they are -- have been no programs since january 28th. no programs are listed on another planet's website. and i have these photos showing that the side marquees are empty. and you can see one of the marquees on the side by the 17th street side of the theatre is in disrepair. the blank the empty marquees at this theatre depressing to see. in addition to that, another planet set up metal barricades on the frontage area. and these visual messages from another planet say one thing.

than i are not committed to keeping this theatre functioning right now as the controversy works through city hall. they are not putting on live shoes. not showing move and hes not having any public communication with us. um -- when i was here 2 weeks ago i mentioned that there was no programming from december 24 until january 27th. that was a solid 5 weeks of no programming. however. if you look at the calendar for january 20 then. there was something helping at the castro every night. on january 19th starting with the festival. there were live music concerts with the gay men's chorus. we saw on january 2019 mixed use of the theatre.

every night in january, i am really concerned that another planet going to keep the theatre closed until they get their way. if they don't get their way to remove the seats and flatten the orchestra level. they will not give us anything at the theatre. and um this it is not a good way for any corporation to come in and -- take over the theatre. general public comment is closes. item 1 department announcements

go over trends. the ref mule and expend tours, work program and the calendar. over the last will we are back a little bit of where we were with the pandemic but not to the levels we were in prior years that is playing in our projections and assumptions for the year. in terms of revenue, we have been asked to reduce our general fund by half a million dollars. and that we not request any new general funds and then also we are projecting to reduce our fee revenue by 2 million dollars.

so, overnight next 2 years, the city is projecting a deficit of 728 million dollars. it it is learning are in the out year than the budget year. because we do 2 year budgeting, that is the prosecute jection we are working with. and -- the mayor's office requested we center on equity. here is a chart showing theville um i mentioned. you see we are very high, dropped down and came up just a bit but we are will still low are than we used to be we feel like we need to adjust our budget accordingly. there is a lot going on here. i hope you are able to read it. you can see that in fiscal 17/18 we were projecting not projecting, we received 40 million dollars in revenue. in fees. and if we looked to this current

year, it will be 30 million. we dropped about 10 million dollars in revenue the last several years. so. upon given the volume and revenue trends we are look to reduce our fees from current year 42 and a half down budget year 40 and a half. and then the out year we'll ajust when we come become a year from now. >> grants and special revenues expect to be the same more or less. but we have currently. and in the out year they are a lower number we don't know the funding opportunity we'll have. 2 years. out. expenditure recovery is the w this we do for other diameters within the city.

when we perform studies, they will reimburse. for example, so. that's what that number is b. and same thing in the out year that number will change. general fund support, you see well is a big drop because we got one time funding for a project in the tenderloin. because it was one time, it is no longer in our budget. and those numbers reflect the 500,000 reduction. okay. so as always, i think you are familiar with hearing me say this. we are the most expensive part of the department. saul rows and fringe benefits. that's the staff. and that's the bulk of our costs. we are going from about 40 down to about 38 in terms of reductions. that is to match the reductions

on the ref now side. so when we are doing is we are basically it it is a paper exercise. we have many vacant positions and we will cut about half of them. to be able to reduce our expenditure budget. the over head number is something the controller puts in. that number will change. we don't have control over temperature that will change april and may be may. nun personal services is everything from contracts to the leases on photocopier manslaughter. very thrilling stuff like that. materials and splice the same. we don't see need for increase or decrease there. and then projects is where we put things like grantses and impact fee funding and you can see that here in the current year, that is where that one time funding was budgeted that

number is going down -- upon departments of technology and the city attorney's office. um -- so when this was put together. we did not yet have a plan of which positions we would cut this . 246 number is going to go down to 226. and -- that is in process and in the middle. fighting with the budget system to getents reals correct as not as we speak but this week.

i think the one you are most interested in is the preservation work program. i think that ritchie can peek to that if you have questions later on. it is basically going to remain steady. and -- there are movement between the different areas of that work. over all -- no big changes there. so. our racial and social equity group put together some upon plans and tools and resources and -- this is part of the way this we are address rhythm mayor's office request center on equity. and so as you know you also participated in this with the resolution and planning commission did the same thing. and a couple years ago we

the max number of units that are fitting within the building involve. inside of density limited boy a number or the ratio. compared to the square footage of the parcel they would have the whatever the amount they fit in the building envelope based on set become, height, required rear yard, et cetera. home s footwork would allow up to 2 extra bonus stories. this will dem penned on rate of inclusionary provided. and the program provides a set of modifications that the project upon experiences can choose from. may be reduced roar yard or reduced exposure as 2 examples. so, the first ordinance on your agenda president peskin had shared earlier is to amend the home sf program to exclude

recommended modification i described. the draft resolution states that individually listed resource or contributors to historic districts condition be demolished. intent was to excloud the property fist participating in home sf keeping with intent of the ordinance as drafted. >> the second revision in this revised draft resolution is related to ceqa. the draft resolution in the packets referred to the 2022 housing element eir, however this ordinance in and of itself, is not a project under ceqa or not considered a project under ceqa and the findings have been correctd and revised draft resolution for you. the second ordinance was introduced by supervisor dorsey. it would amend the code allow

projects under home sf to subject new dwelling units to the rent increase limitations of the reason ordinance so this is known as rent control. so instead of providing the increase inclusionary up to 30%, the ordinance provides a new alternative path where projects provide the required inclusionary rate and then all of the other remaining new units subject to rent control. and in exchange for that alternative they would receive the density krell. they would receive a potential one or two bonus stories and the other prevetted concessions. so that ordinance does in the require your review but this item is in front of you today because of one of the staff recommended modifications. and that recommended modification is to eliminate the

adjacent to the indoor arena. built in the 1920s. the san francisco park commission accepted a $100,000 gift from the estate to build a memorial in honor of pioneers in the area. the city and county of san francisco contributed an additional $200,000 and the stadium was built in a year. in the 1930s it was home to several colleges such as usf, santa clara and st. mary's for competition and sporting. in 1946 it became home to the san francisco 49ers where they played nearly 25 years. the stayed de yam sat 60,000 fans. many caught game the rooftops and houses. the niners played the last game against the dallas cowboys january 3, 1971 before moving to candlestick park. the stadium hosted other events before demolition in 1989.

it suffered damages from the earthquake. it was reconstructed to seat 10,000 fans with an all weather track, soccer field and scoreboards. it hosts many northern california football championship games. local high schools sacred heart and mission high school used the field for home games. the rivalry football games are sometimes played here. today it is a huge free standing element, similar to the original featuring tall pink columns at the entrance. the field is surrounded by the track and used by high school and college football and soccer. it is open for public use as well.
