the resolution today is a ford foundation grant awarded to the project story telling project created by my office with san francisco base prestudio compound and even odd. i have a brief presentation for you on the project as context for the accept and extend resolution before you. so as public defenders our role it ensure that all people of afford their rit to a defense within our criminal legal silence. it is our responsibility to balance the narrative in and outside of the courtroom and make certain it it is in the just those with mean who is have the opportunity to be heard. but all people including the poorest and most vulnerable given a fair chance to tell their story this is the duty and spirit by which the project was created. we see a human side of justice that is over looked by the

public by the legislator and the courts. the coal of the project is to e illuminate stories and unseen perspectives of the system through a documentary film videos and photo journalism understanding the human impact of justice on our communities and influence our vision for equal and just society. the project was authorized by the board of supervisor in december 2020 through a resolution and i'm thankful to the board for unanimously supporting this project. and this u nearbying, creative partnership. you know the project was named for and inspired by jeff a dampy. under his leadership the public defender rose in prominence to be the most effective public defender office in the country. he was an accomplished attorney and known as a documentary film maker who compared shooting a film to preparing for trial.

since authorized by the board of supervisors the project has made a number of short films part of the pilot phase. i want to share 3 of them. from the inside. the first illustrated the psychological impact incarcerate in the san francisco city jail during covid. 111 taylor, one perspective what living in a halfway house in the tenderloin was like in covid filmed through his cell phone and 44 years later this followed the client paul red on his first day tasting freedom after 44 year in prison. this brings us to the resolution after we publicly launched in 2021 and released the films. the ford foundation approached the project to offer support. awarding us 2 year grant of 200

the reduction initials. all projects eligible to apply for 35 million in funds 15 for 15 million in transportation related projects. including bart, mta and bike and pedestrian and dpw a total of 50 million for each project. the program requires applicants held liable for completion of the project and that means both parties the city and housing developer and others and the transportation agencies liable for the completion of the project in either party may need steps to have housing or transit portions completed. to be eligible how we identify applicants for this we look at the pipeline and what the transportation agency's capitol improve am plans are and finds alignment so we are identifying projects that meet criteria for house and transportation needs.

begin your comments. thank you, today we are melinda stock sullivan project manager from rec and park department to make the presentation. thank you. >> good afternoon. chair approximate supervisors, staff. melinda sullivan project manager with rec and park capitol and planning division. i have been working on the gene friend rec center project since late 2014. the friend rec center at folsom and sixth in soma. current facility construct in the 1989. includes a single site center with single court indoor gym. weight room. kitchen, office and auditor you mean. lawn, planting areas and play

structures over sanltdz. provides services to youth and serves adults and seniors only facility of the kind in district 6. rec and park working with the trust for public land and the community since 2047 to study options for improving or expanding the facility. and to plan and design it. after a process the rec and park approved the design for new facility in assessment of 2019. private funding covered study and concept design only. we completed rfp for a team in 2021 and on board a new design team in march of 22. this project is employing a mechanism, cmgc the team come on board during design to provide cost check, constructability re views and value engineering studies. this phase of the project began in november of 22 and other

projects and the team moved to design development in early february of this year. we are continuing to work with core community stake holders and planning for a joint community update with arts commission this spring. this is showing our community meetings and our core stake holders west bay multiservice center and community center. >> this slide is showing some of the studies we did at community meetings where we established the core, vision program priorities and necessary criteria. sings the concept design was approved the team under taken significant and thoughtful value engineering and holding trough to the values, priorities and programs through community engagement process.

these show the concern designs new building over 24,000 square feet with 2 indoor gyms, 2 multipurpose rooms and xez room, lobby, office. new play ground and other site improvements. in order to get in construction as soon as public we submitted a permit to dbi in december of 22 and requested new electrical service from pg and e. expecting to complete the design phase in may of 23. to start bidding dem lagz in the coming months and under construction this calendar year. il touch what this mean in this legislation in the later slides. this project has a complicated budget helpful from health and recovery bondful much of project budget from development impact

mission street required a one time payment of 1.8 million and series of other payments as the develop proceedd and units were sold. this, that agreement which is now assigned to the city, provide for a commune input process. ocii never did that community process. there has been a lot of community engagement on the jean friends rec center but not the engagement press around the use of the payment. it was in the a requirement but it said the agreement allowd that to happen. so, what this transfer of funding would do would be to impose that community input process on the use of the funds. we i want to note that when the department came for a general obligation bond authorization in january of this year, they

provided a budget to us that included a 6 million dollars allocation to the bonds and the updated budget for this project is now 2 million dollars. i want to follow up with the department about that. i looked at that this morning. and then, finally the department has been spending -- since introduced there is 1.5 million dollars left in this account. so i don't think i'm not sure hacan help with the appropriation. that is for the controller. but we would i would recommend we i would offer that we could go in the department and find this difference between the 1.8 and 1.5 now available elsewhere in the budget if well is interest in that we consider approval to be a policy matter for you board. >> thank you, i think the

i want to punctuate mr. ma in regard's comments star from a basic understanding. there was an agreement in july of 2013 between the redevelopment agency and the developer. purst. john's to that agreement, there are 3 strings of payment. anual of 500 thousand dollars that gets split between the yerba buena and to go to soma programs. the one time payment of 1.8 million dollars, which is now 1.7. and there is the third stream of payments anuity paid upon the sale of each condo. unlikely to see those for awhile. there is a contemplation in the agreement that contemplates a public process and community engage am to spend all three streams of funds. that's what is provided in the agreement of the that is what

francisco the stow about restaffing rebuilding and reimaging the city. the guest is carolyn manteto talk about the organization is helping to preserve the city cultural heritage and architecture. welcome to the show. >> thank you for having me e. >> good to have you here. >> can we talk bat the history of your organization and the mission. >> sure, thank you. san francisco heritage started 51 years ago and the main mission is to preserve and enhance the architectural and cultural identity of san francisco. when it started out the focus was really on the buildings, historic landmark listings and really concentrated on downtown area with all the development happening. our organization was raising a reg red flag with historic landmarks in danger and victorian mansions so a hallmark of our organization is moving

these victorian mansions in the way of development to inwestern addition neighborhood and other areas to get out of the way of development and preserve them. our organization was around before there was the historic preservation commission of the city so we were at the forefront drawings attention to historic preservation, landmarking and over the last 51 years we have seen how there are more then just buildsings in safeguarding the city cultural resources, there is also small businesses and the different neighborhood icons that make a neighborhood special, so our outreach has really-it is really come full circle in a way because it moved downtown into the neighborhoods and now with the covid epidemic it is really going back to downtown again looking at how we can play a role in the economic recovery and revitalization of downtown san francisco. >> that's great. so,

now i understand your organization is also responsible for maintaining a couple properties. could you tell us a little about those? >> yes, our non profit was gifted in 1973, the historic (inaudible) house. it is now a historic house museum but this was a family since 1886 built this victorian mansion in the same family year after year and one of the last resident of the family when she passed way gifted the mansion to san francisco heritage so since then we have been running this historic house and the home of our office. in 2018, one of the long time members nor aa lasten gifting a building on the e h-as hate polk

became a commercial corridor after the earthquake, the owner at the time, he raised the house and put 6 store front underneath in order to take advantage of the commerce so we are in charge of the house on the corner and it has been a wonderful way to get new numbers, new audiences interested in the work of our organization. during the pandemic, we have been using it as a artson residents and partnering with different bay area artists as well as cultural institutions, cultural districts and then one of the storefronts we converted into a pop up galleries so gives a opportunity to raise awareness of the importance of the art and cultural resources in san francisco. >> that's fantastic. so, now, let's talk about legacy business. what does the designation mean? how does somebody get add today the

legacy business registry and what benefits does being named a legacy business? >> i love this program. it was started by san francisco heritage and adopt ed by the city and run by the office of small business but the program looks what are the businesses really contributing to san francisco and the neighborhood. when we started the first focus was bars and restaurants but over the years it exb panded to include other businesses so these are places that contribute to the character of a neighborhood, so sam's grill downtown, the amazingarian press in the presidio. book stores like city lights oergreen apple recently named. this year we had a lot of attention on the legacy business program. we put out a contest to the public of what you think should be the next legacy business

and one of the businesses that was recommended was the club deluxe, jazz club on the corner, and 2 or 3 days after we launched the contest, the owners announced they would have to close. the rent was driven up, they couldn't afford it, coming out of the pandemic so we worked at speed to get that application submitted with them and that status convinced their landlord to negotiate with them a lower rent and this way they have been able to stay, there was a lot of social media support around this, so when you become a legacy business, not only do you get marketing and business support from the office of small business, but you also eligible for grants and we work closely with the legacy businesses as we do our work for san francisco heritage. >> that's great. so, apart from architecture and buildings, you also work with cultural districts,

and the castro theater strikes me as a place that is both. a beautiful building and cultural hub and center. what has been happening with the recent acquisition by new owners; >> it is leased to another planet entertainment and been in contact with planet entertainment by the castro theater is historic land mark building. it is recognized as a very important architectural monument. one thing-one of the main activist organizations of the preservation of the theater we work together with supervisor mandelman on a interior landmark historic landmark designation for interior, but what happened

over the is summer and people learned is there is a lot of concern not just by san franciscans but people all over the world, movie directors, stars who are very concerned about the risk to the lgbtq and film programming at the castro theater. another planet hosted community stakeholder in august, and it was so moving to see the number of people who took the microphone-everyone had two minutes to say their testimony of what castro theater meant to them and those testimonys showed this building is contributing not just as a architectural monument but plays a role in the lgbtq community that is irrelaceuble able. >> it is beautiful theater. >> it is. my involvement in

the theater raised awareness to not only the castro theater to be emblematic of the lgbtq culture and history but also there are many other sites in the city that also contribute to the identity. that is why so many people come to san francisco as a place of freedom and diversity so in my previous work i worked at the world heritage center, so when i joined san francisco heritage i was thinking why isn't san francisco a world heritage city? for the architecture alone it could be inscribed. golden gate bridge to name a few but the city is so unique in the architecture, the mansioned and historic landmarks so hoping to start a conversation on that with city stakeholders this year. >> that is great. let's talk about your relationship with other agencies. you mentioned economic and office of

work force development and planning commission. how do you unt integrate to them? >> these relationships are essential. we are working with office of small business for the legacy business program and the planning department is really one of our most crucial relationships. we meet quarterly with them and we really see how we can support not only historic land mark listings and historical cultural context statements, strategy for culture districts and city survey among many other activities that really are of concern to both of us. for the office of workforce development, i attended a etmooing recently that the chamber of commerce organized with them on the downtown revitalization and a key goal in that meeting and in the downtown revitalization is to make sure that the city

historic culture resources play a key #r0e8 in the economic recovery and revitalization especially after the pandemic. the office of workforce development has the city build program which is admirable program where youth are trained in construction techniques for rebuilding and especially with the new housing legislation, and we really want to see how can that workforce be expanded to include training in historic preservation. we have so many victorian homes, historic buildings and other places that really need a skilled labor force to make sure that they are preserved and that they help keep the special identify of the city. we really value these relationships, we meet quarterly with the various organizations and we are really grateful for grants of the arts we receive and other supports so definitely that is a key relationship for san francisco heritage.

settlements one was mission delores. one the presidio and one was yerba buena which was urban center. there were 800 people in 1848 it was small. a lot of historic buildings were here including pony express headquarters. wells fargo. hudson bay trading company and famous early settlers one of whom william leaderdorph who lived blocks from here a successful business person. african-american decent and the first million airin california. >> wilwoman was the founders of san francisco. here during the gold rush came in the early 1840s. he spent time stake himself as a merchant seaman and a business person. his father and brother in new orleans. we know him for san francisco's

history. establishing himself here arnold 18 twoochl he did one of many things the first to do in yerba buena. was not california yet and was not fully san francisco yet. >> because he was an american citizen but spoke spanish he was able to during the time when america was taking over california from mexico, there was annexations that happened and conflict emerging and war, of course. he was part of the peek deliberations and am bas doorship to create the state of california a vice council to mexico. mexico granted him citizenship. he loaned the government of san francisco money. to funds some of the war efforts to establish the city itself and the state, of course. he established the first hotel

here the person people turned to often to receive dignitaries or hold large gatherings established the first public school here and helped start the public school system. he piloted the first steam ship on the bay. a big event for san francisco and depict instead state seal the ship was the sitk a. there is a small 4 block long length of street, owned much of that runs essentially where the transamerica building is to it ends at california. i walk today before am a cute side street. at this point t is the center what was all his property. he was the person entrusted to be the city's first treasurer. that is i big deal of itself to have that legacy part of an

african-american the city's first banker. he was not only a forefather of the establishment of san francisco and california as a state but a leader in industry. he had a direct hahn in so many things that we look at in san francisco. part of our dna. you know you don't hear his anymore in the context of those. representation matters. you need to uplift this so people know him but people like him like me. like you. like anyone who looks like him to be, i can do this, too. to have the city's first banker and a street in the middle of financial district. that alone is powerful. >> we have private and public gardens throughout the garden tour. all of the gardens are volunteers. the only requirement is you're willing to show your garden for a day. so we have gardens that vary from all stages of development and all gardens, family gardens, private gardens, some of them as small as postage stamps and

others pretty expansive. it's a variety -- all of the world is represented in our gardens here in the portola. >> i have been coming to the portola garden tour for the past seven or eight years ever since i learned about it because it is the most important event of the neighborhood, and the reason it is so important is because it links this neighborhood back to its history. in the early 1800s the portola was farmland. the region's flowers were grown in this neighborhood. if you wanted flowers anywhere future bay area, you would come to this area to get them. in the past decade, the area has tried to reclaim its roots as the garden district. one of the ways it has done that is through the portola garden tour, where neighbors open their

gardens open their gardens to people of san francisco so they can share that history. >> when i started meeting with the neighbors and seeing their gardens, i came up with this idea that it would be a great idea to fundraise. we started doing this as a fund-raiser. since we established it, we awarded 23 scholarships and six work projects for the students. >> the scholarship programs that we have developed in association with the portola is just a win-win-win situation all around. >> the scholarship program is important because it helps people to be able to tin in their situation and afford to take classes. >> i was not sure how i would stay in san francisco.

it is so expensive here. i prayed so i would receive enough so i could stay in san francisco and finish my school, which is fantastic, because i don't know where else i would have gone to finish. >> the scholarships make the difference between students being able to stay here in the city and take classes and having to go somewhere else. second area of focus as i pointed out is huwe can build this network. while minimizing any increase or vehicle miles travel exclude green house gas emissions. wee one piece is making express lanes an express bus work that will be part of the planning work that guess in the next planned update. that work is getting under way but we have gaps in the express lane network the challenger is how do we close those gaps complete the network and achieving green house gas goals relying less on building new lanes. we understood that state/federal law did not allow conversion of lanes to hot lane and there are

changing thinking on this. i think some speakers will talk about. and next slide. third area. rachael gave a good introduction, consistent operating policy. as she mentioned the bay area has several express lane operators and inspect authority to set toll rates and rowels. that could create a challenge for customers. we have at staff level working hard for years to be consistent and you see from the green box we achieved good consistency but it is not easy. to be honest. so the last 2 years we have been formal iegz scaffolding the mou and it also significantly includes the creation of the

pierce? >> sure. good morning i'm pierce gould with mtc. i am here to talk about a new equity pilot called express lane start. for a long time the express lane industry operated since people are not required use them this perspective is change to recognize the choice and limited for people who cannot afford the toll. express lane operators are looking at toll discounts and credits and other options to help low income drivers and bay area is leading the way t. is excessive to live here especially for low income households which a large share of budget on transportation. we than public transsit not a viable option for some trips and want to expand mobility and access to opportunity for low income households that need to dry. we will test a discount on the

880 express lanes which are shown here on the map in the pink oval. we leveraged the systems rule and contractors for the clip are start transit fare discount program to deliver the pilot fortunately and a lens to delivering by engaging custody ins design and sxeflgdz priority iegz out reach strategies to reach low income spanish and chinese and black audiences. i'm excited we completed testing and red to launch this to the public in april and expect it to run for 18 months. >> eligible customers apply by computer. mobile phone or on paper and must be verified eligible includes providing proof of identity. a bay area mailing address and proof of income at or below 200%

critical to achieving that world class simples my job is to help translate broader state goals, laws and policies around managed lanes and roadway process to strategies, actions, projects and programs. in partnership with regional and local agents and recommend changes when needed to help facilitate achievement of goals through those types of projects. moving to one of those policy goals and state policies, the climate action plan for transportation infrastructure. so the execute ever order in 1919 in 2019 directed cal stato lever edge state transportation spendses to meet the climate goals the transportation sector accounts for more than 50% of the state's green house gas e missions. it is vital we throughs to

achieve our climate goals. adopt in the 2021, the framework for alining the investments we make in transportation infrastructure with our climate and equity goals. there are 10 guiding principles. 8 strategies and 34 actions create a vision and plan. with regards to manage link and roadway pricing the focus is on the g hd reduction and congestion, the existing congestion and limited transportation option in our state mean we have the highest commute times and travel by automobile. which is the most carbon form of transportation when it is i single occupancy vehicle. in addition. newsome challenged us torous that through strategies encourage you to shift from cars to other modes of

from the santa clara county board everybody to i380 in the north. we opened in 2 stafrjs first in february of 22 and this was p.m. 8 miles from the santa clara line to whippel avenue and then we opened the remains 14 miles between whippel and i380. commenced tolling on it beginning early in march of this year. next slide. a bit of information we are collecting data on the new commenced tolling but average data for each of the 5 zones we are seeing a daily average toll per zone of 75 cent in thes southbound direction and a doctor in 8 cent in northbound direction. equity and express lanes hands in hands in san mateo county

inclusion of equity program was cents roll to the formation of the jpa and decision to pursue the express lanes. critical for our board and leadership we have an equity program in place. the express lane jpa approved the equity program december of 2021 and then prosecute void benefit in march of 2022. the benefits consist of 2 benefits we offer the first is a clip are card with preloaded with a value of 100 dollars. this is offered as annual benefit and we have a fast track full tag transponder with a value of 100 dollars. a one time benefit. through our distribution channel we work with samaritan house the core nonprofits in san mateo to distribute the benefits to the other 7 county wide core agencies.

predict. my big reservations have been in san francisco we are a bit different in terms of the way our freeways run through the city. and there is a lot more immediate neighborhood traffic that uses the freeways to get to different parts of the city and jobs. i think this is the thing i want to been more. i appreciate when supervisor melgar said and it is a good point, appreciate that where the traffic has returned and it is obvious but the ridership on public transportation az has not. we should encourage people to get out of cars as much as public and resume public transportation. from cal trains to the will golden gate transit to like all

of them are nowhere near ridership they were before. some that is return to work policy. some of that has to do with ease of travel. because you know i was [inaudible] 5 o'clock yesterday traveling cross town there was no traffic on the freeway. it was empty. but this morning congested. i think that there are ways we can do is this. i think we need to look at 101 everyone wants to push it to 280 the truth is that is where the majority of congestion is, when people are coming in the city the majorities of the traffic coming in the city is prepare coming to mission bay on 280 and a lot of neighborhood traffic that travels back and fourth from my district to the bayview and 6 and so manyasm that's what i would like to think about. i understands that there are space constranltos 101 that

>> hello again. jeff kline. thank you for hearing my comment. i wanted follow up on the last issue and mention that the congestion is due to a failure of regional plan and zoning in the bay area. and that has not been spoken about. and i also. to mention ridership on bart and muni there is a per spepgz among the public they are not safe to ride. a problem with crime and maintenance and cleanliness. i wanted to get back to my previous comment about muni funding, the general fund being used to fund transportation for the treasure island project. to be clear, the tdm program and all the tolls and fees are that, none of it goes to muni.

all the funding from the general fund. and -- the fiscal impact analysis for the project was optimistic about the taxes and the fees and sales tax and hotel taxes and property taxes that would come out of the project. if that money does not showum there will be a huge hole that will have to be filled by the general fund. now the city itself is facing a short fall a budget short fall. and i don'ts think you will be able to go back to the taxpayers. you have a real estate problem where taxable properties values will crash. because in the financial district this is half empty. people go bankrupt an issue of where the money come from which i like to suggest that you go back and renegotiate the disposition and development agreement with tida and ticd the developers include 11ar the
