slow streets are a small part of the solution to the issues you raise around high speed traffic. i longer like to ask to speak to the slow streets piece and spends time talking about a network of one way high spree street in soma that create an unsafe environment. it is a significant concern and deserves more attention. >> i want to thank [inaudible] and [inaudible] for and [inaudible] all of you for joining us. traffic safety and walkability in soma is my personal highest priorities. as you all know both soma and the tenderloin is the highest rate of traffic collisions and fatalities and the greatest number of seniors and people sdwablts and children in all of san francisco the issueers important. we had a bit of a miscommunication.

so if i understands correct low sdreshth yekutiel, why what the process was? >> because we voted big prioritize 22 nldz and now asked to bring 20th back. your we here? >> happy to responded. the reason we are here after the december meeting the board approved the slow streets program we heard feedback from community members on 20th street that they wanted hold on to 20th as a slow street provided benefits with traffic and alsoing the bike way network. they did not want to lose the mission 22n't street is a planned slow street but since the covid slow streets were removed from the program they wanted see an on going slow street. we looked at 20th and changed

slow streets and protected lanes connect. and then take this vision and i'm not speaking this to you in any way. i could not i'm speak as a board member and my hope we take this and steal to the public. and sell it and get their feedback. oshg poedz to block by block i'm fine voting for this but to me is like we had tom fight f and go become thot drawing board. hear from everyone and business owners and residents. so it feels like really this is how we doll temperature every 3 blocks and i'd like to am i'm excited seat network so we can talk about that versus 4 blocks of upon 20th street. thank you. it it is in the our intention on do this block by block base.
2:27 pm
the reason 20th cameum was going on removed testifies a covid responsive street and that program is sunsetting this winter. at this time is the first day of spring. that's reason for 20th coming back >> thank you, looking forward torthis doing this for you, shannon. >> thank you. . >> director cajina. i wanted to i'm okay with move thanksgiving but department to echo director approximate young teals comments about the piecemeal prop with the mission and neighborhood hood wide decision. one challenges that i'm seeing come up and again and again with different community members the out reach fatigue with the sheer initial projects we have in neighborhoods and lack of

having this work without gaps is the way this program can thrive and it would be better [inaudible] for long-term network planning. i appreciate the attention on that. it works better i think if you have a for you way intersection of slow streets you divert drivers away before they are cest like south van ness like a partial diverter and keep the 4 way intersection safer for other users. the other intersection you will make it more confusing for drivers a driver approaching from the west would be foremansed drive on the slow street no matter when they did this is unsafe. thank you very much and i hope you will consider that. next speaker, please.

out reach work it was important top have a representative voice within the community for when we heard we asked for demographic information. i think the compelling things is this almost 80% of survey from people of color. half of the responses from households earning left than 50 thousand dollars and 20% were filled nought a language other than english. during our first phase of out reach in november of 2022, 2021, long time. we first focussed on understand happening the priorities of the community at a high level through the responses we got during out reach a high priority for focus on pedestrian safety and access to transit. while park was low across the neighborhoods there were pockets of neighborhood in sunnydale and san bruno where parking was

higher. the other element was asking residents to oyst streets that were primarily in nev.ed focus for our work. this map shows the thick are lines representing more responses for given street and large are circles representing a more identified intersection we used the streets and intersections to directly inform the set of projects we developed for phase 2. this map shows the phase 2 projects we proposed bringing back to the communities the past summer part of that oust reach we were slititted the residence denials on the projects which a prefer exclude did not. trying to communal how they related to the priorities we heard during phase one. the out reach results of phase 2 majority support for every series of projects we proposed

access and confirm for sunnydale. a love of interest in the community act vatd this space and make it usable and programmable by the neighborhoods. this is a street on high injury network and serves 2 transit lines we wanted come up with concepts and ideas we share about when we can do to improve a lot of different challenges the street experience this is one include building a raised sidewalk shared use path on the north side. with potential for transit bulbs and crosswalk improvements the asset for this the ability to work weapon community members to

create public art opportunity or seating or other opportunity for public use in that space. we developed to other concepts on street bike way and path way through center of the median. a trailed be difficult on the blocks. and this is a concept we have been sharing since this past fall. there is interest and focus on safety. and further designs we do in coordination with the community especially in preparation for a grant application focus how we create a space residence denials will feel safe and program for place making. the final aspect of the plan are we call the policy recommendations all of the community based needs we want to

understands and lift out that are not directly impacted by our infrastructure investments. i think the leads speez we need to at any time partnerships and work with organizations to work with the communities. but we need a large focus on not just transit access but safety on transand i wait being for transit. typeset it is a large concern in the community. we need to because it is a multilingual neighborhood continue work in access and services. as well as. supporting alots of communities organizations that are leading their own projects for place make and improving their nashgdz and where we aline our project with their work, everyone wins. we are asking this board to pass a motion of adoption for this final floon meet our cal-trans grant. we secured 435 thousand dollars
2:52 pm
of funding through supervisor walton's office and seeking additional through the 5ytp press and preparing outside for a grant application using the manzel street scape we feel confident we could put a successful upon grant together in 10 to 12 million dollars range. following that, we hope to initiate implementation. there is a project in the per teal for traffic calming going on the street this is summer. and so we are interested in continuing communication and collaboration with the community using that project to make sure we are moving the priorities forward. >> thank you. are is there questions on the presentation? director cajina. >> a comment. thank you for are modeling what community out reach looks like.

and how you did this hand in hand with community and you did share the power. i think i reflect on the board workshops and folks like malcolm and really seeing how you know our teams are making a dents in this. and make sure we are fostering healthy relationships with the community. upon this is the gold standard and i hope this we see more project this is have the level of detail and this engage the community in this way. and that have a comprehensive approach looking at all the other projects that are coming in the fold this may not be ours but the partners as mrchlt am often sometimes community members look at us as the city dp not our department you made those linkages with this mrvenlt kudos to you and the team. and excited approve this.

forward to amplifying our roach with the 4 sections of our work. i will stop to see if there are questions. thank you. >> thank you very much. i like to prioritize director cajina she will step away soon. if thank you for this presentation and for all the hard work and the team have done. this work is not easy. by no means it is so multifacetted with our agency we have touch points that -- are really crying for us to approve. and our external reach has many compoenltss and internal. i know a lot of work that you and your team are trying to work on is how to operationalize. equity solutions, right?
3:16 pm
and so fingerprint to make sure you have time to talk about this more and how we are operationalizing a lot of the solutions that you have been able to have from the surveys and growth you are seeing we have, how is that operationalized specifically, i think and -- testimony is great to know you have staff to support you. i will say that. and i see the staff is internal this is grit to see as well internal hires. but on the service system's piece. were community trust is a thing the board is passionate about and something that i would love to see how we are creating a strategy around that. that includes folks from our communication division and from the street's disxrigz all the different divisions zee that
3:17 pm
have the touch points. this is so essential for you to dot work. and efficient low because how i can't count the number of times we had to redo engagement efforts we did not get it right the first time a lot of that can be traceod who is lead thanksgiving effort. is it member this understands the upon community? somebody who staffed that understandses the nuances of the community. that others may not. and one model that i think about is the community equity division in the planning d. i see and i heard from community things i never thought i would hear 5 years ago i'm hearing nouchl community in meetings say we should call want community equity division at plan to help us id the issue we are having.
3:18 pm
i would love for you to get to that point with the community and that relationship. we're able to pull out a team and imagine what it means to have racial equity in subject matter expert in plan exerts engineers. and will with that will means we are in a space where the w this we want to do and bring involved clan ragsz we compliment the functions.
3:19 pm
first hiring work or out reach be set being goals. identifying gaps over time and racial equity standards and monitoring that that is where we have an operational function how do we integrate it to common practice (ing that it is a process r. i say with hiring there are several steps and i will invite kim to share more later as well we have our meeting but we know at different phases of hiring [inaudible]. there may be an opportunity to recruit more audience. long the way we want strong oversights and discrimination in hiring manages. a lot of the key actions are about when is it i deal to support. community connections we have collaboration with hr. when it come to communicate being a lot is behind the
3:20 pm
scenes. executive and senior management not average person hiring. a sfopt hr they are not having time to the where if it it is standards understanding the gaps and out reach requirement. marketsingly the agency employer choice we understand demographic fwaps that work has been done before now we have an enhanced staff capacity to do that. the other part is capitol victim
3:21 pm
for out reach. we need general strategies for reaching native folks weather for pipeline or hiring, public out reach. we are globalally and increase that trust and reps and mapping that on to different projects. i'm glaud brought up planning. we are excited our new director worked on the team as well across the estate human right's commission convenes the leads. there is a lot of plan and mta share when we can as colleagues best practice. just to be sure trace i listen is here who worked on the portola plan. planning is a partner we conversation. i start had with folks. in short, we know that there are
3:22 pm
many projects. some are established. somewhere nuchlt some reindividual. part is understanding where you have opportunity and prioritization. a big thing for the assessment formalize that more. we will set standards for out reach any decision making and data collections way we apply that will vary require partnership from construction and transits operations. that's a long way of saying depends on the project we had a lot of great starts. people ever eager to collaborate.
3:23 pm
>> co2 suggestions that would help us how project this is come are taxling the goals. bake that in to staff report and making it within the report there is is a consideration we are looking at as we review projects. i think this is essential. another thing that every project has is a public out reach plan. i think crediting standards of what quality public out reach plan should look like will provide guidance for staff to understand, this is what the [inaudible] what i should be howir should draft in this neighborhood. there is a lot of creative freedom you can have with how you intercept when a good plan is. so those are 2 ways you can operationalize the goals we
3:24 pm
have. i would say that you know we made a very specific investment in the communication department last year in the budget and it is so essential for us to as we see those staff positions materialize that they are draegsz the equity concerns we know we have. out reach engagement, my hope is you are work, this is an opportunity to make sure we hire the right folks. i hope that this division and yours are collaborating. because that is such a key place where we need to make sure we make an upon dent on the work. and these are things that are happening now. i hope the team is ready. you know like we often get tough
3:25 pm
decisions this come and the staff reports are am key for us to understand the different considerations this we should take in account before we make the decisions and equity needs to be one we are considering. >> excellent. thank you. >> thank you. director yekutiel. >> would be may be the wrong avenue if if it is tell meechlt and i will schedule -- you are here i feel like we receive, your people use equity as a reason to slow down the work of the agency and argue against the w we are doing to make it safer for formsful transportation other than driving and saying that is like not equal or equity if we cared we would not make it heard for drivers. what would your advice to be
3:26 pm
this board and how we think about equity relating to car ownership and driving? today we heard from folk in soma removal of slow streets upon means you did not use equity framework. us being antipoor and antifolks of color. the work you mentioned is focusd and makes sense. when we row on is external work. the second piece when i gone around and visited different i taking on a lot of tours and different facilities and speak to employees sometimes they indicate there are issues in the department. i wish could have a 3 point plan
3:27 pm
of what you are doing or when we are doing to address them. seems like amazing processes. i will be hum knell add nit a member said i feel like i'm treated unfairly and would not tell them had we are doing to address that. tell me the 3 top things we do to address equity concerns that will be helpful. >> i want to slide i have virginia on the lean and kim in the room. i will invite them to chime informil start with the first. my advice we want to have check list and compliance tools and
3:28 pm
important to mote that it is not new. way people come to the conversation will be different temperature it is i think there is i guess a caution that there may be a lot of perspectives what is equity and he you have to prioritize. the goals are very much about -- combating racism. and you know there is the challenge of who has you neverment to disregard citizens and stake holders there will be people not coming to the space. the challenging encouraging the
3:29 pm
staff and also to do more is helpful. i think when it come to different types of mode choichls do people want to catch their bus on time? we try to center centering those the most and folks least like low to have impact and those harmed the longest and have different innersexting types of harm. tell look different and, lot of people will have same experience. other part of the decisionmaking which is helpful. generally, i say challenging like are we going on like define the advocates or being expectancyive to everyone impacted by this decision may
3:30 pm
include people outside of the city. being trans parent [inaudible] those start there and i look forward to working with many staff leading the different yours around that question of prioritization. how we fund or which projects we decide to go forward with. sometimes has to be the tough decisions to decide. >> quick on this. grown this is a press we have the i don'ts have the ability to impelement i think helpful to have you or someone from staff in the wloom we make the tough calless we sometimes heart same but opposite sides. grit we have this team if we have a hearing on something complex to be able to ask you to your perspective from an equity lens. i understand the reports but given we have this would be
3:31 pm
helpful to me. is this helpful. why i think there men case but to stefani cajina's point. it has not changed in i very long time and probably warranted a refresh. want to near a future meeting the content most useful to make tough policy decisions and in addition what other presentation content would you like in order to help make the tough calls. that is not on the agenda today but encourage to you been that and we could have that a

engage the employees arnold the process and then they follow to resolution and something to be referred or complaints are better dealt with in the union, and therefore to follow in in regards to what resolution ends up happening. as as a result of being centralized, we were able to bring down complaints by 30%. and i shared. . memo in the fall that went in details about the process and also in first year actual out come we were able to produce. thank you. >> thank you.
3:36 pm
anymoring comments from board members. i would like to raise one theme. congratulations on hiring. it excite to seat chart with the members and their teams. and my question is around how the members of your team interface with the other staff at sfmta who have portfolio and jurisdiction. that feels like the essence of our sense or challenge the decisionmaking for different work strolls and director cajina's points how we structure engagement. you could talk about this forever but i do want to independent everunderstand how your team is connected with the other parts of agency.
3:37 pm
jobs duplicating efforts for the things that involve engagement i coordinated and tom and his team around planning the out reach functions, lot of the workforce and work place i was w with kim and virginia and tony. [inaudible] a lot is part of the first making the jobs. now a phase to life. i say it happens with general locality project deliver as we get to project its make its easy to see should hr lead that or [inaudible]. i will say a lot of the work remains to be done. we are theme have people power export to be effective. understand the return on investing. a lot has been with taking the lead from other teams. so the public out reach team have an idea where they feel
3:38 pm
strong. and also i think standards around racial equity opportunity to reflect and where we improve. if it was like a basketball team. you have 6 player. add more support. a lot is around ensuring if there is a process or permanent function we amplify that and offer our support of we will be doing upon different functions around out roach and a collective. we are better at engaging black and lettin folks and include different partners who have shared goals. [speak very fast]. everyone who can be close to that work consulted before jobs create. input and this we were filling a gap in a special focus on racial equity.

mix of monitoring had we are doing who we are reaching and who we are not and goal setting that is general low the trends for every w function like out roach or recruitment. >> great. i wonder in the next couple quarterly updates this feels so important, your team brought in are they consulted? co deciders or cocreating? what is their role.

the sfmta to help meet the city's net zero goal by 2040 and moat mode share goal by 2040 >> i'm planning director i will do an introduction in the climate road sxhap i will hand it over to darryl of the transportation planner. it is interesting to be doing a presentation on the climate road map we are listening to impacts of it. the climate change upon the terminology is something we have been talking about now we changing the terminology. the climate crisis. climate emergency. this monday there was a gentlemanal panel on climate change with the un that came out and this we are at another critical point with the paris climate agreement. talked about error careful level 1. 5 degrees celsius if we meet

this level free industrialization and 2010 that would tell us where we are and that tipping point. we are about to they in early 2030s. the point we are at now is another moment take more action to make sure we reduce these fuels and stemming that temperature increase. so shalling of course as a transportation agency in san francisco this is the front of the w we do and has been done for a language time and sfmta a climate leader for a language time and the greenest fleets. but we are in san francisco prosecute at a moment of reckoning with a variety of other things. swon as director tumlin mentioned, the housing element asks for 82,000 more unit in san francisco the next 8 years
3:43 pm
adding more resident and keeping the residence didn'tses we have and reducing displacement means we will have fewer regional trips which is good this it is an action it means we are like low to have local trips. we will have more trips in the city and have to make sure they will be safe for the city and climate. we are manage a long over due reckoning around racial injustice. how we take actions from this point with climate goals we need to make sure environmental justice is the center. framework was passed by plan and that is in pregnancy to state mandates and our new climate the environmental justice element. an element in the general plan and then we have to manage most dramatically the mitigating affects of am when we
3:44 pm
experienced with the crisis. for mta resilience with assets in the southeast part of the city and prepared to keep our transportation system work. we are dealing with the affects. one more piece san francisco is dealing with and mta the fiscal cliff you spoke to in your board workshop inspect approximate financial as we take actions we are look athall of the 4 consideration, rather than thinking of this as a report think of it as a work plan building on had we already do. when you hear you was talking you know the next hearing we'll have a discussion of the communities plan we talk about transportation demand management and transit improvement and state of good repair they are built together in a work plan
3:45 pm
for the planning subdivision how we address climate change. we'll bolled when we do but emphasizing that the work neateds to be centered on the communities most have been harmed or at risk. make sure that actions come out are fiscally responsible and contributory. we increase urgency of the moments so we recognize the points we are in. 10 years of the moment that is nothing on the scale of of the way we build cities. this has to happen now. and i think because it felt like a deep crisis we have to be optimistic we can do this. we have this approximate all the pieces working together and it puts together a picture that is in the nature of when san franciscoments to be the director said more housing and affordable housing along the

transit corridors with more safe walk, roll and bike infrastructure. helps people to be closer to the things they dmeed give our transit more resources to be safe, reliable and freak went. supports us being together and neighborhood businesses. they all go together. darryl has presents today at the board before but not in person of the he has been a planner currently in the long range planning team. but has been at sfmta for 6 years you may have seen him remote. with the 2021 capitol planful darryl? this evening hello directors will we near a climate crisis

the city has done a lot our data hes we are not doing enoughy will present on the climate road map of priority actions for the sfmta to meet the net zero goal by 20 de feoed and mote share goal by 2030 and racial equity competence public health. staff recommend the mta adopts this road map. il talk about purpose and goal and progress the process we took and the climate road map strategies. evaluation, funding needs and recommendations. the climate road map supports the mta's vision the city is diverse connected by safe and affordable transportation for all this decision is linked to the city's climate goals. now the charter machine days

issued a strategy every 2 years the board supervisors declared a claimant emergency call further steel to do everything to reduce green house e missions. the mayor released the climate action compla sudden this road map. [inaudible]. climate action flan was released left year to advance actions from the action plan. >> this is realize in the the following mobility goals the goal is laid out in chapter line of the environment goat. net zer over by 2040. transportation had is equal to getting 400,000 gas powder cars off the road there is are 2 goals. first is mode shipment 80% of trips low carbon by 2030. that is transis, walk and bike.
3:49 pm
plus vehicles with 2 or more and electric vehicles. trip this is require a vehicle our electrification goal. at 44%. grown house gas e missions 2 thirds from car and trucks and titail manages transportation it plays a role in the fight. our reduction and green house gas e missions is not taking pace. the over all e missions gone down by 41% since 90 annual e missions from car and trucks down by 26%.
3:50 pm
we cathed that if we were to continue the bye-byes as rush since 1990 we would not meet our goals until 2080, 40 years too late. most trips by driving gas car with one or 2 people. you know, 2017 city reach aid mode share of 58% of walk and bike. in the pandemic people changed behavior and data from 2021 shows that more people are driving acomploen fewer are taking transit. in that two-year period from 20 upon 19 to 21 driving alone went from therein % to 36% and transit mode share down from 22% to 11%. 50% decrease all while the total number of trips stayed the same.
3:51 pm
and electric vehicles side. registrations are still low but rising. about 3% in 2021. but in the left 2 years the latest data shows that new registration increases to 26% of all new vehicle sales likely push thanksgiving higher. why does this merit? the way we travel criminalities to climb change the negative impacts felt by communities of color and are have to decarbonizes that in a way that advances racial equity. and many people will have a cultural preference for car the shift the city needs to get residents using low carbon modes will not be easy. san francisco designed around car travel inform california cars are in the culture. san francisco planning construct more housing for the housing
3:52 pm
crisis protect our air and help our street when is we add more housing we can'ts add more cars. additionally, nerve san francisco not everyone has the ability to leave the personal vehicles entirely. some with disabilities, older adult and people with travel needs with sxhrn goods will need cars for some trips. we need to prioritize those with needs for cars. as we plan for growth and tackle the crisis we need more taking approximate transis, walking, rolling, electric vehicles and vehicles with 3 or more people of how low carbon options encourage ways to use and ask others to pay more fair low for their impact. climate action generates community benefits.
3:53 pm
when we tackle climate change we need to factor in racial equity. air quality. public health. safety economic vitality and travel sprjs. first and foremost actions to reduce the crisis must advance racial equity by approximate repairing harms. and that you will is not to say we are not doing to combat the crisis the sfmta is a leader. we have didn't great things that shift to lower carbon modes. slow streets. transit and parking pilot but we need to do more. and this it is where the road map come n. took actions from the climate action plan and engage with stake holders to come with strategies and actions for the road match a consultant quantityified green e mission reductions for each using data from the california air

communities of color. increase and increase opportunities for communities of color and others who is have responsiblesed oppression. which will be further developed in the sfmta equity impact assessments and phase 2 of the action plan. now i gallon through the 6 strategies. it is first is expand program its communities this trips transis, wuk and bicycle. the community benefit's program to cover more trips. transportation demand mmth, strategy is modium costment prosecute voids lower community beg your pardon and reduce about 5 huh thunld metric tons of carbon dioxide per year. the next can create a complete active transportation network attracted to all demographics from automobiles to active modes.
3:56 pm
of this includes expanding bike park. e bike subsidy. developing mobility hubs places where people access options and expanding the bicycle network. the active strategy medium will cost and reduce about 5,000 metric tons of carbon dioxide per year. the next is conduct impactful community engagement and transportation plans to ensure climate actions are addressing needs. we do this through transportation planning, out reach and education which are in addition to the other if 5 strategies. community engamentment low cost and reduce 12 thnltd metric of carbon dioxide per year and adoption of zero e mission vehicles and electric options. motor use is necessary.
3:57 pm
this includes ev charging stations in lots, garages and curbs. where people don't have dedicated p. this does in the include the option that the sfmta does not manage like private lots, resident and commercial building. electrification is low cost. provides medium benefits and can reduce about 37,000 metric tons of carbon dioxide per year. a faster transit system. this includes major capitol projects improving the bus system through muni forward and making transfers between system faster and cheaper. transit strategy is highway cost. provides high community benefits can reduce 40,000 metric tons per year.
3:58 pm
the most impactful is manager ping resources fortunate low to charge the right price for every space funds transit prescriptions and supporting people with fewer options. we do this by increasing the initial paid parking spaces and increase the times. the park strategy generates net ref now, provides high community benefits and reduce about 69,000 metric tons per year. in sum row the annual effectiveness by strategy by 20 confucianism seat 2 big of the are transit and parking. this makes sense as they other 2 bandwidth this sfmta has. electrification is huge. but because the strategy focuses on public e very close charging stationos sfmta property does not capture electrifying the entire transportation system. one lesson suspect we can't do

some of the actions we must do it all. you can't build it and expect people to come. you have to make it better to get the fuel action benefits. i will walk through our evaluation. the climate road map gets close to transportation e mission goals bypass 2040 in dark blue we don't get there unless we seat fuel efficiency at federal and state levels and other plans and promise like implementing the housing element and congest 1 price figure all that happens the road map help reduce ground transportation green house e missions by approximately 26% from 90 levels to 77% from 1990 levels boy 2040. which is close to our goal. on the mode share side the road map gets close to the mode share

4:07 pm
swallowing a few of the results of the estimated reduction in green house gas e missions. you had a couple at the gipping that were mall amounts for tdm and i agree with this i'm not sure that should be small they may be should be zero. but then there was one this was better than either one of those which is public out reach. i don't see how talking to people can get you any green house gas reductions. yea we model today on community based transportation plans the idea is community based transportation plans are low cost. so you can implement them sooner and therefore shift more people out of cars to the low carbon modes. the other thing sucan get community buy in when there is
4:08 pm
buy in to community transportation plans then they are like low to mode shift. >> that is a nice drive. this is a bit of a stretch to me and i will get into in a second the bigger game that you got which is electrification and parking. approximately i'm glad that jeff brought up the anniversary of transit first policy. but i think we have and look it deserves the words we hear borrow it. it was grounds breaking ats the time. but the way we responded to it is largely through a series of incentives to00 transit. and inupon sebltives alone don't get much done in my opinion.
4:09 pm
and in this case, you know per capita ridership since this policy was implemented dropped like a rock. so i think we need it acknowledge that its very difficult to move people between one mode and another. simple low by encouraging them to use the one you want them to. you need to couple that with a noose discourages autouchz and that is twhon we have been shy about deploying in the united states. so, i do think that over all other thanninging should guide our am approach here because. it is not like we are new to this game. we have been pursuing many for other reasons not for climate reasons. pursuing them for a long time
4:10 pm
and i think that we have been doing it long enough we should know this some of them have a greater chance of success and theed 1 this is have a chance some of them you know, if you pursue them you will get what you want but have to go through an army of dragons to get there. so -- in terms of transit use and the like, i think this there are lots of reasons to invest in the transit system we have. i'm not sure climate is one of them. and i think when we should to and what you indicate here with electrification is go straight to the source. san francisco is positioned in the united states to have a transit is thats draws power from a hydro electric facility. the clonest kinds of energy you
4:11 pm
can gechlt you know there are system in the east coach that are running on coal. you know you are bear low getting ahead when you have that source of power for the system you run. upon given the city's rable position there, and i think this hen a policy with the trolley fleet as well, is we should take advantage of the power system we own and try to shift as many people out of cars into ev's. and that would be an excellent place for incentives because we need to get people to move. but we also need to acknowledge that when we do get folks to move to transit, and they are

4:13 pm
wanted to put this on the table because i think to some extent we have taken a suite of strategies invented for another purpose and tried to force march them in the debate. i said earlier. we are going to have a diminished if we have a success in moving folks to mule moesd we will have a diminishing result because the cleaner the fleet gets the tougher to squeeze e mission reduction out. that is the simplest way i could will put it. i don't i'm raising i know broad and general criticism of this will report and may be we are at a point we need to approve it and move on. i think we are falling a bit shy
4:14 pm
on this work and obviously the subject matter depends on us not falling short at all. so new thinking on how we could hasten the electrification of the fleet including our own. people don't like over head woirs that is as clean a transit option you can find. thank you for the sdpiem letting me drone a bit >> thank you director heminger and director hinze is next i would love to ask to share thoughts in response regarding

city and trees are falling all overnight streets that should not be falling. on one hand i'm hearing we need to move quickly and do your words were, transformtive approach and bold policies and i'm told habefore we can present a plan on how to connect an active transportation bike way we need go to community for yeeshs to see what they want. so i guess i wonder and i guess i continue is controversial it bring thisum. it seems that there is a tension between having community in to with us when they want to see as ideas. take parking reform we could spend tw decades going to community and would not want us to dot things we want to do with parking reform to address these things and need to take, prop in bold policies. when i would like to see instead
4:22 pm
climate action plan is i think the space to change the way we implement the strajs theory necessary on streets to meet the moment of the we did it during covid. we were faced with an emergency and crisis and needed to rethink how we use our streets. we are told that there their is a climate crisis approximate need to be bold. the question i have as the architects of this, where does this fit with when we hear from community to slow down? what we hear from neighborhoods to do more work to see what they want? the felon viz valley was -- but started 2-3 year ago i wonder how many would be different today because of it. it seems like a tension but may be correct me if i'm wrong.
4:23 pm
if not how do you think we have both of the 2 thing sns you are right. i'm going to defer to yes. will am mia snaul. i think that in some ways we look deeply what the nature of working with communities means. one of the most powerful projects i worked on took 6 weeks with item an town they lead an action. they want today put in something before law would come in place work the with the communities in 6 weeks we did design guidelines. couple dozen folks come here. had people crying in doomth design guide lines something no one thought possible and because it was from their heart and the spirit of the history of the place and rekt fiek something they seen as harm that had been done for generations. i think there xrsh are various
4:24 pm
ways to do out reach. a scale of community lead to hay here they are where do you want them that it is a difficult challenge with an agency as big as mta every day delivers transit, streets and safety that tension if we get to the deep are trust building takes working with people, leaders and people on the grounds you go and speak to people before their projects and you learn about the neighborhood from them they other 1 who is understand it better when we get to the play-offs keep deep are understanding and recognize the harms done in history and rectify them in a way they given us testimony whereof we upon understand it. we can look at data and out come. then when we bring projects forward they pass fast and go through we are bodiesing a better plan and we will see the bike lanes don'ts have conflictless on the street.
4:25 pm
we'll see that people are novelty struggling with things we have done and come back and pull it out again. that work takes time but it it is deeply worth it and makes things go more quickly. >> that's my hope. you other perfect fortunate talk about i'm glad youor team. where do you think our department should be between having the plans community or. based. >> versus our department with the staff come with idea and ws with them to make sure it is the right plan. relate to when we are talking about the bold policies park reform. be transportation. . where do you think we should be? one of the first things we need to do is looking at the communities that have been at risk and harmed and focusing cans tragz you will seat community plans coming forward

the decisionmaking in ways unless we understand the neighborhood. we have to do both and xhoukt to make it is best decisions. this is for you all to make those decision. provide that information to be able to reconcile the 1 to 1 until the work is done. the planning department has been doing this work through the equity division the last 3 dwleers has been transformtive in the way communities let city talk to through projects. i think that laid grounds work. e missionful another community process this ground our work in the mission i'm having conversation with folks. i think we need it build on those efforts the housing element did that reached voices that never reached before with american indian and black

community. you don't want to take too much time there are a lot of mindses in this way you laid it out. because for one i seen sitting from here on the grand podium there are many whether they are self appointed or appointed boy a small group come to us as community. are sometimes they live ablockasm way both arrangementing community and oppositional views. we have the easy thing we have clear goals. things we need to mrifrnl we are make sure people don't die in the street and produce e migsz it is hard and to understand had community want and then also make sure we have done everything right to out reach. one of the first meetings i
4:29 pm
attends as a small business owner a community forum on the updates of the city and street's project for 22 bus line. we had police officers to break up fights. had people pulling their hair out screaming. how could you do this. you are destroying our community you are not lynch to us this was the feedback mta staff got on a project that needed to happen for folks take the trin and climate mcgonigle and when we need toad get people across the city if we were listen to community we would not have done the project than i think is really necessary for you to hit goals. i worry if we are realistic when our agency nodeses to do to accomplish. accomplish sometimes we will not listen to community or bring them in the process and may be
4:30 pm
i'm being00 unnecessarily strict about this. i look at when we needed to do to rise to the occasion we did not have time to engage with community in every project and the things i believe that folks will not want us to dom parking reform. turning every pot to metered spots or hundreds of dollars a mont. i think we should do it but we can't wait for a community to get behind us i wonder this is the plan. flexibility and realism for the things we may need to use different presses. the 2 will make it impossible one will mech it impossible to reach the other. this is my fear.
4:31 pm
>> there are trade offs have you to make. and i think the only council nel this process i would forward is really just the tightening and control and increasing control and tightening the number of people making decision leads to more voices being frustrated and not listened then causes delay. it feels scare tow do this. with decrease resources to let go and provide more santa fes for power sharing and the difference in the voice. in some case people are voicing pregnancy or feelings and experience of communities and it is speaking for a variety of upon experience of community versus their individual interests. this is heard it differentate.
4:32 pm
i don't mean somebody who represent a community. may be everybody who come forward with something they are concern body has a reason why. it is up to the board to ajust and understand who is speaking in their interests and come from a place of privilege and speaking for history of harm communities of color, low income communities. communes with lbgtq+. there are other veriations. seniors. we need to make sour they are at the center. this is a thing navigated every dame the more we do that deeper work the easier the things become on the other side. time is relative and say when you are that sense of we will do out roach and afraid and tell be intluptive i think this when it come down the projects we do, too fast and don't do out reach take longer or disrupted later

[laughter]. >> thank you. reminds us we are on the topic of climate road map the things you are raising a fundament potential out reach and community engagement and move fast to reach goals that is an important conversation. i'm hoping victoria will bring back the recommendations coming out of this february 7 workshop bolleding community trust that will be a time to have more discussion on this personal topic and directorments to get in on this. >> yes , i will pick up the baton. i will actual upon one thing
4:34 pm
this was a lesson for me in the pandemic is that we came up with 20 ways to do a pilot project. we turned the project to the out roach and engagement forum. and -- my i think you said the term you in evolved from climate change to climate crisis. if it is a crisis we should tree it like one. and just as we treated the pandemic like a crisis because it was one. and the advantage i think we have is this not all buff approximate many of the were strategy this is we need to implement are policy related or rather reversible. we can try them and change them and either continue them or end them. and if we can get to a place
4:35 pm
with the public where we can talk them into reserve judgment. we can debate whether this new policy produce aor b. let's stop argue. try it for sick months see whether it is a or b or may be c. and i if do think we should learn it lesson. and i think we got, way with a rable amount of innovation. i have not heard a lot of buyer's remorse. now folks come in every meeting saying i want to be slow street, tooch so -- we got new customers for the new strategies and i just think we got may be more room then and there we thought we had. or think we have. to experiment with the public. there will befect when is don'ts want to hear what you have to say and it is hell no. what don't you understand about
4:36 pm
that. of there are enough folks that if we talk about something this is term limited and revisit the decision and deep 6 the project if it does not work out, i think we change the ground of the debate. gekt back to the climate plan itself will given park action i want to follow up on director heminger line of question the parking impact is one of top 2 recommendations to what to move forward you can't tell us specifics but we are interested in how our work can help you and the mta and the city achieve our climate targets. sudden front should be a climate leader for the world. how can we take the specifics of

an active transportation network as this board wants? a company examples but -- the reluctance to be bold come at a great cost. i hope you find ways to be bold and not get wrapped up in politics the changes needed are going to have [inaudible] we heard in the public upon comment today but the changeers necessary and need to happen, thank you. >> thank you, next speaker, please. hi. it is vikki i have so much to say. service [inaudible] a mode of transportation is gone because of the climate caused boy transportation. and a big rig rolled over on the bay bridge so those e v's would not get out of here, either. don't approve this plan. police it is insufficient in terms of when we need.
4:57 pm
it is hundred waiving not the foundation we should make 5 years of critical work ahead of us. transportation is our city, state and [inaudible] for corrector to climate change you need more details and need torous from small cars. mrajs should get people on bike and bus not whether there should be bike lanes or slow streets. start nudging out the cars out by [inaudible] them this is entire city should have to pifor park. does not have to be e normous. a families and whatever then target the land value. don't place electric charging infrastructure on a street. bat row technology is e involving and don't need to codify cars. put it in garages.
4:58 pm
if the cars are further away use them when they need to. i in the down the don't [inaudible] model in terms of cost limit anticipations and potential for mode chair they will give up occur lane and ping no onements to do that the road never ends for drivers. we have no car free routes throughout the city. they are clinging to the convenience. what you do with car free space will affect the community whether to take it from parking. your time is up. thank you. next speaker, please. upon thank you. edward mason employs counts emtransportation authority heard examined sudden front freeway express listens that sustain

convenience. is the past lieu traffic pollution counted against the pollution calculation? another would be to measure pollution along major traffic corridors suchs 19th avenue. franklin and collect that documentation and then create road signs that ask if the marriage traffic on the following day criminalityed yesterday's pollution to change their attitude. where will the new residents work? they will live in san francisco. i think than i will work in san francisco or were live at work in mountain view? so that's it creates pollution for the region. i just provide these comments and lastly, we talk about high
5:00 pm
winds. well, 1951, high winds closed the golden gate bridge and blew down or fence. thank you very much. thank you this concludes it is 10 minute time limit. >> thank you sect silva. direct cajina middle the last with respect this it is an action item i want to fill you in on the discussion. since you will asked to vote. we had a discussion about the plan but a lot of the specific questions around parking was seen as a significant e missions reducer whavment does this mean in terms of raising parking price we were not tiebl get answer. with transit was a big item. asked what additional lines or frequencies told we don't have. those details were run through
5:01 pm
the model. approximate i'm difficult to nltdz when we are voting on here what a yes vote moneyos this plan and life to get a bit clearer sense from the staff that where i am and hear from clothes where you are after this conversation. i would prefer not to go ahead today. the big head lines from this road map and jeff indicates it is not an implementation plan i'm not sure it a road nap it is an analysis of options. one thing i'm unclear of is when we call this thing.
5:02 pm
a second is that the more i know you pointed out to me look in the appendix the gearef street subway is in this there seemed to issue a number of things area dropped into this document than i think we need a clearering explanation for why they are there and how much do they criminality to the rum we are trying to seek. of so, jeff i leave it to you to suggest a delay period whether just one cycle or 2. i'm talking about a wholesale revision but i do think that there are several things we talked about parking and talked about electrification. we had testimony today from people when don't think that is a swell idea.
5:03 pm
and -- i still do but the point is. i think there is a lot of detail and especially assumption in this road map i think we need to understand better before we move ahead. >> thank you. director heminger. just to high lighter eighty-one of the specifics, one of the actions is to adopt a complete network of bike for biking when you click in the details the action is xanltd the bicycle network by 2026 and spoke about the modeling can completing by 2040. when are weave talking about the map are come leasting by 26 or 40. i would hoeb hope to see something senior. director yekutiel du want to nil director cajina. >> my piece about it upon know
5:04 pm
where you are. i was like you know i try to just lay it out how i see it i felt like if we are going to dot big bold things tos draez the issues of climate there is a tension with how to do it quickly given the crisis and how to do it have it community lead. asking like how we thread this needle. because all the stuff we did in covid brought neap but had to act fast it was a crisis. this it is also a crisis. i guess i wanted to give staff the flexibility in the plan to view the plan if we do need it make big, bold change and do it for climate which is the real reason. that was what i thouchlt i also this board is like i think we are willing to approve big bold things like i think if you came
5:05 pm
to the board and asked you to vote on increasing the number of park meters we would probably approve it but often time its does not get to that level of specificity. i don't want it poke for the booshd. i was given a worn. answer that was my main concernful >> thank you, director hinze. i guess i -- guess i would want to know does staff need [inaudible] can we consider this and will informational item and staff could come back with our [inaudible] this it is a framework but come become with a more defailed and edit or are we
5:06 pm
going to eventual low need an action where we. yes. >> sounds like we have to do it this year, right? for the that was different. >> yea. >> that was for. why good afternoon. i'm in the planning group. appreciate the inquiries. to claire fight action in front of you was to adopt the climate road map that is the action if you were to i would need to check with christine on if we torch move this to an informational item. il provide a bit detail on if you adopt it today it it is adoption of a framework. with the associated strategies and actions and information on their impactfulness. it is in the an adoption of any of the projects this are nested went action and strategies.
5:07 pm
director tumlin said those would come to you separately after they have gone through public engagement and brought as project this is is amend to be seen as an over arching framework so you understand how various levers and policy tools can be ewe likewiseed realize and move urgent low to responded to the climate crisis passed by the board of supervisors. can i provide more detail i could sense there was a desire to end the park strategies to understand more i will or yenlt to you more detail. so, climate road map action top expand paid parking on sunday and evenings. for.2 and 3 was to gradually charge the right place for every on street space. you think about our current park sf program demand responsive
5:08 pm
pricing would be xanltding that city wide more are a braudzer geographic footprint. and for.4 and 5 was looking at increasing the residential parking permit peoples those were the specific ping actionless we locked at in the broader strategy. >> i think [inaudible] another sort of point that i was in -- the discussion was it might be more helpful to see this in the context of the like climate action plan and the city has. i wonder if it would be helpful to bring it back in that condition text and see how tell work together. i put this out there for
5:09 pm
consideration. >> we are always happy to talk about this in detail the guide our work. we have a full board cal dart next month. understanding it is document versus changing the policy recommendations. doing it is latter will require many additional months of rung the models again and probably sick figures worth consulting dollars the question is -- employees does this will. what we are look for from you is an agreement on this frame w so staff can stop doing conceptual work and focus implementation.
5:10 pm
am if this general framework works, then we move forward. so i guess the question is are you do you want more detail on the methodology of analysis and included in assumptions or is there disagreement about the larger policy questions? director hinze? sure. i think i had i [inaudible] i, i am comfortable with the way the plan is written. and um i think as a plan it is a fine plan but i do have questions on the implementation side. yes.
5:11 pm
thank you very much. jeff for 92y it is a bit of both. you know one thing. shame on me dinot read this full item. i typically do we have been out of town the last week and a half there is a lot of denail this appendix. one approach might be strip all of that out. i think i heard you just say this is not or may be you. this is not intended endorse any project. but when you put projects between the covers of the document they are there. and people have every reason to believe we are saying something nice about them. that might be one way out of
5:12 pm
this. when i'm looking for is a better upon understanding of what this model is doing and what assumption its is making. and today sitting here i have not heard an answer yet. we can take additional more time going through the assumptions and modeling exercises in the appendix or may be continue the item. we can deal with each your individual detailed questions separate low and either make a decision about aon consent in a future meeting or redog the staff work >> when mrs. small introduced the item she -- she said this is a living document. in a way to me is different then and there a pdf done and take
5:13 pm
consultants a living document evolves. i don't understand what you meant. a work plan. >> yea that is the translation of a framework sets up a series of like there was this is an analysis. you do an analysis and combhup conclusions we have findings. that is telling us what we need to do and focusing on as we promote our planning efforts and projects in impelementation. this phase of the work is complete and giving information and acts as the structure by which we make decision which projects we prioritize. within the planning process then they are implemented. you act on those actions. so for parking management and you know ev charging and whatever active transportation projects. this help us when you make decisions to say we recognize
5:14 pm
our top priorities are parking and ev and transit. therefore this supports the piece of the framework we approved. a high level over view that then when you are making decisions they fit and tells when you say we should prioritize and how we spend our staff time i'm comfortable with the detail of the strategies intuitive approximate, lined we are less comfortable i don't have a clear answer on what was modeld and endorsing that to get on that transit benefit is this board saying yes we are back geary subway a different decision. we will use it to make decisions since it is harder to understands what is here and the impact i deponent feel comfortable doom evertoday and director cajina or borden was
5:15 pm
not a part of discussion i would love more piece highlighted. are we endorse thanksgiving or that jeff's response said the modeling did not include that. it is done as an analysis process. an analysis process you put in assumptions the assumptions don't line up to individual projects. the assumptioners x more frequency city ouied. >> the way we dot community based planning this is the network we imagine does not have the specificless because we don't have those yet we have not done this work that statute process which we create the work. >> doochthz documents is not adopting fr. what it it is doing is lookingament the graph the end of the document had circle not guilties big chart and saying staff focus on the big
5:16 pm
circles closest to the right hand side and top of the graph. what will help us it prioritize the implementation work. jury room revenue implications or cost implications or community benefit implications helps us target when we spend time on. but not specific this project or this project or this project. gives you stands when you make actions in the future on things not specific in here that says oh we already have been through this we thank you work is really impactful around climate crisis. gives back nothing decision making you need to dom the sooner we adopt at this time sooner we use this document for chasing fund and having project or program in an adopted climate plan is a benefit for pursuing streams of funding y. it is critical. the other thing in terms of
5:17 pm
director cagina's conversation this does is our piece of the climate action plan. we have to report back on our responsiveness to the plan passed in 21. we made to make practice that helps with grant funding this is our first snep doing that w to establish the specifics that is going from the big scale to the next scale now the individual piece. right hahn side and top. parking generates revenue as well as disincentive for using private vehicles. the other condition collusion it meet the goal we have to do
5:18 pm
everything. yes tochlt do everything with a limed staff and resource we figure out what are we going to do first that's what this document helps us make decisions. director cajina. first, thank you to my colleagues for the cliff note version. and your reactions to this. i so appreciate that and appreciate everyone take the space to give me a recap. iingly their say when i saw the resolution and are presentation and read the staff report i was confused what are we approving today. it seemed like the slide of presentation today there was recommendation that attach funding did not give a number but like a recommendation on prioritieds and funding. i was like where is the i was trying to find the dollar amount
5:19 pm
and a lot of things like that i understand deeply why my colleagues are confused and understand why there is concern. if we are saying yes we are prioritizing things, it feelings we are endoergs them before we had a football process here to discuss it. had i am hearing from direct tumlin and xu as l that them is more of a framework then firefighter project by project endorsement. and when those projectses are approximate decisions do come in they will exactly to us and we will have a public process to sdpied yes or no on those specifics? i do think when wore ready to have the ping conversation.
5:20 pm
tell be a confirmation. we will have a lengthy meeting on just this narrow topic. and it merits that. a lot of community out reach and the whole 9 yards the gold standard we talked about today. so i think i'm comfortable moving forward with this. just because i continuing it is a framework and not and a series of strategies that we are alined with. the defy you will is in details and i understand those will come before us in a timely way, i hope. and opportunity for the community to engage and opine i'm okay with moving forward with this. if like i want to make it clear we are not endoergs the individual projects or just like the high level strategies and
5:21 pm
framework but not in anything in the appendix this is just a twoi capture conversations this happened but not something we are upon loning into. right? so. thank you. director heminger. feels like we reached a point we are trying to wear each other down. i'd like to at least suggest an althoughive to delay item for 2 weeks. and pursue our inquiries during that time to get a sense of clarity what role the individuals are playing. i'm concerned whether you nut in apendics you say in disclaim are language it it is not institute an endorsement. liwonder yet projects are there in the first accomplice.
5:22 pm
you are rung i model pailsod assumptions that's okay. but they don't include many of the project ideas i'm hearing that are in the appendix. so this is my motion. am i'm fine i know that in 2 weeks we got an opbus meeting my question is whether or not that is the best meeting to move it to or the one after. >> i'm willing to hear a suggestion from the director about this. >> to add if we add it is to consent this is a way to move past it i think that having time for us to work with staff on the next couple weeks to answer questions is worth it. i would wonder if director heminger would consider adding this to consent versus part of the regular calendar.
5:23 pm
why and if i could since we need to be clear with exact low when we are asking to do with -- however many number of weeks. i think we need give them clear direction what we nev.ed from them. or [inaudible] i think we they deserve clear direction. i know we can then and there dwrom a soon but testimony inprecise date and w with the secretary and the chair of the board in order to determine wlp one we are ready and 2 there is time in the agenda >> that's correct. the item can be continued to a date uncertain with understanding you are look to have it come back soon are rather than later without 2
5:24 pm
specify a meeting date now. >> we can continue it to the call of the chair. >> correct. >> i'm agreeable to the that if my seconder simple i will second it and i'm torn on the question of consent it is a creative idea and when i'm looking for from staff in the next presently anticipation is a clearer presentation of what this is. what it it is not when we are approving and the public to understand. i think we missed the mark at this meeting in terms of the significance and meaning of the adopting this plan. i would appreciate a discussion when is come back. i say the appendix of the staff report are thorough. it goes point by point. it is t is just it seems like a grab bag. so i want to make it clear mr. p that you put a lot of work into
5:25 pm
this. i don'ting anyone is saying hard work was not nut this 102 page report. i think it is more how we package it and what priorities we are asked to make what trade offs we are asked to make. how this do you mean will be used to inform decision make negligent future that are it is not clear. i will second your motion. to continue. could we call a vote on the motion to continue? on the motion to condition to a future date director cajina. >> aye. >> director heminger. >> aye >> director hinze. >> aye. >> director yekutiel. >> aye >> chair eakon. >> aye. >> that motion passes. item 14. item 14. discussion and vote to code
5:26 pm
section scent. 1 to mote in closed session to discuss employee performance evaluations. is there public comment not in the room. opening statement phone? remote public comment members of public can dial star 3 to enter the queue. i see no callers. >> is there a notion go in closed session. >> moved. >> second. >> great. >> vote. >> on the motion to go in closed session director cajina. >> aye. >> correct heminger. >> aye. >> director hinze. >> aye >> director yekutiel. >> aye >> chair eakon. >> aye. >> the motion passes the board >> l go in closed

>> shared spaces have transformed san francisco's streets and sidewalks. local business communities are more resilient and our neighborhood centers are more vibrant and lively. fire blocks and parking lanes can be for seating and merchandising and other community activities. we're counting on operators of shared spaces to ensure their sites are safe and accessible for all. when pair mets, firefighters and other first responders arrive at
5:28 pm
a scene, they need clear visual access to see the building entrances, exits and storefront windows from the street. that means parklets should be transfer in the areas above inches above the sidewalk level. it's best if these areas are totally unobstructed by transparent materials may be okay. you can check with fire department staff to make sure your site meets visibility requirements. emergency response crews and their equipment need to be move easily between streets, sidewalks and buildings, especially when they are using medical gurneys, ladders and other fire fighting tools. that means that parklet structures need a three foot wide emergency feet every 20 feet and 3 feet from marked parking spaces and emergency access gaps need to be open to the sky, without obstructions, like canopies, roofs, or cables and should always be clear of tables, chairs, planters and
5:29 pm
other furnishings. emergency responders need to use ladders to reach windows and roofs to buildings and the ladders need unobstructed overhead clearance and room to be placed at a 72-degree angle against the building. clearances needed around the ladders to move equipment and people safely up and down. so not all parklets can have roofs ask canopies depending on the width of the sidewalk in your area. please make sure that your electric cables are hung so they are out of the way and (indiscernible) to the structure, they can be pulled down by firefighters. cable connections need to be powered from an outdoor reciprocal in the building facade because hard wire connections are much more difficult to disconnect quickly. these updates to the shared spaces program will ensure safety and accessibility for everyone, so we can all enjoy these public spaces. more
