unemployment rate is 53 years low. how can you justify that many people lost jobs because of covid? it is so hard for businesses to find employees now. please stop the eviction protection. stop taking properties for public use. stop the government abuse of power. thank you. >> next speaker. >> thank you. good afternoon board. my name is sarah freed here to represent interfaith movement for human integrity. i'm a san francisco resident and bay area faith leader. our organization works with many
2:36 am
san francisco faith communities that work diligently to stand up for immigrant justice. i'm speaking today in support of supervisor ronen's safety net for all resolution and the resolution to uphold sanctuary. sacred scriptier speaks to the importance of loving your naerbd and welcoming the stranger. since 1989 san francisco has been a proud sanctuary city. our local communities need strong protections from double punishment caused byclusion with ice as well as protections from falling into poverty. when communities are supported our neighborhoods and local economy thrive. the san francisco sanctuary ordinance is now long standing policy to keep our communities together. all human beings are sacred and deserve protection compassion and care. thank you for your time. >> thank you so much. let's take the next caller, please.
2:37 am
>> hello. sorry for the noise. i'm on bart. my name is jacky from south (indiscernible) here to defend san francisco sanctuary city-i apologize for the noise. sanctuary policies have been found to be safer and [difficulty hearing speaker] insure equal treatment for all communities. [audio cut out] especially children of undocumented residents. i urge the board to make the right decision and uphold our values and compassion, equality and humanity and as a former druck prevention coordinator, criminalizing people is not use prevention. thank you. >> thank you. let's take the next caller, please. you have two minutes.
2:38 am
>> can you hear me? >> yes we can. please begin. >> okay. this is mina young. my mother in law is 82 years old and we are san francisco-have been san franciscans for over 40 years, and we live in district 1. my mirther mother in law has been suffering from cancer. he owe 11,000 in rent but still has to pay for appliances and other repairs with no pay. this is slavery and she has no way out. please stop the so call eviction moratorium or eviction protection. it is out-right robbery with government as the
2:39 am
-my mother in law has the right to have timely compensation for her service as part of the constitution that i know of and the supervisors as i know swore to defend the constitution, so what you are doing is wrong. the moratorium is a mistake and should never happen again and you need to stop the abuse right now. thank you. >> thank you so much. let's take the next speaker, please. >> so, no one is that i think is recommending a whole sale repealing of our sanctuary city ordinances so i don't know why there is so much fuss from all the non profit reps. what i do think is a reasonable amendment is what supervisor dorsey proposed, which is to add fentanyl dealing
2:40 am
as a exception to our sanctuary city protections. i think everybody needs to understand, we are dealing with a fentanyl epidemic. i walked by on market street between 8th and 6th there are people strung out and severely addicted. when someone son or daughter gets hooked on this poison it is horrible, it is destroying families, so if somebody has a-is convicted of dealing fentanyl and caught again, it is a kindness to get them out of our country. sorry. >> can we have the next speaker, please? >> hello. this is michael putrellis calling and
2:41 am
i'm sorry to report on the death of the castro theater. we are now in the third month of no film programming at the castro theater. it is an absolute shame that greg perlos and north planet entertainment have stopped showing any movies at this beautiful theater. they have kept the castro theater blank for two months now. in addition, they have metal barricades in front of the box office to protect that beautiful box office, and i am very sorry that the castro theater as we knew it as a cultural institution for many gay people for lots of
2:42 am
film festivals, those days are gone, and it is really also with shame that we have not seen any protests organized by the castro merchants or castro cultural district. the death of the castro theater must be recognized so that we can keep the other single screen theaters alive in san francisco. why the castro theater died, i believe has a lot to do with the nasser family not maintaining this cultural institution and not keeping it up to code in terms of its structure and seismic retrofitting, so let us take a moment to recognize the death of the castro theater. thank
2:43 am
you. >> thank you for your comments. mr. lam, do we have another caller in the queue, please? >> hello, good afternoon. my name is alejandro garcia in support of supervisor ronen safety net for all and up hold sanctuary. it is important to maintain the sanctuary ordinance as is in san francisco to avoid anymore separation of families by using immigrants as scapegoats to collude with dhs and ice. not only does the ordinance protect immigrants and provide them a safe living situation, but the ordinance also allows workers to come forward when their rights are not respected at work. more then i can
2:44 am
count workers have come to us letting us know they fear retaliation and calling-employer calling ice on them so they didn't report wage theft which-discrimination, retalitation and sexual harassment. also calling to urge the supervisors to oppose it proposal broad forth by mayor breed and district attorney jinken and those by supervisor dorsey as well. we cannot arrest or deport our way to public safety. mass incarceration is proven to be inefficient time and time again. i also urge you not to support the mayor request for additional $27 million for the police budget. right now a lot of communities are struggling to meet basic needs and the last thing we need is more money for a agency
2:45 am
that continually harasses black and brown communities. the safest and most healthy communities don't have the most police. they have the most resources and we cannot arrest our way to public safety. lastly, i urge the supervisors support safety net for all- >> thank you. >> it is unfair that people- >> billy lets hear from the next caller, please. >> hello. my name is francisco, i live in district 9 and spent 15 years defending against deporpitation as a immigration lawyer and oppose attempts to weaken the sanctuary ordinance. so many beautiful comments from immigrants communities and hope you are listening because once you escalate talk about deportation and make
2:46 am
public suggestions law enforcement should work more with ice, even if you think it is narrowly tailored exceptional you are going to trigger fear of the police. you are going to trigger fear of deportations and fear of broken families sent to countries with lives could be at risk and this is something no person should fear t. is also a legitimate fear because if we make one exception here we open the flood gates for more. have supervisors considered how to actually enforce this exception? the potential impact of institutionalizing a relationship between the sheriff department and ice and how that could have further negative consequences because let me assure you, giving ice a inch they will take a mile once there is a institutionalized
2:47 am
relationship there will be abuses. now, some people say sanctuary was never designed to protect and fill in the blank with a horrible offense. well you know, they are actually right, and here is the deal-there is nothing in the sanctuary ordinance that stops police from making an arrest. sanctuary does not present a legal defense to a crime. we can have a debate about whether policing stops drug dealing and drug use- >> thank you for your comments this afternoon. billy, let's hear from the next caller, please. >> hello. >> yes, welcome. >> can you hear me? >> yes, we can hear you. >> can you hear me? >> yes. >> i'm a retired small

house provider in san francisco and strongly against the extension of the eviction protection. my tenant pay the rent regularly before covid-19, but since the eviction protection is in place, april 2020 he have been paying me a single penny for 3 years but bought a new car in this time. i cannot take him to court because of the eviction protections. i got some rent relief covered only a portion of the rent but not enough to cover the cost. the rent relief program running out of funding, so i get nothing since last summer. i just want to ask the council to
2:49 am
-who want the vote the extension of the eviction program to think about, have you contribute a portion of your salary to support these poor renters? if you did not, then why you ask me to support the tenants? i have been taken advantage for 3 years already. why should i still continue to be a burden of the poor tenant? it is responsibility of entire society to support the poor tenants, not only me. eviction protection just lurs good people become bad people and lur bad people become

robber. that's my comment. thank you. >> thank you for your comments. >> can you hear me? >> yes, we can. welcome. >> perfect. i don't see a timer. there should be a timer. my name is san francisco and we need to comment every single line item for the brown act law. also in public comment one can say anything they wish so think that is very critical to understand the constitution so i are believe there should be term limits. that means such as aaron peskin is actually out term so should be leaving. very important public

and the resolution to up hold sanctuary. we know that our local communities need strong protection from double punishment caused byclusion with ice as well as protections from falling into poverty. let's be clear, ice detention is plagued by severe systemic abuses and reports finding horrible horrible treatment including sleep-deepervation, medical neglect and human rights abuses so we cant fall down a slippery slope. this city has a sanctuary ordinance that we must uphold and i commend supervisor ronen for this and all her other work and i really hope all supervisors will uphold this and maintain our beautiful sanctuary city ordinance. thank you. i will give the rest of my

time to other speakers. >> thank you for your comments this afternoon. can we hear from our next caller, please? >> hello, good afternoon. my name is christian a attorney with immigrant resource center in san francisco. i'm speaking in support of supervisor ronen's resolution to up hold sanctuary. san francisco has lead the way in protecting immigrantrectomies rights and one of the first to send message to department of home land security to not (indiscernible) we stand strong-we need to stand strong and send message orphunity instead of implementling policies and reiterating racist and discriminatory narratives held and support by the extreme right. now when i hear what is happening in san
2:55 am
francisco it all most sounds like i'm tuned into fox news segment. we know these are tough issues, changing our sanctuary policy is not the way to solve this. we need and can do better. thank you. >> thank you for your comments. next caller, please. >> that's me. good afternoon supervisors. beverly uptonism thank you so much for your recognition today of the women housing coalition supervisor peskin and life saving work. the san francisco domestic violence consortium supports our sanctuary city ordinance with no new exceptions. this helps to protect survivors of domestic violence and all gender based violence and children while they reach out for help and try to find solutions and support. thank
2:56 am
you. >> thank you beverly upton for your comments. next caller, please. before we do, i will just announce that we have about 20 callers in the queue and 7 who are already in line. if you are one of the 20 and like to speak this afternoon please make sure to press star 3, other wise we might take the next group to the end. >> hello supervisors. today i'm calling for a end to war on drugs. as we can see in our society when we have done a war on substance and particular substance that substance is grown more potent. today i like to talk about some of those examples. first of all we have an example we are all in crisis about today. the one we are willing to sacrifice our liberties for and
2:57 am
sanctuary city ordinance for, opiates. (indiscernible) the government had a war on it. in response to that war that war implemented primarily for the purposes of criminalizing people of asian descent. we got a heroin crisis and that was pervasive in the city and tour the tenderloin apart and we fought a war against it. that war has brought fentanyl. we are fighting fentanyl today and if you think that war is over and that process is done, i have to tell you the dea is commenting that car fentanyl is responsible for a significant portion of our new wave of overdoses. we nearly made these substances more potent. the process is
2:58 am
reversible and should look to alcohol to show us that. today however i think it is important that i stand with sanctuary city ordinance and stand with immigrants of ourf city in saying, this war, this leg of the war won't help. it only has harm for us. it only has a more potency to the issues that are in our society. we should look to embrace the immigrants in our society and look to protect the sanctuary city ordinance. >> i want to apologize to everyone i interrupt. we are setting the timer for two minutes. billy lets hear from the next caller, please. >> hi. my name is victoria sun a immigration attorney in san francisco. i am also
2:59 am
a volunteer with asian (indiscernible) i'm speaking today in support of supervisor ronen's safety net for all resolution and the resolution to uphold sanctuary. i represent immigrants who live and work in san francisco who are in deportation proceedings including those with criminal records. i have seen how deportation and immigration detention tears families apart traumatize children elders and communities. we learned from past experience any new loop hole in the sanctuary city status even talking about loop holes or exceptional (indiscernible) tears families apart. thee attacks on sanctuary will spread fear among immigrant communities and signal sf is no longer a safe place for immigrants no matter how many dick decade they lived here-also set a precedent for other cities and counties to dismantle their policies. san francisco should be a leader in protecting immigrants and being welcoming for
3:00 am
immigrants. ice detention is plagued by severe abuse with (indiscernible) subject to sleep deprivation, medical neglect abuse and mistreatment. there are dozens of people on hunger strike in kern county for the past 19 days protesting the horrifying condition s in detention. we also know police use racial profiling to target black and brown communities and relying on police arrest and convictions is not how we should be determining who is welcome in our community. sanctuary ordinance is crucial in upholding equal justice due process and building a strong safe community for everyone. that's why i strongly support supervisor ronen's resolution and oppose any attempts to weaken sanctuary including the mayor district attorney and supervisor dorsey proposed ordinance. >> thank you for your
3:01 am
comments. do we have another caller in the queue, please? >> yes. good afternoon supervisors. (indiscernible) asian law caucus. i am also speaking in support of supervisor ronen's safety net for all resolution and the resolution to uphold sanctuary. we know our local communities need strong protections from double punishment caused by any collusion with ice and protections from falling into poverty. when communities are supported our neighborhoods and local economy thrive and employment benefits are a key part of economic stability for employers and workers who face unexpected job loss and the san francisco sanctuary ordinance has been a long-standing policy to keep our communities together. thank you so much for your time. >> thank you for your comments this afternoon. let's hear from our next caller, please. >> hello. my name is

please take into consideration the impact of immigrant undocumented workers that are hold here in san francisco. when we enter a restaurant and enter a hotel any kind of work a lot of that work is done by undocumented immigrant workers so please please take into consideration supervisor hillary ronen's resolution in support and be on the right side of history. thank you. >> thank you for your comments. welcome. >> [waiting for translation]

3:08 am
and not in a sanctuary city. so, i'm here to represent thousands of essential workers but it is hard to imagine what essential really means to you since we are not seeing much help. also here in support of sb227 and hoping that with your help we can make this dream for undocumented workers without taking into consideration the race or origin or religion, so please last year or two years ago when this law got to the governor desk, it died there, so i am here to ask for your support in that resolution. thank you. >> thank you.

excluded so i'm asking now for your support. thank you. >> thank you. >> good afternoon my name is (indiscernible) i also work for workers united. outside of work i spent the past 4 years ice detention. i am not a immigrant and urge you to listen to the immigrants who have spoken today but i will use my two minutes. i have spent countless hours of my life listening to the murder torchen and rape people are fleeing to come to the country. i also spent countless hours hearing the horrific and nefarious (indiscernible) people experience while working in san francisco. and i think what breaks my heart most is hearing how people normalize and accept those abuses for fear of retaliation
3:14 am
and economic destruction. the fact that we are debating today whether or not we should uphold sanctuary is proof the fears are real. you all have a opportunity today to support the immigrants in our community. thing what you ate today whether you went to a restaurant or made yourself something at home or ate a banana or fruit the fruit that is allowing you to listen to the public comments which again listen to all the people and all the immigrants that took days off work to come here, the reason you have food in your bellies is because an undocumented worker aworked for that. and in all likelihood someone experienced labor abuse along the way. you have a opportunity to uphold sanctuary and support workers when they lose their jobs perhaps because of retaliation, perhaps because

of discrimination. we have opportunity to support them. when we support our communities we all benefits. the communities are safer when we are all healthier. please support sanctuary and support safety net for all. >> thank you. welcome. >> hi. everybody. my name is (indiscernible) born and raised in san francisco. i am also here with workers united in support of sb227 and in support of sanctuary city that i call my home. here because i support my community, my family who is also undocumented. our beautiful and amazing members part of our organization so i urge you all to really put your words and promises into action and back up safety net for all and also help pass sb227. thank you. >> thank you for your

that. >> welcome. good morning, supervisors tracie. executive director of the mid market community benefit district. this is a map of our district on an angle. our district runs from the west side of fifth street. all the way down to south van ness. long the south side of market street. down to mission. and then our sixth street corridor down to folsom. core service are cleaning, maintenance, public safety and economic development support. we are out there 7 days a week 7 to 7. and i wanted to illustrate some on going changes to our work i

know are now new to you. post pandemic drug dealing open air drug unanimous sidewalk encampments and illegal vending of stolen merchandise have gotten significantly worse since the pandemic. our work is -- doing its best providing regular services. built touch points. maintaining sidewalks, which is property owner responsibility. not public works. and you see the amount of grime that is built up here in front of the in a week. that we are taking care of. >> and then we are doing some extraordinary cleaning work -- as evidenced in this one instance. down on sixth street. >> the image on the left is from market street outside sam's

restaurant. and another pretty extraordinary incident down on sixth street which is the norm on a daily basis down there. we have pretty robust big bell trash receptacle program throughout the district. unfortunately, due to vandalism including theft of the sole are components, arson and this year we had drug dealers take over the units to store drugs. so they were not in possession of them. and told our staff to stay away from the cans. so we are going to be disbanding this program in may. >> the cans are 6 thousand dollars a pos to replace and we simple low can't forward to sustain it even with city grants and support of the >> in terms of public safety

ambassadors provide directions and referrals. merchant support, resident support, you know mid market is home to 40 single room occupancy holings and several affordable housing sites that have insufficient community space in the buildings. so, the sidewalk becomes people's place to rescueerate and we provide social service reach. hope they will be accepted unfortunately than i are not. and then instances like this, there is in the much ambas

dovers can do but make sure people are not victimized and passers by know that we are there to help make them feel safer. given the growing number of encampments on sidewalks, we have increased number of fires happening out there. we are the first on the scene if during hours of operation. reporting this to the property owners and the fire department, law enforcement and helping to clean up after. we are also the first on the scene to spot break in's we do -- a good job of letting property ordinance know when we finds their building has been penetrated. and roach out proactive low to make sure vacant buildings are secure. this is one building that had been broken into several times on market street the army surplus store. and the metal gate no longer
3:45 am
came down the electric compossiblies have been stolen from it. so, in addition to peopleune living in the store front they were getting in the building and we were concerned about fire risk. we deploy safety teams we partner ambassadors with an officer. the most effective thing we do for public safety. unfortunately e given the officer shortages we are not always able to fill those shifts t. is great when we have the officers. we have public safety cameras throughout the district. and they are underutilized boy law enforcement. we are more like low to use them to find out what happened when our field members of our field crew are victimized. post pandemic with the electric of positive pedestrian activity on the streets.
3:46 am
our workers, are greater risk of being assaulted by people on the street with mentality illness. we middle the eye and ears to help protect our workers. this gentlemen was, tacked twice in 2021. these are -- a few of the very, very courageous men and women on our team in 2021. most of them still with us. fortunately. they deserve recognition and an amount of praise. terms of economic development we are working hard to preserve when businesses are out there many made it through the pandemic. or marketing team gone out to small businesses and produced will video reels they and we can share on social media to help
3:47 am
attract customers. we have a media campaign in the examiner. i hope you see we did a full page spread on mid market, businesses on february 11th with a theme of valentine's day. we are excited about this 2021 we were anticipating the opening of a now whole foods on eighth and market and now hope it stays temperature is already closing early because of crime and safety issues. >> we tracked the initial ground floor commercial vacancies in the district, promote them on our website and the brokerage community. and we try to keep all the vacancies working good. the plywood attracts graf feetee and the store fronts attract lightering. in the case of the store 41ed i showed we worked with the property owner to get the front

safely secured and we were also able to obtain a community challenge grant to bring back this mural of robin williams that had lived across the street and went away when the property was developed. we were grateful to bring that back. why we have a wonderful marketing for mid market. illustrated how many wonderful things are already there. and hopes we can attract more. thank you. go ahead. >> good morning gaevenl trace director of the community benefit district. they are 2 separate districts with 2 separate boards of

building that does in the pay in the cbd this is the federal building at 50un plaza. those are most of probably not all our public realm hero in 2021 and civic center we have ambassadors and cleaners from street plus. work with urban alchemy and the downtown streets teamful in terms of cleaning and maintenance, these other yours that we focus of cloners. 7 a.m. to 7 p.m., 7 days a week. community ambassadors. a parking garage greeter in the eaching urban alchemy. downtown streets team. we do a lot of pressure wash and we secure the civic center play ground 24/7. sorry the stats are missing we have lots of stat fist you need them.
3:51 am
we can provide those. we also do some landscaping. i do remember here the needle member we alone removed 30,000 needles in addition to what other city teams are remove from this public realm this is a tremendous issue in the district. >> additional work for us in 2021 came from parklets but they addedup keep for us and the once that were not secured over night. we saw increase in retail theft. you know e approximately in the haze valley portion. wore first on the scene. reporting this to the property owner. business owner, law enforcement and then helping with clean up. we had to pay special attention to areas with children, we spend a lot of time at the tenderloin school keeping the alley cleared

of encampments the ballet school. we struggle to keep public transit shelters fro and clear of encampments. and the picture on the right is the 12th street customer dover just off mugz this is next to the old honda dealership and these were all people who are housed just across the street at the civic center hotel. these were there places to be out on the street. and i think we are making headway but this area continues to be a challenge for us. we had a lot of increased issues on the street because of the safe sloping riage on fulton. we worked closely with the art museum and the library to do what we could to abate graffiti and the challenges of having over 100 people living on the

street. in the village. and again, un plaza was a similar situation. we were unable to reopen the cafe kiosk in 21 the operator was not willing to resume business with city staff having not yet returned to the office. and however we had unpermitted vendors happy to set up in united nation's plaza. and sell things including alcohol which we were able to stop this quickly. thanks to help from the major's office. and i wanted to point out here this there was a pretty bad attack in un plaza in 2021 made the press. and i wanted illustrate how many different groups it took to
3:54 am
triage that situation. cbd ambassadors and alchemy am bas dorse witness today but in the permitted to intervene the farmer's market has private security and has more authority to attempt it restrain individual in a dangerous vagz the security was alertd and able it restrain someone attacking another person. . the police were called and they were able to detain the suspect. it took a village tos draez the situation. in 2021, we implemented new technology better tracks where our field staff are throughout the district. and what they are doing. we have amazing statistics if you are interested.
3:55 am
again, to promote the things that were open in the district in 2021, we launched a street ban are campaign, which taughted our performing arts and cultural offerings in the district. again, we went out and shot promotional video at mall businesses and shared that on social media. and we have a list of businesses and services in the district on our website. we deployed tables, chairs and umbrellaos farmer market days for patrons. to sit there. unfortunately, we had to pull all this away. it was taken over by illegal vendors in mid market. pate rons could not sit and neither ambassadors, al kemp the
3:56 am
farmer market security or the police department were able to remove the illegal venders this is pulled away until we have i better solution. same in civic center plaza it was not illegal vendors we pull today until we have more ability to keep it safe. there is an image of our ambassadors at the play ground. in 2021, we had started w on a dog park in un plaza. it is done and you in over 2,000 people a month use it. it is stewarded daily. and then we have to have 24 hour security for it because this is what it looks like at night and early in the morning. butt cost to secure it over night is 200,000 a year.
3:57 am
the dog run is not permanent and we are at the junction now we need to decide whether it is sustainable to keep it or not gifrn the over night cost to keep it secure. >> and finally, we are working heard to preserve this neighborhood tradition this is the holiday tree lighting and toy give away in civic center plaza. we hope to continue our holiday concerts on van ness with the san francisco conservatory of music. thank you. >> thank you very much for your presentation supervisor chan. >> thank you very much chair preston. and thank you so much for the presentation as well. and just it is a let to absorb
3:58 am
and a let of photos as well and imagery. i think out of all of the images i have questions i know you say you have a lot of statistic i'm interested. i'm interested in i think i will start with the mid market community benefit district you have present in the your presentation. and am hat's off to the people that all the teams for both benefit districts. for their hard work. i think my interest is on your one of your slides talk about public safety surfaces. you indicated this they provide directions, referrals. resident service. social service other out roach and merchant support. how do you track and if you track, encounters and when does this electric like?
3:59 am
do you log in the wellness checks per date and emergency calls or social services offered tracks what is offered or individuals? why we track all of that. we use a system called jia. and yes. along with one page long we track all of that and it is per instance. >> we may talk to judi who is homeless on the street 3 times a week. we are checking off and check with her. wellness checks recorded. calls for emergency services are recorded. memory chant interactions are recorded. and i think the other good gauge we have is we produce a really nice hand out with a list of social service resources in the area from toed to shelter and
4:00 am
sures and. am training and we produce alost those. and how do they look. individual when they have encounter like do they have a device in the log on them? >> correct. >> correct. they have a phone with a user friendly app. it is transformational for us for easy for staff to pull it out and -- hit a button for when they have justice done and also accepts photographs. so we check how something looked before or after. >> and is that the same app applicable to the mid market and civic center? >> correct. >> i can't remember which district use today first. we adopted it immediately after meeting it. tremendous tool. >> and that is including i hear you mentioned about arson that you track arson it is
4:01 am
unfortunately. those dintss are logged? >> you know i don't think we have an arson category it is prebl we will track that through photos and a call for emergency services. >> i see. you do have a log for call for emergency? >> yes. i assume the fire is in there. >> yes. i'm trying to look at actual detail in your report here to go and help us understand the number of emergency services you call. do you by any chance have it with you. >> i don't you i can e mill it to you after the meeting or if my staff is watching now they can get that to you. >> great. i think it is amazing looks like a small but mighty team doing the work they do. and it would be so helpful to get stats from the cbd's for the
4:02 am
mid market and civic center. for the lives public safety services you indicate here. love to get some statistics from the app itself. like to help us understand you know. and help us not a bit like if i can say. you know comparris notes with our public safety agencies like fire and police and 9 upon 11 dispatch and help us understand the scale of just you know volume of calls. and scale of ins debt that require service this is is attended to both by cbd as well as by our public workers. so tell be great to have the statistics if they are available. you have a lot, so we will love to have the statistic from the directly from the app. and for both the mid market and
4:03 am
civic center j. provide those. >> thank you. supervisor chan. i have questions as well. first i will start, you mention third degree in passing i want to highlight and express appreciation for one of your ambassadors out there every morning in front of in and [inaudible]. in what hen a really remarkable collaboration between him stephen and riparent who had a student at the tenderloin xhoont school. and no longer has a kid there but shows up every morning the 2 of them 6 a.m. or something like that are out there every day. and out there with them and just the kindness they show for folks. who are struggling and in the
4:04 am
alley way and irrelevant unnoticed by anyone except the folks at this school at the critic of dawn every day. it has been remarkable. i'm sure you have stories of embas embassador doing similar things the table and the umbrellas, had was this functioning and when was it disbanned? >> we stopped putting tables out the end of january. >> this year. of this year. iel >> how long a period was this tried for? >> gosh when did we?
4:05 am
all of i think half of 20 to and all of 2022. it became yea. it became unmanageable. with the increased the inability increased inability of the police department to ask loiterers to move. >> the dock run you mentioned, what is the 200 thousand dollars a year on site security all night? over night. yea. >> what are they 11 p.m. to 7 a.m. >> and is there a plan regarding the dog run going forward? you mentioned you might have have to prop it differently? >> we will need to -- we need to start funds raising for support
4:06 am
that. i don't think we thought we would have to condition it we did it in the beginning as a precaution when the park was new and we were learning how it would be used and treated and maintained. but the issues got worse. it is apparent you to now it needs steward ship over night. so a funds raising campaign is in order but i think it is, legality of machine tow raise for a small place. we will have to come up with other solutions if we want to keep it. >> thank you. the -- stepping back on un plaza. my understanding this is right on the border of the 2. >> right. >> so technically in the mid market one?
4:07 am
no in civic center this is where the 2 districts meet. and so what is the can you update us on what the plan is for un plaza. i see a lot of chatter about different reactions to things in civic center plaza. our office is often the last to know when -- suddenly the administration decides they will close un plaza in a different hour. so -- to date we have not done -- made aware of actual planning for beyond what we seen so far in terms of increased police presence and ambassador presence and earlier closure of plans for un plaza this is in the heart of the cbd area.
4:08 am
i wonder if you can shed light on current discussions or plas for un plaza. >> so, i do have an interesting visual i can share our office put together when we took over the plaza in 2020 from the tenderloin cbd, there are so many public agencies with jurisdiction. over un plaza. it is minds boggling. the good news is they are all talking right now about what can be done out there. with conscience being worse just within the past 3 months. 3-6 months. i'm definitely hearing bits and pieces from different
4:09 am
departments. when it will all turn to a formal method. i don't know. hopeful low we'll be the first to know and i will make sure your office is, wear. >> and you know i than there are -- trying to figure out how best to move forward, given law enforcement's staffing shortages. and the ability of inability of ambassador groups to have an impact without law enforcement's support. public works is trying really heard to address illegal vending issues but than i cannot do this without support from law enforcement. so, and the recreation and parks instrumental in giving us extra support from the p range are program at the dog park. they were called a couple time this is week for fires set at
4:10 am
the dog park over night. so -- everyone is talking, which is a good thing. it it is such a big problem. and it will take time. but we are pushing daily for some sort of a cohesive plan. we will share that with you. why thank you. and look, i'm it is beyond this report in this hearing i don't want to go too far but i will say, it is i good sign if multiple agencies are tucking and you are i per of the conversations i will push become on the everyone is talking, had i say is our office has not been included and all the pep we represent had have strong feelings and have worked a let of resident in the tenderloin worked putting forward different plans, ideas to my knowledge have been excluded. that is in the your responsibility i want to point that out but it is good to know
4:11 am
that the conversations are happening. but i think it it is essential this we are not only including board of supervisors but including alegality of residence denial his may not be on the board of or a staff of the 2cbd's. we share your occurrence we are offer the last to know as well and not included in important conversations is a problem. yea. let me know -- you know -- anyone you would like to make sure is included in any discussion. we may have the 80 to bring them in, too. >> thank you. >> on the -- looking at the -- and let mow thank you for -- we had you provide us information in conversations before the hearing we met.
4:12 am
and i think we have been trying to a little to with respect my brain around the structure of the civic center one. it is unique of the cbd's that we see in that the city is a major property owner within that cbd. so, my understanding is that the city in the only has seats on the appointees on the cbd board. but also the city itself is assessed and paying into the cbd and accounts for about or in 2019 cording to oewd data in 2019 accounted for 30% of ref nows for that cbd x. may be i should start with that. i asoul this is a pretty stable
4:13 am
number and that is the case, i don't know. >> this is the 2021. >> yea. >> it is stable. >> ref now is 30%. >> we are not demolishing belling or building now, should be stable. >> right. so i think what came up and i wanted to address it healer but again we discussed this off line here. is the role of the the -- city appointees and e special low as legislation before the board or matters of policy that may be contentious matters; and came up most recently i think, around the tenderloin center. where the approximate civic center cbd submitted a letter
4:14 am
backing the major's closure while the board of adopting a resolution and saying this we should have a new center open before we shut down the tenderloin centers. i wanted to ask you a sxlths get your thoughts on this. it instructor:s mow we have and may be we can start with the basics how many folks on the board are city appointees? the city administrator's office
4:15 am
can appoint. and we have some others just -- throughout regular board approval process such as the representative from the asian art museum. >> so -- there is twop appointed by city administrator. >> correct. >> and that's representing the library and the war memorial. >> correct. >> and someone from asian art museum. >> thank you. and then -- when we discussed the -- potential issues around them voting on these positions on legislation, and meeting, i think you indicated that they a
4:16 am
conflict of interest policy afforded to us and your understanding was they would recuse themselves from those votes? i wanted follow up. on this did in the electric like they did and something is off in the minutes. wanted you to clarify something subject to legislative action before the board and had the appointees on the cbd board. are they supposed to be voting on the matters recusing themselves and when light can you shed on that? >> so. i forwarded some language from our counsel's office explains that -- any board members regardless of who employer is have a responsibility and duty of care do had is best for our
4:17 am
organization. if they themselves perceive a conflict, then this needs to be disclosed and had recuse themselves. but the rest of the board members should identify there is a potential conflict and could recommend that the individual recuse themselves. so -- any board member, and chris reminded me, we also have 2 other city staffers on the board who are also attorney and consulted with city attorney's office extensively before joining our board to understand what their duty and obligations are, this is to do what is best for the organization and its
4:18 am
mission. i understand than i have their own duties and check with city attorney and we are all familiar there is a financial interest than i might have recuse themselves itch think i'm trying to get a more specific, are they expected to if if there is legislation before the board, and the cbd is we nothing on this, dot city appointees still participate? are they expected to vote or not vote on those things i'm not say willing is a legal conflict i'm trying to understand when we met i thought that they the city appointees were staying out of those votes guwhen i look at the minutes, at least had the tenderloin center came up they are all voting. in fact i think they made a motion to approve it. it was a city.
4:19 am
you have -- >> yes, if they feel as though they can be fair and impartial they can vote. >> okay. i'm think again this probably goes beyond this peculiar report. i think this is something this is worth our city looking at and thinking about of some more explicit guidance. when i see is -- a bit of a pattern, some ways i will say differs a bit tr had i see in other cbd's of pretty active involve am by the cbd and lobbying for things where there is not necessarily consistency inform consistent views across government. it is a strange thing we have
4:20 am
city paying a third of the revenues of the cbd. occupying seats all of which represents differents parts of the registration and voting for the cbd to lobby the board of supervisors on matter this is may be contested with the board of supervisors and the administration. if you care to share. i think it may be more a policy matter that the board should or the administration should sort through whether that is appropriate. or not. and again i'm not suggesting a willing violation of any kind. i don't know if you wanted to >> the structure predates me. the district was form in the 2011. so but happy to have you know our council and board work with
4:21 am
the city attorney's office to help you know get the more clarity around that structure and -- i know there are other cbd's with city staff on their board as limp we can gleam insight from them as well. why thank you. >> i think that the part of the problem is here this is also in the correspondence board approved from the cbd and the civic center in the mid market. is really i think say a very negative characterization of the work that another department is doing. d ph standing up the tenderloin center and then we have the cbd writing a scathing letter about the tenderloin center impacts in
4:22 am
the your and requesting its closure. so -- i just -- it strikes mow. cbd is noilthsed voice its opinion. i'm concerned by what issues the -- cbd is chose to weigh in on and which not to weigh in on. and that seems to very much reflect the will of -- an administration that has multiple members on this body. you have slides of tents and talk about engagement i did not see a letter from the civic center cbd in 2021 saying ramp up the sip hotel program so we have more accomplices to move peoplism did not see this in the minutes. or come before the board. i did not see a letter asking for this. een though i think most of us
4:23 am
would agree that would have provided better tools for you your people engaging with people homeless in the cbd but we don't see this letter. again, this is the in a spigz that the administrationmented to take or the mayor did or that the several city appointed representatives on the cbdmented to it would have aleaveiated some of the issues on the streets. may be i will ask like in terms of selecting which things from city policies and legislation the cbd is going to we in on. right. who decides. why are we not getting letters around solutions and things that the board of supervisors puts forward or advocates do but getting letters increased funding for mroechls closing the tenderloin center and other thing catharsis controversial and high priors of the mayor?
4:24 am
we do a very good job of staying in our lane and react to things that are under our purview. so we do have a number of letters this we have written over the years in support of things like shelter and care courts. and mental health support. most recently, we have reacted to the place for all. as an example. so we do have the letter this is we can share with you. so that we will react and comment on things that are related to our mission. and just as a reminder, this is we -- are not in the business to
4:25 am
do as much advocacy and lobbying as we have been forced to do over the past 2 years. we are, our mission and budget is for the provision of service for clone and safe. we have very little staff capacity for advocacy. and lobbying. so the sooner we can move away from the -- as much as we had to do the past 2 years the better. but we are absolutely concerned about the lack of shelter space. permanent affordable housing space. ability to get people in care. who can't get themselves there. they are happy to look through what we have provided over the past 2 years over all and shirr
4:26 am
that with you. >> are you is the cbd asked to provide the letters? by the administration? i >> sometimes we hear from outside sources. and in line with our mission and asking for our opinion on that. okay. i will -- the tenderloin center the way that was handled is concerning to me to -- to -- advocate for the closure. not supports efforts of the board of supervisors to ensure there was a replacement facility. you are seeing the results as you said things got worse in the last 3 months because we closed the centers this 400 people were going to and what is concerning for the neutrality and the
4:27 am
perception and trust in cbd is if you are going to weigh in the waters. i don't think there is prohibition on you taking a position on city policies. but appears to only be happening on controversial matters where of in support of i approximate suspicion the mir is taking. and that the concern. i just would expect this if we get a letter saying we don't want the tenderloin center because of x, y and z, why are we not getting a letter to the board to have a replace am center so you don't have 400 people a day displaced on plaza. i'm concerned what seems to be selective advocacy caused
4:28 am
concern why that is. >> so we welcome out roach from your staff. to make us aware of things that you would like to see. let's work on that communication going forward i think that will make a big difference. >> supervisor chan. >> thank you, chair. i with this i want to quickly confirm we are on this conversation around civic center, cbd around board of directors i question is for and you perhaps another for mr. [inaudible] and help us understand how the cbd's w with the board of directors when we have on record is from 2021. if i could i'm reading off from hai see now can you condition firm. i continue is hard on top of your head to confirm your board of director. when i see i'm identifying as
4:29 am
when we would identify as city staff. or city workers. will be i think john from an fran war memory yell and performing art's center. tom from san francisco public library. [inaudible] rec and park department and then i'm seeing and also [inaudible] sorry. butchering the anymore. sudden front public library. and [inaudible] san francisco real estate that is a bit of a list and in this though you have listed or your team listed key partners shaping district policy, program and infrastructure. a whole list of city departments and you are included home land security there is one on the last one i'm not sure by united states of america.
4:30 am
it is listed there. >> i'm not sure what it is but it is listed. so i think it it is piggyback on hachair preston talked about. feels like you know i think at time his we think about cbd the expectation that in the partnership with memory chants and property owners. who want to have i say about dictating their dollars in terms of per inship with stele and city services. in a wagz like this when we see you know heavy influence from the government itself and city government. just trying to understand better about you know is this trough to the intent of the original intent of the establishment of a cbd. and is there independence of opinions and ideas about how city government can do better from the board of director hos provide that direction.
4:31 am
the names i read off and city diameters how do than i come about to become the members of the board of directors? >> had a cbd is formed the members from within the area have to be represented. so i was not here back in 2011 had this district was originally formed. but you know it was a lead from the city. 2 leads from that city looks like john from the city and -- [inaudible]. right. he was one of the founding members this helped put together the management plan and the board composition. but we renewed in 2019 so we had this process all over again. so at the tain residents and --
4:32 am
representatived from the city and the state of california. and now the united states of america that relates to one will building so weird we put it 50 united in addition's plaza. they don't pay in the district several buildings will in the pay. mid market we have a 9k circuit court of appeal and the federal building than i don't pay but collaborate with us and we share resources. they are a good partner. everybody is at the table and to be honest i think when civic center was renewing there was a lot of resistance from the neighborhood and the residents having so much [inaudible]. so many city representatives on the board. but, they are there for a reason. and the state of california is almost as big a stake holder as san francisco.
4:33 am
so they mandated rep 7ation on the board as well. we have a complicated matrix of board who comprises the board i can share that with you as well. yea i think and we i can't remember exactly how many seats the city add administrator gets to fill. but we don't have a limit on how much city representatives can sit on the board. the most important thing we have the knowledge and the expertise that will help strengthen our organizations. so we love folks with financial experience, real estate, law experience. those are when we are looking for. >> i see this you have bill whittfield for [inaudible] and mid market and civic center. if i may direct this question to -- and i think the question is then again.
4:34 am

effective way that we can make change for the most vulnerable. i spend a lot of my day in problem solving mode, so there's a lot of conversations with people making connections, identifying gaps in resources or whatever it might be, and trying to adjust that. the pace of the pandemic has been nonstop for 11 months. it is unrelenting, long days, more than what we're used to, most of us. honestly, i'm not sure how we're getting through it. this is beyond what any of us ever expected to experience in our lifetime. what we discover is how strong we are, and really, the depth of our resilience, and i say that for every single city employee that has been working around the clock for the last 11 months, and i also speak

we can show the person behind us that it's doable and so that we have the power to make the changes for other women that is going to make the possibility for their paths easier than ours. other women see me in it, and i hope that they see me, and they understand, like, if i can do it, they can do it because the higher you get, the more leadership you have, and power. the more power and leadership we have that we can put out

here. >> can we talk bat the history of your organization and the mission. >> sure, thank you. san francisco heritage started 51 years ago and the main mission is to preserve and enhance the architectural and cultural identity of san francisco. when it started out the focus was really on the buildings, historic landmark listings and really concentrated on downtown area with all the development happening. our organization was raising a reg red flag with historic landmarks in danger and victorian mansions so a hallmark of our organization is moving these victorian mansions in the way of development to inwestern addition neighborhood and other areas to get out of the way of development and preserve them. our organization was around before there was the historic preservation commission of the city so we were at the forefront drawings
5:31 am
attention to historic preservation, landmarking and over the last 51 years we have seen how there are more then just buildsings in safeguarding the city cultural resources, there is also small businesses and the different neighborhood icons that make a neighborhood special, so our outreach has really-it is really come full circle in a way because it moved downtown into the neighborhoods and now with the covid epidemic it is really going back to downtown again looking at how we can play a role in the economic recovery and revitalization of downtown san francisco. >> that's great. so, now i understand your organization is also responsible for maintaining a couple properties. could you tell us a little about those? >> yes, our non profit was gifted in 1973, the historic (inaudible) house. it is now a historic house museum but this was a family since
5:32 am
1886 built this victorian mansion in the same family year after year and one of the last resident of the family when she passed way gifted the mansion to san francisco heritage so since then we have been running this historic house and the home of our office. in 2018, one of the long time members nor aa lasten gifting a building on the e h-as hate polk became a commercial corridor after the earthquake, the owner at the time, he raised the house and put 6 store front underneath in order to take advantage of the commerce so we are in charge of the house on the corner and it

has been a wonderful way to get new numbers, new audiences interested in the work of our organization. during the pandemic, we have been using it as a artson residents and partnering with different bay area artists as well as cultural institutions, cultural districts and then one of the storefronts we converted into a pop up galleries so gives a opportunity to raise awareness of the importance of the art and cultural resources in san francisco. >> that's fantastic. so, now, let's talk about legacy business. what does the designation mean? how does somebody get add today the legacy business registry and what benefits does being named a legacy business? >> i love this program. it was started by san francisco heritage and adopt ed by the city and run by the office of small business but the program looks what are the businesses
5:34 am
really contributing to san francisco and the neighborhood. when we started the first focus was bars and restaurants but over the years it exb panded to include other businesses so these are places that contribute to the character of a neighborhood, so sam's grill downtown, the amazingarian press in the presidio. book stores like city lights oergreen apple recently named. this year we had a lot of attention on the legacy business program. we put out a contest to the public of what you think should be the next legacy business and one of the businesses that was recommended was the club deluxe, jazz club on the corner, and 2 or 3 days after we launched the contest, the owners announced they would have to close. the rent was driven up, they couldn't afford it, coming out of the pandemic so we worked at speed
5:35 am
to get that application submitted with them and that status convinced their landlord to negotiate with them a lower rent and this way they have been able to stay, there was a lot of social media support around this, so when you become a legacy business, not only do you get marketing and business support from the office of small business, but you also eligible for grants and we work closely with the legacy businesses as we do our work for san francisco heritage. >> that's great. so, apart from architecture and buildings, you also work with cultural districts, and the castro theater strikes me as a place that is both. a beautiful building and cultural hub and center. what has been happening with the recent acquisition by new owners; >> it is leased to another planet entertainment and been in contact with planet
5:36 am
entertainment by the castro theater is historic land mark building. it is recognized as a very important architectural monument. one thing-one of the main activist organizations of the preservation of the theater we work together with supervisor mandelman on a interior landmark historic landmark designation for interior, but what happened over the is summer and people learned is there is a lot of concern not just by san franciscans but people all over the world, movie directors, stars who are very concerned about the risk to the lgbtq and film programming

at the castro theater. another planet hosted community stakeholder in august, and it was so moving to see the number of people who took the microphone-everyone had two minutes to say their testimony of what castro theater meant to them and those testimonys showed this building is contributing not just as a architectural monument but plays a role in the lgbtq community that is irrelaceuble able. >> it is beautiful theater. >> it is. my involvement in the theater raised awareness to not only the castro theater to be emblematic of the lgbtq culture and history but also there are many other sites in the city that also contribute to the identity. that is why so many people come to san francisco as a place of freedom and diversity so in my

previous work i worked at the world heritage center, so when i joined san francisco heritage i was thinking why isn't san francisco a world heritage city? for the architecture alone it could be inscribed. golden gate bridge to name a few but the city is so unique in the architecture, the mansioned and historic landmarks so hoping to start a conversation on that with city stakeholders this year. >> that is great. let's talk about your relationship with other agencies. you mentioned economic and office of work force development and planning commission. how do you unt integrate to them? >> these relationships are essential. we are working with office of small business for the legacy business program and the planning department is really one of our most
5:39 am
crucial relationships. we meet quarterly with them and we really see how we can support not only historic land mark listings and historical cultural context statements, strategy for culture districts and city survey among many other activities that really are of concern to both of us. for the office of workforce development, i attended a etmooing recently that the chamber of commerce organized with them on the downtown revitalization and a key goal in that meeting and in the downtown revitalization is to make sure that the city historic culture resources play a key #r0e8 in the economic recovery and revitalization especially after the pandemic. the office of workforce development has the city build program which is admirable program where youth are trained in construction techniques for rebuilding and especially with the new housing
5:40 am
legislation, and we really want to see how can that workforce be expanded to include training in historic preservation. we have so many victorian homes, historic buildings and other places that really need a skilled labor force to make sure that they are preserved and that they help keep the special identify of the city. we really value these relationships, we meet quarterly with the various organizations and we are really grateful for grants of the arts we receive and other supports so definitely that is a key relationship for san francisco heritage. >> the city build is great. i like that a lot. thank you so much for the time you have given today. appreciate you coming on the show. >> thank you so much raising awareness about san francisco heritage. we hope the people watching will join us in the mission to help keep san francisco special. thank you. >> that's it for this
