions in the queue. we have truck driver and labors and graffiti folks in the queue. new year's, we had a lot of rain. you are familiar about that. during those times all of our labor is transferred over to dealing with storm watch. we are assisting the puc. clearing catch basins to make surety leaves are not settling on top. that minimizes the flooding
4:47 pm
others have been issues sands bags to the public. thousands issued throughout public to prevent flooding at business and homes. we have an different direct your attention process. during january -- for 4 weeks we are doing every dame diverting cleaning crews and putting them on sand bags and catch basin cleaning. the next slide gives you a break down of all of the service requests coming in the largest one the street cleaning of steamers are 20%. packer trucks are about 2% and
4:48 pm
remaining is encampments. the next breaks it down by the month. and you see december and january you see the amount service performance levels within the green. area, which is close to our target. now we willium in graffiti this is public property. graf feetedy. we talked about earlier, staffing is an issue with graffiti program as limp can't paint out graf feet when he it is raining. january, 4 weeks of rain we put the graffiti folks doing catch bank clear and sand bags. to ke
4:50 pm
wang level. contractors help us with the learninger or tall are buildings to get above the 8 feet level. >> this slide is a break down. adds the public and the property the percentage. the public is always higher than the private. 38% for private approximate 62% on public. now we will jump to trash receptacles. you see in 19 and 20, it was even. we were installing and removing at the same time. it was even. you see 456 it 454 in 2020. 2021 we removed more think that installing. why were we removing them? we get complaints from the public a lot of times trash cans
4:51 pm
get bring more trash. people figure they put card board on the side. so -- that's why we have thattium. we have a lot of repairs on older trash cans they take a boating out there. met of the time the doors broken we repair the doors. wee do eliminate the graffiti. you see in 2022 it came down to close even as far as install. in 23 it is the same. the treasure cans out there have 2 types the concrow and the met will. we have a new press that in in new procedure. a new time can will get here they will be replace exclude we will have now once out there. this is broken down you seat different years and how we are
4:52 pm
levelling out in 2023. any questions? thank you. commissioners? questions? the presentation. for the steamer request, it is 20% is that because we are short staffed and we don't have enough vehicles. is that why it is low? the strolling is 20% of the total cloning efforts we have mostly street cleaning the steamers are a mall percentage. labor affects us cross the board not just the field staff picking up trash. steamers have equipment. we are equipment changes as well. and quick story, we have 4

packers city ouied. 2 at shop that is getting reed one caught on fire last week. when machine putings bat rein the back of the packer when it mixes with the stuff and smashed it causes a fire. we were not able to put it out immediately. you have to dunk contents on the grounds and fire department come in and watered it down. electronics in the truck was burned now that truck is in the shop. we have one packer city wide now. so -- we have a lot of challenge bunkham dot best we can with when we got. i know you guys are working on the budget. and i just like to request again that we add trucks and vehicle and equipment to the budget if there is a way. this is the biggest thing i
4:54 pm
heard. and i think that can help you guys the bechlt >> we have a float department this tracks our vehicles and helps us make those recommendation they know the life of the vehicles and we depend on them to help us put the units in the budget. we have a lot of different piece of equipment and try to make the best decisions. there is only so much can you do. right. they help with a bit. they know the life of the sxrks we weigh this and look at miles and the condition and the outside and make decisions as far as equip. >> thank you. carla short, 2 points, the 20% for the steamers that is the percentage of over all requests this we get through 3 upon 11
4:55 pm
not that number we are responding to. you understand. >> yea. >> in terms of equipment i wanted to -- note that this is going to be a difficult budget year given the deficit prosecute jections and unfortunately our equipment for street and environmental services is funded through the yes or no fund. we put in requests for equipment and as superintendent mc danielle mentioned we work with float managers to be come pliant with the california air quality board. we will prioritize trucks in the compliant for replacement we did that replaced the sweepers that were not compliant. we look at the life span of the vehicle and the amount funding we put in repairing vehicles. but typically we are begin an

allocation for vehicles and have to figure out what is the best use of that limited allocation. we put in the request. diagram put it in this year but i'm not optimistic we get funding for equipment this year. >> we help you guys. >> someone is listen and yea y. the bayview with the illegal dumping issue that is where we need to have the equipment. so we can make a dent in the amount of illegal dumping there. my supervisor sent mean 7 pictures of 7 locations and said boss, we need help out here. this is all construction related deborder patrol. we think coming in from other parts of the bay area. south bay. >> unhuh. why building and stuff.
4:57 pm
why commissioner. will i beg to differ think different low. i think mayor came out with the budget and said it was going to be tight exported prioritize streets. we are admit getting in the back of the line we are in the front i encourage to you keep that perspective and reminds the mayor and the public. i like the gentlemen who spokarier said 50% got picked up. great if you want it less we can't cut budgets we need machinery and people to do it. my perspective is no, you will get the 4 or 5 but get on the offensive and let the public know so everyone knows clean streets is the priority. than i say we gotta get back history line it is budget of i than cleaning streets and street cleaning has been at the back end of the department and i

more they are brood brushes. like they are also gap in the service, too much i get complaints from people manslaughter move the dirt over if they pick it up and moving too fast. if manage is in the working because the machines roll. more detail on this with specifics of cloning the streets and >> people versus machine. why i think we can provide ha. a small point for illegal dumping these are big piles of construction related material. we don't know what is inside the under mark for identification this. may be a bat row. >> may be nails or manage if we don't want our staff to be dealing with. it is a matter of efficiency and time in some case in the bay rowel. a loader and a dump truck can take care of one site and

resource used somewhere else. they are clone and giving the next pile red to be loaded up. that is one reason why we use our equipment. street weepers is obvious. we have the bike coalition on the bike lanes. we are using sweepers hafit in the bike listens to go on to the next one. we have a lot of initiatives in accomplice that is trying to help us be efficient. we can break that down and the director may have comments on this as well. why thanks. thank you. chair. i want to add, the request his in in are for the street cleaning and of course we are to delegate the appropriate response to those requests. i know we have folk from thes performance unit i will recognize christopher is here. we do request electric the what measures we have that we are

today up. they are called artists they are doing a good job. thank you. i think. one last question why are the groups separate one for patriot expect one public. >> well, we talked about the opt in program that is all private. we want folks to come in and mitt application for review and go out if on a corridor we want to pinlt from the ground up 8 feet and the contractor come n. is if separate staff or programs is it separate staff. we do public and patriot in the original set up. opt in is a special program it is fund third degree way. our team works hand in hand and we dot roll out and do the small jobs and we dot spray jobs where we spray the freeways. 2 separate.
5:06 pm
>> okay. >> working together. >> good. >> thank you. >> further questions? >> yea. when we came on board i understand the department get their own hr department of are they funded out of your budget? so it is still an issue? i would assume? >> yea. thank you. you will hear from the new hr director next month.
5:07 pm
and so she'll really approximate give you her rotted match for putting a dent in our vacancies. we do have to so there are city wide exams and department examples. we have to do the department example. in house. we do now have an exam team. we have built the hr team first we hired the hirerers. they were the first and we are almost fully staffed now in hr teams. and they are working on a plan upon department ouied when chris mentioned the queue within the d. i will emphasize our street cleaners and truck drivers and laborers and environmental service workers at the top of the department wide hiring plan. they are number one. 1, 2 and 3.
5:08 pm
but we do still center to go through those processes and setting update example does take time and if it it is a department wide exam. then we have to do that with our team and if a city wide example it is sometimes handled by dhr. i would say one things we are doing in case we the do have to review. the innerim for classificatios and a faster way. the hr director in the process of finalizing she has an ambitious goal before the end of
5:09 pm
john. and so show is wing on how we will get there. and she will be presentlying to you next month. we will have clarity and hopeful low we will update that more in this month before she come back. why on this, how does -- that hr department, how does the preaprentice and the other programs mill immediate with that. >> so that's a great question. the preaprenticeship programs that are our position the 9916th are hired by us and the apprentices are hired as our staff. they will be this hr team will hire those positions they other 9916 preaprenticeship the requiremental service wars the top 1 its is a constant hiring
5:10 pm
because we have so many employees and then there is in higher than average attrition in the role its it is antireal you know low barrier workforce development position. they will hire those positions as well. and then the aparensises and the preaprentices have a work flow into if they complete it. after a certain amount of time they apply for other approximate suspicions. >> i know on the apprenticeship program there is a panel. we have machine this leaves after lunch, so is there something like that or would this program be like the preliminary to that? >> had is right. with the preapprenticeship program our work force development is here works with
5:11 pm
the prierzs of the staff. and they keep track of issues they may be having. and the folks who are strong performers are recommended for the programs. the current class of labor come from those 9916 programs. y will are some people apply who did not in come through the program. they have a high level of as all employees do. the commission questions from the mission? >> just do we have an eta on the

we are a city and we really care for our youth. we have to care for career jobs. approximate not out sourcing. again and again, in the past out sourcing the job and no credit were goin them. i worked with [inaudible] who passed away. he was my main point of contact. i worked with lawyery stringer. he knew what was happening. this b. s. of talking about hiring to the agency is just talk. we need time line and goals and we need ft else's that look to

>> questions? thu funding there are verse groups now they gift money to the department and then the department determines who gets the money. we that is determined off an rfp wela snouns it on the bid and through this bidding press this contract is awarded. you issue an rfp and the various neighborhood organizations. nonprofits are eligible. through the rfp they know about it. >> yes. >> it is noticed. we will notify community based organizations zee existing reps with and you are, wear well is a

grant for this. but it is publicicized. it is not an insider you know we only gear it toward an agency. open to the public and goes to a competitive bidding press. why my purpose is to ghet on record so everybody knows. >> indeed. our protection. >> so the that's how they apply for it. >> is there and who makes the decision on which one of the applicants receives the money. why based off their scores from the grant applications. we will publicicize the grants we indicate when we are looking for. the organization then applies and lays out their qualifications for the actual grant. and it is scored by 3 to see how they tally and say they put this down in translation and a final
5:25 pm
tally scored and individual agent had scores the highest is usual low awarded that condition tract. >> excellent. that's how they are selected. that's goed. >> so then. how is the amount of the grant determined? >> good question. carla how is the amount of grants determined? thank you. carla short. the amount of the grant is usually determined by the amount of funding we have available. and as you noted we have different funding source. i will use the example of the upcoming tree nursery. we applied for and received 2 grants from the state. to develop the nursery and then
5:26 pm
to develop a workforce development program at the nursery. the state is then basically we are granting out the monfret state to a nonprofit to do this work. other examples add backs. we get funding annually allocate friday the different supervisors. so we have these very small amounts of funding. geared toward community benefit of some sort in districts 4 and 7 they wanted have an environmental education compoenlts of it. so this grant is going out to fill haneed that is add back funded they had an allocation. other grants we get and put in funds to our budget and received the fund and so they were using general fund. for the guarantee and then be
5:27 pm
the steam cleaning we got additional funding in the form of an add badge sometimes a combination of funds we will start the grant amount with the funding we have. we mode to be sure people know here is had we are expect and have the resources. firefighter we are able to get resources we will sometimes amend the grant to include the resource t. is a function of what the funding we have available is. that we base that grant amount on. that's done by this yep and committee or yourself? it is through our budget process. so we will ask for funds for these programs. through the budget press or we apply for other funding sources. things like the impound account them is fund this is come from the ricology rates that come to
5:28 pm
us to support the cloning programs. so this is one where we work with the kreller's office to identify whf is available and go from there. but it is usually done first through the budget press and then if it is wing with war extent our grant's manager when packages the rfp's. they build the w scope base on the workforce development and grant's manager packages update rfp's and notifies the various agencies about it. >> so it is a team of folks that make the determinations. at a later dey date we will talk about why the nursery has to apply for i grant to prit. why is this another division of the department itself? >> it is. so we had an opportunity to get
5:29 pm
cal fire which is cal fire and forest protection people forget important part of the name. they offer a workforce develop will grant. we thought, that is i way to supplement our city programs by as we were developing the nurse row this was the perfect town to build this in the nursery is our program and will continue. and if this is successful we will put it in our budget ask and not rely on the state grant. but that was i perfect opportunity to supplement city and state funds. why it it is creative. to go for a grant. why not. >> yea. . upon one of these i think our meeting in december.
5:30 pm
where there was given 2 guarantees it one community based organization. for steam cleaning and pressure washing. yes. i see why one group getting 2 guarantees. yes. >> they received the guarantee and they applied both and scored highest through the rfp process. how does this get out to others. why there are i 2 separate programs one is trash can steam clean the other is the sidewalk steam clean program some of the funds specific low allocated to china town. a ployed for both of the guarantee and they scored highest. there were other applicants cyc scored highest.
5:31 pm
now here is the crux of my thinking here. steam clean and pressure washing requires skill. on steam cloning is i dangs wagz. so the folk catharsis going to do this work. are people who belong to the different organizations. mount based group and nonprofits. who trines them to run this. >> cyc is trinned to state practices for steamer prescriptions. cyc. code of state practices relate to ewe likewising a steamer. so they follow our practice when is it miss to their [inaudible]. >> the -- cyc? they have a state license this
5:32 pm
allows them to train people? of >> they anyone can use a steamer but have you to ewe likewise it in the protect christmases to be commroinlts. if they are required be fitted they are required ewe likewis a resperator they follow the practices we require our laborers to follow. >> so our laborers don't train cyc's group. >> no they are not trainers. no. is it laborers work?
5:33 pm
>> of we are not going to get answers today. in my mind we have a problem i'm concerned that laborer's is going to private concerns. i understand the ideas based on good thinking we need to work to get diagonal public upon demands we do this w and clone it up. so you are being efficient and getting the people to do this. we are short handed. witness we are short handed then in my estimation we don't need to put steam cloning and labor work out. jury room this is a component of workforce development. where they have the town to be a journeymachine labor. this is low are impact on labor
5:34 pm
scale. workforce development you get trained on the yen and from there you promote. and men labors come from program and mount agencies like this community groups. that help the city clean the city. that's one of the workforce development components. steam cleaning, requires some training. and that's hat company does. than i train employees, a requirement, when they bid the process. and they begin to dot work approximate evaluate the workers. then in return they recommend people on their staff to yoin our program. approximate to which our director was saying that soon they will join our program not just by 9916th. >> you answered my final
5:35 pm
question. >> okay. >> that's my -- i don't want you to think we are taking w away from the journey labors. they are general labors. they will be general labor its is a part of the workforce development program. >> we have to be careful. don't want to -- do things that you know00 althoughed upset people that i used to work for. why correct. >> thank you very much. i think this conflict [inaudible] i filled out [inaudible] i can talk actual about rfp's. but that being said that there is something to get it stard and run for i year or 2 and got t. and let's grab the people.
5:36 pm
sometimes the grants are another and another and get comfortable. now of course, it is short staffingir get it and understand that. but your concern is are we getting comfortable with it being i grant every year and offering the grants and why is it are we not bring negligent full in house? >> in house we don't have capacity. >> and now i think and have the capacity. why yes. why yes. why thank you. >> thank you. one more thing to add the individuals don't stay. it is not they come in and this is their career. this is a workforce development program they do exit from the program to unsubdoized employment. the last year for the grant cyc had 29 issue 9 exited. they don't just stay with cyc
5:37 pm
and dot steam cloning. they get the train and move on. somed vs may in to public work and other departments in the city. but they do exit the program to unsubsidized employment. >> cyc is a workforce development organization? >> than i have a workforce development component in their organization. >> thank you. commissioner? and i have one, too. >> thank you for the information it has been helpful. is there i way that you guys over see the people receiving the grants and know that they are performing the work as they are posed to?

absolutely. hello deputy city attorney. i can answer that the controller's office with the city attorney's office -- released some guidance on what to do when check nonprofit per mers they near good standing with the state ofical cal. so well is guidance we follow all grantees are to be checked against the data base as well as our office must, prove as to form all grants. so before we approve as to form, we must ensure that our nonprofits are in good standing with the state of california. >> thank you. trying to help be a better process. >> further questions.

we are roaching out to you to achieve that goal. i have slides to reminds everyone of everything we do. >> customer service requests you know we were 24 hour prescription we have a team ready to go. we collect 10,000 per month and receive our requests. we covered we had an incline. folks got phone and sent a picture and ends up in our office. there are a lot of ways to

submit a 311 call. service team is -- always on the red and we do a god job. and xoed their requirements. as far as power wash and stream cloning we prioritize service requests to address human waste. on the streets and walk. we get call and sends folks out to remove that. we have crews throughout the city and did a fantastic job. illegal dumping we talked about this before bay vow is the number one locations we have the

problem. talked about heavy equipment modeed remove those locations. we try to be proactive as possible but it keeps coming no matter when we do. folks continue to dump in this area i guess it is close to the skouth bay. our supervisor works irrelevant hard and he cares. i mentioned before hoe sent mow a text with pictures of 7 locations he needed help of that is a problem we need help on developing as far as illegal dumping. the next is graffiti abate am we talked about public and patriot and tax about the help from business owners in the corridors with the opt in program. you guys continue is i service we provide. >> encampment this is is a big issue for us. we struggle not only in the tenderloin but in other yours as well. we work worrying agencies to

left week. we are the first department this people chao well is something happening on the right-of-way we control it and keep it clean. assessment truck. and that's the last challenge i wanted present to you today. any questions? what can we do to help in we are struckling on how to package this. we report to you regular low export to make sure that the controller's office is satisfied with the information that we are providing. so -- that's the ask.
5:49 pm
of we'll have additional comments on that. one of the things that we have been struggling with we established good baseline levels of service from superintendent mc daniels 48 hours for most services we are able to stay in the pretty high 80s or low 90 percent in the baseline of service. we can control depending on staffs we control how quickly respond to things. but as to quote superintendent mc dan yelgs, we are trouble maintaining the cleanliness. after our crews go through anywhere they clean, it would meet any standard of cleanliness. challenge is, it does not stay clean for long and is it fair to judge the
5:50 pm
department against that when we are novelty able to manage the behavior that is contributing to the challenges we face. so -- we have i think good xoeding the american public ws association. base lines of service we established but struggling with when is the appropriate minimum standard of cleanliness or the question would be when do you measure it. dout measure when we cloned i block or measure this at all times if you measure at all times we are set up for failure. because of the challenges we face in san francisco now. that is our ask to you. we like your guidance on how should we establish this is part of your mandate. how should we establish what seems like manage we can fir low be judged against. when it miss to the minimum
5:51 pm
standards. we feel comfortable with when we are established as the bills lines of service and when we are not able to meet them it it is we have usually have a reason for not meeting them. we are worried how we can be fair low judged or appropriate low judged against a minimum standard of cleanliness. we want to create proactive environment with street cleaning and i strug welthis every day. i can't set a schedule. i can't be proactive because the bombs are from so many druksz. all i do is be a fire man and react. will we should not be reactionary. have a schedule. be proactive. designate a certain staffing for the proactive work and have a mall group to react to those emergencies or out liners. i can't i strug welthis.
5:52 pm
i try to do that but i can't. looks like we are robbing puerto rican to pay paul and over here and before we get become we are called to another location. i just want to be able to have a better bureau, run it more efficiently. be proactive in everything we do. for mow and my past proactive w is the best and you have a crew here standing by. so. >> commissioner? thoughts on this while you were talking. get a 311 call and you clear it up in 48 hours. and then how soon do you get become to that spot? >> if i can comments. we get a 311 call and send the crew out they take care of it. but 5 minutes later it is become at the same location we get complaints we were never well
5:53 pm
their we implement document a follow up document system to prove that we were there at 8:01 even though 8:04 the situation was worse than from the original call. we mead to manage this better. we took folks around the square block and put our cloners in front. and taken on tour. how can you make a dent. that's the challenge. it it is almost an impossibility. and it is getting worse. and you don't believe everything i see at 5:30 a.m.
5:54 pm
>> i can't imagine how to deal with that. and if you are having a hard time you other professionals dog this 24/7 can you imagine mag us. i commit to you got outside eyes and extra set and advocates on your team. i mean -- you know i'm almostmenting to just develop a subcommittee men we go out on a field trip and do a walk and may be invite outside people. may be the media. because i think your best asset will be the community and the support of the community. biggest criticism is from the community. and from the tourism and people going, i in to san francisco it is dirty or this or that.
5:55 pm
mental health cries the housing issue the and it trickles down to us. so --. possible low a committee or manage like that. someone will help me work on that. because i believe it takes more then and there that once an among commission meeting. and -- you know i mean and also you provide us with the most information through your trendses. you go to the tl every day and every day at 5:30 it it is a problem. we know the baseline is, may be 4 hours you come in the exception of that one incidents. but -- you come out and you go, good for a week. may be leave and dust is your
5:56 pm
problem. so i think the acceptable level and baselines based on trends and based on social to the residences. you know i mean you go to westportal and a bit of dirt and everyone is 3ing i fuss the other likes i go and you gotta bring back loader. you get rid of it. every's got a 48 hour to the residence level this can't be. like street cloning. some get street cloned others get once a week and others get every 2 weeks. of that's where we emphasize our work. just toed for thought. i'm happy.
5:57 pm
i'm willing to commit the time. it is important y. we want to be successful. we are here with you. any time we ask you the hard questions we are on your side it make you better. and do a better job. people who like their jobs get more people to work with them, too. >> i gotta taste of your frustration. i had an idea. that went down the drain. further discussions? in. why thank you, mr. mc daniels we facility up i want to do brass tax of getting on the streets this . is important. where our work is. take it to the streets >> okay. >> thank you. why thank you. >> mr. fuller, public comment? >> members of public had wish to make 3 minutes of comment on
