is held during women's history month in city hall. by a woman and mayor to make that clear we send a strong message we talk about the nowruz and renewable and hope and future and starting a new we make that clear that the ability for women to make they're own decisions about their both sides and how they move around the world that we will stand for justice and fairness and so today is about a hope for renewable hope for a new day, hope for a new year that is starkly the possibility what can a happy we truly come together and work hard and push for fairness and justice for all human beings. year i'm sorry 18 year that we had nowruz celebration at city hall it started think o under governor gavin newsom a group of iranian got together and to recognize a community in many ways to a lot of people they're land use in one group out of that have a way to celebrate our culture at city hall so from that time going forward we have been having celebrations every year more and more fruitful and more and more event full and a beautiful way to show our culture. um, i want to recognize a few people before i say a few more words thank you, sophie the persian woman for organizing this and others and

>> good. i want to ask you what inspired you to be a paramedic? >> that's a good question. you know, i wanted to go into med school and after i found out how much time it took and all of that, i decided that that was going to be a little too much schooling, but i still wanted to figure out a way that i could provide medical care and doing that as an emt as well as a paramedic was a way to do that. >> can you give me a break down of a typical day for you? >> i come to work and sit at my desk and then i respond to e-mails and try to figure out what are some of the issues we need to address. can we hire more people. what kinds of policies we want to try to create that will help us do our job as ems. >> what does it take to be a female paramedic? >> you know, it takes quite a bit of schooling, but also required somebody who's empathetic. it can be a very stressful job and so we want people to be able to hand that on a

day-to-day basis. >> so what's your greatest satisfaction in your job? >> trying to make sure that the work that we provide and the services that we provide to the community is the best that we can in ems so that when we go out to see you if you call us for an emergency, that we'll be able to treat you in the best way possible and that you get the care as quickly and as effectively as possible. >> why is it important for young girls, women of color to see women in these roles? >> i think it really is important for us to be able to get into these roles because we are effective, we are able to reach out to the community. we are able to do the job in a very effective manner and to be able to relate to the community and be able to do that is one of the best things that we can do. and people of color and as women of color, you know, we are in a great position to be able to do that.

my name is doctor ellen moffett, i am an assistant medical examiner for the city and county of san francisco. i perform autopsy, review medical records and write reports. also integrate other sorts of

testing data to determine cause and manner of death. i have been here at this facility since i moved here in november, and previous to that at the old facility. i was worried when we moved here that because this building is so much larger that i wouldn't see people every day. i would miss my personal interactions with the other employees, but that hasn't been the case. this building is very nice. we have lovely autopsy tables and i do get to go upstairs and down stairs several times a day to see everyone else i work with. we have a bond like any other group of employees that work for a specific agency in san francisco. we work closely on each case to determine the best cause of death, and we also interact with family members of the diseased. that brings us closer together also. >> i am an investigator two at

the office of the chief until examiner in san francisco. as an investigator here i investigate all manners of death that come through our jurisdiction. i go to the field interview police officers, detectives, family members, physicians, anyone who might be involved with the death. additionally i take any property with the deceased individual and take care and custody of that. i maintain the chain and custody for court purposes if that becomes an issue later and notify next of kin and make any additional follow up phone callsness with that particular death. i am dealing with people at the worst possible time in their lives delivering the worst news they could get. i work with the family to help them through the grieving process. >> i am ricky moore, a clerk at the san francisco medical

examiner's office. i assist the pathology and toxicology and investigative team around work close with the families, loved ones and funeral establishment. >> i started at the old facility. the building was old, vintage. we had issues with plumbing and things like that. i had a tiny desk. i feet very happy to be here in the new digs where i actually have room to do my work. >> i am sue pairing, the toxicologist supervisor. we test for alcohol, drugs and poisons and biological substances. i oversee all of the lab operations. the forensic operation here we perform the toxicology testing for the human performance and the case in the city of san

francisco. we collect evidence at the scene. a woman was killed after a robbery homicide, and the dna collected from the zip ties she was bound with ended up being a cold hit to the suspect. that was the only investigative link collecting the scene to the suspect. it is nice to get the feedback. we do a lot of work and you don't hear the result. once in a while you heard it had an impact on somebody. you can bring justice to what happened. we are able to take what we due to the next level. many of our counterparts in other states, cities or countries don't have the resources and don't have the beautiful building and the equipmentness to really advance what we are doing. >> sometimes we go to court. whoever is on call may be called out of the office to go to

various portions of the city to investigate suspicious deaths. we do whatever we can to get our job done. >> when we think that a case has a natural cause of death and it turns out to be another natural cause of death. unexpected findings are fun. >> i have a prior background in law enforcement. i was a police officer for 8 years. i handled homicides and suicides. i had been around death investigation type scenes. as a police officer we only handled minimal components then it was turned over to the coroner or the detective division. i am intrigued with those types of calls. i wondered why someone died. i have an extremely supportive family. older children say, mom, how was your day.

i can give minor details and i have an amazing spouse always willing to listen to any and all details of my day. without that it would be really hard to deal with the negative components of this job. >> being i am a native of san francisco and grew up in the community. i come across that a lot where i may know a loved one coming from the back way or a loved one seeking answers for their deceased. there are a lot of cases where i may feel affected by it. if from is a child involved or things like that. i try to not bring it home and not let it affect me. when i tell people i work at the medical examiners office. what do you do? the autopsy? i deal with the enough and --

with the administrative and the families. >> most of the time work here is very enjoyable. >> after i started working with dead people, i had just gotten married and one night i woke up in a cold sweat. i thought there was somebody dead? my bed. i rolled over and poked the body. sure enough, it was my husband who grumbled and went back to sleep. this job does have lingering effects. in terms of why did you want to go into this? i loved science growing up but i didn't want to be a doctor and didn't want to be a pharmacist. the more i learned about forensics how interested i was of the perfect combination between applied science and criminal justice. if you are interested in finding out the facts and truth seeking

to find out what happened, anybody interested in that has a place in this field. >> being a woman we just need to go for it and don't let anyone fail you, you can't be. >> with regard to this position in comparison to crime dramas out there, i would say there might be some minor correlations. let's face it, we aren't hollywood, we are real world. yes we collect evidence. we want to preserve that. we are not scanning fingerprints in the field like a hollywood television show. >> families say thank you for what you do, for me that is extremely fulfilling. somebody has to do my job. if i can make a situation that is really negative for someone more positive, then i feel like i am doing the right thing for the city of san francisco.

>> good afternoon. i just want to-my name is oscar james, a native resident of bayview hunters point, 76 years. i have been familiar with this commission since 1968. i have been a participant and coming to these meetings all up until the pandemic. it has been a pleasure knowing all the previous commissioners and knowing some now, i see new faces, but i really want to commend our commissioner who is retiring. she has done a tremendous job. not too much i can say about it. i looked at all the commissioners, and the dedication that you guys bring to our community and the city and county of san francisco as a whole. it is really been a

mayor late edwin lee appointed mrs. rosales to community investment and infrastructure. she served with distinction, excellence and commitment to the mission of the office of community investment and infrastructure ocii as the successor agency to san francisco redevelopment agency of promoting community, economic and physical development and blighted neighborhoods and whereas, during her tenure, mrs. rosales provided critical leadership to ocii and serving first as vice chair from december 18, 2012 to august 5, 2014 and chaired from august 5, 2014 to march 21, 2017 and then again came back and served as vice chair under miguel from may 7, 2019 to present. since her appointment the commission has supported and the commission has

approved numerous actions to implement ocii enforceable obligations which approve economic vitality, landscape and affordable opportunities and quality of life in san francisco. with oversight and approval, oci oorks has taken actions relate today the active development in hunter point ship yard and candle stick point, mission bay and transbay project areas along with continuing enforceable obligations related to the yerba buena (indiscernible) >> whereas as a commissioner mrs. rosales approved numerous actions ocii undertook related to dissolution of the san francisco redevelopment agency, including implementation of enforceable obligations that survivored dissolution and created jobs market rate affordable housing units and public infrastructure benefiting the city and county of san francisco, aprauvl of

long range property management plan, conformation of housing assets transferred to the city as housing successor and approval of 3 recognized obligation payment schedules and whereas, mrs. rosales a lifelong resident of san francisco manages a private law practice in the city. prioring to entering private pract in in 2004 served at san francisco international airport general counsel for 10 years and deputy director for legislative affairs and serve #d years with the san francisco deputy city attorney in the government law division. she has more then 30 years of distinguished career in the specialized area of affirmative action and public contracting. in her capacity mrs. rosales authored and defended several minority local contract business programs.

april 1, 2014 under mrs. rosales leadership, the transbay block 5 request proposals became the initial project to require development teams to prepare a workforce and contracting action plan. the wcap described the specific steps a development team would take to begin the development process and create a implementation plan that help improve contracting and workforce achievement levels for the project, and >> whereas, mrs. rosales has been instrumental in advising agency staff regarding amendments to ocii small business program sbe policy. allowing its long history of promoting equal opportunity and procedures and contracting with minorities, women and small

business development. under her role as chair the commission amended the sbe policy joint venture and association on july 7, 2015 to insure that this continues and, whereas, during mrs. rosales tenure, ocii has overseen the award of over 5.7 billion dollars in contracts with nearly 1.8 billion or, 31.6 percent going to sbe's. of this amount, $973 million has been awarded to san francisco based small businesses. minority and women owned businesses have also participated in a

significant manner with over $942 million in contracts or nearly 16.7 percent of all awards reflecting the ethnic and gender diversity of the region. as a economic driver, ocii, sbi program has benefited over 1090 local and small businesses since 2012 and- >> whereas, throughout her term on the commission mrs. rosales is a staunch proponent of ocii housing programs. over 3,000 housing units started construction during her term, of which 1/3 affordable to very low and low moderate

income households. whereas, mrs. rosales has been a strong supporter to provide affordable housing opportunities to members of low income house holds displaced by the former agency and eligible to receive housing preference through ocii certificate of preference program. she consistently urged the mayor office of housing and community development, which provides services to market and lease up sponsored affordable housing units to fulfill their commitment to provide accessible user friendly and online access to housing applications and marketing information through the data base of affordable housing listings information and applications, the dahlia program. and whereas, mrs. rosales presence on the successor agency commission will be greatly missed by those who having businesses before the commission the public generally and her

fellow commissioners and agency staff. her legacy includes the funding of thousands of affordable housing units, creation of numerous construction and permanent jobs and specific development projects that improved and will continue to improve the economic vitality urban landscape and quality of life of san francisco. now therefore let it be resolved, that the commission on community investment and infrastructure on behalff oits executive director and employees acknowledge the service that mrs. rosales has provided to ocii and by the resolution expresses to mrs. rosales, it is appreciation of work well done. thanks for her dedicated public service and wish for success in her future

just reflecting on what i wanted to say, i thought yes, i'm a founding member and i have a lot of good stories which i won't take the time to share today because we don't want them in the public record, but it was a very i think fortuitous day when mayor lee and then city administrator naome kelly insisted i think about joining the commission and so, i did so for lots of reasons and over time i have to say from those early days of seeing all members of the commission, because i have gone through all members of the commission, and of course i worked with commissioner drew as well, so i have seen lots of change over those 10 years and i have to say with each year i have seen the good work of the commission incrementally enhance, just every single year, and that takes incredible teamwork, because i

as the contract amendments are fairly miner. the enforceable obligations, which are being satisfied with the issuance of these bonds are first affordable housing application, which consist of 4433 units, and 140 of those are in construction and 981 in pre-development at this point. the transbay infrastructure obligations, which are required by the transbay implementation agreement. the enable authority respectively is the health and safety code, the two sections listed. section a, the first one applies to affordable housing obligation, and the section ending in b, is relative to transbay

infrastructure. so, series a, overview of that is that it involves furthering the development of 537 units of affordable housing, which totals 16 percent of the remaining obligation. the project show in the table here it is transbay 2 east and west, and then the pre-development for transbay 4. again, they total 537 units. transbay series b, sorry-is the transbay block 3 park project. this table shows exactly how much money is generated by the sale of the bonds and then what happens to that money. these numbers are based on the actual

market at the time they were put together and as we know, markets are dynamic and especially now. these are-if we had sold the bonds then, this would be pretty much what it looks like. this is prepared by our municipal advisor/financial advisor based on discussion with trading desks and underwriting firms so these are real numbers. rather then go through all of those, i could answer any questions about them at the end. i'll give a quick summary. when you saw the bonds you have the proceeds, which is basically the face amount of the bonds. you have that and you can potentially have a premium and existence of premium has to do with what investors

want. for infrastructure bonds it is different portfolio. those portfolio managers might want to see higher coupon so we give them a higher coupon if it makes sense but they have to pay more for it and that's why you get a premium. that's what that is about. and then, the use of the funds is below with the project fund amounts first and debt service reserve, this is a reserve set apart and held by the trustees and it is security for the bond holder should the revenues be insufficient to pay debt service. that reserve gets used on the last debt service payment of the bond. you basically can throw it in the pot then. and then there is cost of issuance underwriter's discount which is how the underwriters make money selling the bonds and insurance is a decision that is made

at the time the bonds are sold. if it makes sense to have bond insurance, so if lowers the yield enough to save more money then it costs to by the insurance, then you do it. that is a very routine calculation, but based on today's market it would make sense to pay for the insurance, bond insurance. and then the last other uses, that is just rounding. i hope that want too tiresome. the proposed action is to approve the key foundational documents for the bond deal, which is the first supplement to the indenture of trust. the reason it is done that way, for this credit it was initially set up with a bond indenture that could be supplemented so each time you wouldn't have to write a entirely new bond

indenture and since it is on parody credit it make sense to modify the sections required to accommodate the new bond. it is more efficient. there is a list of some things that are changed or added, and some of those things are known now and some won't be known until we price the bonds. also, this will approve the bond purchase agreement, which is the contract that we sign with the purchaser of the bonds which is the underwriter and those details wont be known until we price the bonds. additionally, the action will approve the underwriter selection. we issued a request for proposal to the entire underwriter pool for city and county of san francisco, we received 11 responses and they

were evaluated and scored by an evaluation-a selection panel, which included myself and representative of the city office of public finance, with the help of our financial advisor. the team we selected for lead underwriter, we selected (indiscernible) public finance. we have tom jacob here from steefal and cosenior we selected baxten. we worked with them both firms before and are very happy to be working with them again. the contract amendments are-there three contract amendments that are being modified here. the fa contract, the bond council contract and disclosure council contract, and the reason this is happening is that after we

had already brought these contracts to you, the opportunity came up to do these housing projects in transbay and it was unknown at the time. or we would have put it in there. it came up sort of right at the very last moment and we just had to figure how to try to do this because it was also quite time sensitive. normally we issue october november in order to get them money when they need it we need the bonds issued basically towards the end of july, so our consultants were very accommodating in helping us get there and do this. the contract scope is the only thing that is modified to include this. we have not increased the maximum amount payable under the contract. i should explain rather then leave the question hanging, why they do that. the reason was that originally the

transbay deal was about twice as large, but quite a bit larger. a portion of that got delayed until 2025, and so we are able-because it is the same credit, we are able to simply plug this within in and it will be under the same official statement one taxable series and one tax exempt series. it doesn't create additional work, but we do really appreciate the accommodation that our consultants made to help us get where we need to get. so, for-we actually have a representative here from pfm california advisor, sara hallenbeck. bond counsel was unable to attend but we do

was about justice. our general counsel morales, jim morales, you have been such not only a steady hand and mind, but heart. you know, you've helped us in so many different ways of staying out of trouble, but you also helped us with guidance on how to push the envelope when it was appropriate, so we could do local hire and we could push for our numbers for our small businesses. what you heard in the resolution, you have a lot to do with that, and just want to thank you for that. the staff, i remember when the redevelopment was being asked to shut down. i said publicly that i would match our staff to anybody across this

country, because we knew what to do to make sure that the redevelopment agency was doing the right thing, and you all have carried carried carried the work. i think i said this during the holiday party, but it is so true, there are people who sleep better, there are families who are together in warm homes because of you. because of the work you did. one other thing i said during a commission meeting i said, where is the wow factor in the units? we want-just because it was affordable does not mean it shouldn't have a wow factor and we challenged developers to build units that they would be proud to live in. so thank you for carrying that through. we

most of you may not know, but during the pandemic we couldn't see each other. we couldn't really see the public, so many of us actually called them to make sure they were okay. i personally made phone calls to see if they needed anything. if they needed food. if they were alright. that is what you do when you are family. just because we are a government agency does not mean we cannot have heart and we do. this commission truly does. i are just want to thank everybody for giving me the opportunity. i talked about my dad how my dad friday nights would drive us around because he was a construction worker and he would drive around and said i worked on this

building, levi plaza, pier 39, transamerica and bank of america building and i remember how proud he was to help build those buildings. now that he's gone, i look at those buildings and i see his fingerprint and some small way i have been able to do the same when i walk by chase center, transbay. i remember the conversations how many of those projects were just paper, and now have come to life. so i would not have been able to do this without everyone's support and so on behalf of my mom and dad, thank you. thank you for the opportunity to serve my city. chair brackett, chair emeritus bustos, commissioners, exective director cos kaslofsky and general counsel. before you today as ocii real estate service manager and in place of maureen munson who was supposed to present this but couldn't be here due to circumstances (indiscernible) at 345 williams avenue in the bayview neighborhood. just refresh your recollection, 345 williams is 2 acre site. contains about 29 thousand square foot building, and about hundred space parking lot dating back to 1964. in the late 1980's safeway store located there closed at this site and that at time the safeway store was the

bayview only full grocery store. 1990 the former agency using cdbg funds acquired the site and entered into a lease with cal foods to develop and operate a grocery store. opened the grocery store in 1991 and it has been operating there continuously since then under the lease of there former agency and remains a important outlet for fresh food in the bayview. in 2021 district 10 supervisor shamann walton engaged ocii about improving quality at the store. he was concerned with the store physical condition and wanted to know if food co was hiring bayview residents. over it past 2 years supervisor walter office and ocii worked for improvements at the store. some of the physical improvements that occur include grinding and repolishing of the

concrete floor which was in pretty bad shape, repainting of the building, replacement of the roof, replacement of the up shopping cart fleet, replacement of parking lot lights and poles to make the grocery store more welcoming and inviting place to shop. in addition, food co implemented a ermoovert visible hiring process and publicizing the availability of employment opportunities at the store. as a result, they tell us most of their job applicants are walk-ins and which we think demonstrates increase in neighborhood-potential for neighborhood employment and in fact last year in 2022, more then half of the new hires at the store were bayview residents residing in the 94124 zip code. hires also included employees from the surrounding neighborhood, visitation valley

and portola. and potrero and mission bay. we think that was a great success and we want to continue to work with food co on that. other things they have done is complete refresh of their produce department, fresh food department. as you can see in this photo, they also expanded their organic offerings which is important for the helt of the community which you can see here in the photo, and they have a brand new fresh meat section that has been expanded from what they had before and they provide a butcher on site for really fresh available meats. so, earlier this year at request of supervisor walton, we along with the mayor's office of housing and community development participated in a tour of the site. i think it went really well. i didn't attend but marie did. she

isn't here to give you anecdotes but i think the tour went well and as evidence of that, here's a tweet-example of someone using twitter responsible of supervisor walton saying how much he enjoyed the tour and encourage people to go and shop at the store so i think this really ties together the efforts that we endeavored to partner with supervisor walton. just lastly, update on the site itself. since this was a former redevelopment agency asset under dissolution we are required to transfer it in accordsance with the long-term property management plan which requires us to transfer it to the city for future redevelopment purposes and that is well underway. it stopped and started over time but that transfer is well underway being negotiated with the city's office of with mocd

and real estate division and anticipate it will be transferred by the middle of the year. we'll transfer the real property and the lease so that lease will continue with food co under the auspice of mocd. it can continue in accordance with the terms of the lease until 2031 at which time it would be up for renewal. i think mocd has potentially grand ideas for the site so excited about things to come there. lastly, the staff i work with on this asked me to mention to you commissioner bustos and to you commissioner rosales that we heard the numbers, billions of sbe contracts and thousands of wow factor affordable housing in the city, but on a personal level and i think it is poignant we are here in person for the first time in 3 years, on a personal level you brought joy and security to people's lives, thousands and probably 10 of thousands lives and that

website and they doing tours at the site. they are offering tours, you can contact them on the website. you'll see their information but there is is one this friday evening and then march 30, so march 24 and 30. a update on that. i want to make a quick statement about the recent bank failures. commission is probably aware, several banks have been experiencing financial troubles over there last month. silicon valley closed and reopened under federal leadership there. signature bankism san francisco first republic bank is experiencing trouble but we want to assure the commission, we have done a review of our portfolio and dont have any of these banks as lenders or investors on any active projects but continuing to review exposure for this but at this point don't see issues. we'll let you know if we do. a few other updates, hunter point ship yard the first phase

construction continues. we have three blocks affordable housing blocks that will break ground over the next 60 days for about 183 units. all the units are offered at 50 percent area median income. those blocks are significant because they are the first ocii affordable blocks. all the development before is lennar development so that is significant. we'll update the commission on those projectss in the future. and then replacement housing, want to update on that. our efforts to restart that. we have been working with senator wiener's office on state legislation to reauthrise replacing the 6 thousand units of affordable housing demolished. february senator wiener introduced sb593, and that was at the state and senate and the billed

reauthorize replacement housing and allow ocii to restart the program to right a historic wrong. it contributed greatly to today's housing crisis in san francisco. it allows the city to meet its housing element goals of 46 thousand affordable units over the next 8 years. we'll provide you information on those senate hearings. some are occurring next week. i want to especially acknowledge members of the team. rosa torres, john daigal and mina- (indiscernible) jim morales general counsel. their leadership powered the initiative to the point it has been. closing, i want to just make a statement about 35 months ago april 7, 2020 was the commission first virtual meeting. it was significant. a significant meeting because it was due to the covid

emergency all public meetings had been suspeneded so the commission could not meet and do its business. but it was opening of the meeting vice chair rosales acknowledged the mayor recognized had urgency and importance for the commission to meet and despite this covid emergency health order and the mayor did authorize the commission to hold virtual public meetings to approve various projects, especially the affordable housing projects approved that day so the public health emergency wouldn't worsen because critical public affordable housing wasn't being built. chair bustos went on to thank the mayor and board of supervisors but especially the staff for organizing the luistics for that commission meeting to hold the first virtual meeting. it was necessary to carry on the important work and went to say it was critical the commission meet because people have to work at home and missing the human connection with friends and coworkers. in grat itude also acknowledged we

are all sheltering in place, many had no place to go. he read a poem that day called in the time of pandemic i'll reference a few lines. he said, the people healed and earth began to heal. the tough times brought out the best in one another. we reset how we think about ourselves each other and how we do our work. he thanked jamie, lusinda, jay and the team at sfgov for organizing the first meeting. i want to offer a similar refrain and recognition of our work that is of critical importance to the wellbeing and health of the city. we live in abundance and grateful we have work and shelter and there are still others who have are not having the basic needs met. this is why we are passionate about the work we do
