experience safetyism responsiblesed homeless ness and 2020 secured housing in the peek of the pandemic worked at an hsh funded program upon providing serves to homeless in the bayview. reversing over dozes. lost a lot of cowork and staff number members to suicide and over dose who were african-american and well tino. the following year i became the director of our transhome sf. and over saw 15 room transitional homes in the commission and subsidy program this now providing provides housing and stabilization to many unhoused san franciscans. i then lead the opening of the first transupon center novembergation center. the mayor's plan toenldz trans homelessness and roach zero for the trans population in 5 years.

dollars. and -- it still got worse. i could not figure out why. i did not understands why it was getting worse. when hay -- i heard about the homeless commission i decided it would be a good thing because i know like -- i forget her in a minute woman the last mayoral pinnee she believes this problem can be solved i don't believe it can i continue can be. i know how to solve it. there are plenty of ways that within.within billion dollars can being pent it get rid of this prospect but don't see where it is being done. i made notes last night. one of the ways is increasing the funds to affordable housing. one of the main causes of homelessness in san francisco is electric of affordable housing.

i done a lot of things i'm not proud of there. you know the aids was a tough decade for the black people in bayview. crack came outer when the critic came out people moved or lost houses behind the drugs. you generational having homes left in the 80s. because of the drug addictions. how would i address it. againful i i'm a cat 5 the highest substance use in the state of california i'm left lanesed as a substance use councillor. and i'm going to say the same with the tenderloin. you gotta address the drug issues. the housing agencies have to have substance use counsellors in the hotels. not urban al kemp.

tracie mixon. floor is yours. good approximate morning. i'm -- extremely honored to be here because somewhere i never thought i would you can. i have an opportunity like that for to let you know about myself i'm former low homeless mother. daughter is then and i the home i lost was 4 blocks away temperature is bittersweet being here and knowing that the home i lost is just 4 blocks away. i have personal low responsiblesed the challenges of being homeless and this was not my first time i was homeless as a child living with my mom and her sister.

i did not realize i was homeless five-14. because i had an officer over my head. as an adult i became homeless because i did not have a lease when you don't have i lease that is how you end up homeless. i coordinatedent row system and q.ed i had an opportunity to talk to hsh i work for coalition on homeless & ness and mote with the department of hsh to talk about the needs that are the homeless population is phase being. i have been a part of that. i have been working coalition for 5 years. hi anning opportunity to be a part of that. also long with that the beginning of the pandemic i was concerned about families that were living newscast first friendship family shelter. that was the emergency family shelter in san francisco. and i was a part of helping those families get in the oasis

to have somewhere better so they did not slope on the floor and worry about getting sick. and with that i'm always on the streets i live in the tenderloin now. i'm on the streets out here talking to folks. finding out had they need and had they need most. at the end of the day, ultimately the homeless folks we are the folks that know if what will make the situations better and what hsh and the providers do to make them easier. so these service are voilths for the stability of everybody. i mentioned i live in spicht house and work in the supportive housing. i have seen the needs of of people that live there and had would make them better high turn over a high turn over in the supportive husbanding and the heller system. you have to pay people had they

are worth and have to let them know the services that they need because it is in the easy to this work. you get a hard burn out by doing this work. and they need the services to condition helping the unhoused populations and along with that i was on family advisory council for hsh a group of formerly homeless parents and we would discuss need this is homeless families need and along with that i was the communities advisory board member for tipping point and discussed the needs of upon sickle -- adults and things than i need as well. also. ive work instead tenderloin for over 30 years acorn were captain for tlcbd. and it like i'm always trying to advocate for them and see what

>> good morning chair dorsey vice chair walton and supervisor safai. this is i'm gregory johnson. and a number of years ago right around 77 i experienced homelessness as a students. usc. landed me 2 years in being a part of the world. during this time i met reverend charles and his wife claire. in west wood california.

we i was a part of the founding people a path people assisting homeless. there are component this is go in this fr. my perspective. all of important data and human element important. end of the day everybody all the component vs to come together you need machine this is -- able to bring people together. and the safety meeting i was reminded that we have all the different department this is we are asking to be on upon the same team. we are all on the same but we have to have i driver that case the [inaudible] mayor was the driver and we looked she was not there to drive the bus. does it mean everything falls apart. pretty much it is easy for this to help.

i think that to this i will bring ability to bring people together. data is personal we can't over look this. but we can't over look the fact we need the human element in this. we need hsh to be accountable for the money begin on them. we need providers under contract to be accountable for the services they are to render under the contracts. at the end of the day we need to be able to accounts to the taxpayer every time of money we spent. there is i way to solve this problem. without a doubt. i was asked a couple weeks ago by the san francisco chronicle. i would ask a request only, to house 2,000 people in one year

>> the current lottery program began in 2016. but there have been lot rows that have happened for affordable housing in the city for much longer than that. it was -- there was no standard practice. for non-profit organizations that were providing affordable housing with low in the city, they all did their lotteries on their own. private developers that include in their buildings affordable units, those are the city we've been monitoring for some time since 1992. we did it with something like this. where people were given circus tickets. we game into 291st century in 2016 and started doing electronic lotteries. at the same time, we started electronic applications systems.

hundreds of photos. and i was specializing in chinese american history. i want to cover what's happening in chinatown. what's happening in my community. i shoot a lot of government officials. i probably have thousands of photos of mayor lee and all the dignitaries. but they treat me like one of the family members because they see me all the time. they appreciate me. even the local cops the firemen, you know i feel at home. i was born in chinese hospital 1954. we grew up dirt poor. our family was lucky to grew up. when i was in junior high, i had a degree in hotel management restaurant. i was working in the restaurant business for probably about 15

years. i started when i was 12 years old. when i got married, my wife had an import business. i figured, the restaurant business i got tired of it. i said come work for the family business. i said okay. it's going to be interesting and so interesting i lasted for 30 years. i'm married i have one daughter. she's a registered nurse. she lives in los angeles now. and two grandsons. we have fun. i got into photography when i was in junior high and high school. shooting cameras. the black and white days i was able to process my own film. i wasn't really that good because you know color film and processing was expensive and i kind of left it alone for about 30 years.

i was doing product photography for advertising. and kind of got back into it. everybody said oh, digital photography, the year 2000. it was a ghost town in chinatown. i figured it's time to shoot chinatown store front nobody. everybody on grand avenue. there was not a soul out walking around chinatown. a new asia restaurant it used to be the biggest restaurant in chinatown. it can hold about a 1,000 people and i had been shooting events there for many years. it turned into a supermarket. and i got in.

i shot the supermarket. you know and its transformation. even the owner of the restaurant the restaurant it's 50 years old. i said yeah. it looks awful. history. because i'm shooting history. and it's impressive because it's history because you can't repeat. it's gone it's gone. >> you stick with her, she'll teach you everything. >> cellphone photography that's going to be the generation. i think cellphones in the next two, three years, the big cameras are obsolete already. mirrorless camera is going to take over market and the cellphone is going to be better. but nobody's going to archive

properly. they said what happened. my wife was taking a nap and my daughter, she called home and said he's having a stroke. get him to the hospital. five minutes later, you know, the ambulance came and took me away and i was at i.c.u. for four days. i have hundreds of messages wishing me get well soon. everybody wished that i'm okay and back to normal. you know i was up and kicking two weeks after my hospital stay. it was a wake-up call. i needed to get my life in order and try to organize things especially organize my photos. >> probably took two million photos in the last 20 years.

they are continuing at an ever-increasing rate every summer and as we all know, the drought continues and huge shortages of water right now. i don't think you have to be an expert to see the impact. when people create greenhouse gases, we are doing so by different activities like burning fossil fuels and letting off carbon dioxide into the atmosphere and we also do this with food waste. when we waste solid food and leave it in the landfill it puts methane gas into the atmosphere and that accelerates the rate at which we are warming our planet and makes all the effects of climate change worse. the good news is there are a lot of things that you can be doing particularly composting and the added benefit is when the compost is actually applied to the soil, it has the ability to reverse climate change by pulling carbon out of the atmosphere and into the soil and the t radios. and there is huge amount of

science that is breaking right now around that. >> in the early 90s san francisco hired some engineers to analyze the material san francisco was sending to landfill. they did a waste characterization study and that showed that most of the material san francisco was sending to landfill could be composted. it was things like food scraps coffee grounds and egg shells and sticks and leaves from gardening. together re-ecology in san francisco started this curbside composting program and we were the first city in the country to collect food scraps separately from other trash and turn them into compost. it turns out it was one of the best things we ever did. it kept 2.5 million tons of material out of the landfill produced a beautiful nutrient rich compost that has gone on to hundreds of farms orchards and

vineyards. so in that way you can manage your food scraps and produce far less methane. that is part of the solution. that gives people hope that we're doing something to slow down climate change. >> i have been into organic farming my whole life. when we started planting trees it was natural to have compost from re-ecology. compost is how i work and the soil biology or the microbes feed the plant and our job as regenerative farmers is to feed the microbes with compost and they will feed the plant. it is very much like in business where you say take care of your employees and your employees will take carolinas of your customers. the same thing. take care of the soil microbes and soil life and that will feed and take care of the plants. >> they love compost because it is a nutrient rich soil

amendment. it is food for the soil. that is photosynthesis. pulling carbon from the atmosphere. pushing it back into the soil where it belongs. and the roots exude carbon into the soil. you are helping turn a farm into a carbon sink. it is an international model. delegations from 135 countries have come to study this program. and it actually helped inspire a new law in california, senate bill 1383. which requires cities in california to reduce the amount of compostable materials they send to landfills by 75% by 2025. and san francisco helped inspire this and this is a nation-leading policy. >> because we have such an immature relationship with nature and the natural cycles and the carbon cycles government does have to step in and protect the commons, which is soil, ocean foryes, sir and so forth. -- forest and so fors. we know that our largest

corporations are a significant percentage of carbon emission and that the corporate community has significant role to play in reducing carbon emissions. unfortunately, we have no idea and no requirement that they disclose anything about the carbon footprint the core operation and sp360 stands for the basic notion that large corporations should be transparent about the carbon footprint. it makes all the sense in the world and very common sense but is controversial. any time you are proposing a policy that is going to make real change and that will change behavior because we know that when corporations have to disclose and be transparent and have that kind of accountability, there is going to be opposition. >> we have to provide technical assistance to comply with the state legislation sb1383 which requires them to have a food

donation program. we keep the edible food local. and we are not composting it because we don't want to compost edible food. we want that food to get eaten within san francisco and feed folks in need. it is very unique in san francisco we have such a broad and expansive education program for the city. but also that we have partners in government and nonprofit that are dedicated to this work. at san francisco unified school district, we have a sustainability office and educators throughout the science department that are building it into the curriculum. making it easy for teachers to teach about this. we work together to build a pipeline for students so that when they are really young in pre-k they are just learning about the awe and wonder and beauty of nature and they are connecting to animals and things they would naturally find love and affinity towards. as they get older concepts that

keep them engaged like society and people and economics. >> california is experiencing many years of drought. dry periods. that is really hard on farms and is really challenging. compost helps farms get through these difficult times. how is that? compost is a natural sponge that attracts and retains water. and so when we put compost around the roots of plants it holds any moisture there from rainfall or irrigation. it helps farms make that corner and that helps them grow for food. you can grow 30% more food in times of drought in you farm naturally with compost. farms and cities in california are very hip now to this fact that creating compost, providing compost to farms helps communities survive and get through those dry periods. >> here is the thing. soil health climate health

human health one conversation. if we grow our food differently we can capture all that excess carbon in the atmosphere and store it in unlimited quantities in the soil, that will create nutrient dense foods that will take care of most of our civilized diseases. so it's one conversation. people have to understand that they are nature. they can't separate. we started prowling the high plains in the 1870s and by the 1930s 60 year, we turned it into a dust bowl. that is what ignorance looks like when you don't pay attention to nature. nature bats last. so people have to wake up. wake up. compost. >> it is really easy to get frustrated because we have this belief that you have to be completely sustainable 24/7 in all aspects of your life. it is not about being perfect. it is about making a change here, a change there in your

life. maybe saying you know what? i don't have to drive to that particular place today. today i am going to take the bus or i'm going to walk. it is about having us is stainable in mind. that is -- it is about having sustainability in mind. that is how we move the dial. you don't have to be perfect all the time. >> san francisco has been and will continue to be one of the greener cities because there are communities who care about protecting a special ecosystem and habitat. thinking about the history of the ohlone and the native and indigenous people who are stewards of this land from that history to now with the ambitious climate action plan we just passed and the goals we have, i think we have a dedicated group of people who see the importance of this place. and who put effort into building an infrastructure that actually makes it possible. >> we have a long history starting with the gold rush and the anti-war activism and that is also part of the

environmental movement in the 60s and 70s. and of course earth day in 1970 which is huge. and i feel very privileged to work for the city because we are on such a forefront of environmental issues and we get calls from all over the world really to get information. how do cities create waste programs like they do in san francisco. we are looking into the few which you are and we want innovation. we want solutions.

>> we have private and public gardens throughout the garden tour. all of the gardens are volunteers. the only requirement is you're willing to show your garden for a day. so we have gardens that vary from all stages of development and all gardens, family gardens private gardens, some of them as small as postage stamps and others pretty expansive. it's a variety -- all of the world is represented in our gardens here in the portola.

>> i have been coming to the portola garden tour for the past seven or eight years ever since i learned about it because it is the most important event of the neighborhood and the reason it is so important is because it links this neighborhood back to its history. in the early 1800s the portola was farmland. the region's flowers were grown in this neighborhood. if you wanted flowers anywhere future bay area you would come to this area to get them. in the past decade the area has tried to reclaim its roots as the garden district. one of the ways it has done that is through the portola garden tour where neighbors open their gardens open their gardens to

people of san francisco so they can share that history. >> when i started meeting with the neighbors and seeing their gardens i came up with this idea that it would be a great idea to fundraise. we started doing this as a fund-raiser. since we established it we awarded 23 scholarships and six work projects for the students. >> the scholarship programs that we have developed in association with the portola is just a win-win-win situation all around. >> the scholarship program is important because it helps people to be able to tin in their situation and afford to take classes. >> i was not sure how i would stay in san francisco. it is so expensive here. i prayed so i would receive enough so i could stay in san

been retail we have restaurants, we have offices and so the young people will get an opportunity to partner search warrant with so many of the great champions for jobs. >> for the past 5 years we've hired over 3 willed youth to work as business traces they have been promoted to supervisors. >> if you're doing a job at starbuck's the opportunity for them allows them to understand math if tire working at anothers architectural firm understanding debris or a media to understand reading and writing differently those are opportunities that the mayor is clear he wanted to provide we're going to be do mock interviews helping young people that the resumes a it pulls them to the career opportunities and building inspection commission

thing to do. it is the most cleansing thing that i'm able to do. i live near the beach, so whenever i can get out, i do. unfortunately, surfing isn't a daily practice for me but i've been able to get out weekly and it's something that i've been incredibly grateful for. [♪] >> i started working for the city in 2005. at the time my kids were pretty young but i think had started school. i was offered a temporarily position as an analyst to work on some of the programs that were funded through homeland security. i ultimately spent almost five years at the health department coordinating emergency programs. it was something that i really

enjoyed and turned out i was pretty good at. thinking about glass ceiling some of that is really related to being a mother and self-supposed in some ways that i did not feel that i could allow myself to pursue responsibility; that i accepted treading water in my career when my kids were young. and as they got older i felt more comfortable, i suppose, moving forward. in my career, i have been asked to step forward. i wish that i had earlier stepped forward myself, and i feel really strongly, like i am 100% the right person for this job. i cannot imagine a harder time to be in this role. i'm humbled and privileged but also very confident. so here at moscone center this is the covid command center or

the c.c.c. here is what we calledun -- call unified command. this is where we have physically been since march, and then, in july we developed this unified structure. so it's the department of emergency management the department of public health and our human services hughesing partners so primarily the department of homelessness and supportive housing and human services agency. so it's sort of a three-headed command in which we are coordinating and operating everything related to covid response. and now of course in this final phase it's mass vaccination. the first year was before the pandemic was extremely busy. the fires, obviously that both we were able to provide mutual support but also the impact of

air quality. we had in 2018, the worst air quality ten or 11 days here in the city. i'm sure you all remember it and then, finally, the day the sun didn't come out in san francisco, which was in october. the orange skies, it felt apocalyptic super scary for people. you know all of those things people depend on government to say what's happening. are we safe? what do i do? and that's a lot of what department of emergency management's role is. public service is truly that. it is such an incredible and effective way that we can make change for the most vulnerable. i spend a lot of my day in problem solving mode so there's a lot of conversations with people making connections, identifying gaps in resources

or whatever it might be, and trying to adjust that. the pace of the pandemic has been nonstop for 11 months. it is unrelenting, long days more than what we're used to most of us. honestly i'm not sure how we're getting through it. this is beyond what any of us ever expected to experience in our lifetime. what we discover is how strong we are, and really the depth of our resilience, and i say that for every single city employee that has been working around the clock for the last 11 months and i also speak about myself. every day i have to sort of have that moment of, like okay i'm really tired, i'm weary, but we've got to keep going. it is i would say, the biggest challenge that i have had

personally and professionally to be the best mom that i can be but also the best public certify chant in whatever role i'm in. i just wish that i, as my younger self could have had someone tell me you can give it and to give a little more nudge. so indirectly, people have helped me because they have seen something in me that i did not see hadin myself. there's clear data that women have lost their jobs and their income because they had to take care of their safety nets. all of those things that we depend on schools and daycare and sharing, you know being together with other kids isn't available. i've often thought oh, if my kids were younger, i couldn't do this job but that's

unacceptable. a person that's younger than me that has three children we want them in leadership positions, so it shouldn't be limiting. women need to assume that they're more capable than they think they are. men will go for a job whether they're qualified or not. we tend to want to be 110% qualified before we tend to step forward. i think we need to be a little more brave a little more exploratory in stepping up for positions. the other thing is when given an opportunity, really think twice before you put in front of you the reasons why you should not take that leadership position. we all need to step up so that we can show the person behind us that it's doable and so that we have the power to make the changes for other women that is going to make the possibility for their paths easier than

yerba buena which was urban center. there were 800 people in 1848 it was small. a lot of historic buildings were here including pony express headquarters. wells fargo. hudson bay trading company and famous early settlers one of whom william leaderdorph who lived blocks from here a successful business person. african-american decent and the first million airin california. >> wilwoman was the founders of san francisco. here during the gold rush came in the early 1840s. he spent time stake himself as a merchant seaman and a business person. his father and brother in new orleans. we know him for san francisco's history.

establishing himself here arnold 18 twoochl he did one of many things the first to do in yerba buena. was not california yet and was not fully san francisco yet. >> because he was an american citizen but spoke spanish he was able to during the time when america was taking over california from mexico there was annexations that happened and conflict emerging and war, of course. he was part of the peek deliberations and am bas doorship to create the state of california a vice council to mexico. mexico granted him citizenship. he loaned the government of san francisco money. to funds some of the war efforts to establish the city itself and the state of course. he established the first hotel here the person people turned to often to receive dignitaries or

hold large gatherings established the first public school here and helped start the public school system. he piloted the first steam ship on the bay. a big event for san francisco and depict instead state seal the ship was the sitk a. there is a small 4 block long length of street owned much of that runs essentially where the transamerica building is to it ends at california. i walk today before am a cute side street. at this point t is the center what was all his property. he was the person entrusted to be the city's first treasurer. that is i big deal of itself to have that legacy part of an african-american the city's first banker. he was not only a forefather of

the establishment of san francisco and california as a state but a leader in industry. he had a direct hahn in so many things that we look at in san francisco. part of our dna. you know you don't hear his anymore in the context of those. representation matters. you need to uplift this so people know him but people like him like me. like you. like anyone who looks like him to be i can do this, too. to have the city's first banker and a street in the middle of financial district. that alone is powerful.
