today. apology for the delay. so, good morning committee. the legislation before you today would amend the administrative code to add a seat to the reentry council for the entity primarily responsible for administering pretrial service in san francisco, in this case the sf pretrial diversion project which was established in 1976 under the promise the goals of community safety and restoration could be achieved by focusing on individual development, education and public service. sf prestrile tries to insure justice involved individuals appear for court dates, achieve maximum-housing employment and healthcare programs they can significantly reduce the jail population insuring public safety and breaking the cycle of justice involvement for

but essentially we were asking to be a part of reentry council on behalf of the pretrial service work we do and the request is very clear and not necessarily about our agency, it is about the agency administering pretrial services in san francisco and we are fulfilling that function at this time. essentially, the reentry council is one of the main coordinating bodies in san francisco around criminal justice related issues, and the request essentially comes from wanting to be at the table. we have a unique model in san francisco where we have a non profit community based pretrial service agency, so we don't-we sometimes don't fit in the typical spaces that are occupied by the city partners and law enforcement partners because we are outside

the government function, but we are embedded in the system. like i said earlier, been doing this since 1976, and we overlap significantly with the courts and the sheriff and probation and police and the public defender and district attorney. we sit at the nexus of all the organizations in the courts, at this point the case load is 1800 and has historically high case loads of individuals with 950 clients and it just seems logical for us to be in that space. we occasionally present at the meeting. there have been questions about our work, and we feel like being at the table gives us the opportunity to work hand in hand with all the other groups connected to the crimial justice system and really bring more transparency and clarity to our role and the process. we also have

functions that cut across different levels of the criminal justice system. for example, we were just designated as justice involved access points, so within the coordinated entry system there are access points around the city and given our background working in the criminal justice space, we are that housing access point for anyone in the system. for example, it is not just pretrial clients, it could be clients on federal pretrial or probation or parole or having left prison or jail within the last 60 days. for us it is able to be connected and coordinating with all the other criminal justice systems and available to the public so they can ask questions and be part of the discourse. i am here to answer any questions if you have them, and i appreciate the time.

the mayor's office. for the record, we understand there is currently someone from our office that was appointed by the board of supervisors and we also understand we can't have double representation so there are also community seats on the council, but dont know the exact number. >> so, you have an appointed seat and now you will be on it, so that isn't the case anymore, that will be balanced out so there are not multiple representatives? >> correct. the appointment seat would go away and have the opportunity to appoint another person and correct, we have a permanent seat that wont be turned over. >> that makes sense. i just was curious about the reception of the idea from the whole reentry council and seems like this would be a step in the right direction but i want to give supervisor ronen's office a opportunity to speak

unable to join us today so let's go to mr. williams. >> welcome supervisors. nice to be here today. i have been in the city a long time, and i have a good history of san francisco in relationship to the needs of the sugary issue. i want to speak from my personal perspective, coming from african american perspective many in our community have a history of diabetes and that was the motivation about 4 our 5 years ago when the board first start #d the commission that interested me because i wanted to find out more medically about that issue. i attended a number of meetings and found it was very good but i was also

involved with other projects. now that i have a chance to possibly become part of that issue and to look at the soclogical concepts needed to get people particularly in low income communities to find a way of reducing the amount of sugar they have. we are fighting a huge battle with the food industry and what they have in it, but i think it is something that we need to look at because i'm very concerned about the future of our young kids, how they will have it, and so at this point, rb i am hoping you can use my services in the future and we can do something to really make a change on this issue. thank you. >> thank you so much mr. williams. colleagues, any questions for mr. williams? okay. thanks so much. now let's hear from any

health policy. >> great. thank you so much ms. ching. i don't see anyone on the roster with questions so thank you so much for your willingness to participate. let's move to john lesha ena join remotely. the floor is yours. >> good morning board of supervisors. i come before you and just want to share many years here working thin community, starting off as a youth program coordinator and building one of the biggest youth programs here and also on the groundwork and wincing many of our youth accessing inexpensive drinks, whatever drinks out there, and also identifying that water is so much more cheaper, so much more expensive then many sugary drinks. i think 3

years ago cdc had a project bringing healthier snacks into our community and identifying many (indiscernible) access the cheaper drinks including our black and african brothers and sisters. this is all they offer here in our community at a very discounted price. you can buy a soda for 25 cents but a bottle water for $1.50. that didn't make sense to the youth and started the project and encouraged the stores in the neighborhood to sell more kid friendly and healthier options for our youth. reading a statistic, low asian black african american (indiscernible) twice likely to experience tooth decay then in kindergarten then white children. that is all

our children in the same neighborhood i have been working in 20 years and think it is very important our voices be heard in this committee and we continue to (indiscernible) bringing healthier options into our communities for our youth families and seniors as well, because our seniors are the other folks that are looking for cheaper food items and everything seems to have sugar that is very inexpensive. i would love to sit and be a part of this committee to help bring more equitable solutions and healthier snacks and drink options for our community in district 10. thank you for the opportunity. >> thank you. i wanted to ask, i saw in your application reference to the-there is disproportionate impact that diabetes is having on

the- >> when we come out in the states our lot of our islanders, folks from the island don't have the exercise that goes back on island where everything is manual labor so you are able to sweat off a lot of what you eat and take in, and unfortunately many seniors have come out to america, no longer participating in daily activities that could help keep them healthy, keep them moving, mobile, and i am even seeing diabetes in some of our youth that are only in 6th grade. one of our students that i was able to work with had diabetes when she came-it was important

to understand why (indiscernible) i know the numbers of diabetes in the community is very high. when every mile or so you see a sign posted by the american department of public health about diabetes and how to prevent it, what are activities on island they can participate in. it is a prevalent disease in our api community and a lot of it like i shared is from the sugary drinks. we love sweet things. we drink coconut milk and all that healthier things, but whether we come out here, those things are no longer acceptable because they are right there on your land in the island, but now you come to america where nothing is on your land, you have to go to the store and buy, it and look at the price more so then what is more healthier for you and your family. if that makes sense.

at sister web, i oversee day to day operations including budgets and recommendations to my team as to what we are going to do and spend money on, and so with that, i also work with the sugary drinks advisory committee as cochair and also make recommendations where we should spend our money. i see in the community a lot of the times we do not have access to healthy food options, we do not have the same accesses to healthy activities, healthy living activities. the ways we are able to move about as black people in our city, we are just-it isn't as accessible and as walk friendly and things like that happen, so we want to make sure those things are available and also make sure like ms. ena said, our community healthy retail places and community stores and options available are

more healthy. healthy water and eating options. i like to make sure that happens. as a cochair of the sugary drinks committee i try to make sure the funding recommendations align with the needs of the community and work with the team the rest of the sugary drinks advisory team to educate each other and make sure we are educating other members of the board and other relevant members of the community in san francisco city and county about the importance of why we are recommending the funding. so, i am excited to rerun. i have been on the committee and the reason i'm rerunning is because i saw we are in a critical point where we have reestablished and recommitted to our priorities and our funding and we have a plan that we would like to enact, which is approaching the board, approaching the relevant people and talking to them about the priortize and expecting the importance. just like ms. ena said and

exciting she is applying, there are things that need to happen within our communities, making sure we have access to healthy food, retail, access to parks, access to water in the schools and outside in the public and so in the world of cochair, i am excited and proud to say that i'm a part of the team that says this is a priority and helps make that happen. excited to rerun, because we are in the middle of critical time and still making a lot of changes and adjustments and frankly, two years is a long time, but not quite enough to pull off what we are doing and so i'm committed to reapplying in that role. that's kind of all i have for you today. if there are any questions you want to ask me, i am free and excited to answer them. thank you. >> thank you so much ms. armstead and thank you for your service and willingness to reup

for another tour of duty. seeing no questions from colleagues, i appreciate your presentation which i think covered a lot as well as your application. next up, let's hear from francis abigail cabrera reapplying for seat 4 and understand also-joining us here. >> good morning supervisors. i'm francis abigail cabrera and go by abbey. i'm a proud daughter of two immigrants in the philippines. i was born in san francisco and raised in the bay area. i am also a public health researcher and project manager at the university of california in san francisco and within that work focus on research and health equity and partner with a lot of community based organizations, some of who are also applying for seats 1-3. i am seeking reappointment and as marna previously said, the two years does go by very fast. we had a lot of work done in

the two years, and even in the two years of the legislation research done by the public health institute has shown 34 percent decrease of sugary beverage consumption. we know there can be many years for impact and evaluation and so i'm seeking the reappointment to continue the great work. i was fortunate in 2022 to be voted cochair by my fellow committee members along with marna armstead and in this work as a cochair, i dedicate over 8 hours a month in addition to my full time job for the committee for the community to see better impacts and health and wellbeing in our community. in district 10 for example, about 34 percent of the community based organizations that are funded by the sugary drinks are by community based organizations that are hundred percent serving bipoc

communities. a priority for supervisors ask your community are children. i have from my data, 46 percent of san francisco unified school district students are also impacted by increases in fruit, vegetable and tap water increases, so these are just some of the numbers, but beyond the numbers are there stories of our community and we want to be able to continue that great impact and i would like to seek reappointment to continue to serve in seat 4. >> great. thank you so much ms. cabrera. i appreciate your leadership so far and your willingness to seek another tour of duty on this and think this is important. i don't see questions from colleagues, so thank you so much for your presentation. >> thank you for your time. >> okay. and next up is linda ye, nominated to seat 6 by the

youth commission. ms. ye. >> good morning supervisors. my name is linda ye. thank you for having me today. i am 16 years old and current high school junior born and raised in san francisco. as someone who has seen friends and family members effected by sugar related disease including hypertension and cavities i know a long time something must be done to support our communities impacted by the damaging corporations who sacrifice wellbeing of consumers for profit. i see and experience how low income youth including myself are more vulnerable effected by the corporations from the lack of nutrition education and pressure to fit in. i worked numerous times with youth through work as counselor for camps and work with various youth service non profit organizations. i have seen things such as (indiscernible) casually having 3 cans of soda for lunch and

disparities in the diet between kids. these experiences motivated me do research and the right steps to be taken to advocate for the community and youth of the city. i experienced organizing and educating youth through various projects and events and believe increasing accessible to vital resources and information including the accessibility to clean water, non processed foods, nutrition education and other necessities to support the public health of san francisco. i hope through the sugary drink distrirt committee i can work with a team who cares about health equity as much as i do and utilize opportunity to introduce public health awareness through youth and encourage involvement. thank you for your time and consideration. >> thank you so much ms. ye. i apologize if i mispronounced that. >> you got it. >> yee or ye?

today. i'm a public school mom, my son is in the 4th grade and goes to the same elementary school i went to in the 1980's. i'm an old mom. i run the green team at our school, which makes public pedestrian safety and public pedestrian bikeways. we do (indiscernible) events and sports equipment swaps. i'm part of mothers out front, dedicated to climate action and families in san francisco,ic and my professional history is in public policy related to eliminating pfas and single use plastic from food and beverage containers. much of the plastic we see, the same things we see in plastic beverage bottles also cause illness among communities in san francisco. pfas and

nutrition, i oversee programs to support the development and growth of children through increasing access to healthy foods and encouraging environments that support the development of healthy behaviors, including encouraging healthy beverages. i oversaw division of public and behavioral health, also food security in nevada where i designed and evaluated state food insecurity (indiscernible) i also oversaw the state food security council so i have experience with cross agency collaboration at all levels, and also open meeting law as well. i hope to be considered for this seat so i can speak to the issues facing the early care and education community impacting providers educators and parents to ultimately have a positive influence and insure children have a healthy staff so thank you so much

for your consideration today. >> great. thank you so much ms. urban. and at this time i did skip over jamie schmidt who applying for seats 4 and 5. >> hello. thank you for inviting me to present to the rules committee. thank you. i am a mom, dietician, clinical researcher at (indiscernible) my research started in boston connecting the black american life style intervention conducting the study to identify the best (indiscernible) work to create partnerships with community health centers to recruit women from the neighborhood and familiar environment that enhance engagement. moving to san francisco i landed at zuckerberg san francisco hospital and my research investigated insulin resistance with those with hiv. i have been conducting clinical research to meck measure the impact 06 work place

intervention and 650 hospital employees. employees recruited from hospitals offering a healthy beverage initiative to ban the sale of sugar (indiscernible) vending machines or control hospital there is no change. we studied impact for a year. the results found impact on participant in the healthy aboveerage initiative and been accepted for publication. now we are in year 2 of federal grant looking at a multi-level work place intervention. the first level is randomly applying 16 hospitals to control healthy beverage initiative. the second is randomly assigning 700 full time hospital employees to intervention or no intervention. the goal is to determine if we can create a cost effective scalable intervention that can be implemented at work places. as a resident of san francisco over 25 years, participating in this committee allow me to give back to the city i love, raised my daughters with my husband also born and raised in san francisco. my career

supervisor chair dorsey and supervisor walton, safai. good morning. i'm lee (indiscernible) the deputy director of joint development team at oewd. joined by anna (indiscernible) the public finance director of the controller's office of public finance. we are here today with a short presentation about the proposed enhanced infrastructure financing district for power station project and public financing authority. the power station is a 29 acre site on the central waterfront just south of pier 70 and with the site of the former potrero power station. the project entitled and transform with mixed use development with residential, commercial and significant new public spaces. 30 percent of the housing will be affordable and the project includes a host of other benefits that support the community. the project sponsor has already

initiated significant site work as you see in the photo, which shows the new elevation of the future roads. but given the contraction of the financial markets and escalating costs, the project is at risk of stoppage. the proposed enhanced infrastructure financing district or eifd is a state authorized public financing tool that municipalities can employ to fund public capital improvement using property tax revenue. the proposed power station complies with city wide ifd guidelines which supplemented this year and intentional and effective policy tool to accelerate master plan projects to unlock the housing and community benefits. limit ifd to large scale projeblth and

maintain a net fiscal benefit to the city. as such, projects can access up to 50 percent of the annual tax increment generated by their development. our policy also limits ifd debt across all districts such that total annual dbt payments do not exceed 5 percent of annual property tax revenue. and comes with a use it or lose it clause that provides the option for the city to desolve a district should minimum development milestones not be met. this expires once debt is issued. eifd law requires the board of supervisorss establish a public financing authority to serve as the legislative body of the eifd. the ordinance before you today is for the creation of that body. this pfa will be responsible for adopting and implementing the infrastructure financing plan for the power station eifd which outlines

property tax allocations to the district and the pfa oversee the issuance of bonds. the pfa will consist of three members of the board of supervisors, appointed by the board president and two members of the public plus a board member to serve as a alternate. as for next steps, the pfa once established will conduct a number of meetings this year to review and adopt the ifp. there is a companion resolution of intention to form the power station eifd passed out of budget finance committee and will be heard at the full board tomorrow. we expect the full eifd formation process to take another 8 months or so. in that time, the power station team is committed to advancing site work on the project with the goal to begin the first housing project before the end of this calendar year.
