to hear from diverse audience. one way is hosting at least one meeting a year outside of city hall and this is the first time we are done so. it is bayview hunter's point communes. thank you for welcoming us here. gratitude to the young people who made the signage the art work that welcomes us to the joseph lee center. thank you. [applause] the center started in 1935, the recreation commission before it was joined with the park commission. budgeted 15 thousand dollars toward the purchase of the land here. that would not pay for the architect to come out and look at the place. by 1943 all the lots within the block were purwhich is in the one megablock owned by the city. plans for the project approved by recreation commission in 1944 at a construction cost of 302 thousand dollars. the mayor robinson dedicated the building june 5 of 1951 the u shape bodiesing had a gym. club, odd storium with stage.

office rooms, locker room and storage by the voter approved prop 6 funds 12 million dollars bond issue for improve am of rec park holdings. 21 square,000 square foot building was the bernett recreation center. the name was changed to be the joseph lee recreation center. i did in the know this but joseph lee live friday 1862 to 1937 in boston. but the founding mfsht play ground movement of the 1890's. here we are today. 130 years later. anyway. welcome one and all. now i would like to introduce commissioner griffin to make comments >> thank you, commissioner buell. i wanted to speak just briefly

and report to the community on what's known our affinity groups. we skr a black men's aif i havity group and black women's afinity group. they got together on 23th of february for my second time they had a black history month celebration. and it was off the hook. a bit about the 2 groups i attends all of the black men afinity groups since i was appointed to the commission. i have yet to attends a black women's afinity group but i get on do this next month. they are starting to meet together every other month the way i think it should be. and i can't say enough about the guys i have been dealing with that you are looking at all

aspects of the city job opportunities. how they need to train to get to for -- terms of dealing withum ward mobility. and help happening each other deal with that. it is just its a really, really positive thing that i'm prod to be a part of. are there members of the affinity group here men or women's. there is a gentlemen there. amazing folks. and i'm sure you will hear a lot more about them in the years to come. the lunch was attends by the mayor and when did we have, 50 people there, stacy? how many folk dids we have at the lunch?

[laughter]. a little off there. and my first year on the commission than i did not have it because of covid they had it last year and this year and i'm sure it is back to stay. that's what i wanted to report on chairman buell. vice president anderson. thank you, larry. this feels good to be back. i operated a cafe for over 3 years. word, a cafe. still there and handed if off to a woman named carla who operates road house. go see carla after. we near women's history month the theme for 2023 is celebrating women who tell our stories. as women, we have been a part in telling the stories of the women before us. and passing those stories down through generations.

as your commission upon vice president, i have the privilege of sharing a part of the story of women in the department. and there are many wonderful, strong intel gent women in this department. the first woman commissioner was margaret hayward in 1908 on the play grounds commission. at the time was a separate entity from the park commission. our first woman vice president was carmen dominguez in 1970. we didn't have our first woman as commission president until 1998 doctor yvette slendzer an african-american woman who devoted her life. we have more representation on our commission and i serve next to intel gent women. commissioners annie jupiter

jones and louie. biggest spark plug i met had my life and hundreds of women throughout our department had work tireless low to ensure our parks and open spaces are safe, equitable and healthy. women like glara our first woman superintendent of structural maintenance. who over cease our yard and so much of the work that keeps our parks up and running each day. or stacy white. who is here today. she worked in our department for more than 30 years. starting out as a youth work and now a manager and who keeps our department rung each day. or -- jackie battle. where are you jackie. there she circumstance hiding out in the corner there. show is dedicated her career to improving her lives in thes community which she works and

exemplifying public xhernt and serving as a role model for her staff. i will be extemporaneous, ashley summers or commission liaison secretary. lasso the premiere soccer coach in thes world who never played soccer. he is outstanding and the goals in the gym belong to the bayview united. a program that fulton and i and jackie battle were able to start and now has 4 team usa. 4 bayview based teams playing soccer in the bayview. supervisor ray kelly. >> stand up. >> ray. our promise are based on after school programs. you are really spchl a swim program for them. we have an educational bus this pulls up and educational things on wednesday and thursday. a part of the swim program we started at king. and we have which we started left year a sewing program temperature is roam big it is grow and getting better and they are making clothes. came out to the black history celebration we were in african attire and it was all made in the room. it is a nice freshman if you are interested in sewing come and check out. thank you. mruz mrauz.

>> so much excitement and so much happening in the bay vow you will hear about later in the presentation. i will offer a quick updates about other things that are helping in our park system. it is sunny today and yesterday but it has not been for awhile. rainy and windy weather pummelled the bay area we are doing everything to ensure our parks remain safe. you have all seen the sxhus got the updates, early saturday morning our club house in stern grove suffered damage had an 85 foot eucalyptis tree fell crushing the officer and eves and the sprinkler system was destroyed causing water damage. building is red tags, it is not safe and we are in the process

now of assessing the damage and trying to figure out whether and how we can repair and what tell cost. more to come we don't have specific answers. i do want to acknowledge our park range and structural maintenance staff who despate risk, were on site after the tree fell to make sure our water systems were shut off and electrical systems and gas systems were shut off. park rangers recovered historic and sentimental memories from the building. and our roofers and urban forest tree courthouse went out there even though the building presented risk and put tarps all over the where the damage occurred to prevent additional damage from the following 3 days of rain storms from the river.

it it is a tough combon more to come. we understands our beloved the historic area is. there are many watching today and several people here who has been to life cycle events including i had one for my daughter men years ago this is a special place. we will do you will we can to make sure we are able to -- repair and restore it. so we had a few additional ins debts i want you to be, wear of. wee had a large tree branch fall in the panhandle damaging several vehicles. orborists responded and park rangers assisted the vehicle and gathering belongings and next step in recovering losses. our staff is doing everything

they can and i said this many times and this was never more trough through the pandemic but it is trough every day, men and women on the ground who show up every day no matter what the weather or the risk or no matter what the pandemic; we have an amazing team that tries to keep our parks open and keep people safe. they deserve to be applauded. it is during storms and incidents like this, we all need to tip our pretend caps to the people who are in the fields every day. making sure that weer safe and our parks are cared for. to my staff. i say, thank you from the bottom of my heart. >> all right. other few announcements. e illuminate live. i want to mention the return of e illuminate live on the

southeast part of the city and should talk about music and performances at the jerry garcia theatre. but i want to remind everyone that we also have a music series in the other park. what's its name, chuck. golden gate park. in the band march-november featuring 100 concerts. they are concerts, they are community performances. we have bay vow artists who are performing at the band shell. the free concert series is every week on wednesdays, friday, saturday and sunday with a diverse variety of music. jazz, funk and reggae and more. we have a slow start due to weather. this month many of the concerts aline with women's history

machining we have our performances by women or women fronted bands. go out and see them. thank our partners the san francisco parks alliance and shout out to stephen franz former prozac chair. and it is quite love low t. is in the jerry garcia but we are getting there. all right. also.ed to acknowledge that -- and thank the park's alliance and charles and all my staff for another successful year in golden gate park. intwined at peacock now wrapped up. in the third year an installation by bayview artist had transformed the peacock meadow turning to an enchanted forest. it is wonderful.

mayor issued a proclimbation for him in honor of entwine we thank him and all going to encourage and figure out i way to nut in the india basin shore line park for a short period so we can all enjoy it here. >> it is science month? chris or which is initial science week or day? but this month involvees, we think about seasonals. this month. and we do it as well as anybody and i want to acknowledge and celebrate our staff, starting with chris benefiter and the friends of the museum held the 39th annual middle school science fair. more than 100 students from 15 local middle schools participating. students from 15 different

schools took first place in several categories. and will now go to the golden gate stem fair this weekend at the bay model visitor center in sauce lit then the california state science fair and interinitial engineering fair this . is a great event. it is know opportunity to celebrate our best approximate brightest middle school and a chance for the museum to engage young people in learning about nature and the environment. i always appreciated science especially chemistry, mr. president only studying it periodically. >> thank you. >> as the city parks director and someone who appreciates math, my favorite subject, mr. president, is geometry.

the problem of erosion. what we have is intercepted ditches from shelly drive that collect the water brings it to the bond. the east park we have a ditch which already halfway is concreted but not healthy. so the waterfall is steep slope. and it create high velocity. that high velocity erodes and brings salt in the pond. so -- what i did we thought about 10 years ago we want to puc to give us the funds to do

i'm glad to see the commission in the community it is interesting. i'm matthew blain, we are an organization which work throughout the city and advocating for stewarting and maintaining trails and the had been at that times from mountain bikes. in the past year 300 volunteers working for us a thousand hours of work a lot at laguna honda hospital a little of that yesterday. some here in the southeast corn upper of the city. starting that and um -- and i'm looking forward to seeing the park department to see other parks and looking forward to the expansion of trails and the bike park and as always. if you learn more or go on a

for the community for many years. we work with rec and park every month on the hill and the gray ground. we got word that a -- development is planned for up to 4-five story buildings that when in the end of the pasada and go ump the very steep slope in the open space. so we wanted to introduce ourselves and make you aware this is an issue. had i move in the the bayview. that open space was the min reason why i bought my place. i live admit richmond now i care about the hill side to watch it get developed boy private landowners. in this case this is an example of where the needs as a community out weigh the needs of a developer to make money sxichl

understand now with sb9 and scott wiener and his friends stopping development from going forward it is more difficult but not impossible. and i look forward to working with all of you guys to see if we can find creative ways to protect that open space. it really is a precious resource they use every day by the community. the kids had play there from this neighborhood don't have any other way to experience open space and nature. it is concrete and buildings all arnold in this your. and so it is something rec and park i know you value open spaces and stuff. i'm sorry your time is up. @bert. tive no and chuck.

community. when we're trying to do for the community. highlights we have coming up and i have done are the work with the institute programs path way. leadership fellow prospect and bilingual spanish camp at the zoo we had john oshg conel school come out they it the culinary and the science path ways. during that time they were able to meet with our guest service team, marketing and management team and nutrition and wellness teams, too much the kids were wing on various school projects and had -- up close learning about things economies of scale and pick target markets with zoo professionals there. we have leadership programs as well. we have applications going out in april open to all students. and graduates 18 plus. during that time they will have

approval by the commission -- is the approval okay defined by san francisco code chapter 31. and so for today's presentation i will give a brief introduction to the history of jackson play fwrunld to the existing site today. the community engagement sxroesz the future concept plan. jackson play ground is a 4.480 are neighborhood park located at the bottom north slope of potrero hill on the eastern side east the mission district. and -- south of the soma district between 101 and 280 the park was construct in the 1912. and has historically served as an active recreation park and a

to provide the supportive community resources for generations to come. go on to the project teams and the development of the project. like i said earlier, this project is really championed by a large group of individuals the friends of jack park. who is our partner in advocacy and initiating the community out reach as well as funds raising for the fill the gaps and other important design professionals. we feel this model of working with friends of jack p is an example of a public/patriot partnership. the community out reach process start in the 2047 with community engagement and interviews. site analysis. design saturdays. the project phasing continued through 2022, and includes broader community engagement with listening exercises and

design and in the project as a wide range of community supportful upon so -- throughout the meetings what we heard was 2 major themes. one was to increase the path of open space and green space and improve community center space. i will get in the exciting part of the presentation now. we want to start with the concept design goals and really what is driving the plans we get in the details. the big conceptual moves include moving and improving the club house. we will move it one more time. third time is a charm. we are going to move the ball field and activate the perimeter. solve this problem of over limited partnering ball fields and get rid of the track there was dead space not used.

we will push this p oust and maximize all of the space we can. and these the third thing consolidate the program area to think about how the park can be used for a diversity of users. this will allow center space and,llow for safe simultaneous ball play and dedicated dog play area and increase open and passive green space. as you see here, the analysis with existing park and the updated park. we will be increasing the program area by 9, 500 square feet. 28% increase in program area, we are excited about that and by the big moves shifting the club house and moving the ball fields and activating the west side of the park. >> here is our beautiful design for jackson play grounds. and i will go through to give you the amenities. you see the cursor here on the left side, this is the relocated

club house and the addition. a multicourt space down on the corner of mayor posea and care line at 2 ball fields. a community garden space. improved dug outs for viewing opportunity by community and parents local passerby. i will show you rendzerrings of the areas. so we -- this idea of passive open and green space is the community was really interested in. including space on 17th street as a welcoming entrance plaza. don't have a specific program use that can be for hanging out and meeting up and a variety of different uses. this is a bird's eye view of the same plan. and you can see the perimeter of the park gets eroded and they are no longer a bear wherever to access. when you step on the sidewalk you are having a feeling you are

in the park that is something that the team worked hard to finesse and deliver in this design. this is enlargement of western side of the p you see the club house. new edition and new multipurpose court. i want to dhaul out as something that will host activities from football to pickle ball. to 4 square, basketball. all these different activities we happen in this space. i know thereupon is concern about losing the tennis courts. we are going from single use court to the up to the multiuse court to allow for a robust variety of use. >> and you see the 2 different age play areas of the plaza and green space as an entry plaza. this is the next is a blowup of

the renovated historic club house and the building addition. and -- so what this irrelevant is going to allow for is flexible space for the community. for the community members such as after school programs. we have a list here staff office. flexible programming. indoor/out door opportunity. we are excited about the stage that is part of the club house indoor events and doors that open up to the exterior to have indoor/out door for different types of evans. i will show you shortly. entry of the historic club house on carolina. a warm, welcomingent row in this important community space. this is also a view of the addition as relating to the club house. and we worked closely with san francisco planning

accessible right-of-way across the street. we are work width san francisco art's commission to develop opportunity for arts along the site. there are initial studies when that art component will electric like in this project. i want to talk about the schedule and the budget. this is something that is -- our estimated schedule right now. i want to make the point the delivery of the project is upon when the development impact fees will be delivered. so we ever working with the san francisco planning department to work with them in terms their forecasting to figure out when the development fees will be delivered to the project and then we are look amounting that will happen in 2025 or 26 and that's when you take the project out to bid for construction start in 2026. still a ways away. but we are working hard to get this done. and then this brings us to the

next slide about the budget so the project budget is 40 million dollars. and currently rec p and friends of jackson park security 30 million dollars already in public and privately pledged funds for this project. and it is per low funded boy the 2020 bond of health and recovery and impact fees and grant agreement approved on consent with friends of jack park and rec and park committee agreed to to fill the funding gap to build this park. we are excite exclude committed to get thanksgiving park done and i will say the friends of jack p is starting the capitol campaign in fall of 23 to reach out to business owner and park lovers. so, get it e mail from friends of jack park, please, donate. >> and then i will just of say

and for the community improving economic opportunity and environmental healing for residents. i'm joined by my colleague jackie who will talk about the development plan in i minute after my update. the waterfront project is aimed providing healthy community investment with environmental restoration goals and includes 3 main priorities. the first, address decades of environmental contamination from boat building and repair accysts. second, inspiring amenity rich waterfront park reflective of the bayview community and lastly, create a resilient and healthy shore line community. >> a quick reminder about the phase and components of each phase. phase one the remediation in pink.

we star third degree in march of 21 and wrapped up in august of 22. and the second phase out lined in listen the 900 ennis park project building on this rehabbed sited. complete renovation of the historic ship cottage. 3 new buildings, 2 pearce, access path throughout the park and a connection to the bay trail. and last, phase 3 is the shore line park renovation. and that is out line in the blue. and that includes a new boat house and pier. restroom building. play ground and adult fitness and increased wets land and renovated shore line for happen at that time. now the pictures. i mentioned, the remediation face start in the march of 21. complete in the august of last year. of 22. you see in the images above we

have a before photo showing the concrete piers that were there when we took over the site and the dilapidated buildings throughout the site. photo to the top right is during showing the temp refer water barrier to hold back the bay as we remediated the site and the photo of the after showing a nice clean remediated site. we had our grounds breaking last summer. we had a handful of commissioners there on a sunny day. it was a great moment to kick off the construction of phase 2 of the project. phase 2 started with the installation of 78 concrete piles. i want to thank the community for patience during this time. it was a noisy effort. and we successfully installed 78

piles in the in water work window lasted between september and november 30 of last year. 3 others of the first on the left is showing that the concrete deck and forms that are being built now on top of those piles. to -- holdup the pearce the middle shoes the history irk cottage being renovated. all of the siding has been removed and restored. we had a conserve torthere to remove murp hidden behind the walls dating to the early 1900's use in our opening of the raftic cottage. and then the upcoming months the cottage will be lifted 10 feet and a new foundation built where the cottage will then rest on. and then lastly the image on the right shows piles screw down

piles that have since cut off and will hold the foundation of the food pavilion to the west of the historic cottage. and last low for phase 2, a site image of the park. taking shape you see the piles and the left hand up to the water will be the future piers with arts component on top of it. and in the middle you see a big wood forms the smaller with the shop next and the cottage to the right of that. and the third and final phase is the india basin shore line park restoration we are working on construction document and taking the documents from 90% to 100%. we are kickoff our regular and resource permitting process. with applications being sent out to all agencies.

we will start the dbi permitting in april. next month and we are in the process of updating our cost estimate the schedule to see risks and conflict this is may happen weapon this first and final phase and over all constructability review on the project. dp a quick note on the budget our project budget is am just shy of 200 million dollars a bulk toward construction of all 3 phases remediation phase 2 and 3. 15 million dollars for the development plan implementation and the rest is administration and project design fees. to date we have a little under 140 million secured and we are in the process of doing a robust -- grant out roach for public and state and federal

commissioner for d10. had folks come out to help irrelevant tuck about had equity was and huwe develop it together for this community. so we were able to publish a fantastic document the equitable development plan this covers sick focus areas the first identity and culture, talking how we anchor that pace and when it looks like and feels to be in our neighborhood. we talked about workforce development, which i will cover a bit deeper on my next slide. we talked about transportation and access. you can build a great park what does it mean it get to temperature i was talking to stacy how there are stair well this is lead to the park but not the easiest to come down. especially if you are travelling with a family and stroller and you know kids. we have been talking about transportation and access and make thanksgiving corridor safer

to get krotsdz street to enjoy the park. in addition to that, we are talking about a healthy community and healthy ecology. so one commitments that phil promised and kept promise about wasseen if we could in the raise all the funding to come least this park, we would come in come dleen and level it better than it was when we found it. which we have dun saw the first couple of phasing complete. in addition to all of that, of course, our young people are some of the most important things we have in the municipality. developing our promise residence nit with young people and innovative. i love this comment from the man about sports are grit but we are so much more than just sports. so continuing to get feedback on

to go beyond building a park and dive nothing our community. just a couple of weeks ago my staff members came up with a great idea to have a couch conversation. and record some oral histories and stories about when black experience is here in san francisco. and bayview hunter's point and an initiative to have conversations to irrelevant document the stories. that we tell in the future park. >> over the last couple of years the ind why basin shore line is a loved park and became a huge amenity for community members when they needed to get out of the home and still have social distancing. we were innovative in thinking how we create digital equity and he access through the park. we were able to offer high speed

internet, something we want to continue to have in the future park pace we are redesigning now and lending device when is the bayview library was closed we borrowed the xourt if you need access you they account safely access there at the park. we are still thinking about how to continue it be innovative and integrate technology to parks it is a new practice for park development. i mentioned our workforce development program. and i the tip my hat to my trade. commissioner mazzola we go back years with my father james. but here was an opportunity for us to leverage the existing investments that our city made. in preapprenticeship path ways and sustainable jobs programs to offer the programs to residents

here in the neighborhood or anyone that is associated with this neighborhood for various reasons. so -- jose your testimony about how this training opportunity really gave hope. and alued to you transition from being in i dark space to thinking forked how you can contribute become to your community. we have a lot of folks that have gone through this trades program that has been placed on the park projects. they are proud that they are able to build this park project. and so we are going to continue this training path way working with our trade's union who is come out and trains all the individuals. all these individuals witness they complete the program are in the union local 261 and we have been talking about a few other trades as the work at the site

shifts. in addition to creating a training path way one of the very personal things we did was also work with local contractors. hiring local contractor and firms to do the work. we than they will hire from community as well. so we are not just building up a workforce we support our local businesses to be successful and again to build this project right from the community. we are talking to a community of black folks that one point, weep could not go to public parks or pools. i should say and talking a lot about water access. it was funny we had conversations about kayaks is this for me or my kids? generations down the road? and so we were intentional in

thinking how do we reintroduce water safety and -- learning how to swim to the community. and we hosted the learn to swim program we want to continue to host throughout this next year. we host today down the street at mlk park at the local pool. it was fwroit have at least 60 to 100 kids come through the program and learn to swim but inspire others to think about water safe. because this park is really -- it is really intended for this community. we want to figure out way its do this without saying, we just built a park and expect people to trickle in. this is a very relationship building this we have been doing with the community for a couple years that is an important prop to this project.

them is the last of the slides that i have. buoy want to add in every aspect of the park project. community has been in participation. even b with our campaign cabinet. there hen a series of tours we have been inviting folks that will do nit and help us get to the final goal of our 200 million dollars project. and of that, david mentioned that 15 million of it is earmarked just to invest in equitable development. invest directly into the community. with this cabinet we got folks like oscar and lila who sit along side millionaire hos want to do good but don't have the strong connection to the community. it was important it make sure community voices were heard and appreciated through this

process. i think this is resonated well, we have been fortunate to have a ton of interest in both donations and then folks that come out to the parks. you know than i are inpyred and compelled they ever roaching out to others this may not have heard about the project approximate may never donated to parks before. to do this. and we were fortunate to get 25 million dollars donation this issor cornerstone donation from the johnson foundation that helped us kickoff this momentum that again reinvests in our community. open up opportunity for our municipality top have space in artic litting when we want approximate need. so i'm proud to be on this project and i'm prud to serve my community and make sure that we are continuing to provide opportunity and path ways for

>> thank you. good afternoon, commissioners. i'm eric anderson superintendent of ps and open space for the department over see landscape and custodian maintenance for all of our department i the update on park maintenance. i will see if i make this work. just as an over view what you have on your screen here is a quick map of district 10 with about 25 plus parks. within that and over play side our park service area maintenance structure. and this is the primary and essential unit which we manage our park and deliver the service. you see that on this map most of the district 10 within park

service area 3. went northern part of park service area 2. phil mentioned some of this i wanted give a shout out on the winter storm response. our team has done it hen a great winter for rain but impactful in district 10, approximately 40 significant trees failed and that was part of what was happening throughout the d. flooding erosion and all that work, in addition to the normal work our staff does daily. so it has been a few months of i really wanted to highlight our urban forestry team. their skills are incredible as they deal with the significant public safety problems.

and you know, are able to methodically and professionally deal with large trees that are all overnight place and they dismanualed them and go, way. quickly. and so our urban forestry team and on the ground our guard ins bear a huge burden of tree w on the ground and all the clone up work which happens weekly. and so a shout out to all of them. deferred mince we have item in d10 first our operation's project management team delivers our small to meadium range capital projects they do resurfacing and fence

replacements. little hollywood getting a face lift with a new safety surface on march 23. and then in the summer coming is athletic court and pregnant way resurface work starting this summer. mlk pool, our structural maintenance team working on a lot of work during a 4 month closure for preventative maintenance work around dealing with the substantial impacts of humidity you get this a pool. and impact on metal work in the building. they have been doing work with painting. h vac work and more w to come at that building but we are openying next week and my colleague nick will have more information on this.

we talked and stacy talked about new park renovations. one the most important things on the agenda is how do we and are we successfully maintaining the renovations? and -- district 10 the bayview mc clarin seen a lot of work the last 5-7 years. i would like to think that i think we are doing pretty good. it is always on the 4 front of our minds. one of our public comments said that the district 10 pashs look pretty good and. i like thong is the case. we are striving for better. but i wanted to highlight the incredible amount of work and on going improvement in those parks. and if you have in the been to bayview play ground the park staff after the completion of the project installed a thousand
