>> thank you, chair. preston. clothes i'm here to discuss the worker protection act. our law that requires private company for janitorial security and building maintenance employee in the event a contractor changes. and that has happened on a frequent base as the economy has gone down this . is ensure consistent and reliable security. janitorial and maintenance service system an importance to the health and safe operations of commercial buildings in san francisco. over the years the model of who contracts for building services evolve. so that in many instance individual building upon tenants are now responsible for the service where in the past used to be the build being owners

themselves. this was exe.ified by what happened at 1355 market street. san francisco's twitter headquarters. the building owner correct low noted that they were not the awarding authority and it was twitter the tenant. twitter terminated the contractor then refused to provide information on the successor contractor making impable for workers to remain on the job and know who was going to replace the previous contractor. what this ordinance does is it will ensure better enforcement of the police code article 3c and more just outcome for workers covered by this article and their families when employers change a contractor without adequate notice as

required by law this is per bespective only tell fix the weaknesses in the law in 3 ways. requires the awarding authority, the company this hires the janitorial firm to provide the name of the successor contractor within 3 days of hiring the successor. that is on page 4 lines 14-16. if they have not hired a successor within 10 days and the terminated contractor provides the list of employees to the awarding authority who has the duty to provide it to the new company that is page 4 lines 21-23. the second important thing this legislation accomplishes is to provide for the administrative enforcement by our office of labor standards and enforcement. currently the only way to enforce the law by private lawsuit from an employee.

the few unions meaning there were 3 unions that supported twitter coming into and getting a tax break because we had seen that from the 2008 crash, our members lost jobs over night. and so we supported that. one of the things this legislation will help us is that when this legislation was written. it was like once we started facing twitter it became the carriage in front of the horse. because the law was a lot older than what we now neechltd right? and so the olsc could not enforce combchlg could not use the law or hammer to defends workers that we represent in the private sector. and so this legislation needs that upgrade for there to be enforcement. it was frust ritting and infuture futureiating that this

this item. i think we all agree that high speed internet is increaseingly central. something this was not in the not past viewed as a luxury. now is more of a necessity for the basicing functions for families and students and small business. small businesses can many of them not exist without high speed internet access to health care. depends on internet access. and yet even in our wealthy city in many ways we have huge swaths of the population that lack access to an internet connection. cannot afford options available. fwhon 8 residents of our city are without high speed home

internet service. one in 7 public school families don't a home computer. fwhon 7 residence denials lack basic digital literacy the federal program referred to acp, which has only about 25% of the estimated 126,000 eligible san francisco households. oldsmobiling 25% are enrolled in the federal program. in the upon tenderloin we have estimated 3, 500 eligible that are not registered. in western edition over 2600 people eligible but not registered for the acp program. we got a lot of work and our hope in this hear suggest to make people away through the hearing of the programs and the

presentation now. upon excellentful >> before we get into the meat of today's presentation i want to give context for how we got here. >> today as we discuss this resolution, we are focused on the issues that really came up in spring 2020 and on the pandemic exacerbated the dig at that time divide. supervisor preston spoke to the core of the issue and the many reasons why this is important to address. today, as we discuss this resolution our focus will be this:when more can internet service providers do to brooden access and fight for digital equity in addition to taxpayer funds initiatives how can they go further and redirect other funds to community investments. and of course we want to mark some of the signs of progress shown along the wachl service

providers participating in the acp, making improvements to low cost plans available. our members meeting withatate california president rhonda johnson who noted at&t's interest in getting congress to expand acp eligibility it would meet costs of living and invest nothing partners. and we are glad to have many of those large acp representatives in the room with us today. representatives from 3 of the counsel row's largest internet service providers the 3 this have operation in san francisco. we believe that the learning rfp's with resources have a leading role to play fair access to quality internet. and we also believe providers have a role it play and the city government does as well. i'm sure we will hear about dt and ocd with monkey brain. the local provider.

i will pass it on to give us more on the issue. >> we 4 barriers to internet access in the city with members. the first is acp under enrollment. supervisor preston mentioned a third of house holds are eligible under a quarter are enreasonable doubt. acp does in the meet the needs of san francisco. in san francisco low income is under 80% of income by hud and sfmta. there is red lining issue number 3. digital red line example can be seen on the map. red zones are high speed. green are low speed zones. in high speed tested on the ground the speeds were slow. we want to make sure for profit and small are land lord owned buildings are included and plans for universal high speed

set by guidelines. it is a 2 step process what the federal program requires. first go on 39 get your acp eligibility confirmed. once approved call at&t to have that 30 dollars subsidy applied to your bill. why so we made a commitment to spread the word on this programful partnered with community technology on a number of enroll am events throughout the city. where we have 6 at&t bilingual. niece a tech pop up and got more people enrolled in the program. you see the different place we were last year. >> and that work has paid off t. is in the a huge number, san francisco does lead the 9 county bay area counties in participation. we definitely want to see this

and also wired internet service. here are a few of them. >> and our connected learning program this is big for us. part of the 2 billion dollars commitment. we have done a few things as far as opening 20 connected learning centers. we have one in san francisco. we also partnered with dig opportunity to provide refurn devices train to student who is need it. we have partnered american public library association to develop a curriculum of upon 20 courses for new digital citizens who are kinds of getting the hang of temperature everything from how to sends an e mail to navigate the web. we also developed the achievary a free learning platform for student who is fell behind during the pandemic for precool or k-12 students.

affordable and convenient internet access. which is why verizon is supportive and committed to the affordable connectivity program and why we made the verizon forward program. with the verizon forward program, customers can get fast, reliable verizon home internet completely free. acp is designed put the choice in the hands of consumers let's participates to choose their service. there are ways to qualify for the benefits. which we talked b. which is why education and out roach is so important. as we continue to expand out reach with the city and nonprofits. there needs to be emphasis on adoption of the existing benefits. anyone medicaid eligible seniors and individuals with disabilities questions of law foil for it regardless of
